POSITION DESCRIPTION Faculty/Scientist11-111 Pasture Agronomist/Animal Scientist
NATURE OF POSITION
This position is located in the CNMI Co-operative Research Extension and Education Service (CNMI-CREES), under the supervision of the Director of CREES and the administrative leadership of the Tinian Co-ordinator. It leads the Livestock Improvement Program for the CNMI. The position is located on Tinian, CNMI. The appointment is 50%, for agricultural research, and 50%, for agricultural extension.
DUTIES AND RESPONSIBILITIES:
¡¤Agriculture Research / Extension programs are interdisciplinary and require the ability of the scientist to work as a team member to: 1) identify and diagnose important problems of farmers; 2) establish research and extension program priorities; 3) prepare grant proposals; 5) develop a plan of work and 6) implement, evaluate, and interpret research, extension, and other activities; working with clientele, advisory groups, Northern Marianas College staff, and other agencies and organizations. Performs Job duties using appropriate research / extension methods, techniques, and technology; evaluates educational activities for effectiveness; recruits, trains, organizes, involves, and recognizes volunteer leaders (youth and adult); establishes and maintains effective working relations with other extension and research specialists. Acts as a Program Leader and Principal Investigator (Pl) in the CREES Livestock Production Improvement Program.
Works co-operatively with Agriculture and Life Sciences research and extension staff to car out various experimental studies; collects, records and analyzes data; disseminates information generated by research, produces and disseminates extension publications, and addresses environmental issues facing the agricultural industries including pesticides in the environment and quantity and quality of water.
Co-ordinates and collaborates with the local Governments, Department of Lands and Natural Resources, The Tinian and Augean Soil and Water Conservation District, Department of Environmental Quality, Department of Coastal Resource Management, USDA Natural Resource Conservation Service, the Farm Services Agency, farmers and ranchers, input suppliers and meet processors and wholesalers, etc. on projects or programs in agriculture, pastures, livestock, forestry, soil conservation, water resources, quarantine, and other agriculturally related projects or programs. Plans and implements an effective public relations program to promote extension / research. May be asked to teach courses in areas of expertise for the ALS degree program.
Performs other duties as requested.
SUPERVISORY RESPONSIBILITIES
The scientist will be expected to develop the work plan, assign and review work and evaluate the performance of junior CNMI-CREES and DLNR staff assigned to the Livestock Production Improvement Project. Supervision, guidance and performance evaluation will be provided to the scientist by the Tinian CREES Co-ordinator and the Director.
MINIMUM QUALIFICATIONS:
Master's degree (or BS degree with at least 10 years highly relevant experience in research or extension) in pasture agronomy, animal husbandry or animal science . Knowledge of tropical or semi tropical pasture and livestock production. Familiarity in working with computers.
Demonstrated writing ability and capability in preparing grant proposals. Ability to work as a multidisciplinary team member and to work well with farmers. Willingness to work in the field, implementing on station, on farm or other types of trials.

