FORESTRY RESOURCE TECHNICAL OFFICER - TONGA

Tonga Trust is a non-governmental development organisation operating in the
Kingdom of Tonga. It is currently implementing a community/social forestry
project which works with local communities and groups, assisting/promoting
tree-planting, reforestation, and biodiversity activities; and conducting
associated training activities to increase local knowledge and awareness of
the causes/dangers of deforestation and the value of the forest.

Tonga Trust is seeking to expand the range and effectiveness of its forestry
activities through the appointment of a Forestry Resource Technical Officer
(FRTO). The person appointed will have a good assortment of technical and
practical skills in and knowledge of agroforestry and related subjects. The
FRTO will take a lead role in Tonga Trust's forestry projects, providing
technical support/assistance to other staff, giving guidance on agroforestry
techniques, developing small nurseries, providing training in nursery
techniques. In addition, the FRTO will play a key role in the further
development of Tonga Trust's forest and trees programme. The position
requires a person with a strong commitment to community based
sustainable development, with substantial practical experience of community
development (preferably in a Pacific island context), and with skills,
knowledge and experience in agroforestry systems, tree propagation, nursery
development, participatory methodologies, and training.

The appointment will be for eighteen months, with possible extension. A
salary and housing package of T$ 30,000 to T$ 37,000 p.a. (US$ 18,650 - US$
23,000) is available dependent on the skills and experience of the person
appointed. Additional benefits include medical insurance and relocation
expenses.

predator control supervisor for the Maui Forest Bird Partnership. The Maui
Forest Bird Partnership is a multi-agency partnership consisting of state,
federal, and non-governmental organizations dedicated to the preservation of
Maui forest bird communities. If this position is ultimately funded, the
candidate accepting this position will oversee the large-scale application
of rodent and predator control techniques in high elevation forests on the
Island of Maui in the State of Hawaii. Candidates applying for this position

Below is a potential description for this job

PREDATOR CONTROL SUPERVISOR - Non-Civil Service position located on the
island of Maui, Hawaii. This is a one-year position with continuation based
on funding and performance. Minimum Monthly Salary: TO BE DETERMINED.
Duties: Incumbent assists supervisor and a multi-agency partnership in
implementing large-scale rodent and predator control for species
conservation in Hawaiian terrestrial ecosystems on the island of Maui. The
ultimate goal of this position is to aid is the restoration of
floral and faunal communities in high elevation forests on the island of
Maui with particular emphasis on avian community restoration. Incumbent
will perform all aspects of supervise and coordinate large-scale rodent and
predator controls in extreme environmental conditions. Duties of this job
would include: rodent control, predator (cat and mongoose) trapping and
baiting, training and supervision of technicians and volunteers, systematic
rodent or predator surveys to assess the efficacy of control, site
preparation, trail clearing, assistance in standardized avian, botanical,
and invertebrate surveys. Incumbent will also assist in data management and
analysis for project summaries. Other duties as assigned.

Minimum Qualifications: Bachelor's degree from and accredited four-year
college or university in biology, zoology, wildlife science or other
biological discipline. 0 - 1 year (i.e. 3 months) experience with small
mammal trapping, small mammal control, and toxicological studies associated
with small mammals. Familiarity with Hawaiian terrestrial ecosystems.
Volunteer experience acceptable. Ability and skills in techniques of small
mammal population ecology, management, and control. Able to coordinate field
logistics and train research interns to collect field data. Possess a valid
driver's license. Able to conduct fieldwork in extremely wet condition with
poor footing. Able to hike with a 40 lb. backpack. Ability to use firearms
to dispatch live predators. Desirable Qualifications: Two years experience
conducting field research on small mammals and/or two years experience
conducting toxicological studies on small mammals.

PUBLIC WORKS DEPARTMENT/TRANSPORT CONTROL BOARD

Infrastructure Asset Management Project
(Component No. D3.0101)

CONSULTANT SERVICES FOR:

TRAFFIC ADMINISTRATION SYSTEM
DRIVER TRAINING AND TESTING
VEHICLE INSPECTION
ROAD SAFETY EDUCATION/PUBLICITY

The Government of Samoa has received a credit from the International
Development Association (IDA) towards the cost of the Infrastructure Asset
Management Project and intends to apply a portion of this credit to eligible
payments under this Contract.

