DUTY STATEMENT
ASSISTANT LIBRARIAN
The Secretariat of the Pacific Community (SPC) was established 51 years ago as a bilingual, regional technical, advisory, training and research organisation. It serves 22 Pacific Island member countries. The headquarters is in Noumea, New Caledonia, with its main sub-regional office based in Suva, Fiji. There are country and field operations in a number of other Pacific Islands.
The Secretariat is seeking a suitably qualified and experienced person to work as the Assistant Librarian in Suva, Fiji.
The Assistant Librarian will be responsible to the Deputy Director General, Suva for operational activities and to the SPC Librarian, Noumea, for professional duties.
The Library in Suva is particularly strong in materials which support the development of Pacific agriculture however, information services include providing materials in agriculture, animal health, plant protection, health (particularly AIDS and vector-borne diseases), population, media, forestry, and maritime fields. Information services are provided regionally and to a wide range of clients.
Duties will include:
Efficient management of Library operations Development of the Library collection Provision of timely information services to SPC programmes and clients Development of new information services Cataloguing, classification and indexing Training in library information processing and information retrieval
Qualifications:
Applicants should have a degree in Librarianship or Information Science or a post-graduate qualification in Library Science with relevant work experience in a special, research or tertiary library. Experience with automated Library systems and in cataloguing, classification and indexing processes are required. A tertiary qualification in biological, agricultural or health sciences will be an advantage.
SALARY AND ALLOWANCE
The starting salary for this position will be SDR 1,389 per month which is equivalent to F$3,834 per month. In addition, an Establishment Grant will be payable to non-residents of Fiji. SPC emoluments are not subject to income tax in Fiji at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = F$2.00.
TENURE

ACCOMMODATION
A rental assistance of F$1100 per month will be provided.
LEAVE
Leave will accrue at the rate of 25 working days per calendar month of active duty. For expatriation staff members, home leave fares are payable after three years of service and if contract is renewed.

Thirty working days per annum
MEDICAL BENEFITS
The SPC's Staff Medical Scheme, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. The staff member contributes eight per cent of basic salary to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside Fiji, airfares by the most direct/and or economic route for the appointee and recognised dependents, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the workplace.

DUTY STATEMENT
TEAM LEADER - PACIFIC ACTION FOR HEALTH
BACKGROUND
The Secretariat of the Pacific Community (SPC) is a technical advisory, training and research organisation serving 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. SPC currently has more than 230 staff members. It is a bilingual organisation, with English and French as its official working languages.
The Pacific Action for Health project, which the Government of Australia has agreed to fund through the Australian Agency for International Development (AusAID), has a budget of A$ 3.75 million over three years and nine months. Its purpose is "to create an environment conducive to health by increasing the capacity of Pacific Island Countries to address non-communicable diseases (NCDs) risk factors". There will be two project phases: an Inception Phase of nine months and an Implementation Phase of three years.
This project will implement a series of national activities in four countries, targeting young people and addressing priority NCD risk factors. The focus will be on tobacco use in Kiribati and Solomon Islands, diet and exercise in Tonga, and substance abuse in Vanuatu. In addition, the project will undertake a number of regional activities, drawing on the strengths of other organisations active in the health sector in the region. The project will build on previous AusAID supported health development activities in the region.
The project team will comprise of six long-term staff: the team leader and his/her deputy, who will both be based in Noumea, and four country co-ordinators in the target countries. The team will be assisted by short-term inputs from outside consultants as well as existing SPC staff.
The project will be embedded in the Secretariat's Community Health Programme. Current activities of the Community Health Programme include initiatives in health management, health promotion, HIV/AIDS & STDs, nutrition & lifestyle, public health surveillance and communicable diseases control, tuberculosis and vector-borne diseases control. The Community Health Programme is part of the Social Resources Division. The division also includes a number of socio-economic programmes e.g. Demography/Population, Statistics, Rural Energy Development Programme, Cultural Affairs Programme, Pacific Women's Resource Bureau and the Pacific Youth Resources Bureau, providing an effective setting for a multi-disciplinary approach.
POSITION
The Team Leader will co-ordinate and manage the project to achieve the project goals and objectives within budget and planned timeframes and assume responsibility for the production of project reports and implementation plans. The Team Leader will have particular responsibilities for project monitoring and evaluation and for providing effective leadership to the other project staff. In addition, a number of specific duties and responsibilities will be involved:
DETAILED STATEMENT OF DUTIES
During the Inception Phase
at the regional level:
* establish liaison with regional organisations * identify training modules/opportunities * identify capacity of regional organisations to undertake project components (e.g. The University of the South Pacific) * recruit for Deputy Team Leader
in each target country:
* establish the scope of activity relevant to the project in each country * undertake consultations with high-level personnel within national health departments * identify counterpart organisation and personnel * establish the Terms of Reference for the Project Co-ordinators and recruit to these positions. During the Inception Phase, the team leader will also prepare the Activity
Implementation Document which will include detailed planning and specification of the scope, extent and quality of the activities and tasks for the Implementation Phase.
During the Implementation Phase
at the regional level:
* maintain regular communication links with regional organisations * facilitate the communication between the Project Co-ordinators * establish reporting mechanisms from Project Co-ordinators and the project headquarters * convene inception, mid-term and End-of-Project summit meetings of counterparts, Project co-ordinators and other key stakeholders * organise the training inputs for each country * provide on-going support for project personnel * arrange inputs for short term personnel * achieve payment milestones according to AusAID Contract (Exchange of Letters) at the country level:
* meet (e.g. once per year) with Project Co-ordinator in their facilities * conduct training in management techniques at country level * ensure liaison with key personnel within each country, in particular the
Multi-sectoral Working Group, and national counterparts * undertake regular performance appraisals for the Deputy Team Leader and Project Co-ordinators * establish mechanisms for monitoring and evaluation, and strengthen the capacity to undertake M&E within each country * prepare reports against performance indicators * assist with any issues and uncertainties as they arise * oversee project implementation at country level
SKILLS AND QUALIFICATIONS REQUIRED
a) Very important
* Postgraduate qualification in an appropriate field, ideally in Public Health and/or Health Sciences * Minimum of five years of project management experience, including financial management and contract management, ideally as team leader * Demonstrated capacity to design and manage public health and community development programmes * Expertise in monitoring and evaluation techniques * Excellent interpersonal skills and negotiating skills to facilitate relationships with stakeholders * Excellent written and oral communication skills
b) Important
* Knowledge of the Pacific region, including its regional organisations * Work experience in developing countries * Ability to work in a multi-cultural environment * Computer skills (SPC uses Microsoft Office).
Extensive travel within the region will be required.
SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCE
The starting salary for this position will be CFP 451,503 francs per month in the SPC S2 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = CFP 127 francs.
TENURE
The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further nine months (and maybe for a longer period) subject to performance and continued funding availability.
DUTY STATION
Noumea, New Caledonia.
ACCOMMODATION
An SPC-owned house or flat will be made available, based on the following deductions from basic salary:
2 bedrooms - 11.5% 3 bedrooms - 12.5% 4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.

