East-West Center Visiting Fellowships, 2000-2001
The East-West Center is an independent, non-profit institution chartered by the U.S. Congress and located in Honolulu, Hawaii. Its broad mission is to promote better relations and understanding between the United States and the nations and peoples of Asia and the Pacific through cooperative study, training, and research, and its current activities (in research, education, and dialogue) are focused on fostering the development of an Asia Pacific community. Center research addresses:
· development of regional, sub-regional, and national institutions for governance; · economic growth and development that is equitable and sustainable; and · management of regional and sub regional problems, as well as critical issues of common concern at the national level.
Visiting Fellowships in Conflict/Issue Resolution In the Asia Pacific Region
For 2000-2001, the East-West Center will offer up to 10 residential fellowships to undertake research and publication. The subject area for the 2000-2001 Fellowships is conflict and issue resolution in the Asia-Pacific. Such research can be in any one of the Center's thematic areas.* Proposals may cover domestic or international issues. Preference will be given to proposals dealing with issues covering more than one country and focusing on processes of conflict and issue resolution in addition to problem analysis.
The East-West Center seeks scholars of high accomplishment and promise whose work and presence will contribute creatively to the development of its thematic areas and to international conflict and issue resolution in the Asia Pacific region. Applicants must have a PhD or equivalent and must be from the United States or an Asian or Pacific country. Preference will be given to applications that have both strong conceptual grounding and policy relevance.
Fellowships are awarded for two to four months and must be undertaken during the period October 1, 2000 through September 30, 2001. Stipends will vary with seniority and will be individually determined. Non-Hawaii residents may receive one round-trip economy airfare. Cost-sharing fellowships are welcome.

The Forum Secretariat was established in 1972 by the South Pacific Forum to encourage economic and political cooperation between its member countries*, and between these states and other countries.
GENDER ISSUES ADVISER
The Secretariat is seeking a suitably qualified and experienced person to work as Gender Issues Adviser in its Development and Economic Policy Division.
The Gender Issues Adviser will be accountable to the Director, Development and Economic Policy Division for:
· Proactively collaborating with Regional Inter-governmental Organisations, donors, multilateral institutions and Forum Island Countries to strengthen capacity to integrate gender considerations more fully into regional development programmes; · Working to fully institutionalise and implement the Forum Secretariat Gender Policy to ensure gender is integrated into the work of all the Secretariat's operations; · Providing ongoing training and support in gender analysis to Forum Secretariat staff and member countries; · Facilitating sectoral policy coordination to promote development of gender sensitive policy strategies.
Applicants must be citizens of Forum member countries*, should have an advanced university degree in the social sciences or an appropriate alternative discipline and at least seven years experience working on international gender and associated development issues. Pacific experience is strongly preferred. Extensive travel in the region will be required.
The appointment will carry a competitive remuneration and benefits package including medical and life insurance provisions. For non-Fiji citizens remuneration should be tax-free in Forum member countries*. Appointments are normally for three years, with the option to renew for a further three years.

