UNDP/Regional Rights Resource Team

Poverty reduction is central to work of the United Nations Development
Programme. In the Pacific, its Poverty Reduction through Access to
Justice for All (PRAJA) project addresses poverty through a rights based
approach. PRAJA is a 3-year project implemented by the Regional Rights
Resource Team (RRRT). The UNDP Fiji* Country Office seeks suitably
qualified and experienced candidates to fill the following positions:

Chief Resource Trainer - Community Development

The CRT Community Development will:

* Co-lead a team of trainers in identifying, collating and
adapting human rights education (HRE) materials, pitched appropriately
at various target groups;
* Lead a small team of community development trainers to support
country-based Legal Rights Training Officers (LRTOs), community
paralegals and other partners in the design and delivery of HRE
workshops;
* Contribute to the development of appropriate strategies and
delivery of non-formal human rights education programmes for LRTOs,
community paralegals and other partners;
* Oversee the monitoring of LRTOs and the development and
implementation of their individual annual work plans;
* Co-lead in the design and implementation of an effective system
for evaluating both qualitative and quantitative project impact and
monitoring;
* Contribute to the economic and social analyses of target groups
to identify barriers to their advancement from poverty and the
realisation of basic human rights.

Competencies Required: Leadership, effective communication, lateral
thinking, self-motivation, skills in training, analysis and teamwork.

Minimum Qualification & Experience: relevant social science degree;
practical experience in non-formal training; sound understanding of
human rights issues faced by disadvantaged groups; basic understanding
of national, regional and international human rights organisations;
essential to have working knowledge of the Pacific and an understanding
of the development challenges. Experience in monitoring and evaluation
of social development projects advantageous.

Remuneration: F$35,739 - F$51,438 (Gross taxable salary) depending on
experience.

Language: A high standard of spoken and written English. Advantageous
to be competent in a Pacific language, especially Pidgin or Bislama.





Resource Trainer - Community Development


The RT Community Development will:

* Assist in identifying, collating and adapting human rights
education (HRE) materials, pitched appropriately at various target
groups;
* Take on a primary role in supporting country-based Legal Rights
Training Officers


* (LRTOs), community paralegals and other partners in the design
and delivery of HRE workshops;
* Contribute to the development of appropriate strategies and
delivery of non-formal human rights education programmes for LRTOs,
community paralegals and other partners;
* Monitor LRTOs and the development and implementation of their
individual annual work plans;
* Assist in the design and implementation of an effective system
for evaluating both qualitative and quantitative project impact and
monitoring;

Finance Officer


The Finance Officer will:

* Take responsibility for project accounting and financial
management including compliance to set procedures, forecasting,
monitoring expenditure, payments and reporting;
* Manage and administer project imprest account;
* Maintain inventory;
* Procure project supplies and services;
* Audit partner financial reports;
* Assist partners with financial accountability.

Competencies Required: Numeracy and financial skills are essential,
initiative, motivation, lateral thinking, analytical and teamwork
skills.

Minimum Qualification & Experience: A tertiary qualification in
accounting and/or financial management; at least 3 years of experience
in either the public or private, civil society sector. Experience in
budget preparation, forecasting, monitoring and reporting is essential.
Competence in the application of a range of accounting software
packages.

Language: A high standard of spoken and written English.

Remuneration: F$24,877.00 - F$33,079 (Gross taxable salary) depending on
experience.






Programme Assistant


The Programme Assistant will:

* Assist in assessing project proposals, formalising funding
decisions and following up on reporting by partners.
* Facilitate the disbursement of funds;
* Assist the Finance Officer in delegated administrative and
financial tasks;
* Update work plans and completed works register;
* Assist in maintaining library reference resources (publications
and videos)

Competencies Required: Initiative, motivation, writing, numeracy and
negotiation skills, team player.

Minimum Qualification & Experience: A tertiary qualification in a social
science and experience with a development agency in a similar role
desirable.

Language: A high standard of spoken and written English.

Remuneration: F$14,767 - F$19,645 (Gross taxable salary) depending on
experience

for 1 year with the possibility of extension, subject to performance.

In Cooperation with the
PACIFIC ISLANDS ASSOCIATION OF NGOs (PIANGO)
Announces the start of a regional capacity building initiative:
"Strengthening Voluntary Efforts and Civil Society Organisations in the
Pacific"
This three-year project will establish new partnerships to foster the
spirit of voluntarism and improve the organisational capacity of
selected national NGO coordinating bodies, especially those serving
women and youth. The project will undertake a number of capacity
building initiatives in Fiji, Vanuatu and Tonga in the areas of: (1)
organisational development; (2) management training; (3) information and
communication; (4) research, policy formulation and monitoring; and (5)
the development and support of local volunteer schemes. The project will
demonstrate practical activities for strengthening civil society
organisations and promoting/supporting volunteerism within the Pacific
context. A broad and lasting impact at both the community and policy
level will be achieved through documentation and communication of
lessons learned for application by other countries/territories
throughout the region.
The Project Advisory Committee is currently inviting applications from
suitably qualified individuals to serve as International United Nations
Volunteers in the following positions (see attached job descriptions):
1) Overall Project Coordinator, Fiji (recruiting immediately)
2) NGO Capacity Building Specialist, Vanuatu (recruiting once the
Coordinator is in place)
3) Organisational Development Specialist, Tonga (recruiting after
4-12 months)

