South Pacific Regional Environment Programme

(SPREP)

Vacancy: DEPUTY DIRECTOR

Applications are invited from nationals of SPREP member countries and territories for the above position with the SPREP in Apia, Samoa. SPREP is an Intergovernmental Organisation which assists Pacific Island countries and territories to protect and manage their environment to ensure they achieve sustainable development. SPREP’s membership comprises 21 Pacific Island Countries and Territories, together with 4 developed countries (Australia, New Zealand, France and the United States of America).

The Deputy Director is responsible to the Director for the day-to-day operation of the Secretariat, and in particular for direction of the work of the Service Delivery Manager (SDM) and the Business Support Manager (BSM). In particular, the Deputy Director shall perform the following duties:

  • Design systems and procedures for effective Work Programme and Budget development;

  • Provide technical oversight for Work Programme and Budget development and implementation;

  • Review and evaluate the performance of the Secretariat;

  • Undertake donor and country liaison, securing funding and Members’ support for work programme implementation;

  • In association with the Director, liaise with other Regional Organisations; and

  • Represent the Director in his/her absence.

The Deputy Director of SPREP is a senior regional position, carrying diplomatic status and calling for proven qualities of diplomacy, vision, leadership and management skills. Applicants must have the following competencies:

  • Management/development-related qualifications, preferably at post-graduate level;

  • Extensive Administration and Management experience at high level, preferably in the Pacific Islands Region;

  • Experience at the highest level of environmental management in the Pacific will be an advantage;

  • Proven ability to lead a multi-disciplinary team of professional staff; and

  • High-level experience in dealing with regional and extra-regional governments and institutions and in negotiating with donors and collaborating partners is essential.

The position carries an attractive remuneration package including a tax-free salary (for non-citizens of Samoa), housing, medical, education and other benefits. Appointment will be for three years initially with a possibility of a further three years extension.

Assistant Director (Demilitarisation)

Applications are sought for the above position with the Pacific Concerns Resource Centre (PCRC) in Suva, Fiji. PCRC is the secretariat for the Nuclear Free and Independent Pacific (NFIP) movement. PCRC has programs on Sustainable Human Development, Environment, Demilitarisation, Human Rights and Good Governance, and Decolonisation. The position is open to applicants from throughout the Pacific Region.

This position requires:

  • Experience in lobbying and campaigning on demilitarisation issues

  • Knowledge of Pacific issues and a commitment to the NFIP agenda

  • Experience and ability in academic research and report writing

  • Organising, administrative and co-ordination skills

  • A university degree in relevant fields or equivalent qualification

  • Fluency in spoken and written English (Pacific languages and French an advantage).

PACIFIC CONCERNS RESOURCE CENTRE (PCRC)

The Pacific Concerns Resource Centre Inc. (PCRC) serves as the secretariat for the Nuclear Free and Independent Pacific (NFIP) movement, with over 100 affiliated members around the Pacific region.

PCRC’s objective is to educate the peoples of the Pacific regarding their environment, political and economic equity, and justice and peace in their region.

PCRC acts as the regional secretariat for non-governmental and community organisations engaged in campaigning, advocacy, research and information. It works to co-ordinate participation in national, regional and international fora, especially on issues of sustainable human development, environment, demilitarisation, decolonisation, human rights and governance.

PCRC is a non-government organisation with Special Consultative Status with the Economic and Social Council of the United Nations. PCRC staff have participated in, and organised Pacific NGO participants for, UN summits and international meetings (e.g. Vienna Human Rights Summit, Rio on Environment and Development, Barbados on Small Island States, Cairo on Population, Beijing on Women). We monitor and organise around Platforms of Action and Declarations arising from these summits.

PCRC publishes a monthly magazine Pacific News Bulletin, and regular research papers, action alerts and other information bulletins. PCRC works with government, intergovernmental and non-government agencies through conferences, meetings, lobbying and information briefings. Assistant Director (Demilitarisation)

Through lobbying, advocacy, information and campaigning, the Pacific Concerns Resource Centre (PCRC) supports its affiliates in a range of Demilitarisation campaigns.

PCRC’s programs on Demilitarisation look at the impact on Pacific communities of militarisation in the Pacific

The Assistant Director (Demilitarisation) co-ordinates these campaigns, with the responsibility:

1. To identify, establish and maintain relationships with key activists on identified priority campaigns;

2. To facilitate campaign support work and information flow between and among the regions on identified priority campaigns;

3. To stimulate potential international levels of support action for local and regional campaigns;

4. To liaise with the Educational Resource Developer on the production of resources for international audiences;

5. To provide Pacific News Bulletin with regular and accurate campaign information on a monthly basis;

6. To produce Action Alerts and notices where necessary;

7. To identify appropriate resources for campaigns;

8. To maintain files and correspondence appropriate to the campaign desk;

9. To prepare campaign proposals and budgets for Executive Board consideration;

10. To maintain a mailing list for campaign purposes;

11. To liaise with fundraiser for alternatives for funding campaigns.

Strategic Action Programme for International Waters of the Pacific Islands Region

Vacancy: Natural Resource Economist

This position, within the South Pacific Regional Environment Programme, will form part of the Project Coordinating Unit for the UNDP/GEF funded project to Implement the Strategic Action Programme for International Waters of the Pacific Islands Region (IWP). The long-term objective of this project is to conserve and sustainably manage the coastal and ocean resources in the Pacific Region. Targeted actions will be carried out in two complementary areas: Integrated Coastal and Watershed Management (ICWM) and Oceanic Fisheries Management. ICWM will focus on projects in freshwater management, marine protected areas, coastal fisheries and waste management. The base for the IWP is Samoa with activities in 13 other Pacific Island countries.

