FORESTRY RESOURCE TECHNICAL OFFICER - TONGA

Tonga Trust is a non-governmental development organisation operating in the
Kingdom of Tonga. It is currently implementing a community/social forestry
project which works with local communities and groups, assisting/promoting
tree-planting, reforestation, and biodiversity activities; and conducting
associated training activities to increase local knowledge and awareness of
the causes/dangers of deforestation and the value of the forest.

Tonga Trust is seeking to expand the range and effectiveness of its forestry
activities through the appointment of a Forestry Resource Technical Officer
(FRTO). The person appointed will have a good assortment of technical and
practical skills in and knowledge of agroforestry and related subjects. The
FRTO will take a lead role in Tonga Trust's forestry projects, providing
technical support/assistance to other staff, giving guidance on agroforestry
techniques, developing small nurseries, providing training in nursery
techniques. In addition, the FRTO will play a key role in the further
development of Tonga Trust's forest and trees programme. The position
requires a person with a strong commitment to community based
sustainable development, with substantial practical experience of community
development (preferably in a Pacific island context), and with skills,
knowledge and experience in agroforestry systems, tree propagation, nursery
development, participatory methodologies, and training.

The appointment will be for eighteen months, with possible extension. A
salary and housing package of T$ 30,000 to T$ 37,000 p.a. (US$ 18,650 - US$
23,000) is available dependent on the skills and experience of the person
appointed. Additional benefits include medical insurance and relocation

Forest Bird Partnership is a multi-agency partnership consisting of state,
federal, and non-governmental organizations dedicated to the preservation of

Below is a potential description for this job

PREDATOR CONTROL SUPERVISOR - Non-Civil Service position located on the
island of Maui, Hawaii. This is a one-year position with continuation based
on funding and performance. Minimum Monthly Salary: TO BE DETERMINED.
Duties: Incumbent assists supervisor and a multi-agency partnership in
implementing large-scale rodent and predator control for species
conservation in Hawaiian terrestrial ecosystems on the island of Maui. The
ultimate goal of this position is to aid is the restoration of
floral and faunal communities in high elevation forests on the island of
Maui with particular emphasis on avian community restoration. Incumbent
will perform all aspects of supervise and coordinate large-scale rodent and
predator controls in extreme environmental conditions. Duties of this job
would include: rodent control, predator (cat and mongoose) trapping and
baiting, training and supervision of technicians and volunteers, systematic
rodent or predator surveys to assess the efficacy of control, site
preparation, trail clearing, assistance in standardized avian, botanical,
and invertebrate surveys. Incumbent will also assist in data management and
analysis for project summaries. Other duties as assigned.

Minimum Qualifications: Bachelor's degree from and accredited four-year
college or university in biology, zoology, wildlife science or other
biological discipline. 0 - 1 year (i.e. 3 months) experience with small
mammal trapping, small mammal control, and toxicological studies associated
with small mammals. Familiarity with Hawaiian terrestrial ecosystems.
Volunteer experience acceptable. Ability and skills in techniques of small
mammal population ecology, management, and control. Able to coordinate field
logistics and train research interns to collect field data. Possess a valid
driver's license. Able to conduct fieldwork in extremely wet condition with
poor footing. Able to hike with a 40 lb. backpack. Ability to use firearms
to dispatch live predators. Desirable Qualifications: Two years experience
conducting field research on small mammals and/or two years experience
conducting toxicological studies on small mammals.

The Government of Samoa has received a credit from the International
Development Association (IDA) towards the cost of the Infrastructure Asset
Management Project and intends to apply a portion of this credit to eligible
payments under this Contract.

Through this credit, the Transport Control Board (TCB), in conjunction with
the Public Works Department (PWD), intend to:

§ develop a Road Traffic Administration System incorporating an Accident
Data Base; Vehicle Inspection, Registration & Licensing records and
maintenance of Driver Testing and Licensing records in order to have the
desired data for plenary and analytical purposes;
§ review and upgrade the Driver Training and Testing procedures & manuals,
develop Defensive Driving course and establish recording systems to ensure
improved driving standards and compliance to traffic regulations by drivers;
§ review and upgrade Vehicle inspection procedures, establish computer based
recording systems for vehicle registration and licensing and provide on the
job training to upgrade skill levels of the vehicle inspectors in order to
ensure vehicles driven on the roads meet the minimum vehicle standard
requirements;
§ develop and introduce road safety education in all primary schools,
develop and produce support material and program the Road Safety publicity
campaign to inculcate a more safety aware road use culture; and
§ facilitate the development of an efficient and effective Traffic Law
enforcement by the Police as a vital input towards the overall accident
reduction strategies of the project.

The TCB/PWD now invite expressions of interest from interested persons to
develop and implement the foregoing traffic and road safety components of
the IAMP.

It is envisaged that the above consultancies will be contracted for a period
of about 32 months, which is the expected duration of the project.

CONSULTING OPPORTUNITY
Project Title

Pacific Ocean Pollution Prevention Programme (PACPOL) Project RA1: Marine
Pollution Risk Assessment for the Pacific Islands Region.
Position

A consultant to undertake a Marine Pollution Risk Assessment for the Pacific
Islands Region.
Implementing/Contracting Agency

The South Pacific Regional Environment Programme (SPREP), based in Apia,
Samoa. The consultant will be responsible to the SPREP Marine Pollution
Adviser, Steve Raaymakers.
Canadian Coordinating and Facilitating Agency
This project is part of the Canada-South Pacific Ocean Development Program,
Phase 2 (C-SPODP II), a 7-year, $14 million program funded by the Canadian
International Development Agency. The Canadian Coordinating and
Facilitating Agency for C-SPODP II is LGL Limited, environmental research
associates. LGL is responsible for the recruitment of Canadian consultants
for C-SPODP II projects, which are being implemented by the South Pacific
Forum Secretariat, South Pacific Forum Fisheries Agency, South Pacific
Regional Environment Programme, and University of the South Pacific. LGL
will screen proposals that are received before the deadline and submit at
least three of the best to the implementing agency, where the consultant
will be selected.
Project Background

As island states located within the world's largest ocean, the member
countries of the South Pacific Regional Environment Programme (SPREP) are
overwhelmingly dependent on shipping. Despite the benefits and necessity of
shipping, this human use of the ocean can also cause a range of
sometimes-severe environmental impacts, including spills of oil and other
hazardous materials.

