MARINE STUDIES PROGRAMME

Lecturer in Ocean Resources Management

The appointee will teach at the undergraduate and postgraduate levels in the areas of ocean resources management; fisheries resource economics; fisheries business management; coastal area management; physical processes and ecology of coastal environments; and human impacts and degradation of marine environments. There is an emphasis on applied research, consultancy and community outreach.

Applicants must have a PhD, or a relevant Masters degree with a good publication record; experience in teaching in one of the relevant areas; good communication skills; and experience in distance education.

Preference will be given to applicants with expertise in areas of fisheries economics and integrated coastal management; experience in distance mode teaching; and the ability to work effectively in the University's multi-national and multi-ethnic environment. Strategic Action Programme for International Waters of the Pacific Islands Region

Post Title: COMMUNITY COMMUNICATIONS SPECIALIST

This position within SPREP will form part of the Project Coordinating Unit for the UNDP/GEF funded project to Implement the Strategic Action Programme (SAP) for International Waters of the Pacific Islands Region. The Programme has two main focal areas, one related to the conservation and management of oceanic resources in the South Pacific and the other focusing on integrated coastal watershed management in the 14 small island states participating in the Programme.

Responsibilities

?

The Community Communications Specialist will work under the direct supervision of the Project Manager. He/she will liaise closely with related programmes in SPREP, UNDP and other regional partners. More specifically the Community Communications Specialist will be responsible for the Communications Strategy for the Programme, particularly in relation to promoting effective public relations, raising awareness, developing educational material and disseminating information on Programme activities in rural communities throughout the South Pacific. In particular, the Community Communications Specialist will:

  • Liaise with other Programme staff, particularly the Community Assessment and Participation Specialist (CAPS) to develop and implement an appropriate Communications Strategy for the SAP;
  • Assume responsibilities for convening annual reviews of the SAP Communications Strategy;
  • Assume responsibility for communications, public relations, media liaison and the preparation of educational material relating to the activities of the SAP for community, local, national and international audiences;
  • Facilitate liaison and networking between and among the 14 participating countries , in particular the communities involved in the Demonstration Projects to be established under the SAP, the private sector, relevant regional organisations, other relevant organisations, non-governmental organisations, key stakeholders and other individuals involved in project implementation;
  • Provide technical advice during the development, implementation and monitoring of Demonstration Projects to both the staff of the SAP and to communities;
  • Work with the Community Assessment and Participation Specialist (CAPS) to promote public awareness of economic and social approaches to resource allocation necessary for sustainable development and successful SAP implementation;
  • Collect and disseminate information related to SAP implementation; and
  • Other related activities required from time to time.

Desired Qualifications and Experience

The selected candidate will have a balanced combination of the following:

  • An university degree in communications, journalism or a related field with applied experience in environmental science or a related discipline (e.g. applied marine science, coastal management) with emphasis on resource management and community relations;
  • At least six years of professional experience in the region;
  • Demonstrated association with resource conservation and management and community liaison in island communities;
  • Demonstrated technical and project delivery skills;
  • Demonstrable excellent verbal and written communications skills, both at a technical level and in the preparation of information intended for broad dissemination to community groups, particularly remote communities, technical audiences and the general public;
  • Previous experience in the delivery of regional/multi-country projects, as well as experience with funding organizations such as the GEF;
  • Excellent working knowledge of English. Familiarity and knowledge of participating countries and their languages would be an advantage;
  • Demonstrated experience in multi-disciplinary teams with a capacity to travel extensively in the South Pacific and be highly motivated; and
  • Familiarity with the goals and procedures of international organizations, in particular of the GEF implementing agencies (UNDP, UNEP, World Bank) and of SPREP and other regional organizations in the Pacific.

Other essential requirements include: the ability to manage the work of consultants; a proven ability to work as part of an inter-disciplinary and/or multi-cultural team; the ability to meet project deadlines, often under difficult circumstances; and an ability to live and work within Pacific island communities. Applicants with a direct experience of coastal and marine issues in the Pacific region, as outlined in the SAP, will be highly regarded.

Terms and Conditions

Duty Station:?Apia, Samoa

Duration:?The initial term is three years, with a possible renewal for a further period depending on availability of funds and standard of the officer’s performance during the first term.

Grade:?Appointment will be at either Project Officer or Adviser level of SPREP’s authorised salary scale for professional contract staff.

Salary:?The basic salary range for this position is expressed in International Monetary Fund Special Drawing Rights (SDRs). The salary range is from 16,316 SDRs to a maximum of 29,275 SDRs, depending on the successful applicant’s qualifications and experience. From 1 July 2001, the equivalent salary in Samoan tala is SAT72,394 to a maximum of SAT129,893 per annum.

A Special SPREP Meeting on 26 November 1999 decided that SPREP professional contract staff be awarded an interim salary adjustment, effective from 01 January 1999, to be in line with other CROP organisations. The interim adjustment applicable to the basic salary for this position is from 1,846 SDRs per annum on the minimum salary to 3,311 SDRs per annum on the maximum salary, subject to change pending the outcome of the remuneration review process currently underway and expected to be determined at a future SPREP Meeting. Please also note that other allowances which are based on a percentage of salary will also be adjusted in accordance with the interim salary adjustment.