Duties and Responsibilities ¡¤ Serve as adviser to the Project Coordinator and the Biodiversity Planning Unit on technical matters related to the Project, especially those of outputs for the first national communication of Cambodia; ¡¤ Advise the PC on the inputs of technical experts and consultants, including both national and international personnel; ¡¤ Prepare a simple manual on biodiversity planning suitable for translation into the Khmer language; ¡¤ Orient, provide training for, and guide the Biodiversity Planning Unit in the implementation of its Project responsibilities, provide overall guidance for the biodiversity planning process leading to the formulation of a Biodiversity Action Plan, and contribute to the organisation and writing of the Plan; ¡¤ Assist Sectoral Biodiversity Planners in the conduct of sectoral policy reviews to accommodate biodiversity management considerations; ¡¤ Work closely with the National Biodiversity Steering Committee (NBSC) and provide assistance, where requested and practicable, in the biodiversity management matters which it addresses; ¡¤ Contribute to relevant workshops organised as part of the Project, and participate in a programme of visits to, and discussions in, Provinces, where appropriate; ¡¤ With the PC and the BPU, assist one province in the formulation of biodiversity management policy, and prepare general guidelines on the subject for all provinces; ¡¤ Take all possible opportunities to establish interactive relationships with national staff engaged in the Project, and to transfer skills, knowledge and understanding to them; and ¡¤ Under the guidance of the Project Coordinator, give to representatives of the Implementing agencies and Executing Agency/UNDP, a comprehensive verbal briefing on the work carried out, supported by a useful written summary - at the end of assignment, and submit a final mission report within one month of the completion of the assignment.
Outputs to be Produced ¡¤ Training in biodiversity planning and in project formulation ¡¤ Format for sectoral reviews of biodiversity ¡¤ A simple biodiversity planning manual for Cambodia ¡¤ Guidelines for Provincial biodiversity management policy formulation ¡¤ Working papers for the biodiversity planning process
Scheduling of inputs Five separate inputs, as follows: ¡¤ Month 1 (4 weeks): Establish interagency groupings, facilitate participatory project design, and prepare Project Document. ¡¤ Months 3-4 (6 weeks): Sector reviews, BPU training, reports compilation, establishment of CHM, support first NBSC meeting, arrange specialist inputs to biodiversity planning process. ¡¤ Months 7-8 (8 weeks): NBSC meeting II, BAP National Workshop I, sectoral policy development, Provincial visits, assess specialist reports, status report outline and first phase, prepare working papers, guidelines and brief for BPU participation in field projects, theme workshops for NBSC, Ministry of Planning workshops, and briefing for NBSC-BPU study tour. ¡¤ Months 11-12 (6 weeks): NBSC meeting III, prepare working papers, draft and final status report, debrief BPU re participation in field projects, guide inputs to climate change project, review SBP roles and progress and address any difficulties. ¡¤ Months 17-18 (8 weeks): Penultimate NBSC meeting, BAP National Workshop II, review BAP material and produce final draft BAP, assist finalise implementation arrangements, development of biodiversity future scenarios, consolidation of BPU experience and training.
Qualifications ¡¤ an advanced academic degree (Master's or higher) in applied biological sciences, agriculture, forestry, fisheries, or in a relevant field of geography; ¡¤ a minimum of five years of relevant work experience in the conservation and sustainable management and utilisation of biodiversity; ¡¤ familiarity with UNEP's "Guidelines for Country Study on Biological Diversity" (UNEP, 1993), IUCN's "A Guide to the Convention on Biological Diversity" (Glowka, et al. 1994), WRI/IUCN/UNEP's "National Biodiversity Planning: Guidelines Based on Early Experiences Around the World" (Miller and Lanou, 1995), and the GEF Revised Operational Criteria for Enabling Activities for Biodiversity (1997); ¡¤ demonstrated ability of a practical understanding of the full breadth of biodiversity use, not only limited to protected areas management; ¡¤ an understanding of the nature and role of development planning is needed, and of the perspectives of Provincial and local level governments, and of rural communities; ¡¤ prior working experience in Cambodia is desirable; ¡¤ a proven record of clear report writing, and adherence to reporting dates, and an ability to guide, support and motivate a team; ¡¤ fluency in the English and/or French language; and ¡¤ computer competence in MS Word and Excel.

SECRETARIAT OF THE PACIFIC COMMUNITY
DUTY STATEMENT
NUTRITION EDUCATION & TRAINING OFFICER (NETO)
Background
The Secretariat of the Pacific Community (SPC) is a technical advice, assistance, training and research agency serving 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. SPC currently has more than 200 staff members and is a bilingual organisation, with English and French as its official working languages.
The Community Health Programme (CHP) is part of the Social Resources Division, which also includes a number of socio-economic programmes.
The CHP currently consists of seven projects: Healthy Lifestyle; Regional Health Management; Pacific Vector Borne Diseases; HIV/AIDS & STDs; Public Health Surveillance & Communicable Diseases Control; Regional Tuberculosis, and Health Promotion. By mid year, a new project on nutritional health, Non-Communicable Diseases, will be an added feature to SPC's community health programme.
1. THE POSITION
The successful applicant will be a member of the Nutrition and Healthy Lifestyle Section of the Community Health Programme of SPC and be responsible to and assist the Healthy Lifestyle Advisor. He/she will be required to carry out specific tasks in nutrition education resource development; nutrition information and communication; and assist in building the competence of Pacific Island nutritionists. In addition, he/she will be required to liaise and work in partnership with all SPC programmes and sections, cooperate with other Pacific and international agencies and undertake such other duties as may be determined from time to time.
2. SPECIFIC DUTIES AND RESPONSIBILITIES
(a) Nutrition Education Resource Development
Be responsible for an ongoing needs assessment of nutrition education materials in Pacific Island countries, the evaluation of existing nutrition education resources and the development of new materials. This will involve:
* the implementation of an ongoing needs assessment of nutrition education resources and teaching materials in SPC member countries; * the evaluation of existing nutrition education materials in terms of their appropriateness and effectiveness, and modify where necessary; * the development of new nutrition and health education materials appropriate to local needs. This includes training, production, distribution and follow-up evaluation; * the facilitation of country initiatives in resource development when requested; * collaboration with and support for CETC in the development and implementation of community nutrition and NCD training programmes and relevant resource development.

(b) Information and Communication
Be responsible for providing food and nutrition information and clearinghouse services to the region by:

(c) Capacity and Competence Development
To assist the Healthy Lifestyle Adviser implement the Section's policy of facilitating the professional development of Pacific Island nutritionists, especially as it relates to a managed programme of skills transfer associated with the design and implementation of nutrition education programmes and the development of appropriate and effective resource materials as detailed in 2(a) above. Capacity building is achieved through special training, support, encouragement and/or organized work experience for Pacific country counterparts. Consequently, the NETO is required to:
* provide genuine and meaningful involvement in needs assessment, programme and resource development and follow-up evaluation; * undertake these processes in a transparent and professionally responsible manner; * encourage Pacific island counterparts to contribute professional articles to PIN and present at relevant workshops; * respond positively to Pacific country requests for assistance with other nutrition and health related matters.
3. SKILLS AND QUALIFICATIONS REQUIRED
(a) Very Important
* Relevant tertiary qualifications in nutrition or a related discipline from a recognized institution. * Clearly demonstrated competence as an affective team member possessing good interpersonal skills. * Demonstrated competence in the development and assessment of community nutrition programmes and materials. * A minimum of five years successful nutrition-related work-experience in Pacific/developing countries among persons who use English as a second language. * Possess highly developed skills in oral and written English, report writing and cross-cultural communication. * A willingness to travel extensively throughout the region. * Computer literacy using PC platforms.

