INFORMATION OFFICER (PPP)


RESPONSIBLE TO: Plant Protection Adviser

BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The SPC Plant Protection Service (PPS) within its Regional Agriculture
Programme, supports the development of national capacities in plant
quarantine and pest management. We are seeking to recruit an
Entomologist for the 'Plant Protection in the Pacific Project' (PPP)
which is funded by the European Community.

To be eligible for this position applicants must be citizens of a
European Union country or an African, Caribbean, or Pacific (ACP)
country that are signatories to the Lomé IV Convention. Applications
received from citizens of countries other than those stated above will
not be considered.


DUTIES AND RESPONSIBILITIES

Under the supervision of the Plant Protection Adviser (PPA), and in
collaboration with participating countries, the Information
Officer’s work will involve activities supporting the production
and dissemination of appropriate and up-to-date, high quality
information materials by the Plant Protection Service to SPC member
countries, territories and other clients and stakeholders. In particular
the functions of the position will include:

 Participating in cost effective and efficient plant protection
information & extension services which are a complementary component of
the SPC Agriculture Information Service;  anticipating and
actively exploring client needs and providing a proactive information,
communication and distribution service to ACP and OCT countries in Plant
Protection;  identifying, organising and fully documenting
appropriate literature and other information in all its forms and
maintaining an efficient information retrieval system to support an
efficient, comprehensive and up to date plant protection information
service to clients;  supervising and, when appropriate ,
providing training or recommending further training, for support staff;
 preparing information products, such as database, current
awareness bulletins, for distribution to clients and systematically
exploring and recommending possibilities of introducing new technologies
for information dissemination and communication appropriate for the
region;  maintaining existing linkages and systematically
exploring and establishing new linkages on behalf of PPS with
appropriate national, regional and international agencies that are
judged necessary and appropriate for the provision of a comprehensive,
relevant and up to date information service to clients of the Plant
Protection Service;  extensive and frequent travel to the
Pacific Island countries to implement work programmes;  other
duties related to information and communication services required by the
Plant Protection Adviser

QUALIFICATIONS AND EXPERIENCE

Applicants must have:

 a degree in information or communication science and
technology or librarianship or related area;  a background in
information and extension services, especially in biological sciences or
agriculture;  at least 10 years experience in writing and
editing technical papers, brochures and pamphlets preferably in plant
protection in plain English and with the development of electronic
information materials in developing countries;  considerable
experience in information and communication technology and a working
knowledge of contemporary extension methods in rural and developing
countries;  ability to use IT systems and recognised software
for the production and dissemination of information and skills in the
design and production of information and extension materials for rural
communities that have English as a second language; 
demonstrable supervisory and organisational skills.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 20,304 and SDR 28,440
per annum (which is equivalent to F$56,052 at the prevailing reference
exchange rate of F$1.00 = .3622SDR) in the SPC Professional salary grade
for staff based in Fiji. In addition, an Establishment Grant will be
payable to non-residents of Fiji. SPC emoluments are not subject to
income tax in Fiji at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = F$2.28.


TENURE

The appointment will be for a period of three years in the first
instance, subject to the satisfactorily completion of a one-year
probationary period. The contract may be renewed for a further period
subject to performance and continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.

LEAVE

Leave will accrue at the rate of 25 working days per annum. For
expatriate staff members, home leave fares are payable after 18 months
of service.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC’s Staff Medical Insurance will provide basic medical
insurance cover for staff and his/her dependants. Supplementary medical
insurance cover can be purchased at staff's expense with our insurer to
increase the level of insurance cover for staff who wish to do this.