DUTY STATEMENT
Veterinary Epidemiologist
ANIMAL HEALTH AND PRODUCTION SECTION AGRICULTURE PROGRAMME
GENERAL
The SPC Agriculture Programme of the Land Resources Division, comprises the four main service areas namely: Crop Improvement Service; Plant Protection Service; Animal Health and Production Service; and Resource Economics and Agricultural Information Service. The Agriculture Programme has recently developed and is currently implementing a new strategic plan which takes a holistic approach and integrates the activities of the four sections. In the last two years the focus of the Animal Health and Production Service has broadened to include the development of livestock production within the constraints, including physical, economic and social constraints, of Pacific island countries and territories. This position will continue development of an integrated approach to livestock production as well as providing advice and assistance on monitoring of livestock diseases to Pacific island countries and territories.
POSITION
Responsible to: Animal Health Adviser.
DUTIES AND RESPONSIBILITIES
The Veterinary Epidemiologist will be primarily responsible for:
1. Carrying out studies to determine the role of livestock and livestock production in the social, economic and physical environments of Pacific island countries and territories.
2. Assisting countries improve the efficiency and sustainability of agricultural systems through use of integrated approaches to livestock production.
3. Assisting countries to carry out risk assessments to enable trade in animals and animal products.
4. Providing technical advice and assistance on development of livestock development policies and plans on request of member countries.
In addition the Veterinary Epidemiologist will: 5. With other members of the Programme be required to provide advice and assistance (technical backstopping) on all aspects of animal health and production as requested to the member countries of SPC. In particular: carrying out disease investigations, development of contingency plans and co-ordinating the provision of laboratory activities in the region for veterinary diagnostic and disease surveillance purposes, including the negotiation of import and transit permits to facilitate the movement of pathological specimens.
6. With other members of the Programme, organise regional and sub-regional technical meetings to improve the co-ordination and implementation of animal health and production activities in the region and participate in the programme workshops as necessary.
7. Maintain liaison with international animal health and production agencies, universities and other training institutions as appropriate.
8. With other members of the Programme, seek donor funding to further develop and increase the availability of regional animal health and production activities as recommended by the meetings of the Permanent Heads of Agriculture and Livestock Production Services (PHALPS) and the Regional Technical Meetings of Heads of Veterinary Services (RTMHVS).
9. Prepare reports, work programmes and budgets at specified intervals.
10. Perform other duties as required by the SPC Deputy Director General, Suva.
QUALIFICATIONS, EXPERIENCE AND SKILLS
1. Applicants for this post must have a recognised degree in veterinary medicine or a degree in animal health and production and preferably a post graduate qualification appropriate to the position with at least five years relevant experience.
2. Qualifications and or experience in livestock economics and knowledge of participatory methods and experience in their application would be useful.
3. Qualifications and or experience in veterinary epidemiology in particular skills in disease investigation and surveillance.
4. Knowledge of the interactions and importance of social, economic and physical factors in livestock production.
4. An awareness of the animal health and production systems and constraints in the Pacific Island countries.
4. Excellent communication skills in both written and spoken English and a good working knowledge of French are essential due to the nature of the projects activities and the collaborating agencies.
4. Highly developed interpersonal skills and an ability to work effectively in a multi-cultural environment (with previous Pacific Island experience a valuable asset).
4. Familiarity with computers (word processing, statistics, databases and spreadsheets) is essential.
SALARY AND ALLOWANCE
The starting salary for this position will be F$5,790 per month. In addition, an Establishment Grant will be payable to non-residents of Fiji. SPC emoluments are not subject to income tax in Fiji at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = F$2.00.
TENURE
The appointment will be for a period of two years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further period subject to performance and continued funding availability.
DUTY STATION
Suva, Fiji.
ACCOMMODATION
A rental assistance of F$1,170 per month will be provided.
LEAVE
Leave will accrue at the rate of 25 working days per annum of active duty service.
SICK LEAVE
Thirty working days per annum.
MEDICAL BENEFITS
The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. Staff contribute eight per cent of basic salary to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside Fiji, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.

SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.

PETROLEUM ADVISORY SERVICE - RESEARCH ASSISTANT
The Secretariat is seeking a suitably qualified and experienced person to work as Petroleum Advisory Service - Research Assistant in the Trade and Investment Division.
The Forum Secretariat Petroleum Advisory Service currently makes available a wide range of services to Forum Island Countries including assistance with fuel price negotiations, providing data on regional fuel market prices, shipping costs, logistics and industry standards. We now propose to increase our capacity to gather detailed demand data and introduce cross regional cost benchmarking.
The Petroleum Advisory Service - Research Assistant will be responsible to the Director, Trade and Investment Division through the Petroleum Adviser and will be accountable for:
· Maintenance of a fuel pricing database requiring regular data input and information dissemination to member countries; · Development and maintenance of a regional petroleum demand database including routinely sourcing statistical information from Forum Island countries; · Development and maintenance of a regional fuel cost benchmarking database; · Data trend analysis; · Provide other support as required.
Applicants must be self-starting recent university graduates in science, economics or a related discipline, ideally with some experience in statistical analysis. Good and concise written communication skills in the English language are essential. Computer literacy is required, preferably with a working knowledge of Microsoft Office software. Some travel in the region may be required.
The position will be available as a one-year contract, renewable for one year subject to satisfactory performance. The position will be offered at a full-time salary level of $22,613. Other benefits are available.

