DUTY STATEMENT

HEALTH PROMOTION ADVISER - TOBACCO AND ALCOHOL


Responsible to: Public Health Programme Manager


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Health Promotion Adviser - Tobacco and Alcohol is responsible for
providing technical and policy advice about and advocacy for the
prevention of non-communicable diseases, with a particular focus on
tobacco and alcohol. More specifically, they are to: advocate for and
co-ordinate the development of regional public health policy frameworks
on tobacco and alcohol; assist Pacific Island Countries and Territories
(PICTs) developing national frameworks; provide technical advice to SPC
and its Public Health Programme and to PICTs on health promotion issues
with a particular focus on tobacco and alcohol; and explore
opportunities to obtain additional funding to support health promotion
activities in the region.

This newly-created position will be located within SPC's Public Health
Programme (PHP), a multi-disciplinary team working to improve the health
of Pacific Island peoples, and informed by the Ottawa Charter for Health
Promotion, and the "Healthy Islands" approach.

The Public Health Programme's fundamental strategic approach is to work
with PICTs and other regional organisations to achieve sustainable
improvements in the health of populations. It does this through:

 supporting the determination of national and regional health
priorities;  assisting PICTs to develop and implement national
health plans and public health responses;  contributing to the
strengthening of public health research capacity within the region;
 establishing and maintaining public health information and
response systems;  strengthening capacity in health services
management and workforce development across the Pacific health sector;
and  developing a more integrated, flexible and comprehensive
approach to addressing public health issues in the Region.

The Programme's operational objectives during 2002-2005 are :

 strengthened public health capacity in PICTs
 enhanced public health action at Regional level
 SPC is more responsive to PICT health needs

The Health Promotion Adviser will play a key role in improving health in
the region, through strengthening action to prevent non-communicable
diseases, principally focused on public health approaches to tobacco and
alcohol.


DUTIES AND RESPONSIBILITIES

 Support the development of regional policy frameworks in
relation to tobacco and alcohol, which will aim at achieving long-term
health gain through better control of these risk factors. 
Assist PICTs wanting to develop or update their policy frameworks in
these areas, and advocate for the need for such work to be undertaken.

 Provide advice to PICTs and the SPC on health promotion
practice, including evaluation.  Explore opportunities to
improve the information base on health determinants and risk factors in
the Region, with a particular focus on tobacco and alcohol. 
Establish a supportive network of people working in the PICTs in health
promotion, and particularly in tobacco and alcohol control. 
Monitor and disseminate information on best practice in these areas.
 Explore opportunities to provide training in health promotion
issues to health staff in PICTs, with a particular focus on tobacco and
alcohol.  Manage the project budget and explore opportunities to
obtain additional funding from donors to support health promotion
activities.  Prepare plans for the expenditure of available
project funds, and reports on project activities.


SKILLS AND QUALIFICATIONS

Formal Education Qualifications

Post Graduate Public Health/Health Promotion qualifications.

Knowledge

 Thorough knowledge of accepted and emerging health promotion
concepts, principles and practices, and their application to health and
development in Pacific Island countries.  Thorough knowledge of
the principles and practices of effective non-communicable disease
prevention.  Thorough knowledge of public health approaches to
tobacco and alcohol.  Knowledge and understanding of donor and
multilateral UN agencies and regional health agencies in the Pacific
region.

Experience

 Demonstrated extensive experience in public health/health
promotion.  Demonstrated experience in the design, management
and evaluation of preventive health projects consistent with the Ottawa
Charter, particularly in relation to tobacco/alcohol. 
Demonstrated experience in the development of healthy public policy.
 Demonstrated work experience in developing countries,
especially in the Pacific region.  Demonstrated experience in
the development and submission of health promotion project funding
proposals.

Skills

 Project management skills including project design,
implementation, monitoring and evaluation.  Programme and
project planning skills.  Effective communication, networking
and co-ordination skills within PHP, within SPC and with donors and
other stakeholders, e.g. countries and other regional/international
health organisations.  Advocacy skills to encourage and sustain
the development and implementation of health promotion policies and
programmes in the region and in individual PICTs.  Public
speaking skills and the capacity to be a formal representative for PHP
and SPC at external meetings and conferences.  Effective
mentoring and training skills to provide technical support to health
promotion staff in PICTs.  Cross-cultural skills and ability to
work with team members from different cultural backgrounds. 
Computer skills and proficiency in report writing.

SALARY, TERMS AND CONDITIONS

SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 2,534-4,076 per month (which is equivalent to CFP
414,258-680,937 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 163.48 francs). In addition, an Establishment Grant
will be payable to non-residents of New Caledonia. SPC emoluments are
not subject to income tax in New Caledonia at the present time. The
international currency exchange rate at the time of writing is
approximately USD 1.00 = 134 francs CFP.


TENURE

The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, with the staff member
contributing 25% of the normal rental of the accommodation, which at
present rates, are as follows:

2 bedrooms - CFP 32,500 francs
3 bedrooms - CFP 41,250 francs
4 bedrooms - CFP 47,500 francs


LEAVE

Leave will accrue at the rate of 25 working days per annum of active
duty. For expatriate staff members, home leave fares are payable after
18 months of active duty service.


SICK LEAVE

Thirty working days per annum.

MEDICAL BENEFITS

The SPC's Staff Medical Insurance reimburses doctors' fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.

PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.

FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.
