Community (SPC) invites applications for the position of Women's Development
Adviser. This is a three-year contract position. The closing date for

STATEMENT
WOMEN'S DEVELOPMENT
ADVISER
BACKGROUND
The Secretariat of the Pacific Community
(SPC) is an independent intergovernmental agency providing technical advice,
assistance, training and research in the service of the 22 Pacific Island
countries and territories of Melanesia, Micronesia and Polynesia. It
currently has a staff of more than 200. SPC is officially bilingual, with
English and French being the working languages.
The SPC vision into
the 21st century is one of a vibrant and dynamic bilingual regional technical
organisation working in partnership with its members, other organisations and
donors, and excelling in the coordination and delivery of priority work
programmes to Pacific Island countries and territories. The Pacific
Women’s Bureau (PWB) of the SPC strives to ensure that
SPC’s vision is realised with actions that support gender equity
and the advancement of women in the Pacific Community.
The PWB plays an
important role in the delivery of the Secretariat’s technical
services to the island member countries of the Pacific Community in the areas
of training and community education, monitoring and evaluation, and
information and communication.
An independent review of the PWB was
carried out in 2001. Most of the recommendations issued by the review were
endorsed by the Eighth Conference of Pacific Women held in Noum¨¦a in
September 2001. The PWB's work-programme will be guided by these
recommendations.
The PWB is based in Noumea, New Caledonia, and is headed
by the Women’s Development Adviser who oversees a staff of
three.
DUTIES AND RESPONSIBILITIES
The Women’s
Development Adviser will be responsible to the Deputy Director General
(Noumea) for the following:
 Development of the Bureau's
three-year strategic plan based on the recommendations issued by the Eighth
Conference of Pacific Women (see Annex 1). This plan will be drafted with the
assistance of the Divisional Head and Bureau staff. This will be the primary
objective of the PWA;
 Implementation of the Bureau's three
year strategic plan; which will include:
 Development and
implementation of training programmes on gender awareness, and related
leadership, management, administration and communication skills for various
target groups; PWB co-operation with the SPC Community Education Training
Centre (CETC), based in Suva, will have to be strengthened in this
context;  Advising and assisting member countries on request in
the formulation of women’s programmes and projects; 
Liaising with and providing information to women’s organisations,
and counterparts in Government and NGOs, especially in relation to gender and
development issues;  Working cooperatively with other SPC staff
on projects concerning women;  Strengthening the gender
responsiveness of SPC programmes.  Collaborating with other
regional and international organisations on issues affecting gender and
development in the region;  Preparing articles, papers and
educational material within the scope of the organisation’s work
programme for publication, as approved by the Director
General;  Performing other duties as required by the

QUALIFICATIONS AND EXPERIENCE
Applicants for this post
should possess a university degree or tertiary qualifications plus practical
experience in women’s programmes and problem solving.
The
successful applicant should have all, or most, of the
following:
 Project design and management experience and
skills (finances, personnel, etc.);  Design and implementation
of non-formal training;  Proven experience and knowledge in
GAD/WID and CEDAW;  Proven experience in managing women-related
activities;  Networking skills (knowledge in developing and
maintaining);  Proven experience in women’s development
and analysis;  Fund-raising skills;  Pacific
island knowledge and in-country experience;  University/tertiary
qualifications.
SALARY AND ALLOWANCE
The starting salary will
depend on experience and qualifications in the salary range: SDR 3,123 -
4,076 per month (which is equivalent to CFP 519,948 - 678,613 francs per
month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs)
in Grade J of the SPC Staff Classification and Salary Plan for Professional
Staff based in Noumea, New Caledonia. In addition, an Establishment Grant
will be payable to non-residents of New Caledonia. SPC emoluments are not
subject to income tax in New Caledonia at the present time. The international
currency exchange rate at the time of writing is approximately USD 1.00 =
138 francs CFP.
TENURE
The appointment will be for a period
of three years in the first instance, subject to a one-year probationary
period. The contract may be renewed for a further three years subject to
performance and continued funding availability.
DUTY
STATION
Noumea, New Caledonia.
ACCOMMODATION
An
SPC-owned house or flat will be made available, based on the
following deductions from salary:
2 bedrooms - 11.5% 3 bedrooms -
12.5% 4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite
these standard salary deductions, the cost of housing is heavily
subsidised.
LEAVE
Leave will accrue at the rate of 25 working
days per annum of active duty.

SICK LEAVE
Thirty working days per
annum.
MEDICAL BENEFITS
The SPC’s Staff Medical
Insurance reimburses doctors’ fees, cost of prescribed medicines,
surgical and hospital costs, etc. up to certain percentages and limits.
Supplementary medical insurance is available to increase these percentage
reimbursements and limits.
PROVIDENT FUND
The appointee will
be eligible for membership of the SPC’s Staff Provident Fund. Staff
members contribute eight per cent of basic salary to which SPC adds a
matching contribution.
FARES AND REMOVAL EXPENSES
For an
appointee recruited outside New Caledonia, air fares by the most direct/and
or economic route for the appointee and recognised dependants, and reasonable
removal expenses by sea of personal and household effects will be met by SPC
on appointment and termination.
COMPUTING ENVIRONMENT
SPC has
a standardised computing environment based on Microsoft Office running under
Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not
permitted in the work place.