The Pacific is particularly susceptible to shipping impacts and has a
current lack of regional and national capacity to address these issues. In
direct recognition of this situation, SPREP has developed and is
implementing PACPOL, the Pacific Ocean Pollution Prevention Programme.

One of the highest priority projects under PACPOL is to conduct a marine
pollution risk assessment as a fundamental starting point for the rest of
the programme. To effectively address ship-sourced marine pollution and
conduct a marine pollution risk assessment, it is necessary to first have a
picture of both the locations and descriptions of ports and shipping
patterns, including shipping lanes, shipping types, cargoes carried, and
shipping frequencies and intensities.
There is currently no information available in a consolidated form on the
above activities. The lack of a proper risk assessment leads to
subjective, non-quantitative, and un-substantiated statements being made by
various parties about the level of risk in the region, and it is not
possible to identify high risk and/or problem areas and develop focussed,
prioritised actions to address these areas.

The project's beneficiaries will be

· SPREP member countries;
· Pacific Island resource owners, government, NGOs, and communities; and
· Members of the private sector in marine and coastal-related industries in
the Pacific islands region, including shipping, ports, fisheries,
aquaculture, and tourism.
Services Required

The services required are for a consultant to undertake the marine pollution
risk assessment in accordance with the Aims, Scope, Outputs, Methods,
Timeframe, and Budget listed below.

Aims

The risk assessment aims to

· identify, describe, quantify, and map shipping patterns in the Pacific
islands region, and

· identify, describe, and map marine pollution hazards in Pacific island ports,

in order to collate and present data to help identify high-risk areas for
shipping accidents and marine pollution incidents.

Scope

The assessment will be conducted at three scales:

· the Pacific islands region as a whole;

· within the 200 nautical mile limit of each Pacific island
country/territory (see Appendix 1); and

· for each capital/major port within each country/territory.

The assessment will apply to all ships as defined by the International
Convention on the Prevention of Pollution from Ships 1973 and its Protocol
of 1978 (MARPOL 73/78) and its Annexes, and will include fishing vessels
from distant water fishing nations.
Outputs

The project outputs will comprise:

1. A GIS map of the Pacific islands region displaying

· shipping lanes;

· cargo types and tonnages carried (cargo types to be broken down as far as
practicable);

· shipping frequencies and intensities;

· locations and descriptions of all ports, especially oil loading/unloading
operations;

· identification of mid-ocean ballast exchange/re-ballasting sites; and

· identification of high-risk areas for shipping accidents/marine pollution
incidents.

2. A GIS map of each Pacific island country/territory displaying the above
information within the 200 nautical mile limit of each country/territory.

3. A GIS map of each capital/major port in each country/territory
identifying and describing high-risk areas for shipping accidents/marine
pollution incidents within each port.

Tasks/Methods

It is proposed that the study will be done by a multidisciplinary team on
contract to SPREP, comprising

· a consultant as the primary investigator and

· the South Pacific Applied Geoscience Commission (SOPAC) for the GIS
components of the study.

Tasks required/methods to be used will include (but not necessarily be
restricted to)

· project management and coordination by SPREP, through the Marine Pollution
Adviser.

· an initial project inception meeting and two progress/coordination
meetings in Suva, Fiji, between SPREP, the consultant, and SOPAC.

· reviewing previous shipping and related studies conducted in the region,
including the SPREP report "Ship Groundings in the Pacific Islands Region -
Issues and Guidelines" and work conducted previously for the Forum
Secretariat (task for consultant).

· obtaining and analysing shipping data from publications such as Ocean
Passages of the World, World Cruising Routes, World Sea Trade Statistics,
and Containerisation International Yearbook (task for consultant).

· obtaining and analysing shipping data from Pacific island national
maritime and port authorities; the U.S. Coast Guard; the Maritime Safety
Authority of New Zealand; the Australian Maritime Safety Authority; shipping
companies; shipping agents; oil companies (primarily BP, Mobil and Shell);
the Regional Maritime Programme and Marine Resources Programme of the
Pacific Community and the Forum Fisheries Agency (in relation to fishing
vessel movements); Lloyds Maritime Information Services; Lloyds Ports of the
World; and commercial voyage planning services such as Weathernews Pty. Ltd.
(task for consultant).

· fact-finding and data collection missions to selected Pacific Island
Countries (N.B. the budget will not allow visits to all countries - a
representative sample of countries from each of the sub-regions of
Micronesia, Melanesia, and Polynesia will be visited) (task for consultant).

· development of the GIS and data entry (task for SOPAC). The use of GIS
will allow the risk assessment to be easily updated, perhaps every two to
five years.

· report production (joint consultant /SOPAC task).

Timeframe

The project will be completed within 6 months of commencement.



Study Location

This is a regional project covering all Pacific Island Countries and
Territories (see Appendix 1). During the project, the consultant should be
based in Suva, Fiji, to facilitate country visits and coordination with SOPAC.
Budget and Resources Available

A total budget of US$115,000 is available for this project. Of this,
$40,000 is allocated to the SOPAC GIS component and $75,000 to the
consultancy component of the study. Arrangements are being made to provide
office space in Suva (desk, chair, and telephone) at no cost, but we do not
have a commitment yet. Please refer back to the C-SPOD web site for updates.

Qualifications
Required:

· Citizen of one of the Pacific Island member countries of the South Pacific
Forum, or Canada;

· Proven expertise and experience in marine pollution risk assessment;

· Proven experience in undertaking similar studies in the Pacific Islands
region and established regional and maritime industry networks; and

· Proven ability and track record of meeting deadlines and complying with
project budgets.

Proposal Requirements:

· Detailed description of how the outputs listed above will be achieved, in
accordance with the tasks and methods listed above and any other method the
consultant proposes to use to achieve the outputs cost-effectively within
the required timeframe and available budget (NB: Tasks and methods which are
the responsibility of SOPAC should not be included in the Proposal);

· Project management table, including task timelines, critical milestones,
and progress and final reporting timelines;

· Detailed breakdown of costs outlining how the outputs will be achieved
within the available US $75,000, in accordance with the tasks and methods
listed above and any other methods the consultant proposes;

· Evidence of the consultant's qualifications in relation to those listed
above; and

Development Officer for the organisation's head office in Suva - Fiji.

Live & Learn Environmental Education Society is a regional non-government
organisation which aims to promote greater understanding of environmental
sustainability through education and communication.

