Terms of Reference

Background

The Independent State of Papua New Guinea has received a loan in the
amount of US$17,360,000 equivalent from the International Bank for
Reconstruction and Development (World Bank) toward the cost of the
Forestry and Conservation Project (FCP). In addition, the Independent
State of Papua New Guinea and the Papua New Guinea Mama Graun
Conservation Trust Fund (Mama Graun) have also received two grants in
the amount of US$17,000,000 equivalent, from the World Bank, acting as
an implementing agency for the Global Environment Facility (GEF). The
main objectives of the project are firstly, to strengthen the capacity
of government, local communities and other stakeholders to sustainably
manage PNG's forest resources; and secondly, to improve the
sustainability of income opportunities and quality of life for local
populations living under customary title in forest areas[1] The overall
FCP will be implemented through a Project Management Unit (PMU)
responding to an inter-departmental Project Oversight Committee (POC).
With GEF funding and assistance of The Nature Conservancy, Mama Graun
was incorporated 10 May 2000 as an autonomous entity with it's own
independently appointed multi-stakeholder management board (the Board).
During the establishment phase it will be supported by the FCP.
Mama Graun will establish an ongoing, reliable and independent source of
in-country funding for bio-diversity conservation and sustainable
development, based on landowner participation. Mama Graun will receive
a US$5 million grant by the GEF for its first three years of operations,
and a further US$10 million endowment grant contingent upon meeting
performance and co-financing benchmarks during the commencement phase.
It is also expected that other grant funding sources will be obtained to
build the endowment fund to around US$30 million.
Mama Graun will support the framework developed under the Landowner
Forest Decision Making component of the FCP, providing funds for
selected landowners that show commitment to conservation oriented
resource use options and meet the selection criteria established by the
Mama Graun Operations Manual. Funding will be focused at the level of
land groups and communities and will finance NGOs as well as government
agencies as service providers in support of bio-diversity conservation.
Mama Graun will develop a close working relationship with the National
Forest Service and the Department of Environment and Conservation.

This terms of reference refers to the position of Executive Director
within the Mama Graun Secretariat.


Scope of Work

The Executive Director, assisted by consultants and staff will be
responsible to the Board for the day-to-day management of Mama Graun. He
or she shall be required to plan, organise, direct and control the
program and activities of Mama Graun on an operational basis, within the
framework established by the Mama Graun Trust Deed, Constitution,
Operations Manual, the annual work plan and budget, GEF Trust Fund
Agreement, and in accordance with relevant PNG legislation.
In particular, the Executive Director's overall responsibilities will
include, but not be limited to, the coordination and oversight of the
following:

A. General

* Initiate, monitor and control all Mama Graun activities with a
view to achieving efficiency and cost effectiveness in the performance
of all operations.

B. Planning

* Develop, implement and review from time to time the annual
budget and work plan and medium and long term strategic plans, and make
recommendations to the Board;

C. Organisation and Direction of Activities

* Take responsibility for all aspects of Mama Graun financial and
operational management and control.
* In conjunction with the Investment/Finance Committee of the
Board identify, establish and conduct negotiations with potential
donors.
* Take full responsibility for management of Mama Graun staff and
consultants by the establishment and implementation of a performance
management programme

D. Management of Mama Graun Assets

* Ensure always that the Mama Graun endowment Fund is secure and
in compliance with the Operations Manual, the Asset Manager procedures,
and legal requirements.

E. Oversight of Grant Programme and Project

* Manage all aspects of the Mama Graun grant programme; analyse
and assess the social and economic aspects of past and current PNG
government policies, laws and practices in relation to Biodiversity
Conservation; and propose suitable strategies and actions upon which to
focus the Mama Graun grant program;

F. Fund Raising Activities

* Develop an effective relationship with private sector and
financial decision makers, both within PNG and overseas, in order to
obtain their partnership and financial support for bio-diversity
conservation and related sustainable development through the Mama Graun;

G. Monitoring and Control of Mama Graun Activities

* Analyse and report to the Board the following;
a) Project expenditures and activities carried out against PNGMGCTF
planned activities and budget;
b) The Trust Fund's own performance - flows of funds generated
through donations and investments; amount of funds disbursed against the
plans; ratio of administrative costs to grants and services provided;
c) Achievement of goals and objectives of the annual work plan;
d) The performance of the grant programme by components;
e) Best practices and lessons learnt;
f) Employee evaluation performance criteria (staff appraisal).

H. Representation of Mama Graun

* Maintain effective and open relationships with political
authorities, government agencies, local authorities, traditional
authorities and the private sector linked to the utilisation of
environmental resources of PNG, and generally represent the Mama Graun
with other institutions, agencies and organisations

I. Other

* Ensure at all times that PNG laws and the rules and regulations
provided under the Mama Graun Trust Deed, Constitution and Operations
Manual are adhered to by all constituencies of the Trust Fund;

Qualifications and Experience of the Consultant

Candidates should fulfil the following requisites:
Education: University degree in Commerce, Management, or other
applicable area. Post graduate qualifications preferable
Language: The candidates should be fluent in spoken and written
English
Experience: At least ten years organisational management experience
at a senior executive level, preferably including at least a portion of
this with some or all of the following: financial institutions,
environmental NGO's, donor and/or grant making agencies. The candidate
should also have a high level of PNG experience and be well versed in
customary resource ownership and management issues within PNG.
Desirable: Previous experience with conservation trust funds, or
at least community grant schemes in a development context would be
desirable. In addition, fluency in Melanesian Tok Pisin would be highly
advantageous, and understanding of Hiri Motu would also be useful.

Reporting Requirements

In addition to the above, the Executive Director shall be required to
prepare monthly, quarterly and annual reports regarding the progress of
Mama Graun as per reporting requirements of the GEF Trust Fund Grant
Agreement, and as otherwise requested by the Board.

Duration

The initial assignment is for 12 months but is subject to renewal,
dependent upon performance according to agreed criteria.

Selection

The consultant shall be selected in accordance with Section V, Selection
of Individual Consultants under the guidelines for Selection and
Employment of Consultants by World Bank Borrowers (January 1197, revised
September 1997 and January 1999).

Duration of the Assignment

The initial assignment is for 12 months but is subject to annual
renewal dependant on performance according to agreed criteria.

