South Pacific Regional Environment Programme (SPREP)
Vacancy: Project Officer, Avifauna Conservation and Invasive Species
Applications are invited from nationals of SPREP member countries to advise and assist members in ensuring the wise use of bird species and their habitats to facilitate recovery of endangered species and conservation of other indigenous avifauna, and the prevention, eradication or control of alien invasive species which threaten natural ecosystems, habitats and species. Primarily, the sussessful candidate will undertake the following duties: ¡¤ Oversee the implementation of the Regional Avifauna Conservation and Invasive Species strategies; ¡¤ Manage ongoing in-country projects in both Programmes; ¡¤ Commission and manage new in-country projects which implement the Regional Avifauna Conservation and Invasive Species strategies, in particular implementing the priority projects identified in the Regional Avifauna Conservation workshops; ¡¤ Coordinate the development and implementation of a regional bat conservation programme.
Requirements Appropriate tertiary qualifications with at least 5 years' work experience in this field preferably within the Pacific islands region. Other essential requirements are: sound coordination, communication, facilitation and proven project management experience; relevant technical knowledge in avifauna conservation and invasive species, and ideally bat conservation; and an appreciation of the conservation issues in Pacific countries. Also required is the ability to undertake work programme planning (including budgetting) and deliver on agreed work programme outputs (often under difficult circumstances); to work as part of a inter-disciplinary and/or multi-cultural team; and a proven ability to live and work within Pacific island communities.

Deputy Director
Applications are invited for the position of Deputy Director in the SOPAC Secretariat, located in Suva, Fiji Islands. Preference may be given to nationals of SOPAC (South Pacific Applied Geoscience Commission) member countries.
SOPAC SOPAC is an independent, inter-governmental regional organisation established by South Pacific nations in 1972 and dedicated to providing service to the island member countries of its Governing Council*. Currently, eighteen South Pacific countries are members with two associate members. Its Secretariat is currently located in Suva, Fiji Islands, and has about 60 professional and support staff, together with short term project staff. SOPAC's goal is sustainable development and management of mineral, energy and water resources and the coastal zone and related human activities, reduction of human and economic losses and damage resulting from natural hazards, efficient information technology and communication systems and strengthened skills-base for member countries, readily available and current information in all program areas and strengthened national capacity in the sciences and other supportive program areas. Secretariat The Deputy Director is responsible for the management of the technical program of the Secretariat, which includes programs in Resource Development, Environmental Science and National Capacity Development. The Deputy Director shall also carry out the duties of Acting Director during prolonged absences of the Director. The secretariat currently has a staff establishment of 60 people, of whom about half are professional or technical staff recruited internationally.
Qualifications Applicants should have sound understanding of the Pacific Islands region and should be capable of developing effective relationships with the member countries of SOPAC and with other Governments and organisations providing funding, technical and scientific support to SOPAC.
In addition, the applicants should have a degree in one of the earth sciences and research experience in geology or geophysics, the ability to provide technical and managerial leadership, and to lead a multidisciplinary team effort. A commitment to the aspirations of the Pacific Islands peoples and good health are also required.
Remuneration An attractive remuneration package at regional levels will apply. For non- Fiji citizens and non permanent residents, this is tax free and includes housing and education allowances where applicable, and the appointee will be eligible for full diplomatic privileges, as decided by the Fiji Government. Other benefits include payments in lieu of superannuation, and medical, life and travel insurance coverage.
Term of Appointment The appointment will be for 3 years initially, and may be renewable for a further 3 year contract. Selections will be made in October 2001, for commencement of duties in 2002.