NATURE OF POSITION: The position is located on Rota, CNMI, under the direction of the Crop production improvement program leader and under the direct supervision of the CNMI-CREES Rota Coordinator.
DUTIES AND RESPONSIBILITIES: Agriculture Research/Extension programs are interdisciplinary and require the ability of the Agent to work as a team member to: 1) Identify and diagnose important problems of farmers, households, consumers and merchants 2) Establish research and extension program priorities 3) seek and prepare grant proposals 5) develop a plan of work and 6) implement, evaluate, and interpret research, extension, and other activities; working with clientele, advisory groups, Northern Marianas College (NMC) staff, and other agencies and organizations.
Performs job duties using appropriate research/extension methods, techniques, and technology; evaluates educational activities for effectiveness; recruits, trains, organizes, involves, and recognizes volunteer leaders (youth and adult); establishes and maintains effective working relations with other extension and research specialists.
The agent will be responsible for the implementation, on Rota, of the approved CNMI Cooperative Research, Extension, and Education Service Integrated Pest Management (IPM) Project;
For the implementation of the IPM project the agent shall:
1. Participate in the "Training for IPM Trainers" Program; 2. Implement and prepare the report on the KAP survey held on Rota; 3. Hold IPM workshops and community awareness programs on Rota; 4. Manage and assist in the implementation of the weekly pest scouting activities, ensure the data collected are placed into the database ; 5. Be responsible for the communications channel between farmers and the concerned technical agents on crop production problems encountered in the fields; supervise DLNR and local CNMI-CREES staff working on IPM. 6. Assist in other activities related to the IPM project as assigned by the IPM coordinator with the concurrence with the Rota CREES Coordinator.
Performs other duties as requested.
MINIMUM QUALIFICATIONS: Must have a Bachelor's degree in Agriculture, Plant Pathology, Entomology or related field. Good knowledge of the insect, disease, weed and other pest problems of the crops grown in the CNMI. A good understanding of IPM and suitable methods of controlling pests in the CNMI is required. Training or experience in extension program development and evaluation, and proposal writing is strongly preferred. Familiarity in working with computers is required. The Forum Secretariat was established in 1972 by the South Pacific Forum to encourage economic and political co-operation between its member countries, and between those states and the more industrialised countries.
PROJECT MANAGER - MARINE ORNAMENTALS CERTIFICATION
The Secretariat, in cooperation with the Marine Aquarium Council based in Honolulu, Hawaii, is seeking a suitably qualified person for the position of Project Manager - Marine Ornamental Certification Project. The long term goal of the Project is to use market forces to transform the marine ornamentals industry in at least three Forum Island Countries (FIC's) into one based on quality and sustainable use of coral reefs.
The Project Manager is expected to be based at the Secretariat but will report to the Director of the Marine Aquarium Council. The position is part-time on a mutually agreeable period of approximately 125-130 working days per year, extending over an anticipated period of two years. Remuneration will be based on skills and experience, but is expected to be in a range between $F30,000 to $F35,000 per annum.
The position is open to citizens of Pacific Island countries of the South Pacific Forum or Canada. It is essential that applicants have the following skills and experience: ? an understanding of, and experience in, sustainable development and conservation, as well as business and industry in the South Pacific Region, preferably in relation to marine resources; ? ability to develop a multi-stakeholder network and organise and facilitate multi-stakeholder meetings and consultations; ? professional experience in a number of Pacific Island Countries; ? high level of organisational, project management and leadership skills, self motivated and proven ability to work without direct supervision; ? excellent written and oral communication skills; ? computer literate (word processing and international electronic communications).
An understanding of the marine ornamentals industry issues and practices (preferably based on experience in the industry), coral reef sustainable use, experience in labelling/ certification and research and report writing would be highly desirable.

Duties and responsibilities:
Under the general supervision of the Chief, Water Resources, Development and Management Service, and the immediate super-vision of the Senior Officer, Water Management and Irrigation Systems Group, the incumbent provides technical support to policy and programme activities in irrigation systems management and institutional and manpower aspects of irrigation management. More specifically the incumbent:
advises on issues related to the modernization of irrigation systems, including technical, managerial, institutional, organizational and training aspects of the management of irrigation systems and schemes;
analyzes and disseminates data and information, within and outside the Organization, and assists in development and applications of computerized information systems for irrigation systems management;
develops and advises on strategies, policies, technical requirements, methods and guidelines for irrigation systems modernization;
designs and implements programmes and projects; participates in the formulation of field projects, recruitment and technical super-vision of staff, technical backstopping, and review and appraisal of field projects;
develops training material; organizes and participates in technical meetings, workshops and training courses;
assists in the coordination and cooperation of the work of the Service with other sectors of the Organization and other agencies having irrigation systems programmes;
assists FAO members in their programmes through reviews and the provision of policy and and technical advice on irrigation systems and institutions;

