DUTY STATEMENT


TRANSLATOR (FRENCH)


RESPONSIBLE TO: Manager, Translation and Interpretation Section

LINE SUPERVISOR: Reviser

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Translation and Interpretation Section provides linguistic services
to the Secretariat of the Pacific Community in order to allow it to meet
its mandate as a bilingual organisation. The Section??s main duties are
to provide interpretation and translation services for regional
conferences, meetings, seminars and workshops and to translate SPC??s
publications and other documents. The Section also manages a
terminological database and provides assistance and advice on all the
linguistic aspects of SPC activities. In regards to outside
organisations, the Section collaborates with the specialised branches of
the UN and EU agencies on terminology.


DUTIES


1. CONFERENCE TRANSLATION SERVICES

a) Meetings away from Headquarters

The translator participates on a rotating basis in a team that usually
composed of one translator, three interpreters and one secretary. The
translator provides translation at regional technical meetings attended
by the heads of technical services such as fisheries, agriculture,
forestry, health and the other areas of SPC activities. To do this, the
translator
must:

?h assume full responsibility for the translation services provided
during
the conference;
?h translate on a fully autonomous basis, i.e. without any revision,
the
conference report and other documents, such as recommendations and
resolutions;
?h take part in drafting committees so as to take note of any changes
made
to the French version of the report or other documents, include these
changes in the final version and request translation of them into
English;
?h keep in close contact with the conference organisers, rapporteurs,
participants and secretariat in order to ensure that work go smoothly.
In particular, this can involve:

?V making sure the premises and equipment available are adequate;
?V taking part in preparatory sessions in order to determine exactly
how
services will be provided;
?V work closely with the rapporteurs, ask them for any clarifications
needed and point out any errors to them, where appropriate;
?V in case of doubt, check with French-speaking participants to
ensure
that the tone and style of what they said has been correctly noted;
?V together with the secretaries, make sure that the documents to be
translated are correctly sent out.

?h work closely with the interpreters and ask participants about any
terminological issues.

In order to accomplish these tasks, the Manager of the Translation and
Interpretation Section delegates the translator with the required
authority to make any decisions necessary to ensure the mission goes
properly. The translator then provides the Manager with a mission
report.
b) Meetings at Headquarters

Working conditions are basically the same, with the following
modifications:

?h the designated translator assumes primary working responsibility
for
the translation services provided during the conference;
?h depending on the circumstances, the translator can, using good
judgement and in agreement with the Reviser and Manager:

?V ask for the assistance of other translators if the workload is too
heavy;
?V request that all or part of the documents be revised;
?V request the Manager??s assistance in taking care of any problems.

c) Committee of Representatives of Governments and Administrations
(CRGA)
meetings and Pacific Community Conferences

As translation services are provided by a complete team during
these meetings, the translators carries our his/her duties under the
supervision of the Reviser and/or Manager. However, working conditions
are much more stressful as the number of speakers is much higher and the
translators must often work all day and then into the early morning
hours in order to complete translations in time for the drafting
committee or for adoption in plenary session.


2. TRANSLATION SERVICES

a) Tradexpress

On a rotating basis, the translator is responsible for all requests for
Tradexpress services for the period of one week. In carrying out this
task, she/he must:

?h show good judgement in identifying those documents which have been
incorrectly submitted to Tradexpress;
?h in such instances, tactfully explain the situation to customers
and
request that they follow normal procedures for the documents in
question;
?h advise the Manager on any problems related to this Service;
?h after consultation with the Reviser/Section Manager, if necessary,
reorganise the daily workload to meet Tradexpress requests;
?h make arrangements to be replaced whenever she/he is absent.

b) Regular work

The regular workload consists of extension publications; information
bulletins for special interest groups; technical reports and papers;
correspondence; announcements and circulars for official SPC contacts,
the representatives of governments and administrations and counterparts
in other regional or international organisations; information brochures
or posters for the general public, and texts for audio-visual
productions. The various work areas match those of the SPC, e.g.
fisheries and aquacultural activities such as the pearl oyster and fish
farming, agriculture, forestry, animal health and stock production, pest
control, health, demography, statistics, culture, rural development,
renewable energies, women??s and youth development and information and
communications technology.

In order to meet these duties, the translator must:

?h conduct extensive research by all available means, including
direct
contact with the author of the text, in order to guarantee the technical
accuracy of the translation;
?h produce terminological records so that the results of such
research is
included in the Section??s terminological database;
?h in consultation with the Reviser and/or Manager, determine which
documents need to be revised and which can be revised by the translator
herself/himself;
?h consult with the Reviser and provide all information, which would
facilitate and accelerate the revision process;
?h work in close collaboration with colleagues to pool information
and
knowledge, contribute to the process of ensuring accurate and uniform
terminology and avoid duplication in work;
?h meet the deadlines set.

3. TERMINOLOGY

?h The translator collaborates in the enrichment of the Section??s
terminological resources and the acquisition of reference documents by:

?V producing data records of his research for the Section??s internal
terminological database;
?V downloading reference documents found on the Internet into the
Section??s electronic storage areas;
?V taking part, on request, in the Terminology Committee;
?V recommending reference documents for purchase;
?V proposing titles for new SPC projects and/or positions.

?h The translator responds to requests for terminological information
from
SPC, other organisations or the general public.


QUALIFICATIONS AND EXPERIENCE

VERY IMPORTANT

?V University diploma in translation, qualifications from a
recognised
school of translation or a university degree in a related field combined
with extensive professional translation experience.
?V Minimum of five years of professional translation experience in
translation at an international organisation or in the public services
or as a freelance translator working mainly with international
organisations.
?V Have French as his/her mother tongue.
?V Extensive knowledge of English and its regional variants as SPC
members
include Australia, New Zealand, the USA and English-speaking island
countries.


IMPORTANT

?V Extensive knowledge of and experience in applied terminology would
be
an advantage.
?V High overall educational level and good knowledge of the various
areas
of SPC??s work programme.
?V Office computing skills, including experience with software such
as
Microsoft Word, Outlook and Multiterm.
?V Ability to accept revision and to benefit from it.
?V Ability to work under heavy pressure.

SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 ?V 4,076 per month (which is equivalent to CFP
533,658 - 696,507 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 170.88 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = CFP145
francs. TENURE

The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.


DUTY STATION

Noumea, New Caledonia


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the
following deductions from salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active
duty.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance reimburses doctors?? fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

SOPAC / EU Project: Reducing Vulnerability of Pacific ACP States

Applications are invited by the South Pacific Applied Geoscience
Commission (SOPAC) from experienced individuals to support the
implementation of a large-scale integrated regional project. SOPAC is an
independent, intergovernmental, regional organization that assists
developing island member countries achieve sustainable economic and
social development by addressing their resource needs, and improving
security access to livelihood opportunities.

The project is to be implemented by SOPAC and is largely funded by the
European Union from the 8th European Development Fund Pacific Regional
Indicative Programme. The goal is to address vulnerability reduction,
through the development of an integrated planning and management system
in the following Pacific ACP Countries; Fiji, Kiribati, Papua New
Guinea, Samoa, Solomon Islands, Kingdom of Tonga, Tuvalu, and Vanuatu.
The project will focus on three key areas within island systems: hazard
mitigation and risk assessment; aggregates for construction; and water
resources supply and sanitation.

The support required for the duration of the project will be both varied
and challenging, and will play a key role in ensuring that the
professional technical team have the administrative and technical
framework necessary for the successful implementation of such a large
scale project.

Applications are invited from nationals of EU / ACP member states for
the following positions, which will be filled under local contract

Project Assistant

The Project Assistant will assist other members of the project develop,
plan and implement relevant programs of work having. The Project
Assistant should be capable of independent action in the designated
areas of responsibility. The successful applicant should possess all of
the following:

- Excellent PC computer skills, preferably current Microsoft
Word, Excel, Outlook, Projects, Powerpoint and Access;
- GIS applications and desktop publishing;
- understanding of database fundamentals;
- familiarity with Internet and email;
- at least three years relevant experience;
- shorthand an advantage; and
- demonstrated ability to use initiative.


Technical Officer

The Technical Officer will be required to provide technical support to
the other staff members of the Project in implementing relevant programs
of work. The Technical Officer should be capable of working with minimum
supervision in the designated areas of responsibility and be proactive
in providing assistance within identified objectives and strategies. The
Technical Officer should have experience with the general operation,
use, maintenance and servicing of a range of electronic, electrical
equipment including computers. Experience in geological sampling,
testing techniques and coastal marine surveying would be an advantage.
The Technical Officer should preferably also be skilled in small boat
handling and have diving certification. The successful applicant should
possess all of the following:

- Technical certificates or diploma in relevant work areas (i.e.,
Earth Science and Marine Engineering) from a recognised institution;
- at least 5-10 years experience in operating and maintaining
small engines;
- at least 5-10 years experience in operating and maintaining
electronic equipment;
- experience in operating and maintaining
geological-geophysical-oceanographic survey equipment would be an
advantage;
- PC based computer skills, preferably with current Microsoft
Word, Excel, Outlook, Projects, Powerpoint and Access;
- familiarity with Internet and email; and
- demonstrated ability to use initiative.


Administrative Officer

The Administrative Officer will be responsible for providing all the
internal support services to the Project. This will include personnel,
information services, conference meeting support, travel and protocol,
building and other general day-to-day support requirements. The
Administrative Officer will provide timely and efficient personnel,
conference, meeting services as well as other general management
services. The Administrative Officer shall work in close conjunction
with the SOPAC Administrative Officer so as to ensure that
administrative activities of the Project are in accord with SOPAC
procedures and regulations. The successful applicant should possess all
of the following:

- Diploma in Business Studies or related discipline, studying
for a degree and with at least 5 years relevant experience;
- knowledge and experience in preparing statutory returns for
PAYE tax, FNPF and other superannuation schemes;
- excellent PC computer skills, preferably current Microsoft
Word, Excel, Outlook, Projects, Powerpoint and Access;
- understanding of database fundamentals and familiarity with
Internet and email;
- skilled in the use of computers and software programs
associated with payrolls;
- experience in planning and managing conferences/meeting and
associated administration;

- staff supervision experience; and
- demonstrated ability to use initiative and be able to work
without supervision.

Context of Position

Within the framework of the SOPAC/EU project, the Project Assistant will
assist other members of the project develop, plan and implement programs
of work having relevance and significance to the peoples and governments
of SOPAC/ACP member countries. The Project Assistant should be capable
of independent action in the designated areas of responsibility. The
Project Assistant should have experience in the Pacific, an
understanding of the geosciences would be an advantage.

The Program Assistant will provide efficient services to the project as
directed.

A wide range of duties can be expected, with tasks to be completed under
minimal supervision. A confident, mature and personable approach is
expected.

The Program Assistant may be required to travel within the region that
has many health hazards such as malaria, dengue fever, non-potable water
supplies and poor sanitary facilities.

The Project Assistant will report to the SOPAC Deputy Director or other
professional project staff.

Accountabilities

* on a day to day basis responsible to the EU-PRIP staff;
* assist in work program development implementation as directed;
* assist in work program reporting by coordinating all reporting
on activities;
* provide efficient technical and secretarial services for the

when they are on leave;

Administrative Assistant; and
* undertake other duties appropriate to skills and

will be responsible for providing all the internal support services to
the project. This will include personnel, information services,
conference meeting support, travel and protocol, building and other
general day-to-day support requirements.

The Administrative Officer will provide timely and efficient personnel,
conference, meeting services as well as other general management
services. The Administrative Officer shall work in close conjunction
with the SOPAC Administrative Officer so as to ensure that
administrative activities of the project are in accord with the SOPAC
procedures and regulations.

The Administrative Officer will be expected to work with minimal
supervision.

The Administrative Officer may be required to travel within the region
that has many health hazards such as malaria, dengue fever, non-potable
water supplies and poor sanitary facilities.