Responsibilities include economic issues associated sustainable resource management and conservation activities supported by the IWP, to design and implement monitoring and evaluation strategies, and to promote public awareness of economic considerations necessary to support sustainable resource management and conservation. Applicants must have an advanced degree in resource economics or a related discipline with five years professional experience in environment or natural resource management-related posts. South Pacific Regional Environment Programme

(SPREP)

Vacancy: PROJECT ACCOUNTANT

Applications are invited for the above position with the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa.

The successful applicant will assist the Finance Manager in discharging his/her duties, with an emphasis on handling all issues relevant to SPREP project accounts. The key duties include assisting staff queries regarding project reports/budget information; preparation of donors’ financial reports and monthly financial reports; calculating projects administration fees; providing ’ad hoc’ management and financial information and reports; compiling key output reports by strategic outputs; monitoring financial data and reconciliation of donor/projects. Other duties include assistance with general ledger and financial accounts; maintenance of chart of accounts; training and updating staff on the financial system and reporting; and other duties as required from time to time. Applicants should have a University Degree in Accounting, or equivalent qualification and practical accounting experience of at least five years (at a senior level) in a medium or large organisation; experience in spreadsheets and word-processing packages; a good knowledge of and experience with computerised accounting systems, preferably ACCPAC; a proven ability to work as part of an inter-disciplinary and/or multi-cultural team without the need for supervision; a proven ability to prepare proposals and reports to meet deadlines, often under difficult circumstances; and the ability to live and work within Pacific island communities.

The position carries an attractive remuneration package including a tax-free salary (for non-citizens of Samoa), housing, medical, education and other benefits. Appointment will be for three years in the first instance with a possibility of a further three years extension. Maximum duration of appointment is six years.

REGIONAL MARITIME TRAINING OFFICER


RESPONSIBLE TO: Regional Maritime Training Adviser.

BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of 22 Pacific Island countries and territories
of Melanesia, Micronesia and Polynesia. It currently has a staff of more
than 230. SPC is officially bilingual, with English and French being the
working languages.

The Regional Maritime Programme (RMP) is one of the programmes under the
organisation??s Marine Resources Division. It is located at the Suva
office of the organisation and currently comprises of two professionals,
the Regional Maritime Training Adviser (RMTA) and the Regional Maritime
Legal Adviser (RMLA), plus one support staff.

Much of the work of this programme is focussed on assisting member
countries obtain and maintain ?§White List?¨ status with IMO and ensure
that all seafarers from PICTs obtain STCW95 recognised qualifications and
help develop sustainable seafarer training capacity in the region.


The magnitude of the upgrade training required for Pacific Island
seafarers over the next three years has led to the establishment of a
Regional Maritime Training Officer position to co-ordinate all the upgrade
training requirements. This position will be responsible to the Regional
Maritime Training Adviser and will be located in Suva, Fiji.


DUTIES AND RESPONSIBILITIES

Project Management

?? Identify projects and prepare the necessary project documentation.
?? Ensure all maritime training programmes conducted by the RMP are
delivered within time and budget constraints.
?? Liaise closely with regional maritime training institutions and
maritime administrations to ascertain their training requirements and
report to the RMTA.

Institutional Strengthening

?? Assist RMTA to carry out audits of quality systems in maritime training
institutions and maritime administrations in PICTS on request.
?? Implement the maritime training development plan in PICTs.
?? Assist maritime training institutions to procure training resources
equipment.

Human Resource Development

?? Co-ordinate regional training requirements using regional schools in
Papua New Guinea and Fiji.
?? Co-ordinate workshops, seminars and secondments as required to assist
further development of PICTs maritime training institutions and maritime
administrations.
?? Oversee the maintenance of Neptune Seafarers?? database and seafarer
statistics in the region.
?? Develop maritime training programmes including non-traditional
programmes.
?? Revise and update training programmes.

?? Provide support for maritime co-operation through the Association of
Pacific Islands Maritime Training Institutions and Maritime Authorities.

?? Manage information requests from PICTs concerning assistance required
from RMP.

SALARY AND ALLOWANCE

The starting salary for this position will be SDR 1,805 per month (which
is equivalent to F$4,984 at the prevailing reference exchange rate of
F$1.00 = .3622SDR) in the SPC PO5 salary grade for staff based in Fiji. In
addition, an Establishment Grant will be payable to non-residents of Fiji.
SPC emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.28.


TENURE

The appointment will be for a period of three years in the first instance,
subject to the satisfactorily completion of a one-year probationary
period. The contract may be renewed for a further period subject to
performance and continued funding availability.

ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active duty
service. For expatriate staff members, home leave fares are payable after
three years of service, and if contract is renewed.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors?? fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff contribute eight per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most direct/and
or economic route for the appointee and recognised dependants, and
reasonable removal expenses by sea of personal and household effects will
be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

Applications are invited from suitably qualified persons for the position of Professional Officer with SPBEA. The position, which is based in Suva, Fiji, carries an attractive remuneration package at the professional officer level, details of which can be obtained from the Board’s office.

