Original text: French SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT TRANSLATOR (FRENCH) RESPONSIBLE TO: Manager, Translation and Interpretation Section LINE SUPERVISOR: Reviser The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Translation and Interpretation Section provides linguistic services to the Secretariat of the Pacific Community in order to allow it to meet its mandate as a bilingual organisation. The Section??s main duties are to provide interpretation and translation services for regional conferences, meetings, seminars and workshops and to translate SPC??s publications and other documents. The Section also manages a terminological database and provides assistance and advice on all the linguistic aspects of SPC activities. In regards to outside organisations, the Section collaborates with the specialised branches of the UN and EU agencies on terminology. DUTIES 1. CONFERENCE TRANSLATION SERVICES a) Meetings away from Headquarters The translator participates on a rotating basis in a team that usually composed of one translator, three interpreters and one secretary. The translator provides translation at regional technical meetings attended by the heads of technical services such as fisheries, agriculture, forestry, health and the other areas of SPC activities. To do this, the translator must: ?h assume full responsibility for the translation services provided during the conference; ?h translate on a fully autonomous basis, i.e. without any revision, the conference report and other documents, such as recommendations and resolutions; ?h take part in drafting committees so as to take note of any changes made to the French version of the report or other documents, include these changes in the final version and request translation of them into English; ?h keep in close contact with the conference organisers, rapporteurs, participants and secretariat in order to ensure that work go smoothly. In particular, this can involve: ?V making sure the premises and equipment available are adequate; ?V taking part in preparatory sessions in order to determine exactly how services will be provided; ?V work closely with the rapporteurs, ask them for any clarifications needed and point out any errors to them, where appropriate; ?V in case of doubt, check with French-speaking participants to ensure that the tone and style of what they said has been correctly noted; ?V together with the secretaries, make sure that the documents to be translated are correctly sent out. ?h work closely with the interpreters and ask participants about any terminological issues. In order to accomplish these tasks, the Manager of the Translation and Interpretation Section delegates the translator with the required authority to make any decisions necessary to ensure the mission goes properly. The translator then provides the Manager with a mission report. b) Meetings at Headquarters Working conditions are basically the same, with the following modifications: ?h the designated translator assumes primary working responsibility for the translation services provided during the conference; ?h depending on the circumstances, the translator can, using good judgement and in agreement with the Reviser and Manager: ?V ask for the assistance of other translators if the workload is too heavy; ?V request that all or part of the documents be revised; ?V request the Manager??s assistance in taking care of any problems. c) Committee of Representatives of Governments and Administrations (CRGA) meetings and Pacific Community Conferences As translation services are provided by a complete team during these meetings, the translators carries our his/her duties under the supervision of the Reviser and/or Manager. However, working conditions are much more stressful as the number of speakers is much higher and the translators must often work all day and then into the early morning hours in order to complete translations in time for the drafting committee or for adoption in plenary session. 2. TRANSLATION SERVICES a) Tradexpress On a rotating basis, the translator is responsible for all requests for Tradexpress services for the period of one week. In carrying out this task, she/he must: ?h show good judgement in identifying those documents which have been incorrectly submitted to Tradexpress; ?h in such instances, tactfully explain the situation to customers and request that they follow normal procedures for the documents in question; ?h advise the Manager on any problems related to this Service; ?h after consultation with the Reviser/Section Manager, if necessary, reorganise the daily workload to meet Tradexpress requests; ?h make arrangements to be replaced whenever she/he is absent. b) Regular work The regular workload consists of extension publications; information bulletins for special interest groups; technical reports and papers; correspondence; announcements and circulars for official SPC contacts, the representatives of governments and administrations and counterparts in other regional or international organisations; information brochures or posters for the general public, and texts for audio-visual productions. The various work areas match those of the SPC, e.g. fisheries and aquacultural activities such as the pearl oyster and fish farming, agriculture, forestry, animal health and stock production, pest control, health, demography, statistics, culture, rural