The Administrative Officer will report to the SOPAC Deputy Director and
SOPAC Finance and Administration Controller.

Accountabilities

* provision of day to day administration support services to the
project;
* that timely and efficient service is provided in the area of
personnel, purchasing, registry and other administrative assistance;
* process equipment purchase orders, obtain quotations and
tenders; maintain record of suppliers and overseas orders and verify
accounts for purchases and process these for payment by the Finance
Section;
* ensure adequate office supplies, stationary and other office
requirements are kept in stock at all times;
* maintain financial and accounting records for the project;
* processing of project staff travel request and claim forms and
maintain travel record;
* maintain all leave records, including annual leave, sick leave,
long service leave, maintain and update all personnel files and monthly
staff leave status list;
* maintain inventory records and issue inventory numbers for all
capital purchases; deal with cases of losses and write-off and organise
a timely annual stock-take (board of survey) of all Secretariat assets;
* ensure proper operation of all office equipment excluding
computers (photocopiers, fax machines, air-conditioners, etc.) and to
arrange timely maintenance; and
* undertake other duties appropriate to skills and
qualifications, as required by the SOPAC Deputy Director.

Required Knowledge, Skills and Experience

SOPAC / EU Project: Reducing Vulnerability of Pacific ACP States

Applications are invited by the South Pacific Applied Geoscience
Commission (SOPAC) from experienced and motivated professionals to form
the implementation team for a large-scale integrated regional project.
SOPAC is an independent, intergovernmental, regional organisation that
assists developing island member countries work towards achieving
sustainable economic and social development by addressing their resource
needs, and improving security access to livelihood opportunities and
risk reduction.

The project is to be implemented by SOPAC and is largely funded by the
European Union from the 8th European Development Fund Pacific Regional
Indicative Programme. The goal is to address vulnerability reduction,
through the development of an integrated planning and management system
in the following Pacific ACP Countries; Fiji, Kiribati, Papua New
Guinea, Samoa, Solomon Islands, Kingdom of Tonga, Tuvalu, and Vanuatu.
The project will focus on three key areas within island systems: hazard
mitigation and risk assessment; aggregates for construction; and water
resources supply and sanitation.

To address problems within these areas, the project team will ensure the
development of a knowledge base to enable the production of planning and
management tools, guidelines and codes of practice, and draft
legislation.

Applications are invited from nationals of EU / ACP member states for
the following positions:

Strong project and human resource management skills are desirable and

Within the framework of the SOPAC/EU project, the Aggregates Geologist
will develop, plan and implement programs of work having relevance and
significance to the peoples and governments of SOPAC/ACP member
countries. The Aggregates Geologist should be capable of independent
action, able to set priorities in the designated areas of
responsibility, and be pro-active in developing training programs within
identified objectives and strategies. The Aggregates Geologist should
have relevant experience in both low-lying coral atolls, raised coral
islands and the more rugged volcanic islands of the Pacific basin, and
possess a high level of interpersonal skills, gender and cultural
sensitivity.

The Aggregates Geologist must be able to plan projects, prepare for
fieldwork, collect data, process and interpret data, prepare reports and
maps.

The Aggregates Geologist shall also work closely with other SOPAC Units
and staff.

region and it's technical human resource development requirements and
also a professional knowledge of applied geoscience in general.

The Aggregates Geologist will be required to travel within the region

Accountabilities


* evaluate the geological and geotechnical properties of coastal,
marine sediments, rocks and soils for geological and engineering
projects;
* identification and assessment of the potential of
on-land, coastal and lagoon geomaterial as construction materials, such
as sand, gravel and rock based on standard engineering guidelines and
international norms in the construction engineering industry;
* familiarity with extraction of coastal and on-land
resources, including up to date and appropriate dredging and aggregate
mining technology;
* conduct environmental impact assessments or impact statements
on the possible environmental effects of mining and/or dredging and
prepare technical guidelines and strategies for mitigation, remediation
and/or control;
* develop and assist develop training activities for SOPAC/ACP
member country nationals as appropriate;
* train member countries nationals in soil/sediment/rock sampling
and testing and relevance, geomaterial properties, standards in material
testing, application of geomaterial to construction industry,
environmental management and restoration of coastal/nearshore areas
related to mining/dredging sites, and mitigation of adverse
mining/dredging operations;
* be competent in using positioning equipment, mapping techniques
(field and remotely sensed), field geomaterial sampling equipment, field
and laboratory soil, sediment and rock testing equipment;
* be familiar with specialised software for geological,
geotechnical and environmental analysis;
* prepare technical reports, publications and documentation of
various technical investigations; and
* undertake other duties appropriate to skills and
qualifications, as required by the SOPAC Deputy Director.


Required Knowledge, Skills and Experience


* B.Sc. Degree in Geology and post-graduate training as
evidence by a Masters Degree in Geology/Coastal Geology/Engineering
Geology or Coastal Engineering from a recognized university;
* a minimum of 5 years of progressively responsible
international experience, working on individual projects and managing
multi-disciplinary projects. Experience of an applied nature is
essential. Work should have involved solving complex problems associated

Communication Technologies Specialist (ICT Specialist) will develop,

the peoples and governments of SOPAC/ACP member countries. The ICT
Specialist should be capable of independent action, able to set
priorities in the designated areas of responsibility, and be proactive
in developing new areas of work within identified objectives and
strategies. The ICT Specialist should have experience in policy
development and management advisory area, and possess a high level of
interpersonal skills, gender and cultural sensitivity.

The ICT Specialist will be engaged in a full range of Information and
Communication Technologies activities requiring project planning,
management and supervision of a team of professionals involved in field
work, data collection, processing, and interpretation; development of
conclusions and recommendations based on the results of work done,
preparation of reports and maps in a timely fashion, effective
presentation and disbursement of the results of programs to leaders and
representatives of member countries and international donor countries
and organisations.