Consultant Selection

The consultant shall be selected in accordance with Section V, Selection
of Individual Consultants under the guidelines for Selection and
Employment of Consultants by World Bank Borrowers (January 1197, revised
September 1997 and January 1999).

Applications and Evaluation

The applications shall contain the following information : a cover
letter with the presentation of the candidate and clear reference to the
position applied, CV of the candidate detailing his/her education and
experience relevant to the present assignment with special emphasis on
previous experience on similar types of assignments, name and contact
details of three referees who could attest the experience of the
candidate relevant to the present assignment, any comments or
suggestions on the scope of work.
Applications will be evaluated on the basis of the candidate's
experience and competence relevant to the assignment by a technical
committee appointed by the Chairman of the FCP Supply and Tenders Board.
The evaluation will consider the following criteria:

a) General qualifications: general education and training
relevant to the assignment
b) Experience relevant to the assignment

c) Track record in senior executive type positions
The evaluation process will include an interview of the short listed
candidates and extensive reference checking. The evaluation results will
be based on the written proposal and the performance of the candidates
during the interview.
The first ranked candidate will be invited by the Chairman of the FCP
Supply and Tenders Board for the negotiation of the financial conditions
of the assignment and the respective contract. If both parties fail to
reach an agreement during negotiation, the Chairman will invite the
candidate whose proposal received the second highest score to negotiate
a Contract.

DUTY STATEMENT


OCEANIC FISHERIES PROGRAMME MANAGER


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Oceanic Fisheries Programme (OFP) is an applied research programme
making up half of the SPC??s Marine Resources Division, with a current
staff complement of 22. Its mission is to provide member countries with
the scientific information and advice necessary to rationally manage
fisheries exploiting the region's resources of tuna, billfish and
related species.

Tuna are the region??s most valuable natural resource. Total catches in
the western and central Pacific, a large proportion of which is
comprised of the Exclusive Economic Zones of SPC members, have
approached 2 million tonnes in recent years with a total catch value in
excess of US$2 billion. Many SPC island members rely heavily on the tuna
resource as a source of economic revenue through their own developing
fishing industries, as providers of infrastructure to international
fleets and through licence fees charged to foreign vessels fishing in
their EEZs. It is generally recognised that, for many SPC island
members, the tuna resource provides a major (and in some cases the only)
opportunity for future economic development.

The realisation of these opportunities is contingent upon the long-term
conservation and sustainable utilisation of the resource. SPC members
have, since the late 1970s, exerted sovereign rights over 200 nmi EEZs
surrounding their countries. Since that time and with the rapid
development of the regional tuna fishery that has taken place, the
countries have begun to discharge their responsibilities regarding
management of the fisheries in their EEZs. Many countries now have
national tuna fishery management plans in their legislation that have
formalised these responsibilities. Also, the countries co-operate in
tuna fisheries management through the Forum Fisheries Agency.

The main role of the OFP is to provide scientific support to these
national and co-ordinated regional management processes using a
client-based approach. With the agreement in September 2000 by all SPC
members and most distant-water fishing nations to establish an
international commission for the conservation and management of highly
migratory fish stocks in the western and central Pacific Ocean, it is
likely that the OFP will be requested to take on the additional task of
providing scientific support to this new commission (without negatively
impacting its current level of client services). This is likely to
entail further broadening of the OFP work programme, e.g. into areas
such as ecosystem impacts of fisheries and impacts on non-target
species. An additional role of the OFP is to foster international
collaboration and co-operation in tuna fisheries research and stock
assessment. The region??s main scientific consultative body, the
Standing Committee on Tuna and Billfish (SCTB) is actively supported and
co-ordinated by the OFP.

The Programme addresses its objectives through the activities of three
sections, with the support of a small administrative group.

The Statistics and Monitoring Section of the OFP is responsible for the
collection, compilation and dissemination of tuna fisheries data in the
western and central Pacific Ocean, including the maintenance of regional
databases, the supervision of port sampling and observer programmes, and
active support for the Standing Committee on Tuna and Billfish (SCTB),
the region??s main scientific consultative body, which includes
participants from the region??s coastal states as well as fishing
nations.






The Stock Assessment and Modelling Section of the OFP undertakes
analyses of fisheries and biological data, using models of the dynamics
of exploited tuna stocks in the western and central Pacific Ocean, to
estimate the historical patterns of stock abundance and the impacts of
the fisheries. The results of this work are used to develop
recommendations for management of the fisheries at both the national and
regional levels.

The Tuna Ecology and Biology Section has as its primary purpose research
on tuna and related species biology and ecology, to improve biological
parameter estimates for stock assessment, to better understand the
functioning of the ecosystem which supports the tuna fishery, and to
assess the impact of fishing on species and ecosystem.


RESPONSIBLE TO: Director, Marine Resources Division.


Role of the position

The OFP Manager provides leadership and overall direction to the
Programme, as well as having a hands-on involvement in all aspects of
the Programme??s work.

Reporting directly to this position are the following, with all OFP
staff ultimately answerable to the OFP Manager through this structure:

?h Principal Fisheries Scientist (Stock Assessment)
?h Principal Fisheries Scientist (Statistics)
?h Principal Fisheries Scientist (Biology and Ecology)
?h Programme Administrator
?h Programme Assistant.


DUTIES AND RESPONSIBILITIES

?? Co-ordinate the activities of the Oceanic Fisheries Programme and, in
consultation with SPC member country focal points, and other regional or
international agencies and programmes, develop an adaptive work
programme which addresses the priorities of Pacific Community members
within the scope of its mission statement. In maintaining this work
programme, the OFP Manager shall:

(a) provide the necessary scientific leadership and oversight to ensure
that the scientific work of the Programme is maintained at an
internationally recognised standard;

(b) ensure that the range of work of the Programme is adequate to
provide the best available scientific advice on the regional status of
stocks of target tuna species, and to develop a better understanding of
the status of tuna fishery-associated species and ecosystems;

(c) provide hands-on contributions to the scientific research activities
of the Programme.

?? Develop, negotiate and sustain research partnerships between the
Programme and other international and national agencies that are crucial
to the achievement of Programme objectives.

?? Identify, develop and maintain funding to implement the work
programme and administer and report on the intergrated Programme budget
to funding sources, to the Director, Marine Resources Division, and to
SPC governing councils.

