Original text : English SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT LIBRARIAN BACKGROUND The Secretariat of the Pacific Community (SPC) is an independent, intergovernmental agency providing technical advice, assistance, training and research services to its 22 Pacific Island member countries and territories of Melanesia, Micronesia and Polynesia. SPC currently has more than 230 staff members. SPC is officially bilingual, with English and French as the working languages. The goal of the Library is improved information and communication capacity throughout the region. To achieve this goal, the Library aims to: . Improve the information environment within SPC. . Preserve and carefully manage SPC's collections in a sustainable manner. . Develop appropriate tools to improve/simplify the management of regional information resources. . Ensure timely delivery of appropriate information to SPC depository libraries' networks. . Encourage information exchange communication channels among Pacific organisations by establishing an SPC information clearing house. RESPONSIBLE TO: Deputy Director-General. DUTIES AND RESPONSIBILITIES The Librarian, being the only professional staff member in the Noumea Library, manages and takes overall responsibility for the Library. The main duties and responsibilities of this position are: . Develop and manage the SPC Library-based information services in accordance with the organisation's strategic direction. . Develop relevant collections to support the information needs of the Secretariat. . Undertake a range of technical activities necessary for the efficient operations of the Secretariat's Library-based information services, in particular cataloguing, classifying, document acquisition and document delivery systems and policies. . Prepare policies, budgets and work plans and identify strategies necessary for the efficient management and coordination of SPC Noumea Library. . Participate in writing project proposals for funding of Library initiatives and for programme implementation of information-related activities. . Provide tailored research and reference services, analysis and advice to the Secretariat and other Pacific stakeholders. . Develop and maintain beneficial linkages or networks with other national, regional and international information providers/networks/associations. . Provide appropriate training (modes and modules) in information skills to SPC staff. . Contribute to the provision of electronic and automated information management systems, including Internet and intranet services. . Be willing to learn French. . Perform other duties as directed by the Deputy Director-General or other principal officer. QUALIFICATIONS AND EXPERIENCE . University degree and postgraduate library qualifications from a recognised library school. . At least 5 years of library management experience (preferably in small specialised library/department/section). . Experience in staff supervision and training. . Demonstrable technical skills in cataloguing, classifying and reference work. . Sound knowledge of library standards, in particular AACR2, LCSH, DDC20. . Experience of library database management, preferably with DB/Textworks. . Sound knowledge of other computer applications in information work. . Ability to maintain professional development while in post. . Knowledge of development information. . Familiarity with information work within developing country contexts would be distinct advantage. . Knowledge of international law, specifically copyright and its application to library services, would be an advantage. . Excellent communication and negotiation skills. . Excellent command of written and spoken English. . Pre-existing oral and written communication skills in French would be an advantage. . Leadership qualities. SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 3,123-4,076 per month (which is equivalent to CFP 499,961 - 652,527 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 160.09 francs) in Grade J of the SPC Staff Classification and Salary Plan for Professional Staff based in Noumea, New Caledonia. It is expected that an offer of appointment for an initial contract would be made in the lower half of this range. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. Where appropriate, other allowances such as child and education allowances will be paid. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 123 francs CFP, 1 Euro = CFP 119.33 francs. TENURE The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability. DUTY STATION Noumea, New Caledonia. ACCOMMODATION An SPC-owned house or flat will be made available with the staff member contributing 25% of the normal rental of the accommodation. LEAVE Leave will accrue at the rate of 25 working days per annum of active duty. For expatriate staff members, home leave fares are payable after 18 months of active duty service. SICK LEAVE Thirty working days per annum. MEDICAL BENEFITS The SPC's Staff Medical Insurance reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits. PROVIDENT FUND The appointee will be eligible for membership of the SPC's Staff Provident Fund. Staff members contribute eight per cent of base salary to which SPC adds a matching contribution. FARES AND REMOVAL EXPENSES For an appointee recruited outside New Caledonia, air fares by the most direct