The role?¨C?Senior Programme Assistant?will manage and monitor administrative responsibilities that contribute to successful achievement of outcomes for the various sections in EQAP, through direct support of professional services provided by the Professional Officers and the EQAP Director.

The key responsibilities of the role include:

?

Data verification and quality assurance

??????Coordinate the collection of education-related data from a variety of sources for collation, verification and reporting.

??????Verify data for accuracy and integrity on collection and reporting.

?

Support with management of clients and partners and annual work planning

??????Manage and troubleshoot workflows.

??????Liaise with multiple stakeholders to ensure adherence to timelines.

??????Work with team leaders to provide the necessary support on the planning, budgeting, and monitoring of the activities.

??????Provide effective support in order to maintain and strengthen partnerships with clients and stakeholders.

?

Administrative support

??????Provide logistical support for programme activities, in terms of travel and accommodation logistics for Purchase Orders and participants.

??????Coordinate the workflow of the project.

??????Maintain a system of filing of physical and electronic records inclusive of scholarships applications.

??????Transfer information from records into Monitoring and Evaluation templates. (Meeting minutes, meeting rooms register and settings, housekeeping on meeting rooms).

Communications

??????Communicate with focal points in various countries and staff of SPC.

??????Communicate with stakeholders to ensure the production of quality materials and their timely dispatch to the countries.

??????Liaise with relevant national and international agencies to share and solicit relevant information.

??????Coordinate registration and distribution of documents and knowledge materials.

Financial operations support

??????Assist EQAP Finance in raising Purchase Orders in Navision for all expenses.

??????Organise procurement of quotations, stationery and provision of payments.

??????Assist in the procurement of required services from various government ministries and NGOs.

??????Vendors and suppliers communications management.

Remuneration?¨C?°Õ³ó±ð?Senior Programme Assistant?is a?band 7 position in SPC¡¯s 2024 salary scale, with a commencing taxable salary range of FJD 2,287-2,859 per month, plus local staff benefits.?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews.

The Opportunity

This is an exciting opportunity for a passionate and dynamic leader to join the University of the South Pacific (USP) and oversee the strategic direction and management of all Pacific TAFE programs, including skills-based qualifications, pre-degree, and sub-degree pathways across the Pacific Region.

Leading a multidisciplinary team of professionals, the Director will work closely with internal stakeholders, including Heads of Colleges and academic units, to develop clear pathways for students to transition from vocational education to higher education and employment.

The Director will lead strategic initiatives to strengthen partnerships with industries, government agencies, accredited bodies and development partners to ensure that Pacific TAFE programmes are aligned with current and future workforce demands, particularly in emerging sectors such as digital economies, climate resilience, and sustainable development.

The position holder will champion the integration of digital learning technologies and blended learning approaches to enhance accessibility, flexibility, and student engagement via competency-based approach to assessments. The Director is responsible for ensuring that these programs meet the highest standards of academic quality, industry relevance, and student satisfaction, across all USP campuses and regional centers.

The Person We Seek

To be considered for this position, applicants must have:

  • A Master¡¯s qualification in Education, Business Marketing and Finance, Science or related field;
  • Ten (10) years of relevant experience and proven management expertise;
  • Proven expertise in the management of significant human and material resources;
  • Experience in the management of people and operations requiring execution of multiple complex tasks while responding to multiple priorities;
  • Strong understanding of digital technologies, including online learning platforms and their application in vocational training;
  • Strong financial or business-related acumen with over 5 years of demonstrated experience and proven record of innovative ideas and financial viability;
  • Exceptional stakeholder relationship building skills;
  • Effective leadership skills and ability to empower teams;
  • Independence of mind and ability to critically analyze problems and recommend effective solutions;

Project Overview

The U.S. Agency for International Development (USAID) OurFish OurFuture is a five-year (2021-2026), regional project that addresses the social and ecological drivers of Illegal, Unregulated, and Unreported (IUU) fishing including overfishing, the inability to monitor illegal fishing, and weak compliance with fisheries regulations. By addressing these problems, OFOF protects biodiversity and supports local livelihoods, food security, and maritime security in the Pacific. The project is a partnership between the University of Rhode Island, Locally- Managed Marine Area Network, World Wildlife Fund, and the University of the South Pacific. OFOF also collaborates closely with the Pacific Community (SPC), other regional fishery organizations, non-governmental organizations, civil society organizations, and relevant government authorities.