?? Supervise the preparation of accurate narrative and financial reports
on particular OFP activities for regular transmission to the relevant
donor agencies.

?? Co-ordinate the preparation of all documentation relating to the
activities and outputs of the Programme for the information of member
countries and regional fora, and present reports on the progress and
results of the Programme as required by the Director of Marine Resources
Division.

?? Perform such other duties as the Director, Marine Resources division
may require. QUALIFICATIONS AND EXPERIENCE

?? A PhD in fisheries science or a related field, with considerable
post-doctoral experience. ?? Broad knowledge of marine science,
fisheries biology, oceanography and socio-economics. ?? Detailed
knowledge of pelagic fisheries, with emphasis on all aspects of regional
tuna fisheries. It is expected that the occupant of this position will
have detailed, expert knowledge in one or more of the following fields:
fisheries stock assessment, fisheries statistics, fisheries biology and
ecology. ?? Demonstrable international standing in the field of
fisheries research, preferably involving tuna. ?? Considerable
experience in tuna research within the Pacific Community region and
beyond, including:
- Experience in the planning and implementation of tuna fisheries
research
projects, and the analysis, interpretation and presentation of the
results therefrom;
- Experience in the formulation of scientific advice for fisheries
management purposes.
?? Proven history of successfully leading multidisciplinary teams of
fisheries scientists, data base specialists, fishery monitors and
support staff, and conducting large field research programmes. ??
Communication skills in English of a high order, particularly in written
and oral presentation of scientific advice to audiences at many levels.
?? Interpersonal skills of a high order, including the ability to
supervise scientific and support staff and to manage relationships
critical for collaborative research projects. ?? Willingness to
undertake extensive travel in support of OFP work.


SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,638 per month (which is equivalent to CFP
502,865 - 746,811 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP161.02 francs) in the SPC Staff Classification and
Salary Plan for Professional Staff based in Noumea, New Caledonia. In
addition, an Establishment Grant will be payable to non-residents of New
Caledonia. Where appropriate, other allowances such as child and
education allowances will be paid. SPC emoluments are not subject to
income tax in New Caledonia at the present time. The international
currency exchange rate at the time of writing is approximately USD 1.00
= 126 francs CFP, 1 Euro = CFP 119.33 francs.


TENURE

The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available with the staff member
contributing 25% of the normal rental of the accommodation.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active
duty. For expatriate staff members, home leave fares are payable after
18 months of active duty service.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance reimburses doctors?? fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct and/or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

The Regional Maritime Legal Adviser is a component of the SPC Regional
Maritime Programme (RMP) which is part of the SPC Marine Resources
Division. The position is based at the Suva Regional office of the SPC.
The primary objective of the Regional Maritime Programme is to ensure
that Pacific Island Countries (PICs) adopt international, regional and
national policies affecting the maritime sector that will result in
safer ships and cleaner seas.


RESPONSIBLE TO: Senior Deputy Director General.

DUTIES AND RESPONSIBILITIES

The Regional Maritime Legal Adviser provides advice and counsel to
parliamentarians, senior civil servants, legal representatives in the
public and private sectors on all aspects of maritime law in order to:

?? Assist the region??s maritime sector implement the provisions of
relevant International Maritime Conventions. ?? Develop modern national
maritime law appropriate to the region. ?? Assist in the development of
tertiary level of legislation by the establishment of institutions with
authority to make, administer and enforce third-tier rules. ?? Develop
generic maritime legislation that can be adopted by PICs as necessary.
?? Define safety standards for ships, fishing vessels and small craft
through regulations. ?? Ensure that maritime administrations and
maritime training institutions meet and maintain the standards of
training defined in the STCW Convention and Code 1995. ?? Help PICs
develop Marine Pollution Prevention legislation and assist them to
implement the necessary legislation and regulations to prevent, reduce
and minimise the effect of pollutants of the marine environment. ??
Assist PICs take the steps necessary to accede to the important
Liability/Compensation regimes. ?? Assist in the development of
appropriate maritime legal skills to enable PICs to become more self
sufficient in maritime matters.


QUALIFICATIONS AND EXPERIENCE

Applicants must have

?? A degree in Law from a recognised university specialising in Maritime
Law with admission as a Barrister and Solicitor in an English common law
country. ?? Practiced law for a minimum of five years in an exclusive
Admiralty practice and have relevant litigation experience. ?? Extensive
experience at sea on ships in the international trade. ?? A thorough
knowledge of international conventions, the operations of international
organisations, some background in political science, some background in
negotiations with some understanding of the geography and maritime

?? At least senior management and preferably executive management
experience in a major shipping corporation in an operational capacity.
?? Excellent interpersonal skills, with a high level of competence and
confidence, but with the ability to listen, advise and counsel in a
diplomatic manner. ?? Excellent written and verbal communication skills
in English and an ability to draft succinct, simple and understandable
legislation and regulations, that is both comprehensive but succinct. ??
Good computing knowledge and skills.

In addition it would be desirable if applicants

?? Possessed a Master Mariner??s Certificate of Competency, plus command
experience. ?? Had some experience of project management, finance,
accounting and report writing.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 2,166 to SDR 2,929 per
month (which is equivalent to F$5,978 to F$8,084 at the prevailing
reference exchange rate of F$1.00 = .3623 SDR) in Grade J of the SPC
Staff Classification and Salary Plan for professional staff based in
Fiji. In addition, an Establishment Grant will be payable to
non-residents of Fiji. SPC emoluments are not subject to income tax in
Fiji at the present time. The international currency exchange rate at
the time of writing is approximately USD 1.00 = F$2.12.


TENURE

The appointment will be for a period of three years in the first
instance, subject to the satisfactorily completion of a one-year
probationary period. The contract may be renewed for a further period
subject to performance and continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A housing allowance of 75% of the total rental, up to a limit of F$1,500
per month, will be provided.


LEAVE

Leave will accrue at the rate of 25 working days per annum. For
expatriate staff members, home leave fares are payable after 18 months
of service.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC's Staff Medical Insurance will provide basic medical insurance
cover for staff and his/her dependants. Supplementary medical insurance
cover can be purchased at staff's expense with our insurer to increase
the level of insurance cover for staff who wish to do this.

