The Opportunity

The University of the South Pacific seeks to fill the position of Lecturer in Earth Science in the School of Agriculture, Geography, Environment, Ocean and Natural Sciences (SAGEONS). The SAGEONS offers a Bachelor of Science degree in Environmental Science in both Earth Science as well as Biology pathways in this university based at the Laucala Campus. The school delivers different programmes in face-to-face, online and blended modes at Laucala and/or regional campuses. The science programs offered by SAGEONS include a Bachelor of Science degree with Biology & Chemistry, Biology & Information Systems and Mathematics & Chemistry majors as well as Environmental Science (Earth Science and Biology pathways). Thus, the incumbent is required to teach undergraduate and postgraduate students in Earth Science, Environmental Science courses as well as BEng (Civil), BGS, and Marine students as electives or cores offered at 100, 200, 300 and 400 levels. The candidate will design and supervise labs and will conduct and guide Field trips. The lecturer will supervise MSc and research students and will carry out independent research at USP. He/she will also engage in mentoring junior faculty.

USP is a multi-modal university, offering courses in a variety of modes including print, face-to-face, blended and online. The Appointee will be based at the main Laucala campus in Fiji but will teach across all campuses in the region. The appointee will also be expected to teach evening sessions.

The appointee at Lecturer level will contribute to teaching of degree level courses across the Environmental Science (Earth Science pathways) curriculum offered by the SAGEONS by face to face and/blended or online modes and conduct lab demonstrations /tutorials. The appointee will also be expected to contribute to the online courses (development). The appointee will be expected to successfully attract some research grants (including externally) in the thematic area of research and support the School and University mission and goals as set out in the University Strategic Plan. The appointee will also assist in other tasks as and when assigned by the Head of School.

General standard:

i) A Lecturer is expected to make contributions to the teaching effort of the University and to carry out activities to maintain and develop their scholarly, research and/or professional activities relevant to the profession or discipline.

ii) A Lecturer is expected to demonstrate excellent communication skills and the ability to network effectively and interact with a diverse range of students and staff.

The Person we Seek:

To be considered for this position, applicants must have:

  • a PhD degree in Geology/Environmental Science/Earth Science or a cognate discipline with significant research profile;
  • tertiary teaching experience (normally 4 years) at undergraduate and postgraduate levels.
  • good research publications in ranked journals with quality of research (QoR) at Lecturer level.
  • experience in supervising Master by research students to completion.
  • ability to teach a range of standard topics in particular discipline of Earth Sciences.

The National Government of the Federated States of Micronesia (FSM) has applied for financing from the World Bank toward the cost of the Pacific Island Oceanscape Program ¨C Second Phase for Economic Resilience and intends to apply part of the proceeds for consulting services.

The consulting services (¡°³Ù³ó±ð ³§±ð°ù±¹¾±³¦±ð²õ¡±) include providing fisheries technical oversight and expert advice on the FSM PROPER Project in collaboration with the PIU. The Fisheries Management Expert will report to the Project Manager and provide support to the IAs, for an initial one (1) year period commencing in January 2025. A.????? BACKGROUND

The National Government of the Federated States of Micronesia (FSM) has partnered with the states and several government departments to implement development activities within the FSM.

The FSM Pacific Islands Regional Oceanscape Program ¨C Economic Resilience (PROPER) Project is an FSM Government led Fisheries project where the primary objective is to strengthen the shared management of selected Pacific Island oceanic and coastal fisheries, and the critical habitats upon which they depend, for economic recovery and resilience. The project consists of three key components, namely Oceanic Fisheries, Coastal Fisheries, and Marine Habitats and Waste. Each component focuses on specific activities and interventions aimed at addressing the unique challenges faced in their respective areas.

?

To support the implementation of FSM PROPER, a Project Implementation Unit (PIU) consisting of a Project Manager, Project Officer and Project Assistant will work in the already established PIU in FSM NORMA. State Coordinators and Project officers addressing communications, monitoring and evaluation (M&E) and safeguards will be part of the team. The FSM PROPER PIU is responsible for coordinating the implementation of the Project with the Implementation Agencies (IAs): FSM Department of Resources & Development (DRD), FSM NORMA, FSM Department of Health & Social Affairs (DHSA), FSM Department of Environment, Climate Change & Emergency Management (DECEM), Department of Finance and Administration (DoFA) and the States. The PIU will also be responsible for preparing and implementing the Project in accordance with guidelines and regulations as well as the annual work plans and budgets which will detail project activities and eligible expenditures. Additional technical experts in fisheries management, infrastructure, and waste management are to support the PIU.

