Job Description.
Finance and Administration Manager

Location; PCERP Project Office, Honiara, Solomon Islands, with occasional
travel to field sites in Guadalcanal and Malaita Provinces
Hours of Work: 0830-1700 Monday-Friday. Unpaid work outside office hours
including weekends.
Duration; 24 Months, initially. Ideally would start work in mid January 2001.
Position Reports to; Project Manager
Internal & External Relationships: Maintain routine contact with GoSI
Ministry of Finance, PCERP Implementing Agencies, Contractors and Community
Leaders. Liase with private and public sector firms working with the PCERP.
Delegation Authority: For all administrative staff leave, discipline,
performance appraisal, staff development, on-the-job training, counselling
and guidance. Responsible for maintaining PCERP budgets and accounts and
records of expenditure and inventory.
Position Responsible For all subordinate finance and administrative staff in
the PCERP Project Office.
Relationship-Documentation, Tools and Equipment: Responsible for
interpretation, application, enforcement and revision of Finance and
Administration related documentation. Required to establish and maintain an
electronic database and a range of computer-based administration &
management tools (MIS).
Position Summary & Purpose: The Finance and Administration Manager manages
the Administrative and Finance functions, including, planning, organising,
staffing and controlling Finance operations, training & development
projects, and linking training and operations with other stakeholders
towards achieving the PCERP goals and objectives.
Key Result Areas: Planning, Budgeting, Accounting Reports will be
accomplished within + 10% of deadlines and response times established by the
Project Office. Identification and adoption of proven cost-effective and
practicable procedures.
Performance Appraisal; based on Quarterly Work Plans and Reports, formal
review by GSI Performance Appraisal Committee, including transfer of skills
and knowledge.

The Post-Conflict Emergency Rehabilitation Project is a two-year, USD10m
programme of road, bridge, water supply, health clinic, school and
government building reconstruction.
The Finance and Administration Manager will play a vital role in PCERP
procurement management, Technical Assistance recruitment, Imprest Account
establishment and management. He/she will prepare regular financial
statements and reports, to ADB standards.
Local Project Office staff and Community Leaders will be trained and coached
in basic financial management by the Finance and Administration Manager.
The Post Holder would ideally be a certified accountant, have had at least
three years prior experience with ADB-financed project financial management,
preferably in remote and trying locations. He/she will have excellent PC
skills, and competent to advanced level with MS WORD and MS EXCEL.

DUTIES AND RESPONSIBILITIES:
Under the general supervision of the Division Chief and the direct
supervision of the Section Chief, the incumbent conducts policy
research/studies and provides technical input in the formulation and
implementation of ESCAP=s programme on space technology applications, with
main emphasis on integrated applications of geographic information system
(GIS) and other related spatial information technologies such as remote
sensing; plans, organizes and services regional cooperative and technical
assistance activities in relation to spatial information applications for
sustainable development, such as conferences, seminars, training courses,
pilot projects and information exchange; undertakes various tasks in
connection with the general administration and management of the work
programme of the Section; and performs other duties as required.

COMPETENCIES AND SKILLS
Advanced university degree in related physical sciences or engineering and a
minimum of eight years of experience in space applications, particularly in
the field of integrated GIS and remote sensing development and applications.
Several years of technical responsibilities and policy study experience at
both national and international levels. Direct working experience in ESCAP
region is desirable. Experience in regional cooperation and collaboration
activities will be an advantage. Demonstrated capability on the following
core competencies: communication, creativity, planning and organizing, and
teamwork.

LANGUAGES
Fluency in both written and spoken English, with excellent drafting ability.
Knowledge of other official UN languages (i.e. Arabic, Chinese, French,
Russian and Spanish) would be an advantage.

DUTY STATEMENT


SOCIAL SCIENTIST


The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a staff
of more than 230. SPC is officially bilingual, with English and French being
the working languages.

The Social Scientist will be responsible to the Reef Fisheries Management
Adviser. The post is based at the Secretariat of the Pacific Community
Headquarters in Noum¨¦a. The Reef Fisheries Assessment and Management Section
currently has two staff and assists Pacific Island countries assess and
sustainably manage fisheries in reef environments. The section is also
implementing new research programmes on reef fisheries and is expected to
implement a major field survey of Pacific Island reef fisheries in the
period 2001-4.

