The position will provide support to the WWF South Pacific Programme monitoring and evaluation framework, also analysing technical and programmatic issues with regards to its Conservation Strategy Plan.? The position requires analytical, monitoring and evaluation skills with at least 2 to 3 years of experience in natural resources and conservation.?? The ideal candidate should have a minimum of first degree, and ideally a Master's degree, in natural resources management, environmental sciences, or applied economics, andor statistics.

The Pacific Islands Forum Secretariat was established in 1972 by the Pacific Islands Forum to encourage economic and political cooperation between its member countries*, and between these states and other countries.

LEGISLATIVE GOVERNANCE ADVISER

?

The Secretariat is seeking a suitably qualified and experienced person to work as Legislative Governance Adviser in its Political, Legal and International Affairs Division (PILAD).

?

The Legislative Governance Adviser will be accountable to the Director PILAD for the primary responsibility of mobilizing capacity building support for FIC Legislatures as well as providing support to the annual Forum Presiding Officers Conference.? Other accountabilities will include:

¡¤?????? Monitoring, analysing and advising FIC legislatures on regional and international developments likely to affect them;

¡¤?????? Maintain regular liaison and contact with international and regional bodies;

¡¤?????? Providing inputs to the Forum Meetings, on legislative issues and those consistent with the objectives of the Biketawa Declaration;

¡¤?????? Providing policy advice on legislative and good governance issues; and

¡¤?????? Other duties as required.

?

Applicants must be citizens of Forum member countries* and should have an advanced university degree in political science and/or extensive government experience on Good Governance and Parliament related issues. A post graduate qualification or experience in international law would be an advantage. Applicants are also expected to have experience and demonstrated success in the coordination and organisation of high level inter-governmental or international meetings and should be willing to travel economy class.?

?

The appointment will carry a competitive remuneration and benefits package including medical and life insurance.? For non-Fiji citizens remuneration should be tax-free in Forum member countries*.? The study will cover the following broad areas and; assess the issues relating to the supply of the resources, discuss the production options, evaluate possible business structures for the different options, confirm market opportunities for the final products, and determine the infrastructure & support service requirements.? A SWOT analysis will be required for these undertakings

Nature of the Position:

Minimum Qualifications:

A Master's degree from an accredited U.S. institution (or completion

of all requirements) in agriculture, horticulture, agronomy or soils.

?Will consider a Bachelor's degree from an accredited U.S. institution

in a relevant field (agriculture, natural resources, environmental

sciences, biology or physical science, business or management) or

equivalent to Bachelor's degree plus two (2) years of practical work

experience in scientific research and extension.? Desirable attributes

include knowledge and practical experience in agriculture, natural

resource management, environmental protection, and community

development.? Has knowledge of tropical or semi-tropical vegetable

production and Integrated Pest Management (IPM).? Is familiar in

working with computers including spreadsheets, database, word

processing and MS Office products.? Is able to work as a

multidisciplinary team member and to work well with farmers.? Is

willing to work in the field to implement on-station, on-farm or

greenhouse experiments.