The Role

The Communications Assistant will be essential to advancing the communications efforts of the USAID OurFish OurFuture project. This role focuses on creating social media content, crafting compelling stories, managing content collection for our digital newsletter, and providing support for events and media outreach. The position will be under contract with the University of Rhode Island (URI) and will report to the Communications Specialist. The position will be located at the University of Rhode Island Foreign Branch Office in Suva, Fiji.

Key Responsibilities

1.?????? Social Media Management

  • Collaborate with project partners across the region to create compelling content for submission to the USAID Pacific Islands team for their social media platforms.
  • Develop and manage a social media calendar to ensure consistent program visibility.
  • Maintain a comprehensive media log to track published articles, interviews, and mentions of OurFish OurFuture for reporting and analysis.

2.?????? Storytelling and E-Newsletter Development

  • Write and publish a range of feature and human-interest stories for digital platforms that highlight project results and impacts, and beneficiary experiences.
  • Produce monthly updates and quarterly e-newsletters by leveraging existing content and insights from social media, ensuring clear and compelling messaging.
  • Create multimedia stories, including audio and video formats, to effectively convey project narratives.
  • Collaborate with partners to identify and develop stories that align with project goals and resonate with target audiences.

3.?????? Event Support and Media Relations

  • Provide logistical and communication support for national, and regional events.
  • Coordinate the production and inventory of OurFish OurFuture merchandise for events, ensuring alignment with USAID Branding and Marking guidelines.
  • Assist in the preparation of press releases and media kits to enhance outreach efforts and promote project activities.

4. Collaboration and Reporting

  • Support the Communications Specialist in ensuring consistent messaging and branding across all channels.
  • Assist in preparing reports and presentations that summarize communication activities and their impact.
  • Collaborate with the Communications Specialist to finalize Knowledge Productions and ensure compliance with project and USAID branding and marking guidelines.
  • Stay updated on relevant issues in the fisheries sector to enhance communication materials.

Key Selection Criteria

  • Diploma or progress toward a degree in journalism, communications, or a related field from an accredited institution, or equivalent experience. Final-year students will be considered if they have practical media or communications experience.
  • 1-3 years of experience in journalism or communications.
  • Ability to prepare communication materials for diverse audiences under tight deadlines.
  • Basic proficiency in video editing software (e.g., Adobe Premiere Pro, CapCut) for social media content creation.
  • Basic skills in Adobe InDesign and Photoshop for designing simple publications like newsletters.
  • Knowledge of using a DSLR camera to capture high-quality photos at events and in the field.
  • Strong written and verbal communication skills, with the ability to simplify complex information for non-experts.
  • Understanding of and ability to comply with the requirements of working in a USAID-funded program, including adherence to USAID procedures and policies.
  • Ability to work effectively in a multicultural, inclusive, and equitable environment.

The objective of this assignment aims to:

The?Public Health Division (PHD)?supports member countries in attaining healthier Pacific Island people and communities by helping in public health surveillance, prevention and control of communicable and non-communicable diseases (NCD) and support for clinical services. The primary areas of focus of the division are to provide scientific and technical assistance and support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent disease and injury, restore, and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services as highlighted in the PHD Business Plan. The PHD is comprised of three programmes: Surveillance, Preparedness and Response Programme (SPRP), NCD Prevention and Control Programme (NCDPCP) and Clinical Services Programme (CSP).

The Regional Emergency and Critical Care Strengthening Initiative (RECSI) is a complex and comprehensive program of work designed to address key development objectives related to emergency and critical care provision in Timor-Leste and the Pacific region.?RECSI aims to build on the experience of the COVID-19 pandemic, particularly in relation to the need for local critical care capacity, and the value of resilient emergency care systems in detecting and responding to health emergencies. RECSI will also act as a mechanism for embedding the World Health Organisation¡¯s emergency care systems framework across the region and progressing World Health Assembly resolutions 72.16 and 76.2.?

The role ¨C?Regional Emergency and Critical Care Systems Strengthening Initiative (RECSI) Project Officer?will coordinate and provide logistical and operational support to RECSI program activities across the region including program administration, coordination and management; activity, travel and logistics management; financial and procurement and support services; and project communication and reporting.