Adjustments:?Professional contract salaries and expatriate allowances are adjusted every six months based on a moving average in the value of the SDR relative to the Samoan tala (SAT) for the six months period immediately preceding the date of the review. Remuneration is paid monthly in WST equivalent. The SDR/Samoan Tala rate applicable from 1 July 2001 is 1SDR = 4.437 Tala. The international currency exchange rate at the time of writing is approximately USD1.00 = SAT3.53.

Term:?The term begins from the day the appointee leaves his or her home to take up the appointment.

Appointment is subject to a satisfactory medical examination, as well as a 6 months’ probationary period.

Termination is by way of either (i) completion of term of contract or (ii) by way of one month’s notice by either party.

For professional staff recruited within Samoa, outside of Apia, the following applies:

Removal Expenses:?SPREP will meet certain appointment and termination expenses for professional contract staff recruited from outside Apia, Samoa, including transport and accommodation enroute for the appointee and accompanying dependent(s) between home and Apia and return by the shortest and most economical route. This includes:

- economy class airfares; and

- reasonable cost of packing, insuring, shipping and unpacking furniture, household and personal effects as follows:

- 6m3 for the staff member;

- 2m3 for dependent spouse;

- 1m3 for each dependent child; and

- up to 20 kilos of excess baggage per person.

Establishment Grant:?A lump sum, once-only establishment grant of WST2,060 is payable upon arrival in Apia.

Temporary?On arrival in Apia, the appointee and dependent(s) are entitled to Accommodation temporary accommodation at a suitable hotel or other fully furnished
and Assistance: accommodation for up to 5 working days.

Appointee will be assisted to settle into Apia. This will include help in finding suitable rented accommodation.

For expatriate professional staff, the following also applies:

Location allowance: Appointee is entitled to receive a location allowance of 5% of basic salary.

Education A reimbursable education allowance up to a maximum of WST10,788
Allowance: per child per annum, with a maximum of $32,364 per family per
annum to assist with actual education costs of employee’s dependent
children. This includes tuition fees, boarding fees, compulsory extra-
curricular activities organised by school authorities and any necessary
private language tuition. This allowance is subject to periodic reviews.

School Holiday?One return economy class airfare between the place of education and
Travel: Apia each year (except the last) to enable a child being educated
outside Samoa to visit parents.

Home Leave Travel:?One return economy class airfare home for each completed year of service except the last year, for the appointee and dependent(s).

Repatriation?Upon completion of the contract, the appointee is entitled to a
allowance: repatriation allowance equivalent to two week’s salary, upon
completion of contract.

For ALL professional contract staff, the following applies:

Cost of living diffe- Appointee is entitled to a cost-of-living differential allowance to reflect
rential allowance: the differential in the cost of living between Suva and Apia. This
allowance will be reviewed annually and adjusted provided a move-
ment of at least plus or minus five percent has occurred in the index in
the period since the last review.

Housing:?A rental assistance supplement of 18% of basic salary is a component of remuneration for all professional contract staff. This supplement is reviewed annually and adjusted on relative movement in the rent index.

Annual Leave:?25 working days a year.

Sick Leave:?36 working days a year, up to a maximum accumulation of 108 days.

Other Leave:?Provisions also exist for maternity, compassionate and special (without pay) leave.

Duty Travel:?SPREP meets travelling expenses at prescribed rates necessarily incurred by staff required to travel away from Apia on official business.

Personal Accident?All employees are covered by SPREP’s 24 hour Personal Accident
Insurance: Insurance Policy.

Medical Insurance:?All employees and their dependents are entitled to have all reasonable medical, dental and optical expenses met by SPREP or by SPREP’s medical insurance scheme.

Superannuation: An expatriate contract staff member will receive a superannuation allowance of 7% of basic salary. For local contract staff, SPREP will pay 7% of basic salary to the National Provident Fund.

Definitions: "Dependent" means the financially dependent spouse or dependent child of an employee.

"Dependent child" means an employee’s unmarried and financially dependent child who is:

- under the age of 16 years; or

- under the age of 19 years if undertaking full-time study at a secondary school; or

- under the age of 22 years if enrolled and undertaking full-time study at a university or other tertiary institution; or

- mentally or physically incapacitated.

General:?Appointment will be under the terms and conditions of SPREP’s Staff Regulations, a copy of which will be made available to the successful applicant.

GENERAL DESCRIPTION:? The University of Guam is looking for faculty who
are in their early to mid-career

NATURE OF TENURE TRACK POSITION:? This position is a tenure track

MAJOR RESPONSIBILITIES:? This position? is a 12 month faculty
position.? The faculty who fills this vacancy
will have as their major assignment the role of "Extension Food Science
Specialist" within the Guam Cooperative
Extension Service, College of Agriculture and Life Sciences. The
assignment involves Extension program
development and delivery based on community issues and needs
specifically in food processing, food technology,
and food science.? In addition, the employee is expected to perform
other roles including:?? Resident Instruction
(credit bearing) teaching responsibility for one or more courses per
semester may include the topics of nutrition,
food science, food technology, food safety, or closely related
subjects.? The candidate will also assist in the
Consumer and Family Sciences curriculum development and revision, and

QUALIFICATIONS:

foreign equivalent in food science, food

through publications and oral presentations.

SALARY LEVEL:? Salary will be commensurate with qualifications and

Eco-Consult Pacific is inviting expressions of interest from specialists for the following consultancies in the Marshall Islands.

