THE STRATEGIC ACTION PROGRAMME (SAP) FOR THE INTERNATIONAL WATERS OF THE
PACIFIC SMALL ISLAND DEVELOPING STATES

INVITATION FOR AN EXPRESSION OF INTEREST
SYNOPSIS OF INFORMATION RELATING TO
THE QUALITY OF FRESHWATER AND WATERSHED MANAGEMENT ISSUES IN THE PACIFIC
ISLANDS REGION

Background
The SAP is a 5-year project funded by the Global Environment Facility (GEF),
implemented by the United Nations Development Programme (UNDP) and executed
by the South Pacific Regional Environment Programme (SPREP). The Project
Co-ordination Unit (PCU) for the SAP is based at SPREP's headquarters at
Apia, Samoa.

The SAP has two components. The oceanic component is specifically targeting
management and conservation issues associated with the regional tuna
resource in the Central Western Pacific. Responsibility for this aspect of
the SAP rests with the Secretariat for the Pacific Community (SPC), based in
New Caledonia, and the Forum Fisheries Agency (FFA) based in Solomon Islands.

The second component is concerned with coastal and watershed issues. The
PCU is responsible for this component, which will focus on the
implementation of 14 Pilot Projects, one in each island country
participating in the Programme (Cook Islands, Federated States of
Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New
Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu).

The Programme aims to assist island States, and their communities, improve
their capacity to manage transboundary water resources and create improved
processes to address environmental degradation and promote resource
sustainability. The Pilot Projects are to assist with the identification of
best practices and appropriate methodologies in four broad focal areas:
reducing community waste impacts on the environment, the sustainable
management of freshwater resources, management of marine protected areas and
sustainable management of coastal fisheries. Community level activity will
be important elements of each Project.

Project Description
The objective of this consultancy is to provide a review of published and
other information relating to the management and conservation of freshwater
resources at the community level in the Pacific Islands region. The review
will place particular emphasis on threats to catchments and groundwater
lenses and management issues related to the sustainability of sources of
potable water.

Terms of Reference

The consultancy may be undertaken either by a consultant working
independently or a team of consultants that would combine their efforts to
complete the work required.

The consultancy will result in a report that will be used by the PCU and its
partners to assist with the selection, design, implementation, monitoring
and evaluation of pilot projects that will address issues associated with
the management and conservation of freshwater resources in the Pacific
Islands region.

The report will include:

¡¤ A review of current information relating to freshwater resources
management in the Pacific Islands region. Emphasis will be on potable water
quality.

The review should summarize activities, within the region or elsewhere, that
have attempted to improve capacity to manage activities that threaten
freshwater resources within communities. As with all elements of the
review, adequate discussion of issues associated with different ecosystems
(low island/high island and coastal/upper watershed) shall be presented.

Information may include:
¡¤ threats to freshwater resources,
¡¤ a review of priority concerns in Pacific Island communities in relation to
securing adequate quality freshwater,
¡¤ the relationships between the effective management of freshwater resources
and other issues to be addressed under the SAP concerning community waste,
marine protected areas and sustainable coastal fisheries, and
¡¤ management and governance issues associated with securing sustainable
quality freshwater sources in communities that are generally experiencing
rapid population growth.

¡¤ An outline of the types of community-based project activities that could
be implemented to address freshwater sustainability issues in the Pacific
islands region under the SAP.

¡¤ A list of references, additional readings, potential resource people, and
web sites relating to the SAP's programme in community-based waste.

The review should focus on activities in the South Pacific region with
adequate representation and discussion of case studies from Melanesia,
Polynesia and Micronesia. Information from island ecosystems in other ocean
regions should be cited where appropriate.

Some source information will be available through a concurrent review to be
undertaken of past, current and planned country activities in the four focal
areas in the South Pacific region. This consultancy will involve a 3-day
visit to Fiji, to liaise with SOPAC staff. Time in Samoa will include
visits to the UNESCO office for discussions with technical staff there.

The product of the consultancy will be a report (no more than 25 pages plus
bibliography) submitted to SPREP in hard copy and electronic format. The
consultant will be required to submit a draft report to SPREP for comment.
Copyright for the report, and ownership of all material produced during the
consultancy, will be vested in SPREP.

Expression of Interest

Interested individuals and organisations are invited to submit a proposal
expressing interest in this consultancy. Each response must provide:

¡¤ the CVs of individuals that will contribute to the report,
¡¤ a summary of recent work in this field (client contact details and work
produced),
¡¤ an indication of availability between the late-March and the end of April
2001,
¡¤ indicative daily consultancy fees,
¡¤ a draft outline or table of contents for a report that may be produced
under the consultancy.

The International Waters Project will cover all costs associated with the
consultancy.

