Applications are invited from nationals of SPREP member countries and territories for the above position with the SPREP in Apia, Samoa. SPREP is an Intergovernmental Organisation which assists Pacific Island countries and territories to protect and manage their environment to ensure they achieve sustainable development. SPREP’s membership comprises 21 Pacific Island Countries and Territories, together with 4 developed countries (Australia, New Zealand, France and the United States of America). The Deputy Director is responsible to the Director for the day-to-day operation of the Secretariat, and in particular for direction of the work of the Service Delivery Manager (SDM) and the Business Support Manager (BSM). PACIFIC CONCERNS RESOURCE CENTRE (PCRC) The Pacific Concerns Resource Centre Inc. (PCRC) serves as the secretariat for the Nuclear Free and Independent Pacific (NFIP) movement, with over 100 affiliated members around the Pacific region. PCRC’s objective is to educate the peoples of the Pacific regarding their environment, political and economic equity, and justice and peace in their region. PCRC acts as the regional secretariat for non-governmental and community organisations engaged in campaigning, advocacy, research and information. It works to co-ordinate participation in national, regional and international fora, especially on issues of sustainable human development, environment, demilitarisation, decolonisation, human rights and governance. PCRC is a non-government organisation with Special Consultative Status with the Economic and Social Council of the United Nations. PCRC staff have participated in, and organised Pacific NGO participants for, UN summits and international meetings (e.g. Vienna Human Rights Summit, Rio on Environment and Development, Barbados on Small Island States, Cairo on Population, Beijing on Women). We monitor and organise around Platforms of Action and Declarations arising from these summits. PCRC publishes a monthly magazine Pacific News Bulletin, and regular research papers, action alerts and other information bulletins. PCRC works with government, intergovernmental and non-government agencies through conferences, meetings, lobbying and information briefings. This position, within the South Pacific Regional Environment Programme, will form part of the Project Coordinating Unit for the UNDP/GEF funded project to Implement the Strategic Action Programme for International Waters of the Pacific Islands Region (IWP). The long-term objective of this project is to conserve and sustainably manage the coastal and ocean resources in the Pacific Region. Targeted actions will be carried out in two complementary areas: Integrated Coastal and Watershed Management (ICWM) and Oceanic Fisheries Management. ICWM will focus on projects in freshwater management, marine protected areas, coastal fisheries and waste management. The base for the IWP is Samoa with activities in 13 other Pacific Island countries. Responsibilities include economic issues associated sustainable resource management and conservation activities supported by the IWP, to design and implement monitoring and evaluation strategies, and to promote public awareness of economic considerations necessary to support sustainable resource management and conservation. Applications are invited for the above position with the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa. The successful applicant will assist the Finance Manager in discharging his/her duties, with an emphasis on handling all issues relevant to SPREP project accounts. The key duties include assisting staff queries regarding project reports/budget information; preparation of donors’ financial reports and monthly financial reports; calculating projects administration fees; providing ’ad hoc’ management and financial information and reports; compiling key output reports by strategic outputs; monitoring financial data and reconciliation of donor/projects. Other duties include assistance with general ledger and financial accounts; maintenance of chart of accounts; training and updating staff on the financial system and reporting; and other duties as required from time to time. SOUTH PACIFIC BOARD FOR EDUCATIONAL ASSESSMENT (SPBEA) Applications are invited from suitably qualified persons for the position of Professional Officer with SPBEA. The position, which is based in Suva, Fiji, carries an attractive remuneration package at the professional officer level, details of which can be obtained from the Board’s office. PARBICA's regular needs assessments demonstrate the near-absence of qualified recordkeeping professionals in almost all our Pacific island member institutions. Education and training are fundamental underpinnings for improving management of records and archives in the Pacific islands region. PARBICA requires the expert assistance of a professional in archives and records education for the first stage of this project. We are looking for an individual(s) to develop the following over the period from January to April 2002: * Report to PARBICA Bureau, including analysis of requirements in the Pacific region and recommendations on future course of action by PARBICA; and * Comprehensive proposal to USP for development of new programme. It is expected that a successful candidate will have extensive skills and experience in the following areas: * Preparation and delivery of distance education programmes * Professional knowledge of archives and records management * Understanding of Pacific islands (or similar) context * Proven track record of project delivery The project will be funded through a seed grant to PARBICA from a project sponsor. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine Resources Division, with a staff complement of 20 in 3 sections covering fishery statistics, stock assessment and ecosystem aspects of Pacific Island oceanic fisheries, particularly skipjack, yellowfin, albacore and bigeye tuna. Its overall mission is: "To provide member countries with the scientific information and advice necessary to rationally manage fisheries exploiting the region’s resources of tuna, billfish and related species.” The Principal Oceanic Fisheries Scientist is organisationally placed within OFP Tuna Ecology and Biology Section, and is responsible to the SPC Oceanic Fisheries Programme Coordinator for managing the activities of the oceanic component of the PROCFISH project on a day-to-day basis. The PROCFISH oceanic project component will build upon the highly-regarded research and monitoring work undertaken on the main tuna species under the 7th EDF assisted South Pacific Regional Tuna Research and Monitoring (SPR TRAMP) Programme, and will extend this to include more detailed analysis and monitoring of bigeye and yellowfin tuna and by-catch species. The post is based at the Secretariat of the Pacific Community Headquarters in Nouméa but will involve considerable travel. The Principal Oceanic Fisheries Scientist will manage the project to achieve the project goals and objectives within budget and planned timeframes. The position will involve the coordination of investigations of the relationships between tuna fisheries and stocks and their physical and biological environment in the Pacific Ocean, and the development of predictive population dynamics models with application to the management of these stocks. The primary clients of the project are the governments and the peoples of the island members of the Pacific Community and the successful applicant will display a strong awareness of their oceanic fisheries ecosystem management information needs. The post requires a self-starter with considerable initiative, an excellent knowledge of oceanic fisheries in the Pacific Community region, and experience in controlling appropriate applied research programmes. When making letters of application for the post, candidates are advised to describe their qualities in relation to the requirements of this and the previous paragraph. DUTIES AND RESPONSIBILITIES 1. Investigate the relationships amongst tuna fisheries, stocks of tunas and associated species, and their physical and biological environment in the Pacific Ocean; integrate these relationships in spatial environmental population dynamics models and investigate the predictive capacity of such models at short (ENSO) to long- term (global warming) time scales. 2. Supervise biological studies of tuna and other species in the Warm Pool ecosystem, the population dynamics of these species and the development of ecosystem models. 3. Supervise investigations on the impact of fishing on the stocks of non-target, associated and dependent species (by-catch). 4. Document the results of analyses for publication as scientific papers, technical reports and country reports, and present findings to regional and scientific meetings. 5. Perform other such duties in pursuit of the objectives of the PROCFISH project as directed by the Oceanic Fisheries Programme Coordinator. QUALIFICATIONS AND EXPERIENCE Very important  A PhD or equivalent in biology, fisheries science or related discipline, preferably with considerable post-doctoral experience.  Extensive experience in tuna fisheries research and fisheries oceanography, including field research programmes, in the Pacific region.  Strong background and experience in simulation model development.  Familiarity with ecosystem approaches to fishery resources assessment and management.  Highly developed skills in computer-based and statistical analysis of fishery, biological and ecological data.  Excellent cross-cultural communication and work team skills, and demonstrated ability to lead a team of specialists by example.  At least five and preferably ten years of directly relevant research experience. Important  A demonstrable willingness to travel, sometimes under difficult physical conditions.  An ability to work, and socialise, with people in a culturally mixed environment.  Analytical and report writing skills of a high order.  A working knowledge of both of SPC's official languages would be advantageous. SALARY AND ALLOWANCE The starting salary for this position will be SDR 3,698 per month (which is equivalent to CFP615,680 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in the SPC S3 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 137 francs CFP. TENURE The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The PROCFISH CARF project component will be responsible for compiling the first major baseline assessment of reef fisheries (both resource and human aspects) using common methodologies across most of the Pacific Community work area. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine Resources Division, with a staff complement of 20 in 6 sections covering Development, Training, Information, Community, Resource Assessment and Management aspects of Pacific Island domestic fisheries, and Aquaculture. Its overall mission is: "To provide a regional support service that assists Pacific Islanders in identifying the status, and optimising the long-term social and economic value, of small-scale fisheries and aquatic resource use in Pacific Island waters." The Reef Fisheries Information Manager is organisationally placed within CFP Reef Fisheries Assessment and Management Section, and is responsible to the Principal Reef Fisheries Scientist for implementing relevant activities of the coastal (Comparative Assessment of Reef Fisheries) component of the PROCFISH project. The PROCFISH CARF project component will be responsible for compiling the first major baseline assessment of reef fisheries (both resource and human aspects) using common methodologies across most of the Pacific Community work area. The post is based at the Secretariat of the Pacific Community Headquarters in Nouméa but will involve considerable travel. The Reef Fisheries Information Manager will work with the subproject leader to achieve relevant project goals and objectives within budget and planned timeframes. In collaboration with the other project staff, he/she will set up computer programs and will manage the operation of a regional reef fisheries database based on the collected information. He/she will also participate to the collection, analysis and interpretation of the data pertaining to the assessment of reef fishery resources in the context of an integrated social and ecosystem approach to sustainable harvest and management of reef fisheries in the region, and will develop systems that enable appropriate access to project information and results. The primary clients of the project are the governments and the peoples of the island members of the Pacific Community and the successful applicant will display a strong awareness of their coastal fisheries management information needs. The post requires a self-starter with considerable initiative, an excellent knowledge of computer programming, preferably with experience of fisheries in the Pacific Community region and experience in taking part in appropriate applied research programmes. DUTIES AND RESPONSIBILITIES The Reef Fisheries Information Manager is responsible to the Principal Reef Fisheries Scientist, and the duties of the post are implemented in consultation and with the advice of the PRFI as appropriate. The duty statement of the Reef Fisheries Information Manager is as follows: 1. Provide advice to project staff and project collaborators in the field of information technology and communications. 2. Provide programming support to the project in developing software, models and indicators that can be applied to other Pacific Island reef fisheries to extrapolate estimates of fishery resource based on available data. 3. Implement a regional reef fisheries database from data arising from the project and other valid sources of quantitative, textual or geospatial information. 4. Develop and maintain the project website, and other interfaces promoting appropriate access to project information. 5. Assist in the preparation of reviews, technical reports and scientific papers for publication, and present findings within the study countries and to regional and/or scientific meetings. 6. Collaborate closely with other staff of the programme, the Coastal Fisheries Programme (Marine Resources Division) and other collaborative institutions and joint research projects. QUALIFICATIONS Very important  A postgraduate degree in Computer Science or a related discipline.  Demonstrable high-level computer programming skill.  Extensive experience in managing databases and in SQL programming.  Proven ability to drive IT projects and achieve targets within timeframes.  Experience of working as part of a research team. SALARY AND ALLOWANCE The starting salary for this position will be SDR 3,469 per month (which is equivalent to CFP577,554 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in the SPC S2 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 137 francs CFP. TENURE The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. QUALIFICATIONS Very important  A post-graduate degree in biology, fisheries science or related discipline.  An extensive experience in reef fisheries research, including field research programmes with an emphasis on invertebrates resources.  Familiarity with ecosystem approaches to fishery resources assessment and management.  Computer-based and statistical analysis of fishery, biological and ecological data.  Excellent cross-cultural communication and work team skills.  Five years of directly relevant experience. Its overall mission is: "To provide member countries with the scientific information and advice necessary to rationally manage fisheries exploiting the region’s resources of tuna, billfish and related species.” The Research Officer (Data) is organisationally placed within OFP Stock Assessment and Modelling Section, and is responsible to the OFP Principal Fisheries Scientist. The PROCFISH oceanic project component will build upon the highly-regarded research and monitoring work undertaken on the main tuna species under the 7th EDF assisted South Pacific Regional Tuna Research and Monitoring (SPR TRAMP) Programme, and will extend this to include more detailed analysis and monitoring of bigeye and yellowfin tuna and by-catch species. The post is based at the Secretariat of the Pacific Community Headquarters in Nouméa. The Research Officer (Data) will assist the project leader to achieve the project goals and objectives within budget and planned timeframes. The work of the position will involve the development of software to support complex population dynamics models applied within the project, prepare data summaries and supervise data quality control procedures. The post requires a self-starter with considerable initiative and a good knowledge of computer programming and statistical methods for fisheries analysis. Original text : English