The?Public Health Division (PHD)?supports member countries in attaining healthier Pacific Island people and communities by helping in public health surveillance, prevention and control of communicable and non-communicable diseases (NCD) and support for clinical services. The primary areas of focus of the division are to provide scientific and technical assistance and support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent disease and injury, restore, and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services as highlighted in the PHD Business Plan. The PHD is comprised of three programmes: Surveillance, Preparedness and Response Programme (SPRP), NCD Prevention and Control Programme (NCDPCP) and Clinical Services Programme (CSP).

The role ¨C?Gender Equality, Social Inclusion (GESI) and Health Adviser?will be responsible for mainstreaming the gender equality and social inclusion components of the people-centered approach across?PHD to ensure equitable and effective health care in Pacific Island Countries and Territories.?The GESI and Health Adviser will also work closely with HRSD people-centered approach team to mainstream the other elements of the people-centered approach, being human rights and positive expressions of culture, across PHD projects, programs, including the SPC¡¯s flagship and SPC member countries.

The key responsibilities of the role include:

To deliver timely and relevant analytical, technical, research, programmatic and policy advice on the GESI dimensions of health to SPC member countries and territories, PHD staff, and various stakeholders

??????Support Pacific Island Countries and Territories (PICTs) and all other stakeholders to implement GESI and Health commitments and priorities.

??????Conduct GESI and health research and policy analysis in selected SPC member countries to identify actions needed to strengthen GESI and provide regular written updates for Gender and Health.

Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Consultancy to Develop an Asset Management Plan for the Tuvalu Fisheries Office

The Tuvalu Fisheries Department (TFD), implementing the New Zealand funded Tuvalu Fisheries Support Programme Phase 2 (TFSP2), is seeking quotations from suitably qualified and experienced consultants to develop an asset management plan for the Department, covering its main office building and contents. Details are provided in the terms of reference at:

Timing and delivery

It is expected that inputs of around 15-20 working days will be required, including one visit to Tuvalu. It is expected that an international consultant will be required, but proposals that involve a national consultant in a support role will be considered favourably.

Requirements (qualifications and experience)

Proposals will be assessed against the following criteria by the senior management committee of the TFD:

  • Relevant qualifications and experience for providing advice and recommendations on asset management, with a focus on management and maintenance of office facilities;
  • Experience of developing asset management plans for small Government Departments or statutory authorities;
  • Experience of asset valuation and the planning and costing of building maintenance work in tropical Pacific Island countries;
  • Experience of asset inventory software, preferably ¡®Asset Manager 2019 Enterprise¡¯ or similar;
  • Value for money.

The primary goal for all PHD activities is to promote population health and well-being, help communities prevent disease and restore and/or maintain health, and reduce inequalities in health. The role ¨C the Laboratory Science Adviser will lead and strengthen laboratory systems for quality management, strategic planning and embed new testing capabilities as required to meet the host government¡¯s intended laboratory service level standards.

The key responsibilities of the role include the following:

Strengthen Capacity Building and Training

????? Develop and document structured and informal training, with competency assessments, particularly for new capacities in the laboratory e.g. microbiology, open RT-PCR and on laboratory infection prevention and control.

????? Assist the laboratory team to commence establish systems and start testing with new capabilities e.g. microbiology laboratory, open RT-PCR.

????? Draw on regional and other partnerships to harness external training and development opportunities and co-ordination e.g. the Pacific Community (SPC), Pacific Pathology Training Centre (PPTC).

????? Contribute to professional development through seminars and/or science education in Tuvalu e.g. talks about science careers or tours of the laboratory for Secondary students or the University of the South Pacific, if opportunities arise.

????? Development of handover and transition plans for each area of responsibility in preparation for the end of the deployment. Identify any activities needed as part of handover.

Improve Laboratory Quality and Standards

????? Develop and update relevant laboratory policies and protocols, strengthen laboratory quality management systems, and laboratory information management, in particular, through assistance of WHO and SPC

????? Facilitate training and technical support to maximise the use of laboratory and scientific testing available within Tuvalu.

????? Identify opportunities and linkages to strengthen Laboratory Information Management Systems.

????? Provide technical assistance and guidance related to support best practices in laboratory supply chain management.

????? Collect, create and disseminate information on innovations, best practices, and positive outcomes.