The ICT Specialist shall also collaborate closely with existing
programs, in particular those conducted by the unit responsible for ICT

Oceanographer-Hydrodynamic Modeller Oceanographer will develop, plan and
implement programs of work having relevance and significance to the
peoples and governments of SOPAC/ACP member countries. The Physical
Oceanographer Oceanographer-Hydrodynamic Modeller should be capable of
independent action, able to set priorities in the designated areas of
responsibility, and be proactive in developing new areas of work within
identified objectives and strategies. The Oceanographer-Hydrodynamic
Modeller Physical Oceanographer should have relevant experience in
policy development, management advisory area and a broad understanding
of ocean and coastal engineering and processes, and mining technologies.
The Oceanographer-Hydrodynamic Modeller Physical Oceanographer should
possess a high level of interpersonal skills, gender and cultural
sensitivity.

The Oceanographer-Hydrodynamic Modeller Physical Oceanographer:

* aassess of reef, lagoon, harbour circulation with respect to,
water quality and /pollution, impacts of point and non-point effluent

preferably with MIKE 21 (Danish Hydraulics Institute) software and GIS

collection and assessment) in coastal and lagoon reef areas and analysis

will assist in the development, planning and implementation of work

governments of SOPAC/ACP member countries. The Resource Economist should
be capable of independent action, able to set priorities in the
designated areas of responsibility, and be proactive. . The Resource
Economist should have experience in understanding policy development,
economic and environmental analysis, resource evaluation and development
options. The position will also require a high level of interpersonal
skills, gender and cultural sensitivity.

The Resource Economist must be able and prepared to provide training
through in-country workshops or other training activities. The post will
also require close working and coordination with other SOPAC Units. The
Resource Economist should have an understanding of the South Pacific
region; it's resources and economy as well as knowledge of applied
geoscience in development.

Frequent travel will be required, both within and outside the SOPAC
region. The applicant should be aware of country-specific health hazards

The Risk Analyst Specialist will be required to travel extensively
within a region that has many health hazards such as malaria, dengue
fever, non-potable water supplies and poor sanitary facilities. The Risk
Assessment Specialist shall also work closely with other SOPAC Units and

The Risk Analyst Specialist will be part of a multidisciplinary team
that will report to the SOPAC Deputy Director.

Accountabilities

* manage the acquisition, processing, and interpretation of
spatial datasets;
* set up procedures and programs whereby the risk to and
vulnerability of populations in SOPAC/ACP member countries can be
assessed and managed or mitigated;
* assist development planning by establishing and implementing
programs to manage and mitigate natural and human-induced processes such
as coastal erosion, cyclones, coastal flooding, landslides, earthquakes
and tsunamis, geotechnical hazards, fire, drought, pollution, contagious
and water-borne disease transmission, coastal and urban development;
* ensure effective communication among project participants and
provide training to member country nationals as appropriate while
performing the above duties; and
* undertake other duties appropriate to skills and
qualifications, as required by the SOPAC Deputy Director.

Required Knowledge, Skills and Experience

* a post-graduate degree, in an appropriate field of science,
engineering or risk management from a recognised university;
* a minimum of 5 years experience working in risk management.
Private sector experience in risk management would be advantageous;
* a comprehensive understanding of numerical hazard modelling and
risk modelling procedures;
* experience in a policy environment and a proven ability to
present project findings and address policy issues in non-technical
terms; and
* fluency in written and spoken English is essential to
communicate with member country governments and other regional and
international organisations. Ability to transfer skills and develop
appropriate training literature is essential.

infrastructure;
* organise, implement, and/or assist in various training
activities, regional workshops, certificate training, and various
in-country training activities related to the water and sanitation
project;
* develop, implement, and assist in the information needs of the
project, especially those related to cooperation and coordination
* ensure cross-sectoral liaison and application with the
aggregate resources and risk management project components;
* maintain the Water Resources Unit groundwater equipment as
procured through the project; and

* degree preferably at Masters level in Hydrogeology, Hydrology,
Water and Sanitation Engineering or related fields. More important than
an advanced academic education is the ability to adjust fast to changing

(MapInfo), groundwater and surface water modelling, data management and
analysis

systems. The aim is to promote the authority of science from developing

will run until the end of June 2002. Priority will be given to proposals

that address the complex connections between people and nature, exploring

the concept of sustainability. Applications related to activities that

employ innovative inter- or multidisciplinary approaches are the most likely

to be funded. Support will be provided in only one category this year:

1. Participation at scholarly/technical meetings. This will generally

include travel and per diem costs, but may also cover costs associated with

Objective of the Cooperative Initiative on Island Invasive Alien Species

The objective of the Islands Cooperative Initiative on Invasives is to facilitate

cooperation in key areas of invasive alien species management where it will generate a significant improvement in the conservation of island biological diversity. The initiative will have immediate results, building on work already occurring (particularly in relation to island eradications); as well as long term results from increased knowledge, capacity and cooperation. The initiative is deliberately focused on threats posed by invasive alien species (IAS) to island biological diversity (as opposed to threats to agriculture, health? etc).?

Role of Project Coordinator

The Project Coordinator will be expected to further? develop the overall initiative. For 2002 the primary focus will be on the South Pacific, extending into other regions after that. The emphasis is on facilitation and empowerment, in order to allow managers and decision makers on islands to? deal with their invasive alien species problems.

Specific components for 2002 will mainly? focus on the South Pacific area, and will include:

DUTY STATEMENT


FISHERIES SCIENTIST


Responsible to: Principal Fisheries Scientist


The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine
Resources Division, with a current staff complement of 18. Its mission
is: "To provide member countries with the scientific information and
advice necessary to rationally manage fisheries exploiting the region??s
resources of tuna, billfish and related species".


DUTIES AND RESPONSIBILITIES:

The Fisheries Scientist analyses and interprets biological and
statistical data pertaining to the assessment of tuna and billfish
species exploited in the western and central Pacific Ocean, in
collaboration with the Principal Fisheries Scientist and Manager,
Oceanic Fisheries Programme.

The person is directly responsible to the Principal Fisheries Scientist
of the Oceanic Fisheries Programme (OFP). Duties and responsibilities of
the post are as follows:

1. Conduct statistical analyses on fishery catch and effort data,
indices of abundance, oceanographic or other data as directed by the
Principal Fisheries Scientist.