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff contribute eight per cent of base salary to which

direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.

RESPONSIBLE TO: Deputy Director-General


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.


DUTIES AND RESPONSIBILITIES

The Communications Officer&#8217;s major responsibilities will be to:

&#61656; Advise the SPC Executive on communication matters pertaining to
SPC and its image. &#61656; Design and implement a global communication
strategic plan for the organisation. &#61656; Maintain a regular flow of
appropriate, targeted and updated information on SPC &#8216;s activities
and projects for the benefit of relevant contacts in PICTs as well as at
regional and international levels. &#61656; Monitor the corporate image
of SPC in SPC publications and Regional media centre&#8217;s productions
as well as in externally produced documents or broadcastings reporting
on SPC&#8217;s activities/initiatives.

The incumbent will also be expected to:

&#61656; Establish and regularly update a list of relevant contacts for
SPC in PICTs as well as at regional and international levels. These
contacts could include but might not be limited to the following: Key
regional political figures, the media, regional organisations,
international organisations, foundations, private companies, academic
institutions and other relevant contacts within civil society. &#61656;
Develop and update a data base of contacts which will provide relevant
information for SPC management, programmes and projects. &#61656; Upon
request, design, and implement communication strategies for/in
conjunction with SPC programmes and projects. &#61656; Advise
programmes/projects on fundraising strategies and activities. &#61656;
Advise Executive on, and co-ordinate the preparation of, special events
organised by SPC in Noum¨¦a and in Suva alike within or outside the SPC
premises. &#61656; Assume the role of SPC focal point for the press.


QUALIFICATIONS AND EXPERIENCE

&#61656; Proven experience in communication, preferably for medium to
large-size institutions, organisations or companies, and in developing
and implementing effective communication strategies. &#61656;
Postgraduate Diploma/Certificate in Communication delivered by an
Academic institution or by a well established private institution, or a
wider experience in communication. &#61656; Fluency in one of the
working languages of SPC (English/French), very good oral and written
practice of the other working language. &#61656; Excellent written and
oral communication skills. &#61656; Experience of the Pacific an asset.

SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 2,534 - 3,379 per month (which is equivalent to CFP
405,187 - 540,302 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 159.9 francs) in Grade I of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. Where appropriate, other allowances such
as child and education allowances will be paid. SPC emoluments are not
subject to income tax in New Caledonia at the present time. The
international currency exchange rate at the time of writing is
approximately USD 1.00 = 126 francs CFP, 1 Euro = CFP 119.33 francs.


TENURE

The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available with the staff member
contributing 25% of the normal rental of the accommodation.


LEAVE

duty. For expatriate staff members, home leave fares are payable after
18 months of active duty service.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The Resource Mobilization and Partnership analyst will report to the DSU
Team Leader, identifying and optimizing the resources available for

profiles
* Identify and assess fund availability and align to project
proposals
* Enhance UNDP CO Suva network of partners and donors
* Establish resource requirement, donor agreement and reporting
requirements

Finance Team Leader


The Finance Team Leader will report to the Client Services Unit Leader
providing financial services to the UNDP and agencies through an
efficient and customer focused finance team.

Duties and Responsibilities include:

* Ensure accounting is in accordance with established UNDP and
agencies financial regulations and rules.
* Provide financial reporting to UNDP HQ & CO Suva, Agencies.
Optimise the foreign exchange transaction for the UNDP and Agencies.
* Management and leadership of the finance function
* Review accounting processes and manage the audit program

Behaviours:

This role will suit a person who can be held accountable for the
performance of the function. The successful applicant will need to be a
challenger, detail orientated but decisive in the management of the
function.

Qualifications:

Degree in accounting and preferably a Chartered Accountant. A business
qualification would be a benefit.

Team Leader - Marine Biodiversity Conservation Project
Milne Bay, Papua New Guinea

Conservation International (PNG), in conjunction with the United Nations Development Program, and the Global Environmental Facility of the World Bank, seeks a Team Lleader for the role of the Chief Technical Advisor (CTA), for a multisectoral and multidimensional marine biodiversity conservation program in Milne Bay, PNG.? The CTA, to be based in Alotau, will be the senior on-site officer, and will coordinate the overall implementation of the Milne Bay Community-Based Coastal and Marine Conservation Project.

The CTA will ensure that local capacity is built, especially in Milne Bay's Provincial Government Administration, so that sectors of the project's implementation and management are taken over by the Administration. In addition, the CTA will be responsible for significant technical inputs to the project development, actual project outputs, project reporting, reviews and appropriate site monitoring and visits (ie. via ocean travel in a dinghy).

The key responsibilities of this position will be to:

1.? Oversee project staff and Milne Bay Administration official in the design, planning, management, implementation, monitoring and supervision of project components.

2.? Lead and direct all reporting requirements, updates and review for the Project Steering Committee, Review Meetings, progress reports, and annual work plans.

3.??????Manage and direct technical inputs to project development, actual project outputs, reviews, appropriate site monitoring, and participate in workshops and conferences.

4.??????Direct all work pertaining to International and National Consultants and contractors to ensure technical quality requirements are met.

5.??????Identify, analyze and communicate lessons learned relevant to the design and implementation of smaller projects by participating in knowledge-sharing networks.

Essential Requirements:
¡¤???????A relevant degree, preferably at the Masters level

¡¤???????A superior record of performance in managing international programs

¡¤???????15+ years in environmental conservation, with preference given to those with Melanesia and marine conservation field experience

The Media Adviser, is accountable to the Director, Political, International and Legal Affairs for the:

Summary of Position:
At the request of a private grant making institution an informal Steering Committee has been organized to assist the people of New Caledonia and their representatives in gathering the technical information and arranging the logistical support necessary to make informed decisions relating to the future of the country's natural heritage. The Outreach Coordinator will be the on-the-ground representative of the Steering Committee. The Steering Committee recognizes that a local presence and community support, especially of the indigenous Kanak, are essential to achieve conservation goals in New Caledonia. Primary responsibilities for the position are to advise the Steering Committee on strategy development, engage key stakeholders in New Caledonia (indigenous leadership, local activists, political leadership, and corporate entities), implement strategies, and move public policy in favor of conservation. Specifically, the Outreach Coordinator will focus his/her actions on the following four areas:

¡¤???????World Heritage Listing for New Caledonia¡¯s coral massif

¡¤???????Scientific review of ±õ²Ô³¦´Ç¡¯²õ Environmental Impact Assessment for the Goro Project.

