Duties and responsibilities:

Under the general supervision of the Chief, Water Resources, Development
and Management Service, and the immediate super-vision of the Senior
Officer, Water Management and Irrigation Systems Group, the incumbent
provides technical support to policy and programme activities in
irrigation systems management and institutional and manpower aspects of
irrigation management. More specifically the incumbent:
advises on issues related to the modernization of irrigation systems,
including technical, managerial, institutional, organizational and
training aspects of the management of irrigation systems and schemes;
analyzes and disseminates data and information, within and outside the
Organization, and assists in development and applications of computerized
information systems for irrigation systems management;
develops and advises on strategies, policies, technical requirements,
methods and guidelines for irrigation systems modernization;
designs and implements programmes and projects; participates in the
formulation of field projects, recruitment and technical super-vision of
staff, technical backstopping, and review and appraisal of field projects;

develops training material; organizes and participates in technical
meetings, workshops and training courses;
assists in the coordination and cooperation of the work of the Service
with other sectors of the Organization and other agencies having
irrigation systems programmes;
assists FAO members in their programmes through reviews and the
provision of policy and and technical advice on irrigation systems and
institutions;
performs other related duties as required

Qualifications and experience - Essential

Advanced University Degree in civil, hydraulic or agricultural
irrigation engineering
Seven years of progressively responsible professional experience in
irrigation systems management for agriculture, which should include
working experience in developing countries. Experience in related manpower
policy, management and training; Experience and good understanding of the
various aspects of agricultural water use.
Working knowledge (level C) of two of the following languages: English,
French or Spanish

Selection Criteria:

Qualified candidates will also be assessed against the following Selection
Criteria:

Advanced knowledge in irrigation system management and of principles of
modem water control and experience in technical modernization;
Good understanding of institutional restructuring of irrigation systems
(privatization, turn-over);
Demonstrated ability to do diagnostic studies analysis and synthesize
technical information;
Demonstrated ability to formulate and implement programmes and field
projects;
Demonstrated leadership, coordination, managerial, negotiating and
advisory skills;
Ability to make effective oral and written presentations, write clear
and concise reports and organize and conduct technical meetings;
Maturity, initiative, tact and a high sense of responsibility;
Demonstrated computer literacy and ability to use word-processing and
standard computer software;
Demonstrated ability to work harmoniously with people of different
national and cultural backgrounds and technical disciplines;
Knowledge of FAO activities, structure and procedures; experience in the
development of international information systems.

Level P-4 carries a net salary per year (inclusive of a variable element
for post adjustment) from US$ 53081 to US$ 65491 (without dependents) and
from US$ 57000 to US$ 70613 (with dependents).

Academic Qualifications

Knowledge of Languages
Please list the languages with which you are familiar, beginning with
your mother tongue, indicating the extent of your knowledge as:
excellent
good = working knowledge (level C)
fair = limited knowledge (level B)

With a working knowledge (level C) of a language, you will be expected
to work independently using the language required, to prepare a variety
of written communications (correspondence, reports, working papers,
etc.), to participate actively in meetings and in work-related
discussions, etc.
With a limited knowledge of a language, you will be expected to follow
work related discussions or meetings, even though you may wish to
intervene in another official language. You will be expected to
participate in simple conversations, to use the telephone, to read an
understand work-related texts and to write simple communications, etc.

Experience