Nature of the Position: This position's primary
responsibility is to plan, develop, and implement locally
sustainable appropriate technology, which provides
effective, economical, and environmentally safe strategies
for the identification and management of plant disease and
disorders. This position serves the entire Commonwealth of
the Northern Marianas (CNMI), but is located on Saipan at
the Kagman Plant Industry Station. The Plant Pathologist
serves under the direct supervision of the CREES Director
(Cooperative Research, Extension, and Education Service)
and is charged with the responsibility of assisting the
College to fulfill its land grant mission by providing the
following performance responsibilities: Duties and
Responsibilities: NMC-CREES Research/Extension programs are
interdisciplinary and require the ability of the Plant
Pathologist to work as a team member to: * Identify,
diagnose, and formulate integrated management strategies
for plant disease/disorder problems of our public clientele
using appropriate field, nursery, and/or laboratory
technology; * Direct the daily operations of the Plant
Diagnostic/Research Laboratory, providing support to
agriculture extension and the community; * Establish
research programs in plant disease epidemiology and
management for important diseases affecting the CNMI; *
Document, identify, and hold in permanent collection the
existing plant pathogens in the CNMI and their possible
natural biocontrols; * Establish and develop cooperative
linkages with the public, other agriculture professionals,
non governmental organizations, colleges, universities,
traditional leaders, and sister governmental agencies
addressing plant disease/disorder concerns on a local,
regional, and/or national basis; * Provide information and
research results in periodic published reports to the
clientele and in refereed professional journals; * Develop
and prepare grant proposals for extramural funding; *
Develop and implement a program Plan of Work; * Provide
scientific and technical expertise for various workshop,
training, and certification programs such as the Pesticide
Applicators Safety Training course given annually by CREES
in collaboration with the CNMI Dept. of Environmental
Quality; * Work with the CREES communications coordinator
to develop educational materials and tools to support
extension programs in the area of plant disease/disorders
and their integrated management including publications,
training manuals, videotapes, multimedia, web sites, and
newsletters; * Develop a working relationship with the
CREES communications coordinator and media to provide
accurate and timely information on plant disease/disorder
topics; and * Perform other duties as requested by the
CREES Director. Minimum Qualifications: * Graduate of an
U.S.-accredited college or university with a Ph.D. in Plant
Pathology, Mycology, Plant Health, or a closely related
discipline is preferred plus 2-years of relevant
experience. Candidates with a M.S. degree, plus at least
five (5) years intensive laboratory/field diagnostic and
research experience will be considered. * Specific
experience in plant disease diagnosis and management;
tropical plant pathology experience is preferred. * An
established professional record of scholarly research and
publication in the discipline. * Demonstrated ability to
secure grants and funding from outside sources. * Evidence
of positive team interactions and ability to adapt
successfully within a multi-cultural and multi-ethnic
community. Peace Corps, island, international, or similar
work experience is highly desirable. * Excellent verbal and
written communication skills in English. * Demonstrated
computer literacy with word processing, spreadsheets,

DEMOGRAPHER


RESPONSIBLE TO: Deputy Director General.

BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 200. SPC is officially bilingual, with English and
French being the working languages.

The Demography/Population Programme is a core SPC Programme. It provides
member countries with technical advice and assistance in designing and
planning population censuses and sample surveys; collecting, processing,
tabulating, analysing, and disseminating population data; and
integrating population issues into development policies and planning. A
major part of Programme activity is developing and promoting population
GIS as a planning tool, and the Programme is currently implementing a
substantial project to develop interactive population GIS.

The Programme comprises a staff of three professional population
specialists, including the Demographer and Population Advisor, two GIS
developers, a programme administrator and a research/administrative
assistant.

The Demographer is Programme Head and is responsible for ensuring the
Programme achieves its objectives. The Demographer must have initiative,
vision and a profound understanding of Pacific population and
development needs in order to target the Programme??s work carefully and
ensure it is appropriate to the needs of clients. This includes ensuring
that the Programme offers support for population data related activities
in Pacific countries, transfers skills and builds capacity, and produces
attractive, appropriate and user-friendly publications. The Demographer
also takes a leading role in the Region in promoting population
awareness and the integration of population issues into development
planning.

DUTIES AND RESPONSIBILITIES

?h Plan and budget for an annual programme of activities to best meet
programme objectives, in consultation with clients in countries and
taking into account SPC??s role and mission and donor priorities. ?h
Initiate and write project proposals to obtain funding for Programme
activities. ?h Evaluate and prioritise requests for assistance to ensure
maximum benefits from Programme funding. ?h Manage the programme of
activities and the programme budget, including a substantial population
GIS project. ?h Supervise Programme staff. ?h Document programme
activities in regular reports to SPC and donors. ?h Ensure that the
Programme responds to requests for demographic information. ?h Oversee a
programme of publications to promote population awareness and meet the
region's need for population information. ?h Represent the programme at
international meetings and in the media and be proactive in raising
population awareness and promoting the integration of population in
development planning whenever possible. ?h Advise and assist member
countries in designing and planning population censuses and sample
surveys, data collection, processing, tabulation, analysis,
presentation, dissemination and utilisation. ?h Advise and assist member
countries with the integration of population issues into development
policies and planning. ?h Provide information and assistance to, and
work in collaboration with, other SPC programmes in data collection and
management and the use of population information. ?h Undertake other

QUALIFICATIONS AND EXPERIENCE

?h An in-depth understanding of population censuses and surveys, and
demonstrated experience in population census and survey operations and
procedures relevant to the Pacific. ?h An in-depth understanding of
Pacific population and development issues and needs. ?h A Masters or
higher degree in Demography, or the equivalent. ?h Proven ability and
high-level skills in the calculation of fertility, mortality, migration,
and other population and socioeconomic indicators. ?h High level
computing skills and ability to use demographic and statistical
software. ?h Demonstrated ability and high-level experience in planning
and implementing activities and managing staff and budgets. ?h High
level writing skills and demonstrated ability to write project proposals
and programme reports ?h High level communication and presentation
skills. ?h Demonstrated success in obtaining funding for population
projects. ?h Knowledge of population GIS and an understanding of its
applications in population planning. ?h Ability to network and to
develop contacts in the Pacific Region. ?h Experience in supervising
and/or leading population projects. ?h Experience in teaching population
methods. ?h Demonstrated ability to work harmoniously with people from
other cultures.


SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,076 per month (which is equivalent to CFP
521,728 - 680,937 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP167.06 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 134
francs CFP.


TENURE

The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available with the staff member
contributing 25% of the normal rental of the accommodation.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active
duty. For expatriate staff members, home leave fares are payable after
18 months of active duty service.


SICK LEAVE

Thirty working days per annum.

MEDICAL BENEFITS

The SPC??s Staff Medical Insurance reimburses doctors?? fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

We are seeking a specialist in integrated pest and crop management, to
be based within the Farmer Participatory Training and Research team at
the CABI Bioscience UK Centre, Egham.

This will be an international scientific resource position, implementing
existing and new programmes in the areas of soil biological health
(particularly evaluating the biological and social impact of changes to
cropping practices) and good agricultural practice (particularly the
biological implications of organic and fair trade production).

The role will entail interaction with a wide range of stakeholders in
food production around the world and will particularly entail
translating scientific and indigenous crop health solutions into
participatory training and research approaches and facilitating their
implementation by communities.

The specialist will bring their scientific knowledge and their skills in
non-formal education and experiential learning systems to bear in
helping rural communities and their markets to understand and evaluate
the basis of sustainable crop management systems and implement improved
pest and crop management practices. This will include interaction with
both the farming communities and those to whom they are marketing their
produce, to help promote understanding of needs and requirements across
the market chain and help overcome the constraints faced by producers in
achieving these.

SOUTH PACIFIC TOURISM ORGANISATION (SPTO)



SPTO/EU Project: Institutional Strengthening of SPTO


Applications are invited for experienced and qualified individuals to
provide institutional support to the SPTO and the Pacific tourism
industry.

The SPTO is a regional organization, with the principal role of
fostering regional cooperation in the development of tourism and
undertaking regional initiatives in the fields of tourism marketing and
promotion, research and development and training.


Post 1. Transition Project Officer (TPO)

The Transition Project Officer will assist the staff of SPTO to plan,
implement and monitor work programme projects and programmes and assist
with fundraising for Work Programme projects.

The TPO is required to assist SPTO in matters relating to securing new
funds to ensure SPTO's long-term sustainability. The TPO should
therefore have the skills to secure funding from private sources
(including private sponsorships), donor governments and international
aid agencies. He/she is expected to assist in formulating policies to
increase government and private sector membership.

The Statement of Duties includes the following tasks:
* prepare a general Corporate Profile to be used for promotion
and publicity of the organization, as well as for grant and TA
applications;
* assist SPTO in the preparation of a Business Plan, upon which
to base its work program;
* assist SPTO in the upgrade of the Regional Tourism Strategy in
line with the priority needs of the industry;
* prepare specific funding proposals, for solicitation of funds
from (a) new and non-traditional donor sources and (b) from private
sector businesses and organizations;
* prepare specific project proposals that will benefit member
countries, and aimed at generating income for the ongoing activities of
SPTO;
* review periodically SPTO's Regional Tourism Strategy (RTS) and
Business Plan, and coordinate in line with the various strategic and
business plans of the member countries;
* work with other members of the Council of Regional
Organisations of the Pacific (CROP) in coordinating future regional
tourism policies,
* monitor and evaluate performance indicators as identified
within the SPTO's strategies and policies, identifying improvements in
efficiency and effectiveness;
* prepare funding and technical assistance applications on behalf
of the SMEs of the tourism sector in the member countries;
* undertake any other duties that may be delegated by the SPTO's
Chief Executive.

Specific Knowledge, Skills and Experience:
* Postgraduate qualification in at least one of the following
fields: economics, finance, accounting, banking, business administration
and tourism;
* Minimum of five years of project management experience,
preferably in financial or tourism associated projects;
* Demonstrated capacity to engage successfully with the donor
community;
* Expertise in monitoring and evaluation techniques, with
experience in operational research methods;
* Knowledge of aid donors and their reporting systems and
processes;




Post 2: Web Marketing Expert (WME)

The Web Marketing Expert will maintain, review and constantly upgrade
SPTO's core areas of website content to assist with the launching of
approved commercial and business activities.