The Social Scientist will investigate the inter-dependance of fisheries,
human populations, food preferences and other social and economic factors in
two Pacific Island countries. This cross-disciplinary project, funded by the
MacArthur Foundation will be co-supervised and assisted by representatives
of the Reef Fishery Assessment and Management Section (Marine Resources
Division), the Demography and Population programme (Social Resources
Division) and Nutrition Section (Health Division), with additional advice
from the Institute for Research on Development in Noumea.


DUTY STATEMENT

The specific tasks of the Social Scientist will be to:

1. Identify different groups of fish consumers in the study countries
and evaluate the factors which determine their preferences and nutrition
levels (habitat, ethnic groups, resource levels...).

2. Assess, and develop models to explain, the relationship between
fishery resources, demographic parameters and nutritional status in the
study countries.

3. Ultimately, develop indicators and models that can be applied to
other Pacific Island reef fisheries to extrapolate estimates of fishery
resource, demographic or nutritional status based on easily-collectable
data.

4. Collaborate closely with Reef Fishery Assessment and Management
Section (Marine Resources Division), Demography and Population Programme
(Socio-Economic Resources Division) and Nutrition Section (Health Division)
staff.

5. Prepare reviews, technical reports and scientific papers for
publication, and present findings within the study countries and to regional
meetings.

QUALIFICATIONS

Applicants for this position should have:

* A post-graduate degree in social science (e.g. demography,
geography, sociology, population health or anthropology); a PhD is highly
desirable;
* Knowledge and experience of social survey implementation and
statistical analysis (including multivariate analysis);
* Demonstrated ability to work well with people in a culturally
diverse environment and as part of a team;
* Experience in Fiji and/or Tonga would be desirable, but other
Pacific Island experience would also be an advantage;
* Demonstrable analytical and reporting writing skills;
* Well developed English or French language oral and written
communications skills. A working knowledge of both of SPC's official
languages is desirable but not essential.


SALARY, TERMS AND CONDITIONS

SALARY AND ALLOWANCE

The starting salary for this position will be CFP 420,931 francs per month
in the SPC S1 salary grade. SPC emoluments are not subject to income tax in
New Caledonia at the present time. The international currency exchange rate
at the time of writing is approximately USD 1.00 = CFP 139 francs.


TENURE

The appointment will be for a period of two years in the first instance,
subject to the satisfactorily completion of a one-year probationary period.
The contract may be renewed for a further one year depending on funding
availability.


DUTY STATION

SPC Headquarters, Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following
deductions from basic salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.

LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of
active duty service. For expatriate staff members, home leave fares are
payable after 18 months of active duty service and if appointment is
extended for a further 12-month period.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC's Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors' fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident
Fund. Noumea-based staff contribute six per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, airfares by the most
direct/and or economic route for the appointee and recognised dependants,
and reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the workplace.

The Foundation for the Peoples of the South Pacific (FSP), a non-government
development organisation, seeks a Country Director for its office in
Kiribati, Central Pacific. Current programs focus on health
(reproductive/child health, nutrition), environment, conservation,
agriculture, water and sanitation and local institution building, with a
heavy emphasis on training and technical assistance at the community level.
There is also a long-term drive to develop the country office into an
independent local affiliate of FSP International. Program and
administrative staff include 19 local people with the Country Director
currently being the only expatriate. This position would start on 17 April
2001.

DUTIES:
The Country Director has overall responsibility for office management and
supervision, including:
¡¤ all staff, programs and finances;
¡¤ assure the reporting and implementation compliance requirements of donors
and FSP metropolitan offices are met,
¡¤ work with FSP regional offices on project development and the continuance
of program funding,
¡¤ cooperate with host country government and NGO agencies as well as UN and
other regional and international bodies assisting Kiribati,

FORUM FISHERIES AGENCY
VACANCY - MANAGER, MONITORING, CONTROL & SURVEILLANCE
The South Pacific Forum Fisheries Agency (FFA) is a regional organisation
based in Honiara, Solomon Islands. The FFA is responsible for assisting its
16 member countries develop and co-ordinate fisheries management policies
and promote the development of their fisheries resources. For the immediate
future, the Agency is focused on tuna and related oceanic fisheries.

Applications are invited for the position of Manager, Monitoring, Control &
Surveillance (MMCS).

