Whilst it would be a good idea for those with time and interest to keep an eye on using Flatpak there's no need for it as an official solution until it becomes a problem running JMRI on a Linux

Note that Java 11 is not available on several distributions, for example Debian testing. JMRI recommends Java 17.

I don't know what your operating plans are, but the 23/27 crossover does appear to be redundant.
When you use two turnouts as a crossover, you do need a block boundary. You do not need any
