Applications are invited from nationals of SPREP member countries to assist Pacific Island countries protect and improve their environment to ensure sustainable development, specifically to understand and respond to climate change, variability and sea level rise. Part of this project is to execute a Canadian International Development Agency (CIDA) project, "Integrated Approaches for Capacity Building to Enable the Development of Adaptation Measures in Pacific Island Countries". The successful candidate is primarily responsible to coordinate and manage the project; facilitate meetings/workshops/training programs at all levels; liaise with regional and international partners to extend the impact and sustainability of the project outputs; establish a Technical Advisory Group and advice the Secretariat; design and advice tools for capacity building in assessment of and adaptation to climate change; test and implement guidelines to incorporate climate change adaptation into development plans, policies and projects; and provide relevant advice and assistance to related projects and programmes within SPREP. Required Qualifications and Experience Candidates must have appropriate tertiary qualifications (with post-graduate qualifications in a relevant field) with at least 5 years’ work experience, preferably within the Pacific islands region, in climate change related activities. Other essential requirements are: substantial experience in the social, economic and environmental aspects of adaptation to climate change; substantial experience in participatory methods of project development and implementation, community assessment and public education; experience within community structures in Pacific Island countries; proven ability to manage training/technical assistance programs, proven ability to work with a diverse range of interested stakeholders, eg, government officials, communities, private sector and aid administrators; and ability to travel sometimes to remote locations. Applicants with a demonstrated interest/involvement in island issues, excellent communication skills in English, with familiarity and knowledge of a second language will be highly regarded. Conditions Appointment will be at the Project Officer/Adviser Level of SPREP’s authorised salary scales for contract staff. The package will include annual return airfares, a housing subsidy and other benefits. SPREP remuneration may be tax-free depending upon circumstances. The appointment will be for a fixed term of 2 years with a possibility to renew for a further period depending on the skills required by members, the officer’s performance and availability of funds. QUALIFICATIONS 4.????? The appointee is expected to have a Ph.D., excellent skills in design and analysis of large-scale sampling programs and field experiments, and experience in one or more of the following research areas: coastal aquaculture, restocking/stock enhancement, fisheries stock assessment, marine protected areas. A strong publication record, proven leadership and management of projects, ability to collaborate with other research and management agencies, experience in preparing grant proposals, fluency in English (ICLARM's working language) and good communication skills are also essential. Ability to speak French would be an advantage.

The SPC is a technical advisory, training and research organisation serving 22 Pacific Island countries and territories. It currently has more than 230 staff members at its two centres in Noumea, New Caledonia and in Suva, Fiji Islands. SPC uses English and French as its official working languages. English is the principal working language of SPC-Suva, Fiji Islands. The SPC Plant Protection Service provides advice, training, materials, information and other services to support the development of national capacities in plant quarantine and pest management in 22 Pacific island countries and territories. Pest Management in the Pacific (PMP) is a project of the SPC Plant Protection Service and is funded jointly by aid agencies of Australia (AusAID) and New Zealand (NZODA). Position Reporting to the Plant Protection Advisor, and in collaboration with national extension services and NGOs in the countries concerned, the Extensionist will work with the SPC Plant Protection Information Service to assist with the effective transfer of appropriate plant protection technology, knowledge and skills to relevant community target groups. An important component of the work will be the social characterisation of rural communities with a view to improving the adoption of new technology. The Extensionist is expected to travel extensively in the region and, in collaboration with national authorities, develop and implement appropriate participatory extension programmes for identified target groups. Conditions Of Service Additional details are available on request from the SPC-Suva Administration Officer The salary will be in the range FJD 54,599 - 71,515. Entry level will depend on qualifications and experience. SPC salaries are currently under review. Rental assistance of FJDl,170 per month will be provided and an establishment grant will be payable to non-residents of Fiji. Removal and repatriation expenses for appointees and families are paid by SPC. SPC emoluments are not subject to income tax in Fiji at the present time. The currency exchange rate at the time of writing is approximately USD 1.00 = FJD2.10. Appointment is for a period of three years in the first instance, subject to the satisfactory completion of a one-year probationary period. The duty station is Suva, Fiji Islands. Leave will accrue at the rate of 25 working days per annum. Sick leave is 30 working days per annum. SPC's Staff Medical Insurance is a contributory scheme. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine Resources Division, with a current staff complement of 25. Its mission is: "To provide a regional support service that assists Pacific Islanders in identifying the status, and optimising the long-term social and economic value, of small-scale fisheries and aquatic resource use in Pacific Island waters." . The Aquaculture Adviser will manage the work program of the Aquaculture Section and will be responsible directly to the Director of Marine Resources but will also maintain close working relationships with other organisations collaborating in the Pacific Islands Regional Aquaculture Strategy and other SPC Coastal Fisheries Sections. The post requires a self-starter with considerable initiative, accustomed to working in new situations in new countries and comfortable collaborating with people from all levels of Pacific Island society, from the community to the senior government level. SALARY AND ALLOWANCE The starting salary for this position will be SDR 3,469 per month (which is equivalent to CFP577,554 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in the SPC S2 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 139 francs CFP. TENURE The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. 11.5% Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised. MEDICAL BENEFITS The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits. PROVIDENT FUND The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution. FARES AND REMOVAL EXPENSES For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination. COMPUTING ENVIRONMENT SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows. SMOKE-FREE ENVIRONMENT Smoking is not permitted in the workplace. Working together with their UK-based partner, Just World Partners (JWP), and their regional secretariat, FSPI, a proposal was developed with the goal of improving the reproductive health of selected communities in Kiribati and Vanuatu. Towards the realisation of this goal, these objectives were set:
These objectives were to be met through tasks centred around community awareness and education activities, training of trainers, IEC development and distribution, KAP surveys, networking and collaborating with the MOH and other NGOs, service delivery improvement through better co-ordination and improved access, promoting youth development and monitoring and evaluation activities. Under the guidance of JWP this proposal was submitted to the UK Lottery and has been generously supported since July of 1998 (due to delayed disposal of funds to Pacific countries the project did not actually begin delivering services until 1 November, 1998). During this same time funding was being sought for another key Pacific priority area: youth, and to serve as match funding for the UK Lottery proposal. To supplement and strengthen the activities of the UK Lottery RH/FP project a Youth to Youth Peer Counselling program, focused on RH/SH/FP was submitted under the guidance of FSPI to NZODA. This project was funded with the goal of enabling adolescents to have improved access to sexual and RH information, services and products, and began in February of 1999. Two objectives lead the project:
Evaluation Background ? The three-year UK Lottery-funded Reproductive Health and Family Planning (RH / FP) project operates in two countries, Kiribati and Vanuatu, and is implemented by the two FSP offices in those countries (FSP Kiribati and FSP Vanuatu respectively). The project was documented to start in July 1998, however, a delay in the release of funds meant that activities did not start until November 1998. The original close date of the project was due to be July 2001, however, this was extended until October 2001. The FSP Vanuatu (FSP V) programme delivers awareness and information about RH / FP and other related health priority issues to beneficiaries living in rural villages within two target areas on the islands of Santo and Tanna. The FSP Kiribati (FSPK) programme seeks to improve awareness and information at community level regarding RH / FP in Kiribati. The New Zealand-funded Youth to Youth in Health (Y2Y) project began in each country in February 1999 with the aim of improving the RH / FP awareness and education of youth so that they might better be able to access services. The final evaluations of both these projects are being carried out as specified in the original project documents. As the activities of both projects are so closely related a joint evaluation is planned. The Y2Y project is being evaluated a full six months before the due close of the project. However, the donors (NZODA) have been consulted and can see the value financially, logistically and programmatically of a joint review. Review Aims ? To externally review and critically evaluate the design of the above two projects with specific attention to the implementation details and impact on the target beneficiaries. Objectives
The evaluation should consider whether: (a) the problem(s) the projects were supposed to address were clear, and the approach to be used sound; (b) the beneficiaries and the users of the projects results were identified; (c) the objectives and outputs were stated clearly, precisely and in terms that are verifiable; (d) the work plan as a management tool of the project was followed.
? The evaluation should consider: (a) the quality & timeliness of inputs; (b) the quality and timeliness of the activities; (c) the quality and timeliness of the responsiveness of the project managers to changes in the environment of the projects; (d) the quality and timeliness of monitoring and support by all parties to the projects.
? With specific reference to the RH / FP project, the evaluator should recommend whether: (a) the project closes in October 2001 (as planned); (b) extends until January 2002; (c) a second phase is viable. If the recommendation is that the project closes then exit

The Project, which is located at the SPC Suva Office, is implemented in 9 Pacific Island Countries. The Project duration is from July 2001 to December 2003. RESPONSIBLE TO: The Adolescent Reproductive Health Adviser. DUTIES AND RESPONSIBILITIES KEY FUNCTIONS: The ARH Officer will manage and co-ordinate ARH Project activities in Fiji, Kiribati and Tuvalu. SALARY AND ALLOWANCES The starting salary for this position will be SDR 1,513, which is currently equivalent to F$4179 per month, in the SPC PO 3 Salary Grade for staff based in Fiji. In addition, an Establishment Grant will be payable to non-residents of Fiji. SPC emoluments are not subject to income tax in Fiji at the present time. TENURE The appointment will be for a period of two years. DUTY STATION Suva, Fiji Islands. ACCOMMODATION A rental assistance of F$1170 per month will be provided.