and/or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination. COMPUTING ENVIRONMENT SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows. SMOKE-FREE ENVIRONMENT Smoking is not permitted in the work place. The main focus of the NGGIP is on supporting the compilation of national greenhouse gas inventories. The IPCC Guidelines for National Greenhouse Gas Inventories, may be viewed at . iges.or.jp/. - 3 - Programme Officer (1 post) Role Stationed at IGES, the Programme Officer will support the TSU Head and carry out scientific and technological services under the NGGIP. The primary focus of the Programme is the development of international methodologies for the preparation of national greenhouse gas inventories and encouragement of the use of these methodologies. The Programme is managed to ensure that relevant Governments, inter-governmental and non-governmental organisations are adequately engaged, while maintaining the highest scientific integrity and technical quality. The development of methodologies and good practice guidance in inventory preparation are normally undertaken by experts outside the TSU with particular scientific/technical knowledge. The TSU is responsible for quality assurance of the products as well as the process. Programme Officers comprise a team of highly professional individuals, who undertake a wide range of scientific and technological duties as part of the Programme, including collection, management and dissemination of information related to GHG inventories. Specific requirements Successful candidates will need to have expertise in Land use, Land-use Change and Forestry (LULUCF) with studies and/or professional experience in forestry, biology, ecology or related subjects and/or expertise in inventory methodologies in general. Familiarity with the Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories and the IPCC Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories is a prerequisite for the post. Knowledge of the IPCC and UNFCCC (United Nations Framework Convention on Climate Change) processes will be an advantage. The Programme Officer will be responsible for, in particular, the NGGIP Task on ¡°Factoring out direct human-induced effects on changes in carbon stocks and emissions of greenhouse gases and removals by sinks from those caused by indirect human-induced or natural effects, and past practices in forests¡±. In addition, a wide variety of work will be called for. This involves other scientific and nonscience applications. If a candidate other than a LULUCF expert is selected, the duties will be specified, accordingly. Performance will be measured by the quality of contribution to the team¡¯s goals and well being and direct contribution to the success of the Programme. The ability to operate as a member of a team and independently are crucial elements in successfully filling the position. The demands of the position in terms of time and effort are high. General responsibilities 1. Deal with scientific and technological aspects of the IPCC NGGIP Programme that currently develops methodological and technical guidance used by governments in the preparation of their national greenhouse gas inventories. 2. Carry out the activities necessary to complete and deliver products under the Programme. This responsibility includes assisting in organising IPCC expert meetings, workshops and other meetings in various parts of the world; preparing, editing and publishing technical and policyrelevant documents; collecting, collating and managing relevant information and data sets, managing international government and expert review procedures; providing oral and written reports to meetings under the auspices of the IPCC and the UNFCCC and other relevant bodies as necessary; assisting in the preparation of the work plan and budget, budget management and other duties as required. - 4 - 3. Continuously review the need for improvement of the IPCC Guidelines for National Greenhouse Gas Inventories. This includes maintaining an awareness of the relevant scientific and technical literature and identifying emerging policy-relevant needs within the UNFCCC framework. 4. Coordinate closely, as appropriate, with counterparts in the relevant international organisations. 5. Represent IPCC and the Programme and provide technical guidance and information at meetings of relevant international forums and organisations. Principal qualifications and core competencies 1. Advanced university degree in relevant discipline(s). 2. Good knowledge and experience in inventory methodologies related to forestry and other ecosystems, and/or inventory methodologies for other sectors and cross-cutting subjects like uncertainty management, QA/QC and verification. 3. Familiarity with national greenhouse gas inventory compilation and development. 4. Excellent ability to write and speak English. 5. Good computer skills and knowledge in MS Office tools. 6. Capacity to carry out tasks to completion with enthusiasm, initiative and minimum supervision. 7. Developed communication and interpersonal skills including the ability to produce high quality written material and effectively represent the organisation when required. 8. Perception and judgement in dealing with complex issues and a demonstrated ability to prioritise and deliver agreed outcomes with limited supervision. 9. The ability to contribute as an effective member of a team along with a demonstrated commitment to continuous improvement and self development. 