Original text: English SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT TEAM LEADER - PACIFIC ACTION FOR HEALTH NON-COMMUNICABLE DISEASE PROJECT BACKGROUND The Secretariat of the Pacific Community (SPC) is a technical advisory, training and research organisation serving 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. SPC currently has more than 230 staff members. It is a bilingual organisation, with English and French as its official working languages. The Pacific Action for Health project, which the Government of Australia funds through the Australian Agency for International Development (AusAID), has a budget of A$ 3.75 million over four years. The project was launched at SPC on 28 August 2000. Pacific Action for Health is a regional project, based in four countries: Tonga, Vanuatu, the Solomon Islands and Kiribati. Its purpose is to create an environment conducive to health by increasing the capacity of Pacific Island Countries to address risk factors for non-communicable ("lifestyle") diseases (NCDs). It will target young people, using a preventive, comprehensive, health promotion approach and working through local non-government and community organisations as well as with national government agencies. It is intended that a broad range of outputs and activities will deliver a reduction in the adoption and development of NCD risk factors amongst young people, create government policies and community environments which support healthy lifestyles and improve national capacity to engage in health promotion activities. CURRENT STATUS OF THE PROJECT The project was designed to have a one year inception phase, during which research and extensive consultation were to be used to determine the details of project focus, entry points and structure with stakeholders in the partner countries. A detailed workplan of activities would be produced. This was to be followed by a three year implementation phase. A revised project design, using information collected through the project during the inception phase and based on consultation with community and government stakeholders in partner countries, will soon be undertaken by an independent team of experts. It is to be finalised by June 2002. In Kiribati and Vanuatu some inception phase tasks have been completed and it has been agreed the entry point of the project will be alcohol as an NCD risk. Local non-government organisations have been selected as project partners and project activities will commence in early 2002. For Tonga and the Solomon Islands, the Inception Phase is about to begin. The single risk factor to be addressed by the project will be determined in consultation with the partner governments and other stakeholders, using information derived from research and baseline KAP surveys. THE PROJECT TEAM The project implementation team will consist of six long-term staff: the team leader and his/her deputy, who will both be based in Noumea, and an in-country Project Coordinator in each of the partner countries. The team will be assisted by short-term inputs from outside consultants where necessary as well as by SPC technical staff. Each partner government will provide a counterpart officer to facilitate project operations. The project will be embedded in the Secretariat's Public Health Programme. Current activities of the Public Health Programme include initiatives in health management, health promotion, HIV/AIDS & STDs, nutrition & lifestyle, public health surveillance and communicable disease control and tuberculosis. The Public Health Programme is part of the Social Resources Division. The division also includes a number of socio-economic programmes e.g. Demography/Population, Statistics, Rural Energy Development Programme, Cultural Affairs Programme, Pacific Women's Resource Bureau and the Pacific Youth Resources Bureau, providing an effective setting for a multi-disciplinary approach. TEAM LEADER POSITION The Team Leader will be responsible for the overall strategic, financial, contractual and day to day management of the project. S/he will be responsible for maintaining effective working relationships with national counterparts, in-country project coordinators and contracted in-country implementing organisations and donor organisations. The Team Leader will have particular responsibility for project implementation plans, monitoring, evaluation and reporting. The associated communications and reporting will be a major responsibility of the position. DETAILED STATEMENT OF DUTIES In Tonga and the Solomon Islands, which are at the Inception Phase stage, the Team Leader for the project will be responsible for undertaking or managing the following tasks: . undertake and finalise consultations with high level staff in the Department of Health, with related Government agencies and with other in-country stakeholders as necessary in order to establish the focus, entry point and structure of the project. . negotiate a Memorandum of Understanding between each partner government and SPC to reflect the agreements reached. . with technical assistance from SPC, manage research activities which will inform stakeholder consultations . monitor relevant activities by the partner government and other donors to ensure cooperation and complementarity between the project and related activities . determine the capacity of regional organisations to undertake project components . manage the selection process for implementing organisations . establish the Terms of Reference for the Project Co-ordinators and recruit to these positions . undertake induction for implementing organisations and Project Coordinators . assess training needs. . establish reporting mechanisms from Project Coordinators and the project headquarters During the Implementation Phase at the regional level the Team Leader will . maintain regular communication links with regional organisations . facilitate the communication among the Project Co-ordinators . convene a series of regional meetings of counterparts, Project Coordinators and other key stakeholders . organise the training inputs for each country . provide on-going support for project personnel . arrange inputs for short term personnel . achieve payment milestones according to theExchange of Letters between SPC and AusAID at the national level: . provide induction to Project Coordinators and implementing agencies . maintain regular communication with the Project Coordinators and implementing agencies and oversee their activities . conduct training in management techniques at country level . ensure liaison with key personnel within each country, in particular the Multi-sectoral Working Group, and national counterparts . undertake regular performance appraisals for the Deputy Team Leader and Project Coordinators . establish mechanisms for monitoring and evaluation, and strengthen the capacity to undertake M&E within each country . prepare reports against performance indicators . assist with any issues and uncertainties as they arise . oversee project implementation at country level SKILLS AND QUALIFICATIONS REQUIRED Very important . Postgraduate qualification in an appropriate field, ideally in Public Health and/or Health Sciences . Minimum of five years of project management experience, including financial management and contract management, ideally as team leader . Demonstrated capacity to design and manage public health and community development programmes . Expertise in monitoring and evaluation techniques and experience in operational research methods . Excellent interpersonal skills and negotiating skills to facilitate relationships with stakeholders . Excellent written and oral communication skills Important . Knowledge of AusAID reporting system and processes. . Knowledge of non-communicable disease prevention approaches . Knowledge of the Pacific region, including its regional organisations . Work experience in developing countries . Ability to work in a multi-cultural environment . Computer skills (SPC uses Microsoft Office). Extensive travel within the region will be required. SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 3,123 - 4,076 per month (which is equivalent to CFP 519,948 - 678,613 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in Grade J of the SPC Staff Classification and Salary Plan for Professional Staff based in Noumea, New Caledonia. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 138 francs CFP. TENURE The appointment will be for a period of two years and two months in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability. DUTY STATION Noumea, New Caledonia. ACCOMMODATION An SPC-owned house or flat will be made available, based on the following deductions from salary: 2 bedrooms - 11.5% 3 bedrooms - 12.5% 4 bedrooms - 15.0% Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised. LEAVE Leave will accrue at the rate of 25 working days per annum of active duty. SICK LEAVE Thirty working days per annum. MEDICAL BENEFITS The SPC's Staff Medical Insurance reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits. PROVIDENT FUND The appointee will be eligible for membership of the SPC's Staff Provident Fund. Staff members contribute eight per cent of basic salary to which SPC adds a matching contribution. FARES AND REMOVAL EXPENSES For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination. COMPUTING ENVIRONMENT SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows. SMOKE-FREE ENVIRONMENT Smoking is not permitted in the work place. RESPONSIBLE TO: GENERAL The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. The Demography / Population Programme is part of the Social Resources Division. The Programme's main objective is to support the collection, processing, analysis, interpretation and utilisation of population data. To help further this objective, Demography proposes to develop an interactive Geographical Information System (GIS) which enables users IN Pacific countries to tabulate and map census data. The GIS Programmer would be part of a small team of demographers working on population and development issues in the Pacific. The Programmer will develop a prototype, menu-driven GIS, using census data and a digitised map for a small Pacific country. The post requires a person with high-level GIS skills and an understanding of socioeconomic