Remuneration and Benefits

International UNVs receive a Volunteer Living Allowance (VLA) that is
intended to cover basic needs and should not be considered as a salary.
The VLA ranges from US$1,000 to US$1,800 per month depending on the
country of assignment and the number of dependents of the UNV
specialist. Insurance coverage for life, health and permanent
disability is provided free of cost to each UNV specialist.
International travel (on appointment and at the end of assignment) will
be provided by the UNV programme. The above provision are only the
abridged version of the Conditions of Services for International UNV
specialists.

* Develop and trial a participatory organisational assessment
tool suitable for use with NGOs in the Pacific
* Ensure continual evaluation of the effectiveness of the
self-assessment tool and identify lessons learned through experience
* Work with PIANGO and the project Documentation Officer to
prepare and distribute the self-assessment tool and manual for use by
NLUs and NGOs throughout the region
* Work closely with PIANGO to recruit and utilise short-term
volunteers to apply and adapt the self-assessment tool and implement
related capacity-building activities with identified agencies and
countries in the region
* Design and develop a database of locally available technical
assistance based on the areas of greatest need arising from the
application of the self-assessment tool
* Identify and add locally-based experts to the database
including information on their conditions of service, time availability
and skills offered to assist NGOs in organisational capacity building
* Liaise with the Tonga National Volunteer Service and provide
assistance with volunteer recruitment and pre-service orientation for
part-time and short-term volunteers
* Assist the Tonga National Volunteer Service in initiating new
volunteer placements in Tonga with different agencies, developing
volunteer or internship programmes within other organisations including
business associations and research projects
* Publicize the database and circulate to NGOs in Tonga a
directory of people prepared to provide voluntary technical assistance
in the areas of administration, financial management and organisational
planning.

Qualifications:
* University degree in Human Resource Management, Training, Adult
Education, or Organisational Development
* Five to ten years experience with strategic planning, senior
office administration, project planning
* Demonstrated experience working as a volunteer and working with
volunteers
* Experience and skills in oral and written English and in the
preparation of training materials.
* Skills in other Pacific languages and/or French an advantage
* Able to conduct evaluations and identify lessons learned

Nature of the Position: This position's primary
responsibility is to plan, develop, and implement locally
sustainable appropriate technology, which provides

disorders. This position serves the entire Commonwealth of
the Northern Marianas (CNMI), but is located on Saipan at
the Kagman Plant Industry Station. The Plant Pathologist
serves under the direct supervision of the CREES Director
(Cooperative Research, Extension, and Education Service)
and is charged with the responsibility of assisting the
College to fulfill its land grant mission by providing the
following performance responsibilities: Duties and
Responsibilities: NMC-CREES Research/Extension programs are
interdisciplinary and require the ability of the Plant
Pathologist to work as a team member to: * Identify,
diagnose, and formulate integrated management strategies
for plant disease/disorder problems of our public clientele
using appropriate field, nursery, and/or laboratory
technology; * Direct the daily operations of the Plant
Diagnostic/Research Laboratory, providing support to
agriculture extension and the community; * Establish
research programs in plant disease epidemiology and
management for important diseases affecting the CNMI; *
Document, identify, and hold in permanent collection the
existing plant pathogens in the CNMI and their possible

CREES Director. Minimum Qualifications: * Graduate of an
U.S.-accredited college or university with a Ph.D. in Plant
Pathology, Mycology, Plant Health, or a closely related
discipline is preferred plus 2-years of relevant
experience. Candidates with a M.S. degree, plus at least
five (5) years intensive laboratory/field diagnostic and
research experience will be considered. * Specific
experience in plant disease diagnosis and management;
tropical plant pathology experience is preferred. * An
established professional record of scholarly research and
publication in the discipline. * Demonstrated ability to
secure grants and funding from outside sources. * Evidence
of positive team interactions and ability to adapt
successfully within a multi-cultural and multi-ethnic
community. Peace Corps, island, international, or similar
work experience is highly desirable. * Excellent verbal and

Director for its office in Kiribati, Central Pacific.
Current programs focus on community health, environment and

The appointee will be responsible for teaching a third year
Environmental
and Marine Microbiology course and contribute to teaching at 100 and
200 level courses. The appointee will also be responsible for the
development of postgraduate courses in Environment Microbiology

Applicants must be able to demonstrate experience of winning and
managing expertise-driven projects, whether for a social/market

EXTENSIONIST (WEED MANAGEMENT)


RESPONSIBLE TO: Plant Protection Adviser


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The SPC Plant Protection Service (PPS) within its Regional Agriculture
Programme, supports the development of national capacities in plant
quarantine and pest management. We are seeking to recruit an
Entomologist for the 'Plant Protection in the Pacific Project' (PPP)
which is funded by the European Community.

