UNDP/Regional Rights Resource Team Poverty reduction is central to work of the United Nations Development Programme. In the Pacific, its Poverty Reduction through Access to Justice for All (PRAJA) project addresses poverty through a rights based approach. PRAJA is a 3-year project implemented by the Regional Rights Resource Team (RRRT). The UNDP Fiji* Country Office seeks suitably qualified and experienced candidates to fill the following positions: Chief Resource Trainer - Community Development The CRT Community Development will: * Co-lead a team of trainers in identifying, collating and adapting human rights education (HRE) materials, pitched appropriately at various target groups; * Lead a small team of community development trainers to support country-based Legal Rights Training Officers (LRTOs), community paralegals and other partners in the design and delivery of HRE workshops; * Contribute to the development of appropriate strategies and delivery of non-formal human rights education programmes for LRTOs, community paralegals and other partners; * Oversee the monitoring of LRTOs and the development and implementation of their individual annual work plans; * Co-lead in the design and implementation of an effective system for evaluating both qualitative and quantitative project impact and monitoring; * Contribute to the economic and social analyses of target groups to identify barriers to their advancement from poverty and the realisation of basic human rights. Competencies Required: Leadership, effective communication, lateral thinking, self-motivation, skills in training, analysis and teamwork. Minimum Qualification & Experience: relevant social science degree; practical experience in non-formal training; sound understanding of human rights issues faced by disadvantaged groups; basic understanding of national, regional and international human rights organisations; essential to have working knowledge of the Pacific and an understanding of the development challenges. Experience in monitoring and evaluation of social development projects advantageous. Remuneration: F$35,739 - F$51,438 (Gross taxable salary) depending on experience. Language: A high standard of spoken and written English. Advantageous to be competent in a Pacific language, especially Pidgin or Bislama. Remuneration: F$24,877 - F$33,079 (Gross taxable salary) depending on experience Finance Officer The Finance Officer will: * Take responsibility for project accounting and financial management including compliance to set procedures, forecasting, monitoring expenditure, payments and reporting; * Manage and administer project imprest account; * Maintain inventory; * Procure project supplies and services; * Audit partner financial reports; * Assist partners with financial accountability. Competencies Required: Numeracy and financial skills are essential, initiative, motivation, lateral thinking, analytical and teamwork skills. Minimum Qualification & Experience: A tertiary qualification in accounting and/or financial management; at least 3 years of experience in either the public or private, civil society sector. Experience in budget preparation, forecasting, monitoring and reporting is essential. Competence in the application of a range of accounting software packages. Language: A high standard of spoken and written English. Remuneration: F$24,877.00 - F$33,079 (Gross taxable salary) depending on experience. Programme Assistant The Programme Assistant will: * Assist in assessing project proposals, formalising funding decisions and following up on reporting by partners. * Facilitate the disbursement of funds; * Assist the Finance Officer in delegated administrative and financial tasks; * Update work plans and completed works register; * Assist in maintaining library reference resources (publications and videos) Competencies Required: Initiative, motivation, writing, numeracy and negotiation skills, team player. Minimum Qualification & Experience: A tertiary qualification in a social science and experience with a development agency in a similar role desirable. Language: A high standard of spoken and written English. The project will undertake a number of capacity building initiatives in Fiji, Vanuatu and Tonga in the areas of: (1) organisational development; (2) management training; (3) information and communication; (4) research, policy formulation and monitoring; and (5) the development and support of local volunteer schemes. The project will demonstrate practical activities for strengthening civil society organisations and promoting/supporting volunteerism within the Pacific context. A broad and lasting impact at both the community and policy level will be achieved through documentation and communication of lessons learned for application by other countries/territories throughout the region. The Project Advisory Committee is currently inviting applications from suitably qualified individuals to serve as International United Nations Volunteers in the following positions (see attached job descriptions): 1) Overall Project Coordinator, Fiji (recruiting immediately) 2) NGO Capacity Building Specialist, Vanuatu (recruiting once the Coordinator is in place) 3) Organisational Development Specialist, Tonga (recruiting after 4-12 months) Remuneration and Benefits International UNVs receive a Volunteer Living Allowance (VLA) that is intended to cover basic needs and should not be considered as a salary. The VLA ranges from US$1,000 to US$1,800 per month depending on the country of assignment and the number of dependents of the UNV specialist. Insurance coverage for life, health and permanent disability is provided free of cost to each UNV specialist. International travel (on appointment and at the end of assignment) will be provided by the UNV programme. This position serves the entire Commonwealth of the Northern Marianas (CNMI), but is located on Saipan at the Kagman Plant Industry Station. The Plant Pathologist serves under the direct supervision of the CREES Director (Cooperative Research, Extension, and Education Service) and is charged with the responsibility of assisting the College to fulfill its land grant mission by providing the following performance responsibilities: Duties and Responsibilities: NMC-CREES Research/Extension programs are interdisciplinary and require the ability of the Plant Pathologist to work as a team member to: * Identify, diagnose, and formulate integrated management strategies for plant disease/disorder problems of our public clientele using appropriate field, nursery, and/or laboratory technology; * Direct the daily operations of the Plant Diagnostic/Research Laboratory, providing support to agriculture extension and the community; * Establish