SALARY AND ALLOWANCE
The starting salary for this position will be CFP 373,212 francs per month in the SPC PO5 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = CFP 127 francs.

COMMUNITY FISHERIES ADVISER
The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 200. SPC is officially bilingual, with English and French being the working languages.
The Coastal Fisheries Programme (CFP) comprises almost half of the SPC's Marine Resources Division. Its mission is: "To provide a regional support service that assists Pacific Islanders in identifying the status, and optimising the long-term social and economic value, of small-scale fisheries and aquatic resources in Pacific Island waters."
The Community Fisheries Section is part of the Coastal Fisheries Programme and its objective is "to assist coastal fishing communities, particularly women, effectively participate in, and benefit from regional and national fisheries management and development activities".
The Community Fisheries Adviser is responsible to the Director of the Marine Resources Division and is responsible for the day-to-day management of a section currently including two other staff (one professional and one support) and implementing several complementary AID-funded projects.
The post requires a self-starter with considerable initiative, accustomed to working in new situations in new countries and comfortable collaborating with people from all levels of Pacific Island society, from the community to the senior government level.
DUTIES AND RESPONSIBILITIES
It is suggested that applicants describe their suitability according to the following typical responsibilities of the Community Fisheries Adviser:
* Manage and implement projects to assist the member countries of SPC in improving appropriate fisheries activities and practices in coastal fishing communities. This will include the provision of advice on fisheries in general, and the organisation and delivery of suitable training programmes and workshops to meet the specific requirements of individual countries or communities; * * Based on fieldwork in member countries and territories, and other reports and contacts, collect and compile existing and new information on the activities, roles and development options of women and men in Pacific Island subsistence and artisanal fisheries, and produce reports for the benefit of local, national, regional and international planning processes; * * Maintain a regional network of contacts as a means of exchanging ideas, knowledge and experience, and discussing issues of concern for Pacific Island communities involved in the fisheries sector, and produce and disseminate resource materials including training manuals and videos; * * Promote and assist in the development of income-generating activities for women based on seafood harvesting, processing and marketing, using environmentally sound technologies compatible with the sustainable use of marine resources; * * SPC/Recruitment Notice No. 00/05 * Page 2 * * * * Provide technical support to other Programmes of SPC, as well as to other regional organisations as appropriate including, in the shorter term, assistance to the Forum Fisheries Agency in assessing the role of different sections of the community in national tuna fisheries and thus the development of appropriate national tuna fishery management plans; * * Manage and report on expenditure and activities according to the aims of projects implemented in partnership with national and international funding agencies and foundations, and develop new project proposals in order to address future objectives of the section, according to the mandate and guidance provided by SPC member governments and administrations. * * * QUALIFICATIONS AND EXPERIENCE * * Very Important * * A University or equivalent qualification in a field relevant to fisheries development or fisheries management; * At least 5 years employment in a field relevant to Pacific Island fisheries; * Experience in working with Pacific Island coastal communities * Demonstrated writing ability (please attach publications list) * Evident willingness to travel and undertake overseas assignments in SPC member countries and territories for up to 50% of the time, and to live in village conditions or aboard fishing vessels as necessary. * * Important * * Practical fishing experience; * Experience in the development and implementation of training programmes or workshops in a relevant field; * Project administration and budget management experience.