WOMEN'S AND CHILDREN'S HEALTH PROJECT PAPUA NEW GUINEA
COLD CHAIN LOGISTICS ADVISOR

The Papua New Guinea Women and Children's Health Project, funded by AusAID,
aims to develop the capacity of Papua New Guinea's Public Health Sector, at
the National, Provincial and District Level, to improve health service
delivery, particularly in Women and Children's Health. The Project
commenced implementation in June 1998, and is scheduled to run for 5 years.

Location: Based in Port Moresby the position requires considerable
in-country travel.

Specific Terms of Reference include:

¡¤ Responsible for the Cold Chain Logistics activities of WCHP at national
and provincial level in support of the Family Health Services unit of NDOH

¡¤ Implement strategies as developed in the Cold Chain Review and the
National EPI and Cold Chain Policy and as specifically reflected in the
Annual Activity Plans of the project

¡¤ Responsible for continued establishment of provincial vaccine stores and
rehabilitation of the Cold Chain at district level

¡¤ Monitor the Cold Chain logistic systems with provincial counterparts in
all provinces

¡¤ Responsible for the establishment of procurement and distribution systems
for vaccines, with direct distribution to provincial vaccine stores (this
includes stock control processes, monitoring the flow of vaccines through
the chain, and the introduction of mechanisms to maintain quality control)

¡¤ Provide support to the EPI Committee of NDOH and inter-agency coordination
meetings

¡¤ Supervise the annual refresher training in Cold Chain in support of the
on-going in-service program for provincial health workers at established
provincial based cold chain training facilities

¡¤ Establish a provincial Cold Chain training facility in Bougainville and
supervise the conduct of training

¡¤ Review the Cold Chain training program and training materials on an annual
basis

¡¤ Provide operational support to NDOH for the pilot introduction of Hib
vaccine in selected provinces and subsequently the incorporation into the
national EPI program.
¡¤ Assist the Australian Team Leader (ATL) in the compilation of quarterly
reports and annual plans.

Qualifications and Experience:

Pharmacy or medical or public health qualifications are essential. Post
graduate training in cold chain management and/or immunisation program
management will be well regarded. Experience in cold chain logistics and
vaccine procurement, storage and distribution in a developing country
setting is essential while such experience in PNG and/or Pacific Island
countries is highly desirable.

Vacancy: HUMAN RESOURCE DEVELOPMENT (HRD)/TRAINING OFFICER

undertaking training programmes in a range of environmental management issue
areas; a good understanding of current training approaches; proven project
management experience; a proven ability to work as part of an
inter-disciplinary and/or multi-cultural team; the ability to meet
deadlines, often under difficult circumstances; a proven ability to prepare
proposals and reports; and the ability to live and work within Pacific
island communities.
Conditions
Appointment will be at the Project Officer or Adviser Level of SPREP's
authorised salary scale for contract staff. The package will include annual
return airfares for appointee and dependents, a housing subsidy and other
benefits. SPREP remuneration may be tax-free depending upon circumstances.
The appointment will be for three years initially, with renewal for a
further term depending upon the officer's performance during the first term
and availability of funds.

The Pacific Islands Forum Secretariat was established in 1972 by the South
Pacific Forum to encourage economic and political cooperation between its
member countries*, and between these states and other countries.

DEVELOPMENT COOPERATION ADVISER

The Secretariat is seeking a suitably qualified and experienced person to
work as Development Cooperation Adviser in its Development and Economic
Policy Division.

The Development Cooperation Adviser will be accountable to the Director,
Development and Economic Policy Division for:
¡¤ ensuring effectiveness of mechanisms for appraising, monitoring and
evaluating donor assistance provided to, through or on the advice of the
Secretariat;
¡¤ the preparation of policy papers on regional development cooperation
issues and the coordination of regional development programmes;
¡¤ all aspects of organisation of regional meetings on development
cooperation issues;
¡¤ assisting the Director in managing and coordinating donors' regional
programmes administered through the Division;
¡¤ collecting and regularly disseminating information and analysis on key
development cooperation issues
¡¤ the effective representation of the Forum Secretariat at meetings; and
¡¤ other duties appropriate to skills and qualifications as required from
time to time.

Applicants must be citizens of Forum member countries*, should have an
advanced university degree in Development Economics or related field and at
least five years experience working on development cooperation issues and
associated development issues. Pacific experience is strongly preferred.
Extensive travel in the region will be required.

The appointment will carry a competitive remuneration and benefits package
including medical and life insurance provisions. For non-Fiji citizens
remuneration should be tax-free in Forum member countries*. Appointments
are normally for three years, with the option to renew for a further three
years.

NATURE OF POSITION:

The position is located on Rota, CNMI, under the direction of the Crop production improvement program leader and under the direct supervision of the CNMI-CREES Rota Coordinator.