The Programme Development Officer will be responsible for:

· development of funding proposals and securing funding for future Live &
Learn Environmental Educational programmes

· development of environmental educational programmes in collaboration with
government department and NGOs.

· overseeing organisational and administrative matters of the head office.

Selection Criteria:

· Minimum of five years experience in the field of environmental education,
preferably in developing countries.

· Broad background in environmental and development issues, especially
marine and forestry issues.

· Extensive experience of working in a consultative process with
communities, NGOs and governments.

· Computer literate, particularly Word, Excell, e-mail and presentation
programmes.

· Proven experience in development of proposals, budgets and successful
procurement of funds.

· Extensive experience at organisation administration including
responsibility for finance, budgeting and acquittals.

· Strongly motivated person with proven ability to work with minimal
supervision.

· Excellent communications skills, verbally and written. Ability to speak

DUTY STATEMENT

FISHERY MONITORING SUPERVISOR

FILE STF 5/17/32

The Fishery Monitoring Supervisor will work under the direct supervision of
the Oceanic Fisheries Manager of the Oceanic Fisheries, Programme (OFP) at
the Secretariat of the Pacific Community (SPC). The candidate will actively
participate in the development of and oversee the operation and maintenance
of national and regional observer and port sampling programmers. These
programs will monitor all aspects of the fishery and catch of tunas and
non-target, associated and dependent species (by-catch), and provide a range
of data in support of stock assessment and studies of ecosystem dynamics.

More specifically, the Fishery Monitoring Supervisor will:

· Support and assist the implementation of national port sampling and
observer programs providing representative coverage of tuna fleets operating
in the regions and assist in the design of these programs
· Supervise in the field the placement and work of all observers and port
samplers, ensuring that data as required for stock assessment and ecosystem
studies are systematically collected, standardized data collection
procedures are followed and data quality is optimized.
· Ensure the incorporation of data collected regional databases, and
maintain data quality through debriefing of national coordinators and their
staff
· Directly supervise the work of national coordinators through regular
contact wand visits were necessary and coordinate and maintain standard
amongst such programs.
· Prepare and present periodic written and oral reports and results of the
port sampling and observer programs.

QUALIFICATION

The selected candidate will have a degree in biological or fishery science,
or equivalent qualification, with extensive experience in sea going research
programs, and observer/port sampling programs preferably involving tuna
fisheries. Some knowledge of fishery data analysis would be desirable and
basic computer skills are required. The candidate will have the ability to
supervise and motivate persons from different cultural and educational

The Fisheries Research Scientist will work under the direct supervision of
the Oceanic Fisheries Manager of the Oceanic Fisheries Programme (OFP) at
the Secretariat of the Pacific Community (SPC) He/she will coordinate
biological research on the warm Pool Large Marine Ecosystem which supports
the tuna fishery of the Western and Central Pacific Ocean, with the long
term goal of determine sustainable levels of harvest from the ecosystem and
the impacts of removals of target tuna species on other components of the
systems.

More specifically, the Fisheries Research Scientist will:

· Undertake biological research on all components of the Warm Pool
ecosystem, particularly tunas and non-target, associated and dependent
(by-catch) species.
· Devise and implement biological sampling programs in support of this
research, utilizing observer and other sampling programs as required
· Develop and apply models of the biodynamcis of Warm Pool ecosystem, in
collaboration with OFP scientists.
· Assess, where possible, the impacts of tuna fishing on stocks on
non-target, associated and dependent species.
· Document the results of research and analysis for publication and present
these as required
· Integrate these results with complementary of OFP research.

QUALIFICATION

The selected candidate will have a university degree in biology, fisheries
stock assessment or related discipline, with a post-graduate qualification
desirable. The candidate will have extensive experience with field research
programs; computer based analysis of fishery and biological data and pelagic
fisheries stock asse4ssments, as well as familiarity with ecosystem
approaches to fishery management. Verbal and written communication skills in
English of high order, and at least five years of direct relevant experience
will be required.

SENIOR FISHERIES SCIENTIST (STOCK ASSESSMENT)

The Senior Fisheries Scientist (Stock Assessment) will work under the direct
supervision of the Principal Fisheries Scientist, Oceanic Fisheries
Programme (OFP) at the Secretariat of the Pacific Community (SPC) The Senior
Fisheries Scientist (Stock Assessment) will analyze and interpret biological
and statistical data pertaining to the assessment of tuna and billfish
species harvested in the Western and Central Pacific Ocean (WCPO), in
collaboration with OFP staff, and in the context of an ecosystem approach to
sustainable harvest and management of oceanic resources in the region.

More specifically, the Senior Fisheries Scientist (Stock Assessment) will:

· Conduct statistical analyses of fishery catch and effort data, indices of
abundance, and biological and oceanographic data;
· Develop analytical models, which incorporate the use of precautionary
reference points, for stock assessment of selected species
· Prepare reviews, technical reports and scientific papers for publication
on tuna and billfish population dynamics stock assessment and fishery
interaction
· Collaborate with other scientists in the WCPO in tuna and billfish stock
assessment
· Assist with the preparation of material inputs to the MHLC process and
succeeding arrangements of the conservation and management of highly
migratory fish stocks in the WCPO]

QUALIFICATION

The selected candidate will have a post-graduate degree in fisheries
science, including extensive knowledge of statistical analysis and modeling.
High-level computer programming skills, preferably in the c++ language, are
required. The candidate will possess demonstrated experience in oceanic
fishery research of high international standard, and must possess excellent
skills in formulating and presenting scientific advice, and written and
communication skills of a high order. A minimum of eight years of direct
relevant experience will be required.

The salary for this position will be CFP 451,503 francs per month in the s2
salary range. In addition an establishment grant will be payable to

Review of forest research in Solomon Islands

Background
In the past the research section of the Forestry Division undertook a
significant amount of research, including establishing some 1260 research
plots. At present a strategy for the future of forest research in the
Solomon Islands is being finalised; as part of the revitalisation of the
research section it is necessary to review all of the research plots.

Purpose
The project entails reviewing the research plots, which were mainly set up
for silviculture and plantation establishment. The main purpose of the
projectis to decide the future of the research plots.

The research section has become quite degraded in the past 10 years,
including a lack of resources being invested in human resource development.
It is therefor also necessary to work closely with staff of the research
section to improve their skills and knowledge.

