Eco-Consult Pacific has been asked by a large European consulting group to
identify specialists to be included in a proposal for the provision of an EU
funded technical assistance to the Project Management Unit of the National
Authorising officer of the Papua New Guinea. The objectives of the project
would be to provide assistance to the PNG government in the management of
the EU funded projects (European Development Funds , Stabex, Sysmin...). The
technical assistance will have a 4-year Duration.
We are looking for 3 long-term resident experts:
- one Programme Administrator,
- one Civil Engineer,
- one Rural Development Engineer
ALL SPECIALISTS SHOULD BE HOLDER OF AN EU OR ACP PASSPORT
Interested candidates should

· provide an indication on fee rate expectation (in euro or US$ per working
month)
Profiles of the Long term experts:
1. Programme Administrator
The Programme Administrator will hold a recognised tertiary
level qualification in development economics or similar, with at
least 10 years experience in the management of development programmes in
developing countries, with a particular emphasis on the training of
counterparts. He/She will have proven knowledge and experience of EDF
procedures and strong accounting and computing skills. He/She will be
skilled in the economic and financial analysis of projects and thoroughly
conversant with the organisation of participatory project planning
workshop techniques and the use of Logical framework planning methods. An
excellent written and spoken command of the English language is
essential. A prior experience/ knowledge of PNG and a command of
pidgin is desirable.
2. Civil Engineer
The Civil Engineer will hold a recognised tertiary level qualification in
Civil Engineering and have at least 8 years of experience in the
management of infrastructure programmes in developing countries.
Knowledge of the mining industry would be useful. He/She will have
strong accounting and computing skills. Proven knowledge and experience
of EDF procedures will be a strong asset. An excellent written and
spoken command of the English language is essential. A prior experience/
knowledge of PNG and a command of pidgin would be desirable.
3. Rural Development Specialist
The Rural Development Expert will hold a recognised tertiary level
qualification in agriculture or agriculture economics and have at least 8
years of experience in the management of rural development programmes in
developing countries, with specific experience of the principal export crops
of PNG (cocoa, copra, coffee, oil palm) and a background in the
social and environmental aspects of rural development. He/She will have
strong accounting and computing skills. Proven knowledge and experience
of EDF procedures will be a strong asset. An excellent written and
spoken command of the English language is essential. A prior experience/
knowledge of PNG and a command of pidgin would be particularly desirable for
this position.