DUTIES AND RESPONSIBILITIES:

Agriculture Research/Extension programs are interdisciplinary and require the ability of the Agent to work as a team member to: 1) Identify and diagnose important problems of farmers, households, consumers and merchants 2) Establish research and extension program priorities 3) seek and prepare grant proposals 5) develop a plan of work and 6) implement, evaluate, and interpret research, extension, and other activities; working with clientele, advisory groups, Northern Marianas College (NMC) staff, and other agencies and organizations.

The Secretariat is seeking a suitably qualified and experienced person to
work as Finance Services Officer in the Corporate Services Division.

The Finance Services Officer will be accountable to the Director, Corporate
Services Division through the Manager Finance Services for the:

¡¤ Preparation of monthly management reports;
¡¤ Preparation of annual accounts with relevant work papers;
¡¤ Preparation of donors acquittals and advance requests and special reports;
¡¤ Reconciliation of foreign currency and local investments and prepare
associated reports;
¡¤ Maintenance of the Fixed Assets System;
¡¤ Carrying out of other duties from time to time as directed by Manager
Finance Services.

Applicants should have a degree in Accounting and Financial Management or
related fields and membership of a recognised national professional
accounting body. Relevant practical experience is required with at least 5
years experience in the preparation of financial reports to Fiji accounting
standards. Staff supervision experience is vital and good PC based computer
skills covering accounting, word processing and spreadsheet applications
would be advantageous.

The position will be available on a three year contract that is renewable.
Salary will be between F$27,900 to F$34,100 according to skills and
experience. Other benefits such as medical and life insurance are available.

PROFESSIONAL OFFICER

SOUTH PACIFIC BOARD FOR EDUCATIONAL ASSESSMENT


Applications are invited from suitably qualified persons for the
position of Professional Officer with the above Board, which will
become vacant on 1 April 2001. The position which is based in
Suva, Fiji, carries an attractive remuneration package at the
professional officer level, details of which can be obtained from
the Board's office.

The Board serves ten Pacific Island nations namely Fiji, Kiribati
Marshall Islands, Nauru, Samoa, Solomon Islands, Tokelau,
Tonga, Tuvalu and Vanuatu. Its main functions are; to provide
assessment training for key personnel in its member countries,
to provide assessment support to all its member countries in
areas where there is a lack of assessment expertise, to provide
examination services to member countries that are having
difficulty implementing their own, as well as providing technical
and special services to those member countries that need
assistance with any aspect of their assessment system.

The main responsibilities of the position include;

. training assessment personnel from member countries in all
aspects of national examining
. assisting and supporting ministries of education in member
countries in their effort to respond to their assessment needs
. negotiating with ministries of education in member countries
regarding their requests for assistance with their national
assessments
. assisting with the implementation of the Secretariat's annual
work programme
. assisting in the administering of the Board's Form 6 regional
certificate (PSSC)
. any other duties as directed from time to time by the Director

Minimum qualifications/credentials for the position are;

. a degree from a recognised university with a major in two
subject area that are taught at senior secondary schools in the
region. A higher qualification in either of the two teaching
areas will be an advantage
. a post graduate qualification specialising in the area of
assessment
. a substantial teaching and educational assessment experience

. a substantial experience in at least three of the following
areas; national examinations, standardised assessments,
school-based assessments, assessment results analysis,
training in assessment methods
. experience in working closely with people in a wide variety of
cultural settings
. computer literate and facility with word-processing,
spreadsheets and database

Knowledge of, and experience with the education systems of
Pacific Island states, their assessment systems in particular, are
highly desirable. The successful applicant is expected to travel
extensively to member countries when the need arises.

Eco-Consult Pacific is seeking an agricultural economist / rural development
specialist to be included in a tender for a study to develop a development
strategy and framework for the development of the main outer island groups
in French Polynesia. The specialist will be member of a team of 6-7
consultants: A total input is anticipated of up to 4 months during 2 years,

The World Wide Fund for Nature (WWF) is the world¡¯s largest independent
conservation organization with a global network active in 96
countries. Through its Indochina Programme Office in Hanoi, Vietnam, WWF
manages a wide array of conservation projects in Cambodia, Lao and Vietnam
in the forest, freshwater, and marine/coastal biomes. WWF is currently
seeking a Manager for its growing Conservation Programme in Cambodia to
begin by May 2001.

SPECIFIC DUTIES AND RESPONSIBILITIES:

¡ì Effectively lead the WWF Conservation Programme in Cambodia.
¡ì Develop appropriate interventions for the conservation of biodiversity,
in line with national and regional priorities, the WWF Indochina Strategic
Plan, and WWF's Global Priorities, Ecoregions and Target Driven Programmes
(TDPs).
¡ì Raise awareness about and thereby funds to support the programme, through
a range of sources including the WWF Network, bi-lateral and multi-lateral
agencies, and the private sector.
¡ì Oversee day-to-day management and operations of the country programme
including hiring and managing staff and consultants; administration of the
office; and ensuring compliance within national the legal/regulatory framework
¡ì Develop semi-annual workplans and budgets and draft technical and
financial reports in line with WWF, donor and government requirements
¡ì Represent the organization with the Royal Government of Cambodia (RGC),
the international community, and the media.
¡ì Contribute to the development and review of the WWF Indochina Programme
Strategy, as part of the senior management team, and ensure the
implementation of that strategy in Cambodia.