Vacancy: PROJECT COORDINATOR, PERSISTENT ORGANIC POLLUTANTS (POPs) DISPOSAL
Applications are invited from nationals of SPREP member countries for implementation of the POPs disposal programme, which is part of the POPs in Pacific Island Counties (PICs) project, phase II. Responsibilities include the following activities: ¡¤ liaison with member countries to encourage and assist their participation in the POPs Disposal programme; ¡¤ field work and associated activities for preparation of a regional inventory of polychlorinated biphenyls (PCB) and organochlorine stockpiles; ¡¤ preparation of PCB and pesticide site clean-up and disposal plans; ¡¤ day to day liaison with the Clean-up and Disposal sub-contractors, on-site monitoring of the clean-up work and preparation of audit reports; ¡¤ preparation of all routine project reports and a final Technical Report; and ¡¤ provision of technical advice to SPREP members on hazardous waste issues. Note: this position will require a significant amount of travel throughout the Pacific region. Organizational Unit - Land and Plant Nutrition Management Service Land and Water Development Division Agriculture Department This vacancy is open to male and female candidates. Duties and responsibilities Under the general supervision of the Chief, Land and Plant Nutrition Management Service, AGLL, the immediate supervision of the Senior Officer, Soil Management and Conservation Group and in close cooperation with the Water Quality and Drainage Group, AGLW, will assist in the analysis, development and implementation of the Service's programme in the field of soil reclamation, rehabilitation and development and deal with matters related to the effective use and management of soils. Specifically will:
Collect, analyse, update and disseminate information on management and reclamation options, particulary for degraded and problem soils .
Analyze technical and policy issues, compile and maintain database on appropriate technologies for management and rehabilitation technologies for enhancing soil productivity.
Participate in the design and implementation of programmes and projects , including technical backstopping, on integrated soil management practices, focusing on saline / sodic soils and soils affected by other chemical, physical and biological degradation.
Develope appropriate prediction models for salinity development in particular and degraded processes in general.
Assist in developing training material, participate in and conduct training cources, tailored to farmers' field schools (FFS) approach , on soil management and rehabiltation.
Assist in the compilation, testing and dissemination of management practices for polluted soils and soils irrigated with saline water, including related environmental impacts.
Prepare and participate in technical meetings and workshops on issues related to the management, reclamation and rehabilitation of degraded and problem soils
Prepare background information and technical papers and cooperate with other units of FAO and with national and international institutes concerned with reclamation, rehabilitation and development of degraded soils.
Promote the development and testing of methodologies and guidelines for assessment of severity and extent of land degradation and its impact on productivity.

DUTY STATEMENT
ADMINISTRATION OFFICER
RESPONSIBLE TO : Senior Deputy Director General (Suva) for the day-to-day administrative and personnel operations for the Suva Office as well as for programmes and projects managed from Suva and, to the Director of Corporate Services for corporate administrative and personnel matters.
GENERAL
The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages.
DUTIES AND RESPONSIBILITIES
The Administration Officer will be responsible for the effective and efficient functioning of the administrative and personnel support services provided to the office of the Senior Deputy Director General-Suva and all Programmes administered from Suva. The administrative and personnel support services cover the following areas:
* Provide administrative support to all Suva based programmes in four different locations. * Personnel management. * Clerical, Registry, and Communications services including Faxes, Mail, and Telephones. * Supervising Driver/Messenger Services. * Inventories and Fixed Assets Upkeep. * Insurance and Security. * Buildings, Plant, Equipment and grounds maintenance at Nabua and Narere complexes. * Procurement functions (bulk orders etc). * Staff Recruitment including advertising, interviews, issue of contracts of employment and induction; and * Staff Training and Development.
The major responsibilities will be:
1. To advise the Senior Deputy Director General-Suva and staff on the Secretariat's administrative practices and procedures and application of Staff Rules and Regulations.
2. Assist the Deputy Director General-Suva with the implementation of policy changes within the organisation or those relevant specifically to the Suva office.
3. Supervise the work of all Administrative Support staff to ensure that the services provided are effective and efficient.
4. Develop and implement annual work-plans for the administrative section that ensures maximum support to all SPC programmes managed out of Suva to achieve their objectives.