research programs in plant disease epidemiology and management for important diseases affecting the CNMI; * Document, identify, and hold in permanent collection the existing plant pathogens in the CNMI and their possible natural biocontrols; * Establish and develop cooperative linkages with the public, other agriculture professionals, non governmental organizations, colleges, universities, traditional leaders, and sister governmental agencies addressing plant disease/disorder concerns on a local, regional, and/or national basis; * Provide information and research results in periodic published reports to the clientele and in refereed professional journals; * Develop and prepare grant proposals for extramural funding; * Develop and implement a program Plan of Work; * Provide scientific and technical expertise for various workshop, training, and certification programs such as the Pesticide Applicators Safety Training course given annually by CREES in collaboration with the CNMI Dept. of Environmental Quality; * Work with the CREES communications coordinator to develop educational materials and tools to support extension programs in the area of plant disease/disorders and their integrated management including publications, training manuals, videotapes, multimedia, web sites, and newsletters; * Develop a working relationship with the CREES communications coordinator and media to provide accurate and timely information on plant disease/disorder topics; and * Perform other duties as requested by the CREES Director. QUALIFICATIONS AND EXPERIENCE Applicants must have:  A degree in agricultural, biological or environmental sciences, with specialisation in disciplines underlying weed management and extension;  A knowledge of and experience with participatory methodology used in extension and in training and its use in rural settings for the transfer of weed management technology, preferably also experience of Pacific island cultures;  A knowledge of the biology and taxonomy of weeds of tropical regions of the world, weed risk analysis and weeds of the world that may be a threat to Pacific forests, natural environments and agriculture;  Good English language skills and a full range of organising, co-ordinating and personal computer (PC)-based skills. SALARY AND ALLOWANCE The starting salary for this position will be SDR 20,304 and SDR 28,440 per annum (which is equivalent to F$58,428 to FJD81,840 at the prevailing reference exchange rate of F$1.00 = .3475SDR) in the SPC Professional salary grade for staff based in Fiji. In addition, an Establishment Grant will be payable to non-residents of Fiji. SPC emoluments are not subject to income tax in Fiji at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = F$2.28. TENURE The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further period subject to performance and continued funding availability. DUTY STATION Suva, Fiji. The SPC Plant Protection Service (PPS) within its Regional Agriculture Programme, supports the development of national capacities in plant quarantine and pest management. DUTIES AND RESPONSIBILITIES Under the supervision of the Plant Protection Adviser and in collaboration with Pacific Island countries and territories and SPC staff, the Biosecurity Officer will coordinate SPC-Plant Protection Service’s programme of building and maintaining regionally harmonised, efficient and effective national biosecurity systems (quarantine services) and quarantine-related trade activities by:  Facilitating the adoption of international and regional phytosanitary and food quality standards that comply with international conventions, treaties, protocols and agreements;  Assisting with capacity building in import risk analysis and related quality assurance activities and updating of national pest lists;  Coordinating the review and amendment, if appropriate, of national quarantine (biosecurity) laws and their implementation through appropriately modified national quarantine procedures;  Developing and maintaining regionally coordinated pest surveillance and emergency response procedures and contingency plans;  Coordinating a regional public awareness campaign to increase the compliance of the travellers and traders with national biosecurity (quarantine) laws and procedures;  Communicating effectively and travelling extensively and frequently in the Pacific and possibly internationally for consultations on, and implementation of national, regional and global biosecurity issues and systems. SPC/Recruitment Notice No. 02/11 Page 2 QUALIFICATIONS AND EXPERIENCE Applicants must have:  A degree in agricultural, biological or environmental sciences, with specialisation in one or more quarantine-related disciplines;  A knowledge of the range of relevant international conventions and treaties and how they impact on trade, biosecurity, biosafety, food quality and the environment;  Substantial experience in the development and implementation and of quarantine policy and quarantine law and familiarity with quarantine procedures and border operations;  Good English language skills and a full range of organising, coordinating and personal computer (PC)-based skills It would be of advantage if applicants also possessed:  Substantial experience in consultations with the public sector and with designing quarantine related training and information materials for quarantine staff and the public;  Knowledge and experience of Pacific island cultures and a working knowledge of quarantine services in the Pacific. SALARY AND ALLOWANCE The starting salary for this position will be SDR 20,304 and SDR 28, 440 per annum (which is equivalent to F$58,428 to FJD81,840 at the prevailing reference exchange rate of F$1.00 = .3475SDR) in the SPC Professional salary grade for staff based in Fiji. In addition, an Establishment Grant will be payable to non-residents of Fiji. SPC emoluments are not subject to income tax in Fiji at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = F$2.28. TENURE The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. Initiate and service tender procedures on behalf of component managers . Its overall mission is: "To provide member countries with the scientific information and advice necessary to rationally manage the fisheries exploiting the region’s resources of tuna, billfish and associated species". The Port Sampling and Observer Supervisor is organisationally placed within the OFP Statistics and Monitoring section, and is responsible to the Fisheries Statistician for coordinating the development and delivery of appropriate training and technical support for national port sampling and observer programmes within the Western and Central Pacific Ocean (WCPO), to assist the