Plant Protection Service

EXTENSIONIST

The Secretariat of the Pacific Community (SPC), wishes to appoint a person to a new position of Extensionist within its Plant Protection Service based in Suva, Fiji Islands. The SPC is a technical advisory, training and research organisation serving 22 Pacific Island countries and territories. It currently has more than 230 staff members at its two centres in Noumea, New Caledonia and in Suva, Fiji Islands. SPC uses English and French as its official working languages. English is the principal working language of SPC-Suva, Fiji Islands.

The SPC Plant Protection Service provides advice, training, materials, information and other services to support the development of national capacities in plant quarantine and pest management in 22 Pacific island countries and territories.

Pest Management in the Pacific (PMP) is a project of the SPC Plant Protection Service and is funded jointly by aid agencies of Australia (AusAID) and New Zealand (NZODA).

Position

Reporting to the Plant Protection Advisor, and in collaboration with national extension services and NGOs in the countries concerned, the Extensionist will work with the SPC Plant Protection Information Service to assist with the effective transfer of appropriate plant protection technology, knowledge and skills to relevant community target groups. An important component of the work will be the social characterisation of rural communities with a view to improving the adoption of new technology. The Extensionist is expected to travel extensively in the region and, in collaboration with national authorities, develop and implement appropriate participatory extension programmes for identified target groups.

Duties and responsibilities

  1. Develop training and extension procedures and extension materials, in collaboration with SPC plant protection specialists, national authorities and NGOs, for the delivery of information, skills and technology to target groups to increase the adoption by farmers of sustainable pest management practices for general and high priority pests.
  2. In co-operation with national plant protection and quarantine services and other appropriate national authorities, facilitate the development of national plant protection and quarantine public awareness programmes and the adoption of global standards and trade facilitation practices.
  3. Study and characterise rural communities and identify appropriate target groups for the purpose of designing culturally appropriate extension materials and methodologies to transfer plant protection technology.
  4. Provide culturally sensitive training for national extension services, NGOs and community leaders in extension methodology and the design of appropriate extension materials.
  5. Conduct evaluations and facilitate independent conduct of evaluations on the effectiveness of extension materials and methods for the transfer of plant protection technology and quarantine procedures and awareness.
  6. Co-ordinate a small extension team and collaborate closely with other components of the SPC Plant Protection Service.
  7. Carry out other extension work as directed by the Plant Protection Adviser.

Qualifications and experience

Essential:

  1. either?a degree and experience in social anthropology and familiarity with the social structure of different rural communities preferably amongst the Pacific Islands; or, a degree in agriculture or environmental science or biological sciences or in information science with extensive experience in extension and skills in participatory extension practice preferably in the Pacific region;
  2. demonstrable skills in the development of participatory social or agricultural or environmental extension programmes in developing countries preferably in the Pacific region;
  3. a high level of proficiency in English language;
  4. experience of PC-based LAN, Internet and MS Office systems;
  5. Desirable:

  6. knowledge of the social structure of Pacific island rural communities;
  7. knowledge of / experience in identifying sociologically distinct farming systems / groups and designing appropriate extension materials;
  8. some experience of plant protection and knowledge of the importance of quarantine services;
  9. knowledge of desktop publishing; experience in editing technical publications & brochures;
  10. experience in writing and speaking English to communicate with Pacific communities that use English as a second language.

Conditions Of Service

Additional details are available on request from the SPC-Suva Administration Officer

The salary will be in the range FJD 54,599 - 71,515. Entry level will depend on qualifications and experience. SPC salaries are currently under review. Rental assistance of FJDl,170 per month will be provided and an establishment grant will be payable to non-residents of Fiji. Removal and repatriation expenses for appointees and families are paid by SPC. SPC emoluments are not subject to income tax in Fiji at the present time. The currency exchange rate at the time of writing is approximately USD 1.00 = FJD2.10.

Appointment is for a period of three years in the first instance, subject to the satisfactory completion of a one-year probationary period. The duty station is Suva, Fiji Islands. Leave will accrue at the rate of 25 working days per annum. Sick leave is 30 working days per annum. SPC's Staff Medical Insurance is a contributory scheme. The appointee will be eligible for membership of the SPC's Staff Provident Fund. Staff contribute eight percent of basic salary to which SPC adds a matching contribution.