Duration
The project is expected to take four months, which allows for the difficult
working conditions and lack of resources available, beginning in January or
February of next year. It will be based in the town of Munda in the
Western Province of the Solomon Islands.

Arrangements
Funding has been seccured from Pacific Islands Forests and Trees Support
Program for internal airfares, accomodation and living allowance and other
costs involved in the project. An application will be submitted to
AusAID's volunteer program AESOP once a suitable person has been
identified. If this is approved, AESOP will provide the airfare and cover
insurance costs.

The positives of the Western Province!
The people of the Solomon Islands are very friendly, welcoming and relaxed.
The diving and snorkelling from Munda is exceptional, both on natural
reefs and WWII wrecks. Munda is a ten minute flight (AUD$35) to Marovo
Lagoon which has been nominated for World Heritage Listing. Marovo has
hundreds of islands and is scenically very beautiful, as is most of the
Western Province. Munda is also close to the volcanic island of
Kolombangara (approx 1700metres) which has amazing mist forest in the
higher areas.

We are seeking an experienced and motivated researcher with demonstrable
experience in the management and development of applied research programmes.
NARI research is designed to contribute to the sustainable development of
the smallholder agriculture sector in PNG. The position provides an exciting
opportunity to benefit Papua New Guinea as the country moves into the new
millenium by directing and managing substantial research programmes towards
answering the constraints on rural communities.

NARI is an autonomous research institute constituted under its own Act of
Parliament and enjoys substantial freedom to identify research priorities
within national policy guidelines. The Institute manages its research
programmes within an agroecological framework with a farming systems focus.
The core research effort is supported by the government of PNG and major

The following positions may be appointments at Unit Head Level under the

Disaster Management Coordinator (1 position)

The appointee will be expected to have the following specific technical
skills: provide technical advise relevant to development and implementation
of a regional disaster management program; provide advice to national focal
points on risk and disaster management programming implementation
strategies, or other matters as requested and support national program
evaluation efforts; contract, manage and evaluate the effectiveness of
technical assistance provided in support of national disaster management
programming needs, liase with regional emergency response agencies and
monitor the inter- activeness of disaster response systems and ensure that
the lessons learned from disaster situations are widely disseminated in the
region. The appointee will also be required to serve as manager of the
South Pacific Disaster Management Project.

Qualifications
A post-graduate degree in Science or Engineering from a recognised
university, at least 10 years professional experience in disaster
management, and proficiency in oral and written English.

Water & Sanitation Specialist (1 position)

The appointee will be expected to have the following specific technical
skills: promote and implement water demand management and conservation
principles to reduce water wastage; prepare a medium to long term strategy
for the Water Resources Unit; undertake demand analysis and surveys;
undertake impact analysis of Water and Sanitation projects on poverty,
equity and gender; investigate and assess water resource potential of SOPAC
member countries; prepare water sector strategy plans based on the
sustainable development and utilisation of water resources; design
appropriate water supply and sanitation facilities; provide training of
member country nationals whenever appropriate, especially during field
surveys and through fellowship attachments and the running of workshops.

Qualifications
A post-graduate degree in Science or Engineering from a recognised
university, at least 10 years professional experience in water and
sanitation, and proficiency in oral and written English.

Marine Scientific Research Officer (1 position)

The appointee will be expected to have the following, specific technical
skills: to plan and coordinate work on marine scientific research
particularly as it applies to deep-sea minerals resource assessment and
seabed mapping, in member countries offshore areas; assist and coordinate
cruise planning and implementation of cruises organised by other agencies
and institutions in accordance with UNCLOS provisions; represent SOPAC on
cruises as appropriate; assess, review, and produce summaries of the work
done by and reports produced from geological and geophysical cruises, and
prepare conclusions and recommendations for consideration by member
countries; assist in the training of member country nationals as
appropriate in the performance of the above duties especially on cruises and
at the Secretariat;

Qualifications
A post-graduate degree in the relevant field from a recognised university,
between 5-10 years professional experience, and proficiency in oral and
written English.

Women's Development Adviser

BACKGROUND

The SPC Vision into the 21st century is one of a vibrant and dynamic
bilingual regional technical organisation working in partnership with its
members, other organisations and donors, and excelling in the coordination
and delivery of priority work programmes to Pacific Island countries and
territories. The Pacific Women's Resource Bureau (PWRB) of the SPC strives
to ensure that SPC's vision is realised with actions that support gender
equity and the advancement of women in the Pacific Community.

The PWRB plays an important role in the delivery of the Secretariat's
technical services to the island member countries of the Pacific community
in the areas of training and community education, monitoring and evaluation,
and information and communication. The PWRB is based in Noumea, New
Caledonia, and is headed by the Women's Development Adviser who oversees a
staff of three.

DUTIES AND RESPONSIBILITIES:

The Women's Development Adviser is responsible to the Deputy
Director-General (Noumea) for the following:

1. Development and implementation of training programmes on gender
awareness, and related leadership, management, administration and
communication skills for various target groups;

2. Advising and assisting member countries on request in the formulation of
women's programmes and projects;

3. Liaising with and providing information to women's organisations, and
counterparts in government and NGOs, especially in relation to gender and
development issues;

4. Working cooperatively with other SPC staff on projects concerning women,
and in:
(a) the collection, organisation and dissemination of information on gender
and development
(b) the planning, implementation and evaluation of projects affecting women
(c) the establishment and maintenance of a register of skilled Pacific women

5. Collaborating with other regional and international organisations on
issues affecting gender and development in the region;

6. Preparing articles, papers and educational material within the scope of
the organisation's work programme for publication, as approved by the
Director-General;

7. Performing other duties as required by the Executive.

QUALIFICATIONS AND EXPERIENCE:

Applicants for this post should possess a university degree or tertiary
qualifications plus practical experience in women's programmes and problem
solving.

The successful applicant should have all of most of the following skills:
· Experience in programme management
· Demonstrated ability to manage project planning, implementation,
monitoring and evaluation;
· Ability to work well with people in a gender sensitive and culturally
mixed environment
· Good cross-cultural communication skills
· Demonstrated analytical and reporting writing skills
· Previous experience working in Pacific island countries is a major advantage
· Fluency in English is essential. A good working knowledge of French is
highly desirable



SALARY, TERMS AND CONDITIONS

SALARY AND ALLOWANCES:

The salary for this position will be CFP 451,502 per month in the S2 salary
range. In addition, an Establishment Grant will be payable to non-residents
of New Caledonia. Where appropriate, other allowances such as child and
education allowances may be payable. SPC emoluments are not subject to
income tax in New Caledonia at the present time.