The International Foundation for Science (IFS) provides support to young scientists of merit in developing countries by awarding research grants and providing grantees with additional services such as travel grants and purchasing assistance.
Research grants are awarded up to a maximum value of USD 12,000 for a period of one to three years and may be renewed twice. They are intended for the purchase of equipment, expendable supplies, and literature. Applicants must be citizens of, and carry out the research in, a developing country. They should also work at a university or national research institution in a developing country (countries in Europe, including Turkey and Cyprus, or the former Soviet Union do not qualify for support). As well as being under the age of 40 (under 30 for applicants from China) and at the start of their research career, candidates must possess a higher academic degree, which should be at least an MSc or equivalent.
The IFS supports projects dealing with the management, use, and conservation of biological resources. The Foundation organizes its activities into six Research Areas, viz Animal Production, Aquatic Resources, Crop Science, Food Science, Forestry/Agroforestry, and Natural Products.

POST DESCRIPTION
INTERPRETER / TRANSLATOR (English)
RESPONSIBLE TO: Manager (Translation / Interpretation)
The Secretariat of the Pacific Community has English and French as its two official working languages; the Translation/Interpretation section is the mainstay of bilingualism within the Secretariat. Its multinational team of seasoned professionals translates some 4000 pages a year in a variety of areas such as fisheries, agriculture, health, statistics, demography, women's and youth development, culture, forestry and energy. Conference interpretation and translation services are provided both at Headquarters and outside for meetings of government representatives, technical meetings, training courses, workshops and seminars. The section has created its own terminology database, has established links with language services in other international organisations and is a member of JIAMCATT.
DUTIES AND RESPONSIBILITIES:
1. Performs simultaneous, consecutive and ad hoc interpretation duties between English and French at the Conferences of the Pacific Community, sessions of the Committee of Representatives of Governments and Administrations, technical meetings and on other occasions.
2. Translates a wide range of sometimes complex technical documents from French to English to a standard requiring little or no revision. These documents include working papers for meetings, technical materials for publication and SPC correspondence.
3. Revises or assists in the translation work of colleagues as required.
4. Contributes to the Section's terminology resources; makes proposals on reference material acquisitions.
5. Performs other related duties as directed by the Manager of the Interpretation and Translation Section or the Executive Management.
QUALIFICATIONS AND EXPERIENCE:
1. Bilingual in English (main language) and French.
2. Qualification from a recognised school of interpretation and translation, or university degree or equivalent. 3. Minimum of five years extensive professional experience in conference interpretation using English as an "A" and French as a "B" language and experience in translation. Candidates with wide experience in international organisations or public services will have an advantage;
4. Demonstrated ability to interpret and translate often highly technical material accurately; excellent vocabulary coupled with a keen sense of semantics; thorough understanding of syntax and style.
5. Ability to revise translations into English.
6. The qualities required to fit harmoniously into a group comprising colleagues from a wide range of cultural backgrounds.
7. Familiarity with and personal commitment to the objectives of international organisations.