To be eligible for this position applicants must be citizens of a
European Union country or an African, Caribbean, or Pacific (ACP)
country that are signatories to the Lom¨¦ IV Convention. Applications
received from citizens of countries other than those stated above will
not be considered.


DUTIES AND RESPONSIBILITIES

Under the supervision of the Plant Protection Adviser and in
collaboration with Pacific Island countries and territories and SPC
staff, the the Extensionist in Weed Management will coordinate and
implement SPC-Plant Protection Service&#8217;s regional agricultural and
invasive weed management programme by:

&#61656; Planning and implementing national weed management strategies
and priorities in Pacific island countries and territories in
consultation with appropriate experts, regional organisations and
national authorities;

&#61656; Advising Pacific islands national authorities on the management
of weeds of the environment, forestry and agriculture;

&#61656; Facilitating the assessment of, the occurrence, distribution
and invasiveness of weeds in Pacific island countries;

&#61656; Contributing to the area wide design and implementation of the
sustainable management of pest systems in consultation with national
authorities and PPS staff;

&#61656; Facilitating the training of staff in national biosecurity
(quarantine), environment, forestry and agricultural authorities on the
recognition, emergency response and management of invasive weeds;

&#61656; Assisting PPS staff and Pacific Island countries with the
writing and development of project proposals, annual reports and the
production of extension and information materials;

&#61656; Collaborating with Pacific islands and PPS staff with regional
diagnostic services;

&#61656; Assisting with regional public awareness campaigns to increase
the compliance of the travellers and traders with national biosecurity
(quarantine) procedures and laws in relation to weeds;

&#61656; Communicating effectively and travelling extensively and
frequently in the Pacific and possibly internationally for consultations
on, and implementation of national, regional and global weed management
systems.


QUALIFICATIONS AND EXPERIENCE

Applicants must have:

&#61656; A degree in agricultural, biological or environmental sciences,
with specialisation in disciplines underlying weed management and
extension; &#61656; A knowledge of and experience with participatory
methodology used in extension and in training and its use in rural
settings for the transfer of weed management technology, preferably also
experience of Pacific island cultures; &#61656; A knowledge of the
biology and taxonomy of weeds of tropical regions of the world, weed
risk analysis and weeds of the world that may be a threat to Pacific
forests, natural environments and agriculture; &#61656; Good English
language skills and a full range of organising, co-ordinating and
personal computer (PC)-based skills.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 20,304 and SDR 28,440
per annum (which is equivalent to F$58,428 to FJD81,840 at the
prevailing reference exchange rate of F$1.00 = .3475SDR) in the SPC
Professional salary grade for staff based in Fiji. In addition, an
Establishment Grant will be payable to non-residents of Fiji. SPC
emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.28.


TENURE

The appointment will be for a period of three years in the first
instance, subject to the satisfactorily completion of a one-year
probationary period. The contract may be renewed for a further period
subject to performance and continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.


LEAVE

Leave will accrue at the rate of 25 working days per annum. For
expatriate staff members, home leave fares are payable after 18 months
of service.


SICK LEAVE

Thirty working days per annum.

MEDICAL BENEFITS

The SPC's Staff Medical Insurance will provide basic medical insurance
cover for staff and his/her dependants. Supplementary medical insurance
cover can be purchased at staff's expense with our insurer to increase
the level of insurance cover for staff who wish to do this.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC&#8217;s Staff
Provident Fund. Staff contribute eight per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

RESPONSIBLE TO: Plant Protection Adviser


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The SPC Plant Protection Service (PPS) within its Regional Agriculture
Programme, supports the development of national capacities in plant
quarantine and pest management. We are seeking to recruit an Information
Officer for the 'Plant Protection in the Pacific Project' (PPP) which is
funded by the European Community.

To be eligible for this position applicants must be citizens of a
European Union country or an African, Caribbean, or Pacific (ACP)
country that are signatories to the Lom¨¦ IV Convention. Applications

not be considered.


DUTIES AND RESPONSIBILITIES

Under the supervision of the Plant Protection Adviser and in
collaboration with Pacific Island countries and territories and SPC
staff, the Information Officer will assist with the production and/or
publication of scientific and technical information and extension
materials and reports in printed and electronic form by:

&#61656; collecting and collating plant protection information from
published sources and preparing information and/or extension materials
in plain English and to arrange the translation of these materials into
other Pacific languages; &#61656; writing, designing, proof reading
and/or editing papers, articles for plant protection information and
extension purposes in the Pacific; &#61656; editing scientific papers
and assisting Pacific island countries and PPS staff with the
publication of research papers; &#61656; writing and/or editing reports
of regional and national meetings and workshops; &#61656; collating and
editing project reports and project proposals; &#61656; preparing
articles for media releases, or for popular periodicals and internal
reports as required from time to time.