ANIMAL HEALTH AND PRODUCTION TRAINING SPECIALIST ANIlMAL HEALTH AND PRODUCTION SECTION REGIONAL AGRICULTURE PROGRAMME
GENERAL
The SPC Agriculture Programme of the Land Resources Division, comprises the four main service areas namely: Crop Improvement Service; Plant Protection Service; Animal Health and Production Service; and Resource Economics and Agricultural Information Service.
One of the longstanding priority areas identified by the Regional Heads of Agriculture and Livestock Services relate to the fact that there are very few qualified Veterinarians and other Livestock workers in many Pacific Island countries and territories.
To address this need, the Animal Health and Production Service of SPC has collaborated closely with Agricultural Development in the American Pacific (ADAP) and the University of the South Pacific (USP) to develop a regional training programme in Animal Health and Production.
The Animal Health and Production Service is coordinating the initial development of training modules for the course during the year 2000, with the intention of launching the training programme in 2001 when additional resources have been secured.
A position of Animal Health and Production Training Specialist has been created for one year to co-ordinate the development, field testing and production of the training modules commencing as soon as possible
POSITION
Responsible to: Animal Health Adviser.
DUTIES AND RESPONSIBILITIES:
The Animal Health and Production Training Specialist will be primarily responsible for:
1. Coordinating and developing the production of distance learning materials for the regional training programme in animal health and production (PARAVET).
2. Collaborating with partners (ADAP and USP) in establishing the infrastructure for the implementation of the PARAVET Programme.
3. Reviewing the proposed PARAVET curriculum to ensure that it meets regional requirements.
4. Implementing the training activities of the SPC Regional Animal Health and Production Service.
In addition the Animal Health and Production Training Specialist will:
5. With other members of the Programme, may be required to provide advice and assistance (technical backstopping) on all aspects of animal health and production as requested, primarily in relation to training, to the member countries of SPC.
6. With other members of the Programme, organise regional and sub-regional technical meetings to improve the co-ordination and implementation of animal health and production activities in the region and participate in the programme workshops as necessary.
7. Maintain liaison with international animal health and production agencies, universities and other training institutions as appropriate.
8. With other members of the Programme, seek donor funding to further develop and increase the availability of regional animal health and production activities as recommended by the meetings of the Permanent Heads of Agriculture and Livestock Production Services (PHALPS) and the Regional Technical Meetings of Heads of Veterinary Services ( RTMHVS) which includes training courses in all aspects of animal health, animal production, quarantine and meat hygiene.
9. Prepare reports, work programmes and budgets at specified intervals.
10. Perform other duties as required by the SPC Deputy Director-General, Suva.
QUALIFICATIONS, EXPERIENCE AND SKILLS
1. Applicants for this post should have a recognised degree in veterinary medicine or a degree in animal health and production with at least five years appropriate experience.
2. Appropriate experience in training animal health assistants or similar personnel will be required.
3. Familiarity with computers (word processing, statistics, databases and spreadsheets) is essential.
4. Experience with distance learning technology and techniques will be highly regarded.
5. An awareness of the animal health and production systems and constraints in the Pacific Island countries.
6. Excellent communication skills in both written and spoken English is essential due to the nature of the projects activities and the collaborating agencies; fluency in both English and French would be highly regarded.
7. Highly develop interpersonal skills and an ability to work effectively in a multi-cultural environment (with previous Pacific Island experience a valuable asset).

BACKGROUND
The Secretariat of the Pacific Community (SPC) is a technical advice, assistance, training and research agency serving 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. SPC currently has more than 200 staff members and is a bilingual organisation, with English and French as its official working languages.
The Community Health Programme (CHP) is part of the Social Resources Division, which also includes a number of socio-economic programmes.
The CHP currently consists of seven projects: Healthy Lifestyle; Regional Health Management; Pacific Vector Borne Diseases; HIV/AIDS & STDs; Public Health Surveillance & Communicable Diseases Control; Regional Tuberculosis, and Health Promotion. By mid year, a new project on nutritional health, Non-Communicable Diseases, will be an added feature to SPC's Community Health Programme.
PACIFIC REGIONAL VECTOR BORNE DISEASES PROJECT
The Pacific Regional Vector-Borne Diseases Project is a part of AusAID's Asia-Pacific Health Initiative, which has provided increased support to the health sector in the Asia-Pacific region since 1994. The Project is being managed and implemented by the SPC, based in Noumea, New Caledonia.
There is a focus on activities that enhance regional co-operation and the development of in-country capacity for program planning and organisational management in the area of vector-borne disease control. While giving initial focus to Solomon Islands, Vanuatu and Fiji, where the disease burden is greatest, the Project has begun to expand to activities in other Pacific island countries as required. In the current Project year, that will include a regional focus on filariasis control.
Gender equity will be addressed by actively encouraging links with organisations that represent women, and by developing strategies with the involvement and consultation of women, both at the community level and within organisations.
POSITION
The Project Manager (Vanuatu) will be accountable for the management and coordination of all project activities, project staff and resources of the Pacific Regional Vector-Borne Disease Project in Vanuatu. The successful applicant will be accountable for developing in-country work activities to meet project outcomes, and monitoring and documenting progress. He/She will be expected to contribute to the PRVBD Management Team and provide input into relevant procedures.
TERMS OF REFERENCE
The successful candidate will:
* Work closely with the National Vector-Borne Disease Control Unit and relevant NGOs in the country to develop, strengthen, and monitor VBD control activities; * Align PRVBD project activities to identified needs in the country; * Identify outcomes and establish plans which build capacity through community activities including producing IEC materials (dengue and malaria), and working closely with NGOs to help them plan and arrange activities such as developing malaria script materials and workshops with the Wansmol Bag Theatre; * Support the development of a national Filariasis plan; * Liaise with the Director of Health to develop national system to increase bednet retreatment rates in communities; * Establish and use indicators to monitor the impact of IEC materials, in particular videos and pamphlets, on primary and secondary level children's awareness of dengue and malaria; * Supervise in-country PRVBD project staff; * Ensure Project staff complete financial acquittals on time and to procedure; * Complete all Financial reports on time; * Participate as a member of the PRVBD management Team; * Submit regular reports to the Management Team and to the Project Director and/or Team Leader as requested; * Foster team work and good relationships; and * Carry out other duties as requested by the Project Director and/or Team Leader.
QUALIFICATIONS AND EXPERIENCE
Applicants must have the following:
* Qualifications and experience in program management and administration. * Demonstrated ability to manage project planning, implementation, monitoring and evaluation. * Competent with financial responsibilities. * Experience in supervising others. * Competent in report writing. * Ability to work as part of a management team. * Computer literate; experience with Microsoft Word and Excel. * Experience in working in Pacific Island countries and knowledge of Bislama (Pidgin English) is an advantage. * Background in health administration, preferably with Vector-Borne Disease control. * Good communication skills.
SALARY AND ALLOWANCE
The starting salary for this position will be CFP 420,931 francs per month. In addition, an Establishment Grant will be payable to non-residents of Vanuatu. SPC emoluments are not subject to income tax in Vanuatu at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = CFP 127 francs.
TENURE
The appointment will be for a period up to 30 June 2001. The contract may be renewed subject to performance and continued funding availability.