The Galapagos Archipelago contains some of the most unusual and fascinating
species in the world. 95% of its original plant and animal species still
survive. But human introductions of invasive species have greatly endangered
the archipelago.? The Charles Darwin Foundation for the Galapagos
Islands is working to develop methods of control and removal of these
invasive species through scientific investigation. Work includes research
on plants, insects, and vertebrates.? Through such research, combined with
education, training, advisory services and collaboration with the local
community, the Charles Darwin Foundation and the Galapagos National Park
Service are working to conserve the unique ecosystems that still exist in
these islands.? In the four decades that the Foundation and the Galapagos
National Park have existed, there have been important successes in control
and eradication of alien species and ecological restoration, for example
through captive breeding and repatriation of giant tortoises.

The Charles Darwin Foundation is currently going through a process of
restructuring and institutional strengthening. We are seeking an EXECUTIVE
DIRECTOR to join our institution, based at our headquarters, the Charles
Darwin Research Station in Galapagos, Ecuador. The successful applicant
will be responsible for overseeing all CDF operations locally, nationally
and internationally, while leading the CDF through a period of important
conservation challenges and opportunities, as well as the restructuring
and strengthening of the organization.

DUTY STATEMENT


AQUACULTURE ADVISER


The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages.

The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine Resources Division, with a current staff complement of 25. Its mission is: "To provide a regional support service that assists Pacific Islanders in identifying the status, and optimising the long-term social and economic value, of small-scale fisheries and aquatic resource use in Pacific Island waters."

The Aquaculture Adviser will manage the new SPC aquaculture programme. The broad aim of SPC in this initiative is not to set up just another Pacific Island aquaculture development project, but to provide support and information to governments, investment authorities and the private sector in planning aquaculture activities that are both economically and environmentally sustainable - information to enable the assessment of realistic prospects, to avoid the pitfalls of the past, and to take into account the experiences of other island countries.

The Aquaculture Adviser will manage the work program of the Aquaculture Section and will be responsible directly to the Director of Marine Resources but will also maintain close working relationships with other organisations collaborating in the Pacific Islands Regional Aquaculture Strategy and other SPC Coastal Fisheries Sections.

The post requires a self-starter with considerable initiative, accustomed to working in new situations in new countries and comfortable collaborating with people from all levels of Pacific Island society, from the community to the senior government level.


DUTIES

  1. Maintain a regional network of contacts as a means of exchanging ideas, knowledge and experience on Pacific Island aquaculture issues including:
  • developing information sources for a new SPC Aquaculture Special Interest Group News Bulletin; and
  • establishing a regional information base of aquaculture activity in SPC member countries and territories, covering enterprises, government activities, aquacultured species, relevant legislation, and production;

2.????? Maintain collaborative working partnerships with other agencies, including other Council of Regional Organisations in the Pacific (CROP) agencies, and the International Center for Living Aquatic Resources Management (ICLARM);

3.????? Advise and assist Pacific Island government departments and private sector operators, as appropriate, in the establishment of environmentally and economically sustainable aquaculture, including:

  • assisting Pacific Island governments and private sector to assess aquaculture investment proposals and projects; and
  • assisting Pacific Island governments and communities to draw up practical plans, policies or regulations governing aquaculture;

4.????? Based on this fieldwork in member countries and territories, and other reports and contacts, collect and compile existing and new information on aquaculture activities, and produce reviews and reports for the benefit of local, national, regional and international planning processes;

5.????? Under the supervision of the Director of Marine Resources, manage expenditure and activities addressing the aims of current projects implemented in partnership with national and international funding agencies and foundations, and continue to develop new project proposals in order to address future objectives of the section, according to the mandate and guidance provided by SPC member governments and administrations.

6.????? Report, through the Director of Marine Resources, to AusAID on activities funded under the SPC Regional Aquaculture Programme project.


QUALIFICATIONS AND EXPERIENCE

Essential

  • A University postgraduate or equivalent qualification in a field relevant to aquaculture;
  • At least 8 years employment in fields relevant to Pacific Island aquaculture practice and policy;
  • Experience in the validation and design of major projects;
  • Experience in working with Pacific Island private sector and government staff at all levels;
  • Evident willingness to travel and undertake overseas assignments in SPC member countries
  • Experience in reporting against project work plans, and managing project expenditure;

Desirable

  • Experience of working in a Pacific Island fisheries department

English and French are the two official languages of the organisation. Ability to speak one or more of the Pacific Island region's approximately 1,110 languages will also be taken into account.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 3,469 per month (which is equivalent to CFP577,554 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in the SPC S2 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 139 francs CFP.


TENURE

The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.

ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following deductions from basic salary:

Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of active duty.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the workplace.

WOMEN'S AND CHILDREN'S HEALTH PROJECT

International Development Support Services (IDSS), a subsidiary of Oxfam Community Aid Abroad, seeks the following personnel for this five-year AusAID funded project which is in its third year of implementation.