The Manager of MCS will report directly to the Director, supervise a team of
3 other professionals and 3 support staff, and be responsible for the
Monitoring, Control & Surveillance (MCS) Division's work programme and
budget. The Division's objective is to reinforce member countries' capacity
to achieve compliance by fishing operators with national regulations and
regional arrangement licence conditions. The Manager of MCS will be in
regular contact with the MCS personnel with the 16 member countries.

The applicant must have tertiary qualifications in fisheries management or
related field.

The applicant will have at least 5 years experience in the planning,
management and operational aspects of fisheries MCS and extensive experience
in project management. Preferably, the applicant will have at least two
years working on fisheries MCS in developing countries, experience in
fisheries management and experience in fisheries enforcement. A good
understanding of VMS would be highly regarded.

The appointee will be based in Honiara, Solomon Islands. Occasional travel
will be required, mainly within the South Pacific region.

The successful candidate will be expected to take up the appointment on or
around June 2001.

Please note that remuneration packages within FFA are currently under
review. The following details relating to the remuneration package may be
varied prior to appointment.

Base Salary for the position ranges from US$47,586 pa to US$58,065pa. In
addition, a Cost of Living Differential Adjustment (COLDA) of approximately
17% of base salary is payable.

The total remuneration package includes base salary, COLDA, location
allowance (5% of base salary), child education allowance (maximum of
US$6,500 per dependent child or US$19,500 per family), limited medical
insurance cover, 6 weeks recreation leave, annual leave passage to place of
recruitment and superannuation (7.5% of base salary and location allowance).
For those recruited from outside of Solomon Islands, remuneration is
tax-free in the Solomon Islands. Currently housing is provided by the Agency
at a rental of 12.5% of base salary.

Research Positions In Environmental Studies

Established by the United States Congress in 1960 to promote mutual
understanding and cooperation among the governments and peoples of the
Asia-Pacific region including the United States, the East-West Center seeks
to foster the development of an Asia-Pacific community through cooperative
study, training and research. Center activities focus on the promotion of
shared regional values and the building of regional agencies and
arrangements; the promotion of economic growth with equity, stability, and
sustainability; and the management and resolution of critical regional as
well as common national-level political, economic, and social problems.
Issues addressed at the Center must have direct relevance for
US-Asia-Pacific understanding and relations.
The Organisation's interests in environmental studies include issues of
ecosystems and governance, climate variability and change, urban and
transnational atmospheric pollution, and strengthening the links between
environmental science and public policy on issues of regional importance.
The Center is seeking highly qualified candidates for two positions who will
be responsible for developing strategies to build cooperative projects with
active participation of senior researchers and private sector
representatives from Asia-Pacific and the United States.

Position 1. Fellow/Senior Fellow, Environmental Policy. Levels 12, 13, or 14
(Equivalent to Associate Professor or Professor).

The successful candidate should have a strong record of policy-relevant
research and publication on environmental policy and institutional issues of
broad significance to the Asia-Pacific region. Specific interests might
include energy related atmospheric pollution, climate change negotiations,
environmental assessment and public policy, and the roles institutions play
in causing and confronting global environmental changes.
Candidates with a graduate degree (or equivalent experience) in economics,
political science, or law or related fields with a specialization in
environmental issues are preferred.

Position 2. Fellow/Senior Fellow, Pollution. Levels 12, 13, or 14
(Equivalent to Associate Professor or Professor).

The successful candidate should have a strong record of policy relevant
research and publication in the areas of urban and related pollution and
development issues. Specific interests might include transnational
atmospheric pollution, and energy, water, transportation, waste-related
urban pollution and related public health and safety considerations in the
Asia-Pacific region. Qualifications should include quantitative research
and experience with urban and/or regional pollution models or environmental
aspects of urban planning and development.
Candidates with graduate degrees (or equivalent experience) in both science
and environmental policy/economics or closely related fields are preferred.

Researchers at the East-West Center should have a strong interest in the
Asia-Pacific region (including the United States), should have the capacity
to lead international teams in collaborative, interdisciplinary projects,
and should be able to communicate results and recommendations in a clear and
concise manner to academic as well as informed policy, public, and
private-sector audiences. Equally important is a record of success in
obtaining funding for research projects. Good communication skills in the
English language are necessary; fluency in an Asian language is an asset.

