DUTY STATEMENT

ADMINISTRATION OFFICER


RESPONSIBLE TO : Senior Deputy Director General (Suva) for the day-to-day
administrative and personnel operations for the Suva Office as well as for
programmes and projects managed from Suva and, to the Director of Corporate
Services for corporate administrative and personnel matters.

GENERAL

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of 22 Pacific Island countries and territories
of Melanesia, Micronesia and Polynesia. It currently has a staff of more
than 230. SPC is officially bilingual, with English and French being the
working languages.


DUTIES AND RESPONSIBILITIES

The Administration Officer will be responsible for the effective and
efficient functioning of the administrative and personnel support services
provided to the office of the Senior Deputy Director General-Suva and all
Programmes administered from Suva. The administrative and personnel support
services cover the following areas:

* Provide administrative support to all Suva based programmes in four
different locations.
* Personnel management.
* Clerical, Registry, and Communications services including Faxes,
Mail, and Telephones.
* Supervising Driver/Messenger Services.
* Inventories and Fixed Assets Upkeep.
* Insurance and Security.
* Buildings, Plant, Equipment and grounds maintenance at Nabua and
Narere complexes.
* Procurement functions (bulk orders etc).
* Staff Recruitment including advertising, interviews, issue of
contracts of employment and induction; and
* Staff Training and Development.

The major responsibilities will be:

1. To advise the Senior Deputy Director General-Suva and staff on the
Secretariat's administrative practices and procedures and application of
Staff Rules and Regulations.

2. Assist the Deputy Director General-Suva with the implementation of
policy changes within the organisation or those relevant specifically to the
Suva office.

3. Supervise the work of all Administrative Support staff to ensure
that the services provided are effective and efficient.

4. Develop and implement annual work-plans for the administrative
section that ensures maximum support to all SPC programmes managed out of
Suva to achieve their objectives.

5. Manage the operations of the central registry and action all
correspondence relating to Administration in general.

6. Liaise with the Fiji Ministry of Foreign Affairs on matters relating
to the immunities and privileges extended to the Senior Deputy Director
General-Suva, expatriate staff and SPC.

7. Manage and approve expenditure for the Section in accordance with
the approved budget provisions.

8. Assist the Senior Deputy Director General-Suva and Programme Heads
with the recruitment of Professional and support staff in line with approved
procedures.

9. Assist with all other aspects relating to the Human Resources
Development of the Organisation.

10. Any other relevant duties as required by the Senior Deputy Director
General-Suva.


QUALIFICATIONS AND EXPERIENCE

* Recognised qualifications in Administration and/or Human Resources
Management.
*
* At least five years professional experience in a middle or senior
level management position preferably in an organisation using modern
management and information management techniques.
*
* Analytical ability, supervisory skills, tact, discretion and
advanced computer literacy.
*
* Excellent communication and interpersonal skills with the ability to
maintain effective relationships with persons of different national
backgrounds.
*
* Affinity for team work, initiative and ability to determine and
achieve objectives.


SALARY AND ALLOWANCE

The starting salary for this position will be F$46000 per annum. In
addition, an Establishment Grant will be payable to non-residents of Fiji.
SPC emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.10.


TENURE

The appointment will be for a period of three years in the first instance,
subject to the satisfactorily completion of a one-year probationary period.
The contract may be renewed for a further period subject to performance and
continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.

LEAVE

Leave will accrue at the rate of 25 working days per annum of active duty
service. For expatriate staff members, home leave fares are payable after
three years of service, and if contract is renewed.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC's Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors' fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident
Fund. Staff contribute eight per cent of basic salary to which SPC adds a
matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most direct/and or
economic route for the appointee and recognised dependants, and reasonable
removal expenses by sea of personal and household effects will be met by SPC
on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.
