Planning and Development Office
EU/USP HRD Project Co-ordinator

The University is seeking to appoint a Project Co-ordinator for its
European Union funded Human Resource Development Project. The
overall aims of the project are to improve Pacific Island country living
standards by making Pacific Islanders more skilful and able to respond
to new challenges and opportunities. Its purpose is to increase skills
in
the three key areas of tourism, public sector management and labour
and employment studies. The results of the project will include a
permanent tourism `centre of excellence` providing quality research and
training, a labour and employment studies unit and a trained public
workforce. The total cost of the project is FJD16 million of which FJD10
million is funded by the 8th EDF Pacific Regional Indicative Programme.
The project will be implemented over the period 2002-2007.
The Project Co-ordinator will report to the Project Director (Deputy
Vice-
Chancellor) through the Director of Planning and Development and will
be responsible to the DVCfor the day-to-day administrative and financial
management of the project.
Specific responsibilities of the Project Co-ordinator are as follows:
. Ensure the financial and administrative requirements of the project
are
undertaken in a timely and efficient manner, compliant with the
conditions
of the Grant Agreement, the Finance Agreement and with European
Development Fund rules and procedures
. In consultation with the DVC and component managers prepare annual
consolidated project work programmes and ensure that these are
submitted to the Regional Authorising Officer (RAO) and the European
Commission (EC) before the end of each calendar year.
. Provide support to component managers in the implementation of the
project, ensuring, in particular, that purchasing and acquittal
procedures
are properly followed.
. Initiate and service tender procedures on behalf of component managers
. Arrange and co-ordinate meetings of the Project Steering Committee
as well as arrange and service regular meetings with all stakeholders
involved with the project
. Prepare an operations manual for component managers, compliant
with EDF rules and procedures, and undertake necessary training of
manual users.
. Prepare a quarterly newsletter of project activities for circulation
to
stakeholders.
. Design and manage an internal Monitoring and Evaluation system for
the project.
. Prepare all other reports, information, and press statements required
by the RAO, the European Commission or the DVC.
. Ensure that report formats adhere to the requirements of the Grant
Agreement and are submitted to the RAO within the stated time limits.
. Prepare and manage contracts of third-party contractors.
Applicants should be suitably qualified graduates with preference for
postgraduate qualifications with at least five years of project
management
experience. Applicants should be citizens of an ACP or EU country, with
work experience in Pacific Island Countries. The successful candidate
will be a good team player with excellent communication and negotiation
skills, and be sensitive to cross-cultural and gender issues. Other

. computer software applications, including MS Word, Excel and Access.

Salary Range: F$52 940 to F$61 085 per annum

The appointee will be responsible for teaching undergraduate and
postgraduate courses both on campus and through the extension mode;
contribute to the Department`s research and publications profile; and
contribute to administrative tasks in the Department and School.
For appointment at the Lecturer level, applicants should have a good
postgraduate degree in a relevant area with relevant tertiary teaching
experience. Candidates with an excellent first degree and relevant
tertiary
teaching experience as well as a good research and publication record
may also be considered. For appointment at the Senior Lecturer level,
applicants should have a PhD with extensive tertiary teaching experience
and a good research and publication record. In exceptional cases,
equivalent experience or qualifications may be substituted for these
requirements.
Preference will be given to applicants with experience in distance
education and teaching in a developing country.
The level of appointment will be dependent on qualifications and
experience.

perform some related marking and administrative work.
Applicants must have a good undergraduate degree in Computing
Science or Information Systems and some relevant experience in tutoring
or lecturing at the tertiary level.
Preference will be given to applicants with a postgraduate degree and
tertiary lecturing experience.

Chemistry Department
Assistant Lecturer in Chemistry

The appointee will contribute to the teaching of undergraduate courses
in Chemistry and will be expected to undertake research in one of the
departmental research areas. Research interests of the department
include terrestrial and marine natural product chemistry, analytical
chemistry, food chemistry, polymer chemistry and environmental
chemistry related to the atmosphere, inland, coastal and marine water
bodies, and soils.
Applicants must have a good Bachelor`s degree in Chemistry;
postgraduate qualifications of at least an MSc in Chemistry and tertiary
teaching experience.
Preference will be given to applicants with experience in flexible
teaching
and learning techniques.

INSTITUTE OF APPLIED SCIENCES
Quality Assurance Officer

The appointee will be responsible for the development and maintenance of
the quality system at the Institute.
This will involve writing standard operating procedures and performing
internal audits of laboratory
procedures; overseeing instrument calibration and organising and
performing quality checks.
Applicants must have at least a BSc degree in an area relevant to IAS
activities (food, analytical chemistry,
environment); relevant training and substantial experience in managing a
quality system for a laboratory;
and proven ability to manage people and conduct training.
Preference will be given to applicants with knowledge of microbiological
testing quality control procedures
and occupational health and safety; and to those who hold a current
Group II driving license.
