Job Description.
Finance and Administration Manager

Location; PCERP Project Office, Honiara, Solomon Islands, with occasional
travel to field sites in Guadalcanal and Malaita Provinces
Hours of Work: 0830-1700 Monday-Friday. Unpaid work outside office hours
including weekends.
Duration; 24 Months, initially. Ideally would start work in mid January 2001.
Position Reports to; Project Manager
Internal & External Relationships: Maintain routine contact with GoSI
Ministry of Finance, PCERP Implementing Agencies, Contractors and Community
Leaders. Liase with private and public sector firms working with the PCERP.
Delegation Authority: For all administrative staff leave, discipline,
performance appraisal, staff development, on-the-job training, counselling
and guidance. Responsible for maintaining PCERP budgets and accounts and
records of expenditure and inventory.
Position Responsible For all subordinate finance and administrative staff in
the PCERP Project Office.
Relationship-Documentation, Tools and Equipment: Responsible for
interpretation, application, enforcement and revision of Finance and
Administration related documentation. Required to establish and maintain an
electronic database and a range of computer-based administration &
management tools (MIS).
Position Summary & Purpose: The Finance and Administration Manager manages
the Administrative and Finance functions, including, planning, organising,
staffing and controlling Finance operations, training & development
projects, and linking training and operations with other stakeholders
towards achieving the PCERP goals and objectives.
Key Result Areas: Planning, Budgeting, Accounting Reports will be
accomplished within + 10% of deadlines and response times established by the
Project Office. Identification and adoption of proven cost-effective and
practicable procedures.
Performance Appraisal; based on Quarterly Work Plans and Reports, formal
review by GSI Performance Appraisal Committee, including transfer of skills
and knowledge.

The Post-Conflict Emergency Rehabilitation Project is a two-year, USD10m
programme of road, bridge, water supply, health clinic, school and
government building reconstruction.
The Finance and Administration Manager will play a vital role in PCERP
procurement management, Technical Assistance recruitment, Imprest Account
establishment and management. He/she will prepare regular financial
statements and reports, to ADB standards.
Local Project Office staff and Community Leaders will be trained and coached
in basic financial management by the Finance and Administration Manager.
The Post Holder would ideally be a certified accountant, have had at least
three years prior experience with ADB-financed project financial management,
preferably in remote and trying locations. He/she will have excellent PC
skills, and competent to advanced level with MS WORD and MS EXCEL.

The above manuals will be easily accessible to all Project Office staff, but
kept up to date and maintained by the Finance and Administration Manager.
He/she will ensure through regular training and mentoring that all Finance
and Administrative staff in the Project Office have a thorough knowledge of
the relevant sections of the manuals. When there is doubt as to the correct
interpretation of the manuals the Finance and Administration Manager will
seek advice to ADB or UNOPS through the Project Manager.