Qualifications and experience - Essential
Advanced University Degree in civil, hydraulic or agricultural irrigation engineering
Seven years of progressively responsible professional experience in irrigation systems management for agriculture, which should include working experience in developing countries. Experience in related manpower policy, management and training; Experience and good understanding of the various aspects of agricultural water use.
Working knowledge (level C) of two of the following languages: English, French or Spanish --------

Applications are invited for the positions of Resource Economist and Community Assessment and Participation Specialist. These positions will form part of the Project Coordinating Unit for the UNDP/GEF funded project to Implement the Strategic Action Programme for International Waters of the Pacific Islands Region.
The long-term objective of this project is to conserve and sustainably manage the coastal and ocean resources in the Pacific Region. Targeted actions will be carried out in two complementary areas: Integrated Coastal and Watershed Management (ICWM) and Oceanic Fisheries Management (OFM). ICWM will focus on freshwater management, marine protected areas, coastal fisheries and waste management. These positions will assist the Project Manager to coordinate the project and to work specifically on the development and implementation of demonstration activities in the ICWM component. They will be located in Apia, Samoa, with the South Pacific Regional Environment Programme (SPREP) but will also be expected to work closely with UNDP, participating governments in the region and partner regional organisations including the Forum Fisheries Agency (FFA), the South Pacific Applied Geoscience Commission (SOPAC) and the Secretariat of the Pacific Community (SPC).
The Resource Economist will assume direct responsibility for the determination of economic aspects and viability of the demonstrations and other project activities, and liaise closely with related programmes in SPREP, UNDP and other regional partners. More specifically the Resource Economist will be responsible for the overall economic evaluation of resource use related to the implementation of the Strategic Action Programme for International Waters in the Pacific Islands Region.
The Community Assessment and Participation Specialist will work under the direct supervision of the Project Manager of the UNDP/GEF project. The Specialist will assume direct responsibility for the substantial community assessment, participation, information, and education activities of the project, and work closely with the existing education, assessment and information specialists in SPREP, UNDP and other regional partners.

NATURE OF POSITION
This position is located in the CNMI Co-operative Research Extension and Education Service (CNMI-CREES), under the supervision of the Director of CREES and the administrative leadership of the Tinian Co-ordinator. It leads the Livestock Improvement Program for the CNMI. The position is located on Tinian, CNMI. The appointment is 50%, for agricultural research, and 50%, for agricultural extension.
DUTIES AND RESPONSIBILITIES:
·Agriculture Research / Extension programs are interdisciplinary and require the ability of the scientist to work as a team member to: 1) identify and diagnose important problems of farmers; 2) establish research and extension program priorities; 3) prepare grant proposals; 5) develop a plan of work and 6) implement, evaluate, and interpret research, extension, and other activities; working with clientele, advisory groups, Northern Marianas College staff, and other agencies and organizations. Performs Job duties using appropriate research / extension methods, techniques, and technology; evaluates educational activities for effectiveness; recruits, trains, organizes, involves, and recognizes volunteer leaders (youth and adult); establishes and maintains effective working relations with other extension and research specialists. Acts as a Program Leader and Principal Investigator (Pl) in the CREES Livestock Production Improvement Program.
Works co-operatively with Agriculture and Life Sciences research and extension staff to car out various experimental studies; collects, records and analyzes data; disseminates information generated by research, produces and disseminates extension publications, and addresses environmental issues facing the agricultural industries including pesticides in the environment and quantity and quality of water.
Co-ordinates and collaborates with the local Governments, Department of Lands and Natural Resources, The Tinian and Augean Soil and Water Conservation District, Department of Environmental Quality, Department of Coastal Resource Management, USDA Natural Resource Conservation Service, the Farm Services Agency, farmers and ranchers, input suppliers and meet processors and wholesalers, etc. on projects or programs in agriculture, pastures, livestock, forestry, soil conservation, water resources, quarantine, and other agriculturally related projects or programs. Plans and implements an effective public relations program to promote extension / research. May be asked to teach courses in areas of expertise for the ALS degree program.
Performs other duties as requested.
SUPERVISORY RESPONSIBILITIES
The scientist will be expected to develop the work plan, assign and review work and evaluate the performance of junior CNMI-CREES and DLNR staff assigned to the Livestock Production Improvement Project. Supervision, guidance and performance evaluation will be provided to the scientist by the Tinian CREES Co-ordinator and the Director.
MINIMUM QUALIFICATIONS:
Master's degree (or BS degree with at least 10 years highly relevant experience in research or extension) in pasture agronomy, animal husbandry or animal science . Knowledge of tropical or semi tropical pasture and livestock production. Familiarity in working with computers.
Demonstrated writing ability and capability in preparing grant proposals. Ability to work as a multidisciplinary team member and to work well with farmers. Willingness to work in the field, implementing on station, on farm or other types of trials.