The Statement of Duties of the WME includes the following:
* improve the worldwide "reach" of SPTO's website;
* review and recommend registration with web directories, search
engines and key portals for better accessibility and links;
* conduct marketing, promotional and membership drive activities
on the website;
* establish internet links to key regional and international
tourism customer markets;
* promote products and services offered in SPTO's Pacific Tourism
package;
* provide ongoing training of the local website support staff,
including the use of new ideas for commercial and business activities on
the website;
* design means of undertaking e-commerce and e-business
activities in the SPTO's website;
* maintain, review, update and upgrade SPTO's core areas of
website contents including destination information and links to National
Tourism Offices, Tourist Industry Members and other approved sites;
* design fundraising activities on the website;
* review and procure the most up-to-date software for website
use;

Specific Required Knowledge, Skills and Experience:
* Graduate qualification in at least one of the following fields:
information technology; marketing, with emphasis on use of internet;

Pacific Projects Administrator

The HRC seeks a person to develop Pacific health research and Pacific

Pacific Projects Administrator

* To encourage, develop and support the Pacific health (and health

contracts and reports to government.

Portfolio Administration

* To undertake all administrative duties to support the Manager -
Research Policy, in the development and management of research
portfolios. This will include responsibility for administering one or
more of the HRC's nine Indicative Research Portfolios.

* Develop research themes and processes for portfolio areas to
which the HRC wishes to attract research providers.

* To assist the Manager Research Policy, in the development and
monitoring of performance and evaluation measures for each portfolio.

* Monitor the implementation of the HRC research strategy and
encourage the interaction between researchers and end users of research
in portfolio areas.

* Provide advice on funding opportunities to intending applicants
in portfolio areas.

* Assist with the groups contribution to the HRC Annual Report as
required.

* Contribute to the HRC reports to MoRST as required.

* Assist in the development of the Purchase Strategies for
research portfolios.

The appointee will join an innovative regional journalism programme in a University making rapid communication technology developments. The programme has won a number of international awards and is about to establish a new regional journalism centre.

Applicants must have a strong practical media industry experience with a broad range of skills; specialist knowledge and teaching experience in print (and online) journalism; and a sound knowledge of new media technologies. The appointee will also be expected to conduct appropriate media research, consultancy and publication. Primary teaching responsibilities would be in the areas of print and online media; international journalism; journalism research methods; and law and ethics. A doctorate and/or other postgraduate qualifications in an appropriate media discipline are expected. Preference will be given to applicants with tertiary-level teaching (and management) experience in journalism at a recognised journalism school.

Suitably qualified applicants will be considered for the role of Programme Coordinator. A
major part of this responsibility would be to provide leadership and coordinate the work of other journalism staff; liaise closely with the USP Media Centre staff providing technical and instructional support to the programme; and to build on beneficial relationships with press, online media, radio, television, news agencies, and other universities in the Asia-Pacific region.

The following criteria are also desirable: experience in broadcast journalism; experience in distance education; familiarity with Pacific media cultures, politics and history; and the ability to contribute to the development of the Programme`s postgraduate courses. Background:

?

Forum Island Countries have identified the need for an increased emphasis on ¡®basic education¡¯, and have taken the initiative for the development of a single regional project in the area of basic education and which should complement and support national education strategies.

?

The objective of the project is to design an appropriate regional programme based that is consistent with basic education needs in Pacific ACP countries as identified in the Forum Education Action Plan approved by Education Ministers in May 2001. The proposed programme will address youth unemployment and take into account good governance issues. Stakeholders in the region have strongly expressed the view that Pacific cultures should be valued and incorporated where possible into future education programmes, especially those in the non-formal area.

?

The proposed programme must be complementary to national programmes, and should, therefore, identify areas that are best tackled at a regional rather than a national level.

?

The project design study will cover all fourteen Pacific ACP States. During the course of the study the consultant will visit all of these states, visiting government departments and non-state actors involved in the delivery of formal and informal education and training. Particular attention will be given to assessing the appropriateness and opportunity of involving CROP agencies, regional NSAs and other donor agencies in the project implementation.

?

The review will be undertaken by a Consulting Team comprising

????? of which at least 5 years has been in developing countries.

