The Foundation of the Peoples of the South Pacific International (FSPI)
invites applications for the post of Regional Governance Programme
Co-ordinator to manage its project focussed on local community
governance in four Pacific island countries. The terms of reference of
the post are detailed below.
Terms of Reference:

Background

The Foundation of the Peoples of the South Pacific International (FSPI)
is a network of nine national non-governmental organisations (NGOs)
spanning the Pacific region including East Timor . FSPI members
implement community development programmes in Kiribati, Tuvalu, Fiji,
Vanuatu, Solomon Islands, Papua New Guinea, Samoa, Tonga and East Timor.
FSPI is dedicated to alleviating poverty among communities in the
Pacific through needs-based, integrated programmes. FSPI's Vision:
"Together we build communities in the Pacific" and its Mission: "We
work with Pacific Communities through people- centred Programmes to
foster self-reliance within a changing world".

The FSPI Secretariat, based in Suva, Fiji , operates as the regional
nexus for the network, and oversees a portfolio of multi-country
programmes focusing on community health, community-based natural
resource management (terrestrial and marine), small business
development, disaster preparedness, gender and development, and good
governance.

FSPI's Voices and Choices: Gardening Good Governance and Democracy in
the Pacific project is the Secretariat's newest and innovative
initiative. This project, is designed in response to the governance
crises that have taken place over the last few years in the region and
focuses on building awareness and capacity at regional, national and
community levels in rights and governance. Regional activities are
vested at the FSPI Secretariat, and focus on developing a Pacific Centre
for Good Governance, initially through establishment of a virtual think
tank; researching and building bridges between traditional and
introduced systems of governance; implementing a regional media campaign
on governance issues; and advocating rights and good governance to
national leaders. National activities are implemented by FSPI partner
NGOs in the Solomon Islands, Fiji, Vanuatu, and Kiribati. These focus on
participatory research and planning at local community level building
capacity among rural and grassroots communities in civic knowledge and
human rights, and facilitating them to determine and manage their own
development in a way that is meaningful and relevant to Pacific
communities.

The FSPI Secretariat is seeking to recruit a qualified candidate for the
position of Regional Governance Programme Co-ordinator.



Regional Governance Programme Co-ordinator

The Regional Governance Programme Co-ordinator will work with and be
directly responsible to the FSPI Executive Director. He or she will
supervise the implementation of the project in four affiliate countries
and the work of a Process/Research assistant to help with community
research and training activities. S/He has to ensure that all necessary
activities are well integrated. S/He will also work closely with the
FSPI Regional Programme Coordinator and the Finance Manager on overall
management and implementation of the Voices and Choices - Gardening Good
Governance and Democracy in the Pacific project. Major responsibilities
for the Programme Co-ordinator are as follows:

1. Programme Management
* Provide overall management of the project, including oversight
of regional and national level activities, guidance of national-level
staff, preparation of national and regional-level work plans, report
writing, budgeting, monitoring and evaluation, and proposal writing.
* Assist in-country partners with recruitment, and subsequent
training/mentoring of governance staff.


2. Research and application
* Delegate responsibilities to and supervise the work of the
Regional Governance Research and Process Assistant for the following
activities:
2.2. Information/Data collection
* Oversight of the implementation of "Community Governance
Mapping" (mapping conducted at village level to analyse local governance
structures; knowledge, attitudes and practices with regards to rights
and governance; and governance pressure points, utilising "participatory
learning and action" tools). In this regard the incumbent may be called
upon to assist national and subnational level training of PLA
facilitators.
* Co-ordination of outside technical assistance to assist with
mapping data collection, analyses and formation of a database
* Co-ordination of summary reports based on Community Governance
Mapping results, and specifically analysing the issues of rights and
governance in rural and grassroots communities, identifying local
governance structures and pressure points, and providing recommendations
on building bridges between traditional and statutory governance
systems.
* Conduct of case studies of local government structures
(including municipalities) in the participating countries; with the view
to better integration of local community planning to official government
planning institutions.
* Conduct of other relevant research on issues of governance that
contribute towards better elucidation of the governance pressure points
at local level.
2.3. Applying Research to Project Activities
* Assisting FSPI affiliates in designing in-country civic
education campaigns incorporating locally relevant governance issues
identified during Community Governance Mapping and other research
activities of the project.
* Collation and analysis at regional level of the data collected
from participating countries and maintainance of a data base and web
site to publicise these findings.
* Dissemination of mapping results regionally and internationally
through media campaigns.
* Guiding national project teams in the implementation of
community action plans that result from community mapping exercises

2.4. Monitoring
* Assisting in monitoring regional and in-country activities,
utilising Community Governance Mapping data as a baseline from which to
monitor and promote adaptive management and to inform communities
likewise.