Field Level Support Team Coordinator (2 years)

Based in Port Moresby the Coordinator will be responsible for the consistent and effective operation of four Field Level Support Teams. Responsibilities include planning and managing the operation of the teams; coordinating the involvement of National Department of Health staff in support visits, coordinating support of specialist advisors and liaison with senior staff involved with donor assisted programs. Qualifications in Public Health or Health Management are desirable. Experience of managing an integrated health service in a geographically dispersed area will be well regarded.

Women' and Children's Health Advisor/Team Leader (2 years)

Based in a rural location, the Advisor will be responsible for the leadership and direction of a small Support Team. Responsibilities include providing technical direction, support and advice in the planning and delivery of a broad range of Family Health Services in a primary health care setting, negotiating with Provincial Health Advisors, Hospital CEOs and District Health Managers and advising and supporting in-service training sessions for health workers. A Qualification in Nursing/midwifery or paediatrics is essential together with experience in the delivery and supervision of training and health care services, preferably in remote areas or in a rural, primary health care setting. Post graduate qualifications in Public Health or Women's and Children's Health will be well regarded.

Women's and Children's Health Advisor, Bougainville (2 years)

The Advisor will be responsible for the leadership and direction of a small team working in Bougainville province and will provide technical direction, support and advice in the planning and delivery of a broad range of Family Health Services. Tertiary qualifications, including a post graduate qualification in Women's and Children's Health and/or public health are essential together with experience in the delivery and supervision of training and health care services.

Community Health Advisor (2 years)

The Advisor will be responsible for the implementation of the Community Action and Participation Program and management of the NGO Grant Scheme and Community Health Liaison Officers. Current or recent PHC, nursing/midwifery or community development experience, experience in community development and experience in the supervision and management of personnel are essential.

Nutrition Advisor (2 Years)

Located in Port Moresby the Advisor will be responsible for implementation of the Project's nutrition program activities. Graduate qualifications in Nutrition essential.

Immunisation /EPI Advisor

Based in Port Moresby the Advisor will be responsible for implementing activities related to the National Immunisation Program and strengthening of the cold chain across all provinces. Evaluation Location: Port Vila, Efate & Tanna, Vanuatu

South Tarawa, North Tarawa, Abaiang, Maiana and Nonouti, Kiribati (2 sites only to be selected)

Project Background

In 1996, two local NGOs in the Pacific Island Nations of Kiribati and Vanuatu (FSP Kiribati and FSP Vanuatu) began work to design programmes that would effectively respond to country health statistics showing poor sexual and reproductive health indicators (high birth rates, IMR, MMR, LBW, high adolescent birth rates, high STI rates, high total fertility rates), low use of family planning methods and reports of local communities and youth requesting information to increase their awareness and knowledge of RH/FP. Working together with their UK-based partner, Just World Partners (JWP), and their regional secretariat, FSPI, a proposal was developed with the goal of improving the reproductive health of selected communities in Kiribati and Vanuatu. Towards the realisation of this goal, these objectives were set:

  • Increase the ability of community members targeted by the project activities to make informed decisions regarding RH and FP issues as a result of increased awareness and knowledge of RH and FP.
  • Improve access to and utilisation of comprehensive, high quality RH/FP care in rural areas which include not only FP services, but also maternal, infant, and adolescent health programmes and reproductive tract infections, STIs and HIV/AIDS services;
  • Design and implement an integrated, collaborative and comprehensive reproductive health programme in Kiribati. Fulfilling this objective will help the MOH and FP and FSPK to increase the quality and number of RH services provided in rural areas.

These objectives were to be met through tasks centred around community awareness and education activities, training of trainers, IEC development and distribution, KAP surveys, networking and collaborating with the MOH and other NGOs, service delivery improvement through better co-ordination and improved access, promoting youth development and monitoring and evaluation activities.

Under the guidance of JWP this proposal was submitted to the UK Lottery and has been generously supported since July of 1998 (due to delayed disposal of funds to Pacific countries the project did not actually begin delivering services until 1 November, 1998).

During this same time funding was being sought for another key Pacific priority area: youth, and to serve as match funding for the UK Lottery proposal. To supplement and strengthen the activities of the UK Lottery RH/FP project a Youth to Youth Peer Counselling program, focused on RH/SH/FP was submitted under the guidance of FSPI to NZODA. This project was funded with the goal of enabling adolescents to have improved access to sexual and RH information, services and products, and began in February of 1999. Two objectives lead the project:

  • Develop RH/FP counselling expertise and training services to be provided to the MOH and FP community leaders in South Tarawa, Kiribati;
  • Develop teams of youth peer counsellors in South Tarawa, Kiribati (15) and Port Vila, Vanuatu (20) to help inform other young people of RH/FP issues.

