SECRETARIAT OF THE PACIFIC COMMUNITY
DUTY STATEMENT
REEF FISHERIES PROJECT OFFICER
The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.
The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20 in 6 sections covering
Development, Training, Information, Community, Resource Assessment and
Management aspects of Pacific Island domestic fisheries, and
Aquaculture. Its overall mission is: "To provide a regional support
service that assists Pacific Islanders in identifying the status, and
optimising the long-term social and economic value, of small-scale
fisheries and aquatic resource use in Pacific Island waters."
The Reef Fisheries Project Officer is organisationally placed within CFP
Reef Fisheries Assessment and Management Section, and is responsible to
the Principal Reef Fisheries Scientist for implementing relevant
activities of the coastal (Comparative Assessment of Reef Fisheries)
component of the PROCFISH project. The PROCFISH CARF project component
will be responsible for compiling the first major baseline assessment of
reef fisheries (both resource and human aspects) using common
methodologies across most of the Pacific Community work area.
The post is based at the Secretariat of the Pacific Community
Headquarters in Noum¨¦a but will involve considerable travel. The Reef
Fisheries Project Officer will work with the subproject leader and other
senior staff of the project to achieve relevant project goals and
objectives within budget and planned timeframes. He/she will participate
in the organisation of fieldwork, and the analysis and interpretation of
reef fishery data in collaboration with programme staff, and in the
context of an integrated social and ecosystem approach to sustainable
harvest and management of reef fisheries in the region. His/her work
will focus particularly on facilitating the scientific work of the reef
fisheries project team, particularly the fieldwork. The primary clients
of the project are the governments and the peoples of the island members
of the Pacific Community, and the successful applicant will display a
strong awareness of their coastal fisheries management objectives and
needs.
The post requires a self-starter with considerable initiative, an
excellent practical knowledge of reef fisheries in the Pacific Community
region, and experience in taking part in appropriate applied research
programmes. When making letters of application for the post, candidates
are advised to describe their qualities in relation to the requirements
of this and the previous paragraph.
DUTIES AND RESPONSIBILITIES
The Reef Fisheries Project Officer is responsible to the Principal Reef
Fisheries Scientist, and the duties of the post are implemented in

ecological research on reef and lagoonal resources in relation to
fisheries activities, including socio-economical aspects.
2. Assist in the implementation of field sampling programmes, and
the analysis of resulting data, based on standardised methodologies.
3. Assist in assessing the status of reef resources and, where
possible, the impact of fisheries (especially for vertebrates).
4. Help develop indicators and models that can be applied to other
Pacific Island reef fisheries to extrapolate estimates of fishery
resource based on easily-collectable data.
5. Collaborate closely with other staff of the Coastal Fisheries
Programme (Marine Resources Division) and other collaborative
institutions and joint research programmes.
6. Assist in the preparation of reviews, technical reports and
scientific papers for publication, and present findings within the study
countries and to regional and/or scientific meetings.