?

In order to strengthen project management support to the portfolio of WB-financed projects, a Central Implementation Unit (CIU) has been established under the Investment Finance Unit in the Department of Finance. The objective of the CIU is to provide support to PIUs in the preparation, implementation and reporting of WB-financed projects. The CIU will provide oversight to the FSM PROPER PIU in core cross-cutting functions including financial management, environmental and social risk management, M&E, communications and procurement.

B.?????? CORE DUTIES

?

?

The Fisheries Management Expert will provide fisheries technical oversight and expert advice on the FSM PROPER Project in collaboration with the PIU. The Fisheries Management Expert will report to the Project Manager and provide support to the IAs. The scope of responsibility will include:

?

1.?????? Consult and advise the PIU in the execution of project activities under the three components of the FSM PROPER Project, contributing to the coordination of fisheries activities across FSM States;

2.?????? Provide technical expertise for the appropriate planning, development and implementation of the Project and the timely delivery of project results in a coordinated manner between partners including in the development of project workplans and budgets and refining of activities as needed for effective delivery;

3.?????? Lead in providing fisheries technical input in the TOR development, recruitment and management of consultants contracted to deliver highest quality services to the Project;

4.?????? Support the procurement of the project inputs through review of procurement documents for technical accuracy and quality delivery;


5.?????? Provide input and review of technical reports, including communication materials of the project;

6.?????? Provide input into the project M&E, and provide support in the identification of project issues and recommend and implement solutions to bring the project back on track;

7.?????? Support the PIU to monitor project risks and implement all risk mitigation measures during all project phases;

8.?????? Provide technical support to the PIU in liaising with the implementing agencies of the national government and state ²µ´Ç±¹±ð°ù²Ô³¾±ð²Ô³Ù²õ¡¯ implementing agencies and other project partners including stakeholders;

9.?????? Provide inputs, including technical briefs and presentations if relevant, to the Project Working Groups at National and State level;

10.?? Contribute to consultative and other meetings, workshops and conferences by proposing and preparing agenda topics, identifying participants, preparing documents and presentations;

11.?? Support PIU in assessing technical, financial, political, operational and management situations on the ground that affect project implementation;

12.?? Integrate international technical best practices, relevant technologies and tools into project implementation and service delivery and monitor/report on effectiveness of such;

13.?? Build and maintain partnerships with technical partners to the project and identifying opportunities for collaboration with potential partners at national, subregional and regional level;

14.?? Consolidate case study reports and lessons learned to support national and regional sharing and scaling of project outputs;

15.?? Assess project deliverables to recommend and implement actions to sustain capacity building benefits to the Project implementation partners including on-the-job trainings and mentoring of IAs technical staff.

16.?? Mentoring of national and state level counterparts in effective implementation of fisheries management activities of the project.

C.??? QUALIFICATIONS

?

Required experience and educational background

1.?????? Master Degree in Fisheries Management, Marine Science/Studies, Environmental Management or related field with minimum 10 years of relevant experience in fisheries management; OR Bachelors Degree in a related field with minimum 15 years of relevant experience.

2.?????? Four (4) years of experience working in fisheries projects or initiatives funded by bilateral donors or multilateral organizations like WB.

3.?????? Demonstrated knowledge of offshore and nearshore fisheries management such as publications in the fisheries field.

4.?????? Demonstrated experience in provision of technical advice on offshore and nearshore fisheries management projects including delivery of coastal infrastructures;

5.?????? Ability to work in a multicultural team environment.

6.?????? Fluency in English both written and oral.

Desirable Qualifications


1.?????? Experience in related work in the FSM or the Pacific ±õ²õ±ô²¹²Ô»å²õ¡¯ region;

A.? BACKGROUND

The National Government of the Federated States of Micronesia (FSM) has partnered with the states and several government departments to implement development activities within the FSM. The current and pipeline portfolio includes projects in the sectors of Energy, Fisheries, Information & Communication Technology (ICT), Public Financial Management strengthening and Maritime and Roads.

?

The FSM Pacific Regional Oceanscape Program ¨C Economic Resilience (PROPER) Project is an FSM government financed Fisheries project where the primary objective is to strengthen the shared management of selected Pacific Island oceanic and coastal fisheries, and the critical habitats upon which they depend, for economic recovery and resilience. The project consists of three key components, namely Oceanic Fisheries ($7.05 million), Coastal Fisheries ($6.08 million), and Marine Habitats and Waste ($4.42 million). Each component focuses on specific activities and interventions aimed at addressing the unique challenges faced in their respective areas.