Evaluation Background

?

The three-year UK Lottery-funded Reproductive Health and Family Planning (RH / FP) project operates in two countries, Kiribati and Vanuatu, and is implemented by the two FSP offices in those countries (FSP Kiribati and FSP Vanuatu respectively). The project was documented to start in July 1998, however, a delay in the release of funds meant that activities did not start until November 1998. The original close date of the project was due to be July 2001, however, this was extended until October 2001.

The FSP Vanuatu (FSP V) programme delivers awareness and information about RH / FP and other related health priority issues to beneficiaries living in rural villages within two target areas on the islands of Santo and Tanna. The FSP Kiribati (FSPK) programme seeks to improve awareness and information at community level regarding RH / FP in Kiribati.

The New Zealand-funded Youth to Youth in Health (Y2Y) project began in each country in February 1999 with the aim of improving the RH / FP awareness and education of youth so that they might better be able to access services.

The final evaluations of both these projects are being carried out as specified in the original project documents. As the activities of both projects are so closely related a joint evaluation is planned. The Y2Y project is being evaluated a full six months before the due close of the project. However, the donors (NZODA) have been consulted and can see the value financially, logistically and programmatically of a joint review.

Review Aims

?

To externally review and critically evaluate the design of the above two projects with specific attention to the implementation details and impact on the target beneficiaries.

Objectives

  1. Project Concept and Design
  2. The evaluation should consider whether:

    (a) the problem(s) the projects were supposed to address were clear, and the approach to be used sound;

    (b) the beneficiaries and the users of the projects results were identified;

    (c) the objectives and outputs were stated clearly, precisely and in terms that are verifiable;

    (d) the work plan as a management tool of the project was followed.

  3. Implementation

?

The evaluation should consider:

(a) the quality & timeliness of inputs;

(b) the quality and timeliness of the activities;

(c) the quality and timeliness of the responsiveness of the project managers to changes in the environment of the projects;

(d) the quality and timeliness of monitoring and support by all parties to the projects.


3. Recommendations

?

With specific reference to the RH / FP project, the evaluator should recommend whether:

(a) the project closes in October 2001 (as planned);

(b) extends until January 2002;

(c) a second phase is viable.

If the recommendation is that the project closes then exit strategies should be recommended.

If the recommendation is that the project is viable for a second phase include in the recommendation modifications to the project design and management where appropriate.

With specific reference to Y2Y project, and taking into consideration any recommendations regarding the future of the RH / FP project, make recommendations regarding exit strategies (project activities and management) until the closure of the project.

?

  1. Discuss delivery of project activities with FSPK and FSPV staff involved in the implementation of the project (Country Directors, Project Managers, Project Assistants and Voluntary Health Workers), in accordance with the work plan and budget.
  2. Individually consult with the Project Managers to discuss the effectiveness of the current implementation arrangements. Identify reasons for slow delivery (if any) and discuss recommendations for dealing with these shortcomings.
  3. Critically evaluate the role of the Ministries of Health in both Kiribati and Vanuatu.
  4. Critically review project impact for stated beneficiaries by evaluating each output against objectives and inputs.

Required Output

?

A succinct evaluation report discussing the above points that may include relevant maps, photos or tables relevant to the review.

Terms of Reference - Regional Governance Advisor

Background
The Foundation of the Peoples of the South Pacific International (FSPI) is a network of nine national non-governmental organisations (NGOs) spanning the Pacific region. FSPI members implement community development programmes in Kiribati, Tuvalu, Fiji, Vanuatu, Solomon Islands, Papua New Guinea, Samoa, Tonga and East Timor.? FSPI is dedicated to alleviating poverty among communities in the Pacific through needs-based, integrated programmes.

The FSPI Secretariat, currently based in Port Vila, Vanuatu but with plans to relocate to Suva, Fiji, operates as the regional nexus for the network, and oversees a portfolio of multi-country programmes focusing on community health, community-based natural resource management (terrestrial and marine), small business development, disaster preparedness, women in development, and good governance.

FSPI's Voices and Choices: Gardening Good Governance and Democracy in the Pacific project is the Secretariat's newest initiative.? This project, designed in response to the governance crises that have taken place over the last few years in the region, focuses on building awareness and capacity at regional, national and community levels in rights and governance.? Regional activities will be vested at the FSPI Secretariat, and will focus on developing a Pacific Centre for Good Governance, initially through establishment of a virtual think tank; researching and building bridges between traditional and introduced systems of governance; implementing a regional media campaign on governance issues; and advocating on behalf of rights and good governance to national leaders.? National activities will be implemented by FSPI partner NGOs in the Solomon Islands, Fiji, Vanuatu, Kiribati and East Timor, and will focus on building awareness and capacity among rural and grassroots communities in civic education and human rights in a way that is meaningful and relevant to Pacific communities.