2. Develop analytical models pertaining to oceanic fishery resources in
the Pacific Ocean.

3. Routinely provide detailed reviews, assessments and status reports of
oceanic fishery resources at a national level to countries and
territories of the Pacific Community, and to the Forum Fisheries Agency
secretariat.

4. Prepare other reviews, technical reports and scientific papers for
publication on tuna and billfish population dynamics, stock assessment
and fishery interaction, as directed by the Principal Fisheries
Scientist and Manager, Oceanic Fisheries Programme.

5. Represent SPC at international meetings of fisheries scientists,
government and industry representatives.

6. Collaborate with scientists in the Pacific in assessing the stocks of
tuna and billfish.

7. Perform such duties consistent with the objectives of the Programme
as directed by the Principal Fisheries Scientist.

QUALIFICATIONS AND EXPERIENCE

Very Important

?? A post-graduate degree in fisheries science, including statistical
analysis is required. ?? Demonstrated abilities in conducting fisheries
research projects, data analysis and interpreting results. ??
Demonstrated experience in oceanic fishery research of a high
international standard. ?? Experience in formulating scientific advice
for fisheries management. ?? Communication skills in English of a high
order, particularly in written and oral presentation of scientific
results.

Important

?? A working knowledge of French.


SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,076 per month (which is equivalent to CFP
526,132 - 686,684 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 168.47 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 138
francs CFP.


TENURE

The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.


DUTY STATION

Noumea, New Caledonia


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the
following deductions from salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active
duty.

SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance reimburses doctors?? fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

The Secretariat is seeking a suitably qualified and experienced person to work as Social Policy Adviser in its Development and Economic Policy Division.

The Social Policy Adviser will be accountable to the Director of the Division for coordinating work on social policy issues in the region, especially human resource development and poverty reduction.? Work will include:

SENIOR REEF FISHERIES SCIENTIST (VERTEBRATES)

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.
The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20 in 6 sections covering
Development, Training, Information, Community, Resource Assessment and
Management aspects of Pacific Island domestic fisheries, and
Aquaculture. Its overall mission is: "To provide a regional support
service that assists Pacific Islanders in identifying the status, and
optimising the long-term social and economic value, of small-scale
fisheries and aquatic resource use in Pacific Island waters."
The Senior Reef Fisheries Scientist (Vertebrates) is organisationally
placed within CFP Reef Fisheries Assessment and Management Section, and
is responsible to the Principal Reef Fisheries Scientist for
implementing relevant activities of the coastal (Comparative Assessment
of Reef Fisheries) component of the PROCFISH project. The PROCFISH CARF
project component will be responsible for compiling the first major
baseline assessment of reef fisheries (both resource and human aspects)
using common methodologies across most of the Pacific Community work
area.
The post is based at the Secretariat of the Pacific Community
Headquarters in ±·´Ç³Ü³¾¨¦²¹ but will involve considerable travel. The Senior
Reef Fisheries Scientist will work with the subproject leader to achieve
relevant project goals and objectives within budget and planned
timeframes. He/she will participate in the collection, analysis and
interpretation of data pertaining to the assessment of reef fishery
resources in collaboration with programme staff, and in the context of
an integrated social and ecosystem approach to sustainable harvest and
management of reef fisheries in the region. His/her work will focus
particularly on vertebrates both as fishery resources and as components
of the marine environment.The primary clients of the project are the
governments and the peoples of the island members of the Pacific
Community and the successful applicant will display a strong awareness
of their coastal fisheries management requirements.
The post requires a self-starter with considerable initiative, an
excellent knowledge of reef vertebrate (fin-) fisheries in the Pacific
Community region, and experience in taking part in appropriate applied
research programmes. When making letters of application for the post,
candidates are advised to describe their qualities in relation to the
requirements of this and the previous paragraph.

DUTIES AND RESPONSIBILITIES
The Senior Reef Fisheries Scientist (Vertebrates) is responsible to the
Principal Reef Fisheries Scientist, and the duties of the post are
implemented in consultation and with the advice of the PRFS as
appropriate. The duty statement of the Senior Reef Fisheries Scientist
(V) is as follows:
1. Undertake biological, ecological research on reef and lagoonal
resources (especially vertebrates) in relation to fisheries activities,
including socio-economical aspects.
2. Devise and implement sampling programmes based on standardised
methodologies.
3. Assess the status of reef resources and, where possible, the
impact of fisheries (especially for vertebrates).
4. Develop indicators and models that can be applied to other
Pacific Island reef fisheries to extrapolate estimates of fishery
resource based on easily-collectable data.
5. Collaborate closely with other staff of the Coastal Fisheries
Programme (Marine Resources Division) and other collaborative
institutions and joint research programmes.
6. Prepare reviews, technical reports and scientific papers for
publication, and present findings within the study countries and to
regional and/or scientific meetings.
7. Assist with the preparation of material inputs to database and
management plan implementation.
QUALIFICATIONS
Very important
* A post-graduate degree in biology, fisheries science or related
discipline.
* An extensive experience in reef fisheries research, including
field research programmes with an emphasis on fin-fish and other
vertebrate resources.
* Familiarity with ecosystem approaches to fishery resources
assessment and management.
* Computer-based and statistical analysis of fishery, biological
and ecological data.
* Excellent cross-cultural communication and work team skills.
* Five years of directly relevant experience.
Important
* A demonstrable willingness to travel the Pacific region for
extended periods, sometimes under difficult physical conditions.
* An ability to work, and socialise, with people in a culturally
mixed environment.
* A working knowledge of both of SPC's official languages would be
advantageous.
* SCUBA Diver qualification and experience.

NATIONALITY RESTRICTION
Owing to the conditions under which this project is funded, applications
can only be considered from nationals of the current 15 member countries
of the European Union or of countries signatory to the Lom¨¦ IV
Convention. Pacific Island countries signatory to Lom¨¦ IV are Fiji;
Kiribati; Papua New Guinea; Samoa; Solomon Islands; Tonga; Tuvalu; and
Vanuatu.

