DUTY STATEMENT

AQUACULTURE ADVISER

The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages.

The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine Resources Division, with a current staff complement of 25. Its mission is: "To provide a regional support service that assists Pacific Islanders in identifying the status, and optimising the long-term social and economic value, of small-scale fisheries and aquatic resource use in Pacific Island waters."

The Aquaculture Adviser will manage the new SPC aquaculture programme. The broad aim of SPC in this initiative is not to set up just another Pacific Island aquaculture development project, but to provide support and information to governments, investment authorities and the private sector in planning aquaculture activities that are both economically and environmentally sustainable - information to enable the assessment of realistic prospects, to avoid the pitfalls of the past, and to take into account the experiences of other island countries.

The Aquaculture Adviser will manage the work program of the Aquaculture Section and will be responsible directly to the Director of Marine Resources but will also maintain close working relationships with other organisations collaborating in the Pacific Islands Regional Aquaculture Strategy and other SPC Coastal Fisheries Sections.

The post requires a self-starter with considerable initiative, accustomed to working in new situations in new countries and comfortable collaborating with people from all levels of Pacific Island society, from the community to the senior government level.

DUTIES

1. Maintain a regional network of contacts as a means of exchanging ideas, knowledge and experience on Pacific Island aquaculture issues including:
   

• developing information sources for a new SPC Aquaculture Special Interest Group News Bulletin; and
• establishing a regional information base of aquaculture activity in SPC member countries and territories, covering enterprises, government activities, aquacultured species, relevant legislation, and production;
  

2.????? Maintain collaborative working partnerships with other agencies, including other Council of Regional Organisations in the Pacific (CROP) agencies, and the International Center for Living Aquatic Resources Management (ICLARM);

3.????? Advise and assist Pacific Island government departments and private sector operators, as appropriate, in the establishment of environmentally and economically sustainable aquaculture, including:

• assisting Pacific Island governments and private sector to assess aquaculture investment proposals and projects; and
• assisting Pacific Island governments and communities to draw up practical plans, policies or regulations governing aquaculture;

4.????? Based on this fieldwork in member countries and territories, and other reports and contacts, collect and compile existing and new information on aquaculture activities, and produce reviews and reports for the benefit of local, national, regional and international planning processes;

5.????? Under the supervision of the Director of Marine Resources, manage expenditure and activities addressing the aims of current projects implemented in partnership with national and international funding agencies and foundations, and continue to develop new project proposals in order to address future objectives of the section, according to the mandate and guidance provided by SPC member governments and administrations.

6.????? Report, through the Director of Marine Resources, to AusAID on activities funded under the SPC Regional Aquaculture Programme project.

QUALIFICATIONS AND EXPERIENCE

Essential

• A University postgraduate or equivalent qualification in a field relevant to aquaculture;
• At least 8 years employment in fields relevant to Pacific Island aquaculture practice and policy;
• Experience in the validation and design of major projects;
• Experience in working with Pacific Island private sector and government staff at all levels;
• Evident willingness to travel and undertake overseas assignments in SPC member countries
• Experience in reporting against project work plans, and managing project expenditure;
  

Desirable

• Experience of working in a Pacific Island fisheries department
  

English and French are the two official languages of the organisation. Ability to speak one or more of the Pacific Island region's approximately 1,110 languages will also be taken into account.

SALARY AND ALLOWANCE

The starting salary for this position will be SDR 3,469 per month (which is equivalent to CFP577,554 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in the SPC S2 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 139 francs CFP.

TENURE

The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.

ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following deductions from basic salary:

Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.

MEDICAL BENEFITS

The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.

PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.

FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.

COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.

SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the workplace.

International Development Support Services (IDSS), a subsidiary of Oxfam Community Aid Abroad, seeks the following personnel for this five-year AusAID funded project which is in its third year of implementation.

Based in Port Moresby the Coordinator will be responsible for the consistent and effective operation of four Field Level Support Teams. Responsibilities include planning and managing the operation of the teams; coordinating the involvement of National Department of Health staff in support visits, coordinating support of specialist advisors and liaison with senior staff involved with donor assisted programs. Qualifications in Public Health or Health Management are desirable. Experience of managing an integrated health service in a geographically dispersed area will be well regarded.