WORKING RELATIONSHIPS:

Internal:
Provide leadership, supervision and support to a small team of Khmer and
expatriate staff and consultants.
Report directly to the WWF Indochina Representative in the Hanoi Programme
Office, as a member of the management team.
Consult with and receive support from staff in Hanoi Programme Office, on
administrative, financial, and technical issues, including regional
initiatives.
Liaise with staff of WWF International, other Programme Offices and
National Organizations in addressing regional and global priorities.

External:
Consults on programmatic and management issues with Government line
ministries and provincial government agencies; conservation and development
organizations in Cambodia; bi-lateral and multi-lateral funding
institutions; and the general public in fulfilling programmatic duties.

PREFERRED QUALIFICATIONS AND BACKGROUND:

Knowledge:
Masters degree level in conservation or environmental science,
forestry/natural resources management, public policy or management, or
related field.

Experience:
Ten (10) years experience in managing programmes or field projects in
conservation, forestry, community development or related fields. Work
experience in Southeast Asia is preferred.

Abilities: Strong personnel and organizational management
Excellent oral and written communications skills
Familiarity with budgeting and financial management processes
Work effectively in a fast-paced and dynamic organization
Work effectively on own initiative with little supervision
Lead a team and also work effectively as part of a team

JOB DESCRIPTION

TITLE: Live Reef Fish Trade Coordinator
SUPERVISOR: Director, Coastal/Marine Program
LOCATION: Hong Kong

SUMMARY OF POSITION:

The Nature Conservancy's Asia/Pacific Coastal/Marine Program is working to
develop and refine its live reef fish trade strategy to help minimize the
trade's destructive impact on marine biodiversity in Indonesia and the
Pacific. Recognizing the unsustainable nature of the live reef fish trade
and its immense threats to marine biodiversity, the Conservancy is working
to catalyze a trend that will convert the trade's dependence on wild caught
groupers to the use of groupers raised in hatcheries. The Conservancy
believes that this market transformation can be achieved through the
mariculture of target species in the supply (or exporting) countries such as
Indonesia and in mainland China. Sustainable mariculture will help abate
the damaging effects of destructive fishing methods on coral reefs, while
relieving fishing pressure on the breeding populations of targeted species.

Leading this effort will be a Live Reef Fish Trade Coordinator. S/he will
build and maintain partnerships within the wide range of business,
government, NGO, and intergovernmental parties involved in the trade. The
Coordinator will also be responsible for hiring and managing consultants;
promoting critical policy changes; implementing the demand component of the
Conservancy's live reef fish trade strategy and ensuring integration with
supply side country activities; and, helping secure additional financial
support (funds and in-kind) to execute the strategy. S/he will report to
the Director of the Coastal/Marine Program.


DUTIES:

1. Initiate and strengthen collaboration among regional partners to develop
and implement a coordinated strategy for exporting countries and in Greater
China to support a sustainable live reef fish trade.

2. Recruit, hire and manage two consultants, an International Trade
Specialist and a Mariculture Specialist, and work with them to develop a
coordinated approach to address the demand side of the industry.

3. Together with the International Marinelife Alliance (IMA), TRAFFIC, Hong
Kong Chamber of Seafood Merchants, other individuals and agencies, and the
International Trade Specialist, develop and implement a system to monitor
market trends for the live reef fish trade and disseminate the information
internationally as appropriate for active management of the trade.

4. Work with partners to determine the price-demand relationship in the live
reef fish trade and explore the possibility of manipulating the price
structure to regulate the trade.

5. Determine the best roles of demand markets (Taiwan, Hong Kong, and
mainland China in particular) in assisting the Conservancy to achieve its
objectives in mariculture development. Work with the Greater China Team,
the Mariculture Specialist and other key players to develop and implement
sustainable strategies. Such key players include the Taiwan Fish Breeding
Association, Taiwan's Overseas Fisheries Development Council, the Hong Kong
Government's Agriculture and Fisheries Department, seafood restaurant
associations, and the Hong Kong Chamber of Seafood Merchants, as well as
other major players in mariculture technologies (e.g., Queensland Department
of Primary Industries, Gondol Fisheries Research Institute, etc.).

6. Frequently assess and evaluate the Conservancy's collaborative,
multi-partner, Integrated Live Reef Fish Trade strategy, update as necessary
and develop an implementation plan for the Conservancy's component,
including helping to secure resources.