6. Liaise with the Fiji Ministry of Foreign Affairs on matters relating to the immunities and privileges extended to the Senior Deputy Director General-Suva, expatriate staff and SPC.
7. Manage and approve expenditure for the Section in accordance with the approved budget provisions.
8. Assist the Senior Deputy Director General-Suva and Programme Heads with the recruitment of Professional and support staff in line with approved procedures.
9. Assist with all other aspects relating to the Human Resources Development of the Organisation.
10. Any other relevant duties as required by the Senior Deputy Director General-Suva.
QUALIFICATIONS AND EXPERIENCE
* Recognised qualifications in Administration and/or Human Resources Management. * * At least five years professional experience in a middle or senior level management position preferably in an organisation using modern management and information management techniques. * * Analytical ability, supervisory skills, tact, discretion and advanced computer literacy. * * Excellent communication and interpersonal skills with the ability to maintain effective relationships with persons of different national backgrounds. * * Affinity for team work, initiative and ability to determine and achieve objectives.
SALARY AND ALLOWANCE
The starting salary for this position will be F$46000 per annum. In addition, an Establishment Grant will be payable to non-residents of Fiji. SPC emoluments are not subject to income tax in Fiji at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = F$2.10.
TENURE
The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further period subject to performance and continued funding availability.
DUTY STATION
Suva, Fiji.
ACCOMMODATION
A rental assistance of F$1,170 per month will be provided.

LEAVE
Leave will accrue at the rate of 25 working days per annum of active duty service. For expatriate staff members, home leave fares are payable after three years of service, and if contract is renewed.
SICK LEAVE
Thirty working days per annum.
MEDICAL BENEFITS
The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. Staff contribute eight per cent of basic salary to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside Fiji, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.

Multilateral Treaties Manager (MTM) The Multilateral Treaties Manager is responsible for the day to day administration of the Multilateral Treaty on Fisheries made between the Governments of the FFA member countries and the United States of America. The Multilateral Treaties Manager will also be responsible for the administration, as required, of other regional agreements and arrangements including the Federated States of Micronesia Arrangement for Regional Fisheries Access. Additionally, supervision of subordinate staff will be involved.
Applicants for the MTM position should have a thorough understanding of accounting and administration procedures and should be able to demonstrate practical experience in both fields, preferably in a regional or international context. Applicants should also have sound presentation and communication skills. An understanding of the tuna industry would be helpful though not an essential attribute.
Executive Officer (EO) The Executive Officer is a member of the Executive Management team of FFA and is responsible for executive assistance. The position is also responsible for overseeing the corporate planning, performance and evaluation functions; and for coordinating and assisting FFA staff and member country representative in their participation at international meetings.
Applicants for the Executive Officer position should have a good understanding of corporate planning, and performance evaluation. Applications should also have a demonstrated ability to be able to coordinate the operational arrangements for international meetings in various locations through out the Pacific.
The appointees will be based in Honiara, Solomon Islands. Occasional travel will be required, mainly within the South Pacific region.
The successful candidate for the MTM position will be expected to take up the appointment around June 2001.

Requirements Appropriate tertiary qualifications in meteorology or climatology from a recognised institution, at least 5 years' work experience in this field preferably within the Pacific islands region, and demonstrated interest and involvement in research, educational training in meteorology/climatology affecting the region, particularly as they relate to the global climate change and climate variability. Other essential requirements are: proven project management experience; ability to manage the work of consultants; proven ability to work as part of a inter-disciplinary and/or multi-cultural team; ability to meet project deadlines (often under difficult circumstances); proven ability to prepare proposals and reports; and a proven ability to live and work within Pacific island communities.