TENURE:

The appointment will be for a period of three years in the first instance.

DUTY STATION: Noumea, New Caledonia.

ACCOMMODATION:

Provided by the Secretariat, based on the following rates of basic salary:

House/flat 2 bedrooms - 11.5%
3 bedrooms - 12.5 %

LEAVE:

DIRECTOR OF CORPORATE SERVICES

GENERAL

The Corporate Services section of the SPC was recently established through
the amalgamation of the existing Administration and Finance offices. The
section plays a crucial role in the delivery of the Secretariat's services
to the member countries and territories of the Pacific Community.

The mission of the Corporate Services section is to provide support
services to the organisation in the areas of Human Resources Management
(Recruitment, personnel and staff development), Finance, Meeting support,
Travel, Registry, Canteen operations, and Buildings and Vehicle Management
and Maintenance. The Section has a total of 18 staff.

The Director of Corporate Services is responsible for the efficient
operation of the Section by exercising broad supervision over all Corporate
Services Staff. The Director is a part of the SPC senior executive team,
and is expected to work effectively with the Director General, the
Divisional leaders, and the heads of all other programmes and sections of
the organisation.

The Director of Corporate Services is required:

· To possess knowledge of corporate management, financial, human resources
and administrative procedures.
· To have experience in the management of an organisation of this nature,
with a similar staff size;
· To hold appropriate qualifications in finance, business administration,
human resource management or a related field.

A post of Director of Corporate Services is vacant and it is desirable that
an appointment be made early in the Year 2000.

DUTIES AND RESPONSIBILITIES:

The Director of Corporate Services is responsible to the Director-General.
His/Her primary duties include:

1. Providing advice and effective support services to the Secretariat in the
areas of human resource issues, financial and assets management issues,
conference arrangements and other corporate management issues;

2. Efficient management of the section's financial and administrative
services (recruitment, personnel, training, travel, registry and reception,
canteen, buildings and official vehicle maintenance), staffing resources and
budget, to ensure it responds to the needs of the section's users;

3. Ensuring sound management of the organisation's budgeting and financial
systems;

4. Maintaining effective control of the investment of the SPC's funds and
reserves;

5. Planning and developing the organisation's financial and internal control
procedures, systems and methods so as to ensure maximum efficiency in
utilisation of resources and modernisation of procedures;

6. Reporting as required on the section's activities;

7. Maintaining good relations with the external agencies that deal with the
SPC's financial operations;

8. Actively participating in policy formulation and broader management of
the Secretariat as part of the executive team;

QUALIFICATIONS AND EXPERIENCE:

Applicants for this position should have:

· Relevant degree or professional qualification in finance, business
administration, human resource management, or a related field, or at least
ten years of experience in finance/administration.
· Proven managerial ability in administration and in high-level financial
administration.
· Possess drive and initiative, with ability to determine and achieve
objectives.
· Highly developed organisational skills.
· Strong interpersonal skills.
· Computer literacy, in particular as it relates to spreadsheet applications

DEPUTY DIRECTOR GENERAL (NOUMEA)

1. The scope of responsibilities of the Noumea based Deputy Director
General includes:
* management of the SPC Social Resources Division and the Information
and Communication programmes and sections, with the primary responsibility
in the programme leadership and management area; and
* corporate executive functions of the Secretariat of the Pacific

* Coordinate the re-negotiation of the SPC's privileges and immunities
agreement with the host government.
* Undertake visits to member countries and territories in accordance
with the annual executive travel plan.
* Maintain a good working relationship with Noumea based development
partners, diplomatic missions, trade missions and other international and
regional organisations (including NGOs).
* Act as Director General as and when required.


5. In the area of general management, and accountability, the Deputy
Director General will:

* Set annual objectives to be achieved early in the year. The Deputy
Director General is required to report to the Director General at the end
of the year a self-appraisal against the set objectives. He/she will be
fully accountable for the results achieved.
* Manage the Work Programme budgets for the operations associated with
the Social Resources Division and the Information and Communication
Sections
* Be responsible for developing good, co-operative working
relationship across all programmes and sections under his/her
responsibility, and with other programmes and service units across the
organisation.
* Make staff appointments and conduct staff discipline on behalf of
the Director General in accordance with established rules and procedures
of the organisation.

6. Co-ordination with SPC Suva Operations.

The Deputy Director General will:

* Maintain a close liaison with the Suva-based Deputy Director-General
and the programme and section heads.


QUALIFICATIONS AND EXPERIENCE

This is an executive technical position. Applicants should be graduates
with extensive experience in a technical discipline and preferably from
within the Pacific region. They must have vision and leadership qualities
and extensive experience at an executive or senior management level. They
must be capable of both leading and managing a team of professional and
technically qualified people. The successful applicant must have
demonstrated strengths in people, financial and multi-disciplinary team
management; a capacity to generate development funding; familiarity with
donors; and strong conceptual/analytical skills. Fluency in English is
essential; fluency in French will be an advantage.

ACCOMMODATION


Provided by the Secretariat, based on the following rates of basic salary:

House/flat 2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15%


LEAVE

Annual leave will accrue at the rate of 2.5 working days per month of
active duty service. For expatriate staff members, home leave fares are
payable after 18 months' service.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC Staff Medical Benefits Scheme, to which the appointee would
contribute 1.5% of basic salary, reimburses doctors' fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident
Fund. The staff member contributes six per cent of basic salary with a
matching contribution by SPC.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, airfares by the most
direct and/or economic route for the appointee and dependent family
members and reasonable removal expenses by sea of personal and household
effects will be met by the SPC on appointment and termination.