LEAVE
Leave will accrue at the rate of 2.5 working days per calendar month of active duty service. For expatriate staff members, home leave fares are payable after 18 Months service.

Thirty (30) working days per annum.
MEDICAL BENEFITS
The Secretariat's staff Medical Benefits Scheme, to which the appointee would contribute 1.5% of basic salary, reimburses doctor's fees, cost of prescribed medicines, surgical and hospital costs, etc., up to certain limits.
PROVIDENT FUND
The appointee will be eligible for membership of the Secretariat's Staff Provident Fund. The staff member contributes six per cent of basic salary with a matching contribution by the Secretariat.
FARES AND REMOVAL EXPENSES
For an appointee recruited from outside New Caledonia airfares by the most direct and/or economic route for the appointee and dependent family members and reasonable removal expenses by sea of personal and household effects will be met by the Secretariat on appointment and termination.

Disaster Management Coordinator (Re-Advertisement)
Applications are invited for the position of Disaster Management Coordinator in the SOPAC Secretariat, located in Suva, Fiji Islands. Preference may be given to nationals of SOPAC (South Pacific Applied Geoscience Commission) member countries.
SOPAC SOPAC is an independent, inter-governmental regional organisation established by South Pacific nations in 1972 and dedicated to providing service to the island member countries of its Governing Council*. Currently, eighteen South Pacific countries are members with two associate members. Its Secretariat is located in Suva, Fiji Islands, and has about 60 professional and support staff, together with short term project staff. SOPAC's goal is sustainable development and management of mineral, energy and water resources and the coastal zone and related human activities, reduction of human and economic losses and damage resulting from natural hazards, efficient information technology and communication systems and strengthened skills-base for member countries, readily available and current information in all program areas and strengthened national capacity in the sciences and other supportive program areas. The position will be an appointment at Unit Head Level under the direction of the Program Manager. A Unit Head is expected to assist management to develop, plan and implement programs of work having relevance and significance to the peoples and governments of SOPAC member countries. A Unit Head should be capable of leading a team of specialists, able to set priorities in the designated areas of responsibility, and be proactive in developing new areas of work within identified objectives and strategies. A Unit Head is also expected to have experience in the policy development and management advisory area, and possess a high level of interpersonal skills and cultural sensitivity and have ability to represent SOPAC at relevant national, regional and international fora.
Specific technical skills will be expected for the following tasks: (i) provide advice to countries on risk and disaster management programming and implementation strategies, (ii) provide technical advice relevant to development and implementation of a regional disaster management program to support national program initiatives; (iii) liase with regional emergency response agencies to ensure that the lessons learned from disaster situations are widely disseminated in the region.
Qualifications A post-graduate degree in Science or Engineering from a recognised university, at least 10 years professional experience in disaster management, and proficiency in oral and written English.

Applications are invited for the position of Project Officer, Environmental Assessment and Reporting with the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa.
Post Description:
The Project Officer, Environmental Assessment and Reporting will be responsible to the Director, through the Head of the Environmental Management and Planning Division. S/he will be expected to perform the following principal duties: - coordinate the implementation of SPREP's work programme in relation to environmental assessment and reporting, specifically, capacity building activities for environmental monitoring, tools for assessment and reporting techniques; - develop and implement specific projects under the work programme; - manage projects and activities related to Pacific input to the Global Environment Outlook process/RIO+10 and the Global International Waters Assessment; - provide technical advice to member governments and collaborating organisations in relation to techniques for environmental monitoring and reporting; - provide or arrange for technical advice to SPREP members on environmental assessment and reporting; - ensure effective coordination of SPREP's environmental assessment and reporting activities with all the relevant donors, international and regional organisations and institutions involved in pollution prevention and waste management in the Pacific; - supervise the work of the GIS/Database Assistant; and - work closely with other SPREP staff in monitoring, assessment and storage of environmental data.
Required Qualifications and Experience
Candidates must have appropriate tertiary qualifications (preferably with post-graduate qualifications in a relevant field) from a recognised institution and at least 10 years' work experience, preferably within the Pacific islands region, in a field related to environmental assessment, monitoring and reporting. Other essential requirements are: proven project management experience; the ability to manage the work of consultants; a proven ability to work as part of an inter-disciplinary and/or multi-cultural team; the ability to meet project deadlines, often under difficult circumstances; a proven ability to prepare proposals and reports; a proven ability to live and work within Pacific island communities. Applicants with a demonstrated interest and involvement in the environmental, economic and social issues affecting the region, particularly through the provision of environmental information for decision makers, will be highly regarded.
Conditions
Appointment will be at the Project Officer/Adviser Level of SPREP's authorised salary scale for contract staff, depending on the successful applicant's qualifications and experience. The package will include annual return airfares for appointee and dependents, a housing subsidy and other benefits. SPREP remuneration may be tax-free depending upon circumstances. The appointment will be for 3 years initially, with renewal for a further period depending upon the officer's performance during the first term and availability of funds.