Regional Governance Advisor
FSPI is currently searching for a Regional Governance Advisor who will work with the FSPI Executive Director on overall management and implementation of the Voices and Choices - Gardening Good Governance and Democracy in the Pacific project.? Major responsibilities for the Regional Governance Advisor are as follows:

*? Assist the FSPI Executive Director with overall management of the project, including regional and community-level activities.
* Develop work plans for regional activities, and assist with the development of national-level work plans

The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages.

JOB DESCRIPTION

The Support Engineer provides end user training and support, providing in-house training courses and assistance in all aspects of the SPC IT&C systems. The Support Engineer will ensure the efficient operation of the Secretariats computer systems, backups and disaster recovery procedures. The Support Engineer will assist in the development of new software and hardware systems in conjunction with the other IT staff and will handle relationships with suppliers and ensure that purchasing policy is followed and best value for money obtained from such purchases.

DUTIES AND RESPONSIBILITIES

The Support Engineer will:

  • Provide in house training courses on the software systems in use at the Secretariat, particularly the network systems and use of Microsoft Office products.
  • Assist in the development of new applications and systems in conjunction with the other members of the IT unit.
  • Participate in the Secretariats help-desk and user support programs.
  • Carry out the day-to-day maintenance on the Secretariat's Noumea network, including routine-backups and development of disaster-recover procedures.
  • Liaise with other staff of the IT unit to ensure efficiency in the Section.
  • Coordinate purchases of Information Technology and Communications equipment, ensuring supplier compliance with terms of contract and adherence to standards.
  • Other tasks as directed by the Information Technology Manager.

QUALIFICATIONS AND EXPERIENCE

Very Important

  • Tertiary qualification equivalent in computer science or a related subject, or equivalent experience
  • Experience in the use of Microsoft Office products, both as user and administrator.
  • Demonstrated ability in the provision of user training and education
  • Experience in LAN management, preferably using Microsoft Windows NT
  • Excellent communication skills (written and oral)

Experience with any of the following would be highly regarded

  • Visual Basic
  • Internet connectivity, development and management

SALARY AND ALLOWANCES

The starting salary for this position will be SDR 2,671 per month (which is equivalent to CFP 444,695 francs at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in the SPC PO4 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 145 francs CFP.


TENURE

The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following deductions from basic salary:

Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.

Thirty working days per annum.


MEDICAL BENEFITS

The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.

REGIONAL ADOLESCENT REPRODUCTIVE HEALTH PROJECT


Position:?????? Adolescent Reproductive Health (ARH) Officer


BACKGROUND: The Regional Adolescent Reproductive Health Project is funded by UNFPA and executed by SPC. The Project, which is located at the SPC Suva Office, is implemented in 9 Pacific Island Countries. The Project duration is from July 2001 to December 2003.


RESPONSIBLE TO: The Adolescent Reproductive Health Adviser.


DUTIES AND RESPONSIBILITIES


KEY FUNCTIONS:

The ARH Officer will manage and co-ordinate ARH Project activities in Fiji, Kiribati and Tuvalu. This person will also provide technical assistance, monitor and report on the implementation of the ARH Project in these countries.


OTHER RESPONSIBILITIES:

1?????? Planning and Co-ordination

    1.1???? Develop a country-specific work plan for ARH programme in Fiji, Kiribati and Tuvalu, in consultation with ARH Adviser and country counterparts.

    1.2???? Undertake Project planning, co-ordination and implementation in collaboration with project partners and key stakeholders from the government, NGO and Communities.

    1.3???? Provide technical assistance, in consultation with country counterparts, in the implementation of project activities, in accordance with national ARH work-plans for Fiji, Kiribati and Tuvalu.

2.????? Finance and Administration

    2.1???? Responsible for logistical arrangements and budgeting for national training workshops and other project activities.

    2.2???? Facilitate the delivery of financial inputs to project countries as outlined in the work plan and budget.

    2.3???? Maintain accountability and financial reporting of project funds disbursed to countries.

3.????? Monitoring and Reporting

    3.1???? Report regularly on the status of project implementation, including achievements, limitations and financial statements.

    3.2???? Prepare and submit project reports in a professional and timely fashion.

    3.3???? Report on new initiatives, innovative ideas and changes for consideration.

      4.1???? Carry out other duties as determined by the ARH Adviser and/or the Senior Deputy Director-General.