7. Engage APEC and other government partners in promoting regional policies
and regulations, a certification system, and enforcement programs to support
sustainable practices.

8. Identify and encourage private and public investors in mariculture in
Indonesia and mainland China. Work with Conservancy staff to catalyze
financial investments in mariculture linked to the conservation of marine
biodiversity, such as through a Biodiversity Enterprise Fund.

9. Prepare reports and presentations and attend meetings as may be required
by the Director, Coastal Marine Program and the Director, Greater China Program.


REQUIREMENTS:

1. Excellent business background with experience in the development and
implementation of marketing programs.

2. Strong experience in macroeconomics and/or international trade policies.

3. Strong working experience in Greater China (especially Taiwan and Hong Kong).

4. Experience working with government agencies and international policy
organizations; good lobbying skills.

5. Fishery or environmental conservation experience preferred but not required.

6. Excellent communications and writing skills.

7. Fluency in spoken English and Chinese (Mandarin required; Cantonese
preferred but not required).

WILDLIFE VOLUNTEER NEEDED FOR PLANT MANAGEMENT PROJECTS IN MAURITIUS WITH
THE MAURITIAN WILDLIFE FOUNDATION


Starting from March 2001 for six months to one year.


The Mauritian Wildlife Foundation is a highly successful Non-Governmental
Organisation working to save the globally endangered flora and fauna of
Mauritius and Rodrigues. Notable successes include the conservation of the
Mauritius kestrel, pink pigeon and echo parakeet and ecosystem restoration
projects in Mauritius, its offshore islets and Rodrigues.


Plant Conservation Projects

We are seeking a motivated plant ecologist with an interest in invasive
species management to work together with our MWF weed ecologist on the
following current and future programmes on Ile aux Aigrettes (a 25 ha.
island close to the Mauritian mainland that we are currently restoring) and
on the Mauritian mainland:


1. Quantification of the weed potential of Flacourtia indica on Ile
aux Aigrettes. Flacourtia indica is one of the most serious weeds on Ile aux
Aigrettes. Very little is known about its basic ecology on the island.
Investigations are currently under way on such parameters as growth rate,
seed production and contribution to the soil seed bank.

2. Comparison of manual, chemical and integrated control strategies
for weed management on Ile aux Aigrettes. Investigations are ongoing into
the effects of the different strategies on native and non-native plant
regeneration and on the cost-effectiveness of management.

3. Impact of giant tortoises on the flora of Ile aux Aigrettes.
Pristine Mauritius once had two species of giant tortoise, which were the
main large herbivores present on the island. Both species are now extinct
but clearly would have had a major impact on the Mauritian ecosystem. In an
effort to simulate this effect, Aldabran tortoises were released into an
enclosed area on Ile aux Aigrettes in November. Their effects on the native
and introduced vegetation are being investigated.

4. The impact of introduced plants on the native ecosystems of the
Mauritian upland forest. Although information exists on the impact of weeds
on native vegetation in Mauritius few quantitative studies have been
undertaken as yet. This program will establish a priority ranking of weeds
in terms of criteria such as current extent, rate of spread and ease of
control in different ecological zones.

The programs WILL NOT involve long hours of manual weeding!!!! We have
long-term staff available for this.

Requirements
Applicants should be able to key plants to genus and species and have some
experience of plant propagation methods and ecological methodologies. They
must be willing to learn, work in a team, maintain a good attitude, have the
ability to walk across rough terrain and work long field hours. Data
analysis, data presentation and report writing skills are also necessary.
You will also need a clean driving license. Minimum age 21.

Experience gained

You will gain practical experience of weed management, nursery management,
ecosystem restoration, data analysis and presentation, working as a team
member, and group dynamics.


Expenses & living conditions
We cannot pay travel costs to and from Mauritius. Accommodation and relevant
field equipment are provided. You will need binoculars, a compass and field
clothes. You will be based on Ile aux Aigrettes most of the time. The island
has a small house and a bunkhouse. You will have to share rooms with others.

As part of our restoration project the successful applicant will have the
chance to work on Round Island for at least a month. Round Island is a much
more remote island than Ile aux Aigrettes. It has suffered a massive loss of
vegetation because of the activities of introduced rabbits and goats (now
eradicated). We are at the beginning phase of a project to restore the
island.

In addition to Ile aux Aigrettes, we have field stations in four locations
in the Black River Gorges National Park and a house on the Mauritian
mainland for aviary staff and for rest & recuperation for other field staff.
We are currently in the planning stage for the construction of a Round
Island field station. It will be ready by the time the restoration project
begins (May 2001).

We generally advise people to bring the equivalent of about 200 pounds
sterling monthly living expenses.

Although people start as pure volunteers it is sometimes possible to raise a
local salary six months after arriving. However, there can be no guarantee
of this.

