SUBJECT : DIRECTOR OF CORPORATE SERVICES

1. A new post of Director of Corporate Services, located at the SPC
Headquarters in Noumea is vacant. It is desirable that an appointment is
made early in the Year 2000.

2. I would be grateful if Governments and Administrations could advertise

Secretariat of the Pacific Community.

DUTY STATEMENT

DIRECTOR OF CORPORATE SERVICES

GENERAL

The Corporate Services section of the SPC was recently established through
the amalgamation of the existing Administration and Finance offices. The
section plays a crucial role in the delivery of the Secretariat's services
to the member countries and territories of the Pacific Community.

The mission of the Corporate Services section is to provide support
services to the organisation in the areas of Human Resources Management
(Recruitment, personnel and staff development), Finance, Meeting support,
Travel, Registry, Canteen operations, and Buildings and Vehicle Management
and Maintenance. The Section has a total of 18 staff.

The Director of Corporate Services is responsible for the efficient
operation of the Section by exercising broad supervision over all Corporate
Services Staff. The Director is a part of the SPC senior executive team,
and is expected to work effectively with the Director General, the
Divisional leaders, and the heads of all other programmes and sections of
the organisation.

The Director of Corporate Services is required:

· To possess knowledge of corporate management, financial, human resources
and administrative procedures.
· To have experience in the management of an organisation of this nature,
with a similar staff size;
· To hold appropriate qualifications in finance, business administration,
human resource management or a related field.

A post of Director of Corporate Services is vacant and it is desirable that
an appointment be made early in the Year 2000.

DUTIES AND RESPONSIBILITIES:

The Director of Corporate Services is responsible to the Director-General.
His/Her primary duties include:

1. Providing advice and effective support services to the Secretariat in the
areas of human resource issues, financial and assets management issues,
conference arrangements and other corporate management issues;

2. Efficient management of the section's financial and administrative
services (recruitment, personnel, training, travel, registry and reception,
canteen, buildings and official vehicle maintenance), staffing resources and
budget, to ensure it responds to the needs of the section's users;

3. Ensuring sound management of the organisation's budgeting and financial
systems;

4. Maintaining effective control of the investment of the SPC's funds and
reserves;

5. Planning and developing the organisation's financial and internal control
procedures, systems and methods so as to ensure maximum efficiency in
utilisation of resources and modernisation of procedures;

6. Reporting as required on the section's activities;

7. Maintaining good relations with the external agencies that deal with the
SPC's financial operations;

8. Actively participating in policy formulation and broader management of
the Secretariat as part of the executive team;

9. Performing other duties as required by the SPC Executive.

QUALIFICATIONS AND EXPERIENCE:

Applicants for this position should have:

· Relevant degree or professional qualification in finance, business
administration, human resource management, or a related field, or at least
ten years of experience in finance/administration.
· Proven managerial ability in administration and in high-level financial
administration.
· Possess drive and initiative, with ability to determine and achieve
objectives.
· Highly developed organisational skills.
· Strong interpersonal skills.
· Computer literacy, in particular as it relates to spreadsheet applications
and data based accounting systems.
· Ability to work under pressure, in a multi-cultural and gender-sensitive
environment.
· Fluency in English is essential; fluency in both English and French will
be a major advantage.
· Good general knowledge of the Pacific Islands is desirable.


SALARY, TERMS AND CONDITIONS

SALARY AND ALLOWANCES:

The salary for this position will be CFP 525,962 per month in the M1 salary
range. In addition, an Establishment Grant will be payable to non-residents
of New Caledonia. Where appropriate, other allowances such as child and
education allowances may be payable. SPC emoluments are not subject to
income tax in New Caledonia at the present time.

TENURE:

The appointment will be for a period of three years in the first instance.

DUTY STATION: Noumea, New Caledonia.

ACCOMMODATION:

Provided by the Secretariat, based on the following rates of basic salary:

House/flat 2 bedrooms - 11.5%
3 bedrooms - 12.5 %
4 bedrooms - 15 %

LEAVE:

Leave will accrue at the rate of 2,5 working days per month of active duty
service. For expatriate staff members, home leave fares are payable after 18
months service.

SICK LEAVE:

Thirty (30) working days per annum.

MEDICAL BENEFITS:

The Secretariat's staff Medical Benefits Scheme, to which the appointee
would contribute 1.5% of basic salary, reimburses doctor's fees, cost of
prescribed medicines, surgical and hospital costs, etc., up to certain limits.

PROVIDENT FUND:

The appointee will be eligible for membership of the Secretariat's Staff
Provident Fund. The staff member contributes six per cent of basic salary
with a matching contribution by the Secretariat.

FARES AND REMOVAL EXPENSES:

For an appointee recruited outside New Caledonia airfares by the most direct
and/or economic route for the appointee and dependent family members and
reasonable removal expenses by sea of personal and household effects will be
met by the Secretariat on appointment and termination.

SMOKE-FREE WORKING ENVIRONMENT:

Smoking will not be permitted at the workplace.

MICROSOFT OFFICE:

SPC has a standardised computing environment based on Microsoft Office.