An excellent written and spoken command of the English language is essential. A prior experience/ knowledge of PNG and a command of pidgin is desirable.
2. Civil Engineer The Civil Engineer will hold a recognised tertiary level qualification in Civil Engineering and have at least 8 years of experience in the management of infrastructure programmes in developing countries. Knowledge of the mining industry would be useful. He/She will have strong accounting and computing skills. Proven knowledge and experience of EDF procedures will be a strong asset. An excellent written and spoken command of the English language is essential. A prior experience/ knowledge of PNG and a command of pidgin would be desirable. 3. Rural Development Specialist The Rural Development Expert will hold a recognised tertiary level qualification in agriculture or agriculture economics and have at least 8 years of experience in the management of rural development programmes in developing countries, with specific experience of the principal export crops of PNG (cocoa, copra, coffee, oil palm) and a background in the social and environmental aspects of rural development. The Secretariat is seeking a suitably qualified and experienced person to work as International Legal Adviser in its Political and International Affairs Division.
The International Legal Adviser will be accountable to the Director, Political and International Affairs Division for:
· Supervising the Secretariat's Treaties Register; · Coordinating legal assistance to Forum Island Countries; · Providing timely, high quality policy analysis and advice to Forum members on legal issues, including in respect to legislation required to implement the Honiara Declaration; · Assisting with organisation of the annual Forum Leaders' meeting, post-Forum Dialogue, and other regional meetings with a legal or law enforcement dimension including the preparation of meeting papers, briefs and reports as required; · Effective representation of the Forum's interests at legal, regional and international meetings.
Applicants must be citizens of Forum member countries*, should have an advanced university degree in law and at least seven years experience working on international or regional legal issues. Extensive travel in the region will be required.

FSP Vanuatu seeking to recruit an Executive Director to be responsible for the organisation and its programmes. Current development programmes focus on youth, adolescent health, reproductive health, forestry and waste minimisation and management. In addition, FSP Vanuatu's trading arm, Island Conservation Initiatives (ICI) has established two small businesses which promote sustainable development and work to generate income for ni-Vanuatu entrepreneurs and FSP Vanuatu. POPULATION SPECIALIST
The Secretariat of the Pacific Community (SPC) is a technical advice, assistance, training and research agency serving 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 200. SPC is bilingual, with English and French as the official working languages.
SPC Demography/Population Programme has provided population assistance to member countries since 1967. The Programme's general objective is 'To support Pacific Island governments in the collection, analysis, interpretation, dissemination and utilisation of population data'. Three main strategies are used to achieve this objective: technical assistance with the collection and analysis of population data; training in demographic methods; and research and dissemination of population information. The Programme currently comprises three professional staff (two based in Noumea and one based in Suva), and two Research Assistant/Administrators. It now seeks to fill one of the Noumea-based positions.
The Population Specialist is responsible to the SPC Demographer, who co-ordinates demography and population activities at the SPC.
Duties
1. Assist member countries with the analysis of population data, including censuses, surveys and vital registration.
2. Participate in SPC Demography/Population Programme's training workshops and develop training materials when required.
3. Work with other SPC Demography/Population Programme staff to maintain and update a comprehensive collection of population statistics for the Pacific region.
4. Work with other SPC Demography/Population Programme staff to disseminate population statistics in various electronic and printed forms; including preparing statistical and other reports as required.
5. Undertake policy-relevant demographic analysis and research.
6. Respond to requests for population information.
7. Provide technical guidance and supervision of programme visitors and trainees, and collaborate in research projects with programme staff and visitors when appropriate.
8. Advise, guide and collaborate with staff of other SPC Programmes and regional and international agencies involved in population activities in the Pacific.
9. Perform other duties as may be required by the SPC Demographer or the Deputy-Director General.
QUALIFICATIONS AND EXPERIENCE
Very Important
1. A Masters' degree or higher in Demography or a related discipline, and at least three years professional experience of working with population data. 2. An in-depth knowledge and understanding of population statistics and proven ability to calculate fertility, mortality and migration indicators using direct and indirect techniques.
3. High level skills in the use of relevant demographic and statistical computer software packages.
4. Professional work experience in a developing country, preferably in the Pacific region.
5. Experience in supervising and/or leading population research projects.
6. Fluency in English and proven ability to write technical papers and reports in good English.
7. Proven ability to work harmoniously with people from other cultures.
Important
1. Experience with GIS.
2. Experience in teaching demographic and statistical methods.
3. Knowledge of the French language.
The Population Specialist will be based in Noumea. He or she must be prepared to travel frequently to Island countries throughout the Pacific region when required.
SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCE
The salary for this position will be CFP 420,931 francs per month. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. Where appropriate, other allowances such as child and education allowances may be payable. SPC emoluments are not subject to income tax in New Caledonia at the present time.
TENURE
The appointment will be for a period of three years in the first instance.

