Well, maybe not. If you are using a 1,000,000,000 Ohm ( 1G Ohm or 1000 M Ohm) input meter, yes. Otherwise if you use a typical 10M Ohm type meter, you won't get but maybe half the real reading.

ok I got some measurements.??

I am getting 3V to pin 6 of the transformer, per the schematic.?

I am supposed to get 15V at R5 - only getting 5.6V.??

I measure about 400V after the HV Diode and at the probe wire point on the board.??

so voltage falling off somewhere.??