1 HUMAN RESOURCES SPECIALIST

The Human Resources Specialist will become one of the fulltime staff members of the SEDP Project. He/She will be responsible for the development of the Human Resources Development Master Plan within the framework of the broad strategies laid out in Vision 2018. He/she will work in collaboration with the Health Planner and other Members of the SEDP Team of Experts. In this role the HRD Specialist will be expected to accomplish specifically the following tasks.

  1. Thoroughly review the existing Ministry of Health Services 15 years Strategic Plan and the Ministry of Education Strategic Plan against the broad Education and Health and Population development strategies identified in Vision 2018 as well as the relevant Goals, Objectives and Strategies identified in the " Vision 2018: Broad Framework Presented in a Matrix" and formulate revisions as necessary and appropriate in order to bring the respective Strategic Plans into conformity and consistency with the board strategies in Vision 2018.
  2. Incorporate in an appropriate manner the revised Ministry of Education and Ministry of Health Services Strategic Plans into the new HRD Master Plan.
  3. Based on the broad strategies identified in Vision 2018 and the associated Broad Matrix, develop policies, programs and projects for the development of human resources in the Republic of the Marshall islands for the next fifteen areas in the areas of non-formal education, vocational skills, women and youth, sports, culture and heritage, Non-Governmental agencies, Community Development and Spirituality.
  4. Estimate the costs of the programs and projects identified under "ii" and "iii" above using them to arrive at the total estimated cost of the HRD Master Plan for the next fifteen years.
  5. Undertake any other tasks assigned.

Duration: estimated 6 months, with possible extension to1-2 years

2. Expert in Fisheries Development

The expert in Fisheries Development will be responsible for the formulation of the Agriculture section in the Master Plan on Natural Resources development which deals with Agriculture, Fisheries, Tourism and Manufacturing. In this capacity the expert will be specifically responsible for the following tasks.

    1. Based on the broad goals, objectives and strategies identified in Vision
    2. 2018 and the associated Consolidated Matrix, formulate strategies, policies, programs and projects for the systematic development of the Agriculture sector in the Marshall Islands over the next fifteen years;

    3. Identify institutional mechanisms, human resource requirements and the infrastructure services needed for the implementation of the Agriculture development plan identified under "i" above;
    4. Prepare projections of costs involved in the implementation of the Agriculture development plan for the next fifteen years;
    1. Undertake seminars, workshops, meetings etc, with the Stakeholders as necessary for the successful completion of the TORs; and
    2. Undertake any other responsibilities assigned.

3. Expert in Manufacturing Development

i. Thoroughly review the 15-Year Health Strategic Plan against the broad goals, objectives and strategies identified in the Vision 2018 and the associated Consolidated Matrix, and develop any revisions that may be needed to bring the existing Health Strategic Plan into conformity with Vision-2018;

    1. Thoroughly review the basic assumptions underlying the financing plan proposed for the existing Health Strategic Plan and prepare a revised financing plan for the new Health Strategic Plan as revised under "i" above and to present a "balanced" financing plan;
    2. Identify the institutional mechanisms and procedures needed to implement the Revised Health Strategic Plan;
    3. Undertake any seminars, works shops and other meetings as may be necessary to successfully complete the assigned TORs; and
    4. Undertake any other tasks assigned.

DUTY STATEMENT


INTERPRETER / TRANSLATOR (English)


Responsible to : Manager, Translation and Interpretation Section.


GENERAL

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.

The Translation and Interpretation Section provides linguistic services to
the Secretariat of the Pacific Community to assist it in fulfilling its
mandate as a bilingual organisation. The Section??s main duties are to
provide interpretation and translation services for regional conferences,
meetings, seminars and workshops and to translate SPC??s publications and
other documents. The Section also manages a terminology database and
provides assistance and advice on all the linguistic aspects of SPC
activities. In regards to outside organisations, the Section collaborates
with agencies such as the UN and EU on terminology and is a member of
JIAMCATT.


DUTIES AND RESPONSIBILITIES

1) Conference Services

Based on the team leader??s general instructions, the
interpreter/translator provides interpretation services at regional
technical conferences in SPC??s work areas and at the Committee of
Representatives of Governments and Administrations and the Conference of
the Pacific Community. The Interpreter/Translator:

?? provides simultaneous interpretation from a booth to approved standards
from French to English and vice versa; and
?? may be required to provide whispered or consecutive interpreting
services outside plenary sessions.

At conferences held outside Headquarters, the Interpreter/Translator may
be called on to translate documents into English.

Interpreters/Translators lead the team on a rotational basis.

2) Escort Interpreting

The Interpreter/Translator may occasionally be required to provide escort
interpretation services in consecutive or whispered modes for dignitaries
or experts.

3) Translation Services

The workload consists of extension publications; information bulletins for
special-interest groups; technical reports and papers; correspondence;
announcements and circulars for official SPC contacts, the representatives
of governments and administrations and counterparts in other regional or
international organisations; information brochures or posters for the
general public; and texts for audio-visual productions. The various work
areas match those of the SPC, e.g. fisheries and aquacultural activities,
such as pearl oyster and fish farming; agriculture; forestry; animal
health and stock production; pest control; health; demography; statistics;
culture; rural development; renewable energies; women??s and youth
development; and information and communications technology.

?? The Interpreter/Translator works in close collaboration with the
English translator. These translations must be to a standard requiring
little or no revision. As a general rule, the English Translator and
Interpreter/Translator re-read or revise each other??s texts.