Duties and Responsibilities · Serve as adviser to the Project Coordinator and the Biodiversity Planning Unit on technical matters related to the Project, especially those of outputs for the first national communication of Cambodia; · Advise the PC on the inputs of technical experts and consultants, including both national and international personnel; · Prepare a simple manual on biodiversity planning suitable for translation into the Khmer language; · Orient, provide training for, and guide the Biodiversity Planning Unit in the implementation of its Project responsibilities, provide overall guidance for the biodiversity planning process leading to the formulation of a Biodiversity Action Plan, and contribute to the organisation and writing of the Plan; · Assist Sectoral Biodiversity Planners in the conduct of sectoral policy reviews to accommodate biodiversity management considerations; · Work closely with the National Biodiversity Steering Committee (NBSC) and provide assistance, where requested and practicable, in the biodiversity management matters which it addresses; · Contribute to relevant workshops organised as part of the Project, and participate in a programme of visits to, and discussions in, Provinces, where appropriate; · With the PC and the BPU, assist one province in the formulation of biodiversity management policy, and prepare general guidelines on the subject for all provinces; · Take all possible opportunities to establish interactive relationships with national staff engaged in the Project, and to transfer skills, knowledge and understanding to them; and · Under the guidance of the Project Coordinator, give to representatives of the Implementing agencies and Executing Agency/UNDP, a comprehensive verbal briefing on the work carried out, supported by a useful written summary - at the end of assignment, and submit a final mission report within one month of the completion of the assignment.

Scheduling of inputs Five separate inputs, as follows: · Month 1 (4 weeks): Establish interagency groupings, facilitate participatory project design, and prepare Project Document. · Months 3-4 (6 weeks): Sector reviews, BPU training, reports compilation, establishment of CHM, support first NBSC meeting, arrange specialist inputs to biodiversity planning process. · Months 7-8 (8 weeks): NBSC meeting II, BAP National Workshop I, sectoral policy development, Provincial visits, assess specialist reports, status report outline and first phase, prepare working papers, guidelines and brief for BPU participation in field projects, theme workshops for NBSC, Ministry of Planning workshops, and briefing for NBSC-BPU study tour. · Months 11-12 (6 weeks): NBSC meeting III, prepare working papers, draft and final status report, debrief BPU re participation in field projects, guide inputs to climate change project, review SBP roles and progress and address any difficulties. · Months 17-18 (8 weeks): Penultimate NBSC meeting, BAP National Workshop II, review BAP material and produce final draft BAP, assist finalise implementation arrangements, development of biodiversity future scenarios, consolidation of BPU experience and training.
Qualifications · an advanced academic degree (Master's or higher) in applied biological sciences, agriculture, forestry, fisheries, or in a relevant field of geography; · a minimum of five years of relevant work experience in the conservation and sustainable management and utilisation of biodiversity; · familiarity with UNEP's "Guidelines for Country Study on Biological Diversity" (UNEP, 1993), IUCN's "A Guide to the Convention on Biological Diversity" (Glowka, et al. 1994), WRI/IUCN/UNEP's "National Biodiversity Planning: Guidelines Based on Early Experiences Around the World" (Miller and Lanou, 1995), and the GEF Revised Operational Criteria for Enabling Activities for Biodiversity (1997); · demonstrated ability of a practical understanding of the full breadth of biodiversity use, not only limited to protected areas management; · an understanding of the nature and role of development planning is needed, and of the perspectives of Provincial and local level governments, and of rural communities; · prior working experience in Cambodia is desirable; · a proven record of clear report writing, and adherence to reporting dates, and an ability to guide, support and motivate a team; · fluency in the English and/or French language; and · computer competence in MS Word and Excel.