Noumea, New Caledonia.
ACCOMMODATION
Provided by the Secretariat, based on the following rates of basic salary:
House/flat 2 bedrooms - 11.5% 3 bedrooms - 12.5% 4 bedrooms - 15%
LEAVE
Annual leave will accrue at the rate of 2.5 working days per month of active duty service. For expatriate staff members, home leave fares are payable after 18 months' service.

Thirty working days per annum.
MEDICAL BENEFITS
The SPC Staff Medical Benefits Scheme, to which the appointee would contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. The staff member contributes six per cent of basic salary with a matching contribution by SPC.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, airfares by the most direct and/or economic route for the appointee and dependent family members and reasonable removal expenses by sea of personal and household effects will be met by the SPC on appointment and termination.

* initiate at Seibersdorf a new R&D programme on selected exotic fruit fly species and possibly on lepidoptera; * improve the efficacy of medfly SIT programmes by providing quality assured genetic sexing strains to Member States; * implement a co-ordinated research project on international harmonization of quality control procedures for mass reared fruit flies; * supervise training activities and lecture at regional and interregional training courses; * undertake field missions to advise project counterparts on technological developments; * establish quarantine procedures and improved infrastructure to enable research in Seibersdorf with exotic insect pests; * prepare internal documents, publish research results and participate in scientific meetings.
Education and Experience
* PhD in a relevant field of entomology and hands-on experience in the management of area-wide SIT programmes. * At least 10 years' experience in mass rearing of Anastrepha or Bactrocera fruit flies, as well as medfly genetic sexing strains. * Some formal studies on insect applied genetics and proven experience in the publication of scientific results. * Practical experience in the transfer of SIT technology to operational field programmes and quality control procedures.
Knowledge, Skills and Abilities
* Knowledge of the principles and practice of insect SIT field programmes. * Proven technical skills in the development of insect mass rearing systems. * Ability to work in a multicultural environment. * Proficiency in English is required and a working knowledge of Spanish would be an advantage.
Remuneration

HEALTHY LIFESTYLE ADVISER
BACKGROUND
The Secretariat of the Pacific Community (PSC) is a technical advice, assistance, training and research agency serving 22 Pacific island countries and territories of Melanesia, Micronesia and Polynesia, SPC currently has more then 200 staff members and is a bilingual organization, with English and French as its official working languages.
The Community Health Program (CHP) is part of the Social Resources Division, which also includes a number of socio-economic programs.
The CHP currently consists of seven projects: Healthy Lifestyle, Regional Health Management, Pacific Vector Borne Diseases, HIV/AIDS & STDs, Public Health Surveillance & Communicable Diseases Control, Regional Tuberculosis, and Health Promotion.
POSITION
This position is responsible to assist Pacific Island countries and territories with the development, implementation and monitoring of activities focussed on community nutrition and the control and prevention of non-communicable diseases
In this role, the Co-ordinator will be expected to act as a program manager, facilitator and trainer providing overall advise and training on nutrition and non-communicable diseases activities. Ideally, the successful applicant would have a degree in public health, nutrition and or epidemiology with at least 5 years experience within a similar role. Must possess proven aptitude for project management to be supported by a high level of oral and written communication skills. Equally important will be an understanding of analysis techniques including participatory approaches.
Working experience with word processing, spreadsheet and database softwares application, (excel, Word) is essential.
Knowledge of Pacific cultures, and work experience in developing countries are desirable, as is the ability to work in a flexible management environment where team-work, and effective communication are vital to achieving quality results.
As Healthy Lifestyle Adviser, the successful candidate will primarily be responsible to the Deputy Director-General through the Manager, Community Health Program, and will also be required to report to relevant donors and stakeholders.
Travel within the region will be required.
DUTIES AND RESPONSIBILITIES:
The successful applicant will be a member of the Community Health Program team and will be required to carry out specific tasks in: program management (including financial and human resource management), capacity building, monitoring and reporting.
1. Program Management
The Adviser will be responsible for the overall coordination, administration and implementation of all aspects of project activities. Accountabilities include: program finance, human resource management; annual work plans; project design, implementation and evaluation; and provide SPC management and relevant stakeholders with regular project and financial reports as required. In addition the person will be required to develop project funding proposals as well as recommending strategies/activities to relevant CHP/SPC staff on nutrition / NCD issues, and represent SPC in relevant regional and or international forums.
2. Building Capacity
The primary purpose of this role is to advise on how best to build the capacity of Pacific Island countries and territories through a managed program of skills transfer, training and advice on technical and project management relating to the prevention and control of non-communicable diseases.
In consultation with representatives of Pacific Island countries and territories The Adviser will: · assist to identify technical and resource needs, and recommend appropriate strategies, project plan, monitoring and evaluation systems as required; · respond to requests from Pacific Island countries and territories to undertake nutrition and NCD related surveys; · oversee the maintenance of regional diabetes and cancer registries; · co-ordinate program activities in partnership with relevant regional and international agencies; · provide advice on relevant policies, development plans and programmes as required; and · Ensure the effective integration of NCD activities in relevant CHP and SPC programmes.

