>FISHERIES DEVELOPMENT OFFICER
>
>GENERAL
>
>The Secretariat of the Pacific Community (SPC) is an independent
>intergovernmental agency providing technical advice, assistance, training
>and research in the service of the 22 Pacific Island countries and
>territories of Melanesia, Micronesia and Polynesia. It currently has a staff
>of more than 230. SPC is officially bilingual, with English and French being
>the working languages.
>
>The Fisheries Development Section (FDS) is one of five sections that makes
>up the Coastal Fisheries Programme. The FDS is made up of three professional
>staff with part-time support from a Project Assistant. The Section's
>objective is to: 'Assist countries and territories to develop economically
>viable commercial fishing operations focusing on vessel operations,
>harvesting activities and post-harvest practices'.
>
>The Fisheries Development Officer implements many of the technical
>assistance projects as requested by member countries and territories. This
>entails travelling to the requesting country, and implementing an agreed
>work programme, often in very remote and isolated locations, including
>commercial fishing vessels on fishing trips up to two weeks at a time. In
>the field the Fisheries Development Officer needs to improvise to fit the

>* Conduct in-country technical assistance assignments for the Section
>to introduce different fishing techniques, conduct training with local

>QUALIFICATIONS AND EXPERIENCE

>Very Important
>
>* Recognised skipper's ticket for taking command of commercial fishing
>vessels up to 25 metres in length and working 200 nm off the coast.
>* At least 5 years commercial fishing experience, especially tuna
>longlining, as skipper and fishing master of the vessel.
>* Knowledge and preferably demonstrated experience in a range of
>offshore fishing gears and techniques, especially small-scale and
>medium-scale tuna fishing methods, in the Pacific.
>* Demonstrated experience in operating and maintaining all vessel
>systems, including diesel engines, hydraulics, and electronics.
>
>* Experience in constructing and deploying fish aggregating devices
>(FADs), as well as conducting site surveys to identify suitable FAD
>deployment sites.
>* Knowledge of the Pacific and sustainable fisheries
>development/management issues in the region.
>* Demonstrated ability and experience at working under demanding work
>schedules, especially in remote locations in the field, and preferably in
>the Pacific region.
>* Experience working with MS Office software.
>* Demonstrated ability and experience in working as part of a team,
>and alone with minimum supervision.
>* Working knowledge and experience in basic accounting/book-keeping
>for recording and reporting on project funding when in the field.
>* Experience and ability to work with people from different ethnic,
>cultural, and educational backgrounds.
>* Highly developed time management skills; and
>* Excellent communication skills (oral and written).

>* A working knowledge of both of SPC's official languages would be an
>advantage; and
>* Skills in the use of desktop publishing and technical drawing
>software.

>SALARY AND ALLOWANCE
>
>The starting salary for this position will be SDR 3,064 per month, which is
>equivalent to CFP 510,125 francs per month in the SPC PO 6 salary grade. In
>addition, an Establishment Grant will be payable to non-residents of New
>Caledonia. SPC emoluments are not subject to income tax in New Caledonia at
>the present time. The international currency exchange rate at the time of
>writing is approximately USD 1.00 = 145 francs CFP.

>TENURE
>
>The appointment will be for a period of three years in the first instance,
>subject to a one-year probationary period. The contract may be renewed for a
>further three years subject to performance and continued funding

>An SPC-owned house or flat will be made available, based on the following

>Housing is expensive in Noumea and, despite these standard salary
>deductions, the cost of housing is heavily subsidised.

>LEAVE

>Leave will accrue at the rate of 2.5 working days per calendar month of

>Thirty working days per annum.

>MEDICAL BENEFITS
>
>The SPC's Staff Medical Insurance, to which the appointee will contribute
>1.5% of basic salary, reimburses doctors' fees, cost of prescribed
>medicines, surgical and hospital costs, etc. up to certain percentages and
>limits. Supplementary medical insurance is available to increase these
>percentage reimbursements and limits.

>PROVIDENT FUND
>
>The appointee will be eligible for membership of the SPC's Staff Provident
>Fund. Noumea-based staff contribute six per cent of basic salary to which
>SPC adds a matching contribution.

>FARES AND REMOVAL EXPENSES

>For an appointee recruited outside New Caledonia, air fares by the most
>direct/and or economic route for the appointee and recognised dependants,
>and reasonable removal expenses by sea of personal and household effects
>will be met by SPC on appointment and termination.

>SPC has a standardised computing environment based on Microsoft Office