10. A demonstrated capability for consensus building. 11. Ability to work in a multi-disciplinary and multi-cultural team. 12. Direct experience of the recent deliberations of the UNFCCC and IPCC will be an asset. 13. Command of other UN language(s) or Japanese or both will be an asset. ICLARM invites applications from aquaculture scientists with expertise in larval rearing of marine organisms to produce juvenile sea cucumbers for the implementation of restocking experiments in New Caledonia. The appointment will be within ICLARM's Coastal and Marine Resources Research Program and will be based at ±õ°ä³¢´¡¸é²Ñ¡¯²õ Pacific Office, at the Secretariat of the Pacific Community (SPC), Noumea, New Caledonia, under a joint contract with SPC. ? Background: ICLARM conducts research on the sustainable use and conservation of living aquatic resources for the benefit of the poor in developing countries. One of ICLARM's activities under the Coastal and Marine Resources Research Program is the development of responsible methods for restocking and stock enhancement of tropical marine invertebrates to restore and then increase the productivity of inshore fisheries. Previous research by ICLARM indicates that fisheries for the tropical sea cucumber, sandfish (Holothuria scabra), appear to have great potential for restocking and stock enhancement. ICLARM has developed methods for the routine production of juvenile sandfish in hatcheries and so the challenge now is to identify the optimal ways to release the cultured juveniles in the wild so that they survive in high proportions. The project also aims to culture the black teatfish (Holothuria nobilis) to enable releases of the juveniles in the Loyalty Islands. ? The position: ICLARM is seeking to appoint an experienced aquaculturist for twenty-one (21) months to produce the thousands of juvenile sandfish needed for the field experiments designed to identify the optimal release methods for sandfish and back teatfish. The project is presently funded by the Australian Centre for International Agricultural Research (ACIAR) and the three Provinces of New Caledonia, and gains support from the SPC. Support available to this position will include the use of hatchery facilities at an aquaculture station north of Noumea and a full-time technical assistant. The position requires close collaboration, in the French language, with other users of the hatchery. It also involves daily commuting of up to one hour from Noumea (although rental accommodation closer to the hatchery may be available). ? Skills and Qualifications: The Senior Aquaculture Associate is expected to have broad experience in the mass-production of juvenile marine organisms and skills in algal culture. An MSc or appropriate tertiary qualifications, ability to work effectively in collaboration with other organisations and as part of a team in an isolated location, good supervision, communication and reporting skills, fluency in English (ICLARM's working language), and ability to speak French are also essential. Extensive experience in the commercial aquaculture sector would be an advantage. ? The basic salary for this position is within the range of AUD$42,000 - $49,000 tax free. Original text : English SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT MANAGER, INTERPRETATION/TRANSLATION BACKGROUND The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Translation and Interpretation Section provides linguistic services to the Secretariat of the Pacific Community in order to allow it to meet its mandate as a bilingual organisation. The Section¡¯s main duties are to provide interpretation and translation services for regional conferences, meetings, seminars and workshops and to translate SPC¡¯s publications and other documents. The Section also manages a terminological database and provides assistance and advice on all the linguistic aspects of SPC activities. In regards to outside organisations, the Section collaborates with the specialised branches of the UN and EU agencies on terminology. The Section¡¯s multinational team currently comprises four interpreter-translators, three French translators, one English translator (3/4 time), a French reviser, two secretaries and the Manager. RESPONSIBLE TO: Deputy Director-General. DUTIES AND RESPONSIBILITIES The Manager is responsible for the linguistic services the Section provides to the Secretariat of the Pacific Community in conformity with SPC¡¯s corporate plan, financial regulations, staff rules and regulations and administrative directives as well as the specific objectives set by the Executive. In particular, the incumbent must: ? Manage and administer the Section¡¯s staff and resources. In that regard the Manager: - is responsible for hiring the Section¡¯s staff and evaluating their work; - must demonstrate foresight in managing the Section¡¯s budget; - must be aware of staff¡¯s needs, maintain their motivation and ensure good working relationships; - informs the Deputy Director-General of any matters which could affect the Section¡¯s work, in terms of both quantity and quality; - maintains a team of freelance interpreters and translators by awarding contracts both locally and abroad (through e-mail); ? Bilingual (French-English), with one of these two languages as mother tongue. ? At least five