Your "fudge" is as good a method as any. You could add comments in the free-text field to remind you (and others) of the fudge.
An alternative fudge is to use the generic "NMRA" decoder type.

It is. There is no problem having multiple entries with the same DCC address.
But you must give each roster entry a unique ID name.