PROVIDENT FUND

The appointee will be eligible for membership of the SPC’s Staff
Provident Fund. Staff contribute eight per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

management systems to increase the effectiveness and sustainability of
pest management in the region; &#61656; assistance with disease
diagnosis and pathogen identification services for national quarantine
and plant protection services and other clients in target countries and
territories; &#61656; providing advice to services that supply disease
free planting material to target countries; &#61656; surveys,
identification and documentation of plant viruses in Pacific Island
countries; &#61656; providing advice on and facilitating the national
reporting of diseases and the maintenance of an up to date, accurate
record of diseases for PPPIS and other databases; &#61656; establishing
appropriate national, regional and international linkages necessary to
maintain an effective plant protection service; &#61656; writing,
editing and publishing plant protection information materials for
readers using English as a second language; &#61656; extensive and
frequent travel to the Pacific Island countries to implement work
programmes; &#61656; other duties related to PPS services required by
the Plant Protection Adviser .

QUALIFICATIONS AND EXPERIENCE

Applicants must have:

&#61656; a degree in agriculture or biological sciences with
demonstrable training in plant pathology at the undergraduate or post
graduate level in which plant virology and virus diagnosis was a major
component; &#61656; at least 10 years practical experience in virus
diseases of
field crops, fruit and vegetables;
&#61656; knowledge of bacterial, fungal and nematode diseases; &#61656;
five or more years of experience I the sustainable management of virus
diseases in tropical staples; &#61656; demonstrable experience in
writing technical papers in plain English; &#61656; a knowledge of
farming systems and participatory extension systems in developing
countries, particularly the Pacific; &#61656; demonstrable supervisory
and organisational skills; &#61656; competency in IT systems and PC
literacy.

incursions; &#61656; contributing towards the maintenance and updating
of the electronic database supporting the plant protection information
system (PPPIS); &#61656; co-ordinating Plant Protection Services
bio-control facility in Fiji, providing a pro-active bio-control
service, supervising laboratory staff and when appropriate, training or
recommend training for laboratory staff; &#61656; continuing to
coordinate the development and maintenance of an efficient and cost
effective arthropod diagnostic service for Pacific island clients;
&#61656; providing verbal or written advice to client countries on pest
management; &#61656; developing and maintaining appropriate national,
regional and international linkages to maintain the efficiency and
relevance of the economic entomological component of the Pacific Plant
Protection Service; &#61656; assisting with the writing, editing and
publication of plant protection information material and reports for
clients that use English as a second language; &#61656; extensive and
frequent travel to the Pacific Island countries to implement work
programmes; &#61656; other duties related to PPS services required by
the Plant Protection Adviser.

The candidate is asked to develop a Ph.D. research programme within the framework of the project ‘Development of integrated farming approaches for sustainable crop production in environmentally constrained systems in the pacific region’. The Ph.D. programme will focus on the impact of current agricultural practice on the ground water quality of corallian atolls in the South Pacific Region. The risk of groundwater deterioration of current and alternative agricultural practices will be asessed by means of environmental modelling. The environmental modelling tools will be evaluated/calibrated using data collected in a Tongan case study.

The candidate has a MSc. degree in hydro-environmental engineering/agricultural engineering/ soil science or related areas, supported by an excellent academic curriculum. The candidate develops skills in hydrometrology, statistical and hydrological modelling, with a particular attention to soil physics and the use of GIS technology. The candidate speaks/writes english. Knowledge of French is desirable. The project will be carried out at the Unité de Génie Rural of the department ( in collaboration with the Ministry of Agriculture of Tonga, and HortResearch in New Zealand. The candidate is willing to carry out his experimental programme at the Vaini Research station in Tonga. Well qualified candidates with a specific knowledge of the Pacific Region will have an advantage in the selection procedure.

Description of the CROPPRO project

?

The main objective of the project is to develop integrated approaches for achieving sustainable management and crop production in environmentally-constrained areas in the Pacific island region, aiming at increasing productivity and minimizing land and water degradation. The objective of the CROPPRO project are

  1. To select watersheds within the Pacific region, and carry out land inventory for collection of relevant meteorological, topographical, hydrological, soil and land use variables.