data. Evidence of previous GIS development experience should be submitted with the application. Plant genetic resources (PGR) are important for the present and future of agriculture in the Pacific and there have been a variety of projects addressing PGR of specific crops. The Directors of Agriculture of the Pacific Island Countries and Territories (PICTs) endorsed a regional network for agricultural plant genetic resources, conservation, management, and use in the Pacific region in May 2001. The Secretariat of the Pacific Community (SPC) Agriculture Programme, the International Plant Genetic Resources Institute (IPGRI), and national PGR committees with support from New Zealand and Australia are moving ahead with the formation of the network. A regional PGR planning workshop was conducted during September 2001 and a PGR action plan developed. ? SPC and IPGRI are seeking an experienced, qualified and enthusiastic PGR adviser to provide a leadership role in the network establishment and operation, and development of the regional PGR programme.? The PGR adviser will be attached to the SPC Regional Germplasm Centre (RGC) in Suva, Fiji and will work closely with IPGRI, SPC Agriculture Adviser, RGC Adviser, RGC Curator, and national PGR committees of the PICTs. The incumbent will have joint reporting responsibilities to both IPGRI and SPC. ? ? Original text : English SPC/Recruitment Notice No. 01/36 Page 1 SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT SENIOR FISHERIES SCIENTIST (MODELLER) The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine Resources Division, with a staff complement of 20, in three sections covering fishery statistics, stock assessment and ecosystem aspects of Pacific Island oceanic fisheries, particularly skipjack, yellowfin, albacore and bigeye tuna. Its overall mission is: "To provide member countries with the scientific information and advice necessary to rationally manage the fisheries exploiting the region’s resources of tuna, billfish and associated species". The Senior Fisheries Scientist (Modeller) is organisationally placed within the OFP Stock Assessment and Modelling section, and is responsible to the Principal Fisheries Scientist for the development of models of the population dynamics of tuna, billfish and related species in the WCPO. The PROCFish oceanic project component will build upon the highly regarded research and monitoring work undertaken on the main species under the 7th EDF assisted South Pacific Regional Tuna Resource Assessment and Monitoring Project (SPRTRAMP). The post is based at the Secretariat of the Pacific Community Headquarters in ±·´Ç³Ü³¾¨¦²¹, but may involve considerable travel. The Senior Fisheries Scientist will develop and implement models of the population dynamics of tunas, billfish and associated species exploited in the WCPO, to produce assessments of the status of these stocks and the impact of fishing on them. The post requires a self-starter with considerable initiative, good knowledge of oceanic fisheries in the Pacific Community region, and highly developed numerical modelling skills. When making letters of application for the post, candidates are advised to describe their qualities in relation to the requirements of this and the previous paragraph. DUTIES AND RESPONSIBILITIES 1. Participate in the development of models of the population dynamics of tuna, billfish and related species exploited in the Western and Central Pacific, in collaboration with OFP staff. The principal model currently used by the OFP is a size-based, age-structured, spatially-explicit model, and further model development is expected in this area. 2. Use these models to develop assessments of the status of the stocks and the impacts of fishing, and to evaluate the effectiveness of proposed management actions in relation to stated objectives. 3. Document the results of analyses for publication in the form of scientific papers, SPC Technical Reports, country reports or other appropriate forms of publication. 4. Other such duties in pursuit of the objectives of the PROCFISH project as directed. SPC/Recruitment Notice No. 01/36 Page 2 QUALIFICATIONS AND EXPERIENCE  A PhD or equivalent in quantitative fisheries science or related discipline, preferrably with considerable post-doctoral experience.  Experience in the application of population models to fisheries management problems.  Extensive knowledge of mathematical and statistical methods as applied in modelling renewable resources.  Highly developed skills in computer programming, in particular using the C++ language.  Written and oral communication skills of a high order.  Ability to work effectively in a team-based, culturally diverse environment.  