Strengthened staffing and budgeting in work unit

????? In conjunction with the Laboratory Manager, co-ordinate with the biomedical team to establish or embed equipment procurement & donation policies and efficient disposal of assets that are unsuitable, broken or no longer required.

Data and Evidence

????? Assist with the analysis of data in the work unit that can inform areas for further development e.g. test turnaround time, sample quality, external quality assurance results.

????? Extract data from the staff training and competencies database to show progress and enable the planning of future training.

Programme Planning and Management

????? Facilitate annual workplan and budget in laboratory services delivery.

????? Prepare and submit monthly laboratory reports to Tuvalu MOH and SPC.

Remuneration ¨C the Laboratory Science Adviser is a band 10 position in SPC¡¯s 2024 salary scale, with a starting salary range of 3,331¨C4,091 SDR (special drawing rights) per month, which currently converts to approximately AUD 6,662¨C8,182. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in Tuvalu.

Benefits for international staff employees based in Tuvalu?¨C SPC provides a housing allowance of AUD 1,400¨C 2,000. Relocation airfares, excess luggage, health and life and disability insurances are available for employees. The role ¨C The Finance and Procurement Officer will provide support to the USAID funded Global Health Security Program with budget preparation, financial monitoring and reporting, audit compliance, procurement and grants and efficient administration through the Division¡¯s central Finance team.? The role ¨C the Biomedical Engineer will lead and provide technical assistance in biomedical services to support patient diagnosis and treatment by installing, testing, calibrating and repairing biomedical equipment; training users; maintaining safe operations, and making recommendations on possible additional equipment.

The key responsibilities of the role include the following:

Strengthen Capacity Building? and Training

????? Develop training plans for each biomedical team staff member tailored to individual needs

????? Provide on-the-job training and mentoring to meet identified training needs and record training provided (including competencies achieved).

????? Provide demonstrations to users (healthcare staff) in use and care of equipment and answer questions where possible, or seek external assistance e.g. supplier, SPC.?

????? Promote awareness and interest in the field of biomedical engineer career through attending Tuvalu career fair and seek teaching opportunity at the two high schools (Funafuti and Vaitupu) and one middle school in Tuvalu or other opportunities.

?

Improve Biomedical Quality and Standards

????? Develop, maintain, and upgrade the medical equipment asset registry from excel to a simple database at the national level for each specific hospital.

????? Make recommendations about test equipment resources required for the biomedical maintenance and repair team which is essential for acceptance testing and APM.

????? Introduce the acceptance policy and monitor and encourage full implementation of procedures for accepting, installing and recording to ensure equipment meets safety standards and clinical requirements.

????? Develop and implement a medical equipment Management Plan to manage all the equipment at the possession of the MOH Tuvalu.

????? Develop additional Policies that may be required, such as decommissioning of medical equipment at end of life.

?

Strengthened staffing and budgeting in work unit

????? Develop and implement a medical equipment replacement plan policy for Tuvalu and to assist in the budget proposal.

????? Follow up the TOR for Medical Equipment Committee that has been developed to be endorsed by management level and ensure that this meeting is held once every quarter.

????? Make recommendations about any proposed procurements and assist the Ministry towards achieving sound financial management of its medical assets and progressing towards developing a Capital Expenditure (CAPEX) budget each financial year for the replacement of old and required new equipment.

????? Encourage the recruitment of new biomedical engineering technician and assist in identifying and selecting candidates.

Data and Evidence

????? Develop methods to extract and analyse data from the asset register to show progress such as: timeliness and completeness of APM, time taken to inspect and resolve equipment faults and understand frequent faults and feedback to training where relevant.

????? Extract data from the staff training and competencies database to show progress and enable the planning of future training.

Programme Planning and Management

????? Facilitate annual workplan and budget in biomedical services delivery

????? Prepare and submit monthly biomedical reports to Tuvalu MOH and SPC, including trip reports and workshop report

Improve Patient Care

????? Provide clinical services for medical referrals, in-patient and out-patient assessments, and management of patients requiring specialist medical care.

????? Deliver medical services within PMH, Tuvalu Ministry of Health and Medical Services (MHMS), working across the health continuum to enhance primary care practices and provide advice to primary care clinicians.

????? Participate in the Medicine on-call roster, including after hours and weekends, and contribute to the ongoing care of general medicine in-patients.

