1. The Secretariat of the Pacific Community (SPC) invites application
for the position of Veterinary Epidemiologist with the SPC Agriculture
Programme, based in Suva, Fiji. Closing date for applications will be 31

DUTY STATEMENT

Veterinary Epidemiologist

ANIMAL HEALTH AND PRODUCTION SECTION
AGRICULTURE PROGRAMME


GENERAL

The SPC Agriculture Programme of the Land Resources Division, comprises
the four main service areas namely: Crop Improvement Service; Plant
Protection Service; Animal Health and Production Service; and Resource
Economics and Agricultural Information Service. The Agriculture Programme
has recently developed and is currently implementing a new strategic plan
which takes a holistic approach and integrates the activities of the four
sections.
In the last two years the focus of the Animal Health and Production
Service has broadened to include the development of livestock production
within the constraints, including physical, economic and social
constraints, of Pacific island countries and territories. This position
will continue development of an integrated approach to livestock
production as well as providing advice and assistance on monitoring of
livestock diseases to Pacific island countries and territories.


POSITION

Responsible to: Animal Health Adviser.


DUTIES AND RESPONSIBILITIES

The Veterinary Epidemiologist will be primarily responsible for:

1. Carrying out studies to determine the role of livestock and
livestock production in the social, economic and physical environments of
Pacific island countries and territories.

2. Assisting countries improve the efficiency and sustainability of
agricultural systems through use of integrated approaches to livestock
production.

3. Assisting countries to carry out risk assessments to enable trade in
animals and animal products.

4. Providing technical advice and assistance on development of
livestock development policies and plans on request of member countries.

In addition the Veterinary Epidemiologist will:
5. With other members of the Programme be required to provide advice
and assistance (technical backstopping) on all aspects of animal health
and production as requested to the member countries of SPC. In particular:
carrying out disease investigations, development of contingency plans and
co-ordinating the provision of laboratory activities in the region for
veterinary diagnostic and disease surveillance purposes, including the
negotiation of import and transit permits to facilitate the movement of
pathological specimens.

6. With other members of the Programme, organise regional and
sub-regional technical meetings to improve the co-ordination and
implementation of animal health and production activities in the region
and participate in the programme workshops as necessary.

7. Maintain liaison with international animal health and production
agencies, universities and other training institutions as appropriate.

8. With other members of the Programme, seek donor funding to further
develop and increase the availability of regional animal health and
production activities as recommended by the meetings of the Permanent
Heads of Agriculture and Livestock Production Services (PHALPS) and the
Regional Technical Meetings of Heads of Veterinary Services (RTMHVS).

9. Prepare reports, work programmes and budgets at specified intervals.

10. Perform other duties as required by the SPC Deputy Director General,
Suva.


QUALIFICATIONS, EXPERIENCE AND SKILLS

1. Applicants for this post must have a recognised degree in veterinary
medicine or a degree in animal health and production and preferably a post
graduate qualification appropriate to the position with at least five
years relevant experience.

2. Qualifications and or experience in livestock economics and
knowledge of participatory methods and experience in their application
would be useful.

3. Qualifications and or experience in veterinary epidemiology in
particular skills in disease investigation and surveillance.

4. Knowledge of the interactions and importance of social, economic and
physical factors in livestock production.

4. An awareness of the animal health and production systems and
constraints in the Pacific Island countries.

4. Excellent communication skills in both written and spoken English
and a good working knowledge of French are essential due to the nature of
the projects activities and the collaborating agencies.

4. Highly developed interpersonal skills and an ability to work
effectively in a multi-cultural environment (with previous Pacific Island
experience a valuable asset).

4. Familiarity with computers (word processing, statistics, databases
and spreadsheets) is essential.


SALARY AND ALLOWANCE

The starting salary for this position will be F$5,790 per month. In
addition, an Establishment Grant will be payable to non-residents of Fiji.
SPC emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.00.
TENURE

The appointment will be for a period of two years in the first instance,
subject to the satisfactorily completion of a one-year probationary
period. The contract may be renewed for a further period subject to
performance and continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active duty
service.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC's Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors' fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident
Fund. Staff contribute eight per cent of basic salary to which SPC adds a
matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most direct/and
or economic route for the appointee and recognised dependants, and
reasonable removal expenses by sea of personal and household effects will
be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.