  2. To analyse farming system, with special attention to the investigation of traditional and alternative farming practices for the major crops like coconuts, peanuts, fruits and vegetables

  3. To monitor current water, soil, and nutrient and pesticide losses within the watersheds

  4. To simulate current water, sediment and solute flows within the watersheds, and identify areas with high losses (low sustainability)

  5. To define and evaluate prospective farming approaches for major crop/soil units to minimize soil, nutrient, and pesticide losses, with special attention to opportunities for integrated farming practices that aim to conserve soil and nutrients, and focus on environment-friendly pest management strategies

  6. To develop guidelines for implementation of these sustainable farming approaches on farm and watershed level to assure sustainable crop production in the environmentally-constrained areas in the Pacific region

  7. To establish close links between the researchers and the end-users through the use of a participatory and culture-sensitive training strategy for the various community groups living and/or working in the project areas.

South Pacific Regional Environment Programme (SPREP)

Vacancy: WETLANDS OFFICER

Applications are invited from nationals of SPREP member countries to assist Pacific Island countries protect and improve their environment through implementation of the SPREP work programme activities relating to the conservation of wetlands, coral reefs and mangrove areas. The successful candidate is responsible to assist coordinate and manage project activities; facilitate meetings/workshops/training programs at all levels; liaise with regional and international partners relating to their obligations under the Wetlands Action Plan; assist the Coastal Management Adviser with implementation of the ICRI Call to Action and Framework for Action; assist in implementation of the Coastal Management work programme; and other relevant duties.

Candidates must have appropriate tertiary qualifications in a relevant field with at least 3 years’ work experience, preferably within the Pacific islands region, in wetlands conservation related activities. Other essential requirements are: substantial experience in the social, economic and environmental aspects of wetlands conservation; substantial experience in participatory methods of project development and implementation, community assessment and public education; experience within community structures in Pacific Island countries; proven ability to manage training/technical assistance programs, proven ability to work with a diverse range of interested stakeholders, eg, government officials, communities, private sector and aid administrators; and ability to travel sometimes to remote locations. Applicants with a demonstrated interest/involvement in island issues, excellent communication skills in English, with familiarity and knowledge of a second language will be highly regarded.

Appointment will be at the Assistant Project Officer Level of SPREP’s authorised salary scales for contract staff. The package will include a housing subsidy and other benefits. SPREP remuneration may be tax-free depending upon circumstances. The appointment will be for a fixed term of 3 years with possible renewal for a further period depending on members’ requirements, the officer’s performance and availability of funds.

WOMEN'S DEVELOPMENT ADVISER


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 200. SPC is officially bilingual, with English and
French being the working languages.

The SPC vision into the 21st century is one of a vibrant and dynamic
bilingual regional technical organisation working in partnership with its
members, other organisations and donors, and excelling in the coordination
and delivery of priority work programmes to Pacific Island countries and
territories. The Pacific Women&#8217;s Bureau (PWB) of the SPC strives to
ensure that SPC&#8217;s vision is realised with actions that support
gender equity and the advancement of women in the Pacific Community.

The PWB plays an important role in the delivery of the Secretariat&#8217;s
technical services to the island member countries of the Pacific Community
in the areas of training and community education, monitoring and
evaluation, and information and communication.

An independent review of the PWB was carried out in 2001. Most of the
recommendations issued by the review were endorsed by the Eighth
Conference of Pacific Women held in Nouméa in September 2001. The PWB's
work-programme will be guided by these recommendations.

The PWB is based in Noumea, New Caledonia, and is headed by the
Women&#8217;s Development Adviser who oversees a staff of three.


DUTIES AND RESPONSIBILITIES

The Women&#8217;s Development Adviser will be responsible to the Deputy
Director General (Noumea) for the following:

&#61623; Development of the Bureau's three-year strategic plan based on
the recommendations issued by the Eighth Conference of Pacific Women (see
Annex 1). This plan will be drafted with the assistance of the Divisional
Head and Bureau staff. This will be the primary objective of the PWA;

&#61623; Implementation of the Bureau's three year strategic plan; which
will include:

&#61656; Development and implementation of training programmes on gender
awareness, and related leadership, management, administration and
communication skills for various target groups; PWB co-operation with the
SPC Community Education Training Centre (CETC), based in Suva, will have
to be strengthened in this context;
&#61656; Advising and assisting member countries on request in the
formulation of women&#8217;s programmes and projects;
&#61656; Liaising with and providing information to women&#8217;s
organisations, and counterparts in Government and NGOs, especially in
relation to gender and development issues;
&#61656; Working cooperatively with other SPC staff on projects concerning
women;
&#61656; Strengthening the gender responsiveness of SPC programmes.
&#61656; Collaborating with other regional and international organisations
on issues affecting gender and development in the region;
&#61656; Preparing articles, papers and educational material within the
scope of the organisation&#8217;s work programme for publication, as
approved by the Director General;
&#61656; Performing other duties as required by the Executive.