ACCOMMODATION
A rental assistance of 100,000 Vatu per month will be provided.
LEAVE

DUTY STATEMENT
ASSISTANT LIBRARIAN
The Secretariat of the Pacific Community (SPC) was established 51 years ago as a bilingual, regional technical, advisory, training and research organisation. It serves 22 Pacific Island member countries. The headquarters is in Noumea, New Caledonia, with its main sub-regional office based in Suva, Fiji. There are country and field operations in a number of other Pacific Islands.
The Secretariat is seeking a suitably qualified and experienced person to work as the Assistant Librarian in Suva, Fiji.
The Assistant Librarian will be responsible to the Deputy Director General, Suva for operational activities and to the SPC Librarian, Noumea, for professional duties.
The Library in Suva is particularly strong in materials which support the development of Pacific agriculture however, information services include providing materials in agriculture, animal health, plant protection, health (particularly AIDS and vector-borne diseases), population, media, forestry, and maritime fields. Information services are provided regionally and to a wide range of clients.
Duties will include:
Efficient management of Library operations Development of the Library collection Provision of timely information services to SPC programmes and clients Development of new information services Cataloguing, classification and indexing Training in library information processing and information retrieval
Qualifications:
Applicants should have a degree in Librarianship or Information Science or a post-graduate qualification in Library Science with relevant work experience in a special, research or tertiary library. Experience with automated Library systems and in cataloguing, classification and indexing processes are required. A tertiary qualification in biological, agricultural or health sciences will be an advantage.
SALARY AND ALLOWANCE
The starting salary for this position will be SDR 1,389 per month which is equivalent to F$3,834 per month. In addition, an Establishment Grant will be payable to non-residents of Fiji. TEAM LEADER - PACIFIC ACTION FOR HEALTH
BACKGROUND
The Secretariat of the Pacific Community (SPC) is a technical advisory, training and research organisation serving 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. SPC currently has more than 230 staff members. It is a bilingual organisation, with English and French as its official working languages.
The Pacific Action for Health project, which the Government of Australia has agreed to fund through the Australian Agency for International Development (AusAID), has a budget of A$ 3.75 million over three years and nine months. Its purpose is "to create an environment conducive to health by increasing the capacity of Pacific Island Countries to address non-communicable diseases (NCDs) risk factors". There will be two project phases: an Inception Phase of nine months and an Implementation Phase of three years.
This project will implement a series of national activities in four countries, targeting young people and addressing priority NCD risk factors. The focus will be on tobacco use in Kiribati and Solomon Islands, diet and exercise in Tonga, and substance abuse in Vanuatu. In addition, the project will undertake a number of regional activities, drawing on the strengths of other organisations active in the health sector in the region. The project will build on previous AusAID supported health development activities in the region.
The project team will comprise of six long-term staff: the team leader and his/her deputy, who will both be based in Noumea, and four country co-ordinators in the target countries. The team will be assisted by short-term inputs from outside consultants as well as existing SPC staff.
The project will be embedded in the Secretariat's Community Health Programme. Current activities of the Community Health Programme include initiatives in health management, health promotion, HIV/AIDS & STDs, nutrition & lifestyle, public health surveillance and communicable diseases control, tuberculosis and vector-borne diseases control. The Community Health Programme is part of the Social Resources Division. The division also includes a number of socio-economic programmes e.g. Demography/Population, Statistics, Rural Energy Development Programme, Cultural Affairs Programme, Pacific Women's Resource Bureau and the Pacific Youth Resources Bureau, providing an effective setting for a multi-disciplinary approach.
POSITION
The Team Leader will co-ordinate and manage the project to achieve the project goals and objectives within budget and planned timeframes and assume responsibility for the production of project reports and implementation plans. The Team Leader will have particular responsibilities for project monitoring and evaluation and for providing effective leadership to the other project staff. In addition, a number of specific duties and responsibilities will be involved:
DETAILED STATEMENT OF DUTIES
During the Inception Phase
at the regional level:
* establish liaison with regional organisations * identify training modules/opportunities * identify capacity of regional organisations to undertake project components (e.g. The University of the South Pacific) * recruit for Deputy Team Leader
in each target country:
* establish the scope of activity relevant to the project in each country * undertake consultations with high-level personnel within national health departments * identify counterpart organisation and personnel * establish the Terms of Reference for the Project Co-ordinators and recruit to these positions. During the Inception Phase, the team leader will also prepare the Activity
Implementation Document which will include detailed planning and specification of the scope, extent and quality of the activities and tasks for the Implementation Phase.
During the Implementation Phase
at the regional level:
* maintain regular communication links with regional organisations * facilitate the communication between the Project Co-ordinators * establish reporting mechanisms from Project Co-ordinators and the project headquarters * convene inception, mid-term and End-of-Project summit meetings of counterparts, Project co-ordinators and other key stakeholders * organise the training inputs for each country * provide on-going support for project personnel * arrange inputs for short term personnel * achieve payment milestones according to AusAID Contract (Exchange of Letters) at the country level:
* meet (e.g. once per year) with Project Co-ordinator in their facilities * conduct training in management techniques at country level * ensure liaison with key personnel within each country, in particular the
Multi-sectoral Working Group, and national counterparts * undertake regular performance appraisals for the Deputy Team Leader and Project Co-ordinators * establish mechanisms for monitoring and evaluation, and strengthen the capacity to undertake M&E within each country * prepare reports against performance indicators * assist with any issues and uncertainties as they arise * oversee project implementation at country level
SKILLS AND QUALIFICATIONS REQUIRED