NUTRITION EDUCATION & TRAINING OFFICER (NETO)
Background
The Secretariat of the Pacific Community (SPC) is a technical advice, assistance, training and research agency serving 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. SPC currently has more than 200 staff members and is a bilingual organisation, with English and French as its official working languages.
The Community Health Programme (CHP) is part of the Social Resources Division, which also includes a number of socio-economic programmes.
The CHP currently consists of seven projects: Healthy Lifestyle; Regional Health Management; Pacific Vector Borne Diseases; HIV/AIDS & STDs; Public Health Surveillance & Communicable Diseases Control; Regional Tuberculosis, and Health Promotion. By mid year, a new project on nutritional health, Non-Communicable Diseases, will be an added feature to SPC's community health programme.
1. THE POSITION
The successful applicant will be a member of the Nutrition and Healthy Lifestyle Section of the Community Health Programme of SPC and be responsible to and assist the Healthy Lifestyle Advisor. He/she will be required to carry out specific tasks in nutrition education resource development; nutrition information and communication; and assist in building the competence of Pacific Island nutritionists. In addition, he/she will be required to liaise and work in partnership with all SPC programmes and sections, cooperate with other Pacific and international agencies and undertake such other duties as may be determined from time to time.
2. SPECIFIC DUTIES AND RESPONSIBILITIES
(a) Nutrition Education Resource Development
Be responsible for an ongoing needs assessment of nutrition education materials in Pacific Island countries, the evaluation of existing nutrition education resources and the development of new materials. This will involve:
* the implementation of an ongoing needs assessment of nutrition education resources and teaching materials in SPC member countries; * the evaluation of existing nutrition education materials in terms of their appropriateness and effectiveness, and modify where necessary; * the development of new nutrition and health education materials appropriate to local needs. This includes training, production, distribution and follow-up evaluation; * the facilitation of country initiatives in resource development when requested; * collaboration with and support for CETC in the development and implementation of community nutrition and NCD training programmes and relevant resource development.

(b) Information and Communication
Be responsible for providing food and nutrition information and clearinghouse services to the region by:
* preparing for publication the quarterly newsletter 'Pacific Islands Nutrition' (PIN); * providing nutrition counterparts with information on current regional and international nutrition research; * providing current professional development and nutrition training information; * the maintenance of SPC's online 'Pacnet' and the Directory of Nutrition Resource Personnel; * regularly updating the nutrition publications list and the PIN mailing list; * maintaining adequate stocks of SPC's nutrition education resource materials; * undertaking the position of Secretary for the Pacific Islands Nutrition and Dietetics Association (PINDA).
(c) Capacity and Competence Development
To assist the Healthy Lifestyle Adviser implement the Section's policy of facilitating the professional development of Pacific Island nutritionists, especially as it relates to a managed programme of skills transfer associated with the design and implementation of nutrition education programmes and the development of appropriate and effective resource materials as detailed in 2(a) above. Capacity building is achieved through special training, support, encouragement and/or organized work experience for Pacific country counterparts. Consequently, the NETO is required to:
* provide genuine and meaningful involvement in needs assessment, programme and resource development and follow-up evaluation; * undertake these processes in a transparent and professionally responsible manner; * encourage Pacific island counterparts to contribute professional articles to PIN and present at relevant workshops; * respond positively to Pacific country requests for assistance with other nutrition and health related matters.
3. SKILLS AND QUALIFICATIONS REQUIRED
(a) Very Important
* Relevant tertiary qualifications in nutrition or a related discipline from a recognized institution. * Clearly demonstrated competence as an affective team member possessing good interpersonal skills. * Demonstrated competence in the development and assessment of community nutrition programmes and materials. * A minimum of five years successful nutrition-related work-experience in Pacific/developing countries among persons who use English as a second language. * Possess highly developed skills in oral and written English, report writing and cross-cultural communication. * A willingness to travel extensively throughout the region. * Computer literacy using PC platforms.

(b) Important
* Appropriate qualifications and experience in adult education and/or training. * Some knowledge of the structure and functions of agencies and donors in the Pacific region. * Some experience in food, nutrition and health research and the use of nutrition-related software. * An ability to communicate in the French language.
SALARY AND ALLOWANCE
The starting salary for this position will be CFP 373,212 francs per month in the SPC PO5 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = CFP 127 francs.
TENURE
The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.
DUTY STATION
Noumea, New Caledonia.
ACCOMMODATION
An SPC-owned house or flat will be made available, based on the following deductions from basic salary:
2 bedrooms - 11.5% 3 bedrooms - 12.5% 4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.
LEAVE
Leave will accrue at the rate of 2.5 working days per calendar month of active duty.
SICK LEAVE
Thirty working days per annum.