Based in a rural location, the Advisor will be responsible for the leadership and direction of a small Support Team. Responsibilities include providing technical direction, support and advice in the planning and delivery of a broad range of Family Health Services in a primary health care setting, negotiating with Provincial Health Advisors, Hospital CEOs and District Health Managers and advising and supporting in-service training sessions for health workers. A Qualification in Nursing/midwifery or paediatrics is essential together with experience in the delivery and supervision of training and health care services, preferably in remote areas or in a rural, primary health care setting. Post graduate qualifications in Public Health or Women's and Children's Health will be well regarded.

The Advisor will be responsible for the leadership and direction of a small team working in Bougainville province and will provide technical direction, support and advice in the planning and delivery of a broad range of Family Health Services. Terms of Reference - Regional Governance Advisor
FSPI Secretariat

Background
The Foundation of the Peoples of the South Pacific International (FSPI) is a network of nine national non-governmental organisations (NGOs) spanning the Pacific region. FSPI members implement community development programmes in Kiribati, Tuvalu, Fiji, Vanuatu, Solomon Islands, Papua New Guinea, Samoa, Tonga and East Timor.? FSPI is dedicated to alleviating poverty among communities in the Pacific through needs-based, integrated programmes.

The FSPI Secretariat, currently based in Port Vila, Vanuatu but with plans to relocate to Suva, Fiji, operates as the regional nexus for the network, and oversees a portfolio of multi-country programmes focusing on community health, community-based natural resource management (terrestrial and marine), small business development, disaster preparedness, women in development, and good governance.

FSPI's Voices and Choices: Gardening Good Governance and Democracy in the Pacific project is the Secretariat's newest initiative.? This project, designed in response to the governance crises that have taken place over the last few years in the region, focuses on building awareness and capacity at regional, national and community levels in rights and governance.? Regional activities will be vested at the FSPI Secretariat, and will focus on developing a Pacific Centre for Good Governance, initially through establishment of a virtual think tank; researching and building bridges between traditional and introduced systems of governance; implementing a regional media campaign on governance issues; and advocating on behalf of rights and good governance to national leaders.? National activities will be implemented by FSPI partner NGOs in the Solomon Islands, Fiji, Vanuatu, Kiribati and East Timor, and will focus on building awareness and capacity among rural and grassroots communities in civic education and human rights in a way that is meaningful and relevant to Pacific communities.

Regional Governance Advisor
FSPI is currently searching for a Regional Governance Advisor who will work with the FSPI Executive Director on overall management and implementation of the Voices and Choices - Gardening Good Governance and Democracy in the Pacific project.? Major responsibilities for the Regional Governance Advisor are as follows:

*? Assist the FSPI Executive Director with overall management of the project, including regional and community-level activities.
* Develop work plans for regional activities, and assist with the development of national-level work plans
*????? Monitor regional and in-country activities, and promote adaptive management (utilising monitoring results to modify activities as necessary to achieve programme goals).

The Pacific Islands Forum Secretariat was established in 1972 by the Pacific Islands Forum to encourage economic and political cooperation between its member countries*, and between these states and other countries.

The Secretariat is seeking a suitably qualified and experienced person to work as Programme Implementation Officer in its Development and Economic Policy Division.

The Programme Implementation Officer will be accountable to the Director, Development and Economic Policy Division through the Development Cooperation Adviser for:

· managing donor assistance programmes provided through the Secretariat, including scholarships, technical assistance programmes and special purpose funds;

· assisting in the appraisal and monitoring of such donor assistance, or such other assistance provided to, through, or on the advice of, the Secretariat;

· assisting in the compilation and analysis of donor policies and development assistance programmes in the region;

· the effective representation of the Forum Secretariat at relevant meetings; and

· other duties appropriate to skills and qualifications as required, from time to time.

Applicants must be citizens of Forum member countries*, should have an advanced university degree in Development Economics, Development Studies or related field and at least five years experience working on development cooperation issues and project/programme management in Pacific island countries.