QUALIFICATIONS AND EXPERIENCE

Applicants must have:

&#61656; A tertiary qualification in science or technology or some other
appropriate field;

&#61656; A record of scientific and technical writing with at least five
years experience of editing and proof reading scientific materials for
scientific periodicals and for the popular media in plain English for
readers using English as a second language;

&#61656; A knowledge and working experience of culturally diverse rural
communities in the developing world;

&#61656; Excellent English language skills and a full range of
organising, coordinating and personal computer (PC)-based skills
including experience in using PC desk top publishing software.

In addition it would be desirable if applicants:

&#61656; Possessed a degree in agriculture, environmental or biological
sciences; &#61656; Were familiar with plant protection concepts and
terminology; &#61656; Had designed and published information and
extension materials for electronic and printed media in agriculture or
biological sciences; &#61656; Were experienced in the production of
information and extension materials for culturally diverse rural
communities in the Pacific; &#61656; Had experience in designing,
writing and/or editing and proof reading project proposals and reports
of meetings.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 20,304 and SDR 28,440
per annum (which is equivalent to F$58,428 to FJD81,840 at the
prevailing reference exchange rate of F$1.00 = .3475SDR) in the SPC
Professional salary grade for staff based in Fiji. In addition, an
Establishment Grant will be payable to non-residents of Fiji. SPC
emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.28.


TENURE

The appointment will be for a period of three years in the first
instance, subject to the satisfactorily completion of a one-year
probationary period. The contract may be renewed for a further period
subject to performance and continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.


LEAVE

Leave will accrue at the rate of 25 working days per annum. For
expatriate staff members, home leave fares are payable after 18 months
of service.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC's Staff Medical Insurance will provide basic medical insurance
cover for staff and his/her dependants. Supplementary medical insurance
cover can be purchased at staff's expense with our insurer to increase
the level of insurance cover for staff who wish to do this.

PROVIDENT FUND

The appointee will be eligible for membership of the SPC&#8217;s Staff
Provident Fund. Staff contribute eight per cent of basic salary to which

direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

Biosecurity Officer will coordinate SPC-Plant Protection Service&#8217;s
programme of building and maintaining regionally harmonised, efficient
and
effective national biosecurity systems (quarantine services) and
quarantine-related trade activities by:

&#61656; Facilitating the adoption of international and regional
phytosanitary and food quality standards that comply with international
conventions, treaties, protocols and agreements;

&#61656; Assisting with capacity building in import risk analysis and
related quality assurance activities and updating of national pest
lists;

&#61656; Coordinating the review and amendment, if appropriate, of
national quarantine (biosecurity) laws and their implementation through
appropriately modified national quarantine procedures;

&#61656; Developing and maintaining regionally coordinated pest
surveillance and emergency response procedures and contingency plans;

&#61656; Coordinating a regional public awareness campaign to increase
the
compliance of the travellers and traders with national biosecurity
(quarantine) laws and procedures;

&#61656; Communicating effectively and travelling extensively and
frequently in the Pacific and possibly internationally for consultations
on, and implementation of national, regional and global biosecurity
issues
and systems.

QUALIFICATIONS AND EXPERIENCE

Applicants must have:

&#61656; A degree in agricultural, biological or environmental sciences,
with specialisation in one or more quarantine-related disciplines;
&#61656; A knowledge of the range of relevant international conventions
and treaties and how they impact on trade, biosecurity, biosafety, food
quality and the environment;
&#61656; Substantial experience in the development and implementation
and
of quarantine policy and quarantine law and familiarity with quarantine
procedures and border operations;
&#61656; Good English language skills and a full range of organising,
coordinating and personal computer (PC)-based skills

It would be of advantage if applicants also possessed:

&#61656; Substantial experience in consultations with the public sector
and with designing quarantine related training and information materials
for quarantine staff and the public;
&#61656; Knowledge and experience of Pacific island cultures and a
working
knowledge of quarantine services in the Pacific.

The University is seeking to appoint a Project Co-ordinator for its
European Union funded Human Resource Development Project. The
overall aims of the project are to improve Pacific Island country living
standards by making Pacific Islanders more skilful and able to respond
to new challenges and opportunities. Its purpose is to increase skills
in
the three key areas of tourism, public sector management and labour
and employment studies. The results of the project will include a
permanent tourism `centre of excellence` providing quality research and
training, a labour and employment studies unit and a trained public
workforce. The total cost of the project is FJD16 million of which FJD10
million is funded by the 8th EDF Pacific Regional Indicative Programme.
The project will be implemented over the period 2002-2007.
The Project Co-ordinator will report to the Project Director (Deputy
Vice-
Chancellor) through the Director of Planning and Development and will
be responsible to the DVCfor the day-to-day administrative and financial
management of the project.
Specific responsibilities of the Project Co-ordinator are as follows:
. Ensure the financial and administrative requirements of the project
are
undertaken in a timely and efficient manner, compliant with the
conditions
of the Grant Agreement, the Finance Agreement and with European
Development Fund rules and procedures
. In consultation with the DVC and component managers prepare annual
consolidated project work programmes and ensure that these are
submitted to the Regional Authorising Officer (RAO) and the European
Commission (EC) before the end of each calendar year.
. Provide support to component managers in the implementation of the
project, ensuring, in particular, that purchasing and acquittal
procedures
are properly followed.
. Initiate and service tender procedures on behalf of component managers
. Arrange and co-ordinate meetings of the Project Steering Committee
as well as arrange and service regular meetings with all stakeholders
involved with the project
. Prepare an operations manual for component managers, compliant
with EDF rules and procedures, and undertake necessary training of
manual users.
. Prepare a quarterly newsletter of project activities for circulation
to
stakeholders.
. Design and manage an internal Monitoring and Evaluation system for
the project.
. Prepare all other reports, information, and press statements required
by the RAO, the European Commission or the DVC.
. Ensure that report formats adhere to the requirements of the Grant
Agreement and are submitted to the RAO within the stated time limits.
. Prepare and manage contracts of third-party contractors.