Gondwana Forest Sanctuary

Ultimately these strategies are designed to protect priority conservation targets (e.g. exemplary natural communities and globally rare species in both the marine and terrestrial realms) by providing objective information to decision makers and communities in order to permit more informed choices for New Caledonia¡¯s future.

Duties:

Conservation duties:
1.??????Advise the Steering Committee in developing iterative and adaptive strategic plans to further conservation outcomes for the four key strategies.
2.??????Identify and build a rapport with key stakeholders and strategically engage them toward a goal of deep and broad support for conserving natural resources while enhancing quality of life in the community.
3.??????Evaluate and agree upon existing performance measures for each strategy.

Organizational duties:
4.??????Work cooperatively with the Steering Committee and other contractors and partners to develop and implement local programs.
5.??????As required hire and manage local contract staff.



Requirements:
1.??????At least three years of relevant organizing experience working with Pacific Islander communities to produce demonstrable results. Bachelor¡¯s degree preferred.
2.?????? Fully bi-lingual in French and English
3.??????Demonstrated ability to establish links and maintain strong relationships with relevant international and regional non-governmental organizations, environmental organzations, aid agencies and funders.
4.??????Solid ability to identify with people, build rapport and develop constructive and effective relationships with all kinds of people: indigenous leadership and communities, local activists, political leadership, and where appropriate corporate leadership
5.??????Willingness to be on site in New Caledonia for at least the first three months of the contract with significant commitments to be in New Caledonia thereafter.

JOB DESCRIPTION

HEALTH PROMOTION OFFICER - PACIFIC ACTION FOR HEALTH PROJECT (PAHP)


Responsible to: Team Leader, PAHP.


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories (PICTs) of Melanesia, Micronesia and Polynesia. It
currently has a staff of more than 230. SPC is officially bilingual,
with English and French being the working languages.

The goal of the Pacific Action for Health Project (PAHP) is ?¡ìto
contribute to the reduction of the occurance of non-communicable
diseases
(NCDs) within the populations of the Pacific Islands?¡§. This project
implements a wide range of national and community level activities in
four Pacific Island countries. These are currently identified as
Kiribati, Solomon Islands, Tonga and Vanuatu. The project specifically
targets young people (10-19 years of age) in primarily urban areas,
addressing a single NCD risk factor. In addition, the project will
undertake a number of regional activities, drawing on the strengths of
other organisations active in the health sector of the Pacific region. A
characteristic feature of the project is its multi-disciplinary
approach.

A Non-Government Organisation (NGO) facilitates the coordination of the
PAHP in each of the participating countries, through an in-country
Project Coordinator. The Health Promotion Officer would be expected to
work closely with in-country Project Coordinators assisting and
supporting the implementation of the project.


GENERAL DUTY DESCRIPTION

The Health Promotion Officer (HPO) will support the Team Leader (TL) and
the in-country Project Coordinators to achieve the project goal and
objectives within budget and planned timeframes. Key responsibilities of
the incumbent will include working in close liaison and networking with
the in-country Project Coordinators in each country, assisting in
identification and implementation of project priorities relevant to the
needs of the country. Additionally the HPO will work in partnership with
the national Health Ministry counterparts in each country, ensuring that
implementation of project objectives is consistent with national needs.
The HPO will ensure that the project is focused upon its broad objective
of addressing the single NCD risk factor from an integrated health
promotion perspective. Whilst assisting the TL to develop and maintain
links and ongoing support for both the technical aspects of the
countries?? participation and the effective development, implementation
and monitoring of the project with the in-country Project Coordinators.


SPECIFIC DUTIES AND RESPONSIBILITIES

?h Support the Team Leader to achieve the project goal and objectives
within budget and planned timeframes. ?h Liaise and network with and
support the in-country Project Coordinators and other key stakeholders,
to develop, implement and evaluate interventions and activities. ?h
Determine the nature and timing of technical assistance inputs, in
accordance with the specific needs of the targeted countries. ?h Monitor
project activities so as they are implemented within the framework and
principles of the project design. ?h Assist the National Counterparts
with the preparation for review meetings and reports on project
achievements. ?h Assist inter-sectoral communication at national level

?h Assist and support the in-country Project Coordinators within the
host Non-Government Organisations to identify the opportunities within
the community to promote the project approach, and seek appropriate
mechanisms to achieve the stated project objectives. ?h Assist and
support in the identification of relevant training needs at community
and national levels and of project personnel. ?h Work closely with the
Team Leader to provide support in the production of annual work plans
and regular reports.


SKILLS AND QUALIFICATIONS

Formal Education Qualifications

Public Health/Health Promotion/Community Development qualifications.

Knowledge

?? Thorough knowledge of accepted and emerging health promotion
concepts, principles and practices, and their application to health and
development in Pacific Island countries. ?? Thorough knowledge of the
principles and practices of effective non-communicable disease
prevention. ?? Thorough knowledge of public health approaches to tobacco
and alcohol.

Experience

?? Demonstrated extensive work experience in public health/health
promotion/community development in the Pacific. ?? Demonstrated
experience in preventive health projects with NCDs consistent with the
Ottawa Charter, particularly in relation to tobacco/alcohol. ??
Demonstrated experience in the development of healthy public policy.

Skills

?? Programme and project planning and implementation skills.
?? Excellent communication, networking and coordination skills. ??
Strong advocacy skills to encourage and sustain the development and
implementation of health promotion policies and programmes in the four
targeted countries. ?? Effective mentoring and training skills to
provide technical support to the in-country Project Coordinators and
other key stakeholders. ?? Appropriate cross-cultural skills and ability
to work with team members from different cultural backgrounds
particularly in the Pacific region. ?? Good computer skills and
proficiency in report writing. ?? The ability to travel to countries
within the Pacific region regularly.


SALARY, TERMS AND CONDITIONS

SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 2,534-3,379 per month (which is equivalent to CFP
405,187-540,302 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 159.90 francs) in Grade I of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. Where appropriate, other allowances such
as child and education allowances may be payable. SPC emoluments are not
subject to income tax in New Caledonia at the present time. The
international currency exchange rate at the time of writing is
approximately USD 1.00 = CFP 126 francs, 1 Euro = CFP 119.33 francs.