The Board serves nine Pacific Island nations namely Fiji, Kiribati, Nauru, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. Its main functions are; to provide assessment training for key personnel in its member countries, to provide assessment support to all its member countries in areas where there is a lack of assessment expertise, to provide examination services to member countries that are having difficulty implementing their own, as well as providing technical and special services to those member countries that need assistance with any aspect of their assessment system.

The main responsibilities of the position include;

  • coordinating all activities under the Board’s information technology, research and special services function

  • supervising and assisting with the development and review of the Board’s website.

  • coordinating the update of all of the Board’s software used in processing/analysing assessment data

  • overseeing and assist in setting up a network with member countries in making use of technology to improve communication.

  • coordinating other assessment services as directed from time to time by the Director.

In addition, the successful candidate is expected to take part in;

  • training assessment personnel from member countries in all aspects of national examining and assessment providing assistance/support to ministries of education in member countries in their effort to address their assessment needs

  • negotiation with ministries of education in member countries regarding their requests for assistance with their national assessments

  • the implementation of the Board’s annual work programme

  • any other duties as directed from time to time by the Director.

Minimum qualifications/credentials for the position are;

  • a degree from a recognised university with a major in two areas taught at the senior secondary level in the region, with computing as one of the two. A post graduate qualification specialising in the area of educational assessment and computing would be an advantage

  • at least 4 years teaching at senior secondary with some work experience in any area of educational assessment

  • experience in the use of computer software for assessment especially in any two of the following areas; national examinations administration, processing assessment results, assessment results analysis and reporting assessment results.

  • experience in working closely with people in a wide variety of cultural settings

  • knowledge of, and experience with, the education systems of Pacific Island states, their assessment systems in particular, are highly desirable.

Duties and responsibilities

Under the overall managerial and administrative leadership of the Sub-Regional Representative for the Pacific Islands and the technical supervision of the Director, Land and Water Development Division (AGL), the incumbent, as a member of the multi-disciplinary team, will promote integrated land, water and plant nutrition management in the Sub-Region.

advise the Sub-Regional Representative on all matters related to integrated land, water and plant nutrition management in the sub-region, provide inputs for FAO's periodic planning exercises, and contribute to the implementation and reporting of FAO's regular programme and field project activities;

assist FAO members and regional institutions in promoting integrated planning and management of land, water and plant nutrition programmes, including the application and use of information and decision-support systems on integrated land and water resources;

collect, analyse, update, store and disseminate data and information related to (i) land resource use and sustainable land management practices (including soil and water conservation), (ii) integrated soil and plant nutrition management, and (iii) agricultural water resources and their use in the sub-region, including preparation of technical papers and publications as required;

participate in sector studies on land and water to identify national/regional needs and priorities, and take relevant action on programmes, projects and activities requiring national and/or regional support;

provide, on request, technical advice to member countries in the application of integrated and participatory approaches to soil, water and plant nutrition management at regional, national and community levels;

contribute to the assessment of constraints and opportunities for integrated plant nutrition systems in the sub-region, and identify practical methods for promoting soil improvement options and mineral and organic plant nutrition management and use in smallholder cropping systems;

through assessment of soil/water/nutrient constraints to crop production and land potentials, assist in the identification and formulation of requests for external technical assistance by FAO members and participate in the formulation or analysis and appraisal of technical assistance projects, particularly those with links to the Special Programme on Food Security

participate in the organization and conduct of sub-regional seminars, workshops, training , and represent SAPA/AGL in meetings and conferences;

perform other related duties as required courses and networking activities

Qualifications and experience - Essential?

University degree in soil science or agronomy with specialisation in land resources management, conservation or land evaluation.

Five years of progressively responsible professional experience in government departments, private sector or international organisations. Knowledge of other fields related to integrated plant nutrition management, water resources development, remote sensing, GIS, natural resource economics, land conservation and reclamation and watershed management

Working knowledge (Level C) of English and limited knowledge (Level B) of French.

Sensitivity to socio-cultural-political dimension of land and water development. Initiative, maturity, sound judgement and sense of responsibility. Ability to plan, organise and work under pressure. Ability to communicate well both orally and in writing. Computer literacy and ability to use word processing and other standard software. Ability to establish and maintain effective working relations with people of different national and cultural backgrounds.

Qualifications and experience - Desirable

Advanced university degree in soil science or agronomy. Working experience in small island developing countries. Familiarity with the main land and water resource issues in the Pacific sub-region.

Level P-3 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 46445 to US$ 59770 (without dependents) and from US$ 49756 to US$ 59990 (with dependents).

DUTY STATEMENT


CO-ORDINATOR, INFORMATlON AND EXTENSION SERVICE

Responsible to:? Plant Protection Adviser

GENERAL

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of 22 Pacific Island countries and territories
of Melanesia, Micronesia and Polynesia. It currently has a staff of more
than 230. SPC is officially bilingual, with English and French being the
working languages.

The SPC Plant Protection Service (PPS) within its Regional Agriculture
Programme, supports the development of national capacities in plant
quarantine and pest management. We are seeking to recruit a Co-ordinator
for the Information and Extension Services component of the 'Pest
Management in the Pacific Project' which is jointly funded by the
governments of Australia and New Zealand through AusAID and NZODA
respectively.