The salary for this position will be CFP 451,503 francs per month. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. Where appropriate, other allowances such as child and education allowances may be payable. SPC emoluments are not subject to income tax in New Caledonia at the present time.
TENURE:

BACKGROUND
SPC is a technical advice, assistance, training and research agency serving 22 Pacific island countries and territories of Melanesia, Micronesia and Polynesia. SPC currently has more then 200 staff members and is a bilingual organization with English and French as its official working languages.
The Community Health Program (CHP) is part of the Social Resources Division, which also includes a number of socio-economic programmes.
The CHP currently consists of seven projects: Healthy Lifestyle; Regional Health Management; Pacific Vector Borne Diseases; HIV/AIDS & STDs; Public Health Surveillance & Communicable Diseases Control; Regional Tuberculosis, and Health Promotion.
POSITION
The primary purpose of the IEC/Health Promotion Adviser will be to provide technical advice and support to CHP staff with the development, implementation, monitoring and evaluation of CHP health promotion activities, and assist Pacific Island countries and territories obtain the necessary technical skills and resource for health promotion as required. In this role, the EIC/Health Promotion Adviser will be expected to act as a programme manager, facilitator, coordinator, and trainer providing overall advice and training on IEC strategy/activities, health promotion development, and technical issues.
Ideally the successful applicant will have a at least 5 years relevant experience introducing and managing high quality IEC and health promotion strategies/activities, with a Masters or higher level qualification in media communications, health promotion and or health/social sciences. Knowledge of IEC techniques and relevant monitoring evaluation systems is essential. Applicants will have persuasive verbal and written communication skills of a high order. Knowledge of Pacific cultures, and work experience in developing countries are desirable, as is the ability to work in a flexible management environment where team-work and effective communication are vital to achieving quality results.
The IEC/Health Promotion Adviser will primarily be responsible to the Deputy Director General through the Manager, Community Health Programme, and will also be required to report to relevant donors and stakeholders.
DUTIES AND RESPONSIBILITIES
The IEC/Health Promotion Adviser will be required to carry out specific tasks in: Programme Management; Capacity Building; Monitoring and Reporting.
PROGRAM MANAGEMENT
The Adviser will:
· Facilitate the achievement of CHP health promotion activities by providing advice and training to CHP and relevant SPC staff on health promotion design, IEC strategies, project management and technical issues as required · Facilitate coordination and integration of CHP/SPC health promotion activities · Assist and advise Pacific countries and territories in setting up health promotion/IEC projects, strategies and monitoring and evaluation systems as required · Provide advice and technical support as necessary to ensure the equitable participation by all major stakeholders and beneficiaries in decision making and distribution of project benefits · Manage the expenditure of allocated funds for technical assistance and other project activities · Organize and attend meetings as required with CHP and relevant SPC staff involved with the development, implementation, monitoring and evaluation of IEC/health promotion activities · Provide regular 6 monthly reposes on programme activities to the Manager, Community Health Programme.
CAPACITY BUILDING
The Adviser will · In consultation with CHP/SPC staff, and Pacific Countries and territories, identify technical and training needs to strengthen local and regional capacity in IEC and health promotion development · Carry out on-the-job training for CHP/SPC staff and Pacific Countries and territories to help them develop the skills necessary to carry out their duties/activities efficiently and effectively · Assist pacific countries and territories with the project management of IEC/health promotion activities as required · Develop appropriate guidelines for CHP IEC/health promotion activities · Facilitate coordination/collaboration with relevant regional agencies involved with the development, implementation and evaluation of IEC/health promotion activities as required.
MONITORING AND REPORTING
The Adviser will · Assist CHP staff to put in place appropriate monitoring and evaluation systems for IEC/health promotion strategies and activities · Advise and recommend how IEC/health promotion implementation plans should be modified to improve its effectiveness, and its development impact · Monitor, analyze and report on CHP progress towards achievement of IEC/health promotion strategies and activities