QUALIFICATIONS AND EXPERIENCE

Applicants for this post should possess a university degree or tertiary
qualifications plus practical experience in women&#8217;s programmes and
problem solving.

The successful applicant should have all, or most, of the following:

&#61656; Project design and management experience and skills (finances,
personnel, etc.);
&#61656; Design and implementation of non-formal training;
&#61656; Proven experience and knowledge in GAD/WID and CEDAW;
&#61656; Proven experience in managing women-related activities;
&#61656; Networking skills (knowledge in developing and maintaining);
&#61656; Proven experience in women&#8217;s development and analysis;
&#61656; Fund-raising skills;
&#61656; Pacific island knowledge and in-country experience;
&#61656; University/tertiary qualifications.


SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,076 per month (which is equivalent to CFP
519,948 - 678,613 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 166.49 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea, New
Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 138
francs CFP.


TENURE

The appointment will be for a period of three years in the first instance,
subject to a one-year probationary period. The contract may be renewed for
a further three years subject to performance and continued funding
availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following
deductions from salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active duty.

Thirty working days per annum.


MEDICAL BENEFITS

The SPC&#8217;s Staff Medical Insurance reimburses doctors&#8217; fees,
cost of prescribed medicines, surgical and hospital costs, etc. up to
certain percentages and limits. Supplementary medical insurance is
available to increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC&#8217;s Staff
Provident Fund. Staff members contribute eight per cent of basic salary to
which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised dependants,
and reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

FINANCE MANAGER (CORE)

GENERAL

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Finance Services is charged with the financial accounting and
financial management of the operations of the Secretariat of the Pacific
Community. In addition to the annual tasks of preparing the Secretariat??s
Budgets and producing the Annual Accounts, the Finance Services is
responsible for the management of Project accounts, Donor reports,
Purchases and Accounts Payable, Salaries, banks and investments, Cash
Receipts and Accounts Receivable, Provident Fund and Executive financial
reports. To facilitate the performance of these tasks, the Finance Section
utilises the General Ledger interfaced Financial Management Information
System (FMIS), Sunsystem, both at Noumea Headquarters and in our Suva
Office.

The Finance Manager (Core) is based in the Noumea Headquarters. He/She is
responsible for the financial management of the Core Budget, the
preparation of the Consolidated Annual Budgets and Annual Accounts, as
well as the daily management of Purchases and Accounts Payable, banks,
Cash and Accounts Receivable, Provident Fund, and Salaries.


DUTIES AND RESPONSIBILITIES

?? Preparation of the Noumea Annual Core Administration and Work Programme
Budgets and the consolidated Core and Non-Core annual Budgets.
?? Preparation of the Noumea Annual Financial Accounts and the Provident
Funds Annual Accounts.
?? Responsible for managing the year end Noumea audits and the
Consolidated Suva Noumea Final Accounts ensuring these are in compliance

Classification and Salary Plan for Professional Staff based in Noumea, New
Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 138
francs CFP.


TENURE

The appointment will be for a period of three years in the first instance,

PERSONNEL OFFICER


RESPONSIBLE TO: Director of Corporate Services

GENERAL

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Personnel Officer carries out his/her duties within the Corporate
Services Department, which covers both Administration and Finance.

The Personnel Officer's direct supervisor is the Director of Corporate
Services to whom s/he lends his/her support in areas related to human
resource management, e.g. training, management of social welfare coverage
packages, recruitment, etc.).