Annual Salary A$40,000.00 per annum Date March, 2001 Brief Background and Scope of Position Following the referendum in East Timor there was a massive displacement of the population together with significant disruption to the infrastructure. Oxfam agencies have been workign in East Timor for a number of years. As a result of the violence Oxfam International (OI) responded to the violence in East Timor in late September 1999 with a significant Environmental Health program which covers the behavioral and technical aspects of water, hygiene promotion and sanitation activities. OI is currently based in four district offices supported by a head office in Dili. The program is in a transitional phase where OI is seeking to strengthen the capacity of East Timorese organisations and groups to manage and implement community-based environmental health projects. Each district office will be managed by district team leader with a team of East Timorese staff that are supporting training for environmental health activities and for OI's continuing work with East Timorese organisations. The Technical Field Advisor will be based in one of the district offices but will provide technical support to the program in two districts. The position will provide technical advice to the district coordinator and on-job training for the water & sanitation project officer and/or local NGOs in the district. The aim is to assist the district coordinator in the capacity building of the East Timorese in the water sector through training in specific areas identified and on job accompaniment of projects. It is envisaged that these are short-term positions aimed at skilling up East Timorese field staff. The activities of the water teams are concentrating on the continuing strengthening of sustainable and appropriate community managed water and sanitation systems and will mainly be in a rural setting. CURATOR - REGIONAL GERMPLASM CENTRE
BACKGROUND
The Secretariat of the Pacific Community (SPC) Agriculture Programme based in Suva, Fiji, has expanded its activities in germplasm and tissue culture with the establishment of a Regional Germplasm Centre (RGC). This centre provides an important service to the SPC member countries for the conservation, research and distribution of disease free planting materials of the major crops of the Pacific including bananas, taro, yams, and sweet potatoes. There are also coconut embryo activities for the conservation of the germplasm of this important regional species. The staffing structure of the RGC include the RGC Adviser, the newly created position of curator, two senior tissue culture technicians, and 2 laboratory assistants. SPC is hoping to recruit an enthusiastic professional officer with extensive tissue culture experience along with some management experience for the curator position. The successful candidate will also receive hands on training in the planning, management, training and technical backstopping role expected of the curator position. The curator will work with a RGC Adviser for 2 years to develop the full range of skills needed for the position.
RESPONSIBLE TO: The Agriculture Adviser
SPECIFIC DUTIES
Under the guidance of the Tissue Culture Specialist, the Curator will:
1. Be responsible for the management of the SPC Regional Germplasm Centre in:
* Conservation of the region's germplasm collection; * Distribution of germplasm to countries within the region; * Management of RGC staff to facilitate smooth operation of the RGC in implementing activities; * Participation in the development and maintenance of operational procedures to ensure optimum conservation and utilization of germplasm; * Assisting the RGC Tissue Culture Specialist with the development of appropriate documentation and database systems for the accurate recording of germplasm information; and * Technical guidance for tissue culture technicians on matters related to tissue culture and germplasm management.
1. Assist the RGC Tissue Culture Specialist provide technical support and advice for other laboratories in the region;
2. Work with the RGC Tissue Culture Specialist for the development and implementation of RGC related projects;
3. Work with the RGC Tissue Culture Specialist supervise RGC research undertaken by staff and trainee attachments and Graduate Research Assistants (GRA's);

QUALIFICATIONS AND EXPERIENCE
Education
Bachelors or Masters degree in Biological Sciences.
Experience
1. Experience with tissue culture of the important Pacific crops for at least 5 years including tropical root and tuber crops and coconut embryo culture. Experience with other minor species such as vanilla, pineapple also useful but not required;
2. Knowledge of laboratory practices and procedures for tissue culture and in vitro storage methodology;
3. Experience in database systems for germplasm;
4. Experience in a management position and proven ability to work effectively with others in a team situation;
5. Experience with designing and implementing short-term training.
Other
Initiative and sound judgement and demonstrated ability to work in harmony with persons of different national backgrounds.
SALARY AND ALLOWANCE
The starting salary for this position will be F$3,834 per month in the SPC PO3 salary grade for staff based in Fiji. In addition, an Establishment Grant will be payable to non-residents of Fiji. SPC emoluments are not subject to income tax in Fiji at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = F$2.15.
TENURE
The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further period subject to performance and continued funding availability.
DUTY STATION
Suva, Fiji.
ACCOMMODATION
A rental assistance of F$1,170 per month will be provided.

LEAVE
Leave will accrue at the rate of 25 working days per annum of active duty service. For expatriate staff members, home leave fares are payable after three years of service, and if contract is renewed.

