I recapped that board and is dry adhesive. I just scraped it off and installed new capacitors.
I’m not worried about any vibration that might fatigue the leads of the caps.

Looking in the Survival Guide and Yaesu - Musen Maintenance Manual, I see no mention of what this material is. ?Does anyone know with certainty what this material is doing there, or how it got there?
