FJL014 The appointee will introduce the students in a progressive manner to the legislative drafting process, within the 30-week distance learning programme designed for both trainees and seasoned drafters interested in acquiring knowledge in the art and science of legislative drafting. The programme is taught using printed materials and texts, audio transmission and video conferencing. The appointee will also conduct research and undertake consultancies in the USP region. Conducting Continuing Legal Education and producing legal training materials may also be involved. The successful candidate should be prepared to travel in the region to conduct workshops. Original text : English SPC/Recruitment Notice No. 01/36 Page 1 SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT SENIOR FISHERIES SCIENTIST (MODELLER) The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine Resources Division, with a staff complement of 20, in three sections covering fishery statistics, stock assessment and ecosystem aspects of Pacific Island oceanic fisheries, particularly skipjack, yellowfin, albacore and bigeye tuna. Its overall mission is: "To provide member countries with the scientific information and advice necessary to rationally manage the fisheries exploiting the region’s resources of tuna, billfish and associated species". The Senior Fisheries Scientist (Modeller) is organisationally placed within the OFP Stock Assessment and Modelling section, and is responsible to the Principal Fisheries Scientist for the development of models of the population dynamics of tuna, billfish and related species in the WCPO. The PROCFish oceanic project component will build upon the highly regarded research and monitoring work undertaken on the main species under the 7th EDF assisted South Pacific Regional Tuna Resource Assessment and Monitoring Project (SPRTRAMP). The post is based at the Secretariat of the Pacific Community Headquarters in Nouméa, but may involve considerable travel. The Senior Fisheries Scientist will develop and implement models of the population dynamics of tunas, billfish and associated species exploited in the WCPO, to produce assessments of the status of these stocks and the impact of fishing on them. The post requires a self-starter with considerable initiative, good knowledge of oceanic fisheries in the Pacific Community region, and highly developed numerical modelling skills. When making letters of application for the post, candidates are advised to describe their qualities in relation to the requirements of this and the previous paragraph. DUTIES AND RESPONSIBILITIES 1. Participate in the development of models of the population dynamics of tuna, billfish and related species exploited in the Western and Central Pacific, in collaboration with OFP staff. The principal model currently used by the OFP is a size-based, age-structured, spatially-explicit model, and further model development is expected in this area. 2. Use these models to develop assessments of the status of the stocks and the impacts of fishing, and to evaluate the effectiveness of proposed management actions in relation to stated objectives. 3. Document the results of analyses for publication in the form of scientific papers, SPC Technical Reports, country reports or other appropriate forms of publication. 4. Other such duties in pursuit of the objectives of the PROCFISH project as directed. SPC/Recruitment Notice No. 01/36 Page 2 QUALIFICATIONS AND EXPERIENCE  A PhD or equivalent in quantitative fisheries science or related discipline, preferrably with considerable post-doctoral experience.  Experience in the application of population models to fisheries management problems.  Extensive knowledge of mathematical and statistical methods as applied in modelling renewable resources.  Highly developed skills in computer programming, in particular using the C++ language.  Written and oral communication skills of a high order.  Ability to work effectively in a team-based, culturally diverse environment.  At least five years of directly relevant research experience, ideally in pelagic fisheries assessment. NATIONALITY RESTRICTION Owing to the conditions under which this project is funded, applications can only be considered from nationals of the current 15 member countries of the European Union or of countries signatory to the Lomé IV Convention. Pacific Island countries signatory to Lomé IV are Fiji; Kiribati; Papua New Guinea; Samoa; Solomon Islands; Tonga; Tuvalu; and Vanuatu. SUSPENSE CLAUSE Although the PROCFISH project proposal has been approved by the European Union and the Secretariat of the Pacific Community, the details of the Financing Agreement for the project have not been completely finalised. This recruitment notice is issued provisionally and without prejudice to the ultimate Financing Agreement, in the interests of providing an efficient start to the project, and it is possible that any contracts that are ultimately issued may differ in detail from the terms of this provisional notice. SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 2,534 - 3,379 per month (which is equivalent to CFP 421,886 - 562,570 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in Grade I of the SPC Staff Classification and Salary plan for Professional Staff based in Noumea, New Caledonia. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 138 francs CFP. TENURE The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability. DUTY STATION Noumea, New Caledonia. LEAVE Leave will accrue at the rate of 25 working days per annum. SICK LEAVE Thirty working days per annum. MEDICAL BENEFITS The SPC’s Staff Medical Insurance reimburses doctors’ fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits. PROVIDENT FUND The appointee will be eligible for membership of the SPC’s Staff Provident Fund. Staff members contribute eight per cent of base salary to which SPC adds a matching contribution. FARES AND REMOVAL EXPENSES For an appointee recruited outside New Caledonia, air fares by the most direct and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine Resources Division, with a staff complement of 20, in three sections covering fishery statistics, stock assessment and ecosystem aspects of Pacific Island oceanic fisheries, particularly skipjack, yellowfin, albacore and bigeye tuna. Its overall mission is: "To provide member countries with the scientific information and advice necessary to rationally manage the fisheries exploiting