Applicants should have a Ph.D in a relevant field, plus at least four years
of post-PhD research experience, including one year of experience in Asia. A
Master's degree and ten years relevant research experience is considered as
equivalent to the Ph.D. Salary is negotiable commensurate with
qualifications and experience. The Center has an attractive package of
fringe benefits including a 25% cost of living allowance (COLA) and the
TIAA/CREF retirement program to which the institution contributes 16.53% of
base salary. Annual salary (including COLA) is as follows:

Level 12 (for PhD plus four or more years of post-PhD experience) starting

Level 13 (for PhD plus eight or more years of post-PhD experience) starting

The University of Guam, College of Agriculture and Life Sciences is looking for
a 12 month, tenure track faculty appointment. Committee searches for someone

Agriculture and Life Sciences has an excellent extramural fund track

A Ph.D. in Soil Science or closely related field is required.

Responsibilities: Develop and conduct independent
multi-disciplinary research in the area of soil science or agronomy with
relevance to environmental soil management in humid tropics and the
island's various agricultural and horticultural activities. Prepare and
carry out research projects for local and federal funding. Supervise and
maintain Guam's soil and plant analysis lab and oversee support staff.
Teach principles of soil science at undergraduate and graduate level.

The Vanuatu Government has received support from the Australian Government
through AusAID for consultants to undertake a study on the potential for
using the Clean Development Mechanism under the Kyoto Protocol for forestry.

Please Note only AUSTRALIAN or NEW ZEALAND consultants are eligible to apply
due to funding conditions.

The purpose of this consultancy is to advise the Vanuatu government on CDM
issues and investigate the potential benefits of the CDM for Vanuatu with
particular reference to the forestry sector.

The main objectives of the consultancy are
(i) To provide a set of options for various feasible positions for the
Government of Vanuatu on CDM, covering at least acceptance and rejection of
CDM's or variations of these, and outline the implications of each for Vanuatu.
(ii) to assist Vanuatu to identify potential activities and projects that
could be considered under the CDM, and
(iii) to enhance Vanuatu's ability to participate in the CDM if appropriate,
through identification of capacity building needs and CDM projects.

AusAID have indicated that funds are available to pay internationally
competitive rates plus subsistence allowances and economy airfares to/from
Australia/NZ and Vanuatu. The lowest nor any tender bid need not necessarily
be accepted.
It is suggested that the following people may be required but the exact
makeup be proposed by the consultants and agreed by the Government of Vanuatu:
1. Internationally recognised expert on CDM policy and technical issues (2-3
weeks depending on costs)
2. Forestry expert with previous experience in CDM or Carbon Credit issues
(2-3 weeks depending on costs)

Optional, depending on funding and skills of above people the Team may need
to involve or engage short-term consultants to advise on other specialist
areas such as:
5. Legal advice or draftsperson to evaluate legislation and other legal
issues (up to 1-2 weeks if required)
6. Economist to evaluate economic implications of options developed and
advise on allocation of benefits including Government of Vanuatu,
landowners, and project developers. (up to 1 week if required)

The Vanuatu Government is keen for this consultancy to be conducted as soon
as possible and preferably before end November although a longer time frame
may be considered if consultants are suitable but unavailable.

The Strategic Action Programme for International Waters, based at the South
Pacific Regional Environment Programme (SPREP) in Apia, Samoa, has a vacancy
for a Community Communications Specialist. The Programme has two main focal
areas, one related to the conservation and management of oceanic resources
in the South Pacific, and the other focusing on integrated coastal watershed
management in the 14 small island states participating in the Programme.

The successful candidate will be responsible for the communications strategy
for the Programme, particularly in relation to raising awareness, developing
educational material and disseminating information on Programme activities
in rural communities throughout the South Pacific.

The position requires a person with at least six years experience in the
management of natural resources or environmental science in the region. The

Vacancy: Project Coordinator, Atmospheric Radiation Measurement (ARM)
Program in the Tropical Western Pacific (ARM/TWP)