postgraduate qualifications with at least five years of project
management

DUTY STATEMENT


PORT SAMPLING AND OBSERVER SUPERVISOR


The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Oceanic Fisheries Programme (OFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20, in three sections
covering fishery statistics, stock assessment and ecosystem aspects of
Pacific Island oceanic fisheries, particularly skipjack, yellowfin,
albacore and bigeye tuna. Its overall mission is: "To provide member
countries with the scientific information and advice necessary to
rationally manage the fisheries exploiting the region&#8217;s resources
of
tuna, billfish and associated species".

The Port Sampling and Observer Supervisor is organisationally placed
within the OFP Statistics and Monitoring section, and is responsible to
the Fisheries Statistician for coordinating the development and delivery
of appropriate training and technical support for national port sampling
and observer programmes within the Western and Central Pacific Ocean
(WCPO), to assist the development of scientific monitoring capability at
national level. The PROCFish oceanic project component will build upon
the
highly regarded research and monitoring work undertaken on the main
species under the 7th EDF assisted South Pacific Regional Tuna Resource
Assessment and Monitoring Project (SPRTRAMP).

The post is based at the Secretariat of the Pacific Community
Headquarters
in Noum¨¦a, but may involve considerable travel throughout the region.
The
Port Sampling and Observer Supervisor will coordinate the development,
design and execution of port sampling and observer programmes throughout
the WCPO, in accordance with project goals and objectives.

The post requires a self-starter with considerable initiative, good
knowledge of oceanic fisheries in the Pacific Community region, and wide
experience in fishery sampling programmes and the supervision of
field-oriented research. When making letters of application for the
post,
candidates are advised to describe their qualities in relation to the
requirements of this and the previous paragraph.


DUTIES AND RESPONSIBILITIES

1. Assist in the design of port sampling and observer programmes
covering
all major tuna fleets operating in the region.

2. Promote and support an increase in observer coverage across the WCPO
by
direct liaison with appropriate National Government and industry
authorities.

3. Compile observer data and prepare summaries for distribution to
observers, national programmes and scientists as requested.

4. Advise National observer programmes on overall structure, including
costings, funding sources, staffing, training and the provision of
resource material.

5. Prepare and present periodic written and oral reports on the results
of
the port sampling and observer work, as directed.

6. Liaise with national port sampling and observer programmes, and those
of other regional organisations, to enhance the coordination of such
programmes and to support their development.

8. Assist in the training, supervision and placement of observers where
required.

9. Perform other PROCFish-related duties that may be required.


QUALIFICATIONS AND EXPERIENCE

Very important

&#61656; A degree or diploma in fisheries science or related discipline.
&#61656; Thorough knowledge of tropical tuna fisheries and tuna
research.
&#61656; Wide experience with scientific observer and catch sampling
programmes.
&#61656; Demonstrated ability to supervise staff in field situations.
&#61656; Familiarity with computer-based and statistical analysis of
fishery, biological and ecological data.

NATIONALITY RESTRICTION

Owing to the conditions under which this project is funded, applications
can only be considered from nationals of the current 15 member countries
of the European Union or of countries signatory to the Lom¨¦ IV
Convention.
Pacific Island countries signatory to Lom¨¦ IV are Fiji; Kiribati; Papua
New Guinea; Samoa; Solomon Islands; Tonga; Tuvalu; and Vanuatu.


SUSPENSE CLAUSE

Although the PROCFISH project proposal has been approved by the European
Union and the Secretariat of the Pacific Community, the details of the
Financing Agreement for the project have not been completely finalised.
This recruitment notice is issued provisionally and without prejudice to
the ultimate Financing Agreement, in the interests of providing an
efficient start to the project, and it is possible that any contracts
that
are ultimately issued may differ in detail from the terms of this
provisional notice.


SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,076 per month (which is equivalent to CFP
519,948 - 678,613 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 166.49 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New
Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 145
francs CFP.