To support the implementation of FSMPROPER, a Project Implementation Unit (PIU) consisting of a Project Manager, Project Officer and Project Assistant and additional experts and state coordinators will work in the already established PIU in FSM NORMA. The FSM PROPER PIU is responsible for coordinating the implementation of the Project with the FSM Department of Resources & Development (FSMDRD), FSM NORMA, DoFA and the States. The PIU will also be responsible for preparing and implementing the Project in accordance with guidelines and regulations as well as the annual work plans and budgets which will detail project activities and eligible expenditures.

In order to strengthen project management support to the portfolio of WB-financed projects, a Central Implementation Unit (CIU) has been established under the Investment Finance Unit in the Department of Finance. B.? SCOPE OF THE CIVIL WORKS TO BE IMPLEMENTED UNDER FSMPROPER

C.? CORE DUTIES

The Project Engineer will play a vital role in the infrastructure activities planned under the PROPER Project, providing expertise, coordination and supervision support, monitoring and evaluation support and guidance to the implementing agencies. They will report to the Project Manager (PM) of the PIU and work closely with CIU and DTC&I and will be responsible for the following key tasks:

1.? Technical Expertise and Support:

The Project Engineer will provide specialized engineering expertise to ensure the successful implementation of the various infrastructure projects under the FSM PROPER Project illustrated in Table 1 above. Responsibilities include:

?????? Collaborate with DTC&I and state-level infrastructure departments to conduct feasibility studies, assess engineering requirements, and develop detailed project plans.

?????? Support PIU in project management and implementation including in development and monitoring of work plans, budgets, project reports and evaluations with a focus on engineering aspects.

?????? Collaborate with CIU and project procurement staff in procurement processes including providing TORs, technical guidance and recommendations for the tendering/awarding, design, supervision, and construction of infrastructure projects, ensuring compliance with engineering standards, regulations and best practices.

?????? Provide technical reviews of the designs and ensure that the designs meet international design standards.

?????? Conduct quality assurance inspections with the Design & Supervision firm to certify that construction material and practices meet specification.

?????? Collaborate with National and State infrastructure departments to ensure design and supervision of construction of smaller onshore works including but not limited to laboratory in Pohnpei and Office buildings as well as the refurbishment of the 3 marinas in Kosrae, which involves replacing of the pontoons.

?

2.? Infrastructure Project Monitoring and Oversight:

The Project Engineer will play a critical role in overseeing the implementation of infrastructure projects across multiple FSM states in collaboration with project advisors, staff and contractors. Duties include:

?????? Monitoring the progress of infrastructure construction, reviewing project timelines, and ensuring that projects are on track for timely completion.

?????? Work with CIU M&E advisor and staff in developing and reviewing of the M&E framework including establishment and collection of baseline data against indicators defined in the M&E framework to be able to effectively monitor the project infrastructure activities, and supporting the gathering of M&E data from infrastructure construction.

?????? Conducting regular site visits to assess construction quality, safety measures, and adherence to engineering specifications.

?????? Assist project staff and CIU with the grievance process to ensure accurate and effective recording and resolution of grievances related to infrastructure activities.

3.? Stakeholder Communication and Engagement:

The Project Engineer will actively engage with local stakeholders and government authorities to facilitate effective project communication and collaboration. Responsibilities include:

?????? Establishing and maintaining communication channels with local governments, communities, and relevant stakeholders to address concerns and ensure project alignment with local needs.

?????? Work with CIU and project communication staff to produce relevant communications materials for the project so as to present technical information to non-technical stakeholders in a clear and understandable manner.

4.? Local Capacity Building:

The Project Engineer will contribute to building local capacity for managing and maintaining infrastructure projects in the future. This involves:

?????? Collaborating with FSM firms and contractors to develop their engineering skills and capacity, particularly in long-term maintenance of newly built infrastructure.

?????? Providing training and workshops to local engineers and technicians on related construction best practices and engineering standards.

5.? Compliance and Quality Assurance:


The Project Engineer will ensure that infrastructure projects meet engineering standards and specifications. Responsibilities include:

?????? Reviewing engineering designs, plans/drawing, specifications, estimates and technical documentation to ensure accuracy and compliance with national and international standards.

?????? Work with safeguards (environment, social, gender, occupational health & safety) advisors and contractors to ensure all infrastructure projects comply with safeguards and regulatory requirements.