TENURE

The appointment will be for a period up until 30 September 2004, subject
to a one-year probationary period.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, with the staff member
contributing 25% of the normal rental of the accommodation, which at
present rates, are as follows:

2 bedrooms - CFP 32,500 francs per month
3 bedrooms - CFP 41,250 francs per month
4 bedrooms - CFP 47,500 francs per month


LEAVE

Leave will accrue at the rate of 25 working days per annum of active
duty.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance reimburses doctors?? fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.

GENERAL
The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.
The SPC Agriculture Programme of the Land Resources Division, comprises
the four main service areas namely: Crop Improvement Service; Plant
Protection Service; Animal Health and Production Service; and Resource
Economics and Agricultural Information Service.
One of the longstanding priority areas identified by the Regional Heads
of Agriculture and Livestock Services relate to the fact that there are
very few qualified Veterinarians and other Livestock workers in many
Pacific Island countries and territories.
To address this need, the Animal Health and Production Service of SPC
has collaborated closely with Agricultural Development in the American
Pacific (ADAP) and the University of the South Pacific (USP) to develop
a regional training programme in Animal Health and Production.
The Animal Health and Production Service coordinated the initial
development of training modules for the course during the year 2000-1.
Additional resources have been secured to pilot the materials with the
intention of launching the training programme in 2003, and to develop
the materials for the second phase of the programme.
A position of Animal Health and Production Training Specialist has been
created for three years to co-ordinate the development, field testing
and production of the training modules commencing as soon as possible

POSITION
Responsible to: Animal Health Adviser.

DUTIES AND RESPONSIBILITIES:
The Animal Health and Production Training Specialist will be primarily
responsible for:
1. Coordinating and developing the production of distance learning
materials for the regional training programme in animal health and
production (PARAVET).
2. Collaborating with partners (ADAP and USP) in establishing the
infrastructure for the implementation of the PARAVET Programme.
3. Reviewing the proposed PARAVET curriculum to ensure that it meets
regional requirements.
4. Overseeing the implementation of the training activities of the SPC
Regional Animal Health and Production Service.
In addition the Animal Health and Production Training Specialist will:
5. With other members of the Programme, be required to provide advice
and assistance (technical backstopping) on all aspects of animal health
and production as requested, primarily in relation to training, to the
member countries of SPC.
6. With other members of the Programme, organise regional and
sub-regional technical meetings to improve the co-ordination and
implementation of animal health and production activities in the region
and participate in the programme workshops as necessary.
7. Maintain liaison with international animal health and production
agencies, universities and other training institutions as appropriate.
8. With other members of the Programme, seek donor funding to further
develop and increase the availability of regional animal health and
production activities as recommended by the meetings of the Permanent
Heads of Agriculture and Livestock Production Services (PHALPS) and the
Regional Technical Meetings of Heads of Veterinary Services (RTMHVS)
which includes training courses in all aspects of animal health, animal
production, quarantine and meat hygiene.
9. Prepare reports, work programmes and budgets at specified intervals.
10. Perform other duties as required by the SPC Deputy Director-General,
Suva.

QUALIFICATIONS, EXPERIENCE AND SKILLS
Essential
1. Applicants for this post should have a recognised degree in
veterinary medicine or a degree in animal health and production with at
least five years appropriate experience.
2. Appropriate experience in training animal health assistants or
similar personnel will be required.
3. Familiarity with computers (word processing, multi-media, graphics)
is essential.
4. Experience with distance learning technology and techniques will be
highly regarded.
5. An awareness of the animal health and production systems and
constraints in the Pacific Island countries.
6. Excellent communication skills in both written and spoken English is
essential due to the nature of the projects activities and the
collaborating agencies; fluency in both English and French would be
highly regarded.
7. Highly developed interpersonal skills and an ability to work
effectively in a multi-cultural environment.

Desirable
8. Previous work experience in the Pacific Islands.

SALARY AND ALLOWANCE
The starting salary for this position will be between SDR 20,304 and SDR
28,440 per annum (which is equivalent to FJ$56,000 and FJ$78,000 at the
prevailing reference exchange rate of FJ$1.00 = .3623SDR) in Grade I of
the SPC Staff Classification and Salary Plan for Professional Staff
based in Fiji. In addition, an Establishment Grant will be payable to
non-residents of Fiji. SPC emoluments are not subject to income tax in
Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.16.

TENURE
The appointment will be for a period of three years subject to the
satisfactorily completion of a one-year probationary period. The
contract may be renewed for a further period subject to performance and
continued funding availability.

DUTY STATION
Suva, Fiji.

ACCOMMODATION
A rental assistance of FJ$1170 per month will be provided.

LEAVE
Leave will accrue at the rate of 25 working days per calendar month of
active duty. For expatriate staff members, home leave fares are payable
after 3 years of service.

SICK LEAVE
Thirty working days per annum

MEDICAL BENEFITS
The SPC's Staff Medical Insurance will provide basic medical insurance
cover for staff and his/her dependants. Supplementary medical insurance
cover can be purchased at staff's expense with our insurer to increase
the level of insurance cover for staff who wish to do this.

PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff
Provident Fund. The staff member contributes eight per cent of basic
salary to which SPC adds a matching contribution.

FARES AND REMOVAL EXPENSES
For an appointee recruited outside Fiji, airfares by the most direct/and
or economic route for the appointee and recognised dependents, and
reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.

COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows. Familiarity with Macintosh systems will
be an advantage.

SMOKE-FREE ENVIRONMENT

position has initially received funding for an 8-month period, but it is
intended that the creation of the position is the first step in a
long-term commitment to the improvement of environmental health in the

This newly-created position will be located within SPC??s Public Health
Programme (PHP), a multi-disciplinary team working to improve the health
of Pacific Island peoples, and informed by the Ottawa Charter for Health
Promotion, and the ?¡ìHealthy Islands?¡§ approach.

