holding the russian transistor legs up.. the base is the lead grounded to the case.? with the base at the bottom,? the collector is to the left, the emitter to the right.? Flipped over to stick in

yes, I am using a 1Gohm HV Probe.? and reading the manual it says if the 15V measured at point 6A ( negative end of C1 to meter) is low, replace rectifier CR4. so replaced CR4.? I still measure only

Well, maybe not. If you are using a 1,000,000,000 Ohm ( 1G Ohm or 1000 M Ohm) input meter, yes. Otherwise if you use a typical 10M Ohm type meter, you won't get but maybe half the real reading.Read