POST DESCRIPTION

INFORMATION OFFICER

RESPONSIBLE TO: The Plant Protection Adviser

DUTIES AND RESPONSIBILITIES:

Under the supervision of the SPC Plant Protection Adviser and in
collaboration with relevant regional stakeholders, the Information Officer
will:

1. Manage a cost-effective and efficient Plant Protection Information
Service which is a complementary component of the SPC Agricultural
Information Service;

2. Anticipate and actively explore client needs and provide a proactive
information, communication and distribution service to ACP countries and
OCTs in plant protection;

3. Identify, organise and fully document appropriate literature and other
information in all its forms and maintain an efficient information retrieval
system to support an efficient, comprehensive and up-to-date Plant
Protection Information service to clients;

4. Supervise and, when appropriate, provide 'in-house' training or recommend
further training, for Library support staff and/or travel overseas to
provide national training in information technology;

5. Prepare Information products, such as databases, current awareness
bulletins, technical leaflets, extension materials for distribution to
clients and systematically explore and recommend possibilities of
introducing new technologies for information dissemination and communication
appropriate for the region;

6. Maintain existing linkages and systematically explore and establish new
linkages on behalf of PPS with appropriate national, regional and
international agencies that are judged necessary and appropriate for the
provision of a comprehensive, relevant and up-to-date information service to
clients of the Plant Protection Service;

7. Perform other duties related to information and communication services
required by the Plant Protection Adviser.

QUALIFICATIONS AND EXPERIENCE:

A degree in information and communication science and technology or in
librarianship and considerable experience in information and communication
technology. To be eligible for appointment the Information Officer should
have a background in information services, especially publications in
biological sciences or agriculture and experience with computerised
information systems preferably in plant protection and with the development
and maintenance of electronic databases in developing countries.


SALARY, TERMS AND CONDITIONS

SALARY AND ALLOWANCES:

The salary for this position will be F$4971 per month, depending on
qualifications and experience. In addition, an establishment grant will be
payable to non-residents of Fiji. Where appropriate, other allowances such
as education allowance may be payable. SPC emoluments are not subject to
income tax in Fiji at the present time.

TENURE:

The appointment will be from the date of appointment until 31 December 2000
in the first instance. There are prospects for extension of the post for a
further period of three to four years. Applicants may wish to consider a
period of secondment from their present employment to enable them to take up
this short-term post if it was offered to them.

DUTY STATION: Suva, Fiji.

ACCOMMODATION:

A rental assistance supplement of F$ 1100 per month will be provided.

LEAVE:

VACANCY: COASTAL MANAGEMENT OFFICER

Applications are invited for the position of Coastal Management Officer with
the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa.

Post Description
The Coastal Management Officer assists member countries and territories with
the development and implementation of appropriate coastal management
programmes and related activities. He or she is responsible for the following:
· Identify priorities and appropriate funding mechanisms for coastal
management in island member countries of SPREP;
· Provide advice and assistance on coastal management issues to SPREP member
countries and other international or regional organisations;
· Promote, develop and oversee the implementation of conceptual frameworks,
methods and tools for coastal resource planning, management and training
programmes, appropriate to the Pacific region;
· Co-ordinate activities under the International Coral Reef Initiative
(ICRI) Pacific Regional Strategy, including the Global Coral Reef Monitoring
Network for the Pacific region, Activity Plan for the Conservation and
Management of Coral Reefs and the Regional Wetlands Action Plan;
· Co-ordinate the development of proposals and policies related to the
coastal environment within SPREP, it's member countries and other agencies,
as required;
· Provide technical guidance and supervision for the position of Wetlands
Management Officer within SPREP.

Required Qualifications and Experience
Candidates must have appropriate tertiary qualifications (preferably with
post-graduate qualifications in an integrated coastal management related
field) from a recognised institution and at least 5 years' work experience,
preferably within the Pacific islands region, in a field related to this
position. Other essential requirements are: proven project management
experience; the ability to manage the work of consultants; a proven ability
to work as a part of a inter-disciplinary and/or multi-cultural team; the
ability to meet project deadlines (often under difficult circumstances); a
proven ability to prepare proposals and reports; a proven ability to live
and work within Pacific island communities. Applicants with a demonstrated
interest and involvement in the environmental, economic and social issues
affecting the region, particularly as they relate to coastal management,
will be highly regarded.

Appointment
Appointment will be at either Project Officer or Adviser Level of SPREP's
authorised salary scales for contract staff, depending on the successful
applicant's qualifications and experience. SPREP remuneration is tax free
in Samoa for non-residents and for people who are not citizens of Samoa.

The initial term is three years, renewable for a further three years

training opportunities and securing of resources to implement the programme;
· Development and implementation of in-country turtle conservation
management initiatives in partnership with RMTCP network members (government
and non-government agencies);
· Development of education and awareness resources for turtle conservation; and
· Facilitating the RMTCP networks' review process, including regional workshops.

? Plan, oversee and facilitate the activities of the Regional Marine Mammal
Conservation Programme (RMMCP).
This will include:
· Development and implementation of an annual work plan and budget and
associated reporting requirements consistent with the objectives of the RMMCP;
· RMMCP network co-ordination - which provides for advisory services,
information exchange, international co-operation, training opportunities and
securing of resources to implement the programme;
· Development and implementation of in-country marine mammal conservation
management initiatives in partnership with RMMCP network members (government
and non-government agencies). This will include continuation of existing
projects such as the Tonga Whale Watching project; and
· Development of education and awareness resources for marine mammal
conservation.

? Assist with and provide advice on the development of conservation
initiatives for other marine species at the request of SPREP members and as
resources allow;

? Assist the South Pacific Biodiversity Conservation Programme Conservation
Area Programme in addressing turtle and marine mammal species issues in
these areas;

? Ensure effective linkages are made with other SPREP marine programmes and
initiatives, particularly the Coastal Management Programme and Coral Reef
and Wetland Programme; and

? Assist with initiatives as required within SPREP's Biodiversity and
Natural Resource Conservation Programme.

Required Qualifications and Experience
Candidates must be Pacific Islanders and have appropriate tertiary
qualifications with at least five years of working experience in this field.
Sound co-ordination, communication and facilitation skills and relevant
technical knowledge in the field of turtle conservation and/or marine mammal
species is required. An appreciation of conservation issues in Pacific
Island countries is also essential. Candidates must also have the ability
or potential to; undertake work programme planning (including budgeting);
deliver on agreed work programme outputs; and the ability to work as part of
an inter-disciplinary and/or multi-cultural team and be prepared to travel
extensively in the region. Training opportunities in the fields of marine
mammal and turtles will be made available to the successful candidate.