?? The Interpreter/Translator contributes to building-up the Section??s
terminology resources and acquiring reference documents.

?? The Interpreter/Translator responds to requests for terminology
information from SPC, other organisations or the general public.


QUALIFICATIONS AND EXPERIENCE

Very important

?? Excellent command of English (mother tongue) and thorough knowledge of
French.

?? University degree in interpreting, qualifications from a recognised
school of interpreting or a university degree in a related field combined
with extensive professional interpreting experience.

?? Minimum of five years?? professional interpreting experience in an
international organisation or the public service or as a freelance
interpreter working mainly with international organisations. Given that,
due to the composition of member countries, most interpretation is into
French, the incumbent should have English as Language A and French as
Language A or very strong B.

?? Translation experience in an international organisation or the public
service or as a freelance working mainly with international organisations.

Important

?? Demonstrated ability to interpret and translate often highly technical
material accurately; excellent vocabulary coupled with a keen sense of
semantics; thorough understanding of syntax and style.

?? Ability to revise translations into English.

?? This position requires initiative, good judgement and strong team
spirit, along with the qualities required to fit harmoniously into a group
comprising colleagues from a wide range of cultural backgrounds.

?? Familiarity with and personal commitment to the objectives of
international organisations.

?? Ability to use a word processor and terminological data bases will be
an advantage.

?? Candidates should note that the Secretariat of the Pacific Community
operates in a Microsoft Office computer environment.


SALARY, TERMS AND CONDITIONS


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 3,234 per month (which
is equivalent to CFP 538,429 francs at the prevailing reference exchange
rate of 1 SDR = CFP 166.49 francs) in the SPC S1 salary grade. In
addition, an Establishment Grant will be payable to non-residents of New
Caledonia. SPC emoluments are not subject to income tax in New Caledonia
at the present time. The international currency exchange rate at the time
of writing is approximately USD 1.00 = 142 francs CFP.

TENURE

The appointment will be for a period of three years in the first instance,
subject to a one-year probationary period. The contract may be renewed for
a further three years subject to performance and continued funding
availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following
deductions from basic salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of
active duty.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors?? fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Noumea-based staff contribute six per cent of basic salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised dependants,
and reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.

EDITOR (ENGLISH)

RESPONSIBLE TO: Manager, Publications Section

GENERAL

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.


DUTIES AND RESPONSIBILITIES

1. The main duties are to :

(a) edit SPC publications (both print and electronic forms) in English,
improve clarity, consistency and accuracy, and ensure publications meet
the needs of target audiences;
(b) oversee the overall production process in close liaison with Programme
staff, including layout and graphic design services, quotations, printing
and distribution;
(c) provide professional and technical advice to SPC Programmes on format,
length and content of publications, as well as the choice of medium;
(d) conduct writing and editorial training sessions for SPC staff;
(e) ensure corporate requirements are met, with respect to production and
distribution of SPC information materials; and
(f) develop, maintain and update corporate webpages and other corporate
electronic publications.


2. Other duties include the following:

(a) rapporteur for the meetings of the Conference of the Pacific Community
and its committees, and for other meetings as required;
(b) write articles or publications;
(c) provide general information on the organisation and its activities to
media and the public;
(d) perform other duties as the Manager, Publications Section, may
require.


QUALIFICATIONS AND EXPERIENCE

Applicants for this position should have:

?? ability to edit and write a wide range of materials, for a variety of
target audiences;
?? a degree or other relevant qualification from an English-speaking
institution;
?? at least five years experience in editing and publishing in the English
language;
?? English as their first language; a good working knowledge of French is
desirable;
?? good general knowledge of the Pacific Islands;
?? Ability to work well under pressure;
?? Ability to work as part of a small team in a large organisation;
?? ability to work in a multi-cultural and gender-sensitive environment;
and
?? familiarity with Microsoft Office.

The following are highly desirable:

?h Familiarity with electronic publishing (CD-ROM and Web page
production), layout and desktop publishing;
?h Experience in an information and communication role;
?h Ability to rapporteur under pressure.

Shortlisted candidates will be required to take an editing test.


SALARY, TERMS AND CONDITIONS


SALARY AND ALLOWANCES

The starting salary for this position will be SDR 2,868 per month, which
is currently equivalent to CFP 477,493 francs per month in the SPC PO5
salary grade. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 142
francs CFP.


TENURE

The appointment will be for a period of three years in the first instance,
subject to a one-year probationary period. The contract may be renewed for
a further three years subject to performance and continued funding
availability.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following
deductions from basic salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of
active duty.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC??s Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors?? fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Noumea-based staff contribute six per cent of basic salary
to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised dependants,
and reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the workplace.

South Pacific Regional Environment Programme (SPREP)

Vacancy: CLIMATE CHANGE ADAPTATION OFFICER

Applications are invited from nationals of SPREP member countries to assist Pacific Island countries protect and improve their environment to ensure sustainable development, specifically to understand and respond to climate change, variability and sea level rise. Part of this project is to execute a Canadian International Development Agency (CIDA) project, "Integrated Approaches for Capacity Building to Enable the Development of Adaptation Measures in Pacific Island Countries". The successful candidate is primarily responsible to coordinate and manage the project; facilitate meetings/workshops/training programs at all levels; liaise with regional and international partners to extend the impact and sustainability of the project outputs; establish a Technical Advisory Group and advice the Secretariat; design and advice tools for capacity building in assessment of and adaptation to climate change; test and implement guidelines to incorporate climate change adaptation into development plans, policies and projects; and provide relevant advice and assistance to related projects and programmes within SPREP.