SUSPENSE CLAUSE AND DISCLAIMER
Although the PROCFISH project proposal has been approved by the European
Union and the Secretariat of the Pacific Community, the details of the
Financing Agreement for the project have not been completely finalised.
This recruitment notice is thus issued provisionally and without
prejudice to the ultimate Financing Agreement, in the interests of
providing an efficient start to the project, and it is possible that any
contracts that are ultimately issued may differ in detail from the terms
of this provisional notice.

SALARY AND ALLOWANCE:
The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,076 per month (which is equivalent to
CFP526,132 - 686,684 francs per month at the prevailing reference
exchange rate of 1 SDR = CFP 168.47 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 138
francs CFP.

TENURE
The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.

DUTY STATION
Noumea, New Caledonia

ACCOMMODATION
An SPC-owned house or flat will be made available, based on the
following deductions from salary:
2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.

LEAVE
Leave will accrue at the rate of 25 working days per annum of active
duty.

SICK LEAVE
Thirty working days per annum.

MEDICAL BENEFITS
The SPC's Staff Medical Insurance reimburses doctors' fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.

PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.

FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.

COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.

SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.

DUTY STATEMENT

FISHERIES DEVELOPMENT ADVISER

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.
The Fisheries Development Section is one of six sections that makes up
the Coastal Fisheries Programme. The Fisheries Development Section is
made up of three professional staff with part-time support from a
Technical Support Officer. The Section's objective is to: 'Assist
countries and territories to develop economically viable,
environmentally sustainable, fishing enterprises focusing on vessel
operations, harvesting activities and post-harvest practices'.
The Fisheries Development Adviser manages the Fisheries Development
Section. This includes supervising the Section's staff, writing funding
proposals to ensure the Section has adequate funding to implement
projects as requested by member countries and territories, and the
writing of progress reports to donors on project activities and outputs.
This position is also responsible for the Section's expenditure,
ensuring that the work programme is implemented, and the office is run
within the limits of the budget on hand.
The Fisheries Development Adviser is responsible for organising
technical assistance projects as requested by member countries and
territories. This entails travelling to the requesting country,
developing an agreed work programme, ensuring that the host country has
the appropriate gears, materials and vessels for the proposed project,
and the provision of advice and information on materials and suppliers
for specific items needed by the host country to successfully implement
the project. This position also undertakes studies in the field,
especially in regard to development options and constraints, including
infrastructure requirements and training needs, as input to national
tuna management and development plans, which requires the Fisheries
Development Adviser to operate independently when needed, to meet the
objectives of the specific project.
When in the field, the Fisheries Development Adviser works with a range
of local people with different cultural, ethnic and educational
backgrounds, including local fishermen and fishing company executives,
Fisheries Department employees, Secretaries to Government and Ministers.
Good communication skills and patience are required when meeting with
different people on each project. Excellent negotiation skills are also
needed, especially when problems are encountered during the development
of projects in-country and realistic objectives are being discussed, and
solutions need to be found.
There is also a need for this position to liaise, negotiate and work
with other sections within SPC and regional organisations, to ensure
that work is completed and the objectives of the Fisheries Development
Section are met. Interactions are with the Oceanic Fisheries Programme,
where data are required for specific country assignments, or the OFP
needs input on fishing technology issues, especially within the observer
programme. Collaborative work is arranged with the Community Fisheries
Section and the Fisheries Training Section. Other sections worked with
include Translation and Interpretation, Information and Technology,
Administration, Finance, Publications, Planning Unit, Maritime Programme
and other programmes within SPC as necessary. Collaborative projects are
also undertaken with regional organisations, such as the FFA (Forum
Fisheries Agency - input to national tuna management and development
plans) and SPREP (South Pacific Regional Environment Programme - marine
debris work).
At the end of each country visit or assignment, the Fisheries
Development Adviser writes a duty travel report or drafts a report of
project activities with conclusions and recommendations. This position
also provides assistance to the other staff of the Section with the
writing of their reports, conducts technical edits of these reports and
supervises their finalisation, printing and distribution. This position
also provides input and supervises the drafting of text for technical
manuals, the production of diagrams, and the finalisation of these
manuals. Fisheries Newsletter articles, and information brochures and
posters are also written or developed, as another means of disseminating
information widely in the region.
DUTIES AND RESPONSIBILITIES
The Fisheries Development Adviser is responsible to the Director of
Marine Resources, and the duties of the post are implemented in
consultation and with the advice of the Director as appropriate. The
current duty statement of the Fisheries Development Adviser is as
follows:
* Develop, plan and co-ordinate in-country technical assistance
assignments for the Section, based on requests received from member
countries and territories;
* Supervise the two professional and one support staff members of
the Fisheries Development Section;
* Provide advice and technical assistance in all aspects of FAD
programming, including possible material suppliers, conducting site
surveys, the construction and deployment of these devices, and ongoing
maintenance, with in-country assistance provided when required;
* Solve problems when they arise on field assignments to ensure
the objectives of the project are met wherever possible, or
modifications are made to maximise the benefits from the project;
* Negotiate and work with a range of people with different
cultural, ethnic and educational backgrounds, especially when on field
assignments;
* Draft a report for each country assignment, or write a duty
travel report, for all fieldwork undertaken, plus conduct technical
editing and supervise the completion, printing and distribution of all
reports produced by the Section;
* Co-ordinate the drafting of text, provide technical input, and
supervise the completion, printing and distribution of technical manuals
and information brochures and posters produced by the Section;
* Administer all funding for the Section, write funding proposals
to ensure the Section has adequate funding to implement the work
programme of the Section, and work within the limits of the Section's
budgets;
* Write progress reports for donors to ensure they are provided
with regular updates on programme activities and outputs;
* Identify possible new directions for the Section in regard to
sustainable fisheries development, and seek input from member countries
and territories through the Heads of Fisheries meetings, to ensure any
new directions are what the clients want;
* Liaise with the public and private sector in member countries
and territories to keep abreast of developments and changes to identify
possible needs and build these into the work programme of the Section;
* Answer correspondence (official and general) and provide advice
on a range of technical issues as requests are received;
* Liaise and work with other sections within SPC, including staff
of the Oceanic Fisheries Programme, the Fisheries Training Section, the
Community Fisheries Section, Translation and Interpretation, Information
and Technology, Administration, Finance, Publications, Planning Unit,
Maritime Programme and other programmes within SPC as necessary; and
* Liaise and work with other regional organisations, such as the
FFA and SPREP, and organisations outside the region, such as FAO and
IATTC, to promote sustainable fisheries development in developing
countries, especially in the Pacific.
QUALIFICATIONS AND EXPERIENCE
Essential
* Recognised tertiary qualification in fisheries technology or a
related field;
* At least 5 years experience in fisheries development work in
developing countries, preferably in the Pacific region;
* At least 2 years commercial fishing experience, as skipper and
fishing master of the vessel;
* Knowledge and experience in a range of fishing gears and
techniques, especially small-scale and medium-scale tuna fishing
methods;
* Experience in constructing and deploying fish aggregating
devices (FADs);
* Demonstrated experience in managing a programme and staff,
ensuring the needs of the programme, clients and staff are met;
* Demonstrated experience in budgeting, including the development
of funding proposals, and working within the budgets, to ensure they are
effectively used, but not overspent;
* A sound knowledge of the Pacific and sustainable fisheries
development and management issues in the region;
* Experience and ability to work with, and negotiate an agreed
position in a range of circumstances, with people from different ethnic,
cultural, and educational backgrounds;
* Demonstrated experience in writing, including progress reports
to donors, field reports on assignments undertaken, instruction manuals
and papers for conferences and publication; and
* Excellent communication skills (oral and written) in one of
SPC's official languages
Desirable
* A working knowledge of both of SPC's official languages would be
an advantage;
* Experience using the Microsoft Office suite for Windows; and
* Demonstrated experience in working in remote locations, with
minimal supervision, especially in the Pacific; and
SALARY AND ALLOWANCE:
The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,076 per month (which is equivalent to
CFP526,132 - 686,684 francs per month at the prevailing reference
exchange rate of 1 SDR = CFP 168.47 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 138
francs CFP.