MEDICAL BENEFITS
The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. Staff contribute eight per cent of basic salary to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside Fiji, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.

DUTY STATEMENT
The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages.
The Social Scientist will be responsible to the Reef Fisheries Management Adviser. The post is based at the Secretariat of the Pacific Community Headquarters in Noum¨¦a. The Reef Fisheries Assessment and Management Section currently has two staff and assists Pacific Island countries assess and sustainably manage fisheries in reef environments. The section is also implementing new research programmes on reef fisheries and is expected to implement a major field survey of Pacific Island reef fisheries in the period 2001-2004.
The Social Scientist will investigate the inter-dependence of fisheries, human populations, food preferences and other social and economic factors in two Pacific Island countries. This cross-disciplinary project, funded by the MacArthur Foundation, will be co-supervised and assisted by representatives of the Reef Fishery Assessment and Management Section (Marine Resources Division), the Demography and Population Programme (Social Resources Division) and Nutrition Section (Health Division), with additional advice from the Institute for Research on Development in Noumea.
The specific tasks of the Social Scientist will be to:
1) Identify different groups of fish consumers in the study countries and evaluate the factors which determine their preferences and nutrition levels (habitat, ethnic groups, resource levels...);
2) Assess, and develop models to explain, the relationship between fishery resources, demographic parameters and nutritional status in the study countries;
3) Ultimately, develop indicators and models that can be applied to other Pacific Island reef fisheries to extrapolate estimates of fishery resource, demographic or nutritional status based on easily-collectable data;
4) Collaborate closely with Reef Fishery Assessment and Management Section (Marine Resources Division), Demography and Population Programme (Socio-Economic Resources Division) and Nutrition Section (Health Division) staff; and
5) Prepare reviews, technical reports and scientific papers for publication, and present findings within the study countries and to regional meetings.

QUALIFICATIONS

* A post-graduate degree in social science (e.g. demography, geography, sociology, population health or anthropology); a PhD is highly desirable. * A good working knowledge and experience of household and/or social survey implementation. * A demonstrable knowledge and experience in statistical analysis (including multivariate analysis and the use of statistical sofwares). * Experience in working with Pacific Island communities. * * Important * * Well developed English language oral and written communications skills. * An ability to work well with people in a culturally mixed environment. * A good cross-cultural communication and work team skills. * A good analytical and reporting writing skills.

Applications are invited from suitably qualified people in the field of Anthropology, Archaeology and Natural Science to fill the above vacant position. The person we seek must be mature, experienced and committed to achieving the goals of the Division of Science and Research and the National Museum and Art Gallery. He or she will be the Head of the Division, coordinate activities of the Scientific Departments and assist in formulating policies, developing training programs and provide scientific and administrative leadership to the Division.
The person should have Masters Degree or Ph.D in Anthropology, Archaeology and Natural Science with extensive knowledge in scientific research work and policy formulation of Government institutions in developing countries with high level of skills in management, programme development, implementation and monitoring of research and publication results.
The applicant should have proven intellectual and professional leadership abilities for not less than five years in administration, research, and publication of research work in a third developing country.
The salary renumeration details include grade 16.4 at K29,945 (A$17,254) per annum with accrued gratuity if 25% and International Market Allowance of K38,280 (A$22,057). Person who takes this position will be contracted for three (3) years. The housing for the Overseas Contract will be provided by the state.