?????? Conducting quality assurance assessments to identify potential issues and recommend corrective actions..

6.? Reporting and Documentation:

The Project Engineer will maintain comprehensive records and reports related to all the infrastructure projects. Responsibilities include:

?????? Periodic documentation of project progress, site visits, and observations with assistance of project advisors and staff to provide accurate and timely updates to the Project Manager and relevant stakeholders.

Papua New Guinea and the Solomon Islands host part of the Coral Triangle, where 76% of all coral species are found. Tuna come here to spawn, whilst sea turtles, whales, dolphins, dugongs and whale sharks feed, breed and migrate through these waters. Fiji meanwhile is home to the world¡¯s third longest continuous barrier reef system that supports some of the only coral reefs thought to remain under current climate change scenarios.

As the planet faces a deepening crisis of nature loss the Pacific Islands face their own significant challenges: deep sea mining, deforestation, overexploitation of fisheries for local and global consumption, plastic pollution all pose imminent risks. The existential threat of climate change is ubiquitous and has worsened, with impacts already felt across the region.

About the Role

Reporting to the Conservation Programme Manager, the Impact Monitoring and Data Officer will oversee the coordination, planning, and execution of data monitoring, collection, archiving, management, analysis, and reporting to facilitate effective monitoring, evaluation, and learning (MEL) for WWF Solomon Islands projects. This role will support project teams in implementing strong data collection methods, ensuring data quality, and enabling accurate and timely reporting. The officer will also lead training sessions for staff to improve their data collection and analysis skills, while collaborating with the regional MEL manager to ensure data management practices align with regional and organizational standards.

The role ¨C the Statistics Adviser (metadata and SDMX) will develop and maintain SDMX data structures and other metadata supporting statistical dissemination in the Pacific Data Hub .Stat platform (PDH.stat). The role involves collaborating with internal and external stakeholders regarding data modelling and data documentation, developing semantic assets fostering data interoperability, and supporting the setup of corporate data modelling and metadata management methodologies and infrastructure.

The key responsibilities of the role include the following:

Data modelling and interoperability

??????? Model Statistical datasets according to the SDMX standard in collaboration with data owners.

??????? Handle change requests from data owners related to data structures and referential metadata, ensuring compliance with the established common structural metadata artifacts.

??????? Identify and implement harmonisation actions for data structures, aiming to enhance interoperability and consistency across datasets within the PDH.stat database.

For a Noumea based position ¨C a starting salary range of SDR (special?drawing rights) 4,206-5,161 per month, which converts to approximately XPF 622,159-763,470 (USD 5,594-6,865; EUR 5,214-6,398). SPC salaries are not presently subject to income tax in New Caledonia.

For a Suva based position ¨C a starting salary range of 3,091?3,864 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,211¨C11,513 (USD 4,111¨C5,138; EUR 3,831¨C4,789). Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

Benefits for international staff employees ¨C SPC provides a housing allowance (or subsidised housing in Noumea). Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

This senior management role reports directly to the Permanent Secretary of MFMR on day-to-day delivery of BHPO activities. The Opportunity

Project Overview

The U.S. Agency for International Development (USAID) OurFish OurFuture is a five-year (2021-2026), regional project that addresses the social and ecological drivers of Illegal, Unregulated, and Unreported (IUU) fishing including overfishing, the inability to monitor illegal fishing, and weak compliance with fisheries regulations. By addressing these problems, OFOF protects biodiversity and supports local livelihoods, food security, and maritime security in the Pacific. The project is a partnership between the University of Rhode Island, Locally- Managed Marine Area Network, World Wildlife Fund, and the University of the South Pacific. OFOF also collaborates closely with the Pacific Community (SPC), other regional fishery organizations, non-governmental organizations, civil society organizations, and relevant government authorities.

The Role

The Communications Assistant will be essential to advancing the communications efforts of the USAID OurFish OurFuture project. This role focuses on creating social media content, crafting compelling stories, managing content collection for our digital newsletter, and providing support for events and media outreach. The position will be under contract with the University of Rhode Island (URI) and will report to the Communications Specialist. The position will be located at the University of Rhode Island Foreign Branch Office in Suva, Fiji.

Key Responsibilities

1.?????? Social Media Management

  • Collaborate with project partners across the region to create compelling content for submission to the USAID Pacific Islands team for their social media platforms.
  • Develop and manage a social media calendar to ensure consistent program visibility.
  • Maintain a comprehensive media log to track published articles, interviews, and mentions of OurFish OurFuture for reporting and analysis.