TENURE
The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.

DUTY STATION
Noumea, New Caledonia

ACCOMMODATION
An SPC-owned house or flat will be made available, based on the
following deductions from salary:
2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.

LEAVE
Leave will accrue at the rate of 25 working days per annum of active
duty.

SICK LEAVE
Thirty working days per annum.

MEDICAL BENEFITS
The SPC's Staff Medical Insurance reimburses doctors' fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.

PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.

FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.

COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.

SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.

WOMEN'S DEVELOPMENT OFFICER

BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 200. SPC is officially bilingual, with English and French being the working languages.

The SPC vision into the 21st century is one of a vibrant and dynamic bilingual regional technical organisation working in partnership with its members, other organisations and donors, and excelling in the coordination and delivery of priority work programmes to Pacific Island countries and territories. The Pacific Women's Bureau (PWB) of the SPC strives to ensure that SPC's vision is realised with actions that support gender equity and the advancement of women in the Pacific Community.

The PWB plays an important role in the delivery of the Secretariat's technical services to the island member countries of the Pacific Community in the areas of training and community education, monitoring and evaluation, and information and communication.

An independent review of the PWB was carried out in 2001. Most of the recommendations issued by the review were endorsed by the Eighth Conference of Pacific Women held in ±·´Ç³Ü³¾¨¦²¹ in September 2001. The PWB's work-programme will be guided by these recommendations.

The PWB is based in Noumea, New Caledonia, and is headed by the Women's Development Adviser who oversees a staff of three.

DUTIES AND RESPONSIBILITIES

The Women's Development Officer will be responsible to the Women's Development Adviser for the following:

  • Contribution to the development of the Bureau's three-year strategic plan based on the recommendations issued by the Eighth Conference of Pacific Women.
  • Implementation of the following objectives which will be part of the Bureau's three year strategic plan:
    • Development and implementation of training programmes on gender awareness,? marketing, management and administration skills,? for various target groups including francophone women.
    • Advising and assisting member countries on request in the formulation, development and evaluation of women's programmes and projects;
    • Liaising with and providing information to women's organisations, and counterparts in Government and NGOs, especially in relation to gender and development issues;
    • Assisting with the maintenance of a register of skilled Pacific women, and collection of data on women's activities;
    • Working co-operatively with other SPC staff on projects concerning women;
    • preparing articles, papers and educational material within the scope of the organisation's work-programme for publication, as approved by the Director General;
    • Performing other duties as required by the Executive.

QUALIFICATIONS AND EXPERIENCE

Applicants for this post should possess a university degree or tertiary qualifications plus practical experience in women's programmes and problem solving.

The successful applicant should have all, or most, of the following:

  • Proven experience in community development
  • Proven experience in design and implementation of non-formal training;
  • Proven experience and knowledge in GAD/WID and CEDAW;
  • Proven experience in implementation in and evaluation of women's programmes
  • Networking skills (knowledge in developing and maintaining);
  • Proven experience in project management
  • Proven experience in organising regional meetings, conferences, workshops

The Secretariat of the Pacific Community (SPC) is a technical advice, assistance, training and research agency serving 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia.? SPC currently has more than 200 staff members and is a bilingual organisation, with English and French as its official working languages.

The Statistics Programme is part of the Socio-Economic Division. It provides a wide range of statistical training and technical advice throughout the region, as well as maintaining socio-economic profiles of member countries and territories.

?

POSITION

This will be a position for a Pacific Islander who has worked widely with official statistics, almost certainly in a national statistical agency, and who sees the development of their statistical skills as an integral part of their future career. The position will be based at the SPC headquarters in ±·´Ç³Ü³¾¨¦²¹, New Caledonia, and will involve working closely with all members of the Statistics Programme. The position may require duty travel to at least one SPC member country or territory during the contract period.

