South Pacific Regional Environment Programme

(SPREP)

Vacancy: DEPUTY DIRECTOR

Applications are invited from nationals of SPREP member countries and territories for the above position with the SPREP in Apia, Samoa. SPREP is an Intergovernmental Organisation which assists Pacific Island countries and territories to protect and manage their environment to ensure they achieve sustainable development. SPREP¡¯s membership comprises 21 Pacific Island Countries and Territories, together with 4 developed countries (Australia, New Zealand, France and the United States of America).

The Deputy Director is responsible to the Director for the day-to-day operation of the Secretariat, and in particular for direction of the work of the Service Delivery Manager (SDM) and the Business Support Manager (BSM). In particular, the Deputy Director shall perform the following duties:

  • Design systems and procedures for effective Work Programme and Budget development;

  • Provide technical oversight for Work Programme and Budget development and implementation;

  • Review and evaluate the performance of the Secretariat;

  • Undertake donor and country liaison, securing funding and Members¡¯ support for work programme implementation;

  • In association with the Director, liaise with other Regional Organisations; and

  • Represent the Director in his/her absence.

The Deputy Director of SPREP is a senior regional position, carrying diplomatic status and calling for proven qualities of diplomacy, vision, leadership and management skills. Applicants must have the following competencies:

  • Management/development-related qualifications, preferably at post-graduate level;

  • Extensive Administration and Management experience at high level, preferably in the Pacific Islands Region;

  • Experience at the highest level of environmental management in the Pacific will be an advantage;

  • Proven ability to lead a multi-disciplinary team of professional staff; and

  • High-level experience in dealing with regional and extra-regional governments and institutions and in negotiating with donors and collaborating partners is essential.

The position carries an attractive remuneration package including a tax-free salary (for non-citizens of Samoa), housing, medical, education and other benefits. Appointment will be for three years initially with a possibility of a further three years extension.