TENURE

The appointment will be for a period of three years in the first
instance,
subject to a one-year probationary period. The contract may be renewed
for
a further three years subject to performance and continued funding
availability.

ACCOMMODATION

An SPC-owned house or flat will be made available, based on the
following
deductions from salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 25 working days per annum.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC&#8217;s Staff Medical Insurance reimburses doctors&#8217; fees,
cost of prescribed medicines, surgical and hospital costs, etc. up to
certain percentages and limits. Supplementary medical insurance is
available to increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC&#8217;s Staff
Provident Fund. Staff members contribute eight per cent of base salary
to
which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct and or economic route for the appointee and recognised
dependants,
and reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

TRANSLATOR (FRENCH)


RESPONSIBLE TO: Manager, Translation and Interpretation Section

LINE SUPERVISOR: Reviser

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Translation and Interpretation Section provides linguistic services
to the Secretariat of the Pacific Community in order to allow it to meet
its mandate as a bilingual organisation. The Section??s main duties are
to provide interpretation and translation services for regional
conferences, meetings, seminars and workshops and to translate SPC??s
publications and other documents. The Section also manages a
terminological database and provides assistance and advice on all the
linguistic aspects of SPC activities. In regards to outside
organisations, the Section collaborates with the specialised branches of
the UN and EU agencies on terminology.


DUTIES


1. CONFERENCE TRANSLATION SERVICES

a) Meetings away from Headquarters

The translator participates on a rotating basis in a team that usually
composed of one translator, three interpreters and one secretary. The
translator provides translation at regional technical meetings attended
by the heads of technical services such as fisheries, agriculture,
forestry, health and the other areas of SPC activities. To do this, the
translator
must:

?h assume full responsibility for the translation services provided
during
the conference;
?h translate on a fully autonomous basis, i.e. without any revision,
the
conference report and other documents, such as recommendations and
resolutions;
?h take part in drafting committees so as to take note of any changes
made
to the French version of the report or other documents, include these
changes in the final version and request translation of them into
English;
?h keep in close contact with the conference organisers, rapporteurs,
participants and secretariat in order to ensure that work go smoothly.
In particular, this can involve:

?V making sure the premises and equipment available are adequate;
?V taking part in preparatory sessions in order to determine exactly
how
services will be provided;
?V work closely with the rapporteurs, ask them for any clarifications
needed and point out any errors to them, where appropriate;
?V in case of doubt, check with French-speaking participants to
ensure
that the tone and style of what they said has been correctly noted;
?V together with the secretaries, make sure that the documents to be
translated are correctly sent out.

?h work closely with the interpreters and ask participants about any
terminological issues.

In order to accomplish these tasks, the Manager of the Translation and
Interpretation Section delegates the translator with the required
authority to make any decisions necessary to ensure the mission goes
properly. The translator then provides the Manager with a mission
report.
b) Meetings at Headquarters

Working conditions are basically the same, with the following
modifications:

?h the designated translator assumes primary working responsibility
for
the translation services provided during the conference;
?h depending on the circumstances, the translator can, using good
judgement and in agreement with the Reviser and Manager:

?V ask for the assistance of other translators if the workload is too
heavy;
?V request that all or part of the documents be revised;
?V request the Manager??s assistance in taking care of any problems.

c) Committee of Representatives of Governments and Administrations
(CRGA)
meetings and Pacific Community Conferences

As translation services are provided by a complete team during
these meetings, the translators carries our his/her duties under the
supervision of the Reviser and/or Manager. However, working conditions
are much more stressful as the number of speakers is much higher and the
translators must often work all day and then into the early morning
hours in order to complete translations in time for the drafting
committee or for adoption in plenary session.


2. TRANSLATION SERVICES

a) Tradexpress

On a rotating basis, the translator is responsible for all requests for
Tradexpress services for the period of one week. In carrying out this
task, she/he must:

?h show good judgement in identifying those documents which have been
incorrectly submitted to Tradexpress;
?h in such instances, tactfully explain the situation to customers
and
request that they follow normal procedures for the documents in
question;
?h advise the Manager on any problems related to this Service;
?h after consultation with the Reviser/Section Manager, if necessary,
reorganise the daily workload to meet Tradexpress requests;
?h make arrangements to be replaced whenever she/he is absent.

b) Regular work

The regular workload consists of extension publications; information
bulletins for special interest groups; technical reports and papers;
correspondence; announcements and circulars for official SPC contacts,
the representatives of governments and administrations and counterparts
in other regional or international organisations; information brochures
or posters for the general public, and texts for audio-visual
productions. The various work areas match those of the SPC, e.g.
fisheries and aquacultural activities such as the pearl oyster and fish
farming, agriculture, forestry, animal health and stock production, pest
control, health, demography, statistics, culture, rural development,
renewable energies, women??s and youth development and information and
communications technology.