TERMS OF REFERENCE FOR THE POSITION

Under the supervision of the Plant Protection Adviser (PPA), and in
collaboration with participating countries, the Co-ordinator's work will
involve activities supporting the production and dissemination of
appropriate and up-to-date information materials, and the delivery of an
efficient information and extension service from the Plant Protection
service to SPC member countries, territories and other clients and
stakeholders. In particular the functions of the position will include:

1. Co-ordination of the human resources and finances of a cost-effective
and efficient PPS information and extension service.

2. Exploring client needs and providing a pro-active information,
communication and distribution service to clients.

3. Identifying, organising and fully documenting appropriate literature
and other information in all its forms and maintain an efficient
information retrieval system to support an efficient, comprehensive and
up-to date information service to clients.

4. Preparing information products, such as data bases, current awareness
bulletins, technical leaflets and extension materials for distribution to
clients.

5. Systematically explore and recommend possibilities of introducing new
and appropriate technologies for information dissemination and extension.

6. Maintaining existing linkages and systematically exploring and
establishing new linkages with agencies that are judged necessary and
appropriate for the provision of a comprehensive, relevant and up-to-date
information service to clients.

7. Perform other duties related to information and communication services
required by the Plant Protection Adviser.


QUALIFICATIONS AND EXPERIENCE

Applicants must have:

1. A degree in information, communication science, technology,
librarianship or related area;

2. A background in information and extension services, especially in
biological sciences or agriculture;

3. Experience with computerised information systems, preferably in plant
protection and with the development and maintenance of electronic data
bases in developing countries;

4. Considerable experience in information and communication technology and
a working knowledge of contemporary extension methods in rural and
developing countries;

5. Ability to use IT systems and recognised software for the production
and dissemination of information and skills in the design and production
of information and extension materials for rural communities that have
English as a second language;

6. Demonstrable supervisory and organisational skills.

Experience in the design and maintenance of web sites and data bases would
be an advantage.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 2,098 per month (which
is equivalent to F$5,792 at the prevailing reference exchange rate of
F$1.00 = .3622SDR) in the SPC S1 salary grade for staff based in Fiji. In
addition, an Establishment Grant will be payable to non-residents of Fiji.
SPC emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.28.


TENURE

The appointment will be for a period of three years in the first instance,
subject to the satisfactorily completion of a one-year probationary
period. The contract may be renewed for a further period subject to
performance and continued funding availability.

PARBICA Distance Education Project - Call for Proposals

The Pacific Regional Branch of the International Council on Archives
(PARBICA) is undertaking a project to establish a new programme at the
University of the South Pacific (USP), which will provide distance
education in archives, records and information management to multiple
Pacific island countries.

PARBICA's regular needs assessments demonstrate the near-absence of
qualified recordkeeping professionals in almost all our Pacific island
member institutions. Education and training are fundamental underpinnings
for improving management of records and archives in the Pacific islands
region.

PARBICA requires the expert assistance of a professional in archives and
records education for the first stage of this project.

We are looking for an individual(s) to develop the following over the
period from January to April 2002:

* Report to PARBICA Bureau, including analysis of requirements in the
Pacific region and recommendations on future course of action by PARBICA;
and
* Comprehensive proposal to USP for development of new programme.

It is expected that a successful candidate will have extensive skills and
experience in the following areas:

* Preparation and delivery of distance education programmes
* Professional knowledge of archives and records management
* Understanding of Pacific islands (or similar) context
* Proven track record of project delivery

The project will be funded through a seed grant to PARBICA from a project
sponsor.

DUTY STATEMENT

PRINCIPAL OCEANIC FISHERIES SCIENTIST

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20 in 3 sections covering
fishery statistics, stock assessment and ecosystem aspects of Pacific
Island oceanic fisheries, particularly skipjack, yellowfin, albacore and
bigeye tuna. Its overall mission is: "To provide member countries with the
scientific information and advice necessary to rationally manage fisheries
exploiting the region&#8217;s resources of tuna, billfish and related
species.&#8221;

The Principal Oceanic Fisheries Scientist is organisationally placed
within OFP Tuna Ecology and Biology Section, and is responsible to the SPC
Oceanic Fisheries Programme Coordinator for managing the activities of the
oceanic component of the PROCFISH project on a day-to-day basis. The
PROCFISH oceanic project component will build upon the highly-regarded
research and monitoring work undertaken on the main tuna species under the
7th EDF assisted South Pacific Regional Tuna Research and Monitoring (SPR
TRAMP) Programme, and will extend this to include more detailed analysis
and monitoring of bigeye and yellowfin tuna and by-catch species.

The post is based at the Secretariat of the Pacific Community Headquarters
in Nouméa but will involve considerable travel. The Principal Oceanic
Fisheries Scientist will manage the project to achieve the project goals
and objectives within budget and planned timeframes. The position will
involve the coordination of investigations of the relationships between
tuna fisheries and stocks and their physical and biological environment in
the Pacific Ocean, and the development of predictive population dynamics
models with application to the management of these stocks. The primary
clients of the project are the governments and the peoples of the island
members of the Pacific Community and the successful applicant will display
a strong awareness of their oceanic fisheries ecosystem management
information needs.