The Public Health Programme??s fundamental strategic approach is to work
with PICTs and other regional organisations to achieve sustainable
improvements in the health of populations. It does this through:

The Environmental Health Adviser is to:

?? work with Countries and Territories to develop a regional strategic
approach to enhancing environmental health; ?? assist Countries and
Territories to develop locally relevant policies/plans/legislation to
support and enhance their management and control of environmental health
threats, and advocate for the need for such work to be undertaken; ??
build capacity in Countries and Territories to undertake priority
environmental health work, principally though training of local staff to

SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 2,534-4,076 per month (which is equivalent to CFP
414,258-680,937 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 163.48 francs). SPC emoluments are not subject to
income tax in New Caledonia at the present time. The international
currency exchange rate at the time of writing is approximately USD 1.00
= 134 francs CFP, 1 Euro = 119.33 CFP.


TENURE

The appointment will be for a period of 8 months in the first instance,
with a longer duration dependent on obtaining additional funding.

ACCOMMODATION

BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Health Promotion Adviser - Tobacco and Alcohol is responsible for
providing technical and policy advice about and advocacy for the
prevention of non-communicable diseases, with a particular focus on
tobacco and alcohol. More specifically, they are to: advocate for and
co-ordinate the development of regional public health policy frameworks
on tobacco and alcohol; assist Pacific Island Countries and Territories
(PICTs) developing national frameworks; provide technical advice to SPC
and its Public Health Programme and to PICTs on health promotion issues

FORESTS AND TREES ADVISER


RESPONSIBLE TO: Senior Deputy Director General

BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent

The ForestS and Trees Adviser is the head of the SPC Regional Forestry
Programme, which is part of the SPC Suva based Land Resources Division.
The principle roles and responsibilities of this position are advisory
and support. The position is expected to provide advice on a range on
issues that can relate directly or indirectly to forestry and/or
forestry related issues concerning policy; management and development;
land-use; environment and conservation; research and development and
soliciting assistance from donors and technical agencies. The position
also calls for providing support to member countries and territories in
the areas of training and capacity building. These programme roles and
functions contribute directly to achieve the objectives of the programme
and the overall goal of the SPC.


DUTIES AND RESPONSIBILITIES

1. Provide advice to the Executive on matters relating to the region??s
forestry sector.

2. Provide vision and leadership for the SPC Forests and Trees Programme
in line with the SPC Corporate Plan, and the Regional Forestry Strategic
Plan.

3. Prepare long-term and annual work plans, consisting of regional,
sub-regional and national level activities consistent with priorities in
the Forests and Trees sector identified by the Heads of Forestry from
Pacific Island countries and territories (PICTs) and administer and
manage their implementation, monitoring and evaluation.

4. Provide technical advice and assistance to member countries and
territories on sustainable forest management practices (SFMP) including
forest and tree management, forest products and downstream processing,
and forest certification (including feasibility of establishing a
regional forest and timber certification facility and guidelines).

5. Develop funding proposals to solicit additional or new funding to
implement programme activities through development and presentation of
project design proposals to donors and other agencies, or development of
new initiatives.

6. Provide assistance to member PICTs both to identify potential funding
sources and help solicit funding for specific country/territory
activities.

7. Maintain close co-operation and collaboration with the SPC
Agricultural Programme in areas of mutual interest with a view to
developing joint agro-forestry initiatives.

8. Enhance and facilitate improved co-ordination, co-operation, and
collaboration with governments; non-governmental organisations; private
sector; international, regional, multilateral and bilateral agencies;
development partners; communities; and resource owners, working or
interested in the forests and trees sector in PICTs.

9. Develop collaborative mechanisms such as Memoranda of
Understanding
with agencies or institutions having mutual interest in sustainable
forest management for implementation of joint initiatives.


QUALIFICATIONS AND EXPERIENCE

Applicants must have

?? At least a Bachelor??s degree in Forestry or Forest Science from a
recognised university. ?? At least eight (8) years post-Bachelor??s
degree, or six (6) years post-Master??s (or higher) degree with working
experience in relevant fields of forestry, in positions of progressively
increasing responsibility. Must have held a senior management and/or
team leadership position in Forestry for at least five years. ?? Good
interpersonal skills, with proven experience and ability in developing
and maintaining networks with other agencies (including NGOs) and
persons, of differing backgrounds and cultures. ?? Excellent written and
verbal communication skills in English. ?? Good working knowledge of the
use of personal computers, particularly for word processing and
spreadsheets. ?? Sound knowledge of the Pacific and the Pacific forestry
sector with particular reference to the different challenges facing
island countries and territories in this sector will be an advantage.

The starting salary for this position will be SDR 2,166 to SDR 2,929 per

Staff Classification and Salary Plan for professional staff based in
Fiji. In addition, an Establishment Grant will be payable to

BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It is an equal

The Regional Maritime Legal Adviser is a component of the SPC Regional
Maritime Programme (RMP) which is part of the SPC Marine Resources
Division. The position is based at the Suva Regional office of the SPC.
The primary objective of the Regional Maritime Programme is to ensure
that Pacific Island Countries (PICs) adopt international, regional and
national policies affecting the maritime sector that will result in
safer ships and cleaner seas.


DUTIES AND RESPONSIBILITIES

The Regional Maritime Legal Adviser provides advice and counsel to
parliamentarians, senior civil servants, legal representatives in the
public and private sectors on all aspects of maritime law in order to:

?? Assist the region??s maritime sector implement the provisions of
relevant International Maritime Conventions. ?? Develop modern national
maritime law appropriate to the region. ?? Assist in the development of
tertiary level of legislation by the establishment of institutions with
authority to make, administer and enforce third-tier rules. ?? Develop
generic maritime legislation that can be adopted by PICs as necessary.
?? Define safety standards for ships, fishing vessels and small craft
through regulations. ?? Ensure that maritime administrations and
maritime training institutions meet and maintain the standards of
training defined in the STCW Convention and Code 1995. ?? Help PICs
develop Marine Pollution Prevention legislation and assist them to
implement the necessary legislation and regulations to prevent, reduce
and minimise the effect of pollutants of the marine environment. ??
Assist PICs take the steps necessary to accede to the important
Liability/Compensation regimes. ?? Assist in the development of
appropriate maritime legal skills to enable PICs to become more self
sufficient in maritime matters.


