SOUTH PACIFIC BOARD FOR EDUCATIONAL ASSESSMENT (SPBEA)

Applications are invited from suitably qualified persons for the position of Professional Officer with SPBEA. The position, which is based in Suva, Fiji, carries an attractive remuneration package at the professional officer level, details of which can be obtained from the Board¡¯s office.

The Board serves nine Pacific Island nations namely Fiji, Kiribati, Nauru, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. Its main functions are; to provide assessment training for key personnel in its member countries, to provide assessment support to all its member countries in areas where there is a lack of assessment expertise, to provide examination services to member countries that are having difficulty implementing their own, as well as providing technical and special services to those member countries that need assistance with any aspect of their assessment system.

The main responsibilities of the position include;

  • coordinating all activities under the Board¡¯s information technology, research and special services function

  • supervising and assisting with the development and review of the Board¡¯s website.

  • coordinating the update of all of the Board¡¯s software used in processing/analysing assessment data

  • overseeing and assist in setting up a network with member countries in making use of technology to improve communication.

  • coordinating other assessment services as directed from time to time by the Director.

In addition, the successful candidate is expected to take part in;

  • training assessment personnel from member countries in all aspects of national examining and assessment providing assistance/support to ministries of education in member countries in their effort to address their assessment needs

  • negotiation with ministries of education in member countries regarding their requests for assistance with their national assessments

  • the implementation of the Board¡¯s annual work programme

  • any other duties as directed from time to time by the Director.

Minimum qualifications/credentials for the position are;

  • a degree from a recognised university with a major in two areas taught at the senior secondary level in the region, with computing as one of the two. A post graduate qualification specialising in the area of educational assessment and computing would be an advantage

  • at least 4 years teaching at senior secondary with some work experience in any area of educational assessment

  • experience in the use of computer software for assessment especially in any two of the following areas; national examinations administration, processing assessment results, assessment results analysis and reporting assessment results.

  • experience in working closely with people in a wide variety of cultural settings

  • knowledge of, and experience with, the education systems of Pacific Island states, their assessment systems in particular, are highly desirable.

The successful applicant is expected to take up the position early in 2002 and would be required to travel extensively to member countries when the need arises. Applicants who do not possess the above credentials will not be considered.

The position, which will be on contract for three years in the first instance, carries other benefits besides the normal salary. For non-Fiji citizens, remuneration will be tax-free.