the region’s resources of tuna, billfish and associated species". The Port Sampling and Observer Trainer is organisationally placed within the OFP Statistics and Monitoring section, and is responsible to the Fisheries Statistician for the development and delivery of appropriate training for national port sampling and observer programmes within the WCPO, to assist the development of scientific monitoring capability at national level. The PROCFish oceanic project component will build upon the highly regarded research and monitoring work undertaken on the main species under the 7th EDF assisted South Pacific Regional Tuna Resource Assessment and Monitoring Project (SPRTRAMP). The post is based at the Secretariat of the Pacific Community Headquarters in Nouméa, but may involve considerable travel thought out the region. The Port Sampling and Observer Trainer will assist in the development of scientific monitoring capability at national and regional levels. The work of the position will involve the training of port samplers and observers in national and regional programmes, the coordination and execution of workshops to provide this training, and liaising with relevant persons to ensure the ongoing success and quality of the programmes. The post requires a self-starter with considerable initiative, good knowledge of oceanic fisheries in the Pacific Community region, and extensive experience with seagoing observer and sampling programmes. Oversee the training of SPC port samplers and observers, and assist in the coordination of national port sampling and observer training programmes, including follow-up/refresher courses, as required; 2. Conduct training workshops and prepare relevant material for the workshops; 3. Undertake observer duties from time to time, primarily to remain current with technological changes/advances in the industry; 4. Assist with, and encourage the work of national coordinators; undertake basic summaries of data to monitor programmes; 5. Provide training in biological sampling techniques; 6. Identify and document the abilities of individual samplers; report on common and recurring data errors whilst implementing training to stem such errors; 7. Perform other PROCFish-related duties as the may require. NATIONALITY RESTRICTION Owing to the conditions under which this project is funded, applications can only be considered from nationals of the current 15 member countries of the European Union or of countries signatory to the Lomé IV Convention. Pacific Island countries signatory to Lomé IV are Fiji; Kiribati; Papua New Guinea; Samoa; Solomon Islands; Tonga; Tuvalu; and Vanuatu. SUSPENSE CLAUSE Although the PROCFISH project proposal has been approved by the European Union and the Secretariat of the Pacific Community, the details of the Financing Agreement for the project have not been completely finalised. This recruitment notice is issued provisionally and without prejudice to the ultimate Financing Agreement, in the interests of providing an efficient start to the project, and it is possible that any contracts that are ultimately issued may differ in detail from the terms of this provisional notice. SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 2,534 - 3,379 per month (which is equivalent to CFP 421,886 - 562,570 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in Grade I of the SPC Staff Classification and Salary plan for Professional Staff based in Noumea, New Caledonia. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 138 francs CFP. TENURE The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The SPC Plant Protection Service (PPS) within its Regional Agriculture Programme, supports the development of national capacities in plant quarantine and pest management. We are seeking to recruit an Entomologist for the 'Plant Protection in the Pacific Project' (PPP) which is funded by the European Community. To be eligible for this position applicants must be citizens of a European Union country or an African, Caribbean, or Pacific (ACP) country that are signatories to the Lomé IV Convention. DUTIES AND RESPONSIBILITIES Under the supervision of the Plant Protection Adviser (PPA), and in collaboration with participating countries, the Information Officer’s work will involve activities supporting the production and dissemination of appropriate and up-to-date, high quality information materials by the Plant Protection Service to SPC member countries, territories and other clients and stakeholders. In particular the functions of the position will include:  Participating in cost effective and efficient plant protection information & extension services which are a complementary component of the SPC Agriculture Information Service;  anticipating and actively exploring client needs and providing a proactive information, communication and distribution service to ACP and OCT countries in Plant Protection;  identifying, organising and fully documenting appropriate literature and other information in all its forms and maintaining an efficient information retrieval system to support an efficient, comprehensive and up to date plant protection information service to clients;  supervising and, when appropriate , providing training or recommending further training, for support staff;  preparing information products, such as database, current awareness bulletins, for distribution to clients and systematically exploring and recommending possibilities of introducing new technologies for information dissemination and communication appropriate for the region;  maintaining existing linkages and systematically exploring and establishing new linkages on behalf of PPS with appropriate national, regional and international agencies that are judged necessary and appropriate for the provision of a comprehensive, relevant and up to date information service to clients of the Plant Protection Service;  extensive and frequent travel to the Pacific Island countries to implement work programmes;  other duties related to information and communication services required by the Plant Protection Adviser QUALIFICATIONS AND EXPERIENCE Applicants must have:  a degree in information or communication science and technology or librarianship or related area;  a background in information and extension services, especially in biological sciences or agriculture;  at least 10 years experience in writing and editing technical papers, brochures and pamphlets preferably in plant protection in plain