The post requires a self-starter with considerable initiative, an
excellent knowledge of oceanic fisheries in the Pacific Community region,
and experience in controlling appropriate applied research programmes.
When making letters of application for the post, candidates are advised to

previous paragraph.


DUTIES AND RESPONSIBILITIES

1. Investigate the relationships amongst tuna fisheries, stocks of tunas
and associated species, and their physical and biological environment in
the Pacific Ocean; integrate these relationships in spatial environmental
population dynamics models and investigate the predictive capacity of such
models at short (ENSO) to long- term (global warming) time scales.

2. Supervise biological studies of tuna and other species in the Warm Pool
ecosystem, the population dynamics of these species and the development of
ecosystem models.

3. Supervise investigations on the impact of fishing on the stocks of
non-target, associated and dependent species (by-catch).

4. Document the results of analyses for publication as scientific papers,
technical reports and country reports, and present findings to regional
and scientific meetings.


5. Perform other such duties in pursuit of the objectives of the PROCFISH
project as directed by the Oceanic Fisheries Programme Coordinator.


QUALIFICATIONS AND EXPERIENCE

Very important

&#61656; A PhD or equivalent in biology, fisheries science or related
discipline, preferably with considerable post-doctoral experience.
&#61656; Extensive experience in tuna fisheries research and fisheries
oceanography, including field research programmes, in the Pacific region.
&#61656; Strong background and experience in simulation model development.
&#61656; Familiarity with ecosystem approaches to fishery resources
assessment and management.
&#61656; Highly developed skills in computer-based and statistical
analysis of fishery, biological and ecological data.
&#61656; Excellent cross-cultural communication and work team skills, and
demonstrated ability to lead a team of specialists by example.
&#61656; At least five and preferably ten years of directly relevant
research experience.

addition, an Establishment Grant will be payable to non-residents of New
Caledonia. SPC emoluments are not subject to income tax in New Caledonia
at the present time. The international currency exchange rate at the time
of writing is approximately USD 1.00 = 137 francs CFP.

The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20 in 6 sections covering
Development, Training, Information, Community, Resource Assessment and
Management aspects of Pacific Island domestic fisheries, and Aquaculture.
Its overall mission is: "To provide a regional support service that
assists Pacific Islanders in identifying the status, and optimising the
long-term social and economic value, of small-scale fisheries and aquatic
resource use in Pacific Island waters."

The Principal Reef Fisheries Scientist is organisationally placed within
CFP Reef Fisheries Assessment and Management Section, and is responsible
to the Director of the Marine Resources Division for managing the
activities of the coastal (Comparative Assessment of Reef Fisheries)
component of the PROCFISH project on a day-to-day basis. The PROCFISH CARF
project component will be responsible for compiling the first major
baseline assessment of reef fisheries (both resource and human aspects)
using common methodologies across most of the Pacific Community work area.

The post is based at the Secretariat of the Pacific Community Headquarters
in Nouméa but will involve considerable travel. The Principal Reef
Fisheries Scientist will manage the project to achieve the project goals
and objectives within budget and planned timeframes. He/she will organise,
supervise and take part in conducting the fieldwork, analysis,
interpretation, and presentation or publication of information relevant to
the assessment of the status of reef fisheries in the region, and will
maintain linkages with appropriate project partners. The primary clients

of the Pacific Community and the successful applicant will display a
strong awareness of their coastal fisheries management information needs.

DUTIES AND RESPONSIBILITIES

The Principal Reef Fisheries Scientist is responsible to the Director of
the Marine Resources Division, and the duties of the post are implemented
in consultation and with the advice of the Director as appropriate. The
duty statement of the Principal Reef Fisheries Scientist is as follows:

1. In consultation with the Director of the Marine Resources, within the
approved framework of the PROCFISH project within the SPC work programme,
develop and maintain an integrated work programme which is linked to the
priority needs of member countries and territories collaborating in the
project.

2. In supervising the implementation of this work programme the Principal
Fisheries Scientist shall:

(a) Provide effective and perceptive leadership for supervised project
staff.
(b) Ensure that the scientific work of the project is maintained at an
internationally recognised standard.
(c) Ensure that the Range of work of the project is adequate to provide
the best available scientific advice on the status Pacific Island reef
fisheries, including resource and human components of fisheries, and to
develop a better understanding of the status of supporting ecosystems.

3. In consultation with the staff of the project and other collaborators,
devise detailed sampling and methodological approaches for assessing
resource and human aspects of Pacific Island reef fisheries, develop and
supervise the implementation of fieldwork plans, analyse and interpret
results, and prepare narrative and financial progress reports, and primary
information outputs.

4. Maintain close technical and scientific relationships with other
sections of the SPC&#8217;s Coastal Fisheries Programme and other
collaborative organisations involved in the project (including research
organisations and intergovernmental organisations).

5. Prepare technical reports, national reef fisheries assessments, reviews
and scientific papers for publication, and present project findings within
the collaborating countries and to regional and/or scientific meetings.

6. Perform such other project-related duties as the Director, Marine
Resources Division may require.


QUALIFICATIONS AND EXPERIENCE

REEF FISHERIES INFORMATION MANAGER

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20 in 6 sections covering
Development, Training, Information, Community, Resource Assessment and
Management aspects of Pacific Island domestic fisheries, and Aquaculture.
Its overall mission is: "To provide a regional support service that
assists Pacific Islanders in identifying the status, and optimising the
long-term social and economic value, of small-scale fisheries and aquatic
resource use in Pacific Island waters."