The Personnel Officer advises and informs staff members on current
administrative procedures, including those pertaining to the Staff Rules,
and ensures that these procedures are applied in an equitable manner.

The Specific duties of the position are:

1. Co-ordinating training programmes following laid-down procedures and
undertake periodic assessments of the relevance and effectiveness of
training courses provided to employees.

2. Respond to all queries relating to personnel matters, including terms
and conditions of service.

3. Make all necessary arrangements for new staff including the
arrangements of periodic orientation programmes.

4. Ensure that monthly salary preparations are completed in a timely
manner; familiarity with an integrated payroll software package will be an
advantage.

5. Monitors and assist with the management of contract for all staff by
maintaining up-to-date records of leave, termination dates, performance
evaluations and anniversary dates and initiate appropriate and timely
actions.

6. Oversee the medical and work accident insurance schemes and provide for
any necessary improvements.

7.? As and when required:

- Prepare draft advertisements for all posts as required;
- Seek referee reports for short listed candidates;
- Arrange interviews with short listed candidates;
- Participate in support staff selection committees;
- Make offers of appointment to successful candidates;
- Draft contracts for all employees and consultants.

The appointee should have the following qualifications and experience:

counter-balancing practical experience in relevant aspects of the post.

Xianyang Integrated Rural Health Project (XRIHP) – funded by AusAID (Australian Agency for International Development).


The project aims to improve the health status of the rural poor in the five northern national poverty counties - Yongshou, Bin, Changwu, Chunhua and Xunyi - in Xianyang Prefecture of Shaanxi Province, China, through capacity building for health institutions and personnel at the Prefecture and County levels, and implementing health interventions at lower levels. The project will rationalise resource allocation; improve health personnel’s ability in policy, planning, management, and basic clinical and health promotion practices; and develop community participation in the health system. It will link prefecture, county, township and village level health services into an integrated service implementation system to deliver affordable quality health services for poor households. The project is expected to bring positive impact on poverty reduction in the area.

AusAID expects the project to commence in Dec 2001. It will continue over 05 years.

The Regional Community Forestry Training Center for Asia and the Pacific (RECOFTC) is an international organization which works in close collaboration with partner organizations in various countries to actively support community forestry development in the region. As a learning organization, RECOFTC designs and facilitates learning processes and systems that support the capacity development of community forestry institutions and organizations. RECOFTC seeks to promote dialogue between multi-stakeholders to ensure equitable management of forest resources.? Located on the campus of Kasetsart University (Bangkok, Thailand), RECOFTC was established in 1987 in response to the growing awareness that community participation in resource management could assist in protecting forests as well as in enhancing rural livelihoods. Current facilities include class and seminar rooms, offices, computer lab, internet connection, library, and accommodation for course participants.

RECOFTC is currently seeking a person to fill the position of Executive Director. This position will become vacant at the end of September 2002, following the retirement of the present Executive Director, Dr Somsak Sukwong. The successful applicant will chair the Executive Committee at RECOFTC, and will take a major role in guiding the future development of the Center. Key responsibilities include providing overall leadership to the Center and ensuring that the program is well focused and funded to address the emerging community forestry needs of the region. Position Description

The Executive Director is the Chief Executive Officer of the Center and its most senior person. The position reports to the Board of Trustees.

The Executive Director is responsible for the overall management of the Center and ensuring that it operates to the standards expected of an international organization. Specific responsibles include:

  • in liaison with the Board of Trustees, ensuring that the vision, mission, goals and objectives of the Center are properly developed to address the evolving needs of community forestry in the region;
  • ensuring that annual workplans, budgets and statements of expenditure are provided to the Board of Trustees for approval at appropriate Board meetings;
  • ensuring that the program is delivered efficiently and effectively and that functional monitoring and evaluation systems are in place;
  • providing overall leadership in managing the human, financial and material resources of the Center;
  • fostering close linkages with funding partners and other institutions with similar interests for mutual programmatic and financial support.