* Postgraduate qualification in an appropriate field, ideally in Public Health and/or Health Sciences * Minimum of five years of project management experience, including financial management and contract management, ideally as team leader * Demonstrated capacity to design and manage public health and community development programmes * Expertise in monitoring and evaluation techniques * Excellent interpersonal skills and negotiating skills to facilitate relationships with stakeholders * Excellent written and oral communication skills
b) Important
* Knowledge of the Pacific region, including its regional organisations * Work experience in developing countries * Ability to work in a multi-cultural environment * Computer skills (SPC uses Microsoft Office).
Extensive travel within the region will be required.
SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCE
The starting salary for this position will be CFP 451,503 francs per month in the SPC S2 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = CFP 127 francs.
TENURE
The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further nine months (and maybe for a longer period) subject to performance and continued funding availability.
DUTY STATION
Noumea, New Caledonia.
ACCOMMODATION
An SPC-owned house or flat will be made available, based on the following deductions from basic salary:
2 bedrooms - 11.5% 3 bedrooms - 12.5% 4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.
LEAVE
Leave will accrue at the rate of 2.5 working days per calendar month of active duty.
SICK LEAVE
Thirty working days per annum.
MEDICAL BENEFITS
The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, airfares by the most direct/and or economic route for the appointee and recognised dependents, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the workplace.

The International Foundation for Science (IFS) provides support to young scientists of merit in developing countries by awarding research grants and providing grantees with additional services such as travel grants and purchasing assistance.
Research grants are awarded up to a maximum value of USD 12,000 for a period of one to three years and may be renewed twice. They are intended for the purchase of equipment, expendable supplies, and literature. Applicants must be citizens of, and carry out the research in, a developing country. They should also work at a university or national research institution in a developing country (countries in Europe, including Turkey and Cyprus, or the former Soviet Union do not qualify for support). POST DESCRIPTION
INTERPRETER / TRANSLATOR (English)
RESPONSIBLE TO: Manager (Translation / Interpretation)
The Secretariat of the Pacific Community has English and French as its two official working languages; the Translation/Interpretation section is the mainstay of bilingualism within the Secretariat. Its multinational team of seasoned professionals translates some 4000 pages a year in a variety of areas such as fisheries, agriculture, health, statistics, demography, women's and youth development, culture, forestry and energy. Conference interpretation and translation services are provided both at Headquarters and outside for meetings of government representatives, technical meetings, training courses, workshops and seminars. The section has created its own terminology database, has established links with language services in other international organisations and is a member of JIAMCATT.
DUTIES AND RESPONSIBILITIES:
1. Performs simultaneous, consecutive and ad hoc interpretation duties between English and French at the Conferences of the Pacific Community, sessions of the Committee of Representatives of Governments and Administrations, technical meetings and on other occasions.
2. Translates a wide range of sometimes complex technical documents from French to English to a standard requiring little or no revision. These documents include working papers for meetings, technical materials for publication and SPC correspondence.
3. Revises or assists in the translation work of colleagues as required.
4. Contributes to the Section's terminology resources; makes proposals on reference material acquisitions.
5. Performs other related duties as directed by the Manager of the Interpretation and Translation Section or the Executive Management.
QUALIFICATIONS AND EXPERIENCE:
1. Bilingual in English (main language) and French.
2. Qualification from a recognised school of interpretation and translation, or university degree or equivalent. 3. Minimum of five years extensive professional experience in conference interpretation using English as an "A" and French as a "B" language and experience in translation. Candidates with wide experience in international organisations or public services will have an advantage;
4. Demonstrated ability to interpret and translate often highly technical material accurately; excellent vocabulary coupled with a keen sense of semantics; thorough understanding of syntax and style.
5. Ability to revise translations into English.
6. The qualities required to fit harmoniously into a group comprising colleagues from a wide range of cultural backgrounds.
7. Familiarity with and personal commitment to the objectives of international organisations.