In order to meet these duties, the translator must:

?h conduct extensive research by all available means, including
direct
contact with the author of the text, in order to guarantee the technical
accuracy of the translation;
?h produce terminological records so that the results of such
research is
included in the Section??s terminological database;
?h in consultation with the Reviser and/or Manager, determine which
documents need to be revised and which can be revised by the translator
herself/himself;
?h consult with the Reviser and provide all information, which would
facilitate and accelerate the revision process;
?h work in close collaboration with colleagues to pool information
and
knowledge, contribute to the process of ensuring accurate and uniform
terminology and avoid duplication in work;
?h meet the deadlines set.

3. TERMINOLOGY

?h The translator collaborates in the enrichment of the Section??s
terminological resources and the acquisition of reference documents by:

?V producing data records of his research for the Section??s internal
terminological database;
?V downloading reference documents found on the Internet into the
Section??s electronic storage areas;
?V taking part, on request, in the Terminology Committee;
?V recommending reference documents for purchase;
?V proposing titles for new SPC projects and/or positions.

?h The translator responds to requests for terminological information
from
SPC, other organisations or the general public.


QUALIFICATIONS AND EXPERIENCE

VERY IMPORTANT

?V University diploma in translation, qualifications from a
recognised
school of translation or a university degree in a related field combined
with extensive professional translation experience.
?V Minimum of five years of professional translation experience in
translation at an international organisation or in the public services
or as a freelance translator working mainly with international
organisations.
?V Have French as his/her mother tongue.
?V Extensive knowledge of English and its regional variants as SPC
members
include Australia, New Zealand, the USA and English-speaking island
countries.


IMPORTANT

?V Extensive knowledge of and experience in applied terminology would
be
an advantage.
?V High overall educational level and good knowledge of the various
areas
of SPC??s work programme.
?V Office computing skills, including experience with software such
as
Microsoft Word, Outlook and Multiterm.
?V Ability to accept revision and to benefit from it.
?V Ability to work under heavy pressure.

SALARY AND ALLOWANCE

The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 ?V 4,076 per month (which is equivalent to CFP
533,658 - 696,507 francs per month at the prevailing reference exchange
rate of 1 SDR = CFP 170.88 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = CFP145
francs. TENURE

The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.


DUTY STATION

Noumea, New Caledonia


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the
following deductions from salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active
duty.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance reimburses doctors?? fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.

SOPAC / EU Project: Reducing Vulnerability of Pacific ACP States

Applications are invited by the South Pacific Applied Geoscience
Commission (SOPAC) from experienced individuals to support the
implementation of a large-scale integrated regional project. SOPAC is an
independent, intergovernmental, regional organization that assists
developing island member countries achieve sustainable economic and
social development by addressing their resource needs, and improving
security access to livelihood opportunities.

The project is to be implemented by SOPAC and is largely funded by the
European Union from the 8th European Development Fund Pacific Regional
Indicative Programme. The goal is to address vulnerability reduction,
through the development of an integrated planning and management system
in the following Pacific ACP Countries; Fiji, Kiribati, Papua New
Guinea, Samoa, Solomon Islands, Kingdom of Tonga, Tuvalu, and Vanuatu.
The project will focus on three key areas within island systems: hazard
mitigation and risk assessment; aggregates for construction; and water
resources supply and sanitation.

The support required for the duration of the project will be both varied
and challenging, and will play a key role in ensuring that the
professional technical team have the administrative and technical
framework necessary for the successful implementation of such a large
scale project.

Project Assistant

The Project Assistant will assist other members of the project develop,
plan and implement relevant programs of work having. The Project

Technical Officer

The Technical Officer will be required to provide technical support to
the other staff members of the Project in implementing relevant programs
of work. The Technical Officer should be capable of working with minimum
supervision in the designated areas of responsibility and be proactive
in providing assistance within identified objectives and strategies. The
Technical Officer should have experience with the general operation,
use, maintenance and servicing of a range of electronic, electrical
equipment including computers. Experience in geological sampling,
testing techniques and coastal marine surveying would be an advantage.
The Technical Officer should preferably also be skilled in small boat
handling and have diving certification. The successful applicant should
possess all of the following:

- Technical certificates or diploma in relevant work areas (i.e.,
Earth Science and Marine Engineering) from a recognised institution;
- at least 5-10 years experience in operating and maintaining
small engines;
- at least 5-10 years experience in operating and maintaining
electronic equipment;
- experience in operating and maintaining
geological-geophysical-oceanographic survey equipment would be an
advantage;
- PC based computer skills, preferably with current Microsoft

Administrative Officer

The Administrative Officer will be responsible for providing all the
internal support services to the Project. This will include personnel,

building and other general day-to-day support requirements. The
Administrative Officer will provide timely and efficient personnel,
conference, meeting services as well as other general management
services. The Administrative Officer shall work in close conjunction
with the SOPAC Administrative Officer so as to ensure that
administrative activities of the Project are in accord with SOPAC
procedures and regulations. The successful applicant should possess all
of the following:

- Diploma in Business Studies or related discipline, studying
for a degree and with at least 5 years relevant experience;
- knowledge and experience in preparing statutory returns for
PAYE tax, FNPF and other superannuation schemes;
- excellent PC computer skills, preferably current Microsoft
Word, Excel, Outlook, Projects, Powerpoint and Access;
- understanding of database fundamentals and familiarity with
Internet and email;

Context of Position

Within the framework of the SOPAC/EU project, the Project Assistant will
assist other members of the project develop, plan and implement programs
of work having relevance and significance to the peoples and governments
of SOPAC/ACP member countries. The Project Assistant should be capable
of independent action in the designated areas of responsibility. The
Project Assistant should have experience in the Pacific, an
understanding of the geosciences would be an advantage.