The Reef Fisheries Information Manager is organisationally placed within
CFP Reef Fisheries Assessment and Management Section, and is responsible
to the Principal Reef Fisheries Scientist for implementing relevant
activities of the coastal (Comparative Assessment of Reef Fisheries)
component of the PROCFISH project. The PROCFISH CARF project component
will be responsible for compiling the first major baseline assessment of
reef fisheries (both resource and human aspects) using common
methodologies across most of the Pacific Community work area.

The post is based at the Secretariat of the Pacific Community Headquarters
in Nouméa but will involve considerable travel. The Reef Fisheries
Information Manager will work with the subproject leader to achieve
relevant project goals and objectives within budget and planned
timeframes. In collaboration with the other project staff, he/she will set
up computer programs and will manage the operation of a regional reef
fisheries database based on the collected information. He/she will also
participate to the collection, analysis and interpretation of the data
pertaining to the assessment of reef fishery resources in the context of
an integrated social and ecosystem approach to sustainable harvest and
management of reef fisheries in the region, and will develop systems that
enable appropriate access to project information and results. The primary
clients of the project are the governments and the peoples of the island
members of the Pacific Community and the successful applicant will display
a strong awareness of their coastal fisheries management information
needs.

The post requires a self-starter with considerable initiative, an
excellent knowledge of computer programming, preferably with experience of
fisheries in the Pacific Community region and experience in taking part in
appropriate applied research programmes. When making letters of

DUTIES AND RESPONSIBILITIES

The Reef Fisheries Information Manager is responsible to the Principal
Reef Fisheries Scientist, and the duties of the post are implemented in
consultation and with the advice of the PRFI as appropriate. The duty
statement of the Reef Fisheries Information Manager is as follows:

1. Provide advice to project staff and project collaborators in the field
of information technology and communications.

2. Provide programming support to the project in developing software,
models and indicators that can be applied to other Pacific Island reef
fisheries to extrapolate estimates of fishery resource based on available
data.

3. Implement a regional reef fisheries database from data arising from the
project and other valid sources of quantitative, textual or geospatial
information.

4. Develop and maintain the project website, and other interfaces
promoting appropriate access to project information.

5. Assist in the preparation of reviews, technical reports and scientific
papers for publication, and present findings within the study countries
and to regional and/or scientific meetings.

6. Collaborate closely with other staff of the programme, the Coastal
Fisheries Programme (Marine Resources Division) and other collaborative
institutions and joint research projects.


QUALIFICATIONS

Very important

discipline.

SALARY AND ALLOWANCE

The starting salary for this position will be SDR 3,469 per month (which
is equivalent to CFP577,554 francs per month at the prevailing reference
exchange rate of 1 SDR = CFP 166.49 francs) in the SPC S2 salary grade. In
addition, an Establishment Grant will be payable to non-residents of New
Caledonia. SPC emoluments are not subject to income tax in New Caledonia
at the present time. The international currency exchange rate at the time
of writing is approximately USD 1.00 = 137 francs CFP.


TENURE

The appointment will be for a period of three years in the first instance,
subject to a one-year probationary period. The contract may be renewed for
a further three years subject to performance and continued funding
availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following
deductions from basic salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of

The SPC&#8217;s Staff Medical Insurance, to which the appointee will

(Marine Resources Division) and other collaborative institutions and joint

The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20 in 3 sections covering
fishery statistics, stock assessment and ecosystem aspects of Pacific
Island oceanic fisheries, particularly skipjack, yellowfin, albacore and
bigeye tuna. Its overall mission is: "To provide member countries with the
scientific information and advice necessary to rationally manage fisheries
exploiting the region&#8217;s resources of tuna, billfish and related
species.&#8221;

The Research Officer (Data) is organisationally placed within OFP Stock
Assessment and Modelling Section, and is responsible to the OFP Principal
Fisheries Scientist. The PROCFISH oceanic project component will build
upon the highly-regarded research and monitoring work undertaken on the
main tuna species under the 7th EDF assisted South Pacific Regional Tuna
Research and Monitoring (SPR TRAMP) Programme, and will extend this to
include more detailed analysis and monitoring of bigeye and yellowfin tuna
and by-catch species.

The post is based at the Secretariat of the Pacific Community Headquarters
in Nouméa. The Research Officer (Data) will assist the project leader to
achieve the project goals and objectives within budget and planned
timeframes. The work of the position will involve the development of
software to support complex population dynamics models applied within the
project, prepare data summaries and supervise data quality control
procedures.

knowledge of computer programming and statistical methods for fisheries

4. Maintain Linux-based computer systems used for stock assessment and
population dynamics modelling.

SALARY AND ALLOWANCE

The starting salary for this position will be SDR 3,064 per month (which
is equivalent to CFP510,125 francs per month at the prevailing exchange
rate of 1 SDR = CFP 166.49 francs) in the SPC PO6 salary grade. In
addition, an Establishment Grant will be payable to non-residents of New
Caledonia. SPC emoluments are not subject to income tax in New Caledonia
at the present time. The international currency exchange rate at the time
of writing is approximately USD 1.00 = 137 francs CFP.