The Charles Darwin Foundation has been working for over 40 years for conservation of the biodiversity of the Galapagos Islands, where the Foundation¡¯s headquarters and main operational base, the Charles Darwin Research Station, is located. With a staff of over 160 people, the CDRS has the resources to carry out research in a wide range of applied science, such as ex-situ breeding, ecological monitoring, fisheries management and more. Its close relationship with the Galapagos National Park Service is a model of cooperation between scientists and managers.

A 6 year, US$18.3M grant from the Global Environment Facility has been approved to carry out the Control of Invasive Species in the Galapagos Archipelago project. The project falls under the responsibility of the Ecuadorian Ministry of the Environment, and is managed by the United Nations Development Program. Under this project, a US$5.41M, 6 year subcontract has been signed with the Charles Darwin Foundation (CDF) to carry out certain elements of the work. As part of this sub-contract, $1.34M has been set aside, along with an additional $300k for infrastructure and equipment, to develop and apply the results of a permanent research program that aims to quantify and prevent negative introduced species (IS) effects on endemic and native species through the creation of predictive models of invasion and prescriptive models for the selection of control or eradication methodologies. Results from this work are to be fed into a Galapagos-wide Total Control Plan (TCP)1 which would help guide the IS control efforts of all institutions with a mandate to manage IS problems. Funding for work on IS will receive further support from the proceeds of a multi-million dollar trust fund, currently being established as part of the GEF project.

- Responsibilities

1. Lead CDF processes of policy analysis, planning and evaluation for I.S. control, mitigation and restoration, ensuring coordination within CDF departments and between CDF and GNPS.
2. Lead °ä¶Ù¹ó¡¯²õ participation in the preparation, monitoring and evaluation of the Total Control Plan, including the annual eradication program, ensuring coordination with all other institutions involved.
3. Manage for CDF the component of the GEF project dealing with IS research and prioritisation.
4. Develop, in collaboration with CDF and GNPS colleagues, a practical prioritisation system for IS research and management, that integrates a diversity information on the invasive species themselves, their impacts, endangered species, biodiversity values of habitats and localities, and social and economic considerations.
5. Lead the implementation, evaluation and refinement of the prioritisation system, the compilation of data required by the system, and training in its use for personnel of CDF, GNPS, the Ecuadorian Agricultural Health Service (SESA) and other relevant institutions.
6. Coordinate the development of an overall IS research strategy and plan, that responds to the results of the prioritisation and monitor its implementation. Similarly assist the Park to prepare an overall IS management strategy and plan.
7. Work with technical and fund-raising staff, in order to raise additional funds for implementation of priority research and management actions.
8. Cooperate on the dissemination of the results of the IS program to relevant audiences.

Under the European Union 8th EDF Pacific Regional Indicative Programme
Human Resource Development
Project, the University is seeking to appoint a foundation Professor to
Head the Employment, Industrial
Relations and Labour Market Studies Programme. Applications are invited
from citizens of African, Caribbean
and Pacific (ACP) states and member states of the European Union
(signatories to the Lome IV Convention)
for this position.
This Programme will be part of the newly established Institute of
Advanced Studies in Pacific Development
and Governance. The Institute is an amalgamation of the Institute of
Pacific Studies, Centre for Development
Studies, Governance Programme and Employment, Industrial Relations and
Labour Market Studies
Programme. This new Institute will focus on modern, and where
appropriate, traditional concepts of
Employment, Labour Markets, Industrial Relations, Poverty, Security,
Land, Human Rights, Democratic
Processes, Adjustment and Reform Programmes, and Regional Development
Issues and Policies. This
consolidation of University units is part of the University`s on-going
strategy to more sharply focus its
activities and to respond fully and quickly to key development needs
through teaching, research and
consultancy. One of the expected outputs will be high quality
publications which will be managed by this
new Institute.
The Professor will play the leading role in the establishment of this
new Programme in 2002. As Head of
the Programme, he/she will provide leadership to a series of
multidisciplinary and multi-country research
projects relating to human resource development, employment and
industrial relations, social protection
and minimum standards and related areas.
The Professor will work closely in multidisciplinary teams drawing
researchers from USP and partner
institutions in Europe, liase with stakeholders and policy makers,
develop broad ownership of the research
programmes and ensure that research feeds into human resource
development policy process in individual
South Pacific States and at the regional level. The research outputs
will support the formulation of national
and regional labour market, industrial relations, and human resource
development strategies in South
Pacific States.
The Professor will also contribute to teaching and further development
of courses at the undergraduate
and graduate levels in these areas and will be involved in post-graduate
supervision.
It is expected that the Professor will have a PhD in industrial
relations, labour economics, development
economics, industrial sociology or in an allied area; and have
substantial record of university teaching,
research and publications in one or more of these areas.