SPC/Recruitment Notice No. 01/20 Page 1 SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT BIOLOGICAL ANALYST The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine Resources Division, with a staff complement of 20 in 3 sections covering fishery statistics, stock assessment and ecosystem aspects of Pacific Island oceanic fisheries, particularly skipjack, yellowfin, albacore and bigeye tuna. Its overall mission is: "To provide member countries with the scientific information and advice necessary to rationally manage fisheries exploiting the region’s resources of tuna, billfish and related species.” The Biological Analyst is organisationally placed within OFP Tuna Ecology and Biology Section, and is responsible to the PROCFISH Principal Oceanic Fisheries Scientist. The PROCFISH oceanic project component will build upon the highly-regarded research and monitoring work undertaken on the main tuna species under the 7th EDF assisted South Pacific Regional Tuna Research and Monitoring (SPR TRAMP) Programme, and will extend this to include more detailed analysis and monitoring of bigeye and yellowfin tuna and by-catch species. The post is based at the Secretariat of the Pacific Community Headquarters in Nouméa but may involve considerable travel, including fishing vessel-based sampling. The Biological Analyst assist the project leader to achieve the project goals and objectives within budget and planned timeframes. The work of the position will involve biological investigations in support of broader studies of the Warm Pool ecosystem, in particular age and growth studies of a range of pelagic species, assistance and support for other biological sampling as directed, and conventional and archival tagging. The post requires a self-starter with considerable initiative, a good knowledge of oceanic fisheries in the Pacific Community region, and fish research laboratory experience. When making letters of application for the post, candidates are advised to describe their qualities in relation to the requirements of this and the previous paragraph. DUTIES AND RESPONSIBILITIES 1. Undertake biological sampling of tuna catches, including by-catch and discards, according to standardised data collection procedures, as part of studies of age and growth, reproduction and stock structure. 2. Develop sclerochronological techniques for the ageing of tuna, billfish and by-catch species; undertake routine analysis of hard part samples, by reading daily or seasonal marks, according to agreed protocols. 3. Assist in any other analysis of biological material, in pursuit of the objectives of ecological studies within the project. 4. Undertake deployment of conventional and archival tags during seagoing trips. 5 Assist the Principal Fisheries Scientist and other staff in data analysis and report preparation. SALARY AND ALLOWANCE The starting salary for this position will be SDR 3,234 per month (which is equivalent to CFP538,429 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in the SPC S1 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 137 francs CFP. Its purpose is to assist Pacific island countries protect and improve their environment and to ensure sustainable development. Assisting the region understand and respond to climate change, variability and sea level rise is an essential element of this mandate. Responsibilities The Climate Change Officer, based in Apia, Samoa, is responsible for: · coordination of SPREP's work programme in relation to climate change, variability and sea level rise; · develop and manage specific projects under the work programme; · provide technical advice to SPREP members on climate change; · ensure effective liaison and coordination of this programme with all the relevant donors, international and regional organisations and institutions involved in climate change, variability and sea level rise in the Pacific; · facilitate the further development and implementation of the Regional Framework for Action on Climate Change Variability and Sea level Rise and related Roundtable process; and · other duties as required from time to time. Required Qualifications and Experience Candidates must have appropriate tertiary qualifications (preferably with post-graduate qualifications in a relevant field) from a recognised institution and at least 5 years' work experience, preferably within the Pacific islands region, in climate change related activities. Other essential requirements are: proven programme management experience; the ability to manage the work of staff and consultants and to meet project deadlines often under difficult circumstances; a proven ability to prepare proposals and reports; outstanding leadership and public speaking skills; a proven ability to live and work within Pacific island communities and to work as part of an inter-disciplinary and/or multi-cultural team. Applicants with a demonstrated interest and involvement in island issues and in assisting Pacific island countries understand and respond to climate change, will be highly regarded. Terms and Conditions Duty Station: Apia, Samoa. Duration: Appointment is for a fixed term of 3 years initially, with renewal for a further period depending upon the officer's performance during the first term and availability of funds. Grade: Appointment will be at the Adviser level of SPREP's authorised salary scale for professional contract staff. Salary: The basic salary range for this position is expressed in International Monetary Fund Special Drawing Rights (SDRs). The salary range is from 22,618 SDRs to a maximum of 29,275 SDRs, depending on the successful applicant's qualifications