The ideal candidate will be tertiary qualified; highly results focussed with extensive experience in vocational education and training; good interpersonal skills and demonstrated experience in networking; familiarity with, and understanding of human resource principles and information systems, and project planning skills and experience. Equally important will be an understanding of analysis techniques including participatory approaches.
Working experience with word processing, spreadsheet and database software's applications, (Excel, Word) is essential.
Knowledge of Pacific cultures and work experience in developing countries are desirable, as is the ability to work in a flexible management environment where team-work, and effective communication are vital to achieving quality results.
As Training and Development Adviser, the successful candidate will primarily be responsible to the Manager, Community Health Programme through the Team Leader, Pacific Regional Vector Borne Diseases Project, and will also be required to report to relevant donors and stakeholders as determined by the Team Leader.

DUTIES AND RESPONSIBILITIES:
The successful applicant will be a member of the Community Health Programme team and will be required to carry out specific tasks in: program management, capacity building, monitoring and reporting.
1. Program Management
The Training and Development Specialist will be responsible for the overall coordination, administration and implementation of all aspects of training workforce development activities of the Pacific Regional Vector Borne Diseases Project. Accountabilities include: assist project staff to monitor, analyze and report on progress towards achieving the goal and objectives of the PRVBD project; assist and advise project staff in setting up information systems and providing training as required; provide advice and support as necessary to ensure the equitable participation by all major stakeholders in decision making; coordinate relevant training and education activities as required in consultation with the Manager, Community Health Program; as well as recommending strategies/activities to relevant CHP/SPC staff on vocational training and workforce development, and represent SPC in relevant regional and or international forums.
2. Building Capacity
The primary purpose of this role is to advise on and design appropriate systems/strategies to strengthen human resource capacity of Pacific Island countries through a managed program of skill transfer, training and workforce development.
In consultation with representatives of Pacific Island countries and local government training centers the Training and development specialist will: work with the project management and local island counterparts to identify technical and project management training needs and to develop a training strategy/activities for local staff, assist project staff to implement the training program, carry out-on-the-job training for project staff to help them to develop the skills necessary to manage their duties efficiently and effectively; coordinate program activities in partnership with relevant regional agencies; and provide advice on training and workforce development plans and programmes as required.

Required Qualifications and Experience Candidates must have appropriate tertiary qualifications with at least five years of working experience in this field. Sound coordination, analytical, communication and facilitation skills and relevant technical knowledge in the field of nature conservation and associated conventions, strategies and policy development and implementation will be necessary. An appreciation of conservation issues in Pacific Island countries is also essential. Candidates must also have the ability to; undertake work programme planning (including budgeting); deliver on agreed work programme outputs; and the ability to work as part of an inter-disciplinary and/or multi-cultural team and be prepared to travel extensively in the region and internationally.
Appointment Appointment will be at Project Officer Level of SPREP's authorised salary scales for contract staff, depending on the successful applicant's qualifications and experience. SPREP remuneration is tax free in Samoa for non-residents and for people who are not citizens of Samoa.
The initial term is three years, renewable for a further three years depending on availability of funds and standard of the officer's performance during the first term.

Applications are invited for the position of Project Officer - Marine Species with the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa.
Post Description The Project Officer - Marine Species will work under the direction of the Director of SPREP to assist member countries and territories coordinate development and implementation of the following:
? Plan, oversee and facilitate the activities of the Regional Marine Turtle Conservation Programme (RMTCP). This will include: · Development and implementation of an annual work plan and budget and associated reporting requirements consistent with the RMTCP strategy; · RMTCP network co-ordination which provides for turtle database services, tagging programme, information exchange, international co-operation, training opportunities and securing of resources to implement the programme; · Development and implementation of in-country turtle conservation management initiatives in partnership with RMTCP network members (government and non-government agencies); · Development of education and awareness resources for turtle conservation; and · Facilitating the RMTCP networks' review process, including regional workshops.

This will include continuation of existing projects such as the Tonga Whale Watching project; and · Development of education and awareness resources for marine mammal conservation.
? Assist with and provide advice on the development of conservation initiatives for other marine species at the request of SPREP members and as resources allow;
? Assist the South Pacific Biodiversity Conservation Programme Conservation Area Programme in addressing turtle and marine mammal species issues in these areas;
? Ensure effective linkages are made with other SPREP marine programmes and initiatives, particularly the Coastal Management Programme and Coral Reef and Wetland Programme; and
? Assist with initiatives as required within SPREP's Biodiversity and Natural Resource Conservation Programme.