This position is required to coordinate the activities and operation of the
ARM climate research stations in the SPREP region and other locales (Alaska
and Southern Great Plains in the US), specifically to oversee the PNG and
Nauru contracts with ARM; maintenance of ARM/TWP subcontract/s for routine
and corrective maintenance in the Pacific region; coordinate consultants to
support TWP Operations as required; work closely with ARM/TWP Project Office
(ARM/TWPPO) to oversee ARM regional issues, clarifying objectives, resolving
issues, and implementing regional concerns in the Pacific; work closely with
the TWPPO in clarifying and implementing objectives for education outreach
activities in the Pacific; and deliver timely reports to ARM/TWPPO.
Required Qualifications and Experience
Candidates must have appropriate tertiary qualifications (preferably with
post-graduate qualifications in a relevant field) with at least 5 years' of
relevant work experience within the Pacific region. Other essential
requirements are: proven project management experience and proven ability to
manage the work of consultants; work as part of an inter-disciplinary and/or
multi-cultural team; prepare proposals and reports to meet deadlines (often
under difficult circumstances); and to live and work within Pacific island
communities. Applicants with demonstrated interest and involvement in
research and environmental, economic and social issues affecting the region,
particularly relating to global climate change will be highly regarded.

Appointment
Will be at either Project Officer or Adviser Level of SPREP's authorised
salary scale for contract staff, depending on the qualifications and
experience. SPREP remuneration is tax free in Samoa for non-residents and
non-citizens of Samoa. The initial term is three years, renewable for a
further three years depending on availability of funds and performance.

Scientific/Technical Advice - Pacific Islands Climate Change Assistance
Programme (PICCAP) Phase II

PICCAP aims to build, enhance, and strengthen national capacities in Pacific
Island countries to undertake studies and to report to the United Nations
Framework Convention on Climate Change (UNFCCC). A twelve month extension
has been approved to primarily focus on the following activities:
¡ì Continuation of national implementation strategies;
¡ì Continuation of public awareness and education activities related to
climate change;
¡ì Continuation of vulnerability and adaptation studies;
¡ì Identifying technological needs and the capacity building required to
assess those needs; and
¡ì Capacity building for participation in systematic observation networks.

Tenders are invited to provide scientific/technical advice and assessment on
PICCAP Phase II activities, to participating countries in identified areas
and in the context of the UNFCCC and PICCAP programme. These include
mitigation of climate change through the use of renewable energies, and
adaptation for climate change through community and private sector involvement.

Professional Development Officer

Applications are invited for the position of Professional Development
Officer in the SOPAC Disaster Management Unit, located in SOPAC Secretariat
Suva, Fiji Islands. Preference may be given to nationals of SOPAC member
countries. SOPAC is an independent, inter-governmental regional organisation
established by South Pacific nations in 1972 and dedicated to providing
service to the island member countries of its Governing Council

The position will report to the Unit Head of the Disaster Management Unit.
The Professional Development Officer is expected to work as an effective
member of a small project team and to assist with the development, planning,
delivery, evaluation and effective coordination of a number of disaster
management project activities. In particularly the Professional Development
Officer will be responsible for monitoring and reporting on those activities
relating to the Knowledge Management component of the SOPAC DMU Project
Design document.

The Knowledge Management component of the DMU Project addresses the issues
of professional development and skills training for key personnel (including
National Disaster Management Office staff and NGO staff with national,
district or provincial level program responsibilities. It will involve the
development of a structured skills program (based on a training evaluation),
the design of new courses and/or review of existing courses, the development
of work study opportunities and the annual evaluation of those undertaking
the training. A significant output will be linked to institutionalising the
key development training to ensure the courses are periodically reviewed and
also to ensure that national capacities are maintained through follow-up
training.:

Energy Manager

Applications are invited for the position of Energy Manager in the SOPAC
Secretariat, located in Suva, Fiji Islands. Preference may be given to

The position will be an appointment at Unit Head Level reporting to the
Program Manager. A Unit Head is expected to assist management to develop,
plan and implement programs of work having relevance and significance to the
peoples and governments of SOPAC member countries. Specific technical
skills includes: management of a wide and diverse range of energy programs
including traditional, new and renewable, and developing energy
technologies, develop long term programs, plans and project proposals,
develop, evaluate and provide economic, policy and technical assistance and
advice on energy project proposals and technologies, prepare terms of
reference and contracts for consultants and technical specifications.

Qualifications
A post-graduate degree, preferably at PhD level in an appropriate field of
Engineering or Science from a recognised university. Eligibility for
registration as a Professional Engineer with the Institution of Engineers,
Australia / New Zealand or equivalent is desirable. A minimum of 15 years
experience working as a Professional Engineer or Scientist in relevant
fields, at least for part of this time in management positions. Fluency in
written and spoken English is essential to communicate with member country
governments and other regional and international organisations.