Required Qualifications and Experience

Candidates must have appropriate tertiary qualifications (with post-graduate qualifications in a relevant field) with at least 5 years’ work experience, preferably within the Pacific islands region, in climate change related activities. Other essential requirements are: substantial experience in the social, economic and environmental aspects of adaptation to climate change; substantial experience in participatory methods of project development and implementation, community assessment and public education; experience within community structures in Pacific Island countries; proven ability to manage training/technical assistance programs, proven ability to work with a diverse range of interested stakeholders, eg, government officials, communities, private sector and aid administrators; and ability to travel sometimes to remote locations. Applicants with a demonstrated interest/involvement in island issues, excellent communication skills in English, with familiarity and knowledge of a second language will be highly regarded.

Conditions

Appointment will be at the Project Officer/Adviser Level of SPREP’s authorised salary scales for contract staff. The package will include annual return airfares, a housing subsidy and other benefits. SPREP remuneration may be tax-free depending upon circumstances. The appointment will be for a fixed term of 2 years with a possibility to renew for a further period depending on the skills required by members, the officer’s performance and availability of funds.

SCIENTIST/SENIOR SCIENTIST - PACIFIC OFFICE




1.????? ICLARM invites applications from scientists with broad experience in research for sustainable management of inshore fisheries resources, e.g. through responsible aquaculture, stock enhancement, marine protected areas or other interventions to improve productivity. The appointment will be within ICLARM's Coastal and Marine Resources Research Program and based at the Secretariat of the Pacific Community (SPC) in Noumea, New Caledonia under a joint contract with SPC.


BACKGROUND

  1. ICLARM conducts research on the sustainable use and conservation of living aquatic resources for the benefit of the poor in developing countries. ICLARM places special emphasis on fisheries associated with coral reefs in small island developing states and has been conducting research on ways to increase the productivity of high-value coral reef species in the Pacific since 1986. These research projects have included farming and restocking of giant clams; transfer of methods for culturing blacklip pearl oysters, based on wild spat, from the Eastern to the Western Pacific; propagation and restocking of sea cucumbers, capture and culture of postlarval coral reef fish; combined culture of trochus and giant clams; effects of a marine protected area (MPA) on stocks of valuable coral reef invertebrates; and effects of run-off from logging on inshore habitats. Most of this research has been done in Solomon Islands but ICLARM is now diversifying its activities in the region and conducting projects in several Pacific Islands. From now on, ICLARM will co-ordinate all its projects in the Pacific from a new office at the SPC.

    THE POSITION

  2. ICLARM is seeking to appoint a Scientist/Senior Scientist to lead our research in the Pacific. The main duties will be:
    • To supervise the active projects from the list above, which are located either at ICLARM's field station in Solomon Islands (giant clams, pearl oysters, post-larval fish and MPA), New Caledonia (sea cucumbers), Tonga (pearl oysters) or PNG (post-larval fish).
    • To identify and prioritise strategic and researchable issues for increased, sustainable fisheries production from coral reefs and other inshore habitats, in consultation with SPC, other regional organisations and Pacific Island nations.
    • To prepare proposals to development agencies for agreed research priorities and to supervise the new projects.
    • To collaborate with other scientists at ICLARM to implement the components of their projects relevant to the Pacific, e.g. the activities of the International Coral Reef Action Network (ICRAN).
  • To maintain ICLARM's official relationships with the Governments of New Caledonia and Pacific Island nations. The position will report to the Leader of the Coastal and Marine Resources Research Program at ICLARM under the terms of the Memorandum of Agreement between ICLARM and SPC for this post and will be offered for three years in the first instance.

QUALIFICATIONS

The appointee is expected to have a Ph.D., excellent skills in design and analysis of large-scale sampling programs and field experiments, and experience in one or more of the following research areas: coastal aquaculture, restocking/stock enhancement, fisheries stock assessment, marine protected areas. A strong publication record, proven leadership and management of projects, ability to collaborate with other research and management agencies, experience in preparing grant proposals, fluency in English (ICLARM's working language) and good communication skills are also essential. Ability to speak French would be an advantage.

EXTENSIONIST

The Secretariat of the Pacific Community (SPC), wishes to appoint a person to a new position of Extensionist within its Plant Protection Service based in Suva, Fiji Islands. The SPC is a technical advisory, training and research organisation serving 22 Pacific Island countries and territories. It currently has more than 230 staff members at its two centres in Noumea, New Caledonia and in Suva, Fiji Islands. SPC uses English and French as its official working languages. English is the principal working language of SPC-Suva, Fiji Islands.

The SPC Plant Protection Service provides advice, training, materials, information and other services to support the development of national capacities in plant quarantine and pest management in 22 Pacific island countries and territories.

Pest Management in the Pacific (PMP) is a project of the SPC Plant Protection Service and is funded jointly by aid agencies of Australia (AusAID) and New Zealand (NZODA).

Position

Reporting to the Plant Protection Advisor, and in collaboration with national extension services and NGOs in the countries concerned, the Extensionist will work with the SPC Plant Protection Information Service to assist with the effective transfer of appropriate plant protection technology, knowledge and skills to relevant community target groups. An important component of the work will be the social characterisation of rural communities with a view to improving the adoption of new technology. The Extensionist is expected to travel extensively in the region and, in collaboration with national authorities, develop and implement appropriate participatory extension programmes for identified target groups.