years of work experience in the management of a linguistic service, preferably within an international organisation or in the public services. ? Recognised training or experience in one or more areas of management such as human resource management, staffing and personnel, budgeting, conflict resolution. ? Ability to promote proper understanding among colleagues, maintain good relations with them and effectively communicate with staff at all levels of the Organisation. ? Ability to work harmoniously with colleagues of different cultures and nationalities ? Ability to work under pressure and take decisions rapidly in emergencies ? Commitment to SPC¡¯s objectives, which target on the technical, economic and cultural development of the Pacific region. ? SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 3,123-4,076 per month (which is equivalent to CFP 499,961 - 652,527 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 160.09 francs) in Grade J of the SPC Staff Classification and Salary Plan for Professional Staff based in Noumea, New Caledonia. It is expected that an offer of appointment for an initial contract would be made in the lower half of this range. The SPC Statistics Programme has been providing statistical assistance to the member countries and territories for over twenty-five years. This assistance has concentrated on statistical training and technical advice (through advisory missions), but has also included the provision of an information service and the co-ordination of statistical activities throughout the region. The staff of the Programme is at present: the Statistician; two Statistics Adviser/Trainers; the Statistical Research Officer; and the Programme Assistant. This will be expanded in the near future to include the positions of Internet Programmer/Developer and Database Manager associated with development of the Internet-based Pacific Region Information System (PRISM) The Programme has a number of courses designed to provide different levels of statistical training to staff members of National Statistics Offices (NSOs) and related agencies of SPC members. Course content ranges from basic statistical concepts through to the principles and practices of survey design, conduct and processing, and extends to data analysis and report writing. Increasingly, courses are being adapted to demonstrate the practical benefits of utilising computer applications in the production of official statistics. The Programme also develops specialised training courses and organises workshops for emerging topics of relevance to the region, as well as providing a wide range of technical advisory services requested by member countries and territories. Most Programme activities are conducted in-country, requiring staff members to travel quite extensively throughout the region. RESPONSIBLE TO: The Statistician. DUTIES AND RESPONSIBILITIES 1. Undertake arrangements for statistical training activities and, where appropriate, conduct such training. 1. Publications Section The Graphic Artist is expected to work closely with other Publications staff, in particular with the Editors, the Layout Artist, the Layout Assistant and the SPC Printer, as well as with outside printers when necessary. DUTIES AND RESPONSIBILITIES 1. Design and produce professional quality artwork of all kinds and styles, appropriate for the various Pacific Island communities, to meet the needs of the SPC Work Programme. Types of artwork produced include the following: (a) Finished artwork (including covers and layout for publications, booklets, posters and leaflets) laid out in electronic format with appropriate instructions for film-makers and printers; (b) Camera-ready drawings and illustrations (including both creative and technical drawings to a high degree of accuracy), for publications; (c) Logos and icons for special events and purposes (such as information campaigns, special projects, Web pages, etc.). 2. Liaise closely with Programmes to identify their needs and ideas, and translate them into concrete and appropriate design concepts. 3. Advise programmes on the design and production of suitable illustrations and artwork for use in printed materials and displays. 4. Take photos to illustrate SPC publications, as well as photos of various SPC events, including group photos for meetings. 5. Provide training and advice in graphic arts (design and softwares, as appropriate) and photography, in support of Programme needs and activities. 6. At least eight years' working experience as a graphic artist, including work experience in or for the Pacific Islands; . Demonstrated knowledge of and sensitivity to Pacific Island cultures, and ability to transform these into suitable and culturally-sensitive artwork; . URGENTLY SEEKING Information Systems Specialist (ISS) IN FISHERIES ANGOLA, MOZAMBIQUE and Tanzania TOR for Angola (TOR for Mozambique and Tanzania nearly identical): 18 person months (with possible 6 month extension) The ISS shall, under the supervision of the National Director of DNF and the MCSOS, initiate activities aiming at creating an integrated and harmonised information system between departments closely related to MCS. These activities will focus on the analysis of current systems and practices in place in the country, on providing advice to all concerned departments as pertaining to system improvements, integration and