QUALIFICATIONS AND EXPERIENCE

Education:????? A Bachelor's degree in Social Studies or related field or Post Graduate Diploma in Social Sciences, Health or Education. Knowledge of Reproductive Health is desirable.

Experience:

1.????? At least 3 years in Project Management, Reproductive Health, Public Health or Youth Development work.

2.????? Training skills and Project Development work is desirable.

3.????? Knowledge of Pacific Island countries and experience in working with adolescent and Community Health Projects are additional advantages.

4.????? Computer skills and proficiency in formal report writing are essential. He or she should be prepared to travel within Fiji, Kiribati and Tuvalu.

5.????? Maintain positive working relationship with other members of the team, develop commitment to producing project outputs, be able to work under pressure and with minimal supervision.

Other:? Initiative and sound judgement and demonstrated ability to work in harmony with persons of different national backgrounds.


SALARY AND ALLOWANCES

The starting salary for this position will be SDR 1,513, which is currently equivalent to F$4179 per month, in the SPC PO 3 Salary Grade for staff based in Fiji. The Secretariat is seeking a suitably qualified and experienced person to head the Pacific Islands Forum Trade Office in Beijing. The Trade Representative will be responsible to the Secretary General through the overall direction of the Director of the Trade and Investment Division. The Trade Representative will provide market support to Forum Island Countries’ governments and private sectors to promote and intensify cooperation between the region and the People’s Republic of China (PRC) in economic, trade, investment and tourism development.

The Trade Representative is accountable for:

  • managing the Trade Office staff and programmes to provide cost effective market-support to the Forum Island Countries and their private sectors;

  • developing appropriate marketing strategies;
  • developing databases on PRC importers and companies interested in importing from and investing in the region;

  • maintaining relationships with key organisations in the public and private sectors within PRC;

  • fostering linkages in the region in support of clients;

  • managing the Office’s resources;

  • advising FIC organisations on marketing and investment opportunities; and

  • carrying out other duties as directed by the Secretary General.

Applicants must be citizens of Forum Island Member Countries* and should have an advanced university degree in marketing or business related field(s) with sound analytical abilities and appropriate experience, preferably in the Pacific. Knowledge of the Asian and Chinese business environment and of a Chinese language would be advantageous. Extensive travel in the region will be required.

Market based remuneration will be available. There are generous establishment allowances and expenses of office allowances together with medical and life insurance and superannuation provisions. Appointments are normally for three years, with the option to renew for a further three years.

The Pacific Islands Forum Secretariat was established in 1972 by the Pacific Islands Forum to encourage economic and political cooperation between its member countries*, and between these states and other countries.

PROGRAMME IMPLEMENTATION OFFICER

The Secretariat is seeking a suitably qualified and experienced person to work as Programme Implementation Officer in its Development and Economic Policy Division.

The Programme Implementation Officer will be accountable to the Director, Development and Economic Policy Division through the Development Cooperation Adviser for:

· managing donor assistance programmes provided through the Secretariat, including scholarships, technical assistance programmes and special purpose funds;

· assisting in the appraisal and monitoring of such donor assistance, or such other assistance provided to, through, or on the advice of, the Secretariat;

· assisting in the compilation and analysis of donor policies and development assistance programmes in the region;

· the effective representation of the Forum Secretariat at relevant meetings; and

· other duties appropriate to skills and qualifications as required, from time to time.

Applicants must be citizens of Forum member countries*, should have an advanced university degree in Development Economics, Development Studies or related field and at least five years experience working on development cooperation issues and project/programme management in Pacific island countries. Experience in education scholarship programmes and familiarity with donor government and agency procedures would be an advantage. Extensive travel in the region will be required.?

The appointment will carry a competitive remuneration and benefits package including medical and life insurance provisions. For non-Fiji citizens remuneration should be tax-free in Forum member countries*. Appointments are normally for three years, with the option to renew for a further three years.

Minimum Qualifications: Earned master’s degree, doctorate preferred, from an accredited college or university. Demonstrated leadership and managerial proficiency, preferably in a community college setting. Experience at a post-secondary institution in the Pacific region is an asset. Knowledge of: management and organization principles, as they relate to academic and support program development, budgeting, outreach, and planning; accreditation standards and practices; techniques and principles of educational long and short range planning; issues, trends, and practices of institutions of higher education; Micronesian people and cultures; principles and goals of community college; students’ interests, problems, goals and objectives. Ability to: establish and maintain effective relationships with the Board, senior administrators, faculty, staff, students, community, FSM National and State Governments, and other international and local agencies and departments; exercise mature tact, discretion, and judgement; effectively lead faculty and staff to meet the operational requirements of the College; communicate in English effectively both orally and in writing. Preference will be given to candidates who have demonstrated sensitivity to cultural issues and knowledge of the Pacific region and possess and demonstrate visionary thinking about the role and mission of the College.