The Program Assistant will provide efficient services to the project as
directed.

A wide range of duties can be expected, with tasks to be completed under
minimal supervision. A confident, mature and personable approach is
expected.

The Program Assistant may be required to travel within the region that
has many health hazards such as malaria, dengue fever, non-potable water
supplies and poor sanitary facilities.

The Project Assistant will report to the SOPAC Deputy Director or other

* process equipment purchase orders, obtain quotations and
tenders; maintain record of suppliers and overseas orders and verify
accounts for purchases and process these for payment by the Finance
Section;
* ensure adequate office supplies, stationary and other office
requirements are kept in stock at all times;
* maintain financial and accounting records for the project;
* processing of project staff travel request and claim forms and
maintain travel record;
* maintain all leave records, including annual leave, sick leave,
long service leave, maintain and update all personnel files and monthly
staff leave status list;
* maintain inventory records and issue inventory numbers for all
capital purchases; deal with cases of losses and write-off and organise
a timely annual stock-take (board of survey) of all Secretariat assets;
* ensure proper operation of all office equipment excluding
computers (photocopiers, fax machines, air-conditioners, etc.) and to
arrange timely maintenance; and
* undertake other duties appropriate to skills and
qualifications, as required by the SOPAC Deputy Director.

Required Knowledge, Skills and Experience

* Diploma in Business Studies or related discipline and studying
towards a degree with at least 5 years experience in the related field;
* knowledge and experience in preparing statutory returns for
PAYE tax, FNPF and other superannuation schemes;
* excellent PC based computer skills, preferably with current
Microsoft Word, Excel, Outlook, Projects, Powerpoint and Access;
* understanding of database fundamentals;
* familiarity with Internet and email;
* skilled in the use of computers and software programs
associated with payrolls;
* experience in planning and managing conferences/meeting and
associated administration;
* experience in handling protocol management;
* staff supervision experience; and
* demonstrated ability to use initiative and be able to work
without supervision.

Duty Statement

Position Title :
Technical Officer
Reporting To : SOPAC
Deputy Director
Remuneration Level : F

Context of Position

Within the framework of the SOPAC/EU project, the Technical Officer will
be required to provide technical support to the other staff members of
the project in implementing programs of work having relevance and
significance to the peoples and governments of SOPAC/ACP member
countries. The Technical Officer should be capable of working with
minimum supervision in the designated areas of responsibility and be
proactive in providing assistance within identified objectives and
strategies. The Technical Officer should have experience with the
general operation, use, maintenance and servicing of a range of
electronic, electrical equipment including computers. Experience in
geological sampling, testing techniques and coastal marine surveying
would be an advantage. The Technical Officer staff should preferably
also be skilled in small boat handling and have diving certification.
The Technical Officer should also possess a high level of interpersonal
skills, gender and cultural sensitivity.

The Technical Officer will/may be required to travel within the region
and has many health hazards such as malaria, dengue fever, non-potable
water supplies and poor sanitary facilities.

The Technical Officer will report to the SOPAC Deputy Director or other
professional project staff.

Accountabilities

* be responsible for preparation of geological samples (panning,
drying, splitting and sieving) for geologists;
* be responsible for the cataloguing and storage of all
geological samples and maintain a database of the samples;
* assist in the mobilising and de-mobilising of equipment
destined for field surveys;
* assist geologists in field activities both locally and overseas
as and when required;
* assist as and when required with the calibration of navigation
equipment;
* assist as and when required with computer systems in
conjunction with SOPAC ICT Unit;
* assist the mechanical workshop personnel in welding, painting
and other duties as and when required;
* carry out other duties related to the above as required from
time to time;
* ensure regular maintenance and servicing of equipment required
for field activities; and
* undertake other duties appropriate to skills and
qualifications, as required by the SOPAC Deputy Director.

Required Knowledge, Skills and Experience

* technical certificates or diploma in relevant work areas (i.e.,
Earth Science and Marine Engineering) from a recognised institution;
* at least 5-10 years experience in operating and maintaining
small engines;
* at least 5-10 years experience in operating and maintaining
electronic equipment;
* experience in operating and maintaining
geological-geophysical-oceanographic survey equipment would be an
advantage;
* PC based computer skills, preferably with current Microsoft
Word, Excel, Outlook, Projects, Powerpoint and Access will be an
advantage;
* familiarity with Internet and email; and
* demonstrated ability to use initiative.