NATURE OF WORK:

This position is located in the Cooperative Research, Extension, and
Education Service, (CNMI-CREES) and is under the supervision of the
Associate Director of Family and Consumer Sciences (FCS). The specialist
will serve the islands of Rota, Tinian and Saipan, but will be located on
the Island of Rota. The position will be 75% Extension and 25% Research.

DUTIES AND RESPONSIBILITIES:

CNMI-CREES Research / Extension programs are interdisciplinary and
require the ability of the scientist to work as a team member to: 1)
identify and diagnose important problems of clientele; 2) establish research
and extension program priorities; 3) prepare grant proposals; 5) develop a
plan of work and 6) implement, evaluate, and interpret research, extension,
and other activities; working with clientele, advisory groups, Northern
Marianas College staff, and other agencies and organizations.

Performs job duties using appropriate research / extension methods,
techniques, and technology; evaluates educational activities for
effectiveness; recruits, trains, organizes, involves, and recognizes
volunteer leaders (youth and adult); establishes and maintains effective
working relations with other extension and research specialists.

Acts as a Principal Investigator (PI) in the CREES-FCS Food
Science/Technology research projects.

Provides technical advice to clients, marketing organizations,
cooperatives, associations, and private individuals involved in vegetable
and fruit production and marketing on: 1) cleaning; 2) grading; 3)
packaging; 4) processing; 5) storage; 6) transporting; 7) marketing; 8) food
quality and safety.

Works cooperatively with CNMI-CREES research and extension staff to
carry out various experimental studies; collects, records and analyzes data;
disseminates information generated by research, produces and disseminates
extension publications, and addresses issues facing the agricultural
industries including farmers, food processors and merchants on techniques
for improving the profitability of the local food industry.

Coordinates and collaborates with the local Governments, Public School
Service, Department of Public Health, Environmental Protection Agency, Food
and Drug Administration, Department of Lands and Natural Resources, food
producers, processors and wholesalers, etc. on projects or programs in
marketing, processing, food safety and food quality. Plans and implements an
effective public relations program to promote extension / research.

May be asked to teach courses in areas of expertise for the CREES degree
program.

Provides leadership to extension program development in the area of food
processing, storage and safety.

Builds dynamic teams of extension educators, specialists, and
professionals from community organizations to address local concerns
regarding food processing, marketing, food safety and quality.

Seeks, writes proposals and acquires funding for programming, extension,
research and education.

Develops and teaches courses and workshops in the area of food science
and technology.

Initiates research related to local issues in the area of food science
and technology.

Develops educational materials and tools to support extension programs
in the area of food processing, safety and quality, including publications,
training manuals, videotapes, multimedia, web sites, and newsletters.

Assists extension educators in developing evaluation plans and tools to
determine the impact of their food programs in the community.

Builds coalitions with other extension and university units, agencies
and organizations to maximize programs and resources.

Develops a working relationship with the media to provide accurate and
timely food processing safety and quality information.

Performs other duties as requested.

MINIMUM QUALIFICATIONS:

Graduate of an U.S. accredited college or university with a M.S. (Ph.D.
preferred) in food science, food technology, foods and nutrition, or related
field.

Demonstrated ability to secure grants and funding from outside sources.

Demonstrated ability to initiate and implement community wide programs
in the area of food science and technology.

Excellent oral and written communication skills.

Prefer familiarity with the rules, regulations, and procedures of USDA
funded programs.

NATURE OF POSITION:

management, post harvest, quarantine and other topics of importance to the CNMI.

Plans and implements an effective public relations program to promote
extension/research.

Teaches courses, in areas of expertise, for the CNMI-CREES degree programs.

Performs other duties as requested.

MINIMUM QUALIFICATIONS: Must have a Master's degree in Horticulture (or a
BS degree with at least 5 years of highly relevant research or extension
experience). Knowledge of tropical or semi tropical fruit production and
Integrated Pest Management (IPM). Experience in conducting research, with
farmers, in farmers' fields, (orchards) is preferred. Training is or
experience in extension program development and evaluation, and proposal
writing is strongly preferred. Familiarity in working with computers is
required. Good written and oral communication skills are required. Ability
to deliver public presentations and work effectively with groups. Ability to
statistically design and analyze the results of experiments and surveys.
Ability to work as a multidisciplinary team member or leader and to work
well with farmers.
