It is adhesive used to keep the caps in place, usually during machine soldering. It starts out yellow but as it ages it becomes brown. It also can become conductive and corrosive. Best to remove it before it creates problems.

I recapped that board and is dry adhesive. I just scraped it off and installed new capacitors.

I’m not worried about any vibration that might fatigue the leads of the caps.