Duties and responsibilities

  1. Develop training and extension procedures and extension materials, in collaboration with SPC plant protection specialists, national authorities and NGOs, for the delivery of information, skills and technology to target groups to increase the adoption by farmers of sustainable pest management practices for general and high priority pests.
  2. In co-operation with national plant protection and quarantine services and other appropriate national authorities, facilitate the development of national plant protection and quarantine public awareness programmes and the adoption of global standards and trade facilitation practices.
  3. Study and characterise rural communities and identify appropriate target groups for the purpose of designing culturally appropriate extension materials and methodologies to transfer plant protection technology.
  4. Provide culturally sensitive training for national extension services, NGOs and community leaders in extension methodology and the design of appropriate extension materials.
  5. Conduct evaluations and facilitate independent conduct of evaluations on the effectiveness of extension materials and methods for the transfer of plant protection technology and quarantine procedures and awareness.
  6. Co-ordinate a small extension team and collaborate closely with other components of the SPC Plant Protection Service.
  7. Carry out other extension work as directed by the Plant Protection Adviser.

Qualifications and experience

Essential:

  1. either?a degree and experience in social anthropology and familiarity with the social structure of different rural communities preferably amongst the Pacific Islands; or, a degree in agriculture or environmental science or biological sciences or in information science with extensive experience in extension and skills in participatory extension practice preferably in the Pacific region;
  2. demonstrable skills in the development of participatory social or agricultural or environmental extension programmes in developing countries preferably in the Pacific region;
  3. a high level of proficiency in English language;
  4. experience of PC-based LAN, Internet and MS Office systems;
  5. Desirable:

  6. knowledge of the social structure of Pacific island rural communities;
  7. knowledge of / experience in identifying sociologically distinct farming systems / groups and designing appropriate extension materials;
  8. some experience of plant protection and knowledge of the importance of quarantine services;
  9. knowledge of desktop publishing; experience in editing technical publications & brochures;
  10. experience in writing and speaking English to communicate with Pacific communities that use English as a second language.

Conditions Of Service

The salary will be in the range FJD 54,599 - 71,515. Entry level will depend on qualifications and experience. SPC salaries are currently under review. Rental assistance of FJDl,170 per month will be provided and an establishment grant will be payable to non-residents of Fiji. Removal and repatriation expenses for appointees and families are paid by SPC. SPC emoluments are not subject to income tax in Fiji at the present time. The currency exchange rate at the time of writing is approximately USD 1.00 = FJD2.10.

Appointment is for a period of three years in the first instance, subject to the satisfactory completion of a one-year probationary period. The duty station is Suva, Fiji Islands. Leave will accrue at the rate of 25 working days per annum. Sick leave is 30 working days per annum. SPC's Staff Medical Insurance is a contributory scheme. The appointee will be eligible for membership of the SPC's Staff Provident Fund. Staff contribute eight percent of basic salary to which SPC adds a matching contribution.

The Galapagos Archipelago contains some of the most unusual and fascinating
species in the world. 95% of its original plant and animal species still
survive. But human introductions of invasive species have greatly endangered
the archipelago.? The Charles Darwin Foundation for the Galapagos
Islands is working to develop methods of control and removal of these
invasive species through scientific investigation. Work includes research
on plants, insects, and vertebrates.? Through such research, combined with
education, training, advisory services and collaboration with the local
community, the Charles Darwin Foundation and the Galapagos National Park
Service are working to conserve the unique ecosystems that still exist in
these islands.? In the four decades that the Foundation and the Galapagos
National Park have existed, there have been important successes in control
and eradication of alien species and ecological restoration, for example
through captive breeding and repatriation of giant tortoises.

The Charles Darwin Foundation is currently going through a process of
restructuring and institutional strengthening. We are seeking an EXECUTIVE
DIRECTOR to join our institution, based at our headquarters, the Charles
Darwin Research Station in Galapagos, Ecuador. The successful applicant
will be responsible for overseeing all CDF operations locally, nationally
and internationally, while leading the CDF through a period of important

DUTY STATEMENT


AQUACULTURE ADVISER


The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 230. SPC is officially bilingual, with English and French being the working languages.

The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine Resources Division, with a current staff complement of 25. Its mission is: "To provide a regional support service that assists Pacific Islanders in identifying the status, and optimising the long-term social and economic value, of small-scale fisheries and aquatic resource use in Pacific Island waters."

The Aquaculture Adviser will manage the new SPC aquaculture programme. The broad aim of SPC in this initiative is not to set up just another Pacific Island aquaculture development project, but to provide support and information to governments, investment authorities and the private sector in planning aquaculture activities that are both economically and environmentally sustainable - information to enable the assessment of realistic prospects, to avoid the pitfalls of the past, and to take into account the experiences of other island countries.

The Aquaculture Adviser will manage the work program of the Aquaculture Section and will be responsible directly to the Director of Marine Resources but will also maintain close working relationships with other organisations collaborating in the Pacific Islands Regional Aquaculture Strategy and other SPC Coastal Fisheries Sections.

The post requires a self-starter with considerable initiative, accustomed to working in new situations in new countries and comfortable collaborating with people from all levels of Pacific Island society, from the community to the senior government level.