Volunteers often go on to pursue post-graduate degrees following on from the
project they were working in or in a linked area. Once again there can be no
guarantee of this.


What to expect

Long field days, tropical sun, tropical seas and tropical rain, meeting new
people, and learning about new places, some of the rarest birds, plants,
reptiles and bats in the world.

The West Africa Rice Development Association (WARDA) headquartered in the

FINANCIAL ACCOUNTANT (SUVA)


Responsible to:? Finance and Administration Manager (Suva)


GENERAL

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of 22 Pacific Island countries and territories
of Melanesia, Micronesia and Polynesia. It currently has a staff of more
than 230. SPC is officially bilingual, with English and French being the
working languages.

The Finance Office in Suva is responsible for the overall accounting and
financial administration of all programmes managed from Suva. This extends
to several projects based in other PICs. The section plays a crucial role
in the delivery of the Secretariat??s services to the member countries and
territories of the Pacific Community.


DUTIES AND RESPONSIBILITIES

1. Preparation of financial reports, analysis and financial administration
of extra-budgetary funded programmes managed by the Suva Regional Office.
This extends to several projects based in other Pacific countries, in
accordance with donor requirements for submission to donors such as EC,
AusAID, DFID, and UN agencies.

2. A key role in the preparation of Annual Work Programme (Non-Core)
Budgets for the Suva Regional Office; assistance to programme managers and
officers with the preparation of specific project budgets and project
proposals; budgetary monitoring of approximately 60 individual projects.

3. Preparation and administration of the Payroll and all its related
operations and disbursements.

4. Preparation of? financial reports and administration of the Provident
Fund Trust and all its related operations.

5. A key role in the preparation of the Annual accounts and assisting
auditors with their queries.

6. Maintenance of Sun Systems operations and development of templates
through Vision applications for timely and efficient financial reporting.

7. Assist in the maintenance of financial and accounting controls and
procedures.

8. Provide advice on financial policy and procedural matters as and when
required.

9. Provide financial and management reporting support.

10. Any other relevant duties as required by the Manager Finance and
Administration.

QUALIFICATIONS AND EXPERIENCE

The successful applicant will have the following qualification and
experience:

?? Degree in Accounting and/or Financial Managemen.
?? At least 3 years of relevant professional experience in an organisation
using modern management and information systems techniques.
?? Analytical ability and advanced computer literacy.
?? Excellent communication and interpersonal skills with ability to
maintain effective relationships with persons of different national
backgrounds.
?? Affinity for team work, initiative, and ability to determine and
achieve objectives within strict deadlines.
?? Experienced user of Sun Systems and Vision, with ability to develop
templates and tools in Vision will be an advantage.

SALARY AND ALLOWANCE

The starting salary for this position will be SDR 1,513 per month (which
is equivalent to F$4,179 at the prevailing reference exchange rate of
F$1.00 = .3622SDR) in the SPC PO3 salary grade for staff based in Fiji. In
addition, an Establishment Grant will be payable to non-residents of Fiji.
SPC emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.15.


TENURE

The appointment will be for a period of three years in the first instance,
subject to the satisfactorily completion of a one-year probationary
period. The contract may be renewed for a further period subject to
performance and continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active duty
service. For expatriate staff members, home leave fares are payable after
three years of service, and if contract is renewed.


SICK LEAVE

Thirty working days per annum.

MEDICAL BENEFITS

The SPC??s Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors?? fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff contribute eight per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most direct/and
or economic route for the appointee and recognised dependants, and
reasonable removal expenses by sea of personal and household effects will
be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

DUTY STATEMENT


COMMUNITY FISHERIES OFFICER


The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Community Fisheries Section (CFS) is one of six sections that makes up
the Coastal Fisheries Programme. The CFS currently consists of two
professional staff and a project assistant. The objective of the CFP
Community Fisheries Section is to: "encourage the participation of coastal
fishing communities, particularly women, in the management of subsistence
and artisanal fisheries and to allow them to benefit from regional and
national fisheries assessment, development and management activities".

Under the supervision of the Community Fisheries Adviser, the Community
Fisheries Officer implements technical assistance projects and training
workshops requested by SPC Pacific Island member governments and
administrations, and assists the Community Fisheries Adviser in
coordinating regional approaches to community fisheries issues. As with
most SPC professional posts the work is bi-phasic. A good part of the work
entails travelling to requesting countries, and implementing an agreed
work programme, often in very remote and isolated locations, including
aboard fishing vessels. The rest of the work is based at the SPC Noumea
headquarters, compiling information and preparing reports and resource
materials.

Because of the remoteness of some locations, the Community Fisheries
Officer needs to be able to operate independently where necessary to meet
the objectives of the specific project. When in the field, the Community
Fisheries Officer works with a range of people from different cultural and
educational backgrounds, including local fishers, processors, Government
fisheries department staff and politicians. Good communication and
negotiation skills and patience are required, especially when problems are
encountered during a project.

