NATIONAL PROGRAMME OFFICER

?

?????????????? The Pacific Regional Office of the United Nations Development Fund for Women (UNIFEM) seeks to recruit a suitably qualified and experienced person for the post of a National Programme Officer (NPO) to be based in UNDP office in Port Moresby.? The NPO will be under the overall direction of the Regional Programme Director of UNIFEM and with the immediate guidance of the UN Resident Coordinator in Papua New Guinea.? The incumbent will oversee the day to day operations of ±«±·±õ¹ó·¡²Ñ¡¯²õ programmes for Papua New Guinea and provide gender support to the UN Country Team through the Resident Coordinator system. In consultation with other technical staff and experts/consultants, duties and responsibilities of the NPO includes:

Project Management

¡¤?????? Assist in the implementation of the ±«±·±õ¹ó·¡²Ñ¡¯²õ Framework of Assistance for the region (20002/3-2007);

¡¤?????? Brief/Debrief experts/consultants and missions assigned to projects in Papua New Guinea and provide necessary assistance;

¡¤?????? Prepare project management plans and monitor implementation and bi-annual progress reports and final reports for projects;

¡¤?????? ?Ensure that executing agencies submit the required expenditure and other financial reports;

¡¤?????? Assist in providing policy and programme guidelines on UNIFEM to the United Nations Country Team, and Papua New Guinea and update as necessary; and

¡¤?????? Assist in the preparation of programme, project, donor and other reports

???????? Specifically the NPO will oversee the coordination and effective implementation of the following?

???????? UNIFEM projects in the country ¨C

?

¡ì?????? Gender focussed response to address the challenges of HIV/AIDS

¡ì?????? Women, Peace and Security Project?

¡ì?????? CEDAW and Women in Politics project activities

?

Financial Management

¡¤?????? Assist±«±·±õ¹ó·¡²Ñ¡¯²õ Pacific Regional Office, in monitoring financial expenditures;

¡¤?????? Disseminate information (published materials, videos etc) and assist the RPD to maintain close contact/liaison with Government, NGOs and other women¡¯s groups in Papua New Guinea and update them on projects which UNIFEM has supported; and

¡¤?????? Support the RPD in proactive fund-raising and in identifying potential donors for UNIFEM in Papua New Guinea as well as follow-up actions with donor agencies.

Other Tasks

¡¤?????? Provide substantive inputs and drafts on requests, analytical papers and proposals for strategies for UNIFEM and UNCT;

¡¤?????? In keeping with the spirit of UNDAF, provide backstopping support to the work undertaken by UN agencies on gender and HIV/AIDS

¡¤?????? Provide substantive gender support to the UNCT under the direction of UN Resident Coordinator;

¡¤?????? Advocate the agenda of UN international conferences and conventions such as CEDAW and the Beijing Plan of Action.? Where necessary assist other UN agencies with preparation of policy submissions and instruments for implementation of these Conventions/Conferences at the country level;

¡¤?????? Liaise with regional agencies and programmes addressing poverty alleviation, governance, human security and human rights issues for Papua New Guinea; Specifically the NPO will also liase with the UNIFEM Regional Programme Advisor on gender , HIV/AIDS,Asia Pacific for technical support to on going projects in the country on HIV/AIDS

¡¤?????? Assist the Resident Co-ordinator in advocacy on gender in the United Nations agencies in Papua New Guinea;

¡¤?????? Provide technical inputs on gender to UN Inter-agency working groups and UNIFEM-sponsored seminars in Papua New Guinea, especially the UN theme group on HIV/AIDS

¡¤?????? Represent UNIFEM in meetings, workshops, conferences, as assigned; and

¡¤?????? Undertake other duties as directed by ±«±·±õ¹ó·¡²Ñ¡¯²õ Regional Programme Director or requested by the Resident Coordinator.

Competencies Required: Strategic Development, Resourcing and Organising, Gender Analysis, UNDP Awareness, Partnership Building, Supportive attitude to PLWHAs,? Quality Focus, International Focus, Communication, Negotiation, Self Management, Professional Strength, Socio-economic Awareness, Proficiency in Microsoft Word and Excel

Minimum Qualifications and Experience: A Masters degree preferably in Economics, Social Sciences, Gender Studies, Public or Business Administration or related discipline with at least 5 years of experience in development-related work at the national and/or regional levels.?? Other requirements:

?

¡¤??????? Prior working experience in project/programme management, gender analysis, HIV/AIDS is essential..

¡¤?????? Strong analytical and communication skills preferably with experience of local situational assessments

¡¤?????? Excellent working knowledge of English including excellent report writing and communication skills.

¡¤?????? Extensive experience with project identification, formulation and monitoring evaluation.

¡¤?????? Knowledge of international and regional debates on poverty alleviation, HIV.AIDS and gender

¡¤?????? Knowledge of PNG Government systems, NGOs and networks.

¡¤?????? Good computer skills with ability to produce reports without secretarial assistance.

GENERAL TERMS AND CONDITIONS OF EMPLOYMENT: Successful candidates will be based in Port Moresby and may be required to travel from time to time.?? Contract duration: 1 year with possibility of renewal.? Successful candidate will be initially given a 3 months contract pending medical clearance and satisfactory performance.

LANGUAGE: A high standard of spoken and written English.?

REMUNERATION:? ?An attractive salary package according to qualifications and experience at NOA/NOB level.? Housing not provided.