development, renewable energies, women??s and youth development and information and communications technology. In order to meet these duties, the translator must: ?h conduct extensive research by all available means, including direct contact with the author of the text, in order to guarantee the technical accuracy of the translation; ?h produce terminological records so that the results of such research is included in the Section??s terminological database; ?h in consultation with the Reviser and/or Manager, determine which documents need to be revised and which can be revised by the translator herself/himself; ?h consult with the Reviser and provide all information, which would facilitate and accelerate the revision process; ?h work in close collaboration with colleagues to pool information and knowledge, contribute to the process of ensuring accurate and uniform terminology and avoid duplication in work; ?h meet the deadlines set. 3. TERMINOLOGY ?h The translator collaborates in the enrichment of the Section??s terminological resources and the acquisition of reference documents by: ?V producing data records of his research for the Section??s internal terminological database; ?V downloading reference documents found on the Internet into the Section??s electronic storage areas; ?V taking part, on request, in the Terminology Committee; ?V recommending reference documents for purchase; ?V proposing titles for new SPC projects and/or positions. ?h The translator responds to requests for terminological information from SPC, other organisations or the general public. QUALIFICATIONS AND EXPERIENCE VERY IMPORTANT ?V University diploma in translation, qualifications from a recognised school of translation or a university degree in a related field combined with extensive professional translation experience. ?V Minimum of five years of professional translation experience in translation at an international organisation or in the public services or as a freelance translator working mainly with international organisations. ?V Have French as his/her mother tongue. ?V Extensive knowledge of English and its regional variants as SPC members include Australia, New Zealand, the USA and English-speaking island countries. IMPORTANT ?V Extensive knowledge of and experience in applied terminology would be an advantage. ?V High overall educational level and good knowledge of the various areas of SPC??s work programme. ?V Office computing skills, including experience with software such as Microsoft Word, Outlook and Multiterm. ?V Ability to accept revision and to benefit from it. ?V Ability to work under heavy pressure. DESIRABLE ?V Familiarity with Pacific Island cultures would be an advantage ?V Openness and intellectual curiosity ?V Courtesy and tact ?V Ability to work harmoniously with colleagues of different cultures and nationalities ?V Ease in communicating with high level officials ?V Ability to adapt to new circumstances ?V Good level of discernment and judgement ?V Attention to detail, desire for accuracy SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 3,123 ?V 4,076 per month (which is equivalent to CFP 533,658 - 696,507 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 170.88 francs) in Grade J of the SPC Staff Classification and Salary Plan for Professional Staff based in Noumea, New Caledonia. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = CFP145 francs. TENURE The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability. DUTY STATION Noumea, New Caledonia ACCOMMODATION An SPC-owned house or flat will be made available, based on the following deductions from salary: 2 bedrooms - 11.5% 3 bedrooms - 12.5% 4 bedrooms - 15.0% Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised. LEAVE Leave will accrue at the rate of 25 working days per annum of active duty. SICK LEAVE Thirty working days per annum. MEDICAL BENEFITS The SPC??s Staff Medical Insurance reimburses doctors?? fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits. PROVIDENT FUND The appointee will be eligible for membership of the SPC??s Staff Provident Fund. Staff members contribute eight per cent of base salary to which SPC adds a matching contribution. FARES AND REMOVAL EXPENSES For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination. COMPUTING ENVIRONMENT SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows. SMOKE-FREE ENVIRONMENT Smoking is not permitted in the work place. SOPAC is an independent, intergovernmental, regional organization that assists developing island member countries achieve sustainable economic and social development by addressing their resource needs, and improving security access to livelihood opportunities. The project is to be implemented by SOPAC and is largely funded by the European Union from the 8th European Development Fund Pacific Regional Indicative Programme. The goal is to address vulnerability reduction, through the development of an integrated planning and management system in the following Pacific ACP Countries; Fiji, Kiribati, Papua New Guinea, Samoa, Solomon Islands, Kingdom of Tonga, Tuvalu, and Vanuatu. The project will focus on three key areas within island systems: hazard mitigation and risk assessment; aggregates for construction; and water resources supply and sanitation. The support required for the duration of the project will be both varied and challenging, and will play a key role in ensuring that