The post requires a self-starter with experience of implementing workshops
and training courses, and experience with reef fisheries in the Pacific
Community region.


DUTIES AND RESPONSIBILITIES

1. Assist with the development and implementation of the workplan of the
Community Fisheries Section.

2. Work closely with SPC member countries to develop programmes of support
to the small-scale fisheries sector, particularly in regard to the
involvement of women. This will include the provision of technical
information and advice on development and management of subsistence and
artisanal fisheries, the delivery of practical training workshops to meet
specific requirements, and the development of resource material to support
this work.

3. In collaboration with the Community Fisheries Adviser, assist in the
production of reports and publications arising from the work of the
Section.

4. In liaison with the Coordinator of the Women in Fisheries Special
Interest Group, gather and collate materials for inclusion into the
Group's Bulletin, assuming responsibility for the Bulletin??s timely
production on a biannual basis ( coastfish/ News/ WIF/
wif.htm).


5. Collaborate with other members of staff of SPC in allied fields. In
particular, work in close consultation with other sections of the SPC
Coastal Fisheries Programme to ensure balanced and equitable support to
member countries in the field of fisheries. In addition, work in
consultation with other sections of SPC, and other organisations, on
cross-cutting issues such as health and nutrition, gender issues as
relating to fisheries, and marine environmental issues.

6. Perform such other duties as required by the Community Fisheries
Adviser or the Director of Marine Resources.


QUALIFICATIONS AND EXPERIENCE

Very important

1. A university degree or equivalent qualification or experience in an
appropriate subject.

2. Experience including:

?? Work in the Pacific Community region.
?? Practical experience in fishing and/or fisheries post-harvest
activities
?? Experience of working with women in the fisheries sector
?? Experience of working with small-scale coastal fisheries

3. Demonstrated ability in developing collaborative work programmes and
planning project budgets, and writing reports on activities.

4. Willingness to travel regularly to undertake assignments in member
countries and territories served by SPC.

5. Fluency, spoken and written, in one of the official languages of the
Secretariat of the Pacific Community.

Important

6. Experience in the development of training/resource material suitable
for community-level use would be an advantage.

7. A working knowledge of both of SPC's official languages would be
advantageous, and ability to speak one of the Pacific Island region's
approximately 1,110 other languages will also be taken into account.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 3,064 per month, which
is equivalent to CFP 510,125 francs per month in the SPC PO 6 salary
grade. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 142
francs CFP.


TENURE

The appointment will be for a period of three years in the first instance,
subject to a one-year probationary period. The contract may be renewed for
a further three years subject to performance and continued funding
availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following
deductions from basic salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of
active duty.


SICK LEAVE


Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors?? fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Noumea-based staff contribute six per cent of basic salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised dependants,
and reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the workplace.

The Regional Community Forestry Training Center for Asia and the Pacific (RECOFTC) is an international organization which works in close collaboration with partner organizations in various countries to actively support community forestry development in the region. As a learning organization, RECOFTC designs and facilitates learning processes and systems that support the capacity development of community forestry institutions and organizations. RECOFTC seeks to promote dialogue between multi-stakeholders to ensure equitable management of forest resources.? Located on the campus of Kasetsart University (Bangkok, Thailand), RECOFTC was established in 1987 in response to the growing awareness that community participation in resource management could assist in protecting forests as well as in enhancing rural livelihoods. Current facilities include class and seminar rooms, offices, computer lab, internet connection, library, and accommodation for course participants.

RECOFTC is currently seeking a person to fill the position of Executive Director. This position will become vacant at the end of September 2002, following the retirement of the present Executive Director, Dr Somsak Sukwong. The successful applicant will chair the Executive Committee at RECOFTC, and will take a major role in guiding the future development of the Center. Key responsibilities include providing overall leadership to the Center and ensuring that the program is well focused and funded to address the emerging community forestry needs of the region. Position Description

The Executive Director is the Chief Executive Officer of the Center and its most senior person. The position reports to the Board of Trustees.

The Executive Director is responsible for the overall management of the Center and ensuring that it operates to the standards expected of an international organization. Specific responsibles include:

  • in liaison with the Board of Trustees, ensuring that the vision, mission, goals and objectives of the Center are properly developed to address the evolving needs of community forestry in the region;
  • ensuring that annual workplans, budgets and statements of expenditure are provided to the Board of Trustees for approval at appropriate Board meetings;
  • ensuring that the program is delivered efficiently and effectively and that functional monitoring and evaluation systems are in place;
  • providing overall leadership in managing the human, financial and material resources of the Center;
  • fostering close linkages with funding partners and other institutions with similar interests for mutual programmatic and financial support.

