The "Show Only Turnouts with Usernames" predates the filter and selection logic now available in the WiThrottle window on the JMRI side. It remains in place to keep existing setups working the same.
In current versions of WiThrottle, all turnouts are sent to the client. In EngineDriver, there is a Preference "Hide If No User Name?" which defaults to On. I expect there is a similar flag in WiThrottle app. If you use the Filters, you should disable this "hide" and let the filter settings control what is shown.
However, since David is also having issues with the filter, I suspect he is getting an error on one of his turnout definitions, which crashes the filter logic AND the logic to send the list to the client.

Please check the JMRI System Console for errors, or email me your session.log file (after trying the buttons) so we can see if something is crashing.