the professional technical team have the administrative and technical framework necessary for the successful implementation of such a large scale project. Applications are invited from nationals of EU / ACP member states for the following positions, which will be filled under local contract technical and support provisions for staff: Applications close 15th April 2002. Project Assistant The Project Assistant will assist other members of the project develop, plan and implement relevant programs of work having. The Project Assistant should be capable of independent action in the designated areas of responsibility. The successful applicant should possess all of the following: - Excellent PC computer skills, preferably current Microsoft Word, Excel, Outlook, Projects, Powerpoint and Access; - GIS applications and desktop publishing; - understanding of database fundamentals; - familiarity with Internet and email; - at least three years relevant experience; - shorthand an advantage; and - demonstrated ability to use initiative. Technical Officer The Technical Officer will be required to provide technical support to the other staff members of the Project in implementing relevant programs of work. The Technical Officer should have experience with the general operation, use, maintenance and servicing of a range of electronic, electrical equipment including computers. Experience in geological sampling, testing techniques and coastal marine surveying would be an advantage. The Technical Officer should preferably also be skilled in small boat handling and have diving certification. The Remote Sensing and GIS Specialist should be capable of independent action, able to set priorities in the designated areas of responsibility, and be proactive in developing new areas of work within identified objectives and strategies. DUTIES AND RESPONSIBILITIES: The Fisheries Scientist analyses and interprets biological and statistical data pertaining to the assessment of tuna and billfish species exploited in the western and central Pacific Ocean, in collaboration with the Principal Fisheries Scientist and Manager, Oceanic Fisheries Programme. Original text : English SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT SENIOR REEF FISHERIES SCIENTIST (VERTEBRATES) The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine Resources Division, with a staff complement of 20 in 6 sections covering Development, Training, Information, Community, Resource Assessment and Management aspects of Pacific Island domestic fisheries, and Aquaculture. Its overall mission is: "To provide a regional support service that assists Pacific Islanders in identifying the status, and optimising the long-term social and economic value, of small-scale fisheries and aquatic resource use in Pacific Island waters." The Senior Reef Fisheries Scientist (Vertebrates) is organisationally placed within CFP Reef Fisheries Assessment and Management Section, and is responsible to the Principal Reef Fisheries Scientist for implementing relevant activities of the coastal (Comparative Assessment of Reef Fisheries) component of the PROCFISH project. The PROCFISH CARF project component will be responsible for compiling the first major baseline assessment of reef fisheries (both resource and human aspects) using common methodologies across most of the Pacific Community work area. The post is based at the Secretariat of the Pacific Community Headquarters in ±·´Ç³Ü³¾¨¦²¹ but will involve considerable travel. The Senior Reef Fisheries Scientist will work with the subproject leader to achieve relevant project goals and objectives within budget and planned timeframes. He/she will participate in the collection, analysis and interpretation of data pertaining to the assessment of reef fishery resources in collaboration with programme staff, and in the context of an integrated social and ecosystem approach to sustainable harvest and management of reef fisheries in the region. His/her work will focus particularly on vertebrates both as fishery resources and as components of the marine environment.The primary clients of the project are the governments and the peoples of the island members of the Pacific Community and the successful applicant will display a strong awareness of their coastal fisheries management requirements. The post requires a self-starter with considerable initiative, an excellent knowledge of reef vertebrate (fin-) fisheries in the Pacific Community region, and experience in taking part in appropriate applied research programmes. Develop indicators and models that can be applied to other Pacific Island reef fisheries to extrapolate estimates of fishery resource based on easily-collectable data. 5. Collaborate closely with other staff of the Coastal Fisheries Programme (Marine Resources Division) and other collaborative institutions and joint research programmes. 6. Prepare reviews, technical reports and scientific papers for publication, and present findings within the study countries and to regional and/or scientific meetings. 