The objective of this assignment aims to:

The?Public Health Division (PHD)?supports member countries in attaining healthier Pacific Island people and communities by helping in public health surveillance, prevention and control of communicable and non-communicable diseases (NCD) and support for clinical services. The primary areas of focus of the division are to provide scientific and technical assistance and support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent disease and injury, restore, and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services as highlighted in the PHD Business Plan. The PHD is comprised of three programmes: Surveillance, Preparedness and Response Programme (SPRP), NCD Prevention and Control Programme (NCDPCP) and Clinical Services Programme (CSP).

The Regional Emergency and Critical Care Strengthening Initiative (RECSI) is a complex and comprehensive program of work designed to address key development objectives related to emergency and critical care provision in Timor-Leste and the Pacific region.?RECSI aims to build on the experience of the COVID-19 pandemic, particularly in relation to the need for local critical care capacity, and the value of resilient emergency care systems in detecting and responding to health emergencies. RECSI will also act as a mechanism for embedding the World Health Organisation¡¯s emergency care systems framework across the region and progressing World Health Assembly resolutions 72.16 and 76.2.?

The role ¨C?Regional Emergency and Critical Care Systems Strengthening Initiative (RECSI) Project Officer?will coordinate and provide logistical and operational support to RECSI program activities across the region including program administration, coordination and management; activity, travel and logistics management; financial and procurement and support services; and project communication and reporting.

The?Public Health Division (PHD)?supports member countries in attaining healthier Pacific Island people and communities by helping in public health surveillance, prevention and control of communicable and non-communicable diseases (NCD) and support for clinical services. The primary areas of focus of the division are to provide scientific and technical assistance and support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent disease and injury, restore, and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services as highlighted in the PHD Business Plan. The PHD is comprised of three programmes: Surveillance, Preparedness and Response Programme (SPRP), NCD Prevention and Control Programme (NCDPCP) and Clinical Services Programme (CSP).

The role ¨C?Gender Equality, Social Inclusion (GESI) and Health Adviser?will be responsible for mainstreaming the gender equality and social inclusion components of the people-centered approach across?PHD to ensure equitable and effective health care in Pacific Island Countries and Territories.?The GESI and Health Adviser will also work closely with HRSD people-centered approach team to mainstream the other elements of the people-centered approach, being human rights and positive expressions of culture, across PHD projects, programs, including the SPC¡¯s flagship and SPC member countries.

The key responsibilities of the role include:

?

To deliver timely and relevant analytical, technical, research, programmatic and policy advice on the GESI dimensions of health to SPC member countries and territories, PHD staff, and various stakeholders

??????Support Pacific Island Countries and Territories (PICTs) and all other stakeholders to implement GESI and Health commitments and priorities.

??????Conduct GESI and health research and policy analysis in selected SPC member countries to identify actions needed to strengthen GESI and provide regular written updates for Gender and Health.

??????Undertake GESI analysis of PHD¡¯s current and planned health programs, projects, plans, operations, monitoring, evaluation and learning, knowledge management and communication (MELKMC) to identify actions needed to strengthen GESI across all aspects of PHD¡¯s work.

??????Engage in national, regional, and international fora, mechanisms, and processes for the purposes of integrating GESI and Health in policies and programs.

?

To strengthen the mainstreaming of GESI in the Health Sector programs and projects

??????Identify GESI and health capacity building and training needs for PHD staff, SPC members and stakeholders in selected countries.

??????Facilitate, develop and/or deliver capacity building, training and skills building on GESI and Health utilising multiple modalities.

??????Monitor and evaluate impacts of GESI and Health activities in PHD programmes and projects.

??????Continuously review and adapt GESI and Health capacity building and skills development materials.

To work with all sections of the Public Health Division and SPC to develop and establish a systematic, coordinated, and effective approach to integrate GESI and health equality and ensure coordination with all the SPC flagships

??????Lead stakeholder engagement, networking, and coordination to advance divisional objectives at national, regional and institutional levels.

??????Engage in relevant working groups, task forces and other technical committees including sustainable livelihoods.

??????Represent SPC at national, regional and international forums as delegated by the Director.

Remuneration?¨C The?Gender Equality, Social Inclusion (GESI) and Health Adviser?is a band 11 position in SPC¡¯s 2024 salary scale, with a starting salary range of 3,091?3,864 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,211¨C11,513 (USD 4,111¨C5,138; EUR 3,831¨C4,789).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C?SPC provides a housing allowance of FJD 1,350¨C3,000 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents.
