The mild steel headers on my EJ22Turbo have had cracking problems since new. Cracks have developed at flanges and pipe joints. There is no flex joint.

Indeed. That's the key element here.
I'd also suggest using a flex joint if you are going with SS.
It's thinner walled and more "brittle", and without any harmonic-vibe
dampening (read: flex joint)

Calling Smallcar is a good plan. They'll be aware of which codes
should be "fooled" by the interface board and which are expected to
remain.

Unfortunately a flex pipe wouldn't help on two of my cracks. They are parallel with the pipe on the bends immediately under the two drivers side ports. I'm just done with it and don't want to throw

My stainless steel CS header has been used for 6 years on hiways,
washboards, dirt, sand and mud for 6 years
no cracks no problems and no flaking coatings