The Executive Director is the Chairman of the Executive Committee. He/she is responsible for signing all deeds, contracts, arrangements and other legal documents which are necessary to ensure the normal operations of the Center. He/she is the RECOFTC’s legal representative as delegated by the Board of Trustees.

The Executive Director directly supervises the operations of the functional units within RECOFTC. Currently, these are the Regional Services Group, Country Support Services Group, and Corporate Services Group.

Key Selection Criteria

  • An advanced academic degree, preferably at PhD level, in a field related to community forestry or participatory natural resource management.
  • Demonstrated high level strategic managerial ability, including the supervision of program documents, workplans and budgets.
  • Extensive working experience in community forestry or participatory natural resource management.
  • Experience in education or training, particularly curriculum development and training methodology/adult learning.
  • International reputation for contributions to the field of community forestry or participatory natural resource management, as evidenced by having been influential in policy debate, conceptual development or field practice.
  • Experience in liaising with donors and other funding partners to raise funds for programmatic development and delivery.

  • Fluent written and spoken English.
  • Demonstrated ability to work in multi-disciplinary teams and multi-cultural environments.
  • Demonstrated leadership ability.

The Fiji School of Medicine [FSM] comprises an enthusiastic group of professionals who are jointly responsible for coordinating undergraduate and postgraduate programmes in Medicine, Dentistry, Pharmacy, Physiotherapy, Radiography, Medical Laboratory Technology, Environmental Health and Nutrition & Dietetics. Currently there are over 650 students enrolled in the FSM from approximately 20 different countries. As such, the FSM is the major health-related training institution serving the Pacific Island countries and territories.

The successful applicant will also be able to demonstrate significant research activity and output.

South Pacific Regional Environment Programme

Vacancy: DEPUTY DIRECTOR

Applications are invited from nationals of SPREP member countries and territories for the above position with the SPREP in Apia, Samoa. SPREP is an Intergovernmental Organisation which assists Pacific Island countries and territories to protect and manage their environment to ensure they achieve sustainable development. The Deputy Director is responsible to the Director for the day-to-day operation of the Secretariat, and in particular for direction of the work of the Service Delivery Manager (SDM) and the Business Support Manager (BSM). In particular, the Deputy Director shall perform the following duties:

Assistant Director (Demilitarisation)

Applications are sought for the above position with the Pacific Concerns Resource Centre (PCRC) in Suva, Fiji. PCRC is the secretariat for the Nuclear Free and Independent Pacific (NFIP) movement. PCRC has programs on Sustainable Human Development, Environment, Demilitarisation, Human Rights and Good Governance, and Decolonisation. The position is open to applicants from throughout the Pacific Region.

This position requires:

  • Experience in lobbying and campaigning on demilitarisation issues

PACIFIC CONCERNS RESOURCE CENTRE (PCRC)

The Pacific Concerns Resource Centre Inc. (PCRC) serves as the secretariat for the Nuclear Free and Independent Pacific (NFIP) movement, with over 100 affiliated members around the Pacific region.

PCRC’s objective is to educate the peoples of the Pacific regarding their environment, political and economic equity, and justice and peace in their region.

PCRC acts as the regional secretariat for non-governmental and community organisations engaged in campaigning, advocacy, research and information. It works to co-ordinate participation in national, regional and international fora, especially on issues of sustainable human development, environment, demilitarisation, decolonisation, human rights and governance.

PCRC is a non-government organisation with Special Consultative Status with the Economic and Social Council of the United Nations. PCRC’s programs on Demilitarisation look at the impact on Pacific communities of militarisation in the Pacific

The Assistant Director (Demilitarisation) co-ordinates these campaigns, with the responsibility:

1. To identify, establish and maintain relationships with key activists on identified priority campaigns;

2. To facilitate campaign support work and information flow between and among the regions on identified priority campaigns;

3. To stimulate potential international levels of support action for local and regional campaigns;

4. To liaise with the Educational Resource Developer on the production of resources for international audiences;

5. To provide Pacific News Bulletin with regular and accurate campaign information on a monthly basis;

6. To produce Action Alerts and notices where necessary;

7. To identify appropriate resources for campaigns;

8. To maintain files and correspondence appropriate to the campaign desk;

9. To prepare campaign proposals and budgets for Executive Board consideration;

10. To maintain a mailing list for campaign purposes;

11. To liaise with fundraiser for alternatives for funding campaigns.

Strategic Action Programme for International Waters of the Pacific Islands Region