WWF has four positions vacant positions for experienced and qualified individuals who can contribute to the effective management and development of it's conservation program to be based at the Madang office.
Fisheries and Marine Project Coordinator This is a new position for the WWF North Coast Madang Marine Project. The officer will have overall responsibility for overseeing the effective implementation of the project including the recruitment of other staff and development of activity plans for the project. Fisheries and Marine conservation project management experience required with at least a degree in related field of study.
Community Resource Management Trainer Responsible for increasing the competency among WWF staff and partners in PNG in the approaches to, and tools for community-based natural resources management. The officer works closely with the WWF field projects and partners to document existing methods, develop new tools and approaches for community resource management. Tertiary qualifications in natural resources or social science and at least five years experience in working closely with rural communities, NGOs and Government agencies.
Conservation Areas Officer Responsible for activities that contribute to improving the standard of and skills in conservation area management and land use planning in PNG. The officer will assist WWF and partner agency staff in the development of clear and documented processes for the establishment and maintenance of Conservation Areas in PNG. Tertiary qualification in environmental science or another relevant field of study and at least five years experience in working closely with local communities, local government agencies and NGOs.
Operations and Administration Officer Responsible for ensuring the effective financial and administrative systems for implementation of the Local Resources initiative and the North Coast Marine projects are in place. Tertiary qualifications in management, accounting, administration or equivalent experience. At least 5 years experience in Administration and Financial Management in a project or organisational setting would be preferable.

The second component is concerned with coastal and watershed issues. The PCU is responsible for this component, which will focus on the implementation of 14 Pilot Projects, one in each island country participating in the Programme (Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu).
The Programme aims to assist island States, and their communities, improve their capacity to manage transboundary water resources and create improved processes to address environmental degradation and promote resource sustainability. The Pilot Projects are to assist with the identification of best practices and appropriate methodologies in four broad focal areas: reducing community waste impacts on the environment, the sustainable management of freshwater resources, management of marine protected areas and sustainable management of coastal fisheries. Community level activity will be important elements of each Project.
Project Description The objective of this consultancy is to provide a review of published and other information relating to sustainable coastal fisheries in the Pacific Islands region. The review will place particular emphasis on community-based issues associated with sustainable coastal fisheries, reflecting the planned focus of subsequent pilot projects that may be instigated under the SAP.
The output of this review will be a report accompanied by a comprehensive bibliography.
Terms of Reference
The consultancy may be undertaken either by a consultant working independently or a team of consultants that would combine their efforts to complete the work required.
The consultancy will result in a report that will be used by the PCU to assist with the selection, design, implementation, monitoring and evaluation of pilot projects addressing issues associated with sustainable coastal fisheries that will be established in communities in each of the 14 island States participating in the International Waters Project.
The report will include: ¡¤ A review of the current information relating to sustainable coastal fisheries in the Pacific Islands region, or elsewhere, as it relates to the objectives of the SAP in terms of promoting capacity building for improved management responsibility in communities. Information may include a review of coastal fisheries in the South Pacific region, issues relating to resource management and governance, and past and current priorities in respect of coastal fisheries at national and regional scales; ¡¤ An outline of the types of community-based project activities that could be implemented in sustainable coastal fisheries in the Pacific islands region under the SAP. ¡¤ A list of references, additional readings, potential resource people, and web sites relating to the SAP's programme in sustainable coastal fisheries.
The review should focus on activities in the South Pacific region with adequate representation and discussion of case studies from Melanesia, Polynesia and Micronesia.
Source information will also be available through a concurrent review to be undertaken of past, current and planned country activities in the four focal areas in the South Pacific region.
The product of the consultancy will be a report (no more than 30 pages plus bibliography) submitted to SPREP in hard copy and electronic format. The consultant will be required to submit a draft report to SPREP for comment. Copyright for the report, and ownership of all material produced during the consultancy, will be vested in SPREP.
Expression of Interest
Interested individuals and organisations are invited to submit a proposal expressing interest in this consultancy. Each response must provide:

Project Description The objective of this consultancy is to provide a review of published and other information relating to waste management, pollution prevention and improved sanitation initiatives, with a focus on community issues, in the Pacific Islands region. The review will place particular emphasis on issues relating to the planned focus of subsequent pilot projects that may be instigated under the SAP.
The output of this review will be a report accompanied by a comprehensive bibliography.
Terms of Reference
The consultancy may be undertaken either by a consultant working independently or a team of consultants that would combine their efforts to complete the work required. The South Pacific Applied Geosciences Commission (SOPAC) will be invited to contribute to this review such that the resulting report may be used by the PCU and SOPAC to assist in developing future work programme initiatives.
The consultancy will result in a report that will be used by the PCU to assist with the selection, design, implementation, monitoring and evaluation of pilot projects addressing issues associated with community-based waste reduction, pollution prevention and improved sanitation that will be established in communities in each of the 14 island States participating in the International Waters Project.
The report will include:
¡¤ A review of the current information relating to waste reduction, pollution prevention and improved sanitation in the Pacific Islands region, or elsewhere, as it relates to the objectives of the SAP in terms of promoting management for improved waste reduction initiatives in communities.
The review should summarize activities, within the region or elsewhere, that have attempted to address low cost/no cost alternatives to reduce loadings of solid and liquid wastes, particularly in coastal and watershed communities where quality of drinking water resources is at risk. Information may include a review of priority waste concerns in Pacific Island communities, management and governance issues, and options for increased community responsibility for managing waste problems.
¡¤ An outline of the types of community-based project activities that could be implemented to address community-based waste issues in the Pacific islands region under the SAP.
¡¤ A list of references, additional readings, potential resource people, and web sites relating to the SAP's programme in community-based waste.
The review should focus on activities in the South Pacific region with adequate representation and discussion of case studies from Melanesia, Polynesia and Micronesia. In this respect, the work of SOPAC has particular relevance to this review. Information from island ecosystems in other ocean regions should be cited where appropriate.
Some source information will be available through a concurrent review to be undertaken of past, current and planned country activities in the four focal areas in the South Pacific region.
The product of the consultancy will be a report (no more than 30 pages plus bibliography) submitted to SPREP in hard copy and electronic format. The consultant will be required to submit a draft report to SPREP for comment. Copyright for the report, and ownership of all material produced during the consultancy, will be vested in SPREP.

Review of Past, Current and Planned Country Activity as it Relates to Potential Work of the International Waters Project Project Description The SAP is a 5-year project funded by the Global Environment Facility (GEF), implemented by the United Nations Development Programme (UNDP) and executed by the South Pacific Regional Environment Programme (SPREP). The Project Co-ordination Unit (PCU) for the SAP is based at SPREP's headquarters at Apia, Samoa.
The SAP has two components. The oceanic component is specifically targeting management and conservation issues associated with the regional tuna resource in the Central Western Pacific. Responsibility for this aspect of the SAP rests with the Secretariat for the Pacific Community (SPC), based in New Caledonia, and the Forum Fisheries Agency (FFA) based in Solomon Islands.
The second component is concerned with coastal and watershed issues. The PCU is responsible for this component, which will focus on the implementation of 14 Pilot Projects, one in each island country participating in the Programme (Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu).
The Programme aims to assist island States, and their communities, improve their capacity to manage transboundary water resources and create improved processes to address environmental degradation and promote resource sustainability. The Pilot Projects are to assist with the identification of best practices and appropriate methodologies in four broad focal areas: reducing community waste impacts on the environment, the sustainable management of freshwater resources, management of marine protected areas and sustainable management of coastal fisheries. Community level activity will be important elements of each Project.
The PCU is inviting Expressions of Interest for qualified and experienced consultants interested in undertaking a review of past, current and planned SAP-related country activities. The contribution to this activity will be in the form of a short-term consultancy to be undertaken at the SPREP headquarters in Samoa.
Objective
The objective of this task is to gain a detailed understanding of existing activities in the four SAP focal areas in the region so that possibilities of developing collaborative arrangements for the SAP, and avoiding duplication, are improved.
Terms of Reference
The consultant will be required to review past, current and planned activities in the 4 key SAP focal areas (sustainable fisheries; marine protected areas; community-based waste reduction; and preservation of freshwater quality) in each of the 14 participating countries. The review, in the form of a desk study, will include activities undertaken by SPREP, other agencies including CROP agencies, governments, private sector, international and local NGOs, bilateral donors and multilateral agencies.
The output will be a country profile of programmes and activities for each of the four focal areas that can be used during the evaluation candidates for pilot project implementation. The work undertaken will also provide information, in the form of a database and a report, that is directly relevant to the concurrent review to be undertaken of Lessons Learned and Best Practices for community-based activities in the four SAP focal areas.
The information will be used by the PCU to assist with the design, implementation, monitoring and evaluation of pilot projects that will be established in communities in each of the island States participating in the International Waters Project.
The consultant will be required to work at the PCU within SPREP. The Consultant will work under the direct supervision of the Project Manager and in collaboration with the Community Assessment and Participation Specialist and the Community Communications Specialist.
The consultant will be required to:
¡¤ Review published and unpublished material available at SRPEP to obtain information on SAP-related activities in participating country activities; ¡¤ Liaise with other Programme staff, and other SPREP staff, to obtain information on country activities; ¡¤ Liaise with other agencies, country governments, donors and NGOs operating in the region to obtain relevant information; ¡¤ Enter information into a database of activities; ¡¤ Prepare a report on country activities.
It is envisaged that this work may be carried out in two stages. The first stage will involve an assessment of information needs, the design of a strategy to acquire the required information and the implementation of a process that generates the information required. Consolidation of information acquired during the first phase of the consultancy will also be commenced. The second stage will involve follow-up activities to complete the information gathering exercise, an analysis of the information acquired, its consolidation into a database and its presentation, in summary form, in a report.
The product of the consultancy will be a report (no more than 25 pages plus bibliography) and a database submitted to SPREP in hard copy and electronic format. The consultant will be required to submit a draft report to SPREP for comment. Copyright for the report, and ownership of all material produced during the consultancy, will be vested in SPREP.