3. Networking
* Assist the FSPI Executive Director to identify Pacific leaders
committed to rights and governance who will comprise the Pacific Centre
for Good Governance
* Network with other multilateral, bilateral and NGO governance
organisations/programs in support of regional and national activities.
* Organise/oversee Pacific Centre roundtables and information
exchanges
* Provide a two-way information bridge between Pacific Centre
dialogue and national advisory bodies linked to on-the-ground
community-level activities.
* Disseminate Pacific Centre activities regionally and
internationally through media campaigns

4. Information Campaign
* Prepare regional information dissemination plan, regional media
campaign, posters, radio shows etc. Assist in-country partners with
national/community-level information campaigns.
* Identify technical assistance and oversee implementation of the
information dissemination plan (e.g. information technology specialist
etc)
* Disseminate Pacific Centre activities regionally and
internationally through media campaigns


Minimum Qualifications for the Regional Governance Programme
Co-ordinator

* Relevant university degree
* At least five years' experience working with NGOs at the
regional, national and/or community-level
* Good writing skills, and demonstrated experience with writing
reports, proposals and formulating budgets
* Demonstrated experience in rights and governance programmes in
the Pacific
* Demonstrated knowledge of key governance issues (social,
economic and development) of the Pacific
* Computer literacy, including MS Word, Excel and preferably
database management
* Good communication, cross-cultural, interpersonal and networking
skills
* Ability to work independently and as part of a team
* Willingness to travel to remote and difficult locations
* Proven management and organisational skills with mentorship
ability


Compensation/ Remuneration

The Regional Governance Programme Co-ordinator will be compensated based
on prior work experience and qualifications. A competitive package will
be offered, including salary, subsidized housing, insurance and (as
necessary) relocation. The position will be based in Suva, Fiji.

SCOPE OF ROLE

PRIMARY RESPONSIBILITIES

Programme Management

1.??????Manage the implementation of the Melanesia Active Citizenship Programme and continue to develop the programme strategy in collaboration with partners,
2.??????Liaise with donor organisations and contribute towards diversifying sources of programme funding
3.??????Appraise project proposals and manage and administer funding to key partners for projects which contribute towards the programmes objectives.
4.??????Plan and carry out field visits for programme development, monitoring and evaluation purposes.
5.??????Manage programme staff and external consultants as required.
6.??????Ensure effective project monitoring and evaluation.
7.??????Coordinate with programme partners for the timely provision of programme information, documentation and communication materials.

Strategic Programme Development

8.??????Develop strong relationship with partners including delivery of capacity building support and mentoring.
9.??????Support and build networks and alliances between partners and allies with common interests and experiences.
10.?????Coordinate on-going research into successful approaches and policies in democratic participation and responsive governance.

COMPETENCIES

Professional Skills

1.??????Education to at least a Masters level in a relevant discipline or a comparable level of professional experience.

TRAVEL

The Melanesia Programme Manager will be based in Auckland, New Zealand and will therefore need to already have the right to work in New Zealand.? He/she is expected to undertake at least 12 weeks travel within the year.?? Some of this travel will be unaccompanied.
Some areas supported by Oxfam New Zealand are subject to civil conflict and/or natural disasters, which could be hazardous.? Oxfam New Zealand is committed to ensuring the well-being of staff during field visits and staff are not permitted to enter clearly hazardous or dangerous areas. American Samoa Community College Library is seeking an experienced librarian to provide the library with strong cataloging and reference services.

Campus:

American Samoa lies about 2600 miles southwest of Hawaii and 1800 miles northeast of New Zealand and is the only U.S. territory located south of the Equator.? Established in 1970, the College provides post-secondary education opportunity in the liberal arts, teacher training, and vocational-technical education.? The College offers Associate of Arts and Associate of Science degrees, as well as certificate programs in a variety of academic and technical areas.

The Library:

The library has a staff of 6, a growing of 22,000 volumes and audiovisual materials, including a research collection of Samoa and Pacific materials.? A new state-of-art, two-level library is under?construction.? The library will be using the Follett automation system.

Duties:

Cataloging of print and nonprint materials using standard catalog rules and formats in an automated environement; serving as a resource person for cataloging quality control; teaching library instruction and orientation; providing reference desk and referral services; developing library collection; and supervising of clerical?staff and student assistants; other duties as?assigned.

Qualifications:

MLS from ALA-accredited program.

Working knowledge of LCSH, MARC formats, AACR2, and DDC 21.

Two years cataloging experience on an integrated library system.

Experience with?retrospective conversion.

Lecturer/Senior Lecturer in GIS and Remote Sensing

The appointee will work closely with the Project Manager, GIS Officer and other staff

within the University to develop and teach a series of courses in flexible-mode that

covers the theory and application of geographic information systems and remote sensing

to natural resource, environmental, watershed and coastal zone management and

community mapping. It is also expected that the appointee will undertake research,

consultancy and supervise undergraduate and postgraduate student research projects in

relevant areas.

Minimum qualifications: candidates should have a Masters degree or equivalent and

experience in GIS and remote sensing software such as MapInfo, Arcview, IDRISIW,

etc. as well as standard word-processing, spreadsheet and database programmes. A

familiarity with PNG databases such as PNGRIS, MASP, BIORAP etc. is also highly

desirable. Flexibility, adaptability and team-working skills are important.