information sharing, and designing and implementing a shared, Ministry-wide information management system (centralised database system with multiple user access). In line with these plans, the ISS shall define human resource needs, elaborate human resource training plans, and contribute to the development of national training courses. The ISS shall carry out his duties in close liaison and cooperation with other national programmes, aiming at developing information systems, as well as the SADC RFIS Programme. The ISS is to make sure that Programme activities are complementary to other national and regional activities that have been initiated within the same area. The ISS shall provide technical backstopping for short-term technical assistance personnel in the country of his duty station. More specifically, the ISS shall: * review and critically assess existing information gathering and data processing systems, especially those related to core MCS functions; * from an MCS perspective, identify the most pressing needs in terms of upgrading information gathering, data processing and data analysis practices; * raise a flowchart of the most important MCS data sources, and indicate current bottlenecks in the management of this information; * elaborate proposals for the rectification of current problems, and elaborate a concept for an integrated Ministry-wide system (assess the viability of a centralised database within the current setting); * implement case-by-case system improvements and provide on-the-job training for Ministry employees involved in the system; * present the integrated information management system concept to top-management, and obtain buy-in for the plan from all involved departments; * cost system requirements, and align procurement needs with existing Ministry IT network development plans; * assess current human resource base, define human resource needs, and elaborate human resource training plan and courses; * procure and install necessary hardware and software, design pertinent database(s) and implement/operationalise system; * provide continuous on-the-job training and system refinement/troubleshooting. Duty Station Luanda, Angola (Maputo Mozambique, Dar Es Salaam Tanzania with adapted TOR) Qualifications The ISS shall be citizen of a EU or ACP State. He will have appropriate technical qualifications in the areas of Information Management and Information Technology, the areas of relational database design and network applications being a pre-requisite. Academic qualifications or work experience in the areas of Fisheries Management or Natural Resources Management in general will be preferred. Five years' working experience in developing countries will be considered an advantage, as well as a track record in the design and implementation of IT-based information systems within the fisheries sector. The ISS must have good communication skills in terms of visualising abstract system concepts to clients, and must be able to transfer skills and deliver training to a wide array of nationals with varying degrees of computer literacy. Perfect knowledge of Portuguese, next to a good command of English are requisites for Mozambique and Angola. A working knowledge of French will be considered a plus. URGENTLY SEEKING MCS Operations Specialist Mozambique Duration: 25 calendar months The MCS Operations Specialist shall under the supervision of the national MCS Director and the Programme Manager, initiate reviews and studies of MCS systems in the country, advise on cost-effective MCS systems, assist in the planning and implementation of cost effective MCS systems, advise on cost control of MCS, define training needs, assist in the development of national training courses, participate in training and contribute to regional workshops and training courses and provide on-the job training to MSC staff. S/he shall carry out the duties in close liaison and cooperation with other interventions for the development of MCS and ensure that the Programme's activities are complementary to these. He will act as the Consultant's representative in the country. SPECIFIC TASKS: Introduction Each atoll in Tokelau have installed generation capacity of 3 x 40 kilowatts diesel generators with underground 11 kV and 400 V distribution. There are approximately a hundred metered connections per atoll. There is a proposal to install a photovoltaic hybrid system for connection to the grid in the next six months. The present management structure is undertaken by each village. The appointee is to develop this into a formal national arrangement based on current good practice and incorporating Tokelau perspective including a clearer definition of the villages' roles and functions. Management * Review and advise on the tariff structure after a 4 month evaluation period of the existing situation * Billing System - to explore and consider the suitability of using the TeleTok Corporation accounting package or any other alternatives * Revenue Collection System - prepare a document outlining financial sustainability issues relevant to the power system * Identify and assess options for a national management system for the Tokelau Power system and make recommendations to the Council of Faipule through the Faipule for Energy * Following consultations with stakeholders establish a national management system * Consider capital replacement, depreciation