DUTIES

  1. Maintain a regional network of contacts as a means of exchanging ideas, knowledge and experience on Pacific Island aquaculture issues including:
  • developing information sources for a new SPC Aquaculture Special Interest Group News Bulletin; and
  • establishing a regional information base of aquaculture activity in SPC member countries and territories, covering enterprises, government activities, aquacultured species, relevant legislation, and production;

2.????? Maintain collaborative working partnerships with other agencies, including other Council of Regional Organisations in the Pacific (CROP) agencies, and the International Center for Living Aquatic Resources Management (ICLARM);

3.????? Advise and assist Pacific Island government departments and private sector operators, as appropriate, in the establishment of environmentally and economically sustainable aquaculture, including:

  • assisting Pacific Island governments and private sector to assess aquaculture investment proposals and projects; and
  • assisting Pacific Island governments and communities to draw up practical plans, policies or regulations governing aquaculture;

4.????? Based on this fieldwork in member countries and territories, and other reports and contacts, collect and compile existing and new information on aquaculture activities, and produce reviews and reports for the benefit of local, national, regional and international planning processes;

5.????? Under the supervision of the Director of Marine Resources, manage expenditure and activities addressing the aims of current projects implemented in partnership with national and international funding agencies and foundations, and continue to develop new project proposals in order to address future objectives of the section, according to the mandate and guidance provided by SPC member governments and administrations.

6.????? Report, through the Director of Marine Resources, to AusAID on activities funded under the SPC Regional Aquaculture Programme project.


QUALIFICATIONS AND EXPERIENCE

Essential

  • A University postgraduate or equivalent qualification in a field relevant to aquaculture;
  • At least 8 years employment in fields relevant to Pacific Island aquaculture practice and policy;
  • Experience in the validation and design of major projects;
  • Experience in working with Pacific Island private sector and government staff at all levels;
  • Evident willingness to travel and undertake overseas assignments in SPC member countries
  • Experience in reporting against project work plans, and managing project expenditure;

Desirable

  • Experience of working in a Pacific Island fisheries department

English and French are the two official languages of the organisation. Ability to speak one or more of the Pacific Island region's approximately 1,110 languages will also be taken into account.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 3,469 per month (which is equivalent to CFP577,554 francs per month at the prevailing reference exchange rate of 1 SDR = CFP 166.49 francs) in the SPC S2 salary grade. In addition, an Establishment Grant will be payable to non-residents of New Caledonia. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = 139 francs CFP.


TENURE

The appointment will be for a period of three years in the first instance, subject to a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.

ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following deductions from basic salary:

Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of active duty.


SICK LEAVE

Thirty working days per annum.


MEDICAL BENEFITS

The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most direct/and or economic route for the appointee and recognised dependants, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the workplace.

WOMEN'S AND CHILDREN'S HEALTH PROJECT

International Development Support Services (IDSS), a subsidiary of Oxfam Community Aid Abroad, seeks the following personnel for this five-year AusAID funded project which is in its third year of implementation.

Field Level Support Team Coordinator (2 years)

Based in Port Moresby the Coordinator will be responsible for the consistent and effective operation of four Field Level Support Teams. Responsibilities include planning and managing the operation of the teams; coordinating the involvement of National Department of Health staff in support visits, coordinating support of specialist advisors and liaison with senior staff involved with donor assisted programs. Qualifications in Public Health or Health Management are desirable. Experience of managing an integrated health service in a geographically dispersed area will be well regarded.

Women' and Children's Health Advisor/Team Leader (2 years)

Based in a rural location, the Advisor will be responsible for the leadership and direction of a small Support Team. Responsibilities include providing technical direction, support and advice in the planning and delivery of a broad range of Family Health Services in a primary health care setting, negotiating with Provincial Health Advisors, Hospital CEOs and District Health Managers and advising and supporting in-service training sessions for health workers. A Qualification in Nursing/midwifery or paediatrics is essential together with experience in the delivery and supervision of training and health care services, preferably in remote areas or in a rural, primary health care setting. Post graduate qualifications in Public Health or Women's and Children's Health will be well regarded.

Women's and Children's Health Advisor, Bougainville (2 years)

The Advisor will be responsible for the leadership and direction of a small team working in Bougainville province and will provide technical direction, support and advice in the planning and delivery of a broad range of Family Health Services. Tertiary qualifications, including a post graduate qualification in Women's and Children's Health and/or public health are essential together with experience in the delivery and supervision of training and health care services.

Community Health Advisor (2 years)

The Advisor will be responsible for the implementation of the Community Action and Participation Program and management of the NGO Grant Scheme and Community Health Liaison Officers. Current or recent PHC, nursing/midwifery or community development experience, experience in community development and experience in the supervision and management of personnel are essential.

Nutrition Advisor (2 Years)

Located in Port Moresby the Advisor will be responsible for implementation of the Project's nutrition program activities. Graduate qualifications in Nutrition essential.