QUALIFICATIONS AND EXPERIENCE

Applicants must have

?? A degree in Law from a recognised university specialising in Maritime
Law with admission as a Barrister and Solicitor in an English common law
country. ?? Practiced law for a minimum of five years in an exclusive
Admiralty practice and have relevant litigation experience. ?? Extensive
experience at sea on ships in the international trade.
?? A thorough knowledge of international conventions, the operations of
international organisations, some background in political science, some
background in negotiations with some understanding of the geography and

experience in a major shipping corporation in an operational capacity.
?? Excellent interpersonal skills, with a high level of competence and

SALARY AND ALLOWANCE

The starting salary for this position will be SDR 2,166 to SDR 2,929 per

Staff Classification and Salary Plan for professional staff based in
Fiji. In addition, an Establishment Grant will be payable to
non-residents of Fiji. SPC emoluments are not subject to income tax in
Fiji at the present time. The international currency exchange rate at
the time of writing is approximately USD 1.00 = F$2.12.


TENURE

The appointment will be for a period of three years in the first
instance, subject to the satisfactorily completion of a one-year

DEVELOPER / PROGRAMMER (PRISM)

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Developer/Programmer (PRISM) will be located within the Statistics
Programme and will report to the Statistician. The Statistics Programme
is part of the SPC's Social Resources Division and has five permanent
staff. Its overall goal is to support national and regional policy and
decision making processes by helping to improve the range and quality of
official statistics.

The occupant of this position will take the lead role in developing an
Internet-based information system for the Pacific Islands Countries and
Territories (PICTs) who are members of SPC. PRISM will be a closely
linked set of national websites, to be developed in close consultation
with PICT national statistics offices (NSOs) and other national and
regional agencies. The system will incorporate a statistical database
with a wide range of key economic, social, environmental and cultural
indicators, but will also provide a platform for storing and
disseminating a very wide range of other types of information about the
region. In the latter part of his/her contract the Developer/Programmer
will be working with and transferring skills to the Database Manager
(PRISM) who will be recruited in early 2003. Detail of the PRISM project
can be found at the draft website , including a
full set of working papers presented to a regional Technical Meeting
held in April 2002.

This post is based at the SPC Headquarters in Noum¨¦a but will almost
certainly involve some travel. The Developer/Programmer will work with
the Statistician to achieve relevant project goals and objectives within
budget and planned timeframes. In collaboration with other Programme
staff and representatives of NSOs and other agencies, he/she will
develop a series of interlinked national websites, featuring a core
statistical database and a range of other information and features. The
Developer/Programmer will also play a lead role in providing
Noum¨¦a-based training in Internet website development to staff from PICT
NSOs. The primary clients of the project are the governments and the
peoples of the island members of the Pacific Community and the
successful applicant will display a strong awareness of their
information needs and technological capacity.

The post requires a highly motivated professional with considerable
initiative, an excellent knowledge of Internet-based programming, and
with experience of official statistics, preferably in the Pacific
Community region. When applying for the post, candidates are advised to

DUTIES AND RESPONSIBILITIES

The Developer/Programmer (PRISM) is responsible to the Statistician, and
the duties of the post are implemented in consultation and with the
advice of the Statistician as appropriate. The duty statement of the
Developer/Programmer is as follows:

1. Design a highly functional set of linked Internet websites,
incorporating national themes and content determined in consultation
with NSOs and other agencies, and meeting the aims and timing outlined
in the PRISM project plan.

2. Arrange the transfer to PRISM of data from a range of sources
including the existing SPC SPESS database and, in consultation with
NSOs and other agencies, develop a strategy for Internet-based updating
by NSOs of national website components of PRISM.

3. Organise and conduct a series of short-term workshops in Noum¨¦a for
developing Internet website and related skills of key staff from PICT
NSOs and other agencies.

4. Provide selected in-country research and training to identify and
resolve any PRISM-related problems faced by NSOs in developing their
national websites.

5. Assist with the recruitment of a PRISM database manager (this will be
a designated Pacific Islander position).

6. Collaborate closely with staff of other SPC programmes and other key
institutions (national, regional and international) to ensure
compatability and integration between PRISM and other websites
incorporating information for the Pacific region.


QUALIFICATIONS

Very important

&#61656; Advanced qualifications in Computer Science or a related
discipline. &#61656; Demonstrable high-level computer programming
skills. &#61656; Extensive experience in developing and/or managing
databases and in SQL programming. &#61656; Proven ability to drive IT
projects with a variety of resources and skill levels, and to achieve
targets within timeframes. &#61656; An extremely good command of written
and spoken English (the majority of the duties will relate to NSOs in
English speaking PICTs). &#61656; Ability to work well as part of a

POPULATION ADVISER

RESPONSIBLE TO: Demographer


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 200. SPC is officially bilingual, with English and
French being the working languages.

The Demography/Population Programme is a core SPC Programme. It provides
member countries with technical advice and assistance in designing and
planning population censuses and sample surveys; collecting, processing,
tabulating, analysing, and disseminating population data; and
integrating population issues into development policies and planning. A
major part of Programme activity is developing and promoting population
GIS as a planning tool, and the Programme is currently implementing a
substantial project to develop interactive population GIS.

The Programme comprises a staff of three professional population
specialists, including the Demographer and Population Adviser, two GIS
developers, a programme administrator and a research/administrative
assistant.

The Population Adviser undertakes demographic analysis to support the
Programme's GIS project, conducts training in the use of GIS for
population planning and assists other Programme professional staff with
demographic analysis and research. The Population Adviser must have an
extensive in-depth knowledge of Pacific population and development
issues, including knowledge of population data needs, a knowledge of
GIS, and the ability to communicate population information and provide
training in its use.


DUTIES AND RESPONSIBILITIES

?? Undertake analysis of population data, including fertility, mortality
and migration analysis and analysis of levels and trends. ?? Prepare
population data for incorporation into population GIS. ?? Supervise the
work of counterparts on GIS work attachments. ?? Train counterparts from
countries during GIS related work attachments. ?? Prepare training
materials to teach the use of GIS. ?? Conduct in-country workshops on
population GIS and the use of GIS in population planning. ?? Advise
countries in data management and data needs. ?? Work with other
Demography Programme staff on specific projects including publications.
?? Participate in the day-to-day tasks of the Programme as required. ??

PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.

COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.