and taxation options in relation to power for Tokelau and make recommendations to the Council of Faipule through the Faipule for Energy * Prepare an annual Operation Plan outlining major work activities associated with the power system's assets and future enhancement * Appoint, in consultation with the Councils of Elders, a Lead Person on each atoll to act as local manager for undertaking day to day work commitments * Concerning the planned Grid-connected Photovoltaic Project (GPP) and the upcoming Renewable Energy Barrier Assessment and removal (REBA) project; co-ordinate with the Tokelau Management/Counterparts; possibly be part of the Tokelau management; and provide inputs in dealings with consultants and contractors Maintenance * Establish a work routine with the electrical and mechanical staff on each atoll * Develop a Maintenance Service Contract for the diesel generation equipment * Preparation of a Maintenance Handbook to record all work procedures for the required activities [safety, generator maintenance, cable testing, photovoltaic solar panels, earthing, consumer awareness programme, spares, inventory planning) Consultations * Communication - facilitate the provision of information and devise and participate, where appropriate, in a consultation process with the various stakeholders * To ensure timely delivery of information to all key stakeholders such as Director of OCOF and through him to the Minister for Energy and the Council of Faipule plus the Councils of Elders of the three atolls * Provide monthly reports on activities and progress, identifying key issues and problems and making recommendations for any necessary changes to project Leadership * Provide strong leadership in managing the project * Provide support and encouragement of the needs of existing staff * Encourage a professional attitude in the performance of everyday responsibilities Advice * Able to provide sound recommendations on matters associated with the diverse issues which will arise from the isolation of Tokelau [e.g. limited access to spare parts; Pangelinan Director-General SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT EXTENSION COMMUNICATION SPECIALIST BACKGROUND The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. One of the objectives of the SPC Agriculture Programme is to support the development of national capacities in agriculture extension and the promotion of sustainable agriculture development. We are recruiting an Extension Communications Specialist for the 'Development of Sustainable Agriculture in the Pacific (DSAP)' project that is funded by the European Union. The DSAP project is a 4-year regional project for 11 Pacific Island countries and territories including: Fiji, French Polynesia, Kiribati, New Caledonia, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu, and Wallis and Futuna. It is being implemented by the Secretariat of the Pacific Community (SPC). The objective of the project is to improve food security and livelihood of target farm families. The objective will be achieved through building the capacity of national partners i.e. Ministry of Agriculture, NGOs, private sector to use participatory methods to identify farmer problems and develop strategies to solve these problems through on-farm demonstrations, training and other extension methods. Extension communications will be enhanced through provision of equipment, short training and technical advice. National activities will be developed and undertaken through national steering committees composed of representatives of national partner organisations. The project will help the countries link with SPC and other sources of information and technical advice. This is an exciting and challenging project working in both English and French speaking countries and territories that will be largely driven by national and local need but assisted and coordinated though the SPC office in Suva, Fiji. To be eligible for this position applicants must be citizens of a European Union country or an African, Caribbean, or Pacific (ACP) country that are signatories to the Lom¨¦ IV Convention. SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 1,692 to SDR 2,370 per month (which is equivalent to FJD 4,843 to FJD 6,783 per month at the prevailing reference exchange rate of F$1.00 = 0.3494 SDR) in Grade I of the SPC Staff Classification and Salary Plan for professional staff based in Fiji. In addition, an Establishment Grant will be payable to non-residents of Fiji. Where appropriate, other allowances such as education allowance will be paid. SPC emoluments are not subject to income tax in Fiji at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = F$2.12. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. One of the objectives of the SPC Agriculture Programme is to support the development of national capacities in agriculture extension and the promotion of sustainable agriculture development. We are recruiting a Team Leader/ Participatory Extension Specialist for the 'Development of Sustainable Agriculture in the Pacific (DSAP)' project that is funded by the European Union. The DSAP project is a 4-year regional project for 11 Pacific Island countries and territories including Fiji, French Polynesia, Kiribati, New Caledonia, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu, and Wallis and Futuna. It is being implemented by the Secretariat of the Pacific Community (SPC). The objective of the project is to improve food security and livelihood of target farm families. The objective will be achieved through building the capacity of national partners i.e. Ministry of Agriculture, NGOs, private sector to use participatory methods to identify farmer problems and develop strategies to solve these problems through on-farm demonstrations, training and other extension methods. Extension communications will be enhanced through provision of equipment, short training and technical advice. National activities will be developed and undertaken through national steering committees composed of representatives of national partner organisations. The project will help the countries link with SPC and other sources of information and technical advice. This is an exciting and challenging project working in both English and French speaking countries and territories that will be largely driven by national and local need but assisted and coordinated though the SPC office in Suva, Fiji. To be eligible for this position applicants must be citizens of a European Union country or an African, Caribbean, or Pacific (ACP) country that are signatories to the Lom¨¦ IV Convention. DUTIES AND RESPONSIBILITIES Under the supervision of the Agriculture Adviser and in collaboration with Pacific Island countries and territories, the DSAP Team Leader/Participatory Extension Specialist will have overall responsibility for the DSAP project and provide guidance and training in participatory extension methodologies. The position will be based at the SPC office in Suva, Fiji, with 25%-50% of the time on duty travel in the region. 1. Overall administrative and technical responsibility for the project including management of staff, development of national and regional work plans, reporting to SPC and EU, and financial management. 2. Provide training, guidance, and technical advice to national partners in participatory methodologies for problem identification at the farmer and community level and determining both the causes of problems and extension strategies to solve the technical causes of farmer problems. 3. Facilitate the formation and functioning of the national steering committees in each of the participating countries for the development of a national log frame and work plans, development of MOUs with participating countries, and implementation of DSAP training and field activities. In collaboration with national partners facilitate a rapid scaling up in the identification, promotion, and adoption of sustainable agricultural technologies that will have a measurable impact on farm families. 5. Develop and implement a participatory monitoring and evaluation system to track project progress at a national and regional level using the project indicators and that ensures the project reports to the EU on a timely basis. This includes six-monthly technical reports and annual financial reports. 6. Provide overall supervision of Graduate Research and Extension Assistants (GREAs), Research and Extension Associates (REAs) and other nationally based staff. Liaise with universities on the degree programmes of the GREAs. 7. Identify and recruit consultants to provide national and regional training workshops and technical advice. 8. Other duties as necessary for the successful implementation of the project. QUALIFICATIONS AND EXPERIENCE Essential ¡¤ MSc. or Ph.D. in Agriculture extension or related field with at least 10 years experience; ¡¤ Demonstrated experience in project management in developing countries and ensuring the objectives of the project and the needs of clients are met; ¡¤ Demonstrated experience in the log frame analysis and use of log frames, development of work plans and implementation of work plans for timely outcomes of the project log frame including outcomes, production of project reports, and publications; ¡¤ Demonstrated experience in budgeting and working within budgets, to ensure they are effectively used; ¡¤ Experience in design and delivery of short-term training and technical advice in participatory extension methodologies related to sustainable agriculture; ¡¤ Excellent interpersonal and team building skills for managing the project staff, and working effectively with national partners/collaborators in multicultural environments of the Pacific; ¡¤ Excellent communication skills (oral and written) in at least one of SPC¡¯s official languages (English or French). Desirable ¡¤ A working knowledge of both of SPC¡¯s official languages; ¡¤ Experience using the Microsoft Office suite for Windows; and ¡¤ Experience managing EU funded projects. SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 2,166 to SDR 2,929 per month (which is equivalent to FJD 6,199 to FJD 8,383 per month at the prevailing reference exchange rate of F$1.00 = 0.3494 SDR) in Grade J of the SPC Staff Classification and Salary Plan for professional staff based in Fiji. In addition, an Establishment Grant will be payable to non-residents of Fiji. Where appropriate, other allowances such as education allowance will be paid. SPC emoluments are not subject to income tax in Fiji at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = F$2.12. TENURE The appointment will be for a period of three years in the first instance, subject to the satisfactory completion of a one-year probationary period.