The Executive Director is the Chairman of the Executive Committee. He/she is responsible for signing all deeds, contracts, arrangements and other legal documents which are necessary to ensure the normal operations of the Center. He/she is the RECOFTC¡¯s legal representative as delegated by the Board of Trustees.

The Executive Director directly supervises the operations of the functional units within RECOFTC. Currently, these are the Regional Services Group, Country Support Services Group, and Corporate Services Group.

Key Selection Criteria

Essential

  • An advanced academic degree, preferably at PhD level, in a field related to community forestry or participatory natural resource management.
  • Demonstrated high level strategic managerial ability, including the supervision of program documents, workplans and budgets.
  • Extensive working experience in community forestry or participatory natural resource management.
  • Experience in education or training, particularly curriculum development and training methodology/adult learning.
  • International reputation for contributions to the field of community forestry or participatory natural resource management, as evidenced by having been influential in policy debate, conceptual development or field practice.
  • Experience in liaising with donors and other funding partners to raise funds for programmatic development and delivery.

  • Fluent written and spoken English.
  • Demonstrated ability to work in multi-disciplinary teams and multi-cultural environments.

Team Leader

Pacific Regional Children's Programme

The Bright Futures Group - National Institutes of Health of Safety (NIHS)

inception and the implementation of a three-year Regional children's

Duties and Responsibilities:
The Team Leader will be responsible for the overall strategic, financial and

General description

Inception Phase

Regional level:
* Undertake consultation and establish effective liaison
with regional organisations - USP, FSM, SPC, SPOCC, PCC, PTC
* Identify capacity of regional organisations to assist
with project components
* Identify existing IEC materials on child protection,
including radio, video and community drama
* Identify existing guidelines and/or manuals
* Identify appropriate community assessment methodologies
* Identify possible members of the Regional Child
Protection Management Group
* Identify appropriate Pacific Island Statesperson as
advocate for child protection

Within each country:
* Undertake consultations with high level personnel
within appropriate government organisations and statutory bodies
* Identify counterpart organisation and personnel
* Identify host NGO
* In collaboration with host NGO, counterparts and
stakeholders appraise the scope of activity relevant to the project in each
country

* Establish TOR for the Project Coordinators and recruit
these positions
* Review counselling training (Fiji only)

Implementation Phase


Regional

* Facilitate communication with each of the Project
Coordinators
* Maintain regular communication with regional organisations
* Convene inception, mid-term and EOP meetings with
counterparts, Project Coordinators and other key stakeholders

NCCC and the Child Protection Task Force and national counterpart
- Ensure the participatory assessment and monitoring and
evaluation mechanisms are effective in each country
- Undertake annual performance appraisals for the Project Coordinators
- Prepare annual reports against indicators
- Oversee project implementation at country level
- Assist with any issues and/or uncertainties as they arise

1 One position only for a Science Coordinator to teach Biology for yr.
12 classes. The successful applicant will also be required to teach Science

Science section for the School and to have at least 3 years of work
experience in teaching would be an advantage.

Qualifications required at the minimum will be a Bachelor in Education
majoring in Biology.

Qualifications required at the minimum, is a Bachelor of Education
specializing in Health/Nutritional Science and Textiles with practical
experience in teaching Home Economics of at least three years. The position
is for a two years contract renewable every two years.

The Pacific Islands Forum Secretariat was established in 1972 by the South
Pacific Forum to encourage economic and political cooperation between its
member countries*, and between these states and other countries.

MANAGER - FINANCE SERVICES

The Secretariat is seeking a suitably qualified and experienced person to
work as Manager - Finance Services in its Corporate Services Division. The
Manager - Finance supervises a staff of seven and is responsible for a
budget of F$12million and a wide range of special financial management and
information technology projects.

The Manager - Finance Services will be accountable to the Director,
Corporate Services Division for:
¡¤ The integrity of the accounting and IT systems, including associated
records and computer applications;
¡¤ Recommending and implementing a coherent funds management policy;
¡¤ Supervising preparation of annual financial statements and liaison as
necessary with donors and auditors;
¡¤ Coordinating preparation of the Secretariat's Work Programme and Budget;
¡¤ Monitoring cash flow and funding requirements;
¡¤ Ensuring the preparation of timely/accurate monthly management operating
systems; and
¡¤ Carrying out other duties from time to time as directed by the Director,
Corporate Services.

Applicants must be citizens of Forum member countries* and should have a
university degree in Accounting/Financial Management, proven analytical
abilities and appropriate IT and financial management experience, preferably
international. Substantial international travel may be required.

The appointment will carry a competitive remuneration package. For
non-Fiji citizens remuneration should be tax free in Forum member countries*.

There are generous establishment and education allowances together with
medical and life insurance provisions. Appointments are normally for three
years, with the option to renew for a further three years.