SOPAC SOPAC is an independent, inter-governmental regional organisation established by South Pacific nations in 1972 and dedicated to providing service to the island member countries of its Governing Council*. Its Secretariat is located in Suva, Fiji Islands, and has about 60 professional and support staff, together with short term project staff. SOPAC's goal is sustainable development and management of mineral, energy and water resources and the coastal zone and related human activities, reduction of human and economic losses and damage resulting from natural hazards, efficient information technology and communication systems and strengthened skills-base for member countries, readily available and current information in all program areas and strengthened national capacity in the sciences and other supportive program areas. The position will be an appointment at Unit Head Level under the direction of the Program Manager. A Unit Head is expected to assist management to develop, plan and implement programs of work having relevance and significance to the peoples and governments of SOPAC member countries. A Unit Head should be capable of leading a team of specialists, able to set priorities in the designated areas of responsibility, and be proactive in developing new areas of work within identified objectives and strategies. A Unit Head is also expected to have experience in the policy development and management advisory area, and possess a high level of interpersonal skills and cultural sensitivity and have ability to represent SOPAC at relevant national, regional and international fora.
Specific technical skills will be expected for the following tasks: (i) provide advice to countries on risk and disaster management programming and implementation strategies, (ii) provide technical advice relevant to development and implementation of a regional disaster management program to support national program initiatives; (iii) liase with regional emergency response agencies to ensure that the lessons learned from disaster situations are widely disseminated in the region.
Qualifications A post-graduate degree in Science or Engineering from a recognised university, at least 10 years professional experience in disaster management, and proficiency in oral and written English.

Vacancy: PROJECT OFFICER, ENVIRONMENTAL ASSESSMENT AND REPORTING
Applications are invited for the position of Project Officer, Environmental Assessment and Reporting with the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa.
Post Description:
The Project Officer, Environmental Assessment and Reporting will be responsible to the Director, through the Head of the Environmental Management and Planning Division. S/he will be expected to perform the following principal duties: - coordinate the implementation of SPREP's work programme in relation to environmental assessment and reporting, specifically, capacity building activities for environmental monitoring, tools for assessment and reporting techniques; - develop and implement specific projects under the work programme; - manage projects and activities related to Pacific input to the Global Environment Outlook process/RIO+10 and the Global International Waters Assessment; - provide technical advice to member governments and collaborating organisations in relation to techniques for environmental monitoring and reporting; - provide or arrange for technical advice to SPREP members on environmental assessment and reporting; - ensure effective coordination of SPREP's environmental assessment and reporting activities with all the relevant donors, international and regional organisations and institutions involved in pollution prevention and waste management in the Pacific; - supervise the work of the GIS/Database Assistant; and - work closely with other SPREP staff in monitoring, assessment and storage of environmental data.
Required Qualifications and Experience
Candidates must have appropriate tertiary qualifications (preferably with post-graduate qualifications in a relevant field) from a recognised institution and at least 10 years' work experience, preferably within the Pacific islands region, in a field related to environmental assessment, monitoring and reporting. Other essential requirements are: proven project management experience; the ability to manage the work of consultants; a proven ability to work as part of an inter-disciplinary and/or multi-cultural team; the ability to meet project deadlines, often under difficult circumstances; a proven ability to prepare proposals and reports; a proven ability to live and work within Pacific island communities. Applicants with a demonstrated interest and involvement in the environmental, economic and social issues affecting the region, particularly through the provision of environmental information for decision makers, will be highly regarded.
Conditions
Appointment will be at the Project Officer/Adviser Level of SPREP's authorised salary scale for contract staff, depending on the successful applicant's qualifications and experience. The package will include annual return airfares for appointee and dependents, a housing subsidy and other benefits. SPREP remuneration may be tax-free depending upon circumstances. The appointment will be for 3 years initially, with renewal for a further period depending upon the officer's performance during the first term and availability of funds.