The objective is to provide a synopsis of information relating to the experience of other programmes that have attempted to address sustainable resource use and conservation issues at the community level in the Pacific Islands region or in island ecosystems elsewhere. Examples of such programmes are the Biodiversity Conservation Network's activities in the mid-1990s, the South Pacific Biodiversity Conservation Programme, Pacific Islands Climate Change Assistance Programme and the Capacity Building for Environmental Management Programme. The output of this objective will be a report which will provide a description and analysis of issues (lessons learned, best practices and measures of success) that enhance the prospects of success for community-based (participatory) sustainable resource management and conservation initiatives.
Terms of Reference
The report resulting from the review of lessons learned, best practices and measures of success in community-based sustainable resource management and conservation will include:
¡¤ A review of lessons learned and best practices in participatory resource management and conservation projects in island ecosystems with emphasis on the four focal areas for the International Waters Programme (sustainable coastal fisheries, marine protected areas, community-based waste reduction and preservation of freshwater resources). Issues will be considered in context of the entire project cycle - from project planning and design; selection of sites; method of community entry; community baseline assessments; participation of communities; the role and participation of governments, NGOs and other agencies; education and awareness activities, completion and exit considerations such as alternative income generation, and monitoring and evaluation. The review will consider social/cultural, economic, environmental, administrative, managerial, legal and political dimensions of such projects. ¡¤ Selected summaries or 'snap shots' of initiatives in the four focal areas demonstrating methodologies and approaches to best practices. ¡¤ Discussion of factors to be considered in measuring pilot project success, or failure, in social, economic or environmental terms. ¡¤ A list of references, additional readings, potential resource people, and web sites relating to the four key areas and the community-based work of the SAP.
The review should focus on activities in the South Pacific region with adequate representation and discussion of initiatives from Melanesia, Polynesia and Micronesia. However, it may also be necessary to draw on material and experiences from outside the region, for example Indonesia and the Philippines or the Caribbean and Indian Oceans, particularly in respect of lessons learned in marine resource management projects. Valuable comparative information may also be found in community-based forestry conservation and management initiatives both in the South Pacific region and elsewhere.
It is envisaged that this review will consist of two parts: i) a desk top study of available published and grey literature, workshop reports and project reports, and ii) consultations with resource people at SPREP (and, by email, facsimile or telephone, selected people from other regional agencies and NGOs in the region) who have had significant expertise in the implementation of community-based environmental programmes.