Lecturer F$38 686 to F$50 902 per annum

The appointee will contribute to the teaching of undergraduate courses
in Physics. Duties will involve
demonstrating and tutoring, the marking of assignments and tasks and,

Applicants must be citizens of one of the member countries of the
University and must have a postgraduate
qualification in Physics. Applicants with a good undergraduate degree in
Physics with significant relevant
experience in physics application may also be considered.

UNDP/Regional Rights Resource Team

Poverty reduction is central to work of the United Nations Development
Programme. In the Pacific, its Poverty Reduction through Access to
Justice for All (PRAJA) project addresses poverty through a rights based
approach. PRAJA is a 3-year project implemented by the Regional Rights
Resource Team (RRRT). The UNDP Fiji* Country Office seeks suitably
qualified and experienced candidates to fill the following positions:

Chief Resource Trainer - Community Development

The CRT Community Development will:

* Co-lead a team of trainers in identifying, collating and
adapting human rights education (HRE) materials, pitched appropriately
at various target groups;
* Lead a small team of community development trainers to support
country-based Legal Rights Training Officers (LRTOs), community
paralegals and other partners in the design and delivery of HRE
workshops;
* Contribute to the development of appropriate strategies and
delivery of non-formal human rights education programmes for LRTOs,
community paralegals and other partners;
* Oversee the monitoring of LRTOs and the development and
implementation of their individual annual work plans;
* Co-lead in the design and implementation of an effective system
for evaluating both qualitative and quantitative project impact and
monitoring;
* Contribute to the economic and social analyses of target groups
to identify barriers to their advancement from poverty and the
realisation of basic human rights.

Competencies Required: Leadership, effective communication, lateral
thinking, self-motivation, skills in training, analysis and teamwork.

Minimum Qualification & Experience: relevant social science degree;
practical experience in non-formal training; sound understanding of
human rights issues faced by disadvantaged groups; basic understanding
of national, regional and international human rights organisations;
essential to have working knowledge of the Pacific and an understanding
of the development challenges. Experience in monitoring and evaluation
of social development projects advantageous.

Remuneration: F$35,739 - F$51,438 (Gross taxable salary) depending on
experience.

Language: A high standard of spoken and written English. Advantageous
to be competent in a Pacific language, especially Pidgin or Bislama.





Resource Trainer - Community Development


The RT Community Development will:

* Assist in identifying, collating and adapting human rights

Finance Officer


The Finance Officer will:

* Take responsibility for project accounting and financial
management including compliance to set procedures, forecasting,
monitoring expenditure, payments and reporting;
* Manage and administer project imprest account;
* Maintain inventory;
* Procure project supplies and services;
* Audit partner financial reports;
* Assist partners with financial accountability.

Competencies Required: Numeracy and financial skills are essential,
initiative, motivation, lateral thinking, analytical and teamwork
skills.

Minimum Qualification & Experience: A tertiary qualification in
accounting and/or financial management; at least 3 years of experience
in either the public or private, civil society sector. Experience in
budget preparation, forecasting, monitoring and reporting is essential.
Competence in the application of a range of accounting software
packages.

Language: A high standard of spoken and written English.

Remuneration: F$24,877.00 - F$33,079 (Gross taxable salary) depending on
experience.






Programme Assistant


The Programme Assistant will:

* Assist in assessing project proposals, formalising funding
decisions and following up on reporting by partners.
* Facilitate the disbursement of funds;
* Assist the Finance Officer in delegated administrative and
financial tasks;
* Update work plans and completed works register;
* Assist in maintaining library reference resources (publications
and videos)

Competencies Required: Initiative, motivation, writing, numeracy and
negotiation skills, team player.

Minimum Qualification & Experience: A tertiary qualification in a social
science and experience with a development agency in a similar role
desirable.

Language: A high standard of spoken and written English.

Remuneration: F$14,767 - F$19,645 (Gross taxable salary) depending on
experience



General Terms and Conditions of Employment: Contract duration will be
for 1 year with the possibility of extension, subject to performance.
The successful candidates will be based in Suva. However, the CRT
Community Development and Resource Trainer Community Development will be
required to travel regularly on country programme missions.