7. Assist with the preparation of material inputs to database and management plan implementation. QUALIFICATIONS Very important * A post-graduate degree in biology, fisheries science or related discipline. * An extensive experience in reef fisheries research, including field research programmes with an emphasis on fin-fish and other vertebrate resources. * Familiarity with ecosystem approaches to fishery resources assessment and management. * Computer-based and statistical analysis of fishery, biological and ecological data. * Excellent cross-cultural communication and work team skills. * Five years of directly relevant experience. The Fisheries Development Section is one of six sections that makes up the Coastal Fisheries Programme. The Fisheries Development Section is made up of three professional staff with part-time support from a Technical Support Officer. The Section's objective is to: 'Assist countries and territories to develop economically viable, environmentally sustainable, fishing enterprises focusing on vessel operations, harvesting activities and post-harvest practices'. The Fisheries Development Adviser manages the Fisheries Development Section. This includes supervising the Section's staff, writing funding proposals to ensure the Section has adequate funding to implement projects as requested by member countries and territories, and the writing of progress reports to donors on project activities and outputs. This position is also responsible for the Section's expenditure, ensuring that the work programme is implemented, and the office is run within the limits of the budget on hand. The Fisheries Development Adviser is responsible for organising technical assistance projects as requested by member countries and territories. This entails travelling to the requesting country, developing an agreed work programme, ensuring that the host country has the appropriate gears, materials and vessels for the proposed project, and the provision of advice and information on materials and suppliers for specific items needed by the host country to successfully implement the project. This position also undertakes studies in the field, especially in regard to development options and constraints, including infrastructure requirements and training needs, as input to national tuna management and development plans, which requires the Fisheries Development Adviser to operate independently when needed, to meet the objectives of the specific project. When in the field, the Fisheries Development Adviser works with a range of local people with different cultural, ethnic and educational backgrounds, including local fishermen and fishing company executives, Fisheries Department employees, Secretaries to Government and Ministers. Good communication skills and patience are required when meeting with different people on each project. Excellent negotiation skills are also needed, especially when problems are encountered during the development of projects in-country and realistic objectives are being discussed, and solutions need to be found. There is also a need for this position to liaise, negotiate and work with other sections within SPC and regional organisations, to ensure that work is completed and the objectives of the Fisheries Development Section are met. Interactions are with the Oceanic Fisheries Programme, where data are required for specific country assignments, or the OFP needs input on fishing technology issues, especially within the observer programme. Collaborative work is arranged with the Community Fisheries Section and the Fisheries Training Section. Other sections worked with include Translation and Interpretation, Information and Technology, Administration, Finance, Publications, Planning Unit, Maritime Programme and other programmes within SPC as necessary. Collaborative projects are also undertaken with regional organisations, such as the FFA (Forum Fisheries Agency - input to national tuna management and development plans) and SPREP (South Pacific Regional Environment Programme - marine debris work). At the end of each country visit or assignment, the Fisheries Development Adviser writes a duty travel report or drafts a report of project activities with conclusions and recommendations. This position also provides assistance to the other staff of the Section with the writing of their reports, conducts technical edits of these reports and supervises their finalisation, printing and distribution. This position also provides input and supervises the drafting of text for technical manuals, the production of diagrams, and the finalisation of these manuals. Fisheries Newsletter articles, and information brochures and posters are also written or developed, as another means of disseminating information widely in the region. DUTIES AND RESPONSIBILITIES The Fisheries Development Adviser is responsible to the Director of Marine Resources, and the duties of the post are implemented in consultation and with the advice of the Director as appropriate. The current duty statement of the Fisheries Development Adviser is as follows: * Develop, plan and co-ordinate in-country technical assistance assignments for the Section, based on requests received from member countries and territories; * Supervise the two professional and one support staff members of the Fisheries Development Section; * Provide advice and technical assistance in all aspects of FAD programming, including possible material suppliers, conducting site surveys, the construction and deployment of these devices, and ongoing maintenance, with in-country assistance provided when required; * Solve problems when they arise on field assignments to ensure the objectives of the project are met wherever possible, or modifications are made to maximise