Vacancy: Natural Resource Economist

This position, within the South Pacific Regional Environment Programme, will form part of the Project Coordinating Unit for the UNDP/GEF funded project to Implement the Strategic Action Programme for International Waters of the Pacific Islands Region (IWP). The long-term objective of this project is to conserve and sustainably manage the coastal and ocean resources in the Pacific Region. Targeted actions will be carried out in two complementary areas: Integrated Coastal and Watershed Management (ICWM) and Oceanic Fisheries Management. ICWM will focus on projects in freshwater management, marine protected areas, coastal fisheries and waste management. The base for the IWP is Samoa with activities in 13 other Pacific Island countries.

Responsibilities include economic issues associated sustainable resource management and conservation activities supported by the IWP, to design and implement monitoring and evaluation strategies, and to promote public awareness of economic considerations necessary to support sustainable resource management and conservation. South Pacific Regional Environment Programme

(SPREP)

Vacancy: PROJECT ACCOUNTANT

Applications are invited for the above position with the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa.

The successful applicant will assist the Finance Manager in discharging his/her duties, with an emphasis on handling all issues relevant to SPREP project accounts. The key duties include assisting staff queries regarding project reports/budget information; preparation of donors’ financial reports and monthly financial reports; calculating projects administration fees; providing ’ad hoc’ management and financial information and reports; compiling key output reports by strategic outputs; monitoring financial data and reconciliation of donor/projects. Other duties include assistance with general ledger and financial accounts; maintenance of chart of accounts; training and updating staff on the financial system and reporting; and other duties as required from time to time. Applicants should have a University Degree in Accounting, or equivalent qualification and practical accounting experience of at least five years (at a senior level) in a medium or large organisation; experience in spreadsheets and word-processing packages; a good knowledge of and experience with computerised accounting systems, preferably ACCPAC; a proven ability to work as part of an inter-disciplinary and/or multi-cultural team without the need for supervision; a proven ability to prepare proposals and reports to meet deadlines, often under difficult circumstances; and the ability to live and work within Pacific island communities.

The position carries an attractive remuneration package including a tax-free salary (for non-citizens of Samoa), housing, medical, education and other benefits. Appointment will be for three years in the first instance with a possibility of a further three years extension. Maximum duration of appointment is six years.

REGIONAL MARITIME TRAINING OFFICER


RESPONSIBLE TO: Regional Maritime Training Adviser.

BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of 22 Pacific Island countries and territories
of Melanesia, Micronesia and Polynesia. It currently has a staff of more
than 230. SPC is officially bilingual, with English and French being the
working languages.

The Regional Maritime Programme (RMP) is one of the programmes under the
organisation??s Marine Resources Division. It is located at the Suva
office of the organisation and currently comprises of two professionals,
the Regional Maritime Training Adviser (RMTA) and the Regional Maritime
Legal Adviser (RMLA), plus one support staff.

Much of the work of this programme is focussed on assisting member
countries obtain and maintain ?§White List?¨ status with IMO and ensure
that all seafarers from PICTs obtain STCW95 recognised qualifications and

The magnitude of the upgrade training required for Pacific Island
seafarers over the next three years has led to the establishment of a
Regional Maritime Training Officer position to co-ordinate all the upgrade
training requirements. This position will be responsible to the Regional
Maritime Training Adviser and will be located in Suva, Fiji.


DUTIES AND RESPONSIBILITIES

Project Management

?? Identify projects and prepare the necessary project documentation.
?? Ensure all maritime training programmes conducted by the RMP are
delivered within time and budget constraints.
?? Liaise closely with regional maritime training institutions and
maritime administrations to ascertain their training requirements and
report to the RMTA.