VACANCY: ACTION STRATEGY COORDINATOR

Applications are invited for the position of Action Strategy Coordinator

Post Description
The Action Srategy Coordinator assists member countries and territories
coordinate development and implementation of the following:
? 1999-2002 Action Strategy for Nature Conservation in the Pacific Islands
region
This will include:
· Development and implementation of an annual work plan and budget and
associated reporting requirements consistent with Action Strategy coordination;
· Action Strategy Coordination - includes securing of resources, advocacy
and development of new strategic initiatives not currently being addressed
in the region, particularly those requested by SPREP members;
· Action Strategy Monitoring and Communication Tools - further development
and implementation of the indicators monitoring programme and development of
information management tools for effective monitoring and review of the
Action Strategy;
· Nature Conservation Roundtable - facilitate and participate in the work of
the Nature Conservation Roundtable; and
· Facilitate and coordinate the development, implementation and follow up
for the Seventh Conference on Nature Conservation in the Pacific Islands region.

? Convention on Biological Diversity
This will include:
· Development and implementation of an annual work plan and budget and
associated reporting requirements consistent with assisting PICs implement
the Convention;
· Provide technical and policy advisory support to PICs in CBD processes and
meetings;
· Support PIC's in their development and implementation of National
Biodiversity Strategies and Action Plans; and
· Develop and implement CBD issue-based initiatives to further assist PICs
parties to this convention.

? Other biodiversity-related conventions and agreements
This will include providing advisory support as required and as resources
allow to PICs in their consideration and implementation of other
biodiversity related conventions including Ramsar, CITES, World Heritage
Convention, International Whaling Convention and the Apia Convention.

? Assist with initiatives as required within SPREP's Biodiversity and
Natural Resource Conservation Programme.

Required Qualifications and Experience
Candidates must have appropriate tertiary qualifications with at least five
years of working experience in this field. Sound coordination, analytical,
communication and facilitation skills and relevant technical knowledge in
the field of nature conservation and associated conventions, strategies and

TRAINING AND DEVELOPMENT SPECIALIST (Pacific Regional Vector Borne Diseases
Project)

BACKGROUND

The Secretariat of the Pacific Community (PSC) is a technical advice,
assistance, training and research agency serving 22 Pacific island countries
and territories of Melanesia, Micronesia and Polynesia, SPC currently has
more than 200 staff members and is a bilingual organisation with English and
French as its official working languages.

The Community Health Program (CHP) is part of the Social Resources Division,
which also includes a number of socio-economic programmes.

The CHP currently consists of seven projects: Healthy Lifestyle Section,
Regional Health Management, Pacific Vector Borne Diseases, HIV/AIDS & STDS,
Public Health Surveillance & Communicable Diseases Control, Regional
Tuberculosis, and Health Promotion.

POSITION

The primary purpose of the Training and Development Specialist will be to
provide technical advice in human resource management, workforce
development, training and assistance to the team leader, staff and project
coordinating committee as appropriate to achieve the project objectives and
outputs as set out in the annual workplace.

The ideal candidate will be tertiary qualified; highly results focussed with
extensive experience in vocational education and training; good
interpersonal skills and demonstrated experience in networking; familiarity
with, and understanding of human resource principles and information
systems, and project planning skills and experience. Equally important will
be an understanding of analysis techniques including participatory approaches.

Working experience with word processing, spreadsheet and database software's
applications, (Excel, Word) is essential.

Knowledge of Pacific cultures and work experience in developing countries

As Training and Development Adviser, the successful candidate will primarily
be responsible to the Manager, Community Health Programme through the Team

DUTIES AND RESPONSIBILITIES:

The successful applicant will be a member of the Community Health Programme
team and will be required to carry out specific tasks in: program
management, capacity building, monitoring and reporting.

1. Program Management

The Training and Development Specialist will be responsible for the overall
coordination, administration and implementation of all aspects of training
workforce development activities of the Pacific Regional Vector Borne
Diseases Project. Accountabilities include: assist project staff to monitor,
analyze and report on progress towards achieving the goal and objectives of
the PRVBD project; assist and advise project staff in setting up information
systems and providing training as required; provide advice and support as
necessary to ensure the equitable participation by all major stakeholders in
decision making; coordinate relevant training and education activities as
required in consultation with the Manager, Community Health Program; as well
as recommending strategies/activities to relevant CHP/SPC staff on
vocational training and workforce development, and represent SPC in relevant
regional and or international forums.

2. Building Capacity

The primary purpose of this role is to advise on and design appropriate
systems/strategies to strengthen human resource capacity of Pacific Island
countries through a managed program of skill transfer, training and
workforce development.

In consultation with representatives of Pacific Island countries and local
government training centers the Training and development specialist will:
work with the project management and local island counterparts to identify
technical and project management training needs and to develop a training
strategy/activities for local staff, assist project staff to implement the
training program, carry out-on-the-job training for project staff to help
them to develop the skills necessary to manage their duties efficiently and
effectively; coordinate program activities in partnership with relevant
regional agencies; and provide advice on training and workforce development
plans and programmes as required.

3. Monitoring and reporting

The Training and Development Specialist will assist project staff and
country counterpart set up appropriate systems to monitor, analyze and
report on provision of activities undertaken and outputs achieved, and
recommend strategies to improve the effectiveness, development impact,
and/or sustainability training and workforce development activities; monitor
and account for all expenditure of funds for the programme.

SKILLS AND QUALIFICATIONS

The successful applicant will have all or most of the following skills:

· qualifications and experience in vocational training, management, or a
related discipline
· Extensive experience in program management and administration
· Demonstrated ability to manage project planning, implementation,
monitoring and evaluation
· Proven experience in human resource development, organisation development
and workforce development;
· Fluency in English is essential coupled with highly developed written and
oral skills
· Excellent cross-cultural communication skills
· Demonstrated analytical and reporting writing skills
· Previous experience working in Pacific Island countries

SALARY, TERMS AND CONDITIONS

SALARY AND ALLOWANCES:

The salary for this position will be CFP 420,931 francs per month in the S1
salary range. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. Where appropriate, other allowances such as
child and education allowances may be payable. SPC emoluments are not
subject to income tax in New Caledonia at the present time.

TENURE:

The appointment will be for a period of 18months in the first instance.

DUTY STATION: Noumea, New Caledonia.

ACCOMMODATION:

Provided by the Secretariat, based on the following rates of basic salary:

House/flat 2 bedrooms - 11.5%
3 bedrooms - 12.5 %
4 bedrooms - 15 %

LEAVE:

Leave will accrue at the rate of 2,5 working days per calendar month of
active duty service. For expatriate staff members, home leave fares are
payable after 18 months service and, if contract is extended.