????? Conduct routine ward consultations with other medical doctors, nurses, and allied health professionals as necessary, ensuring adherence to Tuvalu MOH guidelines.

Support and Facilitate Primary Care and Public Health Related Activities

????? Facilitate and support non communicable diseases (NCDs) prevention and screening programmes at hospital, schools, and communities.

????? Develop/Update NCD management algorithm and standards of practice (SOPs) in hospitals and clinics, including management of diabetes, hypertension, obesity, ischaemic heart diseases, obstructive airway disease, etc.

????? Manage referrals from health clinics, outer islands screening programs.

????? Facilitate and conduct outer island outreach medical visits (aligned to MOH requirements).

Clinical Governance

????? Develop Clinical Practice Guidelines for Internal Medicine including medical emergencies.

????? Conduct clinical audits with guidance from the local team on priority areas.

????? Participate in and provide input to the hospital¡¯s senior management meetings (e.g., Medical Board, Health Advisory Committee, Therapeutic Committee) to address departmental concerns and issues.

????? Contribute to the planning and development of general medicine services to achieve effective, efficient, and integrated care across health services.

????? Implement continuous quality improvement of medical outpatient, inpatient, and special clinic services.

The role ¨C the Paediatrician Specialist will lead and provide technical assistance in paediatric Clinical Services delivery.

The key responsibilities of the role include the following:

Improve Patient Care

????? Provide clinical care for paediatric referrals, in-patient and out-patient assessments, and management of children requiring specialist paediatric care.

????? Deliver paediatric services within PMH, Tuvalu MOH and working across the health continuum to enhance primary care practices and provide advice to primary care clinicians.

????? Develop and lead in the Paediatric on-call roster, including after hours and weekends, and contribute to the ongoing care of paediatric in-patients.

????? Conduct routine ward consultations for Paediatric patients with other medical doctors, nurses, and allied health professionals as necessary, ensuring adherence to Tuvalu MOH clinical practice guidelines.

Support and Facilitate Primary Care and Public Health Related Activities

????? Facilitate and support Rheumatic Heart Disease (RHD) prevention and screening programmes at hospital, schools, and communities.

????? Conduct school health screening programs e.g. skin infections, dental care, growth and weight monitoring checks etc.

????? Conduct out-of- school and community health screening programs for children and adolescents.

????? Develop/Update RHD management algorithm and standards of practice (SOPs) in hospitals and clinics, including management of throat infections and rheumatic fever, skin infections, dental care, growth and weight monitoring checks etc.

????? Manage referrals from school health screening programs.??

????? Facilitate and conduct outer island paediatric outreach visits (aligned to MOH requirements).

Clinical Governance

????? Develop Clinical Practice Guidelines for paediatrics including paediatric emergencies.

????? Conduct paediatric clinical audits with guidance from the local team on priority areas.

????? Participate in and provide input to the hospital¡¯s senior management meetings (e.g., Medical Board, Health Advisory Committee, Therapeutic Committee, etc.) to address paediatric services concerns and issues.

????? Contribute to the planning and development of paediatric services to achieve effective, efficient, and integrated care in Tuvalu.

????? Implement continuous quality improvement of paediatric inpatient, outpatient, and special clinics and services.

Programme planning and management

????? Facilitate annual workplan and budget in paediatric services delivery.

????? Ensure the delivery of high and consistent quality paediatrics services in Tuvalu.

????? Prepare and submit monthly paediatric reports to Tuvalu MOH and SPC.

????? Supervise and mentor clinical staff, including interns, registrars, and nurses in paediatric service delivery.

????? Conduct refresher courses and provide relevant training for doctors, nurses, and other health professionals.

The role ¨C the Programme Coordinator (Regional Fisheries Research Vessel) will support the FAME Director to oversee and project manage the ¡®Pacific Fisheries and Oceans Science Research Vessel¡¯ project. The key responsibilities of the role include monitoring overall vessel construction phase to ensure planned results and milestones are being met; track progress against results frameworks; developing and reporting on budgets and expenditure; coordinate all project narrative and financial reporting requirements; resource mobilisation and negotiation with donors; and ensure all project phases meet SPC and donor policies and procedures.

Lead, plan and manage RFRV project

??????? Provides executive support to the FAME Director to effectively and efficiently project manage the RFRV project.
