SCOPE OF ROLE

Oxfam New Zealand is an independent development and humanitarian agency, affiliated to Oxfam International.? Oxfam New Zealand has an economic and social rights based approach to development and is developing a new Melanesia Active Citizenship Programme around the issues of participation in decision-making, gender and equitable access to development.?? A Programme Manager is required to implement the programme in close collaboration with partners and allies.?

PRIMARY RESPONSIBILITIES

Programme Management

1.??????Manage the implementation of the Melanesia Active Citizenship Programme and continue to develop the programme strategy in collaboration with partners,
2.??????Liaise with donor organisations and contribute towards diversifying sources of programme funding
3.??????Appraise project proposals and manage and administer funding to key partners for projects which contribute towards the programmes objectives.
4.??????Plan and carry out field visits for programme development, monitoring and evaluation purposes.
5.??????Manage programme staff and external consultants as required.
6.??????Ensure effective project monitoring and evaluation.
7.??????Coordinate with programme partners for the timely provision of programme information, documentation and communication materials.

Strategic Programme Development

8.??????Develop strong relationship with partners including delivery of capacity building support and mentoring.
9.??????Support and build networks and alliances between partners and allies with common interests and experiences.
10.?????Coordinate on-going research into successful approaches and policies in democratic participation and responsive governance.
11.?????Develop advocacy initiatives in coordination with partners and the Oxfam NZ Advocacy Manager to support the programmes objectives.
12.?????Represent Oxfam NZ within Pacific networks and at other relevant forums.
13.?????Network and collaborate with other Oxfam International affiliates.

COMPETENCIES

Professional Skills

1.??????Education to at least a Masters level in a relevant discipline or a comparable level of professional experience.
2.??????Experience in managing field based programmes within a development NGO (in country experience in Melanesia highly desirable).
3.??????Sound understanding of community, regional and global development issues, and in particular participatory development, good governance and gender issues.
4.??????Experience of developing and strengthening partnerships with local organisations including strong capacity building skills ¨C facilitation, influencing, negotiation.
5.??????Experience of strategic planning, policy research and advocacy activities.
6.??????Experience of participatory appraisal, monitoring and evaluation methodologies.
7.??????Proven organisational, financial, and project management skills.
8.??????Advanced computer literacy in word processing, and spreadsheets.

9.??????Excellent written and verbal communication skills, including clear articulation of strategy and concepts.
10.?????Interest and ability to network and build new relationships.
11.?????Ability to work autonomously and as a member of a team.
12.?????Patience and tolerance for other perspectives and ability to communicate understanding of such.
13.?????Commitment to social justice and community development.
14.?????Flexibility, adaptability and willingness to take on a wide range of tasks.

TRAVEL

The Melanesia Programme Manager will be based in Auckland, New Zealand and will therefore need to already have the right to work in New Zealand.? He/she is expected to undertake at least 12 weeks travel within the year.?? Some of this travel will be unaccompanied.
Some areas supported by Oxfam New Zealand are subject to civil conflict and/or natural disasters, which could be hazardous.? Oxfam New Zealand is committed to ensuring the well-being of staff during field visits and staff are not permitted to enter clearly hazardous or dangerous areas. Staff are required to heed the advice of local Oxfam staff and local authorities in relation to security issues.? Staff must be prepared to make their own assessments of potential hazards or danger during field visits in the knowledge that Oxfam New Zealand will always respect and support a decision to continue or withdraw from any part of a field visit for reasons related to personal security.