English and with the development of electronic information materials in developing countries;  considerable experience in information and communication technology and a working knowledge of contemporary extension methods in rural and developing countries;  ability to use IT systems and recognised software for the production and dissemination of information and skills in the design and production of information and extension materials for rural communities that have English as a second language;  demonstrable supervisory and organisational skills. Applications are invited from nationals of SPREP member countries to assist Pacific Island countries protect and improve their environment through implementation of the SPREP work programme activities relating to the conservation of wetlands, coral reefs and mangrove areas. The successful candidate is responsible to assist coordinate and manage project activities; facilitate meetings/workshops/training programs at all levels; liaise with regional and international partners relating to their obligations under the Wetlands Action Plan; assist the Coastal Management Adviser with implementation of the ICRI Call to Action and Framework for Action; assist in implementation of the Coastal Management work programme; and other relevant duties. Candidates must have appropriate tertiary qualifications in a relevant field with at least 3 years’ work experience, preferably within the Pacific islands region, in wetlands conservation related activities. Other essential requirements are: substantial experience in the social, economic and environmental aspects of wetlands conservation; substantial experience in participatory methods of project development and implementation, community assessment and public education; experience within community structures in Pacific Island countries; proven ability to manage training/technical assistance programs, proven ability to work with a diverse range of interested stakeholders, eg, government officials, communities, private sector and aid administrators; and ability to travel sometimes to remote locations. Applicants with a demonstrated interest/involvement in island issues, excellent communication skills in English, with familiarity and knowledge of a second language will be highly regarded. The project aims to improve the health status of the rural poor in the five northern national poverty counties - Yongshou, Bin, Changwu, Chunhua and Xunyi - in Xianyang Prefecture of Shaanxi Province, China, through capacity building for health institutions and personnel at the Prefecture and County levels, and implementing health interventions at lower levels. The project will rationalise resource allocation; improve health personnel’s ability in policy, planning, management, and basic clinical and health promotion practices; and develop community participation in the health system. It will link prefecture, county, township and village level health services into an integrated service implementation system to deliver affordable quality health services for poor households. The project is expected to bring positive impact on poverty reduction in the area. AusAID expects the project to commence in Dec 2001. It will continue over 05 years. The National Institutes of Health and Safety Inc. based in Wellington, New Zealand, is seeking interested consultants with China experience, to be considered for the following positions: AUSTRALIAN TEAM LEADER PROJECT OFFICE MANAGER (LESS EXPERIENCED PROFESSIONAL) TRAINING COORDINATOR HEALTH PLANNING, FINANCE AND MANAGEMENT ADVISER CLINICAL SERVICES ADVISER HEALTH PROMOTION ADVISER UNALLOCATED SHORT TERM TECHNICAL ADVISERS AUSTRALIAN TEAM LEADER Period: 60 months Reporting to: Project Director Location: Xianyang Prefecture Tasks: 1.. Manage all in-China inputs into the Project. 2.. Liaise with AusAID Post, the Project Management Office (PMO), the Project Leading Group (PLG), the Project Coordinating Committee (PCC) and other officials as required to facilitate the successful implementation of the project. 3.. Manage the establishment and maintenance of a monitoring and evaluation system for the Project. 13.. Supervise and manage the baseline survey process, including the development of the survey instruments. 15.. The Regional Community Forestry Training Center for Asia and the Pacific (RECOFTC) is an international organization which works in close collaboration with partner organizations in various countries to actively support community forestry development in the region. As a learning organization, RECOFTC designs and facilitates learning processes and systems that support the capacity development of community forestry institutions and organizations. RECOFTC seeks to promote dialogue between multi-stakeholders to ensure equitable management of forest resources.? Located on the campus of Kasetsart University (Bangkok, Thailand), RECOFTC was established in 1987 in response to the growing awareness that community participation in resource management could assist in protecting forests as well as in enhancing rural livelihoods. Librarian Applications are invited from suitably qualified persons for the position of Librarian at the Fiji School of Medicine. The Librarian would head the institution Library which provides learning resources through its services for the training of Health Care professionals for Fiji and the Pacific region. ? Job Responsibilities The appointee will manage and direct library services at FSM and will ensure the timely and efficient provision of relevant resources appropriate to the curricula. The Fiji School of Medicine [FSM] comprises an enthusiastic group of professionals who are jointly responsible for coordinating undergraduate and postgraduate programmes in Medicine, Dentistry, Pharmacy, Physiotherapy, Radiography, Medical Laboratory Technology, Environmental Health and Nutrition & Dietetics. Currently there are over 650 students enrolled in the FSM from approximately 20 different countries. As such, the FSM is the major health-related training institution serving the Pacific Island countries and territories. The successful applicant will have a primary degree in a relevant field plus a minimum of a postgraduate diploma in the specific field, preferably a masters degree or higher. In addition the candidate will have at least five to ten years experience in the teaching and practice of the subject including curriculum development and programme evaluation experience.