Terms of Reference:

1. Develop and teach a series of flexible-mode courses in geographic information

systems and remote sensing theory and application;

2. Develop a relevant research and consultancy programme initially within the

framework of the Remote Sensing Land Use Initiative Project;

3. Provide supervision and guidance to undergraduate and postgraduate research

students with research projects in GIS and remote sensing;

4. Assist with the development of training manuals and provision of workshop-based

programmes for community-based natural resource management;

5. Assist with the development and maintenance of the computer laboratory and

GIS/remote sensing facility and its related activities such as web-site

maintenance;

6. Undertake other academic and related activities related to the project.

Nature of the Position:? The position is located in Northern Marianas College’s Division of Instruction, under the direct supervision of the Chair of the Sciences and Mathematics Department.? The IUCN project Integrating Wetland Economic Values into River Basin Management aims to apply environmental valuation and economic assessment tools in order to identify economic and financial measures for wetland and river basin conservation in the Lower Mekong Basin.

Reporting to the Heads of IUCN Asia Regional Environmental Economics and Wetlands &
Water
Resource Programmes, the Programme Officer will co-ordinate and implement project activities, including field research and policy analysis, training and capacity building in wetland valuation.

Candidates should possess a Masters degree in economics, or a first degree in economics and Masters in environmental studies/natural resource management. At least 3 years experience of the use of economic tools for wetland and water resources management in
Asia, at both field and policy levels. Familiarity with economic and environmental issues in the Asia Region. Experience of project or programme management. Proficiency in English is essential, and command of Khmer, Lao, Thai and/or Vietnamese language desirable. Proven technical writing ability. The SPTO is a regional organization formed by thirteen member countries in the 尘颈诲-1980’蝉 for joint promotion of the region as a tourist destination. 厂笔罢翱’蝉 other principal role includes fostering regional cooperation in the development of tourism and to undertake regional initiatives in the fields of tourism marketing and promotion, research and development and training.

Project Description

Marketing Coordinator (MC)

The Statement of Duties of the MC includes the following tasks:

·??????? Assist in the preparation and implementation of SPTOs public relations plans and strategies;

·??????? Coordinate regional and international promotional events as may be required by member states

·??????? Prepare press releases and coordinate SPTOs regional and international media programmes and activities;

·??????? Preparation of tourism updates for SPTOs weekly newsletter;

·??????? Coordinate and implement advertising activities that will enhance the corporate image of SPTO;

·??????? Assist in the preparation of annual reports, marketing plans and strategies for SPTO and the regional tourism industry;

Capacity Building Programme Officer

Location: Kuala Lumpur, Malaysia

Duration: 3 Years

The Capacity Building Programme Officer will support the development of
a coherent global programme on capacity building within Wetlands

The Postholder will:

ü Assist programme development and establishment of a training service
to implement skill based training frameworks for wetland managers.
ü Assist in development and implementation of an outreach and
communication
programme aimed at enhancing awareness amongst decision and policy
makers on
the values of wetlands
ü Assist WI focal points with the identification of programme
development
opportunities and the development of innovative projects and proposals
concerning capacity building through training and awareness raising
ü Assist fundraising for programmes and projects of the Capacity
Building
Programme
ü Report regularly - including brief monthly reports and activity
forecasts,
annual reports and a final report at the end of the three-year
assignment

Qualifications and Experience

This is an exciting and challenging post, requiring good interpersonal
skills and willingness to travel. Applicants should have: · University
degree (MSc) in a social or scientific discipline (e.g. biology,
anthropology, economy, geography or management); · A minimum of two
years of practical experience of working with training
and awareness raising (preferably in relation to wetlands and
sustainable
use of wetland resources);
· Knowledge of social and economic considerations in management of
nature
and natural resources;
· An ability to work in a small team in a fairly independent manner,
with
limited assistance from support staff;
· Well-developed computer skills, and
· Good written and verbal communications skills, and in particular
strong

WWF is seeking applications for the position of Programme Director with the WWF South Pacific Programme (WWF SPP).?? This is a newly created post that will have responsibility for developing the regional conservation programme and ensuring delivery of the conservation plan in the countries which WWF workings in the South Pacific.

Requirements for the position:

  • Applicants from both women and men are sought and should have appropriate tertiary qualifications in the broad area of environmental science, natural resources science, environmental law, political science or related fields.?
  • At least 10 years experience in working at the programme level on conservation and sustainable development work is desirable.
  • Experience in monitoring & evaluation systems at both the project and programme level is desirable;
  • Experience in interacting with government officials, Aid Agency donors, regional organizations is essential and experience in advocacy, negotiation and campaigning work is highly desirable;
  • Good inter-personal and organizational skills, including self-motivation and an ability to initiate actions and to follow though to satisfactory completion;
  • Competence in other languages, particularly Pacific Island language and French would be an advantage;
  • Understanding of the Pacific islands region geography, societies, economies, politics and pertinent issues of conservation and development.

The appointee will be based in Suva, Fiji and report to the Regional Representative.? Occasional travel will be required internationally and within the South Pacific region.? The successful applicant will be expected to take up the appointment in early 2003.
