As viewed from the front of the radio in it’s normal operating position, the crystal oscillator board is in the front right corner by the loading control shaft and is mounted vertically the slug

It is adhesive used to keep the caps in place, usually during machine soldering. It starts out yellow but as it ages it becomes brown. It also can become conductive and corrosive. Best to remove it