TENURE

The appointment will be for a period of three years in the first instance,
subject to a one-year probationary period. The contract may be renewed for
a further three years subject to performance and continued funding
availability.

DUTY STATION

Noumea, New Caledonia.

ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following
deductions from basic salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.

LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of
active duty.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC&#8217;s Staff Medical Insurance, to which the appointee will
contribute 1.5% of basic salary, reimburses doctors&#8217; fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC&#8217;s Staff

FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised dependants,
and reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

BIOLOGICAL ANALYST



The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20 in 3 sections covering
fishery statistics, stock assessment and ecosystem aspects of Pacific
Island oceanic fisheries, particularly skipjack, yellowfin, albacore and
bigeye tuna. Its overall mission is: "To provide member countries with the
scientific information and advice necessary to rationally manage fisheries
exploiting the region&#8217;s resources of tuna, billfish and related
species.&#8221;

The Biological Analyst is organisationally placed within OFP Tuna Ecology
and Biology Section, and is responsible to the PROCFISH Principal Oceanic
Fisheries Scientist. The PROCFISH oceanic project component will build
upon the highly-regarded research and monitoring work undertaken on the
main tuna species under the 7th EDF assisted South Pacific Regional Tuna
Research and Monitoring (SPR TRAMP) Programme, and will extend this to
include more detailed analysis and monitoring of bigeye and yellowfin tuna
and by-catch species.

The post is based at the Secretariat of the Pacific Community Headquarters
in Nouméa but may involve considerable travel, including fishing
vessel-based sampling. The Biological Analyst assist the project leader to
achieve the project goals and objectives within budget and planned
timeframes. The work of the position will involve biological
investigations in support of broader studies of the Warm Pool ecosystem,
in particular age and growth studies of a range of pelagic species,
assistance and support for other biological sampling as directed, and
conventional and archival tagging.

The post requires a self-starter with considerable initiative, a good
knowledge of oceanic fisheries in the Pacific Community region, and fish
research laboratory experience. When making letters of application for the
post, candidates are advised to describe their qualities in relation to
the requirements of this and the previous paragraph.


DUTIES AND RESPONSIBILITIES

1. Undertake biological sampling of tuna catches, including by-catch and
discards, according to standardised data collection procedures, as part of
studies of age and growth, reproduction and stock structure.

2. Develop sclerochronological techniques for the ageing of tuna, billfish
and by-catch species; undertake routine analysis of hard part samples, by
reading daily or seasonal marks, according to agreed protocols.

3. Assist in any other analysis of biological material, in pursuit of the
objectives of ecological studies within the project.

4. Undertake deployment of conventional and archival tags during seagoing
trips.

5 Assist the Principal Fisheries Scientist and other staff in data
analysis and report preparation.

6. Assist port sampling and observer programmes, particularly by providing
training for the collection of biological material and the sampling of
catches.

7. Perform other PROCFISH project-related duties as the POFS may require.


QUALIFICATIONS AND EXPERIENCE

Very important

&#61656; Experience with a range of biological analytical/laboratory
techniques, particularly sclerochronological methods
&#61656; Knowledge and experience of tropical tuna fisheries and ability
to work effectively at sea in unsupervised conditions

South Pacific Regional Environment Programme
(SPREP)

Vacancy: CLIMATE CHANGE COORDINATOR

Background
SPREP is the lead intergovernmental agency for environmental matters in the
Pacific. Its purpose is to assist Pacific island countries protect and
improve their environment and to ensure sustainable development. Assisting
the region understand and respond to climate change, variability and sea
level rise is an essential element of this mandate.

Responsibilities
The Climate Change Officer, based in Apia, Samoa, is responsible for:
· coordination of SPREP's work programme in relation to climate change,
variability and sea level rise;
· develop and manage specific projects under the work programme;
· provide technical advice to SPREP members on climate change;
· ensure effective liaison and coordination of this programme with all the
relevant donors, international and regional organisations and institutions
involved in climate change, variability and sea level rise in the Pacific;
· facilitate the further development and implementation of the Regional
Framework for Action on Climate Change Variability and Sea level Rise and
related Roundtable process; and
· other duties as required from time to time.

Required Qualifications and Experience
Candidates must have appropriate tertiary qualifications (preferably with
post-graduate qualifications in a relevant field) from a recognised
institution and at least 5 years' work experience, preferably within the
Pacific islands region, in climate change related activities. Other
essential requirements are: proven programme management experience; the
ability to manage the work of staff and consultants and to meet project
deadlines often under difficult circumstances; a proven ability to prepare
proposals and reports; outstanding leadership and public speaking skills; a
proven ability to live and work within Pacific island communities and to
work as part of an inter-disciplinary and/or multi-cultural team.
Applicants with a demonstrated interest and involvement in island issues and
in assisting Pacific island countries understand and respond to climate
change, will be highly regarded.

Terms and Conditions

Duty Station: Apia, Samoa.

Duration: Appointment is for a fixed term of 3 years initially, with renewal
for a further period depending upon the officer's performance during the
first term and availability of funds.

Grade: Appointment will be at the Adviser level of SPREP's authorised salary
scale for professional contract staff.