Institutional Strengthening

?? Assist RMTA to carry out audits of quality systems in maritime training
institutions and maritime administrations in PICTS on request.
?? Implement the maritime training development plan in PICTs.
?? Assist maritime training institutions to procure training resources
equipment.

Human Resource Development

?? Co-ordinate regional training requirements using regional schools in
Papua New Guinea and Fiji.
?? Co-ordinate workshops, seminars and secondments as required to assist
further development of PICTs maritime training institutions and maritime
administrations.
?? Oversee the maintenance of Neptune Seafarers?? database and seafarer
statistics in the region.
?? Develop maritime training programmes including non-traditional
programmes.
?? Revise and update training programmes.

Co-ordination and information

?? Provide support for maritime co-operation through the Association of
Pacific Islands Maritime Training Institutions and Maritime Authorities.
?? Disseminate industry and sectoral information.
?? Overview the publication of the RMP? newsletter.
?? Develop and manage the RMP web site.
?? Manage information requests from PICTs concerning assistance required
from RMP.


QUALIFICATIONS, EXPERIENCE AND SKILLS

SALARY AND ALLOWANCE

The starting salary for this position will be SDR 1,805 per month (which
is equivalent to F$4,984 at the prevailing reference exchange rate of
F$1.00 = .3622SDR) in the SPC PO5 salary grade for staff based in Fiji. In
addition, an Establishment Grant will be payable to non-residents of Fiji.
SPC emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.28.


TENURE

The appointment will be for a period of three years in the first instance,
subject to the satisfactorily completion of a one-year probationary
period. The contract may be renewed for a further period subject to
performance and continued funding availability.

ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active duty
service. For expatriate staff members, home leave fares are payable after
three years of service, and if contract is renewed.

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors?? fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff contribute eight per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most direct/and
or economic route for the appointee and recognised dependants, and
reasonable removal expenses by sea of personal and household effects will
be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

SOUTH PACIFIC BOARD FOR EDUCATIONAL ASSESSMENT (SPBEA)

Applications are invited from suitably qualified persons for the position of Professional Officer with SPBEA. The position, which is based in Suva, Fiji, carries an attractive remuneration package at the professional officer level, details of which can be obtained from the Board’s office.

The Board serves nine Pacific Island nations namely Fiji, Kiribati, Nauru, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. Its main functions are; to provide assessment training for key personnel in its member countries, to provide assessment support to all its member countries in areas where there is a lack of assessment expertise, to provide examination services to member countries that are having difficulty implementing their own, as well as providing technical and special services to those member countries that need assistance with any aspect of their assessment system.

The main responsibilities of the position include;

  • coordinating all activities under the Board’s information technology, research and special services function

  • supervising and assisting with the development and review of the Board’s website.

  • coordinating the update of all of the Board’s software used in processing/analysing assessment data

  • overseeing and assist in setting up a network with member countries in making use of technology to improve communication.

  • coordinating other assessment services as directed from time to time by the Director.

In addition, the successful candidate is expected to take part in;

  • training assessment personnel from member countries in all aspects of national examining and assessment providing assistance/support to ministries of education in member countries in their effort to address their assessment needs

  • negotiation with ministries of education in member countries regarding their requests for assistance with their national assessments

  • the implementation of the Board’s annual work programme

  • any other duties as directed from time to time by the Director.

Minimum qualifications/credentials for the position are;

  • a degree from a recognised university with a major in two areas taught at the senior secondary level in the region, with computing as one of the two. A post graduate qualification specialising in the area of educational assessment and computing would be an advantage

  • at least 4 years teaching at senior secondary with some work experience in any area of educational assessment

  • experience in the use of computer software for assessment especially in any two of the following areas; national examinations administration, processing assessment results, assessment results analysis and reporting assessment results.

  • experience in working closely with people in a wide variety of cultural settings

  • knowledge of, and experience with, the education systems of Pacific Island states, their assessment systems in particular, are highly desirable.

The successful applicant is expected to take up the position early in 2002 and would be required to travel extensively to member countries when the need arises. Applicants who do not possess the above credentials will not be considered.