POSITION

The primary purpose of the IEC/Health Promotion Adviser will be to provide
technical advice and support to CHP staff with the development,
implementation, monitoring and evaluation of CHP health promotion
activities, and assist Pacific Island countries and territories obtain the
necessary technical skills and resource for health promotion as required. In
this role, the EIC/Health Promotion Adviser will be expected to act as a
programme manager, facilitator, coordinator, and trainer providing overall
advice and training on IEC strategy/activities, health promotion
development, and technical issues.

Ideally the successful applicant will have a at least 5 years relevant
experience introducing and managing high quality IEC and health promotion
strategies/activities, with a Masters or higher level qualification in media
communications, health promotion and or health/social sciences. Knowledge of
IEC techniques and relevant monitoring evaluation systems is essential.
Applicants will have persuasive verbal and written communication skills of a
high order. Knowledge of Pacific cultures, and work experience in developing
countries are desirable, as is the ability to work in a flexible management
environment where team-work and effective communication are vital to

The IEC/Health Promotion Adviser will primarily be responsible to the Deputy
Director General through the Manager, Community Health Programme, and will
also be required to report to relevant donors and stakeholders.

DUTIES AND RESPONSIBILITIES

The IEC/Health Promotion Adviser will be required to carry out specific
tasks in: Programme Management; Capacity Building; Monitoring and Reporting.

PROGRAM MANAGEMENT

The Adviser will:

· Facilitate the achievement of CHP health promotion activities by providing
advice and training to CHP and relevant SPC staff on health promotion
design, IEC strategies, project management and technical issues as required
· Facilitate coordination and integration of CHP/SPC health promotion activities
· Assist and advise Pacific countries and territories in setting up health
promotion/IEC projects, strategies and monitoring and evaluation systems as
required
· Provide advice and technical support as necessary to ensure the equitable
participation by all major stakeholders and beneficiaries in decision
making and distribution of project benefits
· Manage the expenditure of allocated funds for technical assistance and
other project activities
· Organize and attend meetings as required with CHP and relevant SPC staff
involved with the development, implementation, monitoring and evaluation of
IEC/health promotion activities
· Provide regular 6 monthly reposes on programme activities to the Manager,
Community Health Programme.

CAPACITY BUILDING

The Adviser will
· In consultation with CHP/SPC staff, and Pacific Countries and territories,
identify technical and training needs to strengthen local and regional
capacity in IEC and health promotion development
· Carry out on-the-job training for CHP/SPC staff and Pacific Countries and
territories to help them develop the skills necessary to carry out their
duties/activities efficiently and effectively
· Assist pacific countries and territories with the project management of
IEC/health promotion activities as required
· Develop appropriate guidelines for CHP IEC/health promotion activities
· Facilitate coordination/collaboration with relevant regional agencies
involved with the development, implementation and evaluation of IEC/health
promotion activities as required.

MONITORING AND REPORTING

The Adviser will
· Assist CHP staff to put in place appropriate monitoring and evaluation
systems for IEC/health promotion strategies and activities
· Advise and recommend how IEC/health promotion implementation plans should
be modified to improve its effectiveness, and its development impact
· Monitor, analyze and report on CHP progress towards achievement of
IEC/health promotion strategies and activities


SKILLS AND QUALIFICATIONS

would have a degree in public health, nutrition and or epidemiology with at

· respond to requests from Pacific Island countries and territories to
undertake nutrition and NCD related surveys;
· oversee the maintenance of regional diabetes and cancer registries;
· co-ordinate program activities in partnership with relevant regional and
international agencies;
· provide advice on relevant policies, development plans and programmes as
required; and
· Ensure the effective integration of NCD activities in relevant CHP and SPC
programmes.

SKILLS AND QUALIFICATIONS

The successful applicant will have all or most of the following skills:

· qualifications and experience in public health nutrition/NCD or a related
discipline;
· Extensive experience in program management and administration;
· Financial and human resource management skills;
· Demonstrated ability to manage project planning, implementation,
monitoring and evaluation;
· Fluency in English is essential coupled with highly developed written and
oral skills;
· Excellent cross cultural communication skills.

DUTIES AND RESPONSIBLITIES

The successful applicant will be a member of the community Health Program
team and will be required to carry out specific tasks in: program management
(including financial and human resource management) capacity building,
monitoring and reporting.

· Demonstrated analytical and reporting writing skills
· Demonstrated previous experience in managing and NCD community programs
· Previous experience working in Pacific island countries
· Experience in nutrition/NCD data analysis, interpretation and analysis
· Experience in coordinating development, testing and publication of materials
· Previous experience working with communities in developing countries
· Knowledge of health development issues with Pacific Island countries and
territories.

SALARY, TERMS AND CONDITIONS

SALARY AND ALLOWANCES:

The salary for this position will be CFP 451,503 francs per month. In
addition, an Establishment Grant will be payable to non-residents of New
Caledonia. Where appropriate, other allowances such as child and education
allowances may be payable. SPC emoluments are not subject to income tax in
New Caledonia at the present time.

TENURE:

The appointment will be for a period of three years in the first instance.

DUTY STATION: Noumea, New Caledonia.

ACCOMMODATION:

Provided by the Secretariat, based on the following rates of basic salary:

House/flat 2 bedrooms - 11.5%
3 bedrooms - 12.5 %
4 bedrooms - 15 %

LEAVE:

Leave will accrue at the rate of 2,5 working days per calendar month of
active duty service. For expatriate staff members, home leave fares are
payable after 18 months service.

SICK LEAVE:

Thirty (30) working days per annum.

MEDICAL BENEFITS:

The SPC staff Medical Benefits Scheme, to which the appointee would
contribute 1.5% of basic salary, reimburses doctor's fees, cost of
prescribed medicines, surgical and hospital costs, etc., up to certain limits.

PROVIDENT FUND:

The appointee will be eligible for membership of the Secretariat's Staff
Provident Fund. The staff member contributes six per cent of basic salary
with a matching contribution by the Secretariat.

FARES AND REMOVAL EXPENSES:

For an appointee recruited from outside New Caledonia, airfares by the most
direct and/or economic route for the appointee and dependent family members
and reasonable removal expenses by sea of personal and household effects
will be met by the Secretariat on appointment and termination.

SMOKE-FREE WORKING ENVIRONMENT:

Smoking will not be permitted at the workplace.

MICROSOFT OFFICE:

SPC has a standardized computing environment based on Microsoft Office.
