I suspect there may be some users who do not create and load a panel file to preserve the turnouts (and user names if created). LocoNet for example will learn the turnouts from many of the devices

David, I just checked on older JMRI 4.7 and 4.8 and I can check Turnouts in the JMRI WiThrottle Turnouts Filter screen whether or not they have User Names. The ones that lack User Names do not show up

JMRI doesn't use the registry. The NSIS installer would make an entry in the installed programs list. You need to disable your virus protection while installing it. Make sure you get a good download