Through this credit, the Transport Control Board (TCB), in conjunction with
the Public Works Department (PWD), intend to:

§ develop a Road Traffic Administration System incorporating an Accident
Data Base; Vehicle Inspection, Registration & Licensing records and
maintenance of Driver Testing and Licensing records in order to have the
desired data for plenary and analytical purposes;
§ review and upgrade the Driver Training and Testing procedures & manuals,
develop Defensive Driving course and establish recording systems to ensure
improved driving standards and compliance to traffic regulations by drivers;
§ review and upgrade Vehicle inspection procedures, establish computer based
recording systems for vehicle registration and licensing and provide on the
job training to upgrade skill levels of the vehicle inspectors in order to
ensure vehicles driven on the roads meet the minimum vehicle standard
requirements;
§ develop and introduce road safety education in all primary schools,
develop and produce support material and program the Road Safety publicity
campaign to inculcate a more safety aware road use culture; and
§ facilitate the development of an efficient and effective Traffic Law
enforcement by the Police as a vital input towards the overall accident
reduction strategies of the project.

The TCB/PWD now invite expressions of interest from interested persons to
develop and implement the foregoing traffic and road safety components of
the IAMP.

It is envisaged that the above consultancies will be contracted for a period
of about 32 months, which is the expected duration of the project.

CONSULTING OPPORTUNITY
Project Title

Pacific Ocean Pollution Prevention Programme (PACPOL) Project RA1: Marine
Pollution Risk Assessment for the Pacific Islands Region.
Position

A consultant to undertake a Marine Pollution Risk Assessment for the Pacific
Islands Region.
Implementing/Contracting Agency

The South Pacific Regional Environment Programme (SPREP), based in Apia,
Samoa. The consultant will be responsible to the SPREP Marine Pollution
Adviser, Steve Raaymakers.
Canadian Coordinating and Facilitating Agency
This project is part of the Canada-South Pacific Ocean Development Program,
Phase 2 (C-SPODP II), a 7-year, $14 million program funded by the Canadian
International Development Agency. The Canadian Coordinating and
Facilitating Agency for C-SPODP II is LGL Limited, environmental research
associates. LGL is responsible for the recruitment of Canadian consultants
for C-SPODP II projects, which are being implemented by the South Pacific
Forum Secretariat, South Pacific Forum Fisheries Agency, South Pacific
Regional Environment Programme, and University of the South Pacific. LGL
will screen proposals that are received before the deadline and submit at
least three of the best to the implementing agency, where the consultant
will be selected.
Project Background

As island states located within the world's largest ocean, the member
countries of the South Pacific Regional Environment Programme (SPREP) are
overwhelmingly dependent on shipping. Despite the benefits and necessity of
shipping, this human use of the ocean can also cause a range of
sometimes-severe environmental impacts, including spills of oil and other
hazardous materials.

The Pacific is particularly susceptible to shipping impacts and has a
current lack of regional and national capacity to address these issues. In
direct recognition of this situation, SPREP has developed and is
implementing PACPOL, the Pacific Ocean Pollution Prevention Programme.

One of the highest priority projects under PACPOL is to conduct a marine
pollution risk assessment as a fundamental starting point for the rest of
the programme. To effectively address ship-sourced marine pollution and
conduct a marine pollution risk assessment, it is necessary to first have a
picture of both the locations and descriptions of ports and shipping
patterns, including shipping lanes, shipping types, cargoes carried, and
shipping frequencies and intensities.
There is currently no information available in a consolidated form on the
above activities. The lack of a proper risk assessment leads to
subjective, non-quantitative, and un-substantiated statements being made by
various parties about the level of risk in the region, and it is not
possible to identify high risk and/or problem areas and develop focussed,
prioritised actions to address these areas.

The project's beneficiaries will be

· SPREP member countries;
· Pacific Island resource owners, government, NGOs, and communities; and
· Members of the private sector in marine and coastal-related industries in
the Pacific islands region, including shipping, ports, fisheries,
aquaculture, and tourism.
Services Required

The services required are for a consultant to undertake the marine pollution
risk assessment in accordance with the Aims, Scope, Outputs, Methods,
Timeframe, and Budget listed below.

Aims

The risk assessment aims to

· identify, describe, quantify, and map shipping patterns in the Pacific
islands region, and

· identify, describe, and map marine pollution hazards in Pacific island ports,

in order to collate and present data to help identify high-risk areas for
shipping accidents and marine pollution incidents.

Scope

The assessment will be conducted at three scales:

· the Pacific islands region as a whole;

· within the 200 nautical mile limit of each Pacific island
country/territory (see Appendix 1); and

· for each capital/major port within each country/territory.