the benefits from the project; * Negotiate and work with a range of people with different cultural, ethnic and educational backgrounds, especially when on field assignments; * Draft a report for each country assignment, or write a duty travel report, for all fieldwork undertaken, plus conduct technical editing and supervise the completion, printing and distribution of all reports produced by the Section; * Co-ordinate the drafting of text, provide technical input, and supervise the completion, printing and distribution of technical manuals and information brochures and posters produced by the Section; * Administer all funding for the Section, write funding proposals to ensure the Section has adequate funding to implement the work programme of the Section, and work within the limits of the Section's budgets; * Write progress reports for donors to ensure they are provided with regular updates on programme activities and outputs; * Identify possible new directions for the Section in regard to sustainable fisheries development, and seek input from member countries and territories through the Heads of Fisheries meetings, to ensure any new directions are what the clients want; * Liaise with the public and private sector in member countries and territories to keep abreast of developments and changes to identify possible needs and build these into the work programme of the Section; * Answer correspondence (official and general) and provide advice on a range of technical issues as requests are received; * Liaise and work with other sections within SPC, including staff of the Oceanic Fisheries Programme, the Fisheries Training Section, the Community Fisheries Section, Translation and Interpretation, Information and Technology, Administration, Finance, Publications, Planning Unit, Maritime Programme and other programmes within SPC as necessary; and * Liaise and work with other regional organisations, such as the FFA and SPREP, and organisations outside the region, such as FAO and IATTC, to promote sustainable fisheries development in developing countries, especially in the Pacific. The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. SPC is currently seeking a Deputy Team Leader for the Pacific Action for Health Project, which the Government of Australia has agreed to fund through the Australian Agency for International Development (AusAID). The purpose of the project is "to create an environment conducive to health by increasing the capacity of Pacific Island Countries to address non-communicable diseases (NCDs) risk factors". This project will implement a series of national activities in four Pacific Island countries, targeting young people and addressing priority NCD risk factors. In addition, the project will undertake a number of regional activities, drawing on the strengths of other organisations active in the health sector in the region. A characteristic feature of the project is its multi-disciplinary approach. The project team will comprise of six long-term staff: the Team Leader, the Deputy Team Leader and four Project Co-ordinators in the target countries. The team will be assisted by short-term inputs from outside consultants as well as existing SPC staff. The project has a budget of A$ 3.75 million over four years. ? General description of the position The Deputy Team Leader will support the Team Leader and the Project Coordinators to achieve the project goal and objectives within budget and planned timeframes. Key responsibilities will include the provision of expert inputs on NCD issues and support for the planning, implementation, evaluation, and monitoring of in-country project components. The incumbent will work in close liaison with the Project Co-ordinators in each country, assisting in identification and implementation of project priorities relevant to the needs of the country.? The DTL will work in partnership with the national counterparts in each country, ensuring that implementation of project objectives is consistent with national needs.? He/she will ensure that the project is focused upon its broad objectives in addressing NCDs from a integrated health promotion perspective, while assisting the TL to develop and maintain links and ongoing support in both the technical aspects of NCD's and the effective development, implementation and monitoring of the project with the Project Co-ordinators.

SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 3,123 - 4,076 per month (which is equivalent to CFP 519,948 - 678,613 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in Grade J of the SPC Staff Classification and Salary Plan for Professional Staff based in Noumea, New Caledonia. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 138 francs CFP. ? TENURE The appointment will be for a period of two years and two months, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability. ? DUTY STATION Noumea, New Caledonia. ? Supplementary medical insurance is available to increase these percentage reimbursements and limits. ? PROVIDENT FUND The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute eight per cent of basic salary to which SPC adds a matching contribution. ? FARES AND REMOVAL EXPENSES For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination. ? COMPUTING ENVIRONMENT SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows. ? SMOKE-FREE ENVIRONMENT Smoking is not permitted in the workplace. ?