VACANCY: COASTAL MANAGEMENT OFFICER
Applications are invited for the position of Coastal Management Officer with the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa.
Post Description The Coastal Management Officer assists member countries and territories with the development and implementation of appropriate coastal management programmes and related activities. He or she is responsible for the following: · Identify priorities and appropriate funding mechanisms for coastal management in island member countries of SPREP; · Provide advice and assistance on coastal management issues to SPREP member countries and other international or regional organisations; · Promote, develop and oversee the implementation of conceptual frameworks, methods and tools for coastal resource planning, management and training programmes, appropriate to the Pacific region; · Co-ordinate activities under the International Coral Reef Initiative (ICRI) Pacific Regional Strategy, including the Global Coral Reef Monitoring Network for the Pacific region, Activity Plan for the Conservation and Management of Coral Reefs and the Regional Wetlands Action Plan; · Co-ordinate the development of proposals and policies related to the coastal environment within SPREP, it's member countries and other agencies, as required; · Provide technical guidance and supervision for the position of Wetlands Management Officer within SPREP.
Required Qualifications and Experience Candidates must have appropriate tertiary qualifications (preferably with post-graduate qualifications in an integrated coastal management related field) from a recognised institution and at least 5 years' work experience, preferably within the Pacific islands region, in a field related to this position. Other essential requirements are: proven project management experience; the ability to manage the work of consultants; a proven ability to work as a part of a inter-disciplinary and/or multi-cultural team; the ability to meet project deadlines (often under difficult circumstances); a proven ability to prepare proposals and reports; a proven ability to live and work within Pacific island communities. Applicants with a demonstrated interest and involvement in the environmental, economic and social issues affecting the region, particularly as they relate to coastal management, will be highly regarded.

INFORMATION OFFICER
RESPONSIBLE TO: The Plant Protection Adviser
DUTIES AND RESPONSIBILITIES:
Under the supervision of the SPC Plant Protection Adviser and in collaboration with relevant regional stakeholders, the Information Officer will:
1. Manage a cost-effective and efficient Plant Protection Information Service which is a complementary component of the SPC Agricultural Information Service;
2. Anticipate and actively explore client needs and provide a proactive information, communication and distribution service to ACP countries and OCTs in plant protection;
3. Identify, organise and fully document appropriate literature and other information in all its forms and maintain an efficient information retrieval system to support an efficient, comprehensive and up-to-date Plant Protection Information service to clients;
4. Supervise and, when appropriate, provide 'in-house' training or recommend further training, for Library support staff and/or travel overseas to provide national training in information technology;
5. Prepare Information products, such as databases, current awareness bulletins, technical leaflets, extension materials for distribution to clients and systematically explore and recommend possibilities of introducing new technologies for information dissemination and communication appropriate for the region;
6. Maintain existing linkages and systematically explore and establish new linkages on behalf of PPS with appropriate national, regional and international agencies that are judged necessary and appropriate for the provision of a comprehensive, relevant and up-to-date information service to clients of the Plant Protection Service;
7. Perform other duties related to information and communication services required by the Plant Protection Adviser.
QUALIFICATIONS AND EXPERIENCE:
A degree in information and communication science and technology or in librarianship and considerable experience in information and communication technology. To be eligible for appointment the Information Officer should have a background in information services, especially publications in biological sciences or agriculture and experience with computerised information systems preferably in plant protection and with the development and maintenance of electronic databases in developing countries.
SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCES:
The salary for this position will be F$4971 per month, depending on qualifications and experience. In addition, an establishment grant will be payable to non-residents of Fiji. Where appropriate, other allowances such as education allowance may be payable. SPC emoluments are not subject to income tax in Fiji at the present time.
TENURE:
The appointment will be from the date of appointment until 31 December 2000 in the first instance. There are prospects for extension of the post for a further period of three to four years. Applicants may wish to consider a period of secondment from their present employment to enable them to take up this short-term post if it was offered to them.
DUTY STATION: Suva, Fiji.
ACCOMMODATION:
A rental assistance supplement of F$ 1100 per month will be provided.
LEAVE:
Annual leave will accrue at the rate of 25 working days per year of active duty service.
SICK LEAVE:
Thirty (30) working days per annum.
MEDICAL BENEFITS:
The SPC staff Medical Benefits Scheme, to which the appointee would contribute 1.5% of basic salary, reimburses doctor's fees, cost of prescribed medicines, surgical and hospital costs, etc., up to certain limits.
PROVIDENT FUND:
The appointee will be eligible for membership of the Secretariat's Staff Provident Fund.
FARES AND REMOVAL EXPENSES:
For an appointee recruited outside Fiji, airfares by the most direct and/or economic route for the appointee and dependent family members and reasonable removal expenses by sea of personal and household effects will be met by the Secretariat on appointment and termination.

Smoking is not permitted at the workplace.