development of scientific monitoring capability at national level. The PROCFish oceanic project component will build upon the highly regarded research and monitoring work undertaken on the main species under the 7th EDF assisted South Pacific Regional Tuna Resource Assessment and Monitoring Project (SPRTRAMP). The post is based at the Secretariat of the Pacific Community Headquarters in Noum¨¦a, but may involve considerable travel throughout the region. The Port Sampling and Observer Supervisor will coordinate the development, design and execution of port sampling and observer programmes throughout the WCPO, in accordance with project goals and objectives. The post requires a self-starter with considerable initiative, good knowledge of oceanic fisheries in the Pacific Community region, and wide experience in fishery sampling programmes and the supervision of field-oriented research. When making letters of application for the post, candidates are advised to describe their qualities in relation to the requirements of this and the previous paragraph. DUTIES AND RESPONSIBILITIES 1. Assist in the design of port sampling and observer programmes covering all major tuna fleets operating in the region. 2. Original text: French SECRETARIAT OF THE PACIFIC COMMUNITY DUTY STATEMENT TRANSLATOR (FRENCH) RESPONSIBLE TO: Manager, Translation and Interpretation Section LINE SUPERVISOR: Reviser The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages. The Translation and Interpretation Section provides linguistic services to the Secretariat of the Pacific Community in order to allow it to meet its mandate as a bilingual organisation. The Section??s main duties are to provide interpretation and translation services for regional conferences, meetings, seminars and workshops and to translate SPC??s publications and other documents. The Section also manages a terminological database and provides assistance and advice on all the linguistic aspects of SPC activities. In regards to outside organisations, the Section collaborates with the specialised branches of the UN and EU agencies on terminology. DUTIES 1. CONFERENCE TRANSLATION SERVICES a) Meetings away from Headquarters The translator participates on a rotating basis in a team that usually composed of one translator, three interpreters and one secretary. The translator provides translation at regional technical meetings attended by the heads of technical services such as fisheries, agriculture, forestry, health and the other areas of SPC activities. To do this, the translator must: ?h assume full responsibility for the translation services provided during the conference; ?h translate on a fully autonomous basis, i.e. without any revision, the conference report and other documents, such as recommendations and resolutions; ?h take part in drafting committees so as to take note of any changes made to the French version of the report or other documents, include these changes in the final version and request translation of them into English; ?h keep in close contact with the conference organisers, rapporteurs, participants and secretariat in order to ensure that work go smoothly. In particular, this can involve: ?V making sure the premises and equipment available are adequate; ?V taking part in preparatory sessions in order to determine exactly how services will be provided; ?V work closely with the rapporteurs, ask them for any clarifications needed and point out any errors to them, where appropriate; ?V in case of doubt, check with French-speaking participants to ensure that the tone and style of what they said has been correctly noted; ?V together with the secretaries, make sure that the documents to be translated are correctly sent out. ?h work closely with the interpreters and ask participants about any terminological issues. In order to accomplish these tasks, the Manager of the Translation and Interpretation Section delegates the translator with the required authority to make any decisions necessary to ensure the mission goes properly. The translator then provides the Manager with a mission report. b) Meetings at Headquarters Working conditions are basically the same, with the following modifications: ?h the designated translator assumes primary working responsibility for the translation services provided during the conference; ?h depending on the circumstances, the translator can, using good judgement and in agreement with the Reviser and Manager: ?V ask for the assistance of other translators if the workload is too heavy; ?V request that all or part of the documents be revised; ?V request the Manager??s assistance in taking care of any problems. c) Committee of Representatives of Governments and Administrations (CRGA) meetings and Pacific Community Conferences As translation services are provided by a complete team during these meetings, the translators carries our his/her duties under the supervision of the Reviser and/or Manager. However, working conditions are much more stressful as the number of speakers is much higher and the translators must often work all day and then into the early morning hours in order to complete translations in time for the drafting committee or for adoption in plenary session. 2. TRANSLATION SERVICES a) Tradexpress On a rotating basis, the translator is responsible for all requests for Tradexpress services for the period of one week. In carrying out this task, she/he must: ?h show good judgement in identifying those documents which have been incorrectly submitted to Tradexpress; ?h in such instances, tactfully explain the situation to customers and request that they follow normal procedures for the documents in question; ?h advise the Manager on any problems related to this Service; ?h after consultation with the Reviser/Section Manager, if necessary, reorganise the daily workload to meet Tradexpress requests; ?h make arrangements to be replaced whenever she/he is absent. b) Regular work The regular workload consists of extension publications; information bulletins for special interest groups; technical reports and papers; correspondence; announcements and circulars for official SPC contacts, the representatives of governments and administrations and counterparts in other regional or international organisations; information brochures or posters for the general public, and texts for audio-visual productions. The various work areas match those of the SPC, e.g. fisheries and aquacultural activities such as the pearl oyster and fish farming, agriculture, forestry, animal health and stock production, pest control, health, demography, statistics, culture, rural development, renewable energies, women??s and youth development and information and communications technology.