and experience. From 1 July 2001, the equivalent salary in Samoan tala is SAT100,356 to a maximum of SAT129,893 per annum. A Special SPREP Meeting on 26 November 1999 decided that SPREP professional contract staff be awarded an interim salary adjustment, effective from 01 January 1999, to be in line with other CROP organisations. The interim adjustment applicable to the basic salary for this position is from 2,558 SDRs per annum on the minimum salary to 3,311 SDRs per annum on the maximum salary, subject to change pending the outcome of the remuneration review process currently underway and expected to be determined at a future SPREP Meeting. Please also note that other allowances which are based on a percentage of salary will also be adjusted in accordance with the interim salary adjustment. Adjustments: Professional contract salaries and expatriate allowances are adjusted every six months based on a moving average in the value of the SDR relative to the Samoan tala (SAT) for the six months period immediately preceding the date of the review. Remuneration is paid monthly in WST equivalent. The SDR/Samoan Tala rate applicable from 1 July 2001 is 1SDR = 4.437 Tala. The international currency exchange rate at the time of writing is approximately USD1.00 = SAT3.59. Term: The term begins from the day the appointee leaves his or her home to take up the appointment. Appointment is subject to a satisfactory medical examination, as well as a 6 months' probationary period. Termination is by way of either (i) completion of term of contract or (ii) by way of one month's notice by either party. For staff recruited from outside Samoa, the following applies: Relocation Expenses: SPREP will meet certain appointment and termination expenses for professional contract staff recruited from outside Apia, Samoa, including transport and accommodation enroute for the appointee and accompanying dependent(s) between home and Apia, and return, by the shortest and most economical route. This includes: - economy class airfares; and - reasonable cost of packing, insuring, shipping and unpacking furniture, household and personal effects as follows: - 6m3 for the staff member; - 2m3 for dependent spouse; - 1m3 for each dependent child; and - up to 20 kilos of excess baggage per person. Establishment Grant: A lump sum, once-only establishment grant of WST2,060 is payable upon arrival in Apia. Temporary On arrival in Apia, the appointee and dependent(s) are entitled to Accommodation temporary accommodation at a suitable hotel or other fully furnished and Assistance: accommodation for up to 5 working days. Appointee will be assisted to settle into Apia. This will include help in finding suitable rented accommodation. Location allowance: Appointee is entitled to receive a location allowance of 5% of basic salary. Education A reimbursable education allowance up to a maximum of WST10,788 Allowance: per child per annum, with a maximum of $32,364 per family per annum to assist with actual education costs of employee's dependent children. This includes tuition fees, boarding fees, compulsory extra- curricular activities organised by school authorities and any necessary private language tuition. This allowance is subject to periodic reviews. School Holiday One return economy class airfare between the place of education and Travel: Apia each year (except the last) to enable a child being educated outside Samoa to visit parents. Home Leave Travel: One return economy class airfare home for each completed year of service except the last year, for the appointee and dependent(s). Privileges and SPREP remuneration is tax-free for non-citizens or non-residents Immunities of Samoa, including duty-free importation of household and personal effects which have been owned and used by them for no less than six months, within 6 months of taking up appointment. Repatriation Upon completion of the contract, the appointee is entitled to a allowance: repatriation allowance equivalent to two week's salary, upon completion of contract. For ALL professional contract staff, the following applies: Cost of living diffe- Appointee is entitled to a cost-of-living differential allowance to reflect rential allowance: the differential in the cost of living between Suva and Apia. This allowance will be reviewed annually and adjusted provided a move- ment of at least plus or minus five percent has occurred in the index in the period since the last review. Housing: A rental assistance supplement of 18% of basic salary is a component of remuneration for all professional contract staff. This supplement is reviewed annually and adjusted on relative movement in the rent index. Annual Leave: 25 working days a year. Sick Leave: 36 working days a year, up to a maximum accumulation of 108 days. Other Leave: Provisions also exist for maternity, compassionate and special (without pay) leave. Duty Travel: SPREP meets travelling expenses at prescribed rates necessarily incurred by staff required to travel away from Apia on official business. Personal Accident All employees are covered by SPREP's 24 hour Personal Accident Insurance: Insurance Policy. Medical Insurance: All employees and their dependents are entitled to have all reasonable medical, dental and optical expenses met by SPREP or by SPREP's medical insurance scheme. Superannuation: An expatriate contract staff member will receive a superannuation allowance of 7% of basic salary. For local contract staff, SPREP will pay 7% of basic salary to the National Provident Fund. Definitions: "Dependent" means the financially dependent spouse or dependent child of an employee.