At least five years of directly relevant research experience, ideally in pelagic fisheries assessment. NATIONALITY RESTRICTION Owing to the conditions under which this project is funded, applications can only be considered from nationals of the current 15 member countries of the European Union or of countries signatory to the Lom¨¦ IV Convention. Pacific Island countries signatory to Lom¨¦ IV are Fiji; Kiribati; Papua New Guinea; Samoa; Solomon Islands; Tonga; Tuvalu; and Vanuatu. SUSPENSE CLAUSE Although the PROCFISH project proposal has been approved by the European Union and the Secretariat of the Pacific Community, the details of the Financing Agreement for the project have not been completely finalised. This recruitment notice is issued provisionally and without prejudice to the ultimate Financing Agreement, in the interests of providing an efficient start to the project, and it is possible that any contracts that are ultimately issued may differ in detail from the terms of this provisional notice. SALARY AND ALLOWANCE The starting salary will depend on experience and qualifications in the salary range: SDR 3,123 - 4,076 per month (which is equivalent to CFP 519,948 – 678,613 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in Grade I of the SPC Staff Classification and Salary plan for Professional Staff based in Noumea, New Caledonia. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 138 francs CFP. TENURE The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. Position: Brown Treesnake Rapid Response Team Coordinator (Information Management Specialist) ? Johnson Controls World Services, Inc. has a technical services support contract with the US Geological Survey's? (USGS) Midcontinent Ecological Science Center that provides support to the Brown Treesnake Program.? A new interagency program, The Brown Treesnake Rapid Response Team, is being initiated by the USGS and supported by the Interior's Office of Insular Affairs to address issues relating to extralimital introductions of the brown treesnake.? It has caused irreparable damage to the island of Guam. The snake is responsible for the destruction of Guam's ecological community through the extirpation of most of the island's birds, bats, and lizards, impacts the agricultural community through the loss of domestic stock, causes millions of dollars in power outages and associated lost revenue, and is a threat to human health.? As a result, containment of snakes on Guam and prevention of establishment elsewhere is a high priority. ? The team will provide a brown treesnake detection resource to island governments where invasion is highly likely.? The team coordinator will be based in Guam and is? responsible to the greater ecological community in facilitating the discovery as well as ultimate eradication of incipient populations on US associated islands of the Pacific.? Team actions will include rapid deployment to areas of credible snake reports.? Nighttime visual searching, daytime trapping, and rodent prey reduction will be used to capture snakes and delimit new brown treesnake colonizations. ? The team coordinator will develop an awareness program to educate residents of high-risk islands on the brown treesnake problem.? Efforts designed by the coordinator in cooperation with local brown treesnake control programs may include education workshops and distribution of materials such as posters, CDs, pamphlets, etc. The goal of the outreach component will be to heighten snake awareness, particularly with those working in the cargo shipment/handling industry, to ensure those likely to encounter BTS are able to respond accordingly (i.e., capture and/or kill any snake sighted). Developing relationships with recipient island governments will be vital to facilitate communication of snake sightings. ? The coordinator is expected to arrange for the necessary interagency cooperation and prepare any agreements with either governmental or non-governmental agencies which will need to be in place before deployment of the Team to snake sightings.? A high degree of coordination and cooperation is expected with USGS, USDA, USFWS, CNMI Division of Fish and Wildlife, other US associated island governments and the travel industry. Volunteer snake searchers will be trained and deployed as available. ? For the snake searching team, the coordinator will be responsible for assisting recruiting and training team members.? Protocols will be developed for response and deployment by the coordinator.? Nighttime snake searches will be led by the coordinator. ? For the initial year, the coordinator's time will be devoted to the development of the Rapid Response Team; however, future duties will include contributing to the research projects developed by the USGS brown treesnake program.? The program focuses on biological research in support of activities for snake control and containment, including but not limited to, population biology, reproduction, trapping and barrier technologies, snake behavior and activity, and physiology. ? Qualifications: Minimum of a B.S./B.A. with training in biology, ecology, communication or related field.? Demonstrated skill in effective communication and ability to work with people of diverse backgrounds. Ability to coordinate with several different government and non-governmental entities. Willingness to perform visual searches to capture snakes in tropical forests at night.? Basic skills in reptile identification desirable.? Must have proper credentials (US citizen, green card, work authorization, work visa, etc.) to work in the US. ? Location:?