The assessment will apply to all ships as defined by the International
Convention on the Prevention of Pollution from Ships 1973 and its Protocol
of 1978 (MARPOL 73/78) and its Annexes, and will include fishing vessels
from distant water fishing nations.
Outputs

The project outputs will comprise:

1. A GIS map of the Pacific islands region displaying

· shipping lanes;

· cargo types and tonnages carried (cargo types to be broken down as far as
practicable);

· shipping frequencies and intensities;

· locations and descriptions of all ports, especially oil loading/unloading
operations;

· identification of mid-ocean ballast exchange/re-ballasting sites; and

· identification of high-risk areas for shipping accidents/marine pollution
incidents.

2. A GIS map of each Pacific island country/territory displaying the above
information within the 200 nautical mile limit of each country/territory.

3. A GIS map of each capital/major port in each country/territory
identifying and describing high-risk areas for shipping accidents/marine
pollution incidents within each port.

Tasks/Methods

It is proposed that the study will be done by a multidisciplinary team on
contract to SPREP, comprising

· a consultant as the primary investigator and

· the South Pacific Applied Geoscience Commission (SOPAC) for the GIS
components of the study.

Tasks required/methods to be used will include (but not necessarily be
restricted to)

· project management and coordination by SPREP, through the Marine Pollution
Adviser.

· an initial project inception meeting and two progress/coordination
meetings in Suva, Fiji, between SPREP, the consultant, and SOPAC.

· reviewing previous shipping and related studies conducted in the region,
including the SPREP report "Ship Groundings in the Pacific Islands Region -
Issues and Guidelines" and work conducted previously for the Forum
Secretariat (task for consultant).

· obtaining and analysing shipping data from publications such as Ocean
Passages of the World, World Cruising Routes, World Sea Trade Statistics,
and Containerisation International Yearbook (task for consultant).

· obtaining and analysing shipping data from Pacific island national
maritime and port authorities; the U.S. Coast Guard; the Maritime Safety
Authority of New Zealand; the Australian Maritime Safety Authority; shipping
companies; shipping agents; oil companies (primarily BP, Mobil and Shell);
the Regional Maritime Programme and Marine Resources Programme of the
Pacific Community and the Forum Fisheries Agency (in relation to fishing
vessel movements); Lloyds Maritime Information Services; Lloyds Ports of the
World; and commercial voyage planning services such as Weathernews Pty. Ltd.
(task for consultant).

· fact-finding and data collection missions to selected Pacific Island
Countries (N.B. the budget will not allow visits to all countries - a
representative sample of countries from each of the sub-regions of
Micronesia, Melanesia, and Polynesia will be visited) (task for consultant).

· development of the GIS and data entry (task for SOPAC). The use of GIS
will allow the risk assessment to be easily updated, perhaps every two to
five years.

· report production (joint consultant /SOPAC task).

Timeframe

The project will be completed within 6 months of commencement.



Study Location

This is a regional project covering all Pacific Island Countries and
Territories (see Appendix 1). During the project, the consultant should be
based in Suva, Fiji, to facilitate country visits and coordination with SOPAC.
Budget and Resources Available

A total budget of US$115,000 is available for this project. Of this,
$40,000 is allocated to the SOPAC GIS component and $75,000 to the
consultancy component of the study. Arrangements are being made to provide
office space in Suva (desk, chair, and telephone) at no cost, but we do not
have a commitment yet. Please refer back to the C-SPOD web site for updates.

Qualifications
Required:

· Citizen of one of the Pacific Island member countries of the South Pacific
Forum, or Canada;

· Proven expertise and experience in marine pollution risk assessment;

· Proven experience in undertaking similar studies in the Pacific Islands
region and established regional and maritime industry networks; and

· Proven ability and track record of meeting deadlines and complying with
project budgets.

Proposal Requirements:

· Detailed description of how the outputs listed above will be achieved, in
accordance with the tasks and methods listed above and any other method the
consultant proposes to use to achieve the outputs cost-effectively within
the required timeframe and available budget (NB: Tasks and methods which are
the responsibility of SOPAC should not be included in the Proposal);

· Project management table, including task timelines, critical milestones,
and progress and final reporting timelines;

· Detailed breakdown of costs outlining how the outputs will be achieved
within the available US $75,000, in accordance with the tasks and methods
listed above and any other methods the consultant proposes;

· Evidence of the consultant's qualifications in relation to those listed
above; and

· A full Curriculum Vitae with three references including contact information.