At contract end, the SRO will have an improved appreciation of a wide range of official statistical measures, including the associated concepts and methods as well as their limitations. These skills will be enhanced by experience with a range of relevant computer applications, including Internet applications for disseminating data. The primary aim of this position is to develop the official statistical skills of the successful applicant in such a way that he or she will be able to apply them effectively on return to their home country or territory, and to transfer those skills to others working within the national statistical systems.

DUTIES AND RESPONSIBILITIES

The successful applicant will:

  • work with Statistics Programme staff providing technical advice to member countries and territories, and undertake practical research aimed at relating that advice and associated developments to their own national statistical system
  • actively assist programme staff in reviewing and developing statistical training materials, with particular emphasis on ensuring that materials and examples used in training activities are relevant to Pacific Island conditions
  • act as a co-trainer for at least one in-country statistical training course
  • play a lead role in liaising with national statistical agencies to improve the timeliness of socio-economic data maintained by the programme, including the maintenance and development of SPESS tables on the SPC's Internet website
  • other tasks as directed by the Statistician

SKILLS AND QUALIFICATIONS

Very Important

  • good appreciation of a wide range of official statistics, particularly in terms of the underlying data sources, methods and concepts
  • demonstrated commitment to utilising experience and statistical skills for the development of official statistical systems in a Pacific Island Country or Territory
  • relevant academic qualifications in related disciplines eg, statistics and/or economics and/or demography
  • citizen of an SPC Pacific Island Country or Territory

Important

  • Experience in the effective use of Microsoft Office products.
  • Given the profile of SPC Pacific Island Countries and Territories, candidates will need to have a very good command of English. A good working knowledge of French in addition to proficiency in English would be highly regarded.

SALARY AND ALLOWANCE

The salary for this position will be SDR 2,534 per month (which is equivalent to CFP 426,903 francs per month at the prevailing exchange rate of 1 SDR = CFP 168.47 francs) in Grade I of the SPC Staff Classification and Salary Plan for Professional Staff based in Noumea, New Caledonia. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 138 francs CFP.

DEPUTY TEAM LEADER - PACIFIC ACTION FOR HEALTH PROJECT

?

The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages.

SPC is currently seeking a Deputy Team Leader for the Pacific Action for Health Project, which the Government of Australia has agreed to fund through the Australian Agency for International Development (AusAID). The purpose of the project is "to create an environment conducive to health by increasing the capacity of Pacific Island Countries to address non-communicable diseases (NCDs) risk factors". This project will implement a series of national activities in four Pacific Island countries, targeting young people and addressing priority NCD risk factors. In addition, the project will undertake a number of regional activities, drawing on the strengths of other organisations active in the health sector in the region. A characteristic feature of the project is its multi-disciplinary approach.

The project team will comprise of six long-term staff: the Team Leader, the Deputy Team Leader and four Project Co-ordinators in the target countries. The team will be assisted by short-term inputs from outside consultants as well as existing SPC staff. The project has a budget of A$ 3.75 million over four years.

General description of the position

The Deputy Team Leader will support the Team Leader and the Project Coordinators to achieve the project goal and objectives within budget and planned timeframes. Key responsibilities will include the provision of expert inputs on NCD issues and support for the planning, implementation, evaluation, and monitoring of in-country project components. The incumbent will work in close liaison with the Project Co-ordinators in each country, assisting in identification and implementation of project priorities relevant to the needs of the country.? The DTL will work in partnership with the national counterparts in each country, ensuring that implementation of project objectives is consistent with national needs.? He/she will ensure that the project is focused upon its broad objectives in addressing NCDs from a integrated health promotion perspective, while assisting the TL to develop and maintain links and ongoing support in both the technical aspects of NCD's and the effective development, implementation and monitoring of the project with the Project Co-ordinators.

  • Support the Team Leader and the Project Co-ordinators to achieve the project goal and objectives within budget and planned timeframes.
  • Assist in the establishment of project initiatives and priorities within each country.
  • Determine the nature and timing of technical assistance inputs, in accordance with the specific needs of the host countries.
  • Assist in the identification of target groups, and entry points into these target groups.
  • Ensure that project activities are implemented within the framework and principles of the project design.
  • Provide support to the Project Co-ordinators.
  • Assist the National Counterparts with the preparation for review meetings and reports on project achievements.
  • Facilitate intersectoral communication at national level (through Multi-sectoral Working Groups).
  • Assist the Project Co-ordinator within the host NGO identify the opportunities within the community to promote the project approach, and seek appropriate mechanisms to achieve the stated objectives.
  • Assist in the identification of training needs at community and national levels, and within project personnel.
  • To work with the Team Leader to provide additional technical expertise on NCDs and the development of effective monitoring and surveillance systems.

Selection Criteria - Essential

  • University degree (preferably in public health, health promotion and/or community development).
  • Extensive experience in Non Communicable Diseases (NCD's) ( 5 years minimum), preferably with experience in the development of an integrated Health Promotion approach to achieving health outcomes.
  • Ability to work independently and as part of a team.
  • Demonstrated capacity to plan, manage, implement, and monitor public health/community development/health promotion projects.
  • Capacity to supervise and mentor counterpart and subordinate staff.
  • Familiarity with monitoring and evaluation techniques including some involvement in applied research.
  • Demonstrated ability to be adaptable and sensitive to working in diverse social, cultural and economic environments, preferably in the Pacific region.
  • Excellent written and oral communication skills.

Highly Desirable

  • Familiarity with Pacific region and/or in developing countries
  • Experience in developing and delivering training programs for Government and NGO counterparts.

SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the salary range: SDR 3,123 - 4,076 per month (which is equivalent to CFP 519,948 - 678,613 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in Grade J of the SPC Staff Classification and Salary Plan for Professional Staff based in Noumea, New Caledonia. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 138 francs CFP.

TENURE

The appointment will be for a period of two years and two months, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.

ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following deductions from basic salary:

MEDICAL BENEFITS

The SPC's Staff Medical Insurance reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.

PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute eight per cent of basic salary to which SPC adds a matching contribution.

FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.

COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.

SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the workplace.