Salary: The basic salary range for this position is expressed in
International Monetary Fund Special Drawing Rights (SDRs). The salary range
is from 22,618 SDRs to a maximum of 29,275 SDRs, depending on the successful
applicant's qualifications and experience. From 1 July 2001, the equivalent
salary in Samoan tala is SAT100,356 to a maximum of SAT129,893 per annum.
A Special SPREP Meeting on 26 November 1999 decided that SPREP professional
contract staff be awarded an interim salary adjustment, effective from 01
January 1999, to be in line with other CROP organisations. The interim
adjustment applicable to the basic salary for this position is from 2,558
SDRs per annum on the minimum salary to 3,311 SDRs per annum on the maximum
salary, subject to change pending the outcome of the remuneration review
process currently underway and expected to be determined at a future SPREP
Meeting. Please also note that other allowances which are based on a
percentage of salary will also be adjusted in accordance with the interim
salary adjustment.
Adjustments: Professional contract salaries and expatriate allowances are
adjusted every six months based on a moving average in the value of the SDR
relative to the Samoan tala (SAT) for the six months period immediately
preceding the date of the review. Remuneration is paid monthly in WST
equivalent. The SDR/Samoan Tala rate applicable from 1 July 2001 is 1SDR =
4.437 Tala. The international currency exchange rate at the time of writing
is approximately USD1.00 = SAT3.59.
Term: The term begins from the day the appointee leaves his or her home to
take up the appointment.
Appointment is subject to a satisfactory medical examination, as well as a
6 months' probationary period.
Termination is by way of either (i) completion of term of contract or (ii)
by way of one month's notice by either party.

For staff recruited from outside Samoa, the following applies:
Relocation Expenses: SPREP will meet certain appointment and termination
expenses for professional contract staff recruited from outside Apia, Samoa,
including transport and accommodation enroute for the appointee and
accompanying dependent(s) between home and Apia, and return, by the shortest
and most economical route. This includes:
- economy class airfares; and
- reasonable cost of packing, insuring, shipping and unpacking furniture,
household and personal effects as follows:
- 6m3 for the staff member;
- 2m3 for dependent spouse;
- 1m3 for each dependent child; and
- up to 20 kilos of excess baggage per person.

Establishment Grant: A lump sum, once-only establishment grant of WST2,060
is payable upon arrival in Apia.

Temporary On arrival in Apia, the appointee and dependent(s) are entitled to
Accommodation temporary accommodation at a suitable hotel or other fully
furnished
and Assistance: accommodation for up to 5 working days.
Appointee will be assisted to settle into Apia. This will include help in
finding suitable rented accommodation.

Location allowance: Appointee is entitled to receive a location allowance of
5% of basic salary.

Education A reimbursable education allowance up to a maximum of WST10,788
Allowance: per child per annum, with a maximum of $32,364 per family per
annum to assist with actual education costs of employee's dependent
children. This includes tuition fees, boarding fees, compulsory extra-
curricular activities organised by school authorities and any necessary
private language tuition. This allowance is subject to periodic reviews.

School Holiday One return economy class airfare between the place of
education and
Travel: Apia each year (except the last) to enable a child being educated
outside Samoa to visit parents.

Home Leave Travel: One return economy class airfare home for each completed
year of service except the last year, for the appointee and dependent(s).

Privileges and SPREP remuneration is tax-free for non-citizens or
non-residents Immunities of Samoa, including duty-free importation of
household and personal
effects which have been owned and used by them for no less than six months,
within 6 months of taking up appointment.

Repatriation Upon completion of the contract, the appointee is entitled to a
allowance: repatriation allowance equivalent to two week's salary, upon
completion of contract.

For ALL professional contract staff, the following applies:
Cost of living diffe- Appointee is entitled to a cost-of-living differential

supplement is reviewed annually and adjusted on relative movement in the
rent index.
Annual Leave: 25 working days a year.
Sick Leave: 36 working days a year, up to a maximum accumulation of 108 days.
Other Leave: Provisions also exist for maternity, compassionate and special
(without pay) leave.
Duty Travel: SPREP meets travelling expenses at prescribed rates necessarily
incurred by staff required to travel away from Apia on official business.
Personal Accident All employees are covered by SPREP's 24 hour Personal Accident
Insurance: Insurance Policy.
Medical Insurance: All employees and their dependents are entitled to have
all reasonable medical, dental and optical expenses met by SPREP or by
SPREP's medical insurance scheme.

Superannuation: An expatriate contract staff member will receive a
superannuation allowance of 7% of basic salary. For local contract staff,

Definitions: "Dependent" means the financially dependent spouse or dependent
child of an employee.
"Dependent child" means an employee's unmarried and financially dependent
child who is:
- under the age of 16 years; or
- under the age of 19 years if undertaking full-time study at a secondary
school; or
- under the age of 22 years if enrolled and undertaking full-time study at a
university or other tertiary institution; or
- mentally or physically incapacitated.

Specialist in Social Security and Protection schemes?

Eco-Consult Pacific is looking for an international consultant with relevant expertise in social security schemes and programmes, incl. national provident funds, pensions etc., to implement a short study in selected Pacific Island Countries (Fiji, Kiribati, Solomon Islands and PNG). The consultant is required to prepare country papers on strengthening and extending social protection / social security in these countries.? The project is expected to commence asap.