MEDICAL BENEFITS
The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, airfares by the most direct/and or economic route for the appointee and recognised dependents, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the workplace.

DUTY STATEMENT
COMMUNITY FISHERIES ADVISER
The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 200. SPC is officially bilingual, with English and French being the working languages.
The Coastal Fisheries Programme (CFP) comprises almost half of the SPC's Marine Resources Division. Its mission is: "To provide a regional support service that assists Pacific Islanders in identifying the status, and optimising the long-term social and economic value, of small-scale fisheries and aquatic resources in Pacific Island waters."
The Community Fisheries Section is part of the Coastal Fisheries Programme and its objective is "to assist coastal fishing communities, particularly women, effectively participate in, and benefit from regional and national fisheries management and development activities".
The Community Fisheries Adviser is responsible to the Director of the Marine Resources Division and is responsible for the day-to-day management of a section currently including two other staff (one professional and one support) and implementing several complementary AID-funded projects.
The post requires a self-starter with considerable initiative, accustomed to working in new situations in new countries and comfortable collaborating with people from all levels of Pacific Island society, from the community to the senior government level.
DUTIES AND RESPONSIBILITIES
It is suggested that applicants describe their suitability according to the following typical responsibilities of the Community Fisheries Adviser:
* Manage and implement projects to assist the member countries of SPC in improving appropriate fisheries activities and practices in coastal fishing communities. This will include the provision of advice on fisheries in general, and the organisation and delivery of suitable training programmes and workshops to meet the specific requirements of individual countries or communities; * * Based on fieldwork in member countries and territories, and other reports and contacts, collect and compile existing and new information on the activities, roles and development options of women and men in Pacific Island subsistence and artisanal fisheries, and produce reports for the benefit of local, national, regional and international planning processes; * * Maintain a regional network of contacts as a means of exchanging ideas, knowledge and experience, and discussing issues of concern for Pacific Island communities involved in the fisheries sector, and produce and disseminate resource materials including training manuals and videos; * * Promote and assist in the development of income-generating activities for women based on seafood harvesting, processing and marketing, using environmentally sound technologies compatible with the sustainable use of marine resources; * * SPC/Recruitment Notice No. 00/05 * Page 2 * * * * Provide technical support to other Programmes of SPC, as well as to other regional organisations as appropriate including, in the shorter term, assistance to the Forum Fisheries Agency in assessing the role of different sections of the community in national tuna fisheries and thus the development of appropriate national tuna fishery management plans; * * Manage and report on expenditure and activities according to the aims of projects implemented in partnership with national and international funding agencies and foundations, and develop new project proposals in order to address future objectives of the section, according to the mandate and guidance provided by SPC member governments and administrations. * * * QUALIFICATIONS AND EXPERIENCE * * Very Important * * A University or equivalent qualification in a field relevant to fisheries development or fisheries management; * At least 5 years employment in a field relevant to Pacific Island fisheries; * Experience in working with Pacific Island coastal communities * Demonstrated writing ability (please attach publications list) * Evident willingness to travel and undertake overseas assignments in SPC member countries and territories for up to 50% of the time, and to live in village conditions or aboard fishing vessels as necessary. * * Important * * Practical fishing experience; * Experience in the development and implementation of training programmes or workshops in a relevant field; * Project administration and budget management experience.
English/French bilinguality would be an advantage, but the applicant must in any case be fluent in English in order to effectively implement the section's activities, most of which take place in the 19 English-speaking countries and territories of the SPC work-area.

TENURE
The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.

DUTY STATION
Noumea, New Caledonia
ACCOMMODATION
An SPC-owned house or flat will be made available, based on the following deductions from basic salary:
2 bedrooms - 11.5% 3 bedrooms - 12.5% 4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.
LEAVE
Leave will accrue at the rate of 2.5 working days per calendar month of active duty.
SICK LEAVE
Thirty working days per annum.
MEDICAL BENEFITS
The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, airfares by the most direct/and or economic route for the appointee and recognised dependents, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
