The New Zealand Government, through the Ministry of Foreign Affairs and Trade (MFAT), is partnering with the Solomon Islands Government (SIG) to support the establishment of the Bina Harbour Tuna Processing Plant (BHTPP). As part of this, the MFAT and the Solomon Islands Ministry of Fisheries and Marine Resources (MFMR) are seeking a Bina Region Arrangements for Governance (BRAG) Coordinator to lead and coordinate the work to establish area governance arrangements to ensure equitable benefits to communities and individuals who will host the project on their customary lands, seas, and waters. This role will sit in the BRAG unit of the Bina Harbour Project Office (BHPO) and be contracted directly to MFAT.? This role will manage staff and consultants of the BRAG Unit. This key position reports to the BHPO Manager, as Team Leader, on implementation of workplans to develop and sustain governance arrangements for landowners and rights holders , as well as capacity-building activities for local communities. You will work closely with stakeholders across government, communities, and partner organizations to ensure the project’s success in fostering equitable benefits for all parties involved. Duties and Responsibilities Background and objective ? Data and statistics are essential in understanding, managing and mitigating the economic, environmental, and human and social external shocks and stressors and for designing appropriate responses and accelerated actions to put countries back on track to achieving the SDGs. Almost 10 years after the adoption of the 2030 Agenda for Sustainable Development, countries still rely on out-of-date and incomplete statistics to inform implementation and review progress. SIDS, in particular, are facing a unique set of challenges. These are well documented and? are underlined in the recent “Antigua and Barbuda Agenda for Small Island Developing States (ABAS): A Renewed Declaration for Resilient Prosperity”, the Sendai Framework for Disaster Risk Reduction, the Addis Ababa Action Agenda (AAAA), the Paris Agreement and the 2018 OECD report “”, These documents all recognize that improved data collection and statistical analysis are required to enable SIDS to effectively plan, follow up on, evaluate the implementation of and track success in attaining the SDGs and other internationally agreed development goals.? ? To support SIDS to address their data capacity challenges, DESA’s United Nations Statistics Division (UNSD) and the SIDS Unit of the Division for the Sustainable Development Goals (DSDG) have jointly developed the project Data for SIDS (DATAS), with the overall objective of strengthening the capacities of national statistical systems to produce and disseminate better and more timely data and statistics to inform decision making through four interconnected components; (i) national data governance and coordination; (ii) national data production and availability; (iii) national data dissemination and reporting and; (iv) SIDS to SIDS collaboration and experience exchange. This will accelerate the country’s progress towards achieving the Sustainable Development Goals (SDGs) while pursuing national development objectives.? ? DATAS will bridge data and information gaps in priority areas identified by the country by improving human and institutional capabilities for collecting, producing and integrating data from across the data ecosystem to publish more timely and granular indicators and statistics. It will also support national statistical offices (NSOs) in their efforts to collaborate with other government entities and partners to obtain and maintain access to non-traditional data sources to increase timeliness and granularity of statistical information. ? The work will, overall, take the same work approach as the Data for Now initiative, currently implemented by UNSD. The Data for Now initiative (Data4Now), co-led by the United Nations Statistics Division (UNSD), the World Bank, the Global Partnership for Sustainable Development Data (GPSDD), United Nations Development Programme (UNDP), and the Sustainable Development Solutions Network (SDSN), aims to support countries in developing their capacities to deliver the information needed by local and national policy and decision makers to achieve the 2030 Agenda. Strengthening intra-governmental collaboration, with particular focus on identified project priority areas, contributing to the DATAS initiative and enabling increase availability, quality and timeliness of disaggregated data under prioritized areas. ????????????????????? Background ? The “Strengthening Crisis Response Services for Women, Children, and Youth in the Solomon Islands” project is a three-year partnership between Seif Ples, ChildFund Australia and ChildFund New Zealand which commenced in November 2022. The project was co-developed by Seif Ples, ChildFund Papua New Guinea, Australia and New Zealand. Seif Ples is a gender-based violence (GBV) crisis and referral centre in the Solomon Islands, which is implemented through a partnership between the Ministry of Police, National Security and Correctional Services, Ministry of Health and Medical Services, Royal Solomon Islands Police Force and Honiara City Council Nursing Department. In line with the Family Protection Act 2014, Seif Ples was established to address the high prevalence of GBV and to support survivors of violence. Seif Ples promotes safety, protection and recovery of women and girls who have experienced violence. The Centre provides specialist clinical care and crisis counselling in one place, regardless of sex, disability, sexual preference, faith, and ethnicity. Seif Ples provides the national 132 SAFENET 24/7 helpline which currently can be accessed by children and adults throughout the Solomon Islands. ? The Solomon Islands and PNG face similar geographical and infrastructure challenges in reaching and supporting survivors in remote areas and provinces so there is a unique opportunity to facilitate sharing and learning exchanges. Therefore, a co-design process was established to share the lessons learned from the 1-Tok Helpim Lain in PNG, a national GBV helpline facilitated by ChildFund Papua New Guinea, with Seif Ples as they expand their services. Helpline staff from both services have reported benefits in this peer learning for their individual practice and for future service improvement. ? Overall, the project aims to achieve two outcomes: ? 1.??? Women, children and youth from urban, rural, and remote areas have the necessary information and networks to access holistic protection services. ? Output 1.1?Seif Ples Helpline access is expanded, particularly for survivors in rural and remote areas. ? 2.??? Seif Ples is equipped to deliver and sustain quality holistic crisis support services (helpline and face to face) to survivors of violence. ? Output 2.1?Seif Ples establishes operational policies, procedures, infrastructure and training to provide continuous, quality remote services (helpline) and face to face services (one stop shop) to survivors. Output 2.2?Seif Ples expands critical face to face support services provided to survivors. Output 2.3?Pacific helpline service providers share experiences and identify opportunities for further collaboration. ? This consultancy will focus on?Output 2.3. ? ChildFund Australia acknowledges existing regional expertise, the diversity in networks, services and approaches to gender equality and GBV response in the Pacific region. Initial discussions in the region have highlighted the existence of strong regional women’s networks and existing collaborations between some helpline?service providers. ? The consultant therefore will be expected to engage with relevant stakeholders to determine the need and interest in regional collaboration and learning specific to helplines, explore options for what a learning exchange could look like, and provide recommendations on where this learning exchange could be positioned in existing regional networks respecting the existing relationships and ways of working in the region.? ? The key objectives of this consultancy are to: ? · Scope and map the existing Pacific Regional networks or programs focused on ending violence against women and ending violence against children. This should include mapping child-focused/child protection helplines as well as GBV helplines and government and non-government helplines to create a list of stakeholders for consultation. ? · Consult with Pacific-based helpline (GBV and Child Protection) stakeholders and regional bodies to assess interest in regional collaboration or discussions specific to helpline services. This could include any child-focused resources or resourcing for making helplines more accessible for women and children with disabilities. ? · Collaborate with helpline services that express interest in further dialogue to identify what key outcomes of a regional collaboration could be. The Land Resources Division (LRD) provides effective expert scientific advice, capacity building and services on conservation, development and utilization of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology, and animal health. Remuneration – The Animal Health and Production Adviser is a band 11 position in SPC’s 2025 salary scale, with a starting salary range of 3,091?3,864 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,303–11,629 (USD 4,111–5,138; EUR 3,786–4,732). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