OCEANIC FISHERIES MANAGER


The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages.

The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine Resources Division, with a current staff complement of 18. Its mission is: "To provide member countries with the scientific information and advice necessary to rationally manage fisheries exploiting the region's resources of tuna, billfish and related species".

The Oceanic Fisheries Manager is responsible to the Director of the Marine Resources Division and co-ordinates OFP activities on a day-to-day basis. The Programme is responsible for monitoring, and assessing the status of stocks exploited or affected by tuna fisheries in the west central tropical Pacific to an internationally excellent standard. The Programme also carries out basic research to elucidate the functioning of the Pacific Ocean pelagic ecosystem that supports tuna fisheries.

The OFP has a client-oriented approach to the scientific support of oceanic fishery management activities by SPC island member countries, and by regional and international bodies. Over the duration of this contract, the Oceanic Fisheries Programme Co-ordinator will manage the continued evolution of the OFP and the associated Standing Committee on Tuna and Billfish into a provider of scientific services to the emergent Convention on the Conservation and Management of Stocks of Highly Migratory Fishes of the West-Central Tropical Pacific, whilst fully maintaining its role as provider of high-quality, impartial scientific advice to Pacific Island member governments, both individually and collectively. The OFC will also continue broadening the scope of the OFP's work into associated species and supporting ecosystems.

The post requires a self-starter with considerable initiative, an encyclopaediac knowledge of pelagic fisheries in the Pacific Community region, and a strong background in developing and controlling appropriate applied research programmes. Experience in presenting evidence at national and international negotiations is highly desirable. DUTIES AND RESPONSIBILITIES

The Oceanic Fisheries Manager is responsible to the Director of the Marine Resources Division, and the duties of the post are implemented in consultation and with the advice of the Director as appropriate. The current duty statement of the Oceanic Fisheries Manager is as follows:

    1. Co-ordinate the activities of the Oceanic Fisheries Programme and, in consultation with SPC member country focal points, and other regional or international agencies and programmes, develop an adaptive work programme which addresses the priorities of Pacific Community members within the scope of its mission statement. In maintaining this work-programme, the Co-ordinator shall:
    1. Ensure that the scientific work of the Programme is maintained at an internationally recognised standard;

    1. Ensure that the range of work of the Programme is adequate to provide the best available scientific advice on the regional status of target stocks of tuna fisheries, and to develop a better understanding of the status of tuna fishery-associated species and ecosystems.
    1. Identify, develop and maintain funding to implement the work-programme and administer and report on the integrated Programme budget to funding-sources, to the SPC Executive Committee, and to SPC governing councils.
    2. Prepare narrative and financial reports on particular OFP project or programme activities for regular transmission to the relevant donor agencies.
    3. Co-ordinate the preparation of all documentation relating to the activities and outputs of the Programme for the information of member countries, and present reports on the progress and results of the Programme as required by the Director of the Marine Resources Division.
    4. Co-ordinate the reporting of Programme activities in regional fora and the preparation of all scientific papers arising from the work of the Programme.
    5. Maintain active contact at an appropriate level with fisheries and other relevant organisations, within the region and elsewhere.
    6. Perform such other duties as the Director, Marine Resources Division may require.

QUALIFICATIONS AND EXPERIENCE

Essential

  • A PhD or equivalent in fisheries science or a related discipline. The successful candidate will be of demonstrable international standing in the field of fisheries research, and have a history of successfully leading a multi-disciplinary team of fisheries and ecosystem scientists, database specialists, fishery monitors and support staff.
  • At least 10 years experience in tuna research, preferably within the Pacific Community region, and familiarity with the international and regional tuna industry.
  • Communication skills of a high order, in the language used by regional tuna organisations and meetings. Candidates should supply a list of publications and reports, and short-listed candidates' ability to be verbally both lucid and convincing will be assessed at interview.
  • Evident willingness to travel and undertake overseas assignments for up to 50% of the incumbent's time.

    Desirable

  • At least 15 years experience in tuna research within the Pacific Community region.
  • A working knowledge of the other SPC official language, to the extent of verbal participation in informal meetings held in that language.
  • Ability to speak one of the Pacific Island region's approximately 1,110 other languages will also be taken into account.

SALARY AND ALLOWANCE

The starting salary for this position will be SDR 3,698 per month, which is equivalent to CFP615,680 francs per month in the SPC S3 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 139 francs CFP.


TENURE

The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following deductions from basic salary:

The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.

PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.

For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.

SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.

PUBLIC HEALTH PROGRAMME MANAGER


Responsible to: Deputy Director General.


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a staff
of more than 230. SPC is officially bilingual, with English and French being
the working languages.

The Public Health Programme Manager is responsible for providing effective
leadership, better management and more cohesion to a fast growing programme
currently employing 27 staff. The PHP Manager will ensure that the PHP
sections will develop their activities in a manner conducive to the
fulfilment of the goals, objectives and strategies contained in the PHP
strategic plan developed in 2000 and 2001.

The main PHP objectives are as follows:

* To assist in the management, planning and implementation of national
health plans and public health responses;
* To advance research within SPC and the region on health determinants
including the relationship between health, population dynamics, economic,
social, cultural and environmental factors;
* To strengthen linkages between national and regional stakeholders in
order to establish and maintain public health information and response
systems; and
* To work with member governments, administrations and regional policy
bodies on integrating critical health issues into the multi-sectoral
development planning and policy processes.

As the official SPC point of contact of the PICTs' Public Health
Authorities, the PHP Manager will also advocate within the region a
comprehensive preventive health approach based on the Ottawa Charter
Principles and assist PICTs in advocating and implementing the Healthy
Islands concept.

The Manager will have overall management responsibilities of the Public
Health Programme and assume a technical role in SPC's health promotion
responsibilities.


DUTIES AND RESPONSIBILITIES

* Management responsibilities

1. Advise the Deputy Director General (Nouméa) on matters relating to
the Public Health Programme.

2. Provide leadership for and manage the Public Health Programme in
assuming overall responsibility of sections as well as projects.

3. Ensure that PHP sections' activities are developed in a manner
conducive to the implementation of the objectives contained in the PHP
strategic plan.

4. Ensure effectiveness and efficiency of services delivered by the PHP
sections and other sections within SPC that have a cross-sectoral role to
PHP technical sections

5. Maintain an ongoing liaison with heads of health services in the
Pacific Island countries and territories.

6. Liase with national, regional and international counterparts who
share a common interest in the welfare of Pacific Island people, e.g. WHO
and the Fiji School of Medicine. Regularly assess the effectiveness and
efficiency of the Memoranda of Agreement established with some of these
organisations.

7. Review and report on Programme activities on a six-monthly and
annual basis.

8. Ensure the PHP sections report to donors in a timely and appropriate
fashion.

9. Prepare budget forecasts on the financial resources required to
operate the Public Health Services Programme for the approval of Management.

10. Assist Principal Officers and Programme Officers in securing funding
from extra-budgetary sources for specific programmes and activities.

* Technical responsibilities

1. Assist SPC Countries and territories at the Heads of Health level in
setting up, monitoring and evaluating comprehensive preventive health
strategies.

In doing so, the Public Health Programme Manager will advocate the
following strategies embodied in the Ottawa Charter:

* Provision of health and public policies
* Reorientation of health services
* Creation of environments which support health
* Development of personal skills
* Community development and involvement in health

1. Provide PHP sections advice and training as appropriate for their
activities to remain consistent with the Ottawa Charter principles.

2. Facilitate co-ordination and integration of PHP/SPC health promotion
activities;

3. Manage expenditure of funds allocated for Health promotion
activities within the PHP including technical assistance and other project
activities.

4. Perform other duties related to the Health Programme as directed by
the Deputy Director General or other Principal Officers


SKILLS AND QUALIFICATIONS

Formal Education Qualifications

Post Graduate Public Health qualifications with senior management
experience.

* Knowledge of emerging public health concepts and principles and
their application to health and development in Pacific Island countries;
* Thorough knowledge of preventive health principles;
* Knowledge of a wide range of public health elements such as control
of communicable and non-communicable diseases, epidemiology and
surveillance, maternal and child health and environment health;
* Knowledge and understanding of donor and multilateral UN agencies
and regional health agencies in the Pacific region;
* Understanding of HRS and HRD.

Experience

* Demonstrated senior management experience in a public health
environment;
* Demonstrated experience in the design and management of preventive
health projects consistent with the Ottawa Charter;
* Demonstrated work experience in developing countries, especially in
the Pacific region;
* Demonstrated project development and project management experience
including financial management and donor reporting systems

* Effective communication, networking and co-ordination skills within
PHP, within SPC and with donors and other stakeholders, e.g. countries and

representative for PHP and SPC at external meetings and conferences;
* Effective mentoring and training skills to provide technical support
to CHP staff;

skills and ability to develop team work with health professionals and
support staff;
* Cross-cultural skills and ability to work with team members from
different cultural backgrounds;
* Computer skills and proficiency in report writing.