Eco-Consult Pacific has been asked by a large European consulting group to identify specialists to be included in a proposal for the provision of an EU funded technical assistance to the Project Management Unit of the National Authorising officer of the Papua New Guinea. The objectives of the project would be to provide assistance to the PNG government in the management of the EU funded projects (European Development Funds , Stabex, Sysmin...). The technical assistance will have a 4-year Duration. We are looking for 3 long-term resident experts: - one Programme Administrator, - one Civil Engineer, - one Rural Development Engineer

Profiles of the Long term experts:
1. Programme Administrator The Programme Administrator will hold a recognised tertiary level qualification in development economics or similar, with at least 10 years experience in the management of development programmes in developing countries, with a particular emphasis on the training of counterparts. He/She will have proven knowledge and experience of EDF procedures and strong accounting and computing skills. He/She will be skilled in the economic and financial analysis of projects and thoroughly conversant with the organisation of participatory project planning workshop techniques and the use of Logical framework planning methods. An excellent written and spoken command of the English language is essential. A prior experience/ knowledge of PNG and a command of pidgin is desirable.
2. Civil Engineer The Civil Engineer will hold a recognised tertiary level qualification in Civil Engineering and have at least 8 years of experience in the management of infrastructure programmes in developing countries. Knowledge of the mining industry would be useful. He/She will have strong accounting and computing skills. Proven knowledge and experience of EDF procedures will be a strong asset. An excellent written and spoken command of the English language is essential. A prior experience/ knowledge of PNG and a command of pidgin would be desirable. 3. Rural Development Specialist The Rural Development Expert will hold a recognised tertiary level qualification in agriculture or agriculture economics and have at least 8 years of experience in the management of rural development programmes in developing countries, with specific experience of the principal export crops of PNG (cocoa, copra, coffee, oil palm) and a background in the social and environmental aspects of rural development. He/She will have strong accounting and computing skills. Proven knowledge and experience of EDF procedures will be a strong asset. An excellent written and spoken command of the English language is essential. A prior experience/ knowledge of PNG and a command of pidgin would be particularly desirable for this position.

INTERNATIONAL LEGAL ADVISER
The Secretariat is seeking a suitably qualified and experienced person to work as International Legal Adviser in its Political and International Affairs Division.
The International Legal Adviser will be accountable to the Director, Political and International Affairs Division for:
¡¤ Supervising the Secretariat's Treaties Register; ¡¤ Coordinating legal assistance to Forum Island Countries; ¡¤ Providing timely, high quality policy analysis and advice to Forum members on legal issues, including in respect to legislation required to implement the Honiara Declaration; ¡¤ Assisting with organisation of the annual Forum Leaders' meeting, post-Forum Dialogue, and other regional meetings with a legal or law enforcement dimension including the preparation of meeting papers, briefs and reports as required; ¡¤ Effective representation of the Forum's interests at legal, regional and international meetings.
Applicants must be citizens of Forum member countries*, should have an advanced university degree in law and at least seven years experience working on international or regional legal issues. Extensive travel in the region will be required.
The appointment will carry a competitive remuneration and benefits package including medical and life insurance provisions. For non-Fiji citizens remuneration should be tax-free in Forum member countries*. Appointments are normally for three years, with the option to renew for a further three years.

The US Geological Survey Midcontinent Ecological Science Center Brown Treesnake project anticipates opening a postdoctoral position on Guam. The Brown Treesnake was introduced to the US territory of Guam following WWII and has caused the extinction of most of the island's native avian fauna, caused the extirpation of numerous lizard species, and caused social and economic damage to Guam.
The current USGS research program aims to study the biology of the Brown Treesnake with emphasis on reproduction, recruitment, maturation, and movements to aid in the development of control and containment management activities. We seek postdoctoral candidates with expertise in reptile demography or chemical ecology.

FSP Vanuatu is a local, nonprofit membership organisation with the purpose to promote development by and for the people of Vanuatu. It works to achieve this aim through supporting and promoting the sustainable social, economic and environmental development of all people of Vanuatu and advancing the capacities and self-reliance of Vanuatu's communities, especially in rural areas. FSP Vanuatu is a member of FSP International, an organisation of affiliated local NGOs throughout the Pacific and in the UK, Australia and USA.
FSP Vanuatu seeking to recruit an Executive Director to be responsible for the organisation and its programmes. Current development programmes focus on youth, adolescent health, reproductive health, forestry and waste minimisation and management. In addition, FSP Vanuatu's trading arm, Island Conservation Initiatives (ICI) has established two small businesses which promote sustainable development and work to generate income for ni-Vanuatu entrepreneurs and FSP Vanuatu. The position of Executive Director is responsible to the FSP Vanuatu Board of Directors.
The primary responsibilities of the Executive Director include: ¡¤ management oversight of all FSP Vanuatu programmes to ensure that implementation and reporting meet member, community and donor standards; ¡¤ oversight of FSP Vanuatu finances to FSP Vanuatu, FSP International and donor standards; ¡¤ development of new projects, proposals and innovative fundraising techniques such as ICI; ¡¤ staff management and team building; ¡¤ organisational management, acting as Secretary to the FSP Vanuatu Board of Directors.
The candidate should be highly qualified with: ¡¤ a minimum of 5 years experience managing an NGO or similar organisation; ¡¤ a tertiary degree in NGO management or similar field; ¡¤ knowledge of Pacific and/or Melanesian development issues; ¡¤ proven high level project planning and proposal writing skills; ¡¤ excellent leadership skills; proven ability to work as a team with diverse and professional staff; ¡¤ proven project and organisational management skills including report writing; ¡¤ an understanding of financial systems and ability to read financial reports; ¡¤ motivation and initiative to develop new programmes with FSP partners ¡¤ computer literacy, experience with Word and Excel is a plus