Immunisation /EPI Advisor

Project Titles: Family Planning & Reproductive Health: Vanuatu & Kiribati (RH / FP)

Youth to Youth Peer Counselling in Promoting Reproductive & Sexual Health (Y2Y)

Project Background

In 1996, two local NGOs in the Pacific Island Nations of Kiribati and Vanuatu (FSP Kiribati and FSP Vanuatu) began work to design programmes that would effectively respond to country health statistics showing poor sexual and reproductive health indicators (high birth rates, IMR, MMR, LBW, high adolescent birth rates, high STI rates, high total fertility rates), low use of family planning methods and reports of local communities and youth requesting information to increase their awareness and knowledge of RH/FP. Working together with their UK-based partner, Just World Partners (JWP), and their regional secretariat, FSPI, a proposal was developed with the goal of improving the reproductive health of selected communities in Kiribati and Vanuatu. Towards the realisation of this goal, these objectives were set:

  • Increase the ability of community members targeted by the project activities to make informed decisions regarding RH and FP issues as a result of increased awareness and knowledge of RH and FP.
  • Improve access to and utilisation of comprehensive, high quality RH/FP care in rural areas which include not only FP services, but also maternal, infant, and adolescent health programmes and reproductive tract infections, STIs and HIV/AIDS services;
  • Design and implement an integrated, collaborative and comprehensive reproductive health programme in Kiribati. Fulfilling this objective will help the MOH and FP and FSPK to increase the quality and number of RH services provided in rural areas.

These objectives were to be met through tasks centred around community awareness and education activities, training of trainers, IEC development and distribution, KAP surveys, networking and collaborating with the MOH and other NGOs, service delivery improvement through better co-ordination and improved access, promoting youth development and monitoring and evaluation activities.

Under the guidance of JWP this proposal was submitted to the UK Lottery and has been generously supported since July of 1998 (due to delayed disposal of funds to Pacific countries the project did not actually begin delivering services until 1 November, 1998).

During this same time funding was being sought for another key Pacific priority area: youth, and to serve as match funding for the UK Lottery proposal. To supplement and strengthen the activities of the UK Lottery RH/FP project a Youth to Youth Peer Counselling program, focused on RH/SH/FP was submitted under the guidance of FSPI to NZODA. This project was funded with the goal of enabling adolescents to have improved access to sexual and RH information, services and products, and began in February of 1999. Two objectives lead the project:

  • Develop RH/FP counselling expertise and training services to be provided to the MOH and FP community leaders in South Tarawa, Kiribati;
  • Develop teams of youth peer counsellors in South Tarawa, Kiribati (15) and Port Vila, Vanuatu (20) to help inform other young people of RH/FP issues.

Evaluation Background

?

The three-year UK Lottery-funded Reproductive Health and Family Planning (RH / FP) project operates in two countries, Kiribati and Vanuatu, and is implemented by the two FSP offices in those countries (FSP Kiribati and FSP Vanuatu respectively). The project was documented to start in July 1998, however, a delay in the release of funds meant that activities did not start until November 1998. The original close date of the project was due to be July 2001, however, this was extended until October 2001.

The FSP Vanuatu (FSP V) programme delivers awareness and information about RH / FP and other related health priority issues to beneficiaries living in rural villages within two target areas on the islands of Santo and Tanna. The FSP Kiribati (FSPK) programme seeks to improve awareness and information at community level regarding RH / FP in Kiribati.

The New Zealand-funded Youth to Youth in Health (Y2Y) project began in each country in February 1999 with the aim of improving the RH / FP awareness and education of youth so that they might better be able to access services.

The final evaluations of both these projects are being carried out as specified in the original project documents. As the activities of both projects are so closely related a joint evaluation is planned. The Y2Y project is being evaluated a full six months before the due close of the project. However, the donors (NZODA) have been consulted and can see the value financially, logistically and programmatically of a joint review.

Review Aims

To externally review and critically evaluate the design of the above two projects with specific attention to the implementation details and impact on the target beneficiaries.

Objectives

  1. Project Concept and Design
  2. The evaluation should consider whether:

    (a) the problem(s) the projects were supposed to address were clear, and the approach to be used sound;

    (b) the beneficiaries and the users of the projects results were identified;

    (c) the objectives and outputs were stated clearly, precisely and in terms that are verifiable;

    (d) the work plan as a management tool of the project was followed.

  3. Implementation

The evaluation should consider:

(a) the quality & timeliness of inputs;

(b) the quality and timeliness of the activities;

(c) the quality and timeliness of the responsiveness of the project managers to changes in the environment of the projects;

(d) the quality and timeliness of monitoring and support by all parties to the projects.


3. Recommendations

?

With specific reference to the RH / FP project, the evaluator should recommend whether:

(a) the project closes in October 2001 (as planned);

(b) extends until January 2002;

(c) a second phase is viable.

If the recommendation is that the project closes then exit strategies should be recommended.

If the recommendation is that the project is viable for a second phase include in the recommendation modifications to the project design and management where appropriate.

With specific reference to Y2Y project, and taking into consideration any recommendations regarding the future of the RH / FP project, make recommendations regarding exit strategies (project activities and management) until the closure of the project.

Specific Activities

?

  1. Discuss delivery of project activities with FSPK and FSPV staff involved in the implementation of the project (Country Directors, Project Managers, Project Assistants and Voluntary Health Workers), in accordance with the work plan and budget.
  2. Individually consult with the Project Managers to discuss the effectiveness of the current implementation arrangements. Identify reasons for slow delivery (if any) and discuss recommendations for dealing with these shortcomings.
  3. Critically evaluate the role of the Ministries of Health in both Kiribati and Vanuatu.
  4. Critically review project impact for stated beneficiaries by evaluating each output against objectives and inputs.

Required Output

A succinct evaluation report discussing the above points that may include relevant maps, photos or tables relevant to the review.
