Also, note - the power bank you linked to claims 20,000 mA, but at what voltage? I suspect at 3.7 volts, the voltage of the internal cells - 20,000 mA at 3.7 volts will be closer to 5,000 - 6,000 mA

The connected device controls the output voltage, you would use a cable configured to "tell" the